Councillors feel they’re ‘powerless’ to control police budget added work has been done to whittle down expenses. “We have looked for areas to find efficiencies and reduce costs,” he said. “The spade work has been done in establishing our budget with our board. I was asked if 87 police is the right number for this community and I would have to say yes. “There’s a greater emphasis on reducing.” The $18-million 2015 budget represents a 1.49 per cent increase over last year and Parkinson suggested the 2016 document will likely come back with similar increases. “I can understand why you feel handcuffed in this, no pun intended,” said Parkinson. City council can suggest to the police board it

would like to see the total police budget decreased, perhaps by $500,000 as an example, and it would be up to the chief and the board to make the police service work with that new number. Other councillors agreed council’s hands are tied, but said that’s nothing new when it comes to the police budget. “I don’t think people feel threatened here – just powerless. And in a sense we are powerless,” said Coun. Elaine MacDonald. “This is a package that is presented to us – our function here is not to tailor it in any way. Our function here is to accept it. “We’ve got a bargain.” Coun. Mark MacDonald has railed against the costs of police, fire and paramedics services in Cornwall, suggesting their expenses – which equate to nearly half the entire municipal budget – need to be reined in. “I’m not opposed to sending it back to the board,” he said. “Our job as councillors…is to take all of this that we’re being handed and we have to try to make it a little bit better. We take what we have…and we’ve been hearing a lot of issues that are symptoms of a bigger problem. “A lot of our issues are tied directly to how the police budget goes.”
5776657
CORNWALL, Ontario – Some city councillors feel powerless to control a police budget that some have suggested is out of control compared to other municipal departments. Councillors were told Friday they are limited in their control over the $18-million Cornwall Community Police Service budget. Councillors cannot make changes to the budget, but simply have the discretion to either accept or reject the document authored by the Cornwall Community Police Services Board. The budget committee, despite the concerns, voted to approve the police finances for 2015. If city council had chosen to reject the
document, and could not find a compromise with the police board, then it would have gone to a third-party arbitrator known as the Ontario Civilian Police Commission. A frustrated Coun. David Murphy said it feels very much like council has little control over how Cornwall taxpayer dollars are spent when it comes to police. “I’m feeling like our hands are tied on this,” he said of Parkinson’s Friday budget talk. “This makes it sounds like its finished and this is it. This sounds like a presentation – not a request. “My point was we’re given this document and told pretty much this is it.” Parkinson suggested he and the police board are simply following provincial legislation and

Councillors leaning toward keeping controversial bike lanes Todd Lihou todd.lihou@tc.tc
Coun. Elaine MacDonald said councillors are hearing from the quiet masses in favour of the changes that took place at the end of last year. “I’m absolutely thrilled…with the people who have responded positively,” she said. “I wish people were broadcasting to the wider world how they want us to hold firm. This is the way of the future.” City councillors had asked for the information to judge the feasibility of reversing the controversial Second Street changes that have created a furor among some drivers. “It would be a huge step back,” said Coun. Carilyne Hebert. While Kamm’s report is being submitted to the budget committee for information purposes, he has recommended the city stay the course with the
bicycle lanes. “Some drivers may be frustrated by the change – certainly change can difficult to adapt to,” he wrote. “Compounding the issue is the time of year work was done. Being in late fall, many drivers have not had time to establish routine before winter snow has obscured line paint. “This may take a summer season to let drivers have time for changes to become more ingrained and to allow cyclists, scooters and other users the opportunity to use bike lanes as intended.” Kamm also suggested the bicycle lanes and left turning lanes are warranted, noting a number of traffic accidents at specific intersections and the fact that cyclists were forced to use sidewalks in some cases.
6006400
CORNWALL, Ontario – There is growing sentiment around the city council table to keep controversial bike lanes on Second Street East for at least one cycling season. Several councillors said Friday at a budget meeting that the lanes have yet to be enjoyed by cyclists for an entire season and it is prudent to give them a chance. “I know there was a lot of work put into it – but I think it needs to run the season,” said Coun. Andre Rivette. “The bottom line is we give it a shot for a season to see if there are heavy issues we deal with.” Coun. Claude McIntosh put it thusly: “The bike lanes are here to stay. We’re not going to spend
$35,000 to remove them.” Indeed, it could cost as much as $35,500 to return Second Street East back to a four-lane configuration, according to a report that went before the city’s budget committee Friday. It cost $29,000 to reduce the number of lanes on Second Street to two from four and add a centre turning lane, as well as bicycle lanes, last year. “It is slightly more expensive to revert because there is greater length of solid lines which are more costly to remove than apply,” said the report authored by Enrique Kamm, the city transportation engineer. “There may be other minor costs associated with public notification to implement removal of bike lanes and revert to the original configuration.”

Baking a difference for the SD&G SPCA Adam Brazeau adam.brazeau@tc.tc
CORNWALL, Ontario - The sweetest spot to take a Valentine in Cornwall was a National Cupcake Day fundraising bake sale. Three Cornwall businesses (Baxtrom’s YIG, Metro, and Echo Trends) participated in the month-long fundraiser in support of the Stormont-Dundas-Glengarry Society for the Prevention of Cruelty to Animals on February 14. Hundreds of cupcakes lined tables at the
various locations to entice shoppers into making a donation. Gabriel Rivière-Reid, SD&G SPCA fundraising volunteer, said a few donors declined the opportunity to indulge, instead opting to give generously without the sugar rush. Although National Cupcake Day is on Monday, Feb. 23, the local animal shelter is promoting the initiative throughout the month. On Saturday, Feb. 21, bake sales will be held in Cornwall at Giant Tiger and Pet Valu. For further information, to volunteer or participate, visit www.ontariospca.ca.

TARGET BUILDING:
‘Huge’ opportunity on the horizon for development, says councillor CORNWALL, Ontario – It appears as though talks are taking place for the Eleven Points Logistics property to be taken over by a large corporation with designs on setting up “something huge” in Cornwall. Coun. Mark MacDonald cryptically suggested recently at a budget meeting that city officials have had contact with a business person intent on finding a use for the facility that
will be shuttered thanks to the failed Target operation in Canada. “A gentleman has been (seeking to meet) with the mayor, chasing a big corporation to come in here and take that place,” said MacDonald. “He’s talking something huge.” Sources indicate the facility would remain a distribution hub. But just who the person is and how successful he will be remains a mystery, at least for now. The city’s economic development
department is hamstrung in helping to find a tenant for the facility because Target has filed for bankruptcy protection, and its assets are being administered by a trustee and the courts. “It’s a bit of a slower process - the courts are involved,” said economic development manager Mark Boileau. “The process is not clear yet as to whether it will go to a traditional real estate processor a bid process.” Boileau said despite the challenge, he is fielding inquiries about the building.
“That’s not to say they will be closing on any deals – but I am getting inquiries,” he said. “We’re not sure exactly how (the process) will work – typically I have a beautiful, glossy pamphlet to give you on the property. “To find a suitable user or owner, we need a little bit of time. I certainly hope it doesn’t go through a bid process because it doesn’t do us any favours.” The closure of the Eleven Points Logistics facility resulted in 350 people losing their jobs.

Cornwall author’s first book gets back to basics for horror genre Todd Lihou todd.lihou@tc.tc
CORNWALL, Ontario - This isn’t your teenage daughter’s vampire book - quite frankly she shouldn’t be anywhere near it. But Memoirs of the Mongrel King, the threeyear labour of love by Cornwall’s Dwight Dugas (who can now add author to his resume) could speak to the silent masses who want more from vampire novels than a love story wrapped up in a black cape. Mongrel King is the first in a three-part series called Empire of Magnus the self-published author is looking to get off the ground later this year. Book one is heavy on sex, vulgarity and violence, and Dugas is quick to point out, it’s not for kids. “It’s a vampire book that doesn’t sparkle,” Dugas
said, with pun fully intended. He is, of course, referencing the Twilight series, which became a worldwide sensation both in print and on the silver screen. Dugas doesn’t like his horror stories that way, and has penned a book that gets back to the roots of the genre. “I grew up on horror films,” he said. “I guess I got desensitized early. “It seems (the genre) now is geared towadrs young adults and teenage girls.” Mongrel King tells the story of Darrien Xavier, and Englishman who is born of two different vampire factions. Xavier’s life is a tragedy, filled with prison time. He eventually fleas his native country to New York City, where he is eventually kidnapped by vampires looking to use to his dark powers for world domination.
Hey, it’s horror novel - what did you expect? Dugas said he wanted to explore the depths of human deprevity, but on a supernatural level. “If you look at human beings and how we treat each other...If they (vampires) existed, how cruel and power hungry would they be?” If you read the book, you’ll find out. Mongrel King is available on amazon.com for download and Dugas said plans are in the works to order a collection of the novel in time for a spring distribution locally. There are two more books to come in the series, and while Dugas has begun work on the second, he is taking time off. The three years it took him to write Mongrel King came with a heavy price. “It led to issues in my marriage and that was the toughest part,” he said. “Thank god my wife
Dugas (Shannon) is as good as she is. “I put all of myself into writing (the book). I’m going to take a year off before I get back into it.” Mongrel King can also be found online at www. eom.dunet.ca, where readers can find the first chapter available for free and links to purchase the complete work.
City short on experience for fire chief interviews: Rivette Todd Lihou todd.lihou@tc.tc
CORNWALL, Ontario – Interviews took place last week for the soon-to-be vacant fire chief’s position in Cornwall – but one city councillor thinks more expertise is needed to find a suitable candidate. Coun. Andre Rivette said in an interview he was disappointed that persons with more expertise in fighting fires, and running such a department, were not interviewing candidates. Instead interviews were being done by human resources manager Geoff Clarke and finance manager Maureen Adams, Rivette said.
“When we hired the police chief we had a retired chief from Halton come in and help us,” he said. “We should call the fire marshal’s office and ask them to send someone to help us. “That’s the kind of stuff we need.” Rivette suggested Clarke, who only recently assumed his new role after some time in the private sector, could use some help for interviewing candidates specific to fire fighting. He added while Adams is a strong finance manager and enjoys universal respect at city hall, she has limited experience when it comes to the fire department. Rivette believes as many as five people were being interviewed to replace outgoing fire chief
Rick McCullough. He wanted the process delayed until more experienced people could take part in the hiring process, but was told it might be too late as interviews have been scheduled. Rivette is also miffed because it appears changes are looming to the personnel committee – a collection of councillors that often acted in an oversight capacity when it came to hiring and monitoring the work done by senior managers within the corporation. Rivette and councillors Bernadette Clement, Claude McIntosh and Mayor Leslie O’Shaughnessy sit on that committee, which could become responsible for the CAO position solely, the only
position that directly reports to city council, instead of other positions as well. Rivette says such a move is a mistake, and points to the hiring of a new fire chief as an example where council oversight could add to the process. “The two people they have in there now interviewing have no fire background,” he said. “We’re the liaison between council and the human resources department.” Coun. David Murphy said the city’s lay appointments committee is meeting in the next few weeks to review not only the personnel committee, but the city’s land acquisition committee too.

SOUTH STORMONT NEWS
PAY IT FORWARD: Chlöe Zummach wants to help children in Africa Todd Lihou todd.lihou@tc.tc
CORNWALL, Ontario - Chlöe Zummach needs your help. The 15-year-old Rothwell-Osnabruck student has received her school’s coveted ‘Pay it Forward Award’ - but it’s not something that will sit on the mantle. Instead Zummach has been tasked with taking a $50 prize from the school and turning it into something much more. Her plan is to purchase a suitcase with the money - and canvass her school and community looking to fill it with school supplies like
pencils, paper and notebooks for students in Arusha, Tanzania. The suitcase will be taken to Tanzania by Allison Fraser, a representative of Mom2Mom Africa, a Canadian non-profit agency that helps to educate and empower women in that continent. “Our family has been part of it for three years,” said Chloe. “It’s something I’m interested in. We support the education needs of a girl named Prisca.” But it’s girls like Prisca and a host of others she hopes to help by virtue of her suitcase full of goodies - and time is ticking away. Fraser will be taking the suitcase to Africa in
April, which means Chloe has just the month of March to fill it up. A host of activities is being planned at her school, including a 12-hour scrapbooking day, a five-kilometre fun run and other events. Updated times and dates for the events can be found on Rothwell-Osnabruck’s Facebook page. Chloe said it was “exciting” to receive the award from her school, but concedes she’s got a lot of work to do - and she’s looking forward to the challenge. “The primary students of our school, as early as next week, will be beginning a coin drive,” she said. The focus there would be a challenge-based activity to involve all students (and the) principal has offered to supply a pizza party to the class who fills their jar first. “This will act as the base of the fundraising.” If you want more information on the

Gagnon, chair, said that they were now beginning to receive grant money and donations from the private and business sectors. “We’re working really closely and have a really good working relationship, now with St Lawrence Parks. That collaboration has come together really nicely,” said Gagnon. “We’re much more cohesive group, now. We’re really working hard and educating the public as to who we are and what we’re doing.” The friends are gratefully accepting donations of new and gently used skis, boots and snowshoes, to replace the wellworn equipment they have presently. Gagnon wishes to express the board’s gratitude to Shaun Telfer, owner of Canadian Tire in, in Morrisburg, for his generous donation of children’s snow shoes. “It’s not the first time; he’s been a great supporter, all along the way,” said Gagnon. “We’re hoping that others will take his lead and donate some skis (and ski boots). Proceeds from the donations for winter activities go towards a variety of projects. For further information about the winter activities contact Colleen Leduc at 613-5348155, or visit www.friendsofthesanctuary. org, for that and other inquiries.

CORNWALL, Ontario - While the St. Lawrence Parks Commission takes a welldeserved winter break, a group of volunteers see to it that nature lovers, near and far, are able to continue enjoying the riches of the Upper Canada Migratory Bird Sanctuary. From January to March, the Friends of the Sanctuary open up the visitor centre every Saturday and Sunday, from 12 to 4. “We rent skis and snowshoes, for $2; that’s very affordable for families.” said Colleen Leduc, board member, chair of winter activities program. “We have a couple of stoves going, so it’s nice and toasty in there; and we have refreshments.” Other activities, throughout the winter, at the sanctuary, include the monthly Moonlight Ski and Snowshoe, on March 7. “Whatever weekend is closest to the full moon, said Leduc. “You can see across the field; it’s magnificent. People don’t get to spend time outside at night, in the winter time, and they are always amazed at how well they can see. It’s magical.” The centre will certainly be the place to be during the March break, March 16 to 21. Visit the website for the complete schedule. With an update on the Get On Board program, to rebuild the boardwalk, Pauline

OPINION
Council appears ready to wade into staff cuts Todd Lihou todd.lihou@tc.tc
I had one city councillor openly suggest to me last week “this is a huge waste of time.” They were, of course, referring to the budget session currently under way at city hall. We’re well into the battle to mitigate a tax increase in Cornwall, but the number still sits at a whopping 5.5 per cent levy hike. There have been a handful of meetings to date (is it three or four?) to debate the budget, but for the most part the dog and pony show has been more about educating councillors on the ins and outs of each city department, with less of a focus on just where they plan to make changes. We suggested a week or so ago that it’s still kinda early in the process. So-called “outside agencies” (there was a move to switch the moniker to “community agencies” but I don’t know if it has really stuck) have yet to really present their requests to the taxpayers of Cornwall. The councillor who spoke with me was likely
suggesting what is becoming more obvious as time goes by in this budget process – council knows what they have to do to get this budget under control: start cutting. But no one wants to be labelled as the person who sent someone else to the unemployment line. There’s a growing sentiment, if one looks at the moves made by council to this point, that people could be on the chopping block in 2015. Take a few examples…councillors want to know just how many employees the city has. Some have suggested the number could be as high as 700 if part-time workers are included – which suggests one of the biggest employers in the city, could be the city itself. A report to that end is on its way to councillors. There has also been a request to hold a private budget meeting in the coming weeks. The reason? Councillors want to talk about specific staffing positions within the corporation…and in a city as small as this, you can’t talk about city jobs in generalities for long before people
connect the dots and figure out just who might be out of a job. Perhaps most strikingly is some around the table have privately indicated to me that councillors already have name(s) of people they think the city can do without – not because they are incompetent, but because their job can be folded into the balance of the municipal roster. They’ve shared those name(s) with me…but we’re not about to out people. Suffice it to say, though, if you’re a city hall insider, you’ve heard the name(s) too. In addition, there is a belief that four positions currently vacant within the Cornwall Fire Department may not be filled this year. Instead councillors could roll the dice, and see if overtime will indeed outstrip the costs of four new people as some predict – or that the city will save money. One of the biggest costs to providing services in Cornwall is the people employed to deliver those amenities. While the private sector has been in “do more with less” mode for…well, forever, in the public sector it is much different.
And with collective agreements, pension plans and benefit packages that would make many green with envy, it’s no wonder the cost of employing people at city hall is so expensive. Coun. Brock Frost’s desire to hire an arts coordinator came in at a cost of $75,000 – for a brand new position! (Council, by the way, turned him down.) As most know, if you’re fortunate enough to have a full-time job in Cornwall and make, say, $40,000 a year, you grab your paystub each week with white knuckles. With that in mind, it’s no wonder councillors are looking to at least explore the idea of staffing cuts. I’m not advocating wholesale staff reductions. We don’t know enough yet about the makeup of the municipal roster. And I’ve been in the (metaphorical) breadline – it sucks. But given the direction council seems to be going, if I was one of those ‘on-the-bubble’ city jobs right now, I’d be getting a little nervous.
Sometimes, timing is everything With apologies to Chas Dickens, we will call this one the “Tale of Two Rinks”. Read on. Did you hear about the family that built a rink enclosed by high boards on their front yard? You know, the one that city officials ordered removed after its bylaw office received a complaint from a citizen. No, we’re not talking about the front-yard rink in Cornwall that attracted national media attention and created an uproar and scorn on social media. We’re talking about the one built in Ajax, Ont. Bet you didn’t hear about it. That’s because except for a short story on an inside page in a Toronto newspaper, it went unnoticed. That was back in early January, just after the Cornwall rink received coast-to-coast coverage that in one mighty blow eliminated the city from of any future Kraft Hockeyville contest consideration, at least in the next couple of years. The Ajax family was told by the city it had two weeks to tear down the rink or be slapped with a $25,000 fine, despite the fact the ice pad was not on city property. Ajax has a bylaw that disallows front-yard structures. The rink was deemed to be a front-yard structure. The Cornwall rink, at least part of it, was on city property. And there was no threat of a fine. Just like the family in Cornwall, the Ajax folks said they didn’t put the rink in the backyard because the property had a swimming pool, something for which they had obtained a permit. In the end, just as in Cornwall, city officials took a step back and offered the family a compromise: Take down the boards and the ice can stay for the
rest of this winter. The family contemplated keeping the boards up and forcing the city to take them down, then caved. Perhaps the $25,000 fine had something to do with their decision to comply. Strange how Cornwall received so much unfair outside media attention when in a much bigger media market the silence on a front-yard rink issue was deafening. Timing might have been a factor. The Cornwall rink story broke during the Christmas holiday period when, as columnist Allan Fotheringham loved to say, a time when there is more newsprint than news. Starved for a hard news story, the media pounced on the Cornwall story. Just proves that sometimes, timing is everything. TRIVIA ANSWER Of the 12 aldermen who served on the 1983-85 city council headed by Gerald Parisien, Dick Aubry and Brian Lynch would become mayor. Three others - Francis Guindon, Jan Samis and Guy Leger - would have unsuccessful runs for the top job. TRIVIA Steinberg grocery store replaced this city landmark at Sixth and Sydney streets. The former grocery store, which relocated to Cornwall Square, is now home to Giant Tiger. HERE AND THERE A 42-year journey in the daily news biz included covering dozens of trials and hearings. One of the best responses from a witness during a cross examination came from then Alexandria-Cornwall Bishop Paul-Andre Durocher. During a brutal examination by a lawyer at the Cornwall Public Inquiry the bishop paused and calmly asked, “I’m not sure what it is you are
trying to get me to say?” ... Another gem was the answer provided by a police staff sergeant (not Cornwall). An aggressive defence lawyer was badgering him about alleged racism on his squad, claiming that even he had made racist remarks. He said he neither heard any racist remarks from his officers nor ever made any racist remarks. The lawyer pounced on that and demanded to know how he could say that, while under oath, when his two clients claimed otherwise. To wit the sergeant explained, “Perhaps it’s because my wife is black.” THIS AND THAT It looks like taxpayers who support the Upper Canada District School Board will never find out, at least officially, why director of educaiton Dave Thomas and the board parted company late last year and what it cost them. An attempt by the Brockville Recorder and Times to obtain information vis-a-vis the sudden “retirement” through the office of the Information and Privacy Commissioner has been blocked. Thomas, who had served as director for 10 years, earned around $240,000 a year. There is, of course, no shortage of rumours as to what lead to the director’s abrupt “retirement”. SEEN AND HEARD The plan by a California daredevil to ride a rocket powered by steam over the St. Lawrence River near Morrisburg next summer seems to have been scuttled. Mike Hughes, who goes by the name “Mad Mike” (now that’s original), would have been strapped to the rocket. Once over Ogden Island on the U.S. side, he planned to release himself from the missile and parachute safely (hopefully) to the island. Hughes told a reporter the idea came to him about seven years, upon waking up. (He didn’t say what he was
doing the night before). You might recall that in 1979 Canadian stunt man Ken Carter planned to drive a rocket-powered car up a ramp and over the St. Lawrence near Morrisburg. After several delays, another stuntman, Kenny Powers, got behind the wheel and was seriously injured in the bungled attempt. SPORTS STUFF Hard to find many somebody who has been part of the National Hockey League longer than Bob Murray, captain of the 1972 Memorial Cup champion Cornwall Royals. Murray has been in the NHL for 40 years. He had a 16 year career with the Hawks and moved into the team’s front office a few weeks after retiring. He has held front office roles since. He is currently general manager of Anaheim Ducks. IN THE REAR-VIEW MIRROR Before remote controls, colour television, 128 channels, HD, 56-inch screens and the Indian-head test pattern, we watched Alfred Hitchcock Presents, Captain Kangaroo, Capt. Video and His Video Rangers, The Cisco Kid, The Red Skelton Show, The Ed Sullivan Show, The Rifleman, Dragnet, The Phil Silvers Show, Highway Patrol, The $64,000 Question, Beat the Clock, Walt Disney Presents that became The Wonderful World of Disney, My Little Margie, The Honeymooners, Mister Ed, Leave It to Beaver, The Twilight Zone and Father Knows Best. All viewed on six available channels on a Made-in-Canada 21-inch, black-and-white RCA set. And you had to get up to change the channel by turning a knob on the TV set. ONE LAST THING Shouldn’t the big decline in break-ins and thefts reported by Cornwall Police Service translate into lower home insurance rates?

LETTERS TO EDITOR
Writer has too much time on his hands and yes we do work with the public, our main job and purpose as a cashier is to firstly, acknowledge the customer with a hello, how are you, scan items to be purchased, bag and receive payment, and closing comment. That’s how we are trained essentially, and small talk is acceptable, but we do not have the
time to be in deep conversations with everyone, most people are very busy these days, and often they run to the store to get what they want and leave. I agree with his comment
about the cashiers talking among each other in front in customers is rude and unprofessional. Common sense prevails in this matter. Julie Lalonde, Cornwall, ON

CORNWALL, Ontario - If you like silly, like I like silly, then go and fill your boots full of it, by catching a performance of the Seaway Valley Theatre Company’s production of Monty Python’s Spamalot… Warning: Camelot, it is not. “Lovingly ripped off from the motion picture, Monty Python and the Holy Grail,” the musical offers the same broad nonsense as the original, with some great song and dance numbers added into the mix. There are some fabulous performances in this production including Jamie Carr, as King Arthur, Lacie Petrynka, as the Lady of the Lake, and Thomas Mooney, as Patsy. The supporting cast and the lively chorus, also hold up their end wonderfully. The production is directed by Lesley Ellam, choreographed by Amy Mallyon, with musical direction by local legend, Brian McCartney, who leads his tight 13 piece orchestra, without missing a beat. The sets and costumes are a feast for the eyes, and the back stage crew should also be commented for what must have been total chaos with the cast of 30 and countless scene
and costume changes. Some naughty bits, skimpy costumes in the show make it a not-for-the-too-young, but still benign enough so as not to offend the rest. Monty Python’s Spamalot runs February 13, 14, 20, 21 at 7:30pm, with a matinée on Feb 15, at 1:30, at Aultsville Theatre.

Brush the snow off everything. Powdery snow left on the body will blow down and obscure your vision; wet snow is heavy, and you’re using extra fuel to move it around. Snow and ice falling off your vehicle can affect drivers behind you, too. A good brush will clean off snow without damaging your vehicle’s paint. Start at the top by brushing off the roof, then the windows, then the hood and trunk, and finally, clean off the front and rear lights. While we don’t normally advocate leaving a car idling, starting the car and turning these on will clear window fog before you start out. They’re not intended to melt snow or ice, though: you’ll still need to get out and clean off the glass. Far too many bad drivers think it’s enough to just clean that small section of the windshield in front of the steering wheel. Don’t be one of them. You need all your glass to be clean and clear, and your car to be swept free of snow, in order to be a safer driver. In most jurisdictions, it’s actually illegal to
drive with your windows obscured by snow. Choose a shorter-handled ice scraper, or the one on your snow brush, depending on what’s easiest for your height and strength. You need to scrape the glass, not the ice, so work the blade under the edge of the ice sheet. Be careful around the wipers, to avoid gouging the rubber with the scraper blade.

Great conditions for snowshoe race
appreciated is the fact that the whole race is run on a tree covered course over rolling terrain. “I’ll definitively come back here again to race” said overall winner Nick Best. No less than 13 runners came down from the Ottawa area for the race. At the conclusion of the race, medals and prizes provided by local sponsors were handed out to the
the previous editions of this race and probably prevented overall winner Nick Best from setting a course record. His winning time of 36:41 was just shy of the 36:14 posted two years ago by Canadian champion David Le Porho of Montreal. Local favourite Rob Lefebvre, who lives just down the road from Summerstown Forest, had to settle for 4th place this year, after being on the podium in the previous two editions. In the women’s category, Joan McCuaig, from Newington, finished 5th, just ahead of Jennifer Gareau of Williamstown. The race was organized by the Friends of the Summerstown Trails (FOTST), and the reputation of the Summerstown Trails as being among the best race venues continues to grow. For many runners, it was their first time at Summerstown Forest and all were ecstatic about the course. What is most

CORNWALL, Ontario - The 3rd Annual Summerstown Forest Dion Snowshoe Race was held on Saturday and the few centimetres of snow that fell the morning of the race made a challenging course even more difficult. Local area runners were well represented, making up 50% of the 35 person field that took part in the race and for the first time, female runners outnumbered the males. But the overall number of participants was down from last year, and race organizer Gilles Parisien said that the recent cold weather that we have been experiencing is to blame. “It’s never too cold to snowshoe, and after one kilometre into the race, you’re not cold anymore. But the frigid temperatures deter the new runners and the occasional runners from participating” explained Parisien. The slippery road conditions also resulted in approximately 10 no-shows and a group of five runners from Ottawa arrived almost half an hour after the start of the race, but ran the course anyway. Families were front and centre at the race which was held on Family Day weekend. Nick Best and sister Celine, respectively from Ottawa and Gatineau, finished first in the men’s and women’s categories, while Charley and Katy Murphy, a couple who came down from Toronto for the race, grabbed second spots. The new snow made the trails softer than for

news
We’ve come far – maybe too far Nick Wolochatiuk nuthilltoo@gmail.com Dances With Words The era during when even a local phone call required an operator was before my time. However, during my early years in Toronto we still enjoyed the joys and inconveniences of the party line. To make a local call, six characters had to be entered by spinning and clicking around the face of the wall-mounted telephone. Our number was KE-2212 (Kenwood 2212). Then it was expanded to LE-3-2212 (Lennox 3-2212); soon the telephone was removed from its wall mount and the earpiece and mouthpiece became one hand-held
unit. Plug-in phone jacks meant the phone could be relocated to any place in the house. A temporary degree of privacy became possible if the cord could stretch into the bathroom or a clothes closet. Unfortunately, the cord was like a fresh set of tracks to a hunter. Mom always flushed me out. “Nicky! What are you doing in there?!!” When we moved to Williamstown, our number was 347-3160, but we only had to dial 7-3160 to get it. A couple of years ago things were ‘improved’ by requiring us to dial 613-347-3160 just to place a call next door. The rotary dial was replaced by keypad dialing.
I’ve been told that today some phones can be connected by voice-activated input. There’s ‘texting’ too, but what that’s about I can’t say for sure, because I’m still in the Twentieth Century as far as my communication savvy is concerned. Then there’s the mobile phone, the cell phone, that ubiquitous and omnipresent nuisance that is attached to the ears of 50% of people born any time after Ford’s Edsel arrived in 1958. Then there’s the 49% of the population that look as if they’re discreetly playing with something in their lap when they are in a restaurant, a classroom or even when driving! I suggest, “You shouldn’t be doing that in public”; without glancing up, they reply “I’m
just texting.” My response is, “Miss Etiquette says you shouldn’t be doing anything like that in public.” I’m the remaining 1%. Yes, I still have a rotary phone at home. It still works when the power is off, and can sometimes, miraculously, connect me at once to a live human being, bypassing “Your call is important to us”. Just as it’ll take me a couple of decades to catch up with the ‘advances’ in telephone technology, it’ll also take at least that long for a revised code of telephone etiquette to evolve. Just look at how long it is taking for apes to evolve into civilized man - we still have about a century to go.

From a reader: “I would like to thank the young man who parked his car on the side of the road and ran out to help me on Feb. 12, 2015 between First and Augustus when I was having major difficulty with my scooter – it ran out of power. Being 80 and having back problems, I could not walk to get help, he saw I was struggling. He then pushed me all the way to my apartment building without a fuss. He didn’t stop there – he made sure I got into my apartment safely! God bless him! There are still honest/good people out there! I would’ve been in a bad place if you didn’t drive by and stop to help. Thank you so much!” - Warren. I just want to thank Dan and his group at 3Man Snow Removal. After the last couple of large snow falls, the end off my driveway was filled with several feet of ice and snow from the plow. They removed it on short notice. In our present society, not enough credit is given to the people that deserve it. Now call me so that I can pay you.

Kinsmen Club of Cornwall goes Big When mentoring a child is the goal of the game, you can’t lose. Kinsmen Club of Cornwall member Jonathan Symington hosted a game night for the Big Brothers Big Sisters Cornwall and District at the Royal Canadian Legion (Branch #297) on Wednesday, Jan. 28. Dozens of Littles enjoyed an evening with their Bigs, spent playing foosball and board games. Greek restaurant Philos supplied the gang with a stack of pizzas and downtown’s Love Love Food dished out desserts.

The chemestry between baking soda and vinegar is so powerful that this combo can flush grease out of any drain. Just pour 1/2 cup baking soda into a drain and follow it with 1/2 cup vinegar. Cover drain for a few minutes as the chemical reaction dissolves the grease - then flush with warm water. Clean your drains this way once per week to prevent clogged drains. Never use this method after trying a commercial drain cleaner, the cleaner could react with vinegar and create dangerous fumes.
