CORNWALL, Ontario - Cultural sensitivity training is back in the forefront of Akwesasne and Canadian Border Services Agency relations. The Mohawk Council of Akwesasne (MCA) issued a community notice on Monday (Jan. 26) about four new CBSA guards assigned to the Port of Entry in Cornwall. According to the statement: “these guards have not yet received cultural sensitivity training and their line of questioning may be intrusive.” Akwesasne residents have been asked to: “be brief and accurate in responding to questions, and declare any and all items purchased in the U.S.” CBSA spokesman Chris Kealey confirmed that the border agency reached out to the MCA’s Aboriginal Rights and Research Office in Nov. 2014 to select dates for its new officers to receive the training, but those dates have yet to be confirmed. MCA stated in the notice that a new cultural sensitivity training session is scheduled for this spring. Kealy said the following initiative was introduced to enhance border-relations and service delivery strategies: Over a two-year period, a team from the CBSA Training and Development Directorate conducted in-depth research on the history of Akwesasne and interviewed border services officers (BSO) at the

Cornwall Port of Entry (POE), MCA members, and elders from the community. “Solutions to address the issues were explored, researched, developed and piloted, resulting in an online eLearning product providing facts and historical data about the community of Akwesasne,” said Kealey. “This learning product has enhanced cultural knowledge about this community.” In addition to hiring aboriginal CBSA officers, the border agency also introduced an Aboriginal Liaison Officer (ALO) in June 2011. Kealey described the ALO position as “the first of its kind” developed by the CBSA in conjunction with the MCA in Cornwall. The ALO has reportedly participated in Akwesasne community events, delivered presentations to the MCA and stakeholders on the CBSA’s role and responsibilities, issued information bulletins pertaining to border issues, and has assisted the community with understanding the CBSA’s complaint process. MCA representatives were unavailable for comment. On June 1, 2009, CBSA abandoned the former post within the Mohawk reserve, as hundreds of residents gathered to protest the imminent arming of its guards within their territory. Akwesasne residents who encounter an issue with CBSA are being asked to report it to MCA’s Community Advocate on CBSA complaints Wesley Benedict at 613-936-1548 Ext. 1031 or 613-551-6999.

Over the years, Kimpan witnessed the smuggling trade synonymous with Cornwall’s international bridge leading to New York and neighbouring Akwesasne expand from drugs and tobacco to human trafficking. “Back in the 90s we had one pursuit per shift and I was rammed (with other vehicles) nearly a dozen times,” he said. “But the last couple years we’ve had numerous human smuggling investigations.”

Kimpan and his wife, who is also an RCMP officer, live in Cornwall with their sixyear-old son. His retirement plans are centered around his family and learning to speak Spanish. “It’s more of a permanent vacation,” he laughed.

CORNWALL, Ontario – After decades of dismantling smuggling rings, the head of the Cornwall Regional Task Force (CRTF) is calling it a career. Montreal native Tim Kimpan, 62, was first assigned with the CRTF in 1992, where he moved up the ranks until 2005, before he was transferred to Ottawa for three years. In 2008, Kimpan returned to the CRTF as the Officer in Charge.

He will be starting his retirement on Friday, March 13, which he says is a lucky day for him. “I consider my time with the RCMP an adventure,” said Kimpan. He described the regional task force as a “very successful joint forces partnership” between the RCMP, Canada Border Services Agency (CBSA), Ontario Provincial Police (OPP), Akwesasne Mohawk Police, and the Ontario Ministry of Finance.“I still enjoy my job immensely and I’m not leaving because of frustration or anything else,” he said. “It’s because I’m happy, healthy, and the tim-

Jessica Langden, 21, fought back tears of joy as he signed her Toronto Maple Leafs jersey (#93 no less) at Shoeless Joe’s Sports Grill in Cornwall on Wednesday, Jan. 28. “It was really overwhelming meeting him,” said Langden. “I watched him play as a kid and always followed his career.” The former Cornwall Royal, best known for his time with the Leafs from 1991-97, presented city officials with a $10,000 cheque from the restaurant’s “If Your Team Wins, Your Community Wins” promotion for upgrades to the recreational path. “I respect that he’s a team player. Gilmour was more of a playmaker than a one-shot kind of guy,” she said. Shoeless Joe’s Cornwall co-owners Bobbi Latour, 33, and Mike Graham, 32, celebrated

with a packed house at the event. The couple took over the establishment on Nov. 17, 2014. “We wanted to give back to the community and this restaurant is helping us do that,” said Latour. “Next year the promotion will be even bigger.” Gilmour told Seaway News about his Hall-ofFame career, overcoming his small stature, and the joy of returning to his old stomping grounds. “I got here early today, went to the Blue Anchor got perch rolls, drove down my old neighbourhood, and visited Pitt Street,” said Gilmour. “It was nice to come back.” After playing minor hockey in his hometown of Kingston, his junior hockey career began in the 1981-82 season with the Cornwall Royals of the OHL. Despite Gilmour’s impressive track record, scouts felt his smaller size would not hold up in the National Hockey League. The following year he was selected by the St. Louis Blues in the 7th round, 134th overall at the 1982 NHL entry draft. “Going through your minor hockey days to getting drafted, you’re always too small or this

Eleven paramedics in SD and G have been trained for the program. Not only do they look for tell-tale signs at the scene of a call, but they also want to be proactive. “We look for multiple calls for service,” said Cassidy. “We had one individual who called us 40 times (last year) for service.” In such a case paramedics will look at the reasons for the calls, and agencies can be called in to help that person with issues at home. “It’s different than (typical paramedic) training, which teaches you to get in and get them out (to a hospital) quickly,” said Cassidy. “We want them to take a look around and take your time. “The client is really the focus.” The program is funded solely by the Ministry of Health to the tune of $260,000. The program was to have a deadline this summer, but talks are underway to extend it well into the fall. CORNWALL, Ontario – A new program that aims to help older people stay in their homes longer is tailor-made for a recent Cornwall case that made headlines around the world. The Community Paramedic Program is a pilotproject funded by the provincial government that has trained medics to spot danger signs like cluttered homes, snow piled up outdoors and repeated calls for service as examples of cases where intervention by community agencies is required. Last week news broke that an elderly couple in Cornwall, which included a woman suffering from dementia, had to resort to selling a 54-year-old wedding ring to a local consignment shop in order to put food on the table. Land ambulance manager Myles Cassidy suggested if a similar case was spotted via this new program, local agencies like Community Care Access Centre and the Canadian Mental Health Association could intervene early and help. “That’s exactly the type of scenario we’re trying to address,” he said.

CORNWALL, Ontario – It could cost a whopping $2.5 million to clean up after winter storms in 2015. City councillors were disappointed to hear last Thursday the city’s municipal works department wants to hike its winter control budget by nearly 15 per cent – an additional $328,000 – to pay for the costs of removing snow and ice from city streets and sidewalks. Bill de Wit, the city’s municipal works manager,

said the city has not been budgeting enough in recent years to pay for snow removal, and a litany of deficits needs to be addressed. “We’ve not had enough funds to do the work we did for the last three years,” he said. “What we’ve done is we’ve hit a wall here. Now we’re trying to reach at least a three-year average here, because if we don’t we will be into a deficit again.” The winter control budget calls for more salt purchases as well. “We have to be ready with salt. We can’t be in a situation where we scrimp on the salt. Otherwise

we could run into liabilities,” said de Wit, who was grilled by some councillors about why it takes so long to clear certain areas of the city following snow. He said the answer boils down to money. “We’re trying to be frugal,” he said of adding more crews to clear snow. “It’s a hard call because of the situation we are in with the budget.” De Wit said instead of hiring contractors to clear areas more quickly, including snowbanks, municipal crews do the work overnight when traffic patterns are smaller.

Consequently it takes longer to complete such work. Coun. Mark MacDonald said the city needs to address spending elsewhere to mitigate the increases in the winter control budget. “I believe that you have a hit a wall. We spend so much on our emergency services it leaves no money for anything else,” he said. “The pie we have for emergency services is greater and greater… and that’s the real issue we need to address. We are not giving the rest of the departments enough money.”

CORNWALL, Ontario – City councillors may be laying the ground work to rely on outside fire services instead of hiring replacement personnel this year. And the role of deputy chief may be a thing of the past if some councillors have their way. The city’s budget committee has asked fire chief Richard McCullough to prepare a report on how so-called “mutual aid” works – a policy that allows municipal departments to send a request for help if their resources become exhausted while fighting a particularly large blaze. The reason for the report appears to be a sentiment among some councillors against filling positions that will be vacant via retirements within the department in an effort to save money. The fire service operates under a unique, and

some say expensive, premise that they must have 14 people on a particular shift, to ensure that a minimum number of 10 personnel are available to actually fight a fire. The extra four people are in place to cover for firefighters on vacation, at school or on medical leave at any particular time. Coun. Andre Rivette believes the premise is flawed. “There’s no department in this city that I know of that hires 14 people so they can get 10,” he said. “It doesn’t make sense. The police department don’t have 14 for 10.” Rivette wants the policy modified to go to 13 for 10. But the danger in not replacing firefighters is that overtime costs could be increased. Rivette, though, is suggesting that if a particularly large fire erupts, the Cornwall service could call for help by activating a “mutual-aid” agreement with neighbouring municipalities.

Under such a scenario volunteer firefighters from South Glengarry or South Stormont (for example) could be called in to help. “Mutual-aid almost kicked in once because no one wanted to come in for overtime,” said Rivette. But McCullough cautioned that mutual-aid is not a backup plan that can be used all the time. “It’s not to be abused. It’s only to be activated when your total resources are exhausted,” he said. The fire service employs some 64 people and when combined with police and ambulance budgets the three account for nearly half of the city’s entire budget. CORNWALL, Ontario – Coun. Mark MacDonald wants to make sure the Cornwall Police Services board took public opinion into account before finalizing its massive 2015 draft budget. MacDonald said at a city budget meeting last Thursday it appears as though the police board didn’t take the time to address points made by the public during consultations last year. MacDonald suggested it looked like the

police draft budget was approved by its board in just one meeting – Wednesday. “The public consultation shows there’s an issue with the disproportionate growth with emergency services,” he said, referring to police, fire and ambulance costs that at one point made up half of the municipal budget. “We should agree there is an issue we should be looking at.” Coun. Andre Rivette, who is also chair of the police board, fired back, suggesting MacDonald was short on a few facts. “There was more than one meeting before

CORNWALL CITY BUDGET 2015 the budget was passed,” he said. “The board does their homework just like every other department. “The bottom line is council is responsible for approving the dollars.” MacDonald conceded his comments should not be taken as finger-pointing. “Don’t take this as an attack. We are all in this together. We should be looking at the issues that have to be dealt with,” he said. The Cornwall police draft budget sits at about $18 million – an increase of 1.49 per cent.

Lefebvre said her staff works to make sure the rental costs account for as many expenditures as possible within a particular facility. “We look at an hour of ice, and we cost it out from the electricity and heating to parts of salary including maintenance employees who clean the ice, to the person in the reception area,” she said. “We try as much as we can to include all the things that effect that hour of ice.” Lefebvre added the city user-fee policy is reviewed every four years and 2015 marks one of those occasions. She said changes to the user fees will be considered this year. “Our user-fee policy has worked beautifully. It is fair and equitable. Everyone is paying the same rate,” she said. “We’ll be coming back to council with some recommendations.”

CORNWALL, Ontario – Could a former hockey rink in Cornwall become a new outdoor skating Mecca? Maybe. The concrete slab that once contained the ice surface at the now-decommissioned Bob Turner Memorial Centre on Fifth Street is still in place, despite the fact that the building that once surrounded it has been demolished. Soon the city’s parks and recreation department will present its capital budget, which includes money for turning the concrete slab into an outdoor rink. “The Bob Turner site is really becoming an exciting area for recreation,” said parks and recreation manager Christine Lefebvre. “It really is a happening space, especially in the spring and fall with the football program.” The building at the site may be gone, but a huge field still exists, in addition to the concrete slab. New portables, that act as change rooms, and washrooms have been installed at the site too, augmenting its presence. Lefebvre did not say Friday how much it would cost to create an outdoor rink at the site, but those numbers are expected to be released soon. Right now the concrete pad is not in very good shape. “We have it fenced off,” said Lefebvre. “But we could turn it into an outdoor rink – for sure.”

CORNWALL, Ontario – The city’s parks and recreation manager conceded last Friday the high cost of ice rentals in Cornwall has led to a drop in the number of players using city facilities. “Yes, at this point our fees are little bit high for adults – and we’ll see what we can do to mitigate that,” she told city councillors during a budget meeting Friday. Indeed, the cost of renting ice in places like Maxville and Long Sault is much cheaper than the high cost of places like the Ed Lumley Arena and the Benson Centre here in Cornwall. The city parks and recreation budget suggests revenue from fees and rentals is down by $23,000 at the Benson Centre and $40,000 at the civic complex in 2015. The city has a user-fee policy that sets the rates across the board for renting municipal facilities for things like hockey. Adult leagues pay the full fees, while minor

sports receive a subsidy of 40 per cent. Talk of the high cost of renting Cornwall facilities has reached political ears – though sympathy may be hard to come by. “That’s what I hear, but I don’t know if I buy into it. If you get 20 guys that have to kick in an extra couple of bucks…” said Coun. Claude McIntosh, with his voice trailing off a bit. “I’m always amazed that people will go out and buy a $300 hockey stick - but the cost of the ice is probably the cheapest thing in the whole equation. “Hockey has become a very expensive sport and the numbers are down right across the country.” This week the Standard-Freeholder reported at the Benson Centre, prime-time winter ice costs $244.29 per hour and the non-prime rate is $171, with minor sports organizations paying $146.57. The newspaper added the cost is a bit lower at the civic complex, with prime time ice at $222.73 and non-prime ice at $155.92, and subsidized clients paying $133.65. Budget 2015: Fire cuts, Second Street and hundreds on the payroll TODD LIHOU todd.lihou@tc.tc

I was asked this week what I thought about the city budget. My answer was somewhere between “meh” and “it is what it is.” Budget 2015 here in Fun City hasn’t really amounted to much action on the part of city council – but it’s early days yet. Municipal departments are presenting their individual documents, which equate to about a 5.5 per cent hike on the tax levy. It’s obvious, based on the rhetoric, city council won’t allow such a massive increase to impact taxpayers, so the real news will come when councillors begin voting to make cuts. Those votes will come over the next few weeks. Some initial news nuggets, though:

CORNWALL FIRE DEPARTMENT Union members with the fire service filled the council chambers last week as their chief, Rick McCullough, made what will be his final budget submission to council. He’s retiring later this year. The union knew something was up, because the fire chief (pardon the pun) found himself on the proverbial hot seat, fielding questions about cuts to the department. There is a growing sentiment around the council table that the costs of Cornwall’s emergency

services are getting out of control. Police, fire and ambulance account for nearly half the city’s budget – which has likely cost us capital projects while we pay the salaries and benefits of officers, firefighters and paramedics. There has been talk of keeping staffing within the fire department at current levels and not replacing four retirees. Coun. Andre Rivette took it a step further and last week floated the idea of not filling the vacant deputy chief’s position. My belief is the department should try one year without filling the four vacant firefighter spots (one per shift) and see if it saves us some money. Critics of such a move will argue that overtime costs will outstrip the salaries paid to the new firefighters, and that may be true. But let’s try it for a year and see. As for not filling the deputy’s job (right now platoon chiefs are delegated to the role when McCullough is unavailable, netting an eight per cent raise in the process) I think that is going too far. With McCullough retiring, a new chief will need a shoulder to lean (cry?) on during the early days of his new mandate, and a deputy will fill that requirement.

SECOND STREET While administrators might not be willing to

admit it, city councillors concede they’re hearing about that boneheaded move to reduce the lanes on Second Street East to two from four. Traffic engineer Enrique Kamm told councillors last week he received a handful of complaints on the move – councillors claim they’ve heard a helluva lot more. The tree-huggers will point to the fact that bicycle lanes were added to augment the dynamic livability of one of Cornwall’s busiest corridors (sarcasm fully intended), but the reality is the bicycle lanes are (at best) used by a smaller number of cyclists and (at worst) a hazard for both frustrated motorists and anyone on two wheels brave enough to use them. Of course, not one bicycle has been seen on Second Street since the snow fell – but anyone who drives a car on Second has to suffer because of them via lengthy lines of stalled traffic…which makes me wonder about the effectiveness bicycle lanes in the winter, because the city has no mandate to keep them clear 12 months of the year for cyclists. I wonder (hope?) some city councillors have the guts to make a motion to reverse this short-sighted decision. We’re not talking about major reconstruction – just repaint the lines. I’ve got some free time…and a whack of paint-

brushes in the garage.

HEAD COUNT How many employees is too much? We just might get an answer to that question. The city’s HR department is preparing a report to determine if 700 people is fair for a city the size of Cornwall. That’s how much it is estimated city hall employs, when one considers part-time people retained during the summer. The figure would be even higher if one were to include the police department. It’s becoming clearer and clearer that the biggest employer in this city, might just be the city itself. And with collective agreements that mandate hefty salaries, benefits and time off (not to mention other perks) it’s pretty clear as to why the municipal budget can seem bloated at times. Will the report result in anything substantive? Probably not. I have a hard time believing there will be a groundswell of support around the council table to institute layoffs – or even a hiring freeze. In fact I would argue that the bigger job will be to convince critics that we are getting effective services for the tax money we spend. Sometimes we do. But other times…see Second Street.

Spreading the news about Cornwall police - in a good way The new chair of Cornwall Police Services Board didn’t waste anytime blowing the whistle on the force. In a good way. If not for Coun. Andre Rivette, the board chair, an extra-ordinary act of kindness by several members of the force might have escaped the public eye along with national and international attention. It was Rivette who, at a council meeting, alerted the public to a group of officers who had come to the assistance of an elderly couple. Rivette read aloud an email sent to board members by Chief Dan Parkinson. So destitute had the couple become that the husband had hocked his wedding ring. The officers, responding to a complaint of possible domestic assault, which was unfounded, discovered the couple’s plight during the investigation. They not only collected money among themselves to buy groceries, but had enough to buy back the ring. Seaway News editor Todd Lihou ran with the story and within hours it became viral. It literally went around the world. Rivette said he felt, and rightly so, it was the kind of good news story that city residents should know about. What he didn’t expect was for it to take on a life of its own on social media. Nor did the officers involved who didn’t seek any attention. “Some people like to criticize the police ... so here’s a good news story that shows another side of what they are all about,” said Rivette.

One person who isn’t surprised by the act of kindness is Deputy Chief Danny Aikman who has spent 30-plus years on the force. This wasn’t, said Aikman, a unique gesture, at least not unique to the Cornwall force. He has seen and heard of many other generous acts, of different degrees, by officers who, like the most recent case, don’t do it to get a pat on the back or media recognition. He pointed out that Cornwall officers have a good track record when it comes to giving back to the community. “When there is an opportunity to help people, we do it,” said Aikman, and usually with little or no fanfare. Staff Sgt. Brian Snyder, another seasoned veteran, echoes the deputy chief’s feelings. “It happens a lot,” he said of acts of kindness by officers, most of which go unreported. “Not every day, but it happens.” Snyder tells the story of a female officer who last fall helped a frightened 14-year-old pregnant teen with grocery money and moral support. He has heard of many cases of where an officer has slipped a down-on-their luck individual a $20 bill. “It (helping folks) goes with the job,” said Snyder who works out of the east Cornwall station. He recalled an incident several years ago when a home was broken into just before Christmas and the gifts, including children’s toys, were stolen. The family could not afford to

replace the gifts. The two officers sent to the break-in went out and purchased gifts, “along with other things”, for the family. TRIVIA ANSWER Before it became the Army, Navy and Air Force Club, 14 Marlborough St. was home to the family-owned Lalonde’s Market. HERE AND THERE After an anticipated 2014 arena deficit of $400,000 skyrocketed to $1 million, North Bay has slapped a $2.50 surcharge on all tickets sold at the city’s Memorial Gardens. ... In case you haven’t noticed, February has four days of each week. It is said to be a once-in-alifetime happening. ... The chances of a Barrie resident finding a family doctor has improved. A study shows that at the end of 2014 74% of Barrie residents had a family doctor, up from 71% in 2013. In the last four years, 22 family doctors have set up practices in the city. SPORTS STUFF A Toronto radio sports panel was wondering if an interim NHL head coach has ever been fired before finishing the season. Steve Ouderkirk, former Cornwall Royals’ trainer, has the answer and it has a Cornwall connection. Ex-Royals’ defenceman Dave Allison was hired by the Ottawa Senators after Rick Bowness was fired midway through the 1995-96 season. Then 27 games later, Allison (2-22-3) was canned in favour of Jacques Martin. ... Former Cornwall Colts’ forward Kyle Baun is one of the nominees for the Hobey Baker Memorial Award given to the top NCAA hockey player. He is the grandson of

Toronto Maple Leafs’ legend Bobby Baun. Kyle plays for Colgate University. AROUND AND ABOUT Scrabble tournament at Cornwall Public Library on Jan. 24 attracted former world champion Adam Logan. He won the world title in 2005 and is the only person to win the Canadian title four times. A research mathematician, he holds degrees from Princeton, Harvard and McGill. Convener for the annual Cornwall tournament was Vivianne Panizzon, founder of the Cornwall Scrabble Club. IN THE REAR-VIEW MIRROR When minor hockey kids stuffed their gear into one of those old army duffel bags and wore skates that an older brother had outgrown. When Cornwall Minor Hockey Association house league games were played on one of the Athletic Grounds outdoor rinks. ... The shoemaker on Cumberland Street (think the name was Ranger) who sharpened skates for 25 cents. ... The Water Street Arena rink rats who cleaned the ice between periods with snow scrapers and the ice was flooded with a barrel contraption filled with hot water and pulled by a couple of rink rats. Rink cleaning technology caught up with the old arena in the early 1960s when the city purchased a second-hand Zamboni. ... The old clock up in the rush end of the Water Street Arena. ... The press box attached to the ceiling girders. It hung, somewhat precariously, over the visitors’ bench. Getting to it required climbing a ladder. After it tilted about five inches during a game, it was condemned. ... Heat that was supplied by steam pipes that ran under the seats. The system seldom worked.

When you read this, city hall will have its annual budget review underway. As you’ve seen in the news, the starting figure is a 5% increase in the tax levy or about $3.4 million more to be collected in taxes than last year. But that starting figure will be whittled down over the following weeks and we’ll see some smaller numbers by the end of February. Many of this council campaigned on reducing taxes, which is always a crowd pleaser. But the first thing they’ll have to do is agree on what their target really is. If their aim is to cut the entire $3.4 million out of the tax levy, they’ll have a real chore ahead of them. Like it or not, the world around the city of Cornwall is not standing still so the costs of many goods and services have increased with inflation, as have all staff salaries. Recent fuel price reductions will certainly improve bottom lines for transit, police, municipal works, etc., but not likely enough to offset increases elsewhere. So, absent some serious organizational change, some increase will have to occur. I suspect their immediate goal will be a zero tax increase for the “average” resident, whoever he is. That can be achieved, for the most part, by cutting somewhat less than $3.4 million, so it will be slightly easier. But they’ll need to establish how much. One easy target has typically been to reduce capital spending. Much of it involves various replacements, repairs or other improvements. Some will be more essential or more urgent than others and it will be up to councillors to choose.

Essential work that doesn’t get done this year might come back to bite unexpectedly, usually at a higher cost. So, their choices will have consequences. But reducing capital spending is not much better than taking an aspirin; it’s short-term relief only. Most of the work will have to be done at some point anyway, so it’s just deferring the inevitable and the exercise will have to be repeated next year. And those reductions alone will not likely be enough, so they’ll have to find more savings elsewhere. Lasting cost reductions will only occur if there is some meaningful organizational change. That means changing either the level of services the city provides, the way the city delivers its services or the amount of revenue it collects from other sources. But before councillors start swinging their machetes with wild abandon, they need to understand the real, long-term impacts of that sort of change for the many different taxpayers out there. They also need to understand just how the city operates as well as various provincial legislation; it’s not your simple retail operation. Some in-depth study will be required before giving up valuable resources or cutting a service that people depend on. That’s not going to happen overnight, nor should it be the focus of the budget process. But this is certainly a useful opportunity to earmark some areas for further study. Reducing the number of councillors seems to be another crowd pleaser. If it was up to taxpayers

Felis silvestris catus gets man to adapt to its ways. Dogs serve man. Cats make servants of us. To borrow from John Gray’s book “Men Are from Mars, Women Are from Venus”, I could write a tome by the title “Dogs are from Anywhere, Cats are Strictly from Home”. If you are going somewhere for just a few minutes, or for several weeks, a dog wants to go with you, wherever you are going. If a cat notices, it might

say to itself, “He’d better make sure my food bowl is full and my litter box is up to snuff.” There is a listing ‘Dog Trainer’ in the Yellow Pages. Try looking up ‘Cat trainer’. Dogs will gladly jump through any kind of hoop to please us. Cats get us to jump through hoops for them. The list of job titles for dogs include seeing eye, bomb sniffer, drug detector, fugitive tracker, lost child finder, sled puller, companion, sentry, guardian, messenger, retriever… Cats just catch song birds and bring outdoor mice indoors, but aren’t interested in indoor ones. Dogs eat absolutely anything. The recipe book entitled “A Dog’s Breakfast” would turn your stomach. Cats will not eat anything other

Colts gallop into daycare for Literacy Day

CORNWALL, Ontario - The Cornwall Colts were pleased to enhance child literacy at Richelieu Childcare in Cornwall with the launch of the Centre’s Literacy Program on Family Literacy Day (January 27th). Pete Angelopoulos Cal Hofford, Parker Krol, Lawson MacDonald and Tanner Spink took the opportunity to read story books to kids who attend Richelieu Childcare. Colts players will continue participating in the program once a week for the next several weeks as they encourage children to read by

making it a fun activity. Colts players also had the opportunity to volunteer during this past weekend’s Cornwall Minor Hockey Association Bantam/Midget tournament. Most of the players spent some time volunteering for the CMHA at the Benson Centre Friday and Sunday. With winter in full-force across much of the nation, salt crews have been on the go prepping roadways before, after and during inclement winter weather. Although road salt is essential for safe winter driving, it can also lead to numerous car troubles. While road salt is imminent to safe winter driving, it is also extremely corrosive and over time it can cause extensive damage to vehicles. The biggest threat salt poses to a vehicle is rust, which is accelerated by repeated exposure to salt. Rust on certain parts of a car can create a slew of problems ranging from hydraulic brake system leaks to subframe damage. Due to the construction of a vehicle with most of the underbody being wide open, most salt damage occurs underneath the car and as a result can be difficult to detect visually. After driving on salt treated roads, many drivers then pull their vehicles into a garage, which allows the ice, snow and salt from the roadways to sit underneath the car and rot away at the car’s under components. This rotting or corrosion can harm the car’s exhaust and muffler

systems, coil springs and the frame of the car. Damage to the subframe of a vehicle is common in snowy areas like Cornwall. The necessity of road salt makes it hard to avoid these issues but visiting a car wash frequently during the winter months can help car owners battle salt’s detrimental effects. Go through a car wash that has an under-spray. That will try to reduce the chances that all that salt and salt water will get on the vehicle and start to corrode.

Snowmobiles blaze a new trail at Cornwall Speedway CORNWALL, Ontario - Jason Lavallée kept his undefeated streak alive on day two of the Circuit Pro Tour at Cornwall Motor Speedway. The 36-year-old Quebec competitor won all six of his races, taking first in the Pro Champ category in front of roughly 750 fans on Saturday, Jan. 31. “It’s my first time on a very small track, and I love it because of the high speeds - there’s no room for mistakes,” said Lavallée. “The camaraderie of my team and friends also keeps me coming back.” Steve Marquis, 17, one of the youngest drivers to successfully pilot a Pro Champ sled, remained unchallenged in the 5-lap Combo event, running laps under the 15-second mark. Sabrina Blanchet took second.

He also dominated in the 5-lap Semi-Pro Champ. But the 8-lap Pro Formula 500 saw Cole McMichael take the lead over Marquis with Ryan Florent in third. Florent charged back to take second over Marquis with McMichael alone in front. He dominated the event winning the race as he also won the heat race. A total of 10 competitors raced in the Semi-Pro Formula 500; an accident occurred in the first lap. McMichael coasted to a rather easy win in the 5-lap feature. CORNWALL, Ontario - The St. Lawrence College Sharks men’s hockey team are came home with silver medals from the University of Toronto-Scarborough Invitational on Friday, Jan. 30, after losing 4-3 in a shootout against Humber College. In Game 1, the Sharks devoured Georgian College Grizzlies 6-0. Colin Allaire (2), Kevin Veilleux (2), Brandon Gilmour, and Kyle Lagace all scored for Cornwall. It was the first time the two teams have faced each other this season. For the second straight game, the Sharks did not have any trouble finding the back of

division, winning his second event of the tour. In the ATV 0-450, Mathieu Daigle led the way in the 8-lap event. Daigle won the feature as thrilling battles occurred behind him. Doug Zadow won the Single Cylinder Master Division 4-lap feature. Danick Lambert dominated the 5-lap Junior 340 13-16 event while Alex Oberparleiter took the Junior 340 (10-13). A busy 4-lap feature in the single cylinder with Paul Mailloux leading the field of nine sleds on the speedway, Mailloux won the race as he also captured the heat race. In the 5-lap Sport Formula 500, Doug Burton took the top spot. And Yves Samson emerged victorious in the 8-lap ATV feature. The final day of racing will be held Sunday, Feb.

Employment freelancers have carved out a niche ED ALLARD A new concept of employment, which the online taxi service, Uber, has capitalized on, may have widespread implications for the years ahead. Despite apparent conflicts with taxi regulators in some cities, the company has continued to grow its revenues and expand its operations and is now available in some 50 different countries. A number of other operations are now following a similar business model: selfemployed people, or freelancers, who are prepared to provide a wide range of services on demand through an online company.

Think of it as the anti-Industrial Revolution. During it’s course in the early 1800s, manufacturing moved out of the one-man shop, where work was done laboriously by hand, and into large factories where one person could produce so much more with the help of large machines. Today’s manufacturing has evolved considerably and, in many places, robots are replacing humans for numerous tasks. The remainder is settling offshore where, for now at least, human labour is much cheaper. As a consequence, many of today’s jobs in the developed economies are now being found

in the service industry. But the technology that is replacing factory workers is also enabling oneman shops to grow again and connect with a wide range of customers through online marketplaces. The concept of the “job for life” that came out of the Industrial Revolution is gradually being replaced with highly mobile jobs that respond to local demand. This “on demand” economy offers less security but workers can focus on work that directly fits their skills, interests or schedules and they can move around to suit their needs. The percentage of workers who belong to private sector unions has dropped steadily over the past 20 years and is not yet showing signs of bottoming out. Meanwhile, the number of temporary workers has generally grown, particularly in the past five years. But not all temporary workers are those who cannot find permanent employment. A growing number are temporary by choice, preferring to pick up work such as freelancing via online services. Amazon’s Mechanical Turk is one example. It matches people who have complex problems of any type requiring human intelligence with people who can provide solutions – something like online consultants. The freelancers can work from home (or from another country), can choose their own work hours and will ideally get paid accordingly for doing good work. Some may well have full time jobs and do this for added revenue. For many companies, this on demand service is cheaper than hiring a person for tasks that are periodic in nature.

For busy professionals there are also cleaning services, grocery services (people who will do your shopping for you), clothes washing services, valet services and so forth. In most cases, all a customer needs is a smartphone, a credit card and access to the online company’s app. You can find online personal assistants who will organise your schedule, make travel arrangements and other administrative support tasks. There are even online services for your legal and medical needs. A medical company in California will guarantee a doctor arriving at your door (within a defined area) within two hours. Obviously, there’s a cost to match and it’s not likely we’ll see that here anytime soon. There is plenty of scope for abuse and a bad reputation can spread quickly and extensively via social media, so it makes sense for these online operations to have thorough screening processes to ensure they use reliable service providers. Freelancers want to ensure they are actually paid for their work, as well, so the company’s reputation is important, both ways. Of course, this is not for everyone and not all services are available everywhere. Like the Industrial Revolution, it will bring a whole host of its own problems that we will have to adapt to or use as incentives to force change. There are still many people, probably the vast majority for now, who will prefer the security of a permanent job and its accompanying benefits. But technology has opened the door to new opportunities for those willing to take the risks and reap whatever rewards they can.

La conjointe de M. Lévesque, résident d’Ottawa, vit avec l’Alzheimer depuis maintenant cinq ans. Un diagnostic difficile qu’il décide d’approcher avec légèreté et compassion. «Lorsqu’elle faisait à manger, je me suis rendue compte que parfois elle oubliait le chaudron sur le feu. Et moi je ne savais pas ce qu’elle faisait cuire. Alors j’ai dit wow, pourquoi est-ce que je ne ferais pas à manger et qu’elle ne mettrait pas la table ? Parce qu’on s’entraide comme ça. Il ne faut pas la mettre de côté», explique M. Lévesque. En aucun cas ce dernier n’infantilise son épouse. Il croit que le diagnostic doit être pris comme une situation à laquelle on doit s’adapter. S’apitoyer sur son sort n’est pas une bonne solution. Il tente plutôt de se divertir et de se changer les idées. Sa conjointe en est toujours aux débuts de la maladie. Il explique qu’il doit garder un œil sur elle, mais qu’elle reste très autonome. Il tente également de ne pas la blâmer pour ses oublis. «Ce n’est pas de sa faute, souligne-t-il. Et il

L’organisme tient cependant à indiquer que l’engament des ministres Meilleur et Leal d’offrir de la formation agricole de bonne qualité en français soit toujours dans leur plan. « Il est certain que l’UCFO souhaite s’impliquer et contribuer à la relance du Collège d’Alfred, affirme Simon Durand. Par contre, dans ce contexte nous nous devons de tendre la main au gouvernement et attendre qu’il la saisisse. »

Parfois, il l’admet, certaines taches demeurent. À ce moment-là, il attend qu’elle termine pour se glisser en douce et nettoyer ce qui doit être refait. Et lorsqu’elle lui demande comment était la salle de bain, il lui répond qu’elle était parfaite. Briser l’isolement Bien que sa conjointe soit au début de sa maladie, le couple trouve important d’assister à des rencontres avec d’autres foyers aux prises dans la même situation. Par contre, il avoue que la maladie est beaucoup plus avancée chez les autres. Il a du mal à se reconnaître dans ce qu’il entend. Et même, ça rend le tout plus inquiétant pour la suite. «Mais c’est important de prendre ça une chose à la fois», affirme-t-il. Un des gros coups durs de la maladie : la perte de son permis de conduire. Sa conjointe a reçu une lettre disant qu’elle ne pourrait plus conduire. Sa perte de liberté immédiate la dérange. M. Lévesque affirme que s’en sont suivi quelques mois difficiles. Toutefois, elle a vite réalisé que son conjoint l’amènerait où elle voudrait pour qu’elle puisse faire ses sorties. «Elle a même hérité d’un chauffeur !», ditil en riant.

Madame Chantal Beauvais, rectrice de l’Université Saint-Paul et la huitième ambassadrice du Mois du patrimoine en Ontario français, est fière de s’associer à ce projet. « C’est avec grande fierté que j’ai accepté le rôle d’ambassadrice du Mois du patrimoine en Ontario français. D’autant plus pour mettre en valeur le thème choisit de cette année : «Garantes d’un illustre passé… Bâtisseuses d’un avenir prometteur… Le patrimoine de l’Ontario au féminin.» Au fil de l’histoire, les femmes ont contribué au façonnement de notre culture. Les élèves qui se portent volontaires aident à recueillir le recyclage de toutes les classes et à faire le tri. On peut faire du bénévolat en effectuant de petites tâches avec Mme Hélène et/ou M. Yvon, nos deux supers concierges! Ils sont très patients! À l’école Rose des Vents, nous avons des repas chauds à tous les jours. Les repas sont classés et distribués par des élèves des classes de la 6e année. C’est eux aussi qui sont en charge de distribuer les laits. Même les élèves de la 4e année s’impliquent en recueillant les paniers des petits déjeuners. Finalement, nous avons notre radio-étudiante qui est animée à tous les jours par des groupes d’élèves de la 6e année. Finalement, tout ce bénévolat nous rend responsables et matures! EXERCISE FOR PEOPLE OVER 60

Begin by standing on a comfortable surface, where you have plenty of room at each side. With a 5-lb potato bag in each hand, extend your arms straight out from your sides, and hold them there as long as you can. Try to reach a full minute, and then relax. Each day you’ll find that you can hold this position for just a bit longer. After a couple of weeks, move up to 10-lb potato bags. Then try 50-lb potato bags, and then eventually try to get to where you can lift a 100-lb potato bag in each hand, and hold your arms straight for more than a full minute. (I’m at this level.) After you feel confident at that level, put a potato in each bag. The SD&G SPCA is in desperate need of blankets, plastic grocery bags, brooms, and long shredded paper. A big kudos’ to DJ Mike at the Glengarrian Pub who on Saturday, January 17, 2015 stopped his dance music to play a special request for 94 year old Iona Montgomery and played George Jones. The crowed went crazy and all joined on the dance floor circling Iona dancing with her. Everyone at the Glengarrian definitely have a big heart. It’s the local place to be to have fun. Walkers are still needed for the Coldest Night of the Year. To clean black-fronted appliances, use a glass cleaner, such as Windex. Use a soft cloth instead of paper towelling to avoid worsening the lint problem. Always spray the cleaner onto the cloth; spraying directly onto the appliance surface will cause streaks. It you have to scrub, use a white nylonbacked sponge-the green nylon type will scratch.
