Cornwall’s Virtual Canada Day Celebrations!

Creating an exciting place to be NICK SEEBRUCH

@C:nseebruch@seawaynews.com

CORNWALL, Ontario – At their meeting on June 22, Cornwall City Council learned more about ways Cornwall can become a more vibrant and exciting community. Back in February, Kelly Bergeron presented council with several proposals around the concept of placemaking. Among some of the ideas Bergeron presented to council at the time, included painting the cross walk at Pitt and Second streets, parklets and murals. In February, Council referred Bergeron’s ideas to administration for a report on what might be possible. Shortly after that meeting the COVID-19 pandemic hit the Cornwall region, and lead to a shutting down of many businesses and amenities. Now that things are beginning to re-open, the city has seen some of Bergeron’s ideas already come to fruition organically. Along Pitt St. in the downtown, small popup patios have been put out in front of restaurants. The City is currently working with over 30 businesses who have expressed interest in extended patios. “We visited the downtown with Ms. Bergeron and stopped at every restaurant that wanted to have a conversation with us and you have seen the results of that,” said Mark Boileau, Cornwall’s General Manager of Planning, Recreation and Development. Additionally, to help accommodate outdoor dining, one Cornwall employee, Norma

Lefevbre, took it upon herself to paint pinic tables bright and vibrant colours. So far, 20 tables have been painted. Those tables have been scattered around the downtown. Currently there are a few around Riley’s Bakery. Boileau said that he planned to get engagement from the public on other beautification projects, and suggested a few possibilities for a site for a mural or other art project, including the Benson Centre, the Justice Building or the Civic Complex. Boileau suggested getting feedback from the public through the help of Communications Coordinator Emma Meldrum. “I think we could work with Ms. Bergeron who came up with this idea. Or through Ms. Meldrum, solicit the community,” he said. “We are getting a lot of reaction from the public. So I think this would be a good time to ask for public input and engagement on a project.” Councillors expressed enthusiasm for the placemaking idea. “I was a big fan of this plan when I met with Kelly Bergeron when we met before the meeting in February. When I left that meeting I was so fired up I was ready to build a parklet on my way home,” said Councillor Todd Bennett. “I want to thank Kelly Bergeron who brought this forward. She is trying to help us create an exciting place to be. This is a win-win-win. There is so much potential here and I just want to see it realized.” “Someone the other day asked me what placemaking is, and clearly it is about

I’m looking forward to discussing the next phase of placemaking the picnic tables to see what is possible.” Bergeron herself was thrilled by the with the City and implementing vibrant new enthusiasm of council and thankful for the projects to help our community thrive during these strange times,” she said. work of administration.

CORNWALL, Ontario – Seguin Patate is eager to open up its new location at Archie’s Family Golf Centre at 1719 Vincent Massey Dr. The new location will be open as of 11 a.m. on Monday, June 29. Owner Jason Shoot says that their menu will be familiar and full of the favourites that their customers have come to love from the Seguin Patate brand, including their famous Frick Fries. Shoot explained that this expansion to a second site means that they will be expanding their team and have added six new positions to bring Seguin Patate to 15 staff total. Shoot said that he approached the owners of Archie’s with the proposal to open up a Seguin Patate location at the golf course and they were eager to partner. “It is a great pairing,” he said. “They have been great to work with. These are two iconic places in Cornwall working together. We are very excited to open our second location up and are happy to be on the west side of the city.” Seguin Patate will continue to operate at their traditional location near FreshCo on Marlborough St. in addition to their new site in the west end.

Donna Lahache, Directrice de l’éducation ajoute : « Although this project has changed due to school closures, we believe a foundation of positive relationships has been created and will continue to grow between our students and the students from the French schools!». Le projet «Toutes mes relations - Échange interculturel Franco-Autochtone » a vu le jour grâce à l’appui financier du gouvernement du Canada, plus particulièrement le ministère du Patrimoine canadien et à l’engagement de tous les partenaires.

3 MINUTES WITH THE MAYOR

BERNADETTE CLEMENT CITY OF CORNWALL

The transformation of our community during this most wonderful time of year is uplifting. So many of us are outside – exercising, tending to backyard gardens, and enjoying our vibrant downtown. Summer is truly a time of celebration.

Graduates are experiencing their achievement quite differently – whether it’s completing elementary school or high school, or earning a diploma or degree. The City of Cornwall is proud to recognize all grads with a bilingual banner on the Lamoureux Park clock tower. We hope it helps our finissants and finissantes recognize that this is an occasion worth celebrating. We are also celebrating the three recipients of the Ontario Winter Games Legacy Awards: Annika Setterington of Holy Trinity Secondary School, Nicholas Guindon of École secondaire La Citadelle, and Nicholas Oeggerli of Char-Lan District High School. These young

athletes have distinguished themselves through athletic excellence. Entrepreneurial young people are launching new businesses through the Summer Company program. I am impressed with their creative ideas, and ability to adapt during this challenging time: • Paige Aubin – Etched in Time Headstone Services • Jeremy Hartle – Hominid Clothing • Ved Patel – VTA Computer Customs • Josh St. Pierre – Done Right Clean Up • Alyssa Wensink – Fable Thrifts Finally, regardless of their age, Cornwallites can celebrate summer with

the opening of outdoor pools and the Aquatic Centre. Have no doubt – we are still living in a pandemic. I hope for everyone’s cooperation with regulations that are in place for both your safety, and the safety of our lifeguards. You can learn more about outdoor pools, splash pads, and other City facilities at w w w. C o r n w a l l . c a / playduringcovid. From all of us at the City of Cornwall, I’d like to wish you a safe and fun summer. You can always reach me at bclement@ cornwall.ca, or find me on Facebook.

Hot issues ahead of Canada Day NICK SEEBRUCH

8 - Wednesday, July 1, 2020

- Seaway News - www.cornwallseawaynews.com

nseebruch@seawaynews.com

It was a hot week in Cornwall and it got kicked off with Cornwall City Council covering some hot topics on Monday. I know it is Canada Day this Wednesday, but I wanted to take this time top touch on a few of the more sensitive issues. First, let’s talk turkey, or pork rather. I would say that the biggest story out of the council meeting on Monday was Council’s decision to not allow the Optimists Club to use the east side parking lot at the Cornwall Civic Complex to hold Ribfest. The Optimists had already received approval for their plan to hold the event from the Eastern Ontario Health Unit (EOHU), but it did not seem like safety was the issue for those on council who voted against the event. Councillors who voted against allowing Ribfest to go ahead through the use of municipal property said that they wanted to give space to local businesses and local restaurants rather than doing a favour for the ribbers who come from out of town. Now, Ribfest is the most important fundraiser of the year for the Optimists Club. There is no doubt that the Optimists Club does invest money they raise back into Cornwall, and they, like every single other service club in town, will now have to find a different way to raise those funds. As for Council’s reasoning behind their decision, whether you agree with it or not, they chose not to support Ribfest to give space for local restaurants and businesses to recover and it is now down to us, the community, to take up that challenge. If you feel that the Optimists Club is deserving of financial support, then even though there is no Ribfest, you should go out and support them. Also, even if you desperately wanted to see Ribfest happen, Council chose to sacrifice that event in the hopes that everyone instead will go out and eat and shop local. This is something that citizens of Cornwall now must do. Council has challenged us to help our small businesses recover and we should do so. Supporting small businesses like local restaurants would of course be easier if there was an event tied to that effort, and maybe there could be a charitable element further tied to that as well, but until such an event materializes, we should instead take it upon ourselves, each of us, individually, to commit to taking up this challenge laid down by Council to support local. Ribfest was supposed to run on July 23 and 24, so perhaps if you had planned to eat at Ribfest both of those days, instead order food each evening from a different local restaurant. Can’t spend money in the Ribfest beer tent this year? Then go buy a six pack from Rurban. Want to still support a charity, go to the Cornwall Service Club Council website and pick any one of the many worthy organizations. This I feel was the most hot button topic at Monday’s Council meeting, but there were other important issues that were discussed. One other issue was the Cornwall cat registry. This is the latest in a series of steps that Cornwall Council has taken to address the issue of stray cats in the community. This motion will see stray cats registered, and spayed or neutered before being released again. It may take 10 years to truly see the effects of this program, but this continues to be a serious issue for the city. Another issue that was discussed, which seems to arise annually, is the issue of Sunday bus service in Cornwall. Once again, there has been another petition to introduce Sunday bus service, and Council asked administration to form a report on the viability of such a program. According to administrations report, the number of potential users for Sunday buses would be around 700 at a cost of approximately $650,000 in the first year. Cornwall Transit said they may include some form of a proposal for Sunday service in their budget submissions for next year, but I feel that the cost for a standard Sunday service is too high.

They will have to come up with some sort of a limited service to meet this limited need. Perhaps, a handi-transit like service making limited stops? Finally, Wednesday is Canada Day and like everything else in 2020, this will be a Canada Day like no other. Still celebrate, but do so safely. Ontario is roughly the same size in terms of population as the state of Florida, which is practicing no social distancing. On Saturday, the entire province had 238 new cases, whereas Florida had 9,585. Let’s celebrate this great country, and let’s be safe. Happy Canada Day everyone. There is no doubt that Henry Dundas was an idiot Dear Editor: There is no doubt that Henry Dundas was an idiot, however, as all of the place names in the area are connected to Conservative representatives and or royalty of a certain period, so named post American Revolution 1784-my suggestion, which would not go over well in this area, would be to make a clean sweep of everything down to the roots and simply eradicate the Tory party as well. As they were the dominant party (there virtually was no other political party until the 1830s in Britain and until the formal formation of the Liberal party in 1857 in the colony) and slave related issues fell under their jurisdiction. Though they did abolish the buying and selling of slaves by 1807 known as the Slave Trade Act - ownership was allowed until 1838, which the Americas chose to ignore until after the American Civil War in 1865. To push the envelope further, it was actually the Dutch who started the trade back in the day - might want to evict that local community as well while we are tarring everyone with the same ancient brush. Let’s jump on the train and go one stop further and poke the local Mohawk community as Joseph Brant /Thayendanegea as well owned slaves. So where does it stop? Positive change comes about not by attempting to erase the past, but by education in regards to those actions and discussion on why that thinking is no longer relevant or productive to the present era. However, regardless of how well a civilization is tutored in what is right and what is wrong it is human nature that there will always be the same percentage of the population who will think and believe differently. There will always be racists, bigots, be bullies. On reflection if Virginia is offended by names of places that have a centuries old attachment to slavery, though 99% of the population walking around with their heads stuck in their I-phones on Facebook wouldn’t have a clue of the history of, my suggestion would be for her to start with her own given name. The other day the Ottawa Citizen carried a letter from a reader that pointed out Charley Pride was one of the first successful black country singers, at the time a field dominated by white southern singers. Still is. In the late 1970s Pride set an attendance record for the Cornwall Civic Complex that still stands. When the evening concert sold out in a couple of days, Pride offered to do a matinee. It sold out, too. In all, around 8,800 fans packed the Ed Lumley Arena to see him perform in back-to-back concerts. In 1977, shortly after the complex opened, Johnny Cash sold out in less than 48 hours. Pride, now 86, was at the peak of his career, the best selling performer for RCA Records since Elvis. He had 52 top10 hits. His signature hit “Kiss an Angel Good Morning” still gets lots of play. He was a promising baseball pitcher in the New York Yankees organization before a two-year stint in the army 1956-57 - set him back. Pride was one of 11 children born to poor Mississippi share croppers which in reality was another form of salvery. Standard-Freeholder entertainment writer Bill LaSalle, who had interviewed Elvis years earlier in Ottawa, arranged to speak to Pride before the afternoon show. It is rare for a performer of Pride’s immense stature to grant an interview prior to going on stage. It is akin to trying to interview Tom Brady in the dressing before a game. When LaSalle was ushered into the dressing room, Pride jumped up, stuck out his hand, and with a big smile, said, “I just want to thank you for not asking me what it is like to be a black country singer.”

Pride must have been impressed with the interview. Before LaSalle left, he scribbled his Dallas phone number on a piece of paper, “Just in case you’re ever in the area.” Class act. LOOKING BACK - 1965 On June 27, 1965 Ontario Provincial Police Cst. Gordon McGregor and Cpl. John Goalen received some help from an unexpected source in rescuing a swimmer from Cornwall Canal. The officers were transporting a prisoner to Cornwall Jail from Morrisburg when, while on Water Street, they noticed a swimmer in distress in Cornwall Canal. McGregor unbuckled his gun belt and pulled off his police issue boots and jumped in the water. About half way out from the bank he grabbed a barely conscious Joseph Depratto and pulled him to the steep embankment. Goalen, with help from the prisoner who he uncuffed, pulled the two from the water. Goalen applied CPR to the now unconscious swimmer for 10 minutes. He was revived. The swimmer was taken to hospital where he recovered. The prisoner was placed back in the cruiser and taken to the jail. Just another day in “To Serve and Protect”. ALSO THIS WEEK IN 1965: Cornwall natives Richard Lalonde and Victor Bisson returned to the city to launch Reach Plastics and Chemicals in the former Canadian Cottons building. ... Fern Guindon, MPP Stormont, said that Cornwall was near the top of the provincial government’s list of cities to receive a college of applied arts and technology campus. The Davis government planned to set up 21 community colleges in the province. ... Rev. George Clifford was inducted as minister of St. Paul’s United Church, Sydney and First streets. ... Alexandria town council purchased the armoury from Crown Assets Corporation for $19,300. The government closed the armoury in widespread cuts to the

$4K worth of PPE donated to South Stormont facilities NICK SEEBRUCH

nseebruch@seawaynews.com

LONG SAULT, Ontario – South Stormont based company M&L Supply Fire & Safety made a large donation of Personal Protective Equipment (PPE) to nursing homes and retirement facilities in the Township to help protect their vulnerable populations during the ongoing COVID-19 pandemic. Recipients of the donations of surgical and N95 facemasks were Sunset Cove, Woodland Villa and Seniors Country Living in Lunenburg. The total cost of the donation was $4,000. “We’ve been selling a lot of PPE to fire services across Ontario and Manitoba,” said Mark Prendergast, President of M&L Supply. Prendergast had approached the Township to see if there would be an interest or a need for such a large donation of PPE. “Mark said he had some money to give and we know these long term care facilities really need it,” said South Stormont Mayor Bryan McGillis. “Mark was more than happy to put that money towards this initiative. It is great to hace community minded people like Mark.” “I wanted to give to seniors because they are the most affected by this and I couldn’t say no,” said Prendergast. Woodland Villa, where Mark’s brother was once a resident has 111 seniors living in the facility and 130 staff members. As of this week, face masks are now a part of the staff uniform. “The community out reach and donations we have received since the start of the pandemic has been phenomenal,” said Jana Sabourin, Administrator at Woodland Villa.

Staff at Woodland Villa receive a donation of PPE from M&L Supply Fire and Safety on Friday, June 26. M&L President Mark Prendergast pictured on the far right, and Mayor Bryan McGillis is on the far left at the back. (Nick Seebruch/ Seaway News)

AMY GILLESPIE CORNWALL COMMUNITY HOSPITAL FOUNDATION

This year, we’ll come together virtually on Thursday, August 20th from 6 a.m. to 7 p.m. -- over the airwaves, via Facebook, on our CCHF website, through the phone lines and at various drop-off points across the area. And, our fundraising will support urgent equipment needs to keep our front lines, patients, and community safe during COVID-19. Preparing for COVID-19 requires an army of equipment from monitors to mattresses, stretchers to stethoscopes, computers to commodes and more! These changes would normally require years of planning & saving. That’s why this year, more than ever, if you’re

Stationed in CCH’s atrium, Radiothon Day unites us in support of local healthcare – but how do we bring people together when physical distancing keeps us apart? To-date, we’ve been more fortunate than larger centres across Ontario when it comes to COVID-19 cases, but our hospital must remain vigilant to provide excellent care for patients, staff and our community, no matter the circumstance -- especially given CCH is the only hospital outside of Ottawa in our region with ventilator capacity. So, the show must go on, in a different way.

David Hart from Mississauga has donated a bursary of $1,000 yearly for the next 5 years to a local high school student who will attend a nursing program in the fall. David has awarded this bursary on behalf of his late wife Shirley Lauzon Hart, class of 1969, who passed away in December, 2019. This year’s recipient will be chosen once the schools reopen. This bursary is in addition to the annual bursary awarded by the Alumnae Association. Our Alumnae would also like to support all nurses who perform their Jeanne Mance pledge daily in caring for the sick and all those in who are in need.

All councillors and mayor should be given a cat and a rope to see how hard it is to walk or even tie them to a tree. In the beginning the problem was not enough food In the wild for feral cats. Spending 40,000 dollars spaying and neutering cats to put back in wild with not enough food is a form of cruel and unusual punishment. COVID-19 has given councillors too much time to think of more ways of getting tax payers money for increased fines, licenses & taxes. With all this price gouging on everything we buy, including food and taxes.

JOKE OF THE WEEK

A man takes his sick Chihuahua to the veterinarian. They’re immediately taken back to a room. Soon, a Labrador walks in, sniffs the Chihuahua for 10 minutes and leaves. Then a cat comes in, stares at the Chihuahua for 10 minutes and leaves. Finally, the doctor comes in, prescribes some medicine and hands the man a $250 bill. “This must be a mistake,” the man says. “I’ve been here only 20 minutes!” “No mistake,” the doctor says. “It’s $100 for the lab test, $100 for the cat scan and $50 for the medicine.”

Council rejects Ribfest plan nseebruch@seawaynews.com

CORNWALL, Ontario – At their meeting on Monday, June 22, Cornwall City Council rejected the Optimists Club’s plan to hold a modified Ribfest this year in the Cornwall Civic Complex parking lot. The Optimists Club had planned to hold a drive-thru version of their event in the east parking lot of the Complex from July 24 to 26. “I support the Optimists Club and all they do for the community, but tonight I have to speak for our local restaurants,” said Councillor Maurice Dupelle. “I don’t think we can do this to our restaurants who are just starting to re-open. I think we have to ask ourselves if it isn’t time for them to postpone Ribfest like every other event that has been postponed.” Dupelle also had concerns about enforcing social distancing at the drive-thru event. “When I grew up the old adage was protecting your own first and everyone else second,” said Councillor Dean Hollingsworth. “My opinion is we must support our local community. I know it looks like we are putting a wet blanket on this one, but it is a little different this year.” When asked Jamie Fawthrop, Director of Parks and Recreation in the City of Cornwall said that he believed that all of the Ribfest vendors were from out of town. Councillor Carilyne Hébert countered that it had also been a tough year for non-profit organizations as well. “It has also been a tremendously terrible year for any non-profit or service agency,”

said Councillor Hébert. “I 100 per cent agree we need to be supporting our local businesses as much as possible. I do not want to turn down an opportunity for an organization to raise funds. They have come up with a creative plan. They do a lot of behind the scenes work that we don’t realize. They are supporting a lot of people in need. I would hate to see one of their biggest fundraisers disappear, because then they might disappear.” Mayor Bernadette Clement agreed with Councillor Hébert’s assertions. “I understand the comments made by Councillor Dupelle, but I don’t think this is a zero sum game here. I think there is a lot going on and I think people need more, not less,” she said. Ultimately, Council voted against allowing the Optimists Club for using the east Civic Complex Parking lot for Ribfest. In the plan submitted to Council, the Optimists Club, they had also planned for a live concert in the Civic Complex Salons and broadcasted on YourTV. For its part, Cornwall Administration stated to Council that they had no objections to the Optimists Club’s plan, which had already received approval from the Eastern Ontario Health Unit (EOHU). “I am extremely disappointed in the decision,” said Muir of the Cornwall Optimists Club. “There are many purchases locally for the event such as advertising, propane, wood, motel rooms, purchases by the vendors, etc. This will cause us to shut down many of our programs that assist families in need.”
