CORNWALL, Ontario - The Benson Centre was the not-so-secret headquarters for thousands of comic book and pop culture fans at the inaugural edition of CAPE (Cornwall & Area Pop Event). On two NHL-sized ice pads, the city’s own version of Comicon transformed a nesting ground for jocks into a geek’s paradise on Saturday, April 18. CAPE organizers Carol Grant and Randy Sauve told Seaway News that roughly 4,000 people attended. “The highlight of all this is just knowing that we did it,” said Grant. “We’ve only heard good things from the fans, exhibitors, and performers.” It cost nearly $50,000 to get CAPE off the ground and a majority of the money paid for celebrity talent. Some of the major guests included AMC’s Comic Book Men Ming Chen and Mike Zapcic, Degrassi’s Pat Mastroianni (Joey Jeremiah), voice
actor John Stocker, and The Walking Dead’s Amber Dawn Fox. “There might be a slight price increase next year, but we’ll be having even bigger names and some may return,” said Grant. Admission was $18 at the door ($15 in advance). CAPE featured an impressive mix of exhibitors, cosplayers, and local talent, including artist Frank Burelle, voice actor Jamie Carr, first-time author Angie Dilaj, and painter Erynn Blackadder Doherty. Organizers credited the efforts of CAPE’s 50-plus group of volunteers for keeping the event running smoothly. “I wanted an event like this in Cornwall for everyone to feel that Comicon electricity right in their own backyard,” said Sauve. CAPE’s social media campaign kicked off at the beginning of the year, and continued with daily announcements and updates until the
convention. Sauve and Grant were shocked to see a massive line stretched out into the centre’s parking lot for hours before the doors opened at 10 a.m. The overwhelming response has already been factored into CAPE 2016. “The plan is to have it the last week of April and I expect it to be two days,” he said. During the interview, the voice of a pet detective bellowed throughout the crowd. The hysterical loudmoth in question: Montreal’s Ace Ventura Simon Fontaine. “When we launched CAPE, he was one of the first we contacted,” said Grant. From the iconic hair wave, Hawaiian shirt, pin striped pants, and maniac way of describing things by his body movements, he was the spitting image of funnyman Jim Carrey. “For a first-time event, this is amazing and perfectly orchestrated,” said Fontaine. Supreme Court rules city council meetings cannot include prayers CORNWALL, Ontario – Prayers at city council meeting appear to be a thing of the past. The Supreme Court of Canada ruled unanimously last week that elected officials cannot pray before city council meetings. That means the practice prior to city council meetings in Cornwall is likely to be shelved. Every city council meeting begins with a prayer from a single minister or religious leader, from a variety of faiths. “There are different things that can be done
in lieu of prayer,” said Mayor Leslie O’Shaughnessy. “We could have a moment of reflection, where everyone silently goes through something in their head.” O’Shaughnessy said city officials have been eyeing the issue for some time prior to Wednesday’s announcement from the supreme court, and he indicated that most municipalities have done away with a premeeting prayer. But he anticipates a backlash.
“I think because it is a long standing tradition it’s not something that will be received well by anybody,” he said. “If the ruling states it must end, then guess what? It must end.” The supreme court case dates back to 2007, when an atheist resident of Saguenay, Que., Alain Simoneau, complained about the Catholic prayers recited by the mayor and councillorsat the beginning of each city council meeting. Simoneau also complained about the crucifix and a Sacred Heart statue in the meet-
ing room. Coun. Claude McIntosh was not impressed. “I’m just amazed that there’s one person in Quebec who can make a complaint and shake things up like this,” he said. “What’s the harm in having a prayer said? It’s right back to you can’t have Christmas, or you can’t have Easter.” Cornwall city clerk Helen Finn said the supreme court decision is being reviewed by staff. She could not say if a prayer would be recited at the next council meeting.

McDonell, opposition fuming over Hydro One sale CORNWALL, Ontario - Opposition parties and local MPP Jim McDonell are slamming the Liberal government’s decision sell 60 per cent of Hydro One, calling it illegal. The government plans to direct funds to from the sale to infrastructure building. “The Electricity Act is very clear: any proceeds from sales of Hydro One assets must be handed over to the Ontario Electricity Financial Corporation to cover the utility’s debts,” McDonell said. “Instead, the Liberals are intent on selling
assets, spending the proceeds without any accountability on vaguely defined infrastructure plans and saddling ratepayers with billions of dollars of Hydro debt. “Our electricity bills are already unaffordMPP Jim McDonell able for most families and the latest Liberal Government initiatives will only make the situation worse.”
The Clark Report was released outlining the government’s plans on reforming the electricity sector and beer sales. “The government’s electricity proposals amount to selling the furniture to pay the mortgage,” McDonell said. “Once Hydro One is sold off, revenue from the sold-off components will no longer be available to service the $27 billion debt, driving up rates. “We do not trust a government that has mismanaged the province’s finances for over a decade to deliver a transparent and economically sound asset sale, especially when their stated intention is to waste shareholders’ money in
dubious infrastructure schemes.” McDonell and the opposition further called into question the government’s intentions by highlighting the timing of the announcement. “None of the ministers responsible for the proposed Hydro One asset sale were in the house...to answer questions regarding their plans during Question Period,” he said. “This is a blatant disregard of their responsibility to be accountable to the Legislature and the people we represent, who are tired of failed Liberal policies and do not want to see Hydro One sold off without any debt relief that would help ratepayers”.

Proactive policing puts a stick in auction’s spokes CORNWALL, Ontario - Many bidders looking to buy new wheels at the annual police auction were left disappointed, thanks to the success of a free bicycle registration program. The Cornwall Community Police Service (CCPS) event drew in about 225 eager buyers to the Cornwall Armoury on Saturday (April 18). Property Officer Danielle Lauzon said the auction typically raises over $5,000 and noted that this edition offered more jewelry and tools. Auctioneer Theresa Taylor recalled it was only a few years ago when the event boasted on average 120 bicycles. North Lancaster’s Ewen Thompson was there to find a racing bike and anything else cheap that caught his eye. “I’m seeing lots of stuff. Looking at the new drills. I saw a couple of old coins,” said Thompson. “But not what I was hoping for in the bike
department.” Lauzon said: “Either the owners aren’t located, or there’s cases where things are done in court and there’s no owner, anything that’s left behind and nobody’s claimed it.” The origins of the 153 items sprawled across rows of eight-foot tables and lining half of the large drill hall are mostly unknown. According to Lauzon, they’re kept for a minimum of 90 days before hitting the auction block. CCPS Staff Sgt. Pierre Pilon said: ‘Lock it or Loose it’is one our biggest slogans - maybe people are picking up on it and are locking their bikes.” He agreed with Lauzon that the in-person bicycle registry CCPS offers the public for free, and more recently the online process, has helped in a reduction of bike thefts and an increase in returns to owners when they’re lost, stolen or left abandoned.

In addition, the property must be owned and be the sole and principal residence of the applicant, and property taxes, home insurance and mortgage payments must all be up-to-date. The property must be located within the City of Cornwall or the
United Counties of Stormont, Dundas and Glengarry. Funding is not available for work that is already started. Application forms for the program will be available as of Monday, April 20th, 2015. Application forms can be downloaded from the City website as of Monday, April 20th, 2015 (look for Ontario Renovates under the ‘Popular Topics’ section on the main page of the City website). CORNWALL, Ontario - A new application round is about to begin for Ontario Renovates, a popular home improvement program that assists low- and modest-income families and seniors in Cornwall and the United Counties of Stormont, Dundas and Glengarry. Through Ontario Renovates, eligible homeowners can receive funding for urgent home repairs as well as modifications to make their homes more accessible. CORNWALL, Ontario – A painted fence that encircled an empty lot at the corner of Pitt and Second streets is down – and it appears a new development is finally going up. The vacant lot that is supposed to one day soon be the home of an upscale Dominion Place condo complex has sat largely empty for years, but had the fence that surrounds the property removed Thursday. Chris Markell of Bourgon Construction, the design builders for the project, said construction of the facility will begin later this year. “Those are the marching orders we have received from the owners,” he said. More specific details concerning the project will be released next month, he added. The city’s planning advisory committee met regarding the construction efforts Monday. the committee was told the development is more than half full. A report to the planning committee suggested the fence would be removed last week, while“construction hoarding” would soon go up in its place. “(The) next phase of construction is steel

Many service outages and interruptions are caused by tree limbs which when affected by wind or ice fall into power lines causing damage to wires, short circuits and other problems. This creates potential danger for the homeowner and their property, danger that can be avoided by not planting tall-growing trees under or near electric wires, and by routine tree trimming. The audience of bored students could no longer do mischief during the presentation, because there was no longer the need for absolute darkness. We now have PowerPoint, the most misused piece of presentation technology. All too often the presenter, who never attended any ‘Presentation 101’ classes, takes print, stuffs it
into PowerPoint, and then reads it verbatim from his laptop. No contact with the audience, just reading the PowerPoint script. Want to know how illegible a mass of printed text on a screen is? Just tape this page of the Seaway News to the wall, then walk back about 30 paces. Squint as you may, even with 20-20 vision, or the eyes of a hawk, it can’t be read. God knew that the Ten Commandments had to be presented in simple, bold and large text. I’m sure his booming voice did the main part of the delivery to Moses. In the beginning, He gave an ideal presentation to His audience of just one, Moses. Two stone tablets were His medium, as He wasn’t into tweeting, texting, Tumblring, Flickring or Instagramming - and He wasn’t on Facebook. His concise message was chiseled in a series of very legible Roman numerals. The font He used was probably Times New Roman, but possibly Wide Latin, or even Aharoni. I can’t say for sure, because I was not a journalist at that time. Of course, in addition to the stone tablets, there
was a moving oral part to His presentation. That was probably the last time delivering one’s message was called ‘giving a talk’. From then on, ‘talks’ became ‘presentations’. Starting in 1849, audiences were enthralled by lantern slide presentations. A photograph, in transparent slide form, was projected on a wall. You may be old enough to remember the ‘opaque projector’ presentations. The audience had to be in a pitch black room. To avoid having the intensely hot light source incinerate his photograph, the presenter couldn’t dally very long on one image. There were some clandestine shenanigans going on in the dark recesses

Visual history of the diocese on exhibit CORNWALL, Ontario - In celebration of the 125th anniversary of its inauguration, the public is invited to view a visual history of the Alexandria-Cornwall Catholic Diocese, through the Treasures of the Diocese Archives Exhibit, until the end of the month. “It’s an opportunity for people to come see all of these treasures in one spot,” said Kimberly Walsh, Chancellor of the Diocese, who explained that the exhibit is one of the main events in celebration of the milestone anniversary. The exhibition, which follows the history of the Catholic Church in Glengarry, as well as Stormont, includes historic photos and documents, vestments, church vessels, and relics. Some of the pieces include the crozier (1890) belonging to the first Bishop, the Right Reverend Alexander Macdonell; an episcopal ring (1819), a gift from King George IV to Bishop Alexander Macdonell, the first Bishop of Upper Canada; an altarpiece from 1802; a letter opener from 1810; and a set of fiddleback chasubles, the outermost liturgical vestment worn by clergy for the celebration of Mass, that date back to the 1800s. The crozier that belonged to the first Bishop Alexander Macdonell was a gift from the Diocese of Kingston, for the opening of the first Diocese, explained Thom Racine, archives technician, for the exhibit. “(We have) pictures of four of the Bishops

using the crozier over the years, most significantly, used by the Bishop in 1894, at the laying of the new corner stone at St Columban’s Church. Other photos include ones of Bishops Brodeur (1941-1966), LaRocque (1978-2002) and Durocher (2002-2009), also using the crozier. Among the collection of chalices is one from Father George Hay, which had disappeared in to the family, explained Racine, and recently resurfaced over a hundred years later. “It’s quite a historic piece.” “Most of these chalices were used by the most venerable priests of the Diocese, with careers spanning up to 50 years. We’ve tried to photo match them and give them a more personal touch.” Another significant piece, among many, is a ewer belonging to Bishop Macdonell, a gift from his parishioners, which Racine discovered in the back of a closet, in the rectory next door to the church. “It had been forgotten for decades,” he said. “I’ve been hunting memorabilia for the last 20 years; I know where to look for the good stuff.” The exhibition will be held, from April 18 to 30, in the chapel of the Diocese’s Co-Cathedral of the Nativity, and is open to the public daily, from 1 pm to 4 pm, with extended hours to 8 pm on Tuesdays and Thursdays. files EXCAVATOR BURNED - An excavator was burned up at Guindon Park on the weekend and police are seeking clues from the public. Police said expensive piece of equipment, a 2005 New Holland excavator had been burned and physical damage was done to the equipment between 4 p.m. on April 18 and 10:30 am on April 19. Sean’s family is trying to convince Hershey’s to add a yellow option to their popular “Kiss” candy. So far hundreds of letters and numerous e-mails have been sent to Hershey Canada. A ‘Yellow Kisses for Sean’ Facebook page is incredibly popular online. CCVS resource teacher Fiona Frigault said teachers and students can often be found talking about Sean and his condition. “Within the board there have been numerous people participating in things,” she said. A Facebook post on March 4 said Sean is in remission and his treatment regime is on the right track. It also noted that his next round of treatments began last month and he will be splitting his time between the hospital, Ronald MacDonald House, and home. According to the Facebook page, if all goes

CORNWALL, Ontario - It’s a big day for Sean Cowan. But they’re all big when you’re a 12-year-old battling leukemia. Schools across the region helped to mark the birthday for the young Eamer’s Corners Public School pupil last Thursday, including what appeared to be much of the student population at CCVS on Sydney Street. Dozens of students unfurled a massive banner wishing Sean Well, and sang ‘Happy Birthday’ in honour of the young fellow who has captured hearts throughout the region. “This has really gone viral,” said Heather Latreille, a student success teacher at CCVS, who added word is spreading fast online. “Even people from Australia are posting things.”
Students and staff at CCVS wish Sean Cowan a happy birthday. as hoped following the next six months, Sean will have at least another three years of taking oral chemotherapy treatments and regular tests to ensure that the cancer does not re-occur. The colour yellow was chosen for the

Comprehensive aviation programming being planned at Nav Centre Todd Lihou
Gary Brown, a director of international training at the Nav Centre, said the “dominos are lining up” to create a training centre for excellence in flight training. “Hitting the ground running with a program is relatively easy to do,” he added. “Expanding that program will be (more challenging).” City council Monday night green-lighted a request to fund more work to study the feasibility of creating such programming at the Nav Centre, to the tune of $50,000. The money will likely come from working reserves, but will be repaid next year.

CORNWALL, Ontario – It appears as though there will not be a university campus in Cornwall right away - but perhaps something better is on the horizon. Instead officials with a steering committee that had been working towards the creation of a university campus in Cornwall have settled on creating so-called “niche programming” at Nav Canada in city that could offer an “air-traffic management” program that partners with Carleton University.
The committee is also seeking $20,000 from the United Counties and $5,000 from private donors. Such a program would be the only one of its kind in Canada. “There’s a particular niche here that is probably unique, at least for Canada. You are within an international corridor in aeronautics and aerospace,” said Marc Godbout, a senior director with Raymond Chabot Grant Thornton, the consulting firm that will put together a two-part study on the subject which will include a business plan and review. “Universities are going to be
knocking on the doors to find out how they can be part of that niche Cornwall has identified.” Godbout’s agency will be doing outreach work within the aviation industry, and senior levels of government to drum up interest in the plan. He added universities would be “very interested” in the proposal because of the research component of the niche programming being planned. The Nav Centre offers teaching facilities, accommodations and technology, located close to aerospace giants in Montreal.

It’s not a university campus, but it’s the next best thing. And it looks pretty darn good from this desk. Leadership with a steering committee tasked with studying the feasibility of seeing a university campus created in Cornwall, specifically at the sprawling Nav Centre grounds in the city’s eastern reaches, went before city council Monday night, looking for more money to complete its work. The committee has done admirable work on this file, despite the fact that a university campus seems more a distant dream than a concrete reality. But in the interim, as we knew it would, the committee has brought forward a sharp idea that could still see us land a prestigious postsecondary institution in Cornwall someday by creating a so-called “centre of excellence” at the Nav Centre. Try to follow the moving pieces here, because there are other terms on the horizon many won’t be familiar with – and that may be the one area this committee needs to work on. The centre of excellence would create “niche
programming” at the Nav Centre that will centre on air-traffic management. The program will partner with Carelton University. Everything from research and development to air traffic control and the like could/will be included. Such a program would be the only one of its kind in country, said proponents Monday night. Cornwall’s geography is once again being trumpeted, because of our proximity to Montreal and the growing aerospace/aeronautics industry in that city. “There’s a particular niche here that is probably unique, at least for Canada. Our leaders green-lit up to $50,000 to be spent on further exploring the idea. Exactly where the money is coming from
appears to be an after-thought for now. Coun. Mark MacDonald, who has taken lumps in the early going at city hall, made a solid point when he asked where the university group was during budget deliberations that took place just a few weeks ago. But let’s be clear: council made the right decision in putting up the money. If this is the first brick laid in a foundation that will see a university campus created in Cornwall, then spending the money is a foregone conclusion. I’d just be remiss if I didn’t mention that a few eyebrows were raised given that councillors have been crying hard times since they took office. Which brings us to the steering committee.
With respect, effective communication with the public needs to become a priority. Fifty thousand taxpayers dollars justifies this position. Terms like “niche programming”, “centre of excellence” and others are not something Cornwall residents, a population dominated by individuals WITHOUT university degrees, are familiar with. Even the lowly media types have a hard time wrapping their heads around them. An aeronautics program that would be the only one of its kind in the country is something we can all get behind. So let’s find a way of telling this story so that everyone can understand it. It’s a great story, to be sure.

In all public and private organizations, layers of staff become the norm as everyone builds little empires. In the public sector, the administration keeps on bloating. In the private sector, competition forces action or the company goes out of business. Examples: The new CEO of Second Cup cut the head office staff by 1/3. Barrick Gold went from 500 to 150 at its head office. SCM/ Walmart
released some 250 middle management across Canada. There are short term costs but massive long term savings in cutting staff. When the new CAO comes, his/her first job would be to accomplish this task. If he/she does not do this, he/she would no longer be CAO. So far, the action of this Council has been no different than previous Councils. This Council was elected with a strong mandate for change. It’s time to walk the talk. Ron Bergeron Cornwall
LETTERS Dear editor, City Council said we have a 2.4% tax increase which, Council claimed, was also the cost of living. Here’s the real data: The budget went from $159.1 million to $165.1 million, a 3.9% increase. The tax levy went from $ 61.1 million to $ 63.7 million, (added costs to us ) , a 4.1 % increase. The Consumer Price Index for Ontario, from February 2014 to February 2015 was 1.3% This high cost increase happened for two reasons. First, Council shot itself in both feet at the start. Councillors said they would make the
cuts and managers were to prepare the budget as they saw fit. So, amateurs doing this parttime, took on full-time management, associations, unions etc. who naturally want to protect their turf. This left the Councillors to be the bad guys and they also went chasing red herrings like the picnic tables in the park. The big money items were never addressed. The instructions to management should have been: You shall prepare a budget with a 0% increase in costs. It’s tough to do, but it is part of a manager’s job. Second, Council never sent a clear message

A Cornwall area family was surprised - make that shocked - when they showed up a local doctor’s office for their 10-year-old son’s appointment two weeks ago only to find a note taped to the office door that said the doctor had moved back to Montreal. The note included a Montreal phone number to call to reschedule an appointment ... in Montreal. The appointment had been set up weeks earlier to go over tests conducted at CHEO in Ottawa. The results were sent to the family doctor’s Cornwall office. The family had not been notified that the doctor was closing his Cornwall office. He had set up shop in Cornwall about two years ago. “You would think that at least you would get a call (notifying of the departure),” said the mother. “Just to have a note on the door isn’t right.” The father said that when he went into the office to find out what was going on, the secretary’s terse reaction was, “Read the note (on the door).” Not only is the family back in the long line of local folks seeking a family doctor for their son, but they will have to travel to Montreal if they want the CHEO test results from the doctor who ordered the tests. For some of this doctor’s patients, travelling to Montreal might be a time-consuming inconvenience, but for folks who don’t have the way and means for a 120-mile round trip to see a family doctor, it is a hardship. A decision by a U.S. federal court judge has
put the Federal Hockey League on the financial ropes, the result of a serious eye injury suffered during a Feb. 10, 2012 game between Akwesasne Warriors and the Danville Dashers. A U.S. federal court judge has ordered the league to pay the injured player, Kyler Moje of the Dashers, $800,000. Moje lost sight in an eye after an Akwesasne player allegedly poked him with a stick. Moje has been declared legally blind in the eye. TSN reported that FHL commissioner Don Kirnan said the league could fold and reinvent itself under another name to avoid paying the settlement. Moje’s lawyer Dean Caras told TSN that he has started a process to seize the league’s assets. Caras claimed in legal briefs that the Warriors “had consistently engaged in illegal and violent game play which posed a threat to opponents.” He claimed that there were coaches who didn’t want to play against the Warriors. He also claimed that the poke to the eye with a hockey stick was a deliberate attempt to injure Moje. He said the league should have taken steps to ban the Warriors. The Warriors lasted two seasons, winning the league championship in their first season, 20102011. In the first season, the club averaged 631 fans. That dropped to 412 fans in the second season. The league average was put at 1,000 per game. At one point in the second season the new owner, Basem Awwad of Ottawa, expressed interest in moving the team to the Ed Lumley Arena in Cornwall. Young members of the parish saw this as an ideal opportunity to raise money for a good cause. They decided at the beginning of 2014 that they would host coffee hour every six weeks and give the money raised to the Stormont Dundas Glengarry branch of the OSPCA. One year , and lots of baking later, they exceeded their goal of $500.00, reaching a total of $589.70! A few members of the youth group and Sunday School were able to tour the SPCA Animal Shelter in Cornwall on Sunday April 12 and delivered the cheque in person. CORNWALL, Ontario - A Long Sault man will be mowing his lawn in style this summer. Doug Barkley won the 2015 John Deere Green Fever contest, taking home the grand prize of a 1023E Compact Utility Tractor with 54-inch mowing deck. Barkley, a long-time employee at Ridgewood Industries, says he was blown away when he received the phone call in March notifying him that he had won. “I decided to take a chance to participate in the contest when a friend posted a link to the Green Fever contest on Facebook,” Barkley said.
“I filled out the information online and thought for sure I’d never win. It was an easy program to participate in and I was extremely excited when I got the phone call.” Barkley has a large yard to maintain during the spring and summer. “I’ve been using a John Deere 180 with PTOdriven mowing deck the last seven years and it’s been the best lawn tractor I’ve ever owned,” he said. “It has lots of power, cuts grass beautifully and is comfortable to drive.” Green Tech Equipment in Winchester awarded the tractor to Barkley. The Green Fever program is John Deere’s annual first-quarter sales promotion that runs from November through February.

With the St. Lawrence River (Cornwall) identified as an Area of Concern in the late 1980s, by the International Joint Commission, for over two decades the Remedial Action Plan (RAP) has been instrumental in guiding scientific research and mitigation on specific environmental issues. Working towards a healthy and sustainable upper St. Lawrence River, the RAP utilizes an “ecosystem approach” for restoring and protecting environmentally degraded areas. As new issues emerge such as microbeads, pharmaceuticals, and new invasive species, the recently formed Upper St. Lawrence River Protection Network is in the process of bringing River partners together to coordinate oversight, monitoring, and government action that is proactive. We strive to ensure that we do not force future generations to clean up after us. Tucked away in the middle of the City of Cornwall is an environmental oasis where native plants grow in abundance and a small creek runs with Chinook salmon and rare cutlip minnows. The Rotary EcoGardens and Creek development was launched in 1997 with joint funding from the City of Cornwall, the Rotary Club, and Environment Canada. This area not only brings a natural element to Lamoureux Park, it has evolved into a unique ecosystem that has attracted a variety of fish, birds, reptiles, and amphibian species to this extraordinary urban nature reserve. This environmental success story did not develop on its own nor did it happen overnight. Rotary Creek has been years in the making and has involved the talents and hard work of dedicated individuals from the City of Cornwall, Ministry of Natural Resources and Forestry, as well as Raisin Region Conservation
Authority. Over the course of the project, wildlife biologist, Dr. Hickey, has played a key role as an environmental architect. Currently a research scientist and lead educator with the St. Lawrence River Institute of Environmental Sciences, Dr. Brian originally began his journey on Rotary Creek two decades ago when he served with the team at Raisin Region Conservation Authority. At that time they were working with the community to address some of the environmental clean-up goals recommended in the Remedial Action Plan (RAP). This Plan was created over 30 years ago when the St. Lawrence River at Cornwall was identified as an international Area of Concern for industrial pollution. Some worries at the time included the declining health of fish and wildlife populations and their need for suitable habitat.
These concerns as well as the problem of excess algae and bacteria were factored into creation of a repair strategy that scientists hoped would improve the environmental network along the River at Cornwall. Rotary Creek is a prime example of their success. Dr. Brain Hickey says, “With all of the doom and gloom these days with respect to the environment, Rotary Creek is a good news story. It demonstrates what can happen when we combine community effort, time, and some well-placed funding.” He adds, “Today, we can see real positive change.”
Wetlands Coming to Life on Cornwall’s Waterfront Wetlands are valuable to biodiversity no matter their size. Coastal wetlands are even more important because they are so few in number in our area of the St. Lawrence River. These dynamic, productive and diverse ecosystems may be wildlife nurseries and nesting sites, feeding grounds and resting places, water filters and reservoirs. Have you noticed the little wetland along the River, just west of the new bridge? In building the piers for the new bridge, some habitat was changed and the Federal Bridge Corporation Limited had to compensate. So the decision was made to improve a small wetland that was already along the River but needed restoration. After cleaning out the phragmites, working on an inflow and outflow process, grading the banks to prevent erosion, planting suitable native species that like damp or wet feet, the finished product is a little gem that is within walking distance of our concrete world. This spring, check out the sounds of the frogs and birds that have found a new home and enjoy your view.
Slippery, snake-like and worth saving. That’s the American eel. This fish, once abundant in the St. Lawrence River, is fighting the odds to survive. The St. Lawrence River Institute of Environmental Sciences and its partners are working to help these eels survive through research. American eels are classified as endangered under the Ontario Endangered Species Act. The average number of eels migrating up the St. Lawrence River near Cornwall decreased from 1,000,000 per year in the 1980s to roughly 40,000 in 2013. Only female American eels are found in the St. Lawrence River. It’s a mystery where the males go because they are present in numbers equal to females at the mouth of the St. Lawrence. “Historically, eels would have had a stabilizing effect on Great Lakes ecosystems, through their superabundance, long life spans, and role at the top of the food chain,” says Matt Windle, research scientist for the St. Lawrence River Institute of Environmental Sciences. The River Institute has been studying the habitat of eels in the St. Lawrence River as part of a research project funded by the Ontario Ministry of Natural Resources and Forestry in collaboration with Ontario Power Generation, the Mohawk Council of Akwesasne, and the Department of Fisheries and Oceans. L’idée est née, un peu par hasard, en avril dernier alors qu’il rencontrait Carole Myre, directrice artistique au Centre d’excellence artistique à l’École secondaire publique De La Salle. «Voudrais-tu faire un festival de danse?», lui aurait-elle demandé. Un an plus tard, le projet avait lieu. «Il y avait un besoin particulier en danse, puisque ce ne sont pas toutes les écoles qui
offrent des programmes en danse», affirme celui qui est aussi directeur de la programmation francophone pour l’organisme Multiculturalisme et Arts scolaires et Communautaire (MASC), qui est aussi le principal partenaire communautaire du festival. Les organisateurs de l’événement avaient prévu une riche programmation pour les jeunes participants. Au total, les élèves n’ont eu que quelques heures pour préparer ce spectacle présenté dimanche soir, trois heures de classes de danse, six heures de création et deux heures et demie de répétition plus tard. Le tout se déroulait sous la thématique «une page dansée de l’histoire», puisqu’on a voulu faire un clin d’œil à l’anniversaire du passage de Champlain dans la région. Les chorégraphies préparées par les jeunes danseurs devaient d’ailleurs respecter ce thème. «C’est extraordinaire pour le montant de temps qu’ils ont eu», estime Dominique

Mise à jour sur le Plan d’action d’assainissement du fleuve Saint-Laurent (Cornwall) (Traduction) Avec la désignation du fleuve Saint-Laurent (Cornwall) comme Secteur préoccupant par la Commission mixte internationale à la fin des années 1980, le Plan d’assainissement (PA) a pendant deux décennies contribué à orienter la recherche scientifique et l’atténuation sur des questions environnementales particulières. Un abri pour les poissons grâce aux arbres de Noël Le personnel de l’Office de protection de la nature de la région de Raisin a ramassé les arbres de Noël dont les habitants de la ville de Cornwall s’étaient débarrassés et il les a réunis en paquets puis ancrés dans le fleuve Saint Laurent à divers endroits près du parc Charlottenburgh. Le ruisseau Rotary – Une réussite environnementale Cachée au milieu de la Ville de Cornwall, une oasis environnementale abrite de nombreuses plantes indigènes et un petit ruisseau où vivent le saumon quinnat et le bec de lièvre, une espèce rare. La création des jardins écologiques et du ruisseau Rotary a débuté en 1997 à l’aide du financement fourni conjointement par la Ville de Cornwall, le Club Rotary et Environnement Canada. En plus d’ajouter un élément naturel au parc Lamoureux, cette oasis est devenue un écosystème unique qui attire une gamme de poissons, d’oiseaux, de reptiles et d’amphibiens dans cette extraordinaire réserve naturelle urbaine. Cette réussite environnementale n’est pas survenue par elle-même, du jour au lendemain. Il a fallu des années pour créer le ruisseau Rotary, qui a nécessité le talent et les immenses efforts d’employés dévoués de la Ville de Cornwall, du ministère des Richesses naturelles et des
Forêts de l’Ontario, ainsi que de l’Office de protection de la nature de la région de Raisin. Un biologiste de la faune, M. Brian Hickey, a joué un rôle important dans le projet à titre de géoarchitecte. Ce chercheur et principal enseignant de l’Institut des sciences environnementales du fleuve Saint Laurent a commencé à travailler au projet du ruisseau Rotary il y a deux décennies, alors qu’il faisait partie de l’équipe de l’Office de protection de la nature de la région de Raisin. À ce moment, l’équipe travaillait avec la collectivité pour atteindre certains buts du plan d’assainissement qui a été élaboré il y a 30 ans, lorsque la région du fleuve Saint Laurent à Cornwall a été déclarée comme une zone internationale préoccupante sur le plan de la pollution industrielle. On s’inquiétait alors notamment de la détérioration de la santé des populations de poissons et d’autres espèces sauvages et de leur besoin d’avoir un habitat convenable.
Ces préoccupations et le problème de la surabondance d’algues et de bactéries ont mené à la création d’une stratégie de remise en état qui améliorerait le milieu riverain à Cornwall, comme l’espéraient les scientifiques. Le ruisseau Rotary est un exemple exceptionnel de la réussite de cette stratégie. « Avec toutes les mauvaises nouvelles que nous entendons de nos jours au sujet de l’environnement, le ruisseau Rotary est enfin une bonne nouvelle. Il témoigne du résultat qu’il est possible d’obtenir lorsqu’une collectivité déploie des efforts, que des gens consacrent du temps et que les intervenants font de bons investissements, déclare M. Hickey. Aujourd’hui, nous pouvons constater un véritable changement dans la bonne direction. »

Les milieux humides reprennent vie dans le secteur riverain de Cornwall Les milieux humides sont importants pour la biodiversité, peu importe leur grandeur. Les milieux humides côtiers sont encore plus importants, parce qu’ils sont très peu nombreux dans la région du fleuve Saint Laurent. Ces écosystèmes dynamiques, productifs et diversifiés peuvent être des sites de nidification et d’élevage, des aires d’alimentation et des lieux de repos pour la faune, ainsi que des filtres et des réservoirs d’eau. Avez-vous remarqué le petit milieu humide qui se trouve près du fleuve, juste à l’ouest du nouveau pont? Pour construire les piliers de ce pont, il a fallu modifier l’habitat. Comme la Société des ponts fédéraux limitée devait offrir une compensation, il a été décidé de remettre en état ce petit milieu humide. Le nettoyage des phragmites, la mise en place d’un processus d’arrivée et d’écoulement de l’eau, le nivelage des berges pour prévenir l’érosion, ainsi que la plantation d’espèces indigènes qui aiment l’humidité ont donné un magnifique résultat final : un petit bijou situé à distance de marche de notre milieu bétonnier. Ce printemps, vous pourrez profiter d’une superbe vue et du chant des grenouilles et des oiseaux qui auront trouvé une nouvelle maison.
Ce poisson glissant qui ressemble à un serpent vaut la peine d’être sauvé : c’est l’anguille d’Amérique. Il a déjà été abondant dans le fleuve Saint Laurent, mais il doit maintenant se battre contre vents et marées pour survivre. L’Institut des sciences environnementales du fleuve Saint Laurent et ses partenaires tentent d’aider les anguilles à survivre grâce à la recherche. L’anguille d’Amérique est considérée comme une espèce en voie de disparition selon la Loi sur les espèces en voie de disparition de l’Ontario. Le nombre moyen d’anguilles qui remontent chaque année le fleuve Saint Laurent près de Cornwall est passé de 1 000 000 dans les années 1980 à environ 40 000 en 2013, et il n’y a que des femelles dans le fleuve Saint-Laurent. On ne sait pas où vont les mâles, ce qui est mystérieux, car à l’embouchure du fleuve, leur nombre est égal à celui des femelles. « Historiquement, les anguilles ont eu un effet stabilisateur sur les écosystèmes des Grands Lacs, en raison de leur surabondance, de leur longue vie et de leur rôle au sommet de la chaîne alimentaire », explique Matt Windle, chercheur à l’Institut des sciences environnementales du fleuve Saint Laurent. L’Institut étudie l’habitat des anguilles dans le fleuve Saint Laurent dans le cadre d’un projet de recherche financé par le ministère des Richesses naturelles et des Forêts de l’Ontario en collaboration avec Ontario Power Generation, le Conseil des Mohawks d’Akwesasne et le ministère des Pêches et des Océans. Le projet vise à combler les lacunes dans les connaissances essentielles sur les conditions de l’habitat des anguilles à différents stades de leur cycle biologique. Justin Trudeau chez Gilles Desjardins pour un cocktail de financement Le chef du Parti libéral du Canada (PLC), Justin Trudeau, passera la soirée du 22 avril prochain chez l’entrepreneur gatinois Gilles Desjardins dans le cadre d’un cocktail de financement au profit du PLC. TC Media a appris que l’aspirant premier ministre passera la soirée en compagnie d’une trentaine de convives qui auront déboursé 3000$ pour assister à l’événement qui se tiendra dans la résidence personnelle du président de Brigil. Une moitié de la somme totale récoltée (45 000$) ira dans les coffres nationaux du parti, alors que l’autre sera versée à parts égales aux sections locales des circonscriptions de Hull-Aylmer (22 500$) et Gatineau (22 500$). Les candidats aux prochaines élections fédérales Greg Fergus et Steven Mackinnon prendront d’ailleurs part au cocktail. C’est Greg Fergus et le conseiller municipal gatinois et ex-candidat à l’investiture du Parti libéral dans Hull-Aylmer Maxime Tremblay qui ont approché Gilles Desjardins, selon ses dires, afin que cette soirée se tienne chez lui.
L’entrepreneur en construction ne voit aucun problème avec le fait d’accueillir Justin Trudeau et une trentaine de sympathisants. «Je ne vends rien au gouvernement provincial, ni au fédéral. Je TRUDEAU bâtis des maisons que je vends à monsieur et madame Tout-le-monde. Je ne construis pas de ponts et de rues. J’ai gagné mon argent honnêtement et je suis très fier de la façon dont je l’ai fait. Ce n’est pas parce qu’il y a des entrepreneurs malhonnêtes que tous les entrepreneurs sont malhonnêtes», indique M. Desjardins. Ce dernier affirme avoir «confiance au bon jugement des Gatinois» qui, selon lui, ne percevront rien de mal dans le fait que le chef du Parti libéral du Canada passe quelques heures chez lui, ajoutant au passage être «un fier GatinoisQuébécois-Canadien». «Mon père était libéral, je
suis né libéral. Je n’ai pas de trouble à le dire», ajoute-t-il. Questionné à savoir si, selon lui, le PLC aurait dû choisir un autre endroit que la résidence personnelle d’un entrepreneur influent pour tenir ce cocktail, le président de Brigil a livré cette réponse: «Ça aurait pu être dans un hôtel ou un restaurant dans lequel j’ai des investissements. Ces établissements appartiennent tous à quelqu’un…» Même s’il sera l’hôte de l’événement, Gilles Desjardins confirme qu’il paiera un billet de sa poche au coût de 3000$. Au moment d’aller sous presse, aucun membre du service des communications de Justin Trudeau n’avait pas retourné nos appels. «Je ne vois aucun problème» Pour Greg Fergus, le fait d’organiser un cocktail de financement chez Gilles Desjardins ne pose aucun problème. «C’est un événement privé. On fait ça dans plusieurs villes à travers le Canada. C’est une façon de financer le processus démocratique»,
indique le candidat dans la circonscription de Hull-Aylmer en vue du prochain scrutin fédéral. «M. Desjardins nous a offert sa maison, car elle peut accommoder le nombre de personnes qu’on souhaite inviter à cette soirée-là. Il ne nous rend aucun service mis à part nous laisser amener des gens chez lui. Et, une résidence privée, c’est plus intime qu’un hôtel…» Comme le président de Brigil lui-même, Greg Fergus tient à souligner que l’entrepreneur gatinois n’entretient aucun lien d’affaire avec Ottawa. «C’est un homme avec une belle réputation et respecté dans la communauté qui construit des maisons. Ce n’est pas quelqu’un qui fait affaire avec le gouvernement fédéral. Si c’était le cas, je verrais un problème, oui, mais ce ne l’est pas.» «Il y aurait un problème si on organisait cet événement chez le propriétaire de TC Media par exemple ou chez un juge, poursuit M. Fergus. Il y aurait certainement conflit d’intérêts. Mais dans la maison privée de quelqu’un qui n’a aucun lien avec le gouvernement fédéral, je ne vois aucun problème.»
Journées de réflexion pour les médecins francophones la Dre Manon Denis-LeBlanc, il s’agit d’une belle initiative pour parler des réalités francophones en milieu minoritaire. « Habituellement, les conférences des spécialistes sont au Québec et on y parle beaucoup du modèle de santé québécois. Alors pour nous, les Journées Montfort sont là pour discuter de nos réalités avec des conférenciers très compétents. »

Cornwall has lost a multi-sport legend Thom Racine Sixty years ago last week, Cornwall lost one of its hockey (multi-sport) legends with the death in Hamilton of Carson “Shovel Shot” Cooper. Cooper was born in Cornwall in 1896, and like many turn of the century Cornwall boys, took up lacrosse at an early age. But hockey would become his passion and in 1918, Carson went to Hamilton and played a year of junior hockey and remained there to play senior hockey. A talented goal scorer, he developed a knack of roofing the puck long before peanut butter and top shelf became cliche’s for the upper portion of a hockey net.

In 1924, the Boston Bruins entered the National Hockey League and Coopers talents quickly made him a member of the Bruins inaugural franchise. In 58 games over two and a half seasons, Cooper tallied 37 goals, twenty eight of them during his
second season. He was traded to Montreal for the end of the 25-26 season and was sold to Detroit where he made a name for himself in the Cougars and Falcons (before they were re-named Red Wings)
organization until 1932. In 295 career games, the Cornwall native scored 110 goals and recorded 57 assists. After his playing career, he returned to Hamilton and became a scout for the Red Wings and that is where his legend grew. During the late thirties and into the war years, Cooper scouted Johnny Mowers, Ted Lindsay, Alex Delveccio, Terry Sawchuk, Harry Lumley, Gordie Howe and was accused of stealing Toronto native Leonard “Red” Kelly away from the Maple Leafs. In 1948, Cooper underwent two operations to aid high blood pressure as well as eye surgery from an old hockey injury. After recovering, he severed ties with the Wings and scouted for the Rangers. In April of 1955, at home in Hamilton, Red Wings
Jack Adams and Jimmy Skinner paid a visit to their ailing friend. Cooper collapsed and died the next day after an operation in an effort to save his eye. He was taken back to Cornwall for his funeral and burial at Woodlawn. In a testament to Cooper’s popularity, his funeral was attended by numerous NHL big shots from all of the teams. His pall bearers were Tommy Ivan Black Hawks, Jerry Brown Galt Black Hawks, Cornwall’s Farrand Gillie, Alderman Nick Kaneb, and Harold Hessell along with Ray Miron and Frank Mario. We often hear about the great Newsy Lalonde and many other Cornwall hockey legends, Carson Cooper is a name that meant much here for a long time. He was inducted to the Cornwall Sports Hall of Fame in 1968.

CANOE RACE: River tradition paddles on CORNWALL, Ontario - Spring doesn’t really arrive in South Glengarry until the annual Raisin River Canoe Race hits the water. Hundreds flocked to take in the 30-kilometre race, a trek that took some participants up to four hours to complete. Throughout several points in the course, people of all ages lined up against fences, leaned over bridge railings, and stood along riverbanks to get the best view of canoeists and
kayakers. Over 300 participants made their way through chilly waters to the finish line. Running from St. Andrews to Williamstown, the course is one of the longest in eastern Ontario. “It’s kind of like a local right of spring,” said race organizer Lissa Deslandes. “You can tell by the huge crowds across the township, it’s a very popular event in this area.” A total of 174 canoes entered the race, up
from last year’s 166 tally. This year, the Raisin Region Conservation Authority (RRCA) added signs along the route, updating participants on how many kilometers they’ve travelled, and how many remain. Everyone that finished the race received a
medal. First, second and third place paddlers received a plaque, and awards in 13 different categories were also handed out. For updated race results, visit www.rrca.on.ca. A post-race awards and banquet was held at the Char-Lan Recreation Centre.

During a visit with my grandmother, my husband noticed a birthday card from a local funeral parlor. “That was nice of them,” he said. She was unimpressed. “They only want me for my body,” she grumbled.
CCVS will be hosting its annual Tour of Italy Pasta Dinner on the evening of Thursday, April 30. Dinner will begin at 5pm and run until 7:30pm. It will include fettuccine, penne, spaghetti, salads and desserts. Tickets will cost: $10 for adults, $5 for children 13 and under, $40 per family and $7 take-out. Tickets are available at CCVS at the main office and at the Bank of Nova Scotia on Brookdale Ave. The evening will also include a silent auction and draw prizes. All money raised will contribute to the success of CCVS. Come and enjoy an evening of fun and great food!

A child and youth advocacy centre in downtown Cornwall received a generous boost to help victims and witnesses of physical abuse, sexual abuse or maltreatment.
