the Lamoureux boat launch secured, while EMS and fire services stood by. The incident took place at around 4 p.m., said witnesses. The Lac Manitoba is owned by Nadro Marine. A company official reached Monday night said Nadro would be issuing a statement Tuesday morning concerning the incident. The Lac Manitoba is listed as a 64-foot tugboat, according to the company’s website and comes packed with 1,000 horsepower.

chaos on the water. “Boats started to head out to it. Once the boats got there they began jumping off.” Bissonnette estimates about five or six crew members abandoned the Lac Manitoba. A torrent of water is pushing on the stricken Lac Manitoba and RCMP patrol boats are in the area, warning other boats to stay away. There has been no sign of the Canadian Coast Guard yet. CORNWALL, Ontario - A pair of tugboats capsized on the St. Lawrence River in Cornwall Monday. Initially one tugboat had sunk on the river Monday at around 4 p.m., but a man who had just come from the barge currently moored in the middle of the St. Lawrence River said another vessel went under at about 9 p.m. Witnesses and police later confirmed this. That tugboat is lying capsized immediately adjacent to the barge. “Another tug - a local tug,” said the man, who only identified himself as an employee of American Bridge, the company tasked with demolishing the high-level Seaway International Bridge. “The current got a hold of that tugboat and just tossed it around.” Men, presumably part of the second tugboat’s crew, had to be plucked from the water, according to witnesses. One of those men was taken to hospital with a non-life threatening injury. All of the men from the scene on the St. Lawrence River looked exhausted, with sweat pouring off them. When asked what caused the mishap Monday they pointed to the swiftness of the water. “The current - definitely the current,” said another man who works for American Bridge. The first vessel was lying capsized in the river just west of the Lamoureux Park boat launch for

about two hours, but rolled over once again before becoming stuck a second time, said witnesses. Cornwall Community Police Service officers later confirmed it appeared as though the crews from the tugs were safe. “From what we know the crew has been accounted for,” said Sgt. Emidio Piunno, adding both his service and the local RCMP are the lead agencies handling the incident at this time. Witnesses said the first tug, the Lac Manitoba, appeared to roll over once after it went under and became stuck on the bottom. The name of the other tug is not known. “It rolled once and appeared to lodge itself again,” said witness Mallory Poirier, who added a supply boat of some kind appeared to be trying to come alongside the sunken tug and secure it. “They seem to be having a tough time with the current.” The current in that part of the river, just downstream from the R.H. Saunders Generating Station, is extremely powerful. Hilton Bissonnette, who was fishing in the area of the old Cornwall powerhouse, said it appeared as though the Lac Manitoba was assisting the huge barge in the river in some fashion when drama took place and the tug went under. The barge is carrying a mammoth crane that will be used to demolish the high-level Seaway International Bridge. “Smoke started to pour out of tugboat,” Bissonnette continued, describing a scene of

City may have dodged a bullet on costly library roof repairs CORNWALL, Ontario - A collective sigh of relief could be coming from staff at the Cornwall Public Library dealing with a leaky roof. There was a fear that it could cost tens of thousands of dollars to repair the sieve-like roof that is leaking water into the children’s section of the library, but chief librarian Dawn Kiddell said Thursday a cheaper repair option is on the horizon. “We could haul everything off and replace it,”

she said. “But there is also the option of restoring the roof, similar to what they are doing at the justice building.” While she did not have specific figures, Kiddell said restoring the roof instead of replacing it would be cheaper, and greener. “If you have some sections of the roof that are (not damaged) they can be kept,” Kiddell said. In the meantime a “quick fix” repair will be completed above the children’s section of the library to stem a leak that became a problem again last week when rain water poured into the

building. “It will give us time enough to wait a year and get (a full roof repair) passed as a budget item,” said Kiddell. The roof repair/replacement is to be included as a 2016 capital project that needs approcal from city council. Tenders for the repair work are expected to go out as early as this fall. A portion of the library roof that surrounds the perimeter of the building began leaking this year when the winter melt took hold. Water

began entering the library near the children’s department and was also a factor in the admin spaces at the library, and its heavily used program rooms. A thermographic study was recently completed to determine just how wet the roof is and the severity of the problem. While one portion of the library roof had been replaced only a few years ago, the leaking section was refurbished back in 1995 when the library took over what was once the post office building in Cornwall.

Ontario PC Leader tees off on Grits in Cornwall Adam Brazeau adam.brazeau@tc.tc

CORNWALL, Ontario – Standing on the lush, green course at Summerheights Golf Links, Progressive Conservative Leader Patrick Brown took a swing at the Liberal government’s “mismanagement” of major issues impacting Stormont-Dundas-South Glengarry. With SDSG MPP Jim McDonell by his side, the federal Conservative MP from Barrie, Ont., spoke to local media before he delivered a speech to roughly 75 supporters at the annual Noble Villeneuve Golf Classic in Cornwall on Friday (June 19). “We feel really good about the energy in our party today,” said Brown. He has until spring 2018 to reinvigorate the Ontario PC Party after its defeat in last year’s provincial election. Brown became leader in May by a decisive margin against WhitbyOshawa MPP Christine Elliott with 62 per cent of the vote. Many caucus members rallied to her during the campaign, including McDonell. “Obviously the last election was disappointing. We had to look at ourselves hard in the mirror and have a reset. I think we’re a lot more driven than the party that existed a year ago. We went from 10,000 members to 80,000. We’re excited about getting it right, offering a pragmatical alternative to the Liberals,” said Brown. He discussed how stalled contract talks with Ontario public high school teachers may lead to widespread strikes in September. Brown said: “It’s a situation that’s quite

surprising, because when the Liberals ran they promised peace in the classroom and said during the days of Mike Harris and Ernie Eves there was too much disruption. Well, the strike that just took place in Durham was the longest in 25 years. We’re about to see potentially a provincewide disaster. The Liberals are trying to play political gains with students’ education. They broadened Bill 122. It’s two-tier negotiations, which is essentially passing the buck.” He described the decision to sell 60 per cent of Hydro One as another example of the government’s mismanagement in the energy sector, adding that Ontario has the most expensive power in North America and is a haven for red tape. “Were losing a precious crown asset,” said Brown. “In the last election, they never talked about a fire sale of Hydro One. We are not only losing oversight, we have no idea about the evaluation. They’re not even allowing the ombudsman to see if Ontario taxpayers are getting fair value. It’s like selling your house and telling the real estate agent you don’t want to know the offer prices.” He touched on the ongoing plan to create a comprehensive aviation program at the Nav Centre in Cornwall through a partnership with a university. “I think we should look at what areas in the province are not serviced by a university. And there should be some consideration and sympathy to those taxpayers, whether its Cornwall

Ontario PC Leader Patrick Brown shakes hands with supporters at the annual Noble Villeneuve Golf Classic in Cornwall on Friday, 19, 2015.Adam Brazeau or central Ontario. But before we look at that we need to have a discussion on linking education to employment. I think we have a problem with Ontario that we’re graduating people for degrees that are not employable. We would be well served to recognize a college diploma and college education presents a great opportunity.” He noted that his hometown was overlooked for a university by the Liberal government.

Brown also opposes the Liberal cap and trade proposal and pension plan, which he says will kill jobs. The PC leader applauded Villeneuve, the Cornwall-born former Minister of Agriculture and Minister of Francophone Affairs, for being a tireless supporter of eastern Ontario. The 76-year-old suffered a stroke in 2002, forcing him to retire from politics after nearly 20 years. He was in attendance with family.

Colts to retain 70 per cent of advertising rights at complex, River Kings get balance Todd Lihou CORNWALL, Ontario – The Cornwall Colts will retain 70 per cent of lucrative advertising rights within the Ed Lumley Arena, following a city council decision Monday night. Councillors were forced to referee a dispute between the Colts and the Cornwall River Kings, junior A and semi-pro teams respectively, who could not agree on a deal to split the advertising rights within the arena. Councillors pointed to the Colts longtime tenure in the city, and the fractured ownership

record of the River Kings, in making their decision. And every council member lamented the fact that they had to decide which way the dispute would go. “I find it regrettable those teams weren’t able to come to an agreement,” said Coun. Bernadette Clement. “I think the Colts have a longstanding history and bring quite a lot of revenue to the city. “They have an extraordinary local impact.” Coun. Claude McIntosh agreed. “The Colts are almost a little industry on their own,” he said. “Seventy-thirty is the best we’re going to get.” But not everyone was on board. “How do we be fair to two major tenants in one building?” said Coun. Maurice Dupelle, who wanted to see a 60/40 split. “They give us both revenue and both contribute to the city. “I think this is a valuable lesson for council when we look at entertaining the same tenants in the same building.” City staffers will not see how the arena will be split up between the Colts and River Kings. The total average ice revenue the Colts have paid the city directly in the last three years is $45,988 per year. The total average ice revenue the River Kings have paid the city directly in the last three years is $22,667 per year. Various River Kings owners have complained about a lack of reliable arena advertising agreements making it difficult to remain financially viable.

Headlock for Hospice returns Adam Brazeau adam.brazeau@tc.tc

CORNWALL, Ontario – Round two of a wrestling charity event for Hospice Cornwall hits the mat this Saturday. Mecca Pro Wrestling’s Headlock for Hospice - a fundraiser founded by Cornwall wrestler Randy ‘The Rage’ Berry in 2013 after his father passed away at the palliative care facility - takes place at the Agora Centre (301 McConnell Avenue) in Cornwall, from 7:00 p.m. to 10 p.m. “The treatment he received while in their care was nothing short of amazing,” said Berry. “The staff went above and beyond to make sure he was as comfortable as can be and gave him whatever he needed. When I got back home, I knew I wanted to give back.” Headlocks for Hospice features eight matches. The main event is six-man tag team match between The Insignia, The Barbarians, and a mystery partner. Other bouts include tag team action between Total Devastation and Generation Kill, and a triple threat match with ‘The Hardcore Princess’ Jewells Malone, ‘The

Pink Flash’ Kira and Stacy Thibault. The Rage won’t be fighting due to an injury. As he waits to get back in the ring, Berry acts as manager to The Insignia crew. “Fans can expect three hours of the most intimate and interactive action in the city,” he said. Admission is $12.00 (tickets are only available at the door of the venue). All the proceeds go to hospice and a donation jar will be on hand for additional funds. The non-profit organization’s annual operational budget is $1.4 million. Sandy Collette, fundraising coordinator for Carefor Hospice Cornwall, and her team of volunteers must raise $500,000 of it. Berry noted that the facility was so accommodating during his dad’s two-week stay, his family would often refer to staff members as “true life angels.” “They were there for us just as much as they were for my father. My brother and I would often joke about how we had several moms over there,” he said.

Reducing smoking-related deaths in Cornwall Adam Brazeau adam.brazeau@tc.tc

CORNWALL, Ontario – A new task force in response to “the flagrant amount of careless smoking fires” since Cornwall Fire Chief Pierre Voisine started in April is waiting for your call. The announcement took place during a Project Zero media conference at the Cornwall Square Friday (June 19) with representatives of Enbridge Gas Distribution, the Fire Marshal’s Public Safety Council, the Cornwall Fire Department, and Eastern Ontario Health Unit (EOHU). “In my short time here, I’ve seen the flagrant amount of careless smoking fires. Sixteen per

cent above the provincial average,” said Voisine. The Cornwall Fire Department received 198 combination smoke and carbon monoxide alarms through Project Zero - a public education campaign across Ontario organized by Enbridge Gas Distribution. “With the new law has made carbon monoxide alarms mandatory in all Ontario homes and residential buildings with a fuel burning appliance, fireplace or an unattached garage, Enbridge is ever more committed to safety and assisting communities to comply to help prevent deaths due to carbon monoxide exposure,” said Rick Sabourin, operations supervisor at Enbridge. The new law amended the Ontario Fire Code

in October 2014. The alarms were on display behind the podium beside a scorched mattress to demonstrate the dangers of a home structure fire. “This dovetails nicely with the task force against the careless use of smoking materials the Cornwall Fire Department is launching,” he said. “This donation will help us to continue to focus our energies to help our most vulnerable citizens.” The task force also has a free Cornwall helpline for smoking and home fire safety tips or to report careless smokers who pose a high-risk of danger to themselves and others with habits like smoking in bed: (613) 930-7408.

Seaway Express rolls into its next 25 years For the second year in a row, the trucking company recently won the Canadian Transportation & Logistics magazine’s Shipper’s Choice Award. In 2010, Seaway Express welcomed the next generation when Melanie Hamel began working alongside her father as a sales & marketing representative. The now-general manager, who has a degree in journalism and business from Carleton University, was recently profiled in Today’s Trucking magazine’s ‘20 under 40’ feature. Since 1999, Seaway Express has held an unflinching 97 per cent safety excellence rating with the Ontario Ministry of Transportation (MTO). Its headquarters also sits among some of the biggest distribution centers in Ontario.

THANKS A MILLION: Lorna MacLeod wins grand prize from cancer society Todd Lihou todd.lihou@tc.tc

CORNWALL, Ontario - Lorna MacLeod is not a big fan of early-morning phone calls but this one was a little easier to take than most. MacLeod, of nearby Glen Nevis, collected a cool $1 million as the grand prize winner of the Canadian Cancer Society’s Daffodil Month Lottery.

Her winning ticket was purchased for $100. She got the confirmation call two weeks ago, at 7:45 a.m. no less, and when she heard the phone ringing, MacLeod wasn’t altogether pleased. “I don’t like phone calls that come that early,” she said laughing Monday at a press event where she officially collected her winnings at the cancer society office in Cornwall. “Usually it’s bad news.” Turns out it was exactly the opposite.

MacLeod has supported the cancer society for years. Her son Lance was diagnosed with testicular cancer years ago. He was at Monday’s event. But sadly MacLeod’s sister Helen Upton succumbed to the disease after being diagnosed 17 years ago. Her plans for the winnings are modest. “I don’t have anything to do with the Internet, but my family uses it,” MacLeod said, adding she recently joined the 21st Century

by connecting to the net at her home. And, for good measure, she added call display to her home phone. “I’m 83,” she said. “What do I need all that money for at this point?” Actually, she’s in the market for a car. “Mine is 10 years old,” she chuckled. Nearly every member of her family showed up Monday for the official presentation. MacLeod has three children, seven grandchildren and two great grandchildren.

River Institute open house set to make a splash

CORNWALL, Ontario – Wearing scuba gear isn’t the only way to go underwater exploring – white lab coats seem to work just fine for the team at the St. Lawrence River Institute of Environmental Sciences. The non-profit organization invites the public to its annual open house at 2 Lawrence Drive on the campus of St. Lawrence College (under the wind turbine) on Friday, July 3 from 2:00 p.m. to 6:00 p.m. “As we move into the River Institute’s third decade, we feel a responsibility to recognize the effort and perseverance of those who created the vision and the partnerships on which it was founded,” said chair Rik Saaltink. The open house will celebrate community members who championed the centre’s establishment in the 1980s when Cornwall was targeted as an Area of Concern for pollution in the Great Lakes system. Visitors will have the opportunity to tour the facilities and ‘science stations,’ speak with scientists and students actually helping out with river research activities, and participate in lab experiments and sampling expeditions. Dr. Jeff Ridal, executive director, added: “These individuals came together with a single purpose: to create a unique centre for freshwater research, education and outreach in eastern Ontario. The vision of these community leaders has become a reality. Their governance established the principles that continue to guide the River Institute today. It is a wonderful opportunity to honour them.” Staff will also be on hand to answer questions about ongoing river-related projects, education, and camp programs that are offered. Summer refreshments will be served. For more information, call 613-936-6620 or visit riverinstitute.ca.

Queen of the Furrow moves into overdrive as IPM approaches Adam Brazeau

adam.brazeau@tc.tc

CORNWALL, Ontario – Fabienne Kagi, Stormont County’s Queen of the Furrow, is looking to extend her reign as International Plowing Match royalty. For more than half a century the Queen of the Furrow has been an important part of the IPM. Encouraging leadership in the agricultural industry, the first coronation took place in Elgin County in 1960. This important tradition will continue at the 2015 Stormont Dundas Glengarry IPM and Rural Expo in Finch, from September 22 to 26. During their reign, Queens of the Furrow act as ambassadors promoting agriculture in their region and representing their county at the IPM each autumn. Young women 18 to 24 years of age are judged on their plowing skills, public speaking and on the outcome of an interview process. Kagi represented her county at the 2014 IPM in Ivy, Simcoe County last September placing second runner up. She competed and retained her title at the county match in October and will vie for the provincial title once again in Finch at the 2015 IPM. A 4H Calf Club member for 12 years and a Stormont Holstein Club director, she has shown dairy heifers at local and regional shows, winning an All Canadian nomination for her 4H calf a few years ago. “I was very proud of that nomination and still own that cow,” said Kagi. She continues to show daughters of that cow

at both regional and national levels. It has been a particularly busy year for the Stormont Queen with added responsibilities and expectations given the 2015 IPM will be held in SDG. During her two-year reign as Stormont Queen of the Furrow, Kagi has spent many hours volunteering and promoting agriculture. She looks for any opportunity to promote the event, including driving the 2015 IPM demo car at the Stormont County Fair Demolition Derby. “I am both excited and proud to have the IPM here in SDG,” she said. “Something like this doesn’t happen every day and it is a once in a lifetime opportunity.” Earlier this year she took on the role of chairperson of the IPM Farm Shows Committee. Organizing volunteers and looking after the logistics of putting information displays at farm shows, fairs and special events is a demanding and time consuming job in the months leading up to the match. Helping to make the 2015 IPM a success is doubly important as the match really is in Fabienne’s own backyard. The farm north of Finch has been her home since she moved there with her family from Switzerland when she was three months old. The Kagis, Holstein breeders and cash croppers, are one of seven farm families providing acreage for the 1,100-acre IPM site. Kagi obtained both an advanced businessaccounting diploma from St. Lawrence College and a Bachelor of business administration, from Laurentian University in just four and a half

Currently working for a public accounting firm, she continues to seek options to advance her career and obtain additional accreditations. Kagi appreciates the professional networking opportunities of the Queen of the Furrow competition. She also enjoys attending events and acting as an agricultural ambassador in her

own county and on the provincial level. But the best perk is the young women she meets. “One of my best friends today is a queen I met from Peterborough County over two years ago,” she said. For more information, visit www.facebook. com/2015ipm.

Making meaningful connections for developmentally delayed adults Adam Brazeau adam.brazeau@tc.tc

CORNWALL, Ontario – Justine Gervais took the lessons learned at Beyond 21 and is painting her own masterpiece - on and off canvas. Surrounded by her vibrant imagery of flowers, butterflies and landscapes, the 23-year-old Cornwallite embraced her first art exhibit at the grassroots organization’s Spring Market and House Tour, held in June at the Williamstown Fairgrounds.“It feels really nice to show my work to the Cornwall area,” said Gervais. “It would be great if people would recognize my art…and me.” Beyond 21 provides daily activities and stimulation to developmentally delayed adults who have had to leave the school system thanks to their age, including: kitchen, home, life, social, and recreation/ leisure skills, as well as creative expression. Gervais learned many of them, if not all, between 2011 and 2014 at the non-profit’s “hub” in the former General Vanier Intermediate School on Cumberland Street.“It’s hard for someone with a disability, because when they become an adult, they need assistance,” she said. “I learned a lot there, like groceries. It was my start.

And the staff helped me get to where I am now.” Gervais currently lives at the Kinsmen Community Residence, a semi-independent-living centre for disabled city residents. “One of our biggest goals is to connect individuals with peers who have common interests,” said Jane McLaren, Beyond 21 program manager. “There’s a vast world out there of developmentally delayed adults who have things to offer and contribute to our community.” Gervais was connected with Focus Art, a bilingual arts collective representing Cornwall-SDG, and linked to the Agape Centre through the program’s volunteer component. “It’s inspiring to watch Beyond 21 participants become more confident in themselves and their abilities, and become comfortable and feel part of the team here,” said Kendra Smith, Agape’s volunteer coordinator. Beyond 21 also relies on the community to help run its programs. TThe organization’s upcoming fundraiser – Moon River Run – is a five or eight kilometre timed run at Gray’s Creek on Friday, July 3 starting at 8:50 p.m. The

OPINION

Colts subsidy should have been shelved Todd Lihou todd.lihou@tc.tc

For years following the debacle of the Cornwall Aces city officials, including councillors, have told us they’re not in the hockey business. Turns out, that’s not entirely true. It seems the Cornwall Colts got themselves a helluva deal at the Ed Lumley Arena that included a subsidy that saw taxpayers fork over tens of thousands of dollars in subsidies for ice rentals. It’s called the minor sports association subsidy and it means the Colts saved 40 per cent of the normal rate for ice at the arena, as well as 45 per cent for practice time. And for what is essentially a private business, set up to make money, this has to stop. Councillors, though, were having none of that Monday night. They approved a new rental agreement that spells out the rights to lucrative advertising space inside the arena. But they also rubberstamped the minor sports subsidy that the Colts will continue to enjoy moving forward. Now, before the purists start throwing knives (pucks?) let me be clear on a few points, starting with the fact that the Cornwall Colts are a great organization and if I were owner Ian MacInnis I would have welcomed the same agreement. Gladly. Also, no one is suggesting anything underhanded or dirty took place on the part of the hockey clubs – specifically the Colts. It seems the Colts got themselves a pretty sweet deal, which gives them majority control of lucrative advertising rights within the arena, as well as a subsidy when it comes to ice rentals for home games and practices.

But councillors had a chance to correct the subsidy issue Monday night, and barely gave it a second thought before jumping into the debate about just how much of the arena should go to the Colts for advertising, and how much the Cornwall River Kings should get. But one has to ask the question – why were the Colts allowed to save so much on ice while others had to pay full price? The Cornwall River Kings don’t get that kind of subsidy, and they’re a private business just like the Colts. Of course the River Kings would have to take a quantum leap forward in legitimacy and credibility before they will enjoy the respect the Colts do, but when it comes down to it, both are hockey teams in business to win games…and make money. Why is one getting a break on ice rentals? An insider at city hall tells me the Colts were offered the subsidy as a carrot, of sorts, in hopes of cajoling the team into “playing nice” when it came to discussing advertising rights within the arena – back when the Junior A team was the sole ‘owner’ of those rights. In short, if the Colts gave up some advertising space and the revenue it created, the city would give them a break on ice rentals via the subsidy. See what I mean about getting into the hockey business? With the rental agreements for both teams expiring in April, city council had a chance to not only push the reset button on the advertising rules, but also do away with the Colts subsidy. But it didn’t…and now taxpaying hockey fans, and others who couldn’t care less about the sport, are on the hook. I have sat through a number of presentations

at city hall where festival organizers and community groups have asked for a break when it comes to renting city facilities. The answer, almost every time, is a polite ‘No.’ The fact that the Cornwall Colts are getting a subsidy that typically gets ear-marked for nonprofit minor sports leagues is upsetting. Especially when the Colts enjoy the ability to make money via ticket sales and advertising at the same time. The last time I checked, the Colts were perennial leaders among CCHL teams when it comes to attendance. And the ability to sell advertising on

rink-boards and the arena in a marquee facility like the civic complex gives the Colts a great opportunity to make some bank. I get that it’s not easy - but being in business never is. Do the Colts really need the subsidy? Like I said, if I’m them I take every nickel I can lay my hands on…but city council should have put a stop to this subsidy thing Monday night. Rank-and-file taxpayers were probably unaware that a portion, albeit small, of their bill at city hall goes to the Colts bottom line. It’s not right, and it should stop.

change in some meaningful way then the number of employees will remain more or less the same. That means salaries, which increase incrementally each year and represent the largest block of costs, will continue to drive our taxes higher. That’s not good news for those seeking tax relief. Organizational change could be a sustainable means of reducing city operating costs. It’s much more effective than deferring work that has to be done at some point anyway. Cutting people from the bottom of the pyramid without making adjustments at the top rarely works. It just reduces the amount of front line productive effort or leads to more outsourcing, which tends to cost more. Instead, they need to look at flattening the organization and adjusting the layers

of management. Having a senior manager vacate his post offers an excellent opportunity to begin that process. Staff management is the responsibility of the Chief Administrative Officer and it will be his call as to what or whether any changes will occur. It’s not city council’s job to manage day-to-day operations or to usurp the city manager’s role. But city council will have to approve any new hire in the end and the personnel committee, which includes some city councillors, could have some influence on just what hiring will occur. There are also budget implications and council can use what influence it has on that score to promote the idea of a leaner management cadre. A move to change the organization may well

affect the aspirations of a number of other employees. It could potentially lead to other unplanned retirements or resignations. So there are some risks. The city cannot easily afford to have a number of experienced, competent employees rushing to the exits. But equally, it cannot allow itself to be held hostage if change is, indeed, the best way forward. The Chief Administrative Officer has already signalled his intention to retire next year, so he will not have to wear the stigma of blame for long and a new CAO can come in fairly blame free and use his or her skills to move the organization forward from there. Change is always a challenge, but managers who can’t deal with challenges are not worth the title. They shouldn’t pass up this opportunity. And that’s the way I see it.

Ed Allard City hall is at a crossroads. It can do more of the same or it can step out into new territory. The long time General Manager of Planning, Parks and Recreation, Stephen Alexander, has retired. It was well earned, Stephen, and I for one certainly wish you all the best in your retirement pursuits. But this opens an opportunity for change. The city can simply advertise for a replacement and carry on with the same organization. From a stability standpoint, that certainly is an easy course to take and probably involves the least risk. Or it can step into the deep end and use this as a springboard for organizational change. Taxpayers have been looking for some sort of change for a while now. If staff organization doesn’t

We never got a cable bill back in the 50s many did, running a shop and making house calls, or installing TV aerials. When folks moved, the aerial followed them. After Larry Henderson or Earl Cameron (in the U.S. John Cameron Swayze and Douglas Edwards were among the best) finished with the 11 p.m. news, CBC signed off with the national anthem and the Indian chief test pattern took over. Baby boomers grew up with the graphic. The test pattern was used by station technicians to sharpen the black and white colours. When colour TV became a fixture, the Indian test pattern was replaced by colour bars. Kids rushed home after school to watch Howdy Doody and join Buffalo Bob in singing the Howdy Doody anthem, “It’s Howdy Doody Time ... it’s time to start the show”. Buffalo Bob opened with “What time is it kids?” The panel of urchins, dressed in their Sunday best, would shout back, “It’s Howdy Doody time!” The show finished with Buffalo Bob bidding adieu “So long, and perhaps someday we’ll come your way...” Corny by today’s standards. (Good trivia question is what was the clown’s name?). There was Captain Kangaroo with the “Good Morning, Happy to See You” theme song. The show ran from 1954 to 1984, well beyond the Baby Boomer era. Canine shows were big and none bigger than Lassie which ran from 1954-1973. A German Shepherd starred in The Adventures of Rin Tin Tin along with his kid handler Rusty, both adopted by the cavalry troops at Fort Apache in Arizona. Both Lassie and Rin Tin Tin made it to the big screen. For laughs, we watched the shenanigans of

Ralph, Ed, Alice and Trixie in the Honeymooners. Ralph’s mock threat to send Alice to the moon would be banned today. The Phil Silvers Show with the conniving M/Sgt. Bilko running an army motor pool, I Love Lucy, The Three Stooges and The Life of Riley. Perry Mason dripped with suspense as defence attorney Mason, with help from his trusted secretary Della Street, never lost a case, always pulling it off with a last-minute confession or piece of critical evidence. Dragnet with Sgt. Friday of LAPD was the most watched police drama of the Fifties. It opened with, “The story you are about to see is true. The names have been changed to protect the innocent.” And, Friday’s “All we want are the facts, ma’am” was written into every script, along with “We were working the afternoon shift.” Apparently Friday didn’t work nights. The Lone Ranger Show opened with a slice of Rossini’s William Tell Overture and the over-riding narration, “A fiery horse with the speed of light, a cloud of dust and a hearty Hi, ho Silver.” Having a piece of his work used in a “Cowboy and Indian” flick must have sent the Italian composer spinning in his grave. He composed it for an opera. Gunsmoke was a classic when it came to Westerns. Could never figure out if U.S. Marshal Matt Dillion and the Long Branch Hotel owner Miss Kitty had something going on the side. And Doc Adams is not the guy I would want operating on me in the morning. The grand-daddy of game shows was the “$64,000 Question”. It was axed after the show’s ethics (contestants given answers) became a million dollar question. Almost as popular was

OPINION “What’s My Line” which ran for almost 18 years. And one other thing about TV in the Fifties. The channel selection might have been lean. The quality of picture paled by today’s standards. But we never got a bill from the cable company. TRIVIA ANSWER: The Cornwall Brass Foundry, in 1948, was on Sixth Street East near Marlborough Street. HERE AND THERE: One of the dangers law enforcement officers face in the hunt for the two Dannemora escapers is the number of nervous residents hunkered down in their homes with firearms in lock and load mode. Seemed every resident in the remote search areas that CNN talked to said they had armed themselves. ... And with a $100,000 reward on the heads of the two fugitives, not hard to imagine bounty hunters in places like Missouri getting out a map and saying “Where the hell is Dannemora?” THIS AND THAT Things you can’t make up: After a court ruled that his ex-wife was entitled to half of everything, a Texas man cut everything in half, including his truck. ... Massena hospital treated 22 injured passengers from the cruise ship accident in Eisenhower Lock. The hospital called in 50 staff members to handle the emergency. The hefty bills are in the mail. ... Another example of our slow-mo justice system: Four years after being charged with murdering a York Regional police officer, a teen was convicted last week.

Family sounds off on the care of their mother Dear editor: The 92-year-old woman treated by Michael Turcotte at the Foot and Ankle Clinic was my mother. After weeks of no improvement in a severe heel ulcer, she was taken to the Cornwall ER in unbearable pain. Osteomyelitis was confirmed resulting in a lower leg amputation. She spent her remaining years in a wheelchair. Mr. Turcotte told the media he and my mother had “significant differences of opinion”. Contrary to this statement, at each visit she willingly complied

with his treatments and didn’t question him. She trusted him. He denied challenging the complaint filed with the College of Chiropodists yet immediately retained legal counsel and presented a lengthy response denying all allegations saying that he “closely monitored the wound’s progress” and at no time were any signs of infection present. His ‘close monitoring’ failed to notice redness, swelling, exudate, odour and pain. His mantra throughout was, ‘it looks good’, ‘it’s healing well’, ‘I don’t know what’s causing your pain’ and ‘come

back in one week’. Mr. Turcotte’s commented that “the situation is horrible”. The horrible situation from his perspective was not the loss of my mother’s leg but loss of his help to the community during his suspension. He described his penalty as ‘harsh.’ No Mr. Turcotte, ‘harsh’ is losing a leg. His statements reflect callousness, lack of empathy and a grandiose sense of importance. He was found guilty of conduct considered disgraceful in that he failed to recognize the condition or

status fell outside his scope of practice, competence or experience and failed to advise to consult with a physician or to go to hospital. Until completion of specific courses and attendance at six mentoring sessions with a Chiropody/ Podiatry expert, he will be limited in the treatments he can provide. Mr. Turcotte, D. Ch. (Diploma in Chiropody) is not a doctor. If uncorrected when called ‘doctor’ he is at risk of once again facing the Discipline Committee. Sharon Newton, Almonte, Ontario

Claude McIntosh It has been said that television in the early 1950s was the best new toy on the block. Families, that gathered around the household’s single television set, always in the living room, planned their evenings around what was showing on TV on a particular night. This was a time before dial telephones, when phone numbers were two and three digits and calls were placed through an operator at the local Bell exchange, and just about everybody had a party line. We watched on 21-inch black and white sets with fuzzy channels (six or seven) that were changed by gently adjusting the dial on the black rotor box that shifted the aerial, secured on the roof by guy wires, this way and that way as it struggled to pull in the sought-after station signal. In Cornwall and area, the stations were CBC (Ottawa and Montreal), Watertown, Plattsburgh, N.Y. and Burlington, Vt. Interference, caused by everything from the neighbour’s power tool to taxi calls, and ‘snow’ that blurred the channel, were constant annoyances. Some folks used a rabbit ear antenna that sat on top of the TV set. They had, or so it seemed, a range of about six blocks. Occasionally the TV set horizontal had to be adjusted to bring the rolling picture back in focus. In a pinch, this could be a one-person job, but it required holding a hand-held mirror in front of the screen while adjusting the horizontal knob on the back of the set with the other hand. Tubes could be removed and taken to a TV repair shop to be tested. There was even a tube tester at one of the drug stores. A man could make a living repairing TVs, and

Township officials go ‘yellow’ to support Sean SOUTH GLENGARRY – A campaign to help an Eamer’s Corners Public School student stricken with leukemia made its way to South Glengarry. Township officials accepted the challenge from Lancaster’s Rozon Insurance Brokers Ltd. to wear yellow in support of Cornwall’s Sean Cowan, 12. “We are proud to support this cause and are sending positive vibes and wishes out to Sean and his family,” said Mayor Ian McLeod. Ingrid Snydal, Cowan’s Grade 6 teacher, started a social media awareness campaign in February to convince Hershey to make a yellowwrapped Kiss in honour of the boy, and to help raise funds for kids suffering from leukemia and other cancers. “We’re all rooting for Sean,” said Snydal. “It’s really about him – and how much of a boost it gives him. He checks the page all the time and comments about how he’s doing.” The campaign’s signature colour was inspired by the brave statement made by Cowan’s mom, Susan, when he was first diagnosed: “when life gives you lemons, I guess you make lemonade.” For more information, visit www.facebook. com/YellowKisses.

Upper Canada Playhouse growing upward and outward CORNWALL, Ontario - Over 30 years of standing ovations at Morrisburg’s theatrical hub, and the final curtain is still far from falling thanks to a $97,500 federal grant towards new rehearsal space. The Canada Cultural Spaces Fund boost will go towards the construction of an extension to the main Upper Canada Playhouse theatre. Local MP Guy Lauzon made the announcement at the converted factory in South Dundas, which was established in 1983, during opening

night on Saturday (June 13). The new professional rehearsal hall will be used for productions and a local venue for performances. Details on when construction gets underway have not been confirmed. “Upper Canada Playhouse takes pride in making a significant cultural and economic impact on our local communities by producing professional live theatre for the past three decades,” said Donnie Bowes, the playhouse’s artistic director, marketing and sponsorship manager. “We appreciate it.” For more information, visit www.uppercanadaplayhouse.com.

NEWS

Not all dogs are treated like dogs Nick Wolochatiuk Dances With Words nuthilltoo@gmail.com Ever since August 8, 2010 I’ve been reduced to getting my ‘doggy fix’ by schmoozing with other people’s dogs. I have three regulars at the South Branch Garage. Every time I pull up to get my pickup serviced, the two resident dogs and a oneeyed stray jump to attention as soon as my feet touch the ground. Only if they sit are

they rewarded with a tasty treat. In turn, I’m rewarded by the sight of the three wagging tails of my welcoming entourage. Correction: the Doberman’s stub is too short to wag. In Key West, Florida, along Duval Street, I’ve watched retirees and gays parade their pampered dogs in strollers and – yes, prams. Some (the dogs, not the people) are dressed in attire (fedoras, shades, jewelry) best described as being exotic, colourful and a bit

bizarre - for dogs. The Gen-Xs and yuppies in the upscale neighbourhoods of Toronto favour exotic breeds of dogs instead of having real children. Their Afghans, Borzois, Bassenjis and Vlcaks serve as canine substitutes for twolegged Ashleys, Brittanys, Bradleys and Vickis. The rich in Bogota, Colombia make sure their dogs get exercised. I’ve seen dog walkers leading as many as six pooches at a time.

Boxer beside Collie, schnauzer beside standard poodle, Irish wolfhound beside malamute, they happily trot along in front of their custodian, as amicably as if the entire pack were of the same breed. In all of the above cultures, dogs are held in high esteem. They are protected, petted and pampered; not so everywhere. Next week, I’ll share a few of my observations where I’ve seen dogs being ‘treated like dogs’.

Getting you up and running is literally the goal for massage therapist, Briana Latour, of Latour Athletic Massage. Working primarily with athletes of all levels, it’s not just your typical relaxation massage, she explains. “My practice is very goal oriented. My mentality is to get you back on track as soon as possible.” Treating the impairments or symptoms, as the result of repetitive injuries, strain and sprains, training injuries, tendonitis, fractures, short hip flexors and countless others, Latour says that she knows firsthand what an athlete is going through. An athlete herself, having played soccer for Blazers for a decade, and just as many years on the volleyball court, last year, Latour received her advanced diploma in massage therapy at Algonquin College, with a foundation in fitness and health. Working together with other local health professionals, such as physiotherapists and chiropractors, Latour’s purpose is to speed up the healing process. “We want to avoid scar tissue. If you have an injury then there’s inflammation, fluid in the area. We want to help the injury by getting the fluid out to start the healing process. That’s why it’s important to have an injury looked after as soon as possible.” One of the sports therapists with the Wild Cats football team, Latour has gained further knowledge

GOLF

Get a full golf swing easily Achieving a full golf swing can be something which many golfers wish for. Most players know that if you can perfect the swing, then you are likely to have a much better game overall. This is because if the swing is hard, fast and accurate then the ball will travel closer to the hole right at the beginning of the game. It will then take less shots for it to be potted and your score will be better. If you can get a good start like this then your confidence will be better and this should help you to play better as well. It is very important to be happy with the way that you are playing as if you are not happy then your game is likely to get even worse as a result. Even by improving your game just a little bit, you should find that your confidence will be boosted and you will feel much happier and play better.

To get a better swing you may think that the only answer is to pay for some expensive lessons from a golf trainer. This is likely to help you to improve but you will still need to keep practising the new techniques and make sure that you are following the advice that you have been given or else it will be a waste of time. You will not achieve anything if you do not keep working at it and if you do not think that you have the time to commit to it then you may as well not bother making a start really. However, most people can take some time to practise, even it is during a TV program or in your lunch hour at work. Remember that if you can master the technique of a full golf swing and it becomes a new habit, you will not need to practice this aspect so much any more. There are many resources to choose

from that you can use in order to help, even if you cannot afford professional lessons. It may even be better for you to work through a book, DVD or website at your own pace, rather than having a few quick lessons which could be expensive. It also means that you can keep going back over it if you need to and also choose the bits that you feel you need most help with. If you have mastered the techniques but feel like you are getting a bit rusty, you can go back to the DVD, book or website and look back over the exercises or information, a full golf swing video tip, or do some more work again. Choose something which you think you will easily be able to work with, a medium which is convenient for you and something in a good price range. You will find that there is lots of choice and

it is worth looking through them and taking some time doing this, so that you choose the one which is best suited to your needs.

SPORTS

1938-39 Central Public Senior Lacrosse Team Thom Racine Last month this great old photo from 1938-39 was printed requesting some information. Who were these youngsters and where did they play? I included some names in no particular order, hoping that someone out there might be able to help. I got several responses. Audrey Hickey (nee Forbes) indicated her brother Les “Feather” Forbes was standing on the left. Then, Floyd “Pop” Carson and his sister Dot Blackburn indicated the boys with initials on their caps were he and his brother

Bob. The Bob suggested their parents purchased the caps and their mother stitched in their initials. But Len “Lefty” Pecore provided much more than I could have asked for. The team of senior students from Central Public School were drafted onto two teams. The school had two sets of sweaters, the red stripes on white version are worn in this picture. The other set were green and orange and had SF on the front. (Smith & Farlinger Hardware on Pitt Street sponsored) Len even put the boys in order as he remembers his old school chums from yesteryear.

Kneeling in front: Farrand Miller - Floyd ‘Pop’ Carson - Izzy Levine (Goalie) - Bob Eaton Lionel Hewitson - Ford Markell. Standing: Les ‘Feather’ Forbes - Yank Roberts - Bob ‘Red’ Carson - Graham Armstrong - Harry Levere - Murray Beach - Ralph Freeman.

Vacuuming is the key to carpet maintenance. Carpeting can hold a lot of dry soil, and if not removed regularly by vacuuming these little particles of grit will grind and abrade the carpet in traffic areas, leading to prematurely worn areas. Spots and spills happen all the time, and most are not too hard to remove if yo get to them right away. Quick attention is the solution. Airborne oily soils, such a cooking grease, bond tightly to carpet fibers and cannot be removed by vacuuming. Deep clean once a year with a carpet steam cleaner.

Cornwall officers attend funeral for slain Edmonton police constable Adam Brazeau adam.brazeau@tc.tc

CORNWALL, Ontario – A pair of Cornwall police officers were in Edmonton this week to pay tribute to a fallen brother. Sgt. Dave MacLean and Const. Austin Clark of the Cornwall Community Police Service made the trip to Alberta Wednesday (June 18) to take part in a massive memorial service for Edmonton police Const. Daniel Woodall, who worked for the hate-crimes unit. Over 3,500 officers and first responders, many from across the country, attended the

funeral where the 35-year-old, husband, and father of two was remembered as a valued friend and colleague. Woodall started his career with the Greater Manchester Police based at the Wythenshawe station. “There’s a wide range of emotions. The first and foremost is sadness for his family,” said MacLean. “You relate that to your own family and situation, and what that would be like for your kids. When I was out there that day, that feeling, it grips you.” Woodall and Sgt. Jason Harley, 38, were serving a warrant at a west Edmonton home on June

8 when gunfire broke out as they attempted to enter the residence. A total of 53 bullet holes were found in the house and garage across from the crime scene. The officers didn’t fire any rounds. Harley was shot in the back but has been released from hospital. Authorities identified the suspect as 42-year-old Norman Walter Raddatz. “He was just doing his job. There is always some risk but when a team goes out they’re confident that they’ll be coming home at the end of the day,” said MacLean. “Unfortunately there are situations where things take a turn for

the worse and something like this happens. It’s a real tragedy. The 14-year veteran of the CCPS and Clark, who has spent seven years on the force, were glad to offer their deepest condolences to Woodall’s family, friends and colleagues as Edmonton residents lined the streets to watch the procession pass. “The outpour of support from the community and fellow colleagues was unbelievable. Coming in from Ontario there were so many people who approached us and were appreciative we made the trip,” said MacLean.

The Saint Joseph School of Nursing Alumnae would like to extend a huge thank you to FLOWERS CORNWALL, located at 1317 Pitt St. for the beautiful corsages they provided to our “over 60 years graduated nurses” at our annual luncheon in May. It is always a pleasure to deal with the staff at Flowers Cornwall. Summer break is almost here. If you haven’t thought about what you’re going to do with your kiddies yet, now’s a good time. There are plenty of summer camps and programs being offered throughout the city and area.

There’s a new horizon forming in Cornwall as the north channel of the Seaway International Bridge is removed piece by piece. The fountain at the Cenotaph on Second Street is a lot more colourful these days! Stop by one evening and have a look!

Tom and Mick were walking along a street in Toronto. Mick looked in one of the shop windows and saw a sign that caught his eye. The sign read, “Suits $10 each, Shirts $4 each, Trousers $6.50 per pair.” Mick said to his buddy, “Look at the prices! We could buy a whole lot of dose and when we get back to St, John’s could make a fortune. Now when we go in you stay quiet, okay? Let me do all da talking cause if they hear our accents, they might think we’re thickos from Newfoundland and try to screw us. I’ll put on my best accent.” “Right y’are Mick, I’ll keep me mouth shut, so I will. You do all da business,” said Tom. They go in and Mick said in a posh voice, “Hello my good man. I’ll take 50 suits at $10 each, 100 shirts at $4 each, and 50 pairs of trousers at $6.50 each. I’ll back up me truck ready to load ‘em on, so I will.” The owner of the shop said quietly, “You’re from Newfoundland, aren’t you?” “Well yes”, said a surprised Mick. “What gave it away?” The owner replied, “This is a dry-cleaners.”

The LNAH draft is over, up next is finding a coach for the Cornwall River Kings. Meanwhile, rough drafts of a new logo have surfaced to mixed reviews on the team’s social media. Some fans are really behind the imagery of a king donning a crown with a flowing cape of river water atop the squad’s name. But not all of the River Kings’ diehards will get to have it their way. Many claim it too closely resembles the mascot of a popular fast-food chain.

Pictured Left to right Rosemary Sidorchuk (McGill University), Nancy Taylor (Mount Allison University) and Jocelyn (Joddy) Campbell (University of Manitoba). Joddy and Nancy are Charter members and Rosemary a member for 59 years. In 1957 the club began giving scholarships to females, from Cornwall and eventually to all 13 secondary schools in SD&G, who were going on to university. More than $80,000 has been presented since that time.
