CORNWALL, Ontario - Akwesasne residents elected a familiar face in the Mohawk territory as their new grand chief. After serving three three-year terms on the Mohawk Council of Chiefs, Abram Benedict won this weekend’s Mohawk Council of Akwesasne (MCA) election with 477 votes, while Brian David received 241 votes, followed by Emmy LazoreMitchell with 300.

Chief Electoral Officer Leona Benedict released the election results on Saturday (June 27), which will remain unofficial until the completion of an appeal period, in a statement on the MCA Facebook page. Voters also elected 12 district chiefs, four representing each of the three districts in the community of about 13,000, which straddles the borders of Ontario (Cornwall Island/ Kawehno:ke), New York State (St. Regis/ Kana:takon) and Quebec (Snye/Tsi Snaihne). The four district chiefs elected for Cornwall

CORNWALL, Ontario - City councillors approved a new bylaw that will limit the days you can use a lawn sprinkler on your property - but it will only concern itself with this summer. City council Monday night agreed to the drafting of the bylaw which will make it illegal for you to water your lawn on certain days of the week. The plan was for the bylaw to remain in effect into the future, but will now only concern itself with this summer while improvements are made to the Cornwall water tower. The new bylaw breaks down like this: outside use of water for things like your lawn is only permitted at your home on even calendar days if your address ends in 0, 2, 4, 6 or 8. The same applies for odd calendar days if your home address ends in 1, 3, 5, 7 or 9. Breaking the new bylaw will result in a fine of $300. This summer the city will recoat the outside of the massive municipal water tower on Tollgate Road. With the 4.5 million-litre structure offline during the maintenance the city will rely on other parts of the delivery system to ensure adequate water pressure for homes and businesses, as well as firefighting. But with the tower offline the volume of water the city can supply at peak periods will be reduced. The work is expected to take about eight weeks. Infrastructure manager John St. Marseille said in an interview that people who turn their sprinklers on so that children can play under the streams of water will not be targetted. “We still want children to be children,” he said. “We will be looking at flagrant instances where water is being wasted.”

CORNWALL, Ontario - As many as half a dozen tickets is still not enough, so Cornwall police and city hall are readying to take it up a notch at Alexander Park. Police have received a number of complaints of dirtbikers and ATVers using the park and adjacent bicycle path as a place to zip through

on their machines. Const. Matt Dupuis said in an interview police have been active and issued and handful of tickets, but neighbours are still complaining of a mechnized menace in the area. So now police and city hall are mulling a plan to put gates up at the entrances to the park and bicycle path, and blocking further access by adding boulders to the area. “Neighbours are worried when there are kids

in the park,” said Dupuis. Dupuis said while city hall appears to have the boulders available to install, the issue will be waiting to see how much it costs to make the changes, including the addition of gates. In the meantime city police will remain active in the area. Dupuis said riding ATVs and dirtbikes in the park is prohibited and the bike path is for pedestrians and cyclists only.

From Sydney Street to the House of Refuge CORNWALL, Ontario - After learning the colourful stories of Sydney Street homes from historian Sara Lauzon, dozens of Cornwallites rediscovered the familiar streets of their beloved hometown. Nearly 75 people followed Lauzon during three hour-plus historic walks, with open invitations from several homeowners, on Saturday (June 27). One tour stop in particular remains a personal favourite for the 24-year-old, a graduate of the University of Ottawa where she majored in history. “Once upon a time, this residence used to be a boarding house,” said Lauzon. “My grandmother owned it. When my grandfather came down to work on the seaway, bridge and power dam, that’s where he stayed. I pretty much think the rest is history.” There was no fee to take the guided stroll as she shared her extensive knowledge of Cornwall’s

231 years of history. But donations towards a monument for the House of Refuge, which housed 906 of the elderly, sick and unemployed from 1913-1952, were gladly accepted. The 11th Street property is now a Heartwood long-term care home. In Lauzon’s quest to uncover Cornwall’s history, one story at a time, she discovered that 26 to 29 bodies from the facility had been uncovered and re-buried at St. Lawrence Valley Cemetery. “These bodies were moved to the cemetery, and, for the second time, buried without a tombstone,” she said. “I highly doubt the inmates got to have a funeral service, or anything similar. I’ll make sure they get the ceremony they deserve, and the tombstone they should’ve had all along.” It will cost roughly $5,000 to erect the monument. The walks raised $285, pushing the tally to $926.56. “I knew people were interested, but to have Sydney Street homeowners offer myself and the citizens I’m touring tours through their own homes

CORNWALL, Ontario - Three local businesses have teamed up to help the Agape Centre with weekly hot dog days in July. Séguin Patate and Cardinal & Son Wholesale Meats are hosting ‘Hot Dog Days for Agape’ with the support of Betty Bread. Every Monday in July (6, 13, 20, 27), the Marlborough Street chip stand with 59 years of history will be handing out one free hot dog with the donation of a can of tuna fish, or a box of whole wheat pasta or a cash donation for the Agape, from open to close (11 a.m. to 9 p.m.). “We came across a windfall of hot dogs from Cardinal Meats that couldn’t be sold, so I thought this would be a good idea,” said Séguin’s owneroperator Michel Allaire. “They didn’t want to throw out good food and were willing to donate, so we’ll do the work.” The proceeds from any hot dogs purchased

on Mondays for the month will also go towards the non-profit organization, which relies on the support of the community through donations of time, food, money, clothing and other household items. “We wanted the funds raised to go somewhere it’s needed in the community, and the Agape Centre is one of the best I’ve seen,” said Allaire. People are interested in something else.” Clement said she will step away from city council later this summer in an unpaid leave, as well as her legal practice, to focus on the campaign. NDP candidate Patrick Burger will also run in the October election.

Rachel’s Kids’ biggest ‘Small Moments of Joy’ donation yet CORNWALL, Ontario - His battle with Polycystic kidney disease is no fairy tale story. So before six-year-old George Jacobs and his family tour Disneyland thanks to a Cornwall-based charity, they’re making a pit stop to meet his favourite silver screen star: Emmet from the Lego Movie. For over two years, the youngster needed daily care at CHEO in Ottawa while on dialysis as he waited for a transplant. PKD, the inherited condition that affects kidney function, has no known cure. In 2013, George’s long wait was over: a donor surfaced. “He’s been a lot better since then,” said Mitchell. During the long hospital visits he found strength in dreaming that one day he would meet the fictional

character and visit the popular California attraction. Enter Rachel’s Kids’ ‘Small Moments of Joy’ program. The charity founded by Dr. Rachel Navaneelan has coordinated with an American foundation to help send the Akwesasne family of four to Disneyland, and several other large amusement parks along the way, including Universal Studios Hollywood, SeaWorld, Legoland Hotel, and Busch Gardens. Tickets, travel expenses, food, and accommodations are all taken care of. George (III) will be making the two-day trek with George (Junior) Jacobs (dad), Sabrina Mitchell (mom), and Kayden Jacobs, 11, (big sis’). They leave on Thursday (July 2) and plan to return on July 13.

“The kids are getting really excited,” said Mitchell. “I just want to say thanks for everything Rachel’s Kids has done.” As a patient of Dr. Navaneelan’s, she would discuss George’s condition. When his immune system strengthened, allowing him to travel, the Rachel’s Kids board of directors decided to “make his wish come true.” George’s father noted that this is the family’s most extravagant adventure to date. Watching her brother fight back from having 20 per cent kidney function to his current state of a rambunctious boy has been “very emotional.” Kayden is looking forward to the good memories they’ll make on this trip. “The more we do, the more we grow. This also

means more people are approaching the charity with requests, which is what we want,” said Nicole Landriault, Rachel’s Kids board member of four years. Kim Lauzon, executive director of Rachel’s Kids, says the Small Moments of Joy program is very similar to the Make-A-Wish Foundation. The goal is to give small children who have battled a sickness their moment of joy - whatever that might be. The wishes varied from an Xbox 360 with games to a pool. “This is our biggest Small Moments of Joy yet,” said Lauzon. CORNWALL, Ontario - Thirteen students from Cornwall and SD&G are turning their business ideas into reality this summer through the Summer Company program. All 13 businesses were officially launched at a kick-off celebration at the local Staples Store on the corner of Pitt and Ninth Streets in Cornwall. The official launch event featured all students on hand to profile their businesses. Funded by the Ontario Ministry of Economic Development, Employment and Infrastructure, and administered by the Cornwall Business Enterprise Centre, Summer Company encourages students to start and run their own

business. In return, participants will receive $3,000 in start-up funding assistance along with hands-on coaching and mentoring from local business leaders. These young adults were selected to participate in the program after completing detailed business plans, including marketing and financial projections “This program provides a great opportunity for our participants to develop entrepreneurial skills while making money at the same time,” said Candy Pollard, Business Consultant with the Cornwall Business Enterprise Centre. “Through Summer Company, we are helping to train the business leaders of tomorrow.” This year’s Summer Company participants will provide services such as lawn maintenance,

website and social media, photography, digital editing service, tennis lessons, and assistance with your chores. Other businesses will produce customized greeting cards, signs and personalized growth boards, edible arrangements, handmade all natural body scrubs and gaming cards. “We are very excited to be partnering with Staples,” said Pollard. “The location provides an opportunity for our students to gain skills in setting up and manning a booth for their own business and talking to potential customers and clients.” All 13 Summer Company entrepreneurs will be profiled on the Cornwall Business Enterprise Centre website.

Helping people overcome barriers to gaining a job Ed allard

partners with employment agencies such as Job Zone and the Glengarry Inter-Agency Group to set up and deliver various work-related programs throughout SDG and Prescott-Russell. Also with training institutions such as St Lawrence College, TR Leger and a number of other schools and workforce training organizations. It also works with employers and employer associations across the region to determine workforce requirements and to facilitate work placements under the various programs. Programs are continually being developed according to changing needs within the

community and the availability of government funding. Some of the programs currently underway are: The Local Immigration Partnership, which aims to provide services to new immigrants to the area to help them better integrate into the community and ultimately to enter the local workforce. The program, which is funded by Citizenship and Immigration Canada, seeks to engage various stakeholders such as employers, school boards, health centres, professional associations and community and social services. It’s a multi-faceted program that looks at a broad range of services to assist immigrants entering the community. The Municipal Immigration Information Online Program is focussed on assisting municipalities to better inform immigrants who are planning on moving to the local area. The City of Cornwall is working with the EOTB and other area agencies to develop a website that will provide key information to newcomers relevant to housing, health care, training, education and so forth. The aim is to have the website up and running by this fall. Funding comes from the Ontario Ministry of Citizenship, Immigration and International Trade. Youth Skills Connection offers training and development to vulnerable youth to help them overcome barriers to employment. Vulnerable youth are those who may be disadvantaged by language skills, poverty, criminal records, lack of work experience, etc. The Kitchen Helper Project is one aspect of this program; two

intakes have run in Cornwall in the past year and a third intake is underway in Alexandria. Funding comes from the Ontario Ministry of Economic Development, Employment and Infrastructure. The federally funded Opportunities Fund for Persons with Disabilities is another program aimed at helping disadvantaged people gain the skills necessary to enter the workforce. It is being implemented locally as the Jobs Now project through Job Zone. This program was highlighted in an article on this page in the June 4, 2015 issue. The Youth Employment Fund, managed by the Ministry of Training, Colleges and Universities, has been in operation since 2013 and has helped some 29,000 young people across the province gain workplace experience. Job Zone offered an incentive for employers to participate and hire young people under the program: it subsidized up to 50% of their salaries. EOTB coordinated efforts locally by working with employers, making them aware of the program and determining their needs. Hundreds of people across Eastern Ontario are helped each year by these programs. The EOTB is bringing about $780,000 this year into the region in program funding which flows through to its many partners who actually deliver the programs. The principal beneficiaries are the applicants who access the programs and manage to enter or re-enter the workforce. But the region also benefits by having a more inclusive workforce.

Varekai, écrit et mis en scène par Dominic Champagne, fait partie des 18 spectacles actifs du Cirque du Soleil. ‘Lightning’ strikes in Niagara Falls CORNWALL, Ontario - Cornwall’s Tony ‘Lightning’ Luis defeated Edward Valdez Friday at the Seneca Niagara Casino and Hotel. Luis won the eight-round bout by unanimous decision during an installment of the‘Championship Boxing on CBS Sports Network’ series. The victory also earned the 27-year-old a regional championship. It’s probably the biggest story of the summer in Cornwall – and a new chapter is getting written every day. The demolition of the high-level Seaway International Bridge in Cornwall has been turning heads since the first piece as asphalt was ripped from the structure last year. But things took a decidedly tragic turn last week when not one but two (!) tugboats capsized on the St. Lawrence River while trying to reposition a barge on the churning water just below the bridge. The barge contains a huge crane, which will presumably be used remove sections of the bridge that span the swirling river below. Things got ugly when the tugboats got turned around on the river and the currentfueled river quickly swamped the vessels. It’s probably still too early to point fingers, but it seems clear in the early going that the tugboats assigned to the job weren’t big enough to get the job done. Some great CTV News footage of the incident showed the smaller of the two tugboats getting sucked under the bow of the barge like a rubber duck going down the drain. I

can’t believe the only thing to come of the event was a supposed broken ankle and some frazzled nerves. The fact is someone, if not a slew of people, could have been killed. As a boater I know the water in that part of the river, and it’s not a place you want to get stuck. My father always told me to stay away from that part of the St. Lawrence River and indeed the entire stretch of water leading from Lamoureux Park up to and including the power dam. It still shocks me that people will risk not only a great looking rig, but all their equipment and their lives in search of an elusive fish. The shoreline near the dam is dotted with anglers looking to land bass, walleye and muskie – but what concerns me are the number of fishing boats fighting the current right in front of the dam. Are you guys nuts? One little problem and they will be fishing (pun fully intended) your body out of the seaway locks in Beauharnois, Que. – because that’s where most if not all of the drowning victims end up. The water on the river in and around

A retired cop I know, who used to work on the RCMP boat in this area, told me that during his training the instructors said getting into trouble aboard a boat is nothing like having a flat with your car. “When you’re out there and get in trouble, your problems are just starting,” he said. And he’s right. I covered a story in my younger days at the Standard-Freeholder of a fellow who decided it would be a good idea to anchor his boat in the swirling water west of the bridge, because he heard the fishing was great. It wasn’t long before the anchor snagged the bottom and the speed of the water

quickly pulled the line so tight that it dragged the bow of the boat under the surface. Before long his boat and equipment turned into an underwater yard sale and if not for a lifejacket and the aid of some nearby boaters he could have found himself the author of his own demise. It’s anyone’s guess as to when the tugboats will be removed from the river. Plans were still being formulated when I put pen to paper this week. But one thing won’t change. The St. Lawrence River is a dangerous place to work and play – so be respectful of the water.

The simple fact is, this time around if the Liberals can’t win Cornwall with some big numbers, they can’t win Stormont-DundasSouth Glengarry. TRIVIA ANSWER Annexation of a large piece of Cornwall Township in 1957 increased Cornwall’s population from 17,030 (square mile) to 36,000 (30 square miles). TRIVIA A new YMCA building opened in 1962. It later became the Kinsmen Centre before being turned into condominiums. Where was the “Y” building before 1962 and what was its connection to the training of Second World War troops? HERE AND THERE When he ran in his first municipal election in 1976, George Williamson followed the well-worn path to the gate of Domtar to shake hands with the coming and going of the early-morning shift change. It had snowed overnight (it was a December election) and Williamson had an idea when he arrived in the parking lot across from the main gate. Instead of crossing Second Street to await the shift change, he took a snow scraper out of his car and started clearing snow from car windows. Under each wiper he left a note. “I think that got me more votes than shaking hands,” Williamson told me during a conversation two years ago. shot and killed by a federal law enforcement officer just outside Malone. According to authorities, Matt was carrying a shotgun but didn’t fire at officers. However, he didn’t raise his hands when ordered to do so. So, he was taken down. No problem. It might have gone something like this, “Put up your (bang) hands.”... Bear sighting last week in the Rosedale area just off Cornwall Centre Road. It just happened to be garbage collection night. IN THE REAR-VIEW MIRROR I’m glad I grew up in a day when the closest thing to a splash pad was the backyard sprinkler. The only pool in town was the Central Park fixture where you first had to put both feet in a tin container filled with a murky germ killer of some kind while standing under a shower. Later you would stretch out on a towel on the blistering hot asphalt walking path that meandered through the park. But there were unofficial swimming holes, the best-known was Silver Bridge down near the Cotton Mills. Another was in the canal at Roosevelt Bridge behind what was then Howard Smith Paper Mill. Boardy bottom, part of the Bingley Steel dry docks, was a favourite, with its swift-moving water. The challenge was to walk from one end to the other without slipping on the slimy bottom. And a few miles west of the city was Sheek Island beach. If you grew up in the country, gravel pits became de facto swimming holes. For Bernadette Clement, securing the Stormont-Dundas-South Glengarry Liberal nomination, for a second time, was the easy part. It would be safe to assume (numbers were not given out) that Clement was the overwhelming choice of Liberals who voted on June 23 at NAV Centre. Good choice. Those in the know, or at least think they are, suggest that the popular city councillor, who practically lapped the field in the Oct. 20 municipal election, was urged by Liberal leader Justin Trudeau to seek the nomination. If true, Trudeau the Younger owes his S-D-SG candidate at least one courtesy call during the campaign. It is a fact that party strategists survey the riding map prior to the campaign and label each “safe, chance and no chance”. They don’t waste the leader’s time on “no chancers”. Trudeau’s absence in the campaign would send a we-don’t-have-much chance message. The challenge, and it is monstrous, for the affable lawyer, who gushes with enthusiasm, is not only to find a way to wrestle a few thousand votes from incumbent Conservative flag bearer Guy Lauzon, who like that bunny in the commercial just keeps on running, but to convince soft New Democratic Party supporters to put a mark beside her name on the Oct. 20 ballot. Numbers don’t lie, as they say. In the 2011 election, Lauzon ran away with the race, and that is being charitable. He racked up 62.1% of votes (29,538) while Clement barely grabbed

second place with 8,510 (17.9%), just 197 more than an unfamiliar NDP candidate called Mario Leclerc (17.5%). Two things are going for Lauzon: he has a huge cushion (finished 21,028 votes in front of Clement) from 2011 and he is backed by a welloiled, battle-hardened campaign team. And, he has a not-so-secret weapon: Dundas, which is awash in solid Tory blue. In Winchester, Lauzon had more votes in each of the five polls than Clement drew in all five - 563-88. Leclerc beat the Liberal candidate in four of the five polls to finish with 142. Down the road in Chesterville, it was the same story. Lauzon piled up 413 votes. Leclerc had 80 and Clement 48. It was like that in every Dundas poll. In bygone years, the Liberals had some success in Morrisburg. In 2011 it was a disaster. Lauzon led the polls with 610 votes, Leclerc had 142 and Clement 101. There isn’t a stone or sling shot big enough to fell Goliath in Dundas. The Blue machine rolled through most of South Glengarry. There was a time when the Liberals could hold their own in South Glengarry and whip ‘em in Cornwall. In 2011 the Liberals did better in Cornwall than the rest of the riding, but still got battered by the Conservatives. Try as they might, the Libs aren’t going to make a dent in Dundas, and the best they can hope for in South Glengarry is a draw, perhaps a slight advantage.

However, “Being treated like a dog” requires some clarification. There is a misconception among some misguided members within a certain culture who claim dogs are ‘haram’, unclean, not ‘halal’. The more enlightened of that group are aware of that misinterpretation of their holy book and preach a proper respect for dogs – and other animals – and people.

Soon after Keesha, my American Eskimo pup, had just acquired me, I had to leave her leashed outside the local shopping centre to pick up a prescription. When I came out the dog was being railed against by two veiled women. A uniformed security guard was patiently listening to their story, which began with, “That dog attacked my children!” Two five year olds stood cowering behind them. “That dog will have to be checked for rabies” proclaimed the guard. At that, a woman bystander stepped forward, shaking her finger at the ranting woman. “I saw everything. That’s definitely

not what happened. Those boys kicked and kicked at that poor little dog. It backed up and backed up until the leash prevented it from going any further. Then it growled.” With that I realized that it wasn’t the little white pup that should be checked for rabies. A dog deserves to be properly trained. One day, Keesha and I were waiting for a traffic light to go green. Behind me I noticed a large dog being dragged into place beside us. Its owner commented, “Your dog is really well behaved, sitting beside you, no leash.” “Thank you” I replied. “What’s your dog’s name? How long have you had it?”

With the summer weather, here are a few tips for keeping your dog cool this summer. • Don’t leave your dog in a parked car in the summer, even in the shade with the window left a few inches open. Heatstroke can set in within minutes. Dogs left in parked cars also risk being harassed or stolen. • Know the signs for heatstroke: heavy, loud breathing, a staggering gait, bright red gum tissue and tongue. If heatstroke is suspected, wet down your dog and get him/her to the vet as quickly as possible. Both heatstroke and heat exhaustion can result in brain damage, heart failure or death in a short period of time. Thickcoated breeds and mixes are particularly vulnerable, although any breed may be at risk. • Avoid transporting your dog in the cargo section of a plane or take a direct, morning or evening flight. The hold can become extremely hot. • Avoid running with your dog during hot weather. Fireworks are terrifying for many pets. They will often run, get lost and end up in animal shelters. When fireworks displays are planned, leave your pet at home and play music or the television to help disguise the noise. Close windows and blinds or curtains.
