2021 Spring & Summer Community Guide MAYOR’S MESSAGE On behalf of Council, I would like to extend our thanks to all South Glengarry residents for continuing to find positive activities during a year of many challenges. This Community Guide will provide you with information about the services delivered to you through the Municipal Office, such as Council meetings, waste management, building and development, recreation, community events and emergency services. Many of our traditional events have found new ways to forge ahead and connect the community, please visit the Township website often to find the most up to date information as health regulations change. We encourage you to take advantage of all the outdoor spaces throughout South Glengarry; our municipal parks will be available to use, the trails will be open, and the waterfront is a local gem! Statutory Holidays have been MARKED on the calendar. Collection days that fall on Statutory Holidays, as well as the days remaining in that week, will move to the following day.
Please ensure that your garbage is placed at the end of your driveway at 6AM Depending on the weather and volume, your area’s collection time may vary. Garbage is collected weekly, on assigned days. Be sure to visit our website to learn about how you can protect your personal information when recycling your e-waste. What E-Waste Items are Accepted? LANDFILL SITES
Landfill Sites
TOWNSHIP OF SOUTH GLENGARRY LANDFILL SITES The North Lancaster Landfill Facility Located at 4580 2nd Line Rd., 1.5 kms north o North Lancaster, will accept waste material on: Thursdays and Saturdays from 9 am to 5 pm from June 1st to September 30th The Beaver Brook Road Landfill Site Located at 19281 Beaver Brook Road, Martintown will accept waste material on: Tuesdays and Saturdays from 9 am to 5pm from October 1st to May 31st Both landfill sites are available to all residents of the Township of South Glengarry, providing their vehicle is registered. Vehicles may be registered at the Township Office by cash, cheque, or debit. The Landfill Sites accept cash or cheque only. Vehicle registrations may be purchased at the municipal office from Monday to Friday, 8:30 am to 4 pm or at the Landfill sites during their hours of operation. Help keep our community clean and extend the life of our two landfills by diverting all your reusable and recyclable materials from your garbage. Fees $10.00 $25.00

Tipping Fees range from $10.00 per load up to $500.00 per load, fees are calculated on vehicle and waste type. *There are specific areas at the landfill sites for the disposable of tires, e-waste, clean wood (un-painted), white metals (fridges) and metal. The 2021 Large Item Collection will take place on your regular collection day the week of May 25th Large Items can also be disposed of at the Township’s Landfill Sites Registered residents of South Glengarry will have free access to the Beaver Brook Landfill site on May 25th and 29th. Free access to the North Lancaster Landfill site will be on June 5th, 2021. Large items are NOT part of items regularly collected at the curbside. “The Township of South Glengarry Infrastructure Services department maintains 390 km of roads and 11.6 km of sidewalks. County roads are maintained by the United Counties of Stormont, Dundas and Glengarry. Our prime objective with regards to road maintenance is meeting Provincial Maintenance Standards. We maintain this level of service with a combination of in-house and contract services.” In agricultural areas we are required to keep roadsides free of noxious weeds as per legislative requirement. One of the ways the Roads Department manages roadside vegetation is by mowing. We attempt to mow all our ditches from shoulder to the fence line (depending on steepness of the ditch and weather conditions) once a year. Mowing begins in May/June and finishes in October. Unfortunately, mowing alone will not control the noxious weeds.
Spraying is planned to occur from the edge of the gravel shoulder to approximately 1 metre from the fence line.

NO SPRAY SIGNS
If you do not want the ditches in front of your property to be sprayed, landowners must post ‘no spray’ signs at the start and finish of the property. The signs must be at least 1 foot by 2 feet in size and be easy to read from the shoulder of the road (about 3 feet from the edge of the gravel shoulder). Spraying is not planned if you mow the ditch in front of your property on a regular basis (if the roadside ditch is maintained similar to your front lawn).

PAYMENT OPTIONS FOR TAXES
At the office you can always pay the Township by cash or cheque, but we also have a debit machine available (debit cards only). You can pay us by visiting your local bank if you have your tax bill. If you want to pay from the comfort of your home, you can log into your bank and add the Township as a payee and use your roll number (0101-00#-0##-#######) as your customer number. If you are up to date with your taxes and would like the Township to automatically withdraw money from your accounts, we can do so in two fashions: monthly withdrawals and withdrawals on tax due dates (last working day of March, May, August, and October).
E-BILLING OPTIONS
For more information, please visit the Township website. Automatic Payment is available on the due dates for water accounts. Bills can also be sent electronically.
PROPERTY TAXES, MUNICIPAL WATER AND SEWER
Property Taxes are the result of applying the tax rate to your assessment. The tax rate is deliberated on by your local Council and is based on the Township’s “Net Requirement”. The net requirement is all expenses less all revenues – the difference must be made up in taxes because municipalities are budget neutral. Your assessment is provided by MPAC and is based on overall market conditions on similar typed properties. Members of the Public who wish to make presentations to Council on their own behalf or on behalf of special interest groups or organizations are welcome to do so. South Glengarry Council welcomes and encourages members of the public to comment on matters of interest to them. Before you decide to appear before Council, you are encouraged to discuss your concerns with Township staff. If your issue cannot be resolved, staff will assist you with the process of becoming a delegation. If you are interested in addressing Council, please contact the Clerk at 613-347-1166 Ext. 223 or via e-mail clerk@southglengarry.com. Administration will review your request and schedule a date and time for the presentation. The written submission will become part of the agenda and will be available to the public through the meeting agenda. Did you know, there are four types of donations the Township of South Glengarry can issue a tax receipt for: 1. Cash If you donate cash to a South Glengarry project, the Township can issue a charitable receipt. 2. Service If you donate your service to the Township, a cheque exchange must occur. • You do the work • The Township pays you • You donate the money to the Township • The Township can issue you a charitable receipt 3. Non-Cash Gifts If you wish to have a charitable receipt issued for a non-cash gift, it must reflect the Fair Market Value (FMV). If the amount is less than $1,000, we’ll solicit a third party who is knowledgeable and qualified to determine the value. If the Township cannot determine the FMV, we cannot issue a receipt. FMV is the highest amount between informed, prudent, independent people in an open and unrestricted market between two willing participants. 4. Event When hosting an event where the proceeds go to the Township and the cost of running the event is 80% or less of the ticket value, the Township can issue a receipt. This is the most complicated type of donation and we encourage you to contact the municipal Treasurer.
LOTTERY LICENCES
The Township issues Lottery Licences to eligible charities with a prize value under $50,000. Proceeds from lotteries must be used for a charitable, educational, or religious object or purpose in the Province of Ontario. Prior to the issuance of a licence, the applicant must: • Submit proof of charitable status (first licence only); • Submit an Application Form; • Meet all Provincial terms and conditions, including financial reporting; • Provide any necessary documentation required by the Licensing Officer; and • Pay lottery licence fee Township staff review all Lottery Licence applications to determine specific eligibility. Shipping Containers FAQ Q: Can I have a Container on my property for storage? A: Shipping Containers are only permitted on properties zoned as “Industrial” or “Agricultural” for agricultural use only. Q: Can I place a Shipping Container on my property while my house is being constructed? A: With a valid building permit, a shipping container may be placed on the property for storage during the construction and must be removed after completion. Q: I want a shipping container, but I’m not zoned ‘IN’ or ‘AG’, what can I do? A: Speak with our General Manager- Planning, Building & Enforcement to discuss if there are any options.

POOL ENCLOSURE PERMIT APPLICATION What are the steps? The Township of South Glengarry’s Pool Enclosure By-law 16-18 requires all owners or agents who want to construct a pool on a property to apply for a “Pool Enclosure Permit”. Our primary concern is to ensure the safety of all people. A Pool Enclosure permit is required for all pools that can hold more than 0.6m of water at any point.

Dwelling - primary: A single detached dwelling, a semi-detached dwelling unit, or townhouse dwelling unit. Does not include: a garden suite, boarding house, converted dwelling, seasonal dwelling, accessory dwelling unit, or any other dwelling type as defined by the by-law. Secondary Dwelling Unit: A dwelling unit within a single detached dwelling, semi-detached dwelling, townhouse dwelling, or within a detached structure accessory to the primary dwelling.
SECONDARY DWELLING UNIT CRITERIA WHAT A SECONDARY DWELLING UNIT REQUIRES: • A need for adequate services (i.e. well, septic system) • The floor area MUST be less then the primary dwelling unit • Dwelling MUST be suitable for year-round habitation • A minimum of one (1) parking space • A maximum of one (1) secondary dwelling unit is permitted per primary dwelling unit • Permitted in a primary dwelling unit that has inadequate yard size provided the addition of the secondary dwelling unit does not increase to the degree of non-compliance

What’s the Timeframe? DID YOU KNOW? Building Officials are mandated to review a complete application within 10 business days following submission! By the 10th day they are required to do 1 of 2 things:

Provide, in writing, the reason why the permit is refused.
How can I avoid delays? The best way to avoid any delays is by following these 3 steps: 1. Book an appointment with our Building Information Officer & ensure your project conforms to the Township’s Zoning by-law; 2. Consult additional agencies (as required) & Complete the application in full; and 3. Submit complete application to the Township! If an application is received but incomplete (missing an approval or any document) the application will not be subject to the 10 business days.
