Tia is on unpaid leave from her job at Service Canada, but won’t be availing herself of special Employment Insurance payments until Mike’s heart transplant surgery - which could come tomorrow, or years from now. She’s been trained on his ventricle machine and can’t be far from Mike’s side. Comedy shows, spaghetti suppers and the like have all been organized with an aim to helping the couple and their children. “I broke down,” Mike said in describing his reaction to the community support. “Who am I?

I’m just a regular person. (The support) was amazing.” Doctors believe that Mike’s heart was compromised long ago, and that he had been suffering “mini” heart attacks for some time, said Tia. But because of a pre-existing esophageal condition, and that fact that as a long-time custodian at Central Public School he’s often working as a labourer, aches and pains were dismissed as part of life. “There were reasons for everything,” she said. Mike’s status on the transplant is that of a level three patient - with level four being the direst of cases. The couple agrees they’re likely in for a wait, but Mike still has some good news on his side and the alternative is not an option. “They think because of his blood type and his size, he’s a good candidate,” said Tia. CORNWALL, Ontario - When Mike Scott awakened from a nine-day coma he said it felt like he’d only been asleep for a short time. And...he felt great. Little did the Cornwall man know that at just age 37 he would be listed for a heart transplant and could also count himself very much lucky to be alive. Scott’s heart is almost completely finished. A

ventricle assist device is keeping him alive by helping to regulate the functions of his compromised heart that is almost completely blocked. Several times his wife Tia was told that if her husband survived at all (a longshot according to doctors at the time) he was likely to have severe brain damage. Earlier this year he suffered a massive heart attack that necessitated a lengthy stay in an Ottawa hospital room and confounded doctors with its severity and complications. But there Mike sits, in his Cornwall living room, answering questions about his condition and the outpouring of support from the community. “It’s very hard right now,” he said matter-offactly. “But they said I could last a long time with the machine.” Mike is making slow progress. After returning home in mid-February a miscalculation with his medication led to another one-week hospital stay. He’s now been home since March 6. “I have to rebuild my stamina,” he said, adding he walks inside his Cornwall home for about 10 minutes, twice daily, with plans to increase that time by one minute per day. Doctors want to see him up to 30 minutes a day. “But I’m sitting down or lying down - a lot,” he said. Cornwall and area has rallied around Mike, organizing fundraisers for the family. Mike is on sick leave right now, waiting for word on long-

Pizza party countdown Adam Brazeau adam.brazeau@tc.tc

CORNWALL, Ontario - Eamer’s Corners Public School and the Kinsmen Club of Cornwall have teamed up to help a student battling leukemia, one slice at a time. In anticipation of the service club’s annual pizza party fundraiser this Friday, members Dan Carbonnell, event chair, Steve Riviere, and Tim Sage, stopped by the northend school with stacks of pies on March 13. Students in a unique program called Spec Ops were the lucky recipients of the club’s generosity. The program encourages

students in Grades 3-6 to volunteer two lunch hours a week and attend sessions, which focus on character and fitness development. The event will benefit Sean Cowan, a Grade 6 student and Spec Ops member recently diagnosed with leukemia. “Every year, we like to find a young person that has encountered hardship in becoming sick or otherwise and help them out a bit,” said Carbonnell. “In Sean’s case this year, it’s a extra special since he is a Spec Ops kid at Eamer’s Corners - so it was a good fit since we help fund that program. As he goes for

treatments in Ottawa on a weekly basis, whatever we can help out with financially will assist the family for gas, overnight stays, etc.” On March 20 at the Best Western Parkway Inn, Louis Pizzeria will be looking to make it a three-peat in a heated competition against seven other local restaurants. But brace yourself Cornwall area pizza lovers, the event is completely sold-out. This year’s fundraising goal is $13,000. The pizza party is sponsored in part by TC Media and Seaway News editor Todd Lihou is a judge at the event.

CCH boasts new model of health care CORNWALL, Ontario - Health care providers in Stormont, Glengarry, Cornwall, and Akwesasne will be working together to improve care for patients with complex conditions. Glengarry-Prescott-Russell Liberal MPP Grant Crack was on hand at the Cornwall Community Hospital (CCH) Friday, March 13 to announce the launch of a new local initiative, called the Stormont, Glengarry, Cornwall & Akwesasne Health Link Area. The collaboration between CCH, various health care providers, and the province will unite dozens of agencies to develop new and better ways of coordinating services. “Community Health Links are a new way to deliver health care to high-needs patients and indi- Jeanette Despatie, CCH chief executive viduals, many of them seniors with multiple com- officer, announces the Stormont, Glengarry, Cornwall & Akwesasne Health plex conditions,” said Crack. of care in December 2012, and tasked the Local Health Integration Networks (LHINs) with its implementation. According to CCH, the Health Link services will help patients with conditions best managed elsewhere through individual care plans and coordinated support from a tightly-knit team of providers, which could include doctors, nurses, specialists, hospitals, home care, long-term care, and community agencies. “We have had the benefit of the collective wisdom of over 25 agencies as we planned our local Health Link,” said Jeanette Despatie, CCH chief executive officer. “We are currently at the final stage in terms of approval from the Ministry of Health and Long Term Care, we will be presenting our business plan as a group of community providers soon,” said Despatie. LeClerc said it takes a couple of months to go through the process, but the local Health Link team can start identifying some of the people in the area they want to work with. “This is the one of the advantages of the Ontario Health Link model,” said Despatie. “Each community is encouraged to develop a model that fits the population served. This approach to care is a total re-think of the system - it is truly patient-centered.” There are 69 community Health Links in Ontario and more are being planned. Roofs and basements may be leaking, but no warnings from conservation authorities - yet

6 - Thursday, March 19, 2015

- Seaway News - www.cornwallseawaynews.com

CORNWALL, Ontario - This time last year Tina Duchesne had no idea what spring held in store for her - a tidal wave of misery. Flooding in South Glengarry along the Raisin River led to a deluge of water pouring into nearby homes. At its worst Duchesne had water on her property that was nearly knee-deep. “Had the water kept rising about another foot (it) would of been on my main floor,” she said. Is more in store for her this year? Hopefully not - but Mother Nature is a fickle woman. Experts in the Cornwall area, including officials with the South Nation and Raisin Region Conservation Authorities, both agree that early forecasts suggest we will ease into spring. And while flooding is expected in typical areas, like along the Raisin River, last year’s event is unlikely to repeat. But...anything is possible. “People, if they are in these areas, should really be doing things to (mitigate flooding),” said Phil Barnes, a water resources engineer with the Raisin Region Conservation Authority. He said last year’s “one-in-20-year” flood event had a lot to do with frozen ground, melting snow and a deluge of rainfall in the early spring. And despite the warm temperatures of the last few days, no one is pushing the panic button at this point. “It was fairly significant (last year),” said Barnes.

“Some homes were isolated.” Sandra Mancini, team lead for water resources in South Nation, said there are no warnings on the horizon. “We don’t have any concerns at this time,” she said. “The temperatures are dropping at night...and the water is slowly moving away.” Forecasters are predicting a messy weekend ahead, with a snow/rain combination possible but, once again, not enough to warrant major concerns for now. In the meantime, homeowners dealing with leaky roofs and basements should make adjustments to avoid similar problems next year. Chris Emard, of Emard Bros. Lumber, in Cornwall said a homeowner with a leaky roof may have to simply get out a bucket and wait things out. “You should not go up on your roof,” he said, adding the dangers of falling are ever-present. He also suggested that cutting channels into ice dams could further damage an already leaking roof and if work absolutely must get done, it’s best to contact a professional. As for leaking basements, Emard suggested properties should include a slope away from homes of about six inches in depth for every 10 feet away from the home to avoid problems. But if your basement is leaking now, it’s best to get the shovel out and move snow away from the foundation. Eavestroughs downpipes should be set up to direct water away from the property, instead of just the side of the house.

Tina Duchesne stands outside her Williamstown area home during the height of flooding last year.

CORNWALL, Ontario - Nearly three dozen people, mostly seniors, from a Cornwall apartment complex will hit the streets of the city next month to benefit heart and stroke patients. And they think they’ve got what it takes to beat people much younger than they are. The seniors at the Lorneville Apartments are challenging other groups in the city to take part in the Heart and Stroke Foundation’s Big Bike event on April 24. For the uninitiated, the Big Bike is just that - a massively huge bicycle that has seating for dozens of people and is controlled by a single

Office HOurs Monday to Friday - 9:00 am - 4:00 pm 501 Campbell St., Cornwall - www.cornwallseawaynews.com - 613-933-0014 City looking for another $70,000 before setting 2015 budget Todd Lihou todd.lihou@tc.tc

CORNWALL, Ontario – City councillors want to find another $70,000 to trim from the budget, to mirror the cost of living when it comes to a tax increase that seems all but a foregone conclusion this year. A motion by Mayor Leslie O’Shaughnessy was approved by the city budget committee to find another $70,000 from the city’s capital works budget either by tender savings or a reduction in the scope of work.

“If you look a t the number of capital projects we are doing…between all of them we should be able to find $70,000,” said O’Shaughnessy. “That number of $70,000 is low enough that we can find it and do all of the work.” Such a move would result in an additional $54 on a typical residential property in Cornwall – or about a 2.4 per cent hike. O’Shaughnessy said the increase equates to about the rate of inflation. “It’s a wonderful solution to the problem we have now,” said Coun. Elaine MacDonald. “But this doesn’t give us a better city, it gets us the same city.

This is a very good compromise. Anything less than a cost of living is not a reasonable expectation of anybody.” Coun. Claude McIntosh agreed, suggesting the city still has lots of work to do to in the years to come. “We’re nickel and diming, finding things to cut,” he said. “(But) provincial funding is the elephant in the room. We’re getting less from them and our costs are going up.” And he suggested with all the new faces around the council table there is still an education process underway for rookies like him.

“This is like having the season start without a training camp,” he said. “I think I have gone as far as I can go.” Finance manager Maureen Adams said the city’s roads budget is likely to bear the brunt of any reductions in 2015. Coun. Justin Towndale pointed out that a potential tax increase, even though it would mirror cost of living increases, water and sewer rates also spiked this year, adding spending for taxpayers. City council will meet to approve the 2015 budget on March 30.

Raising the roof, 40 fingers at a time Roxanne Delage CORNWALL, Ontario - What has 40 fingers, a dozen or so guitars, and more soul than you can shake a riff at? Well, probably the best Blues and Rock party you’ll catch in town this year! Four of the most accomplished Rock/Blues guitar players in the area, Rod Robillard, Marc Muir, Jamie Heath and Camil Lapointe are putting the proverbial “band back together” on March 28, at La Maison, for their one-night-only, Forty Fingers Rock and Blues Party. Robillard, the “godfather” of the quartet, was honoured a couple of years ago, by a now ‘legendary’ collaboration at another local venue, by his onetime students, now longtime friends, which “blew the roof off the joint.” … and so they felt it was about time that they caused some more damage. “The audience can expect to hear a lot of stuff that they’ve never done before, together, or with their perspective bands” explained Lapointe. “We’re going from blues of the 20s to Rock of the 90s” and everything else in between, including

D

some Country, Funk and Jazz. “We’re each going to do a small set of our own, and then some mixing and matching, a variety of combinations,” said Robillard. “It’s going to end up with the four of us ripping the place apart.” “I’m doing a lot of stuff from the 20s and 40s; that’s my specialty, Howling Wolf, Muddy Waters, slide, harmonica, kazoo,” said Heath. “I call it popping-string-slapping-loud-dynamic blues. It’s good whiskey-drinkin’ music”. “We’re stretching as musicians too”, said Muir, who always thrilled audiences with his versions of Steely Dan, Stevie Wonder and the like. “Last time, we were still a little more mainstream and this time it’s a little more out of the box. It’s going to be a good time.” Joining the guys are some other fabulous, local musicians, in their own right. “We’ve got the best back-bone in town, (Jim Sharp on drums, Bobby ‘The Beast’ Tessier and Steve Lefebvre on bass, as well as Mike Lalonde on trumpet)” said Lapointe. “Those guys are the real stars of the night”.

Pictured (in front L-R) are Marc Muir and Jamie Heath. In back (L-R) are Rod Robillard and Camil Lapointe.

“It’s a pretty relaxed event, a fun time”, said Heath. “If it doesn’t go perfectly, we just keep bending until it makes the note” – a great metaphor for life, something they all learned from their mentor, Robillard.

Forty Fingers Rock and Blues Party will be held on Saturday, March 28, at La Maison, in Cornwall. Tickets ($5) are available at Rainbow Music, Melody Music, Strung Out Guitars, La Maison and through the band members. Doors open at 9:00 pm.

Baird said there are at least 12 families with a child (or children) battling the disease in the Cornwall area and 90 per cent of local CF cases involve youth. “We have made great strides in our research, but every dollar helps to get to the end,” she said. For Lindsay Wilson, communications relations coordinator at Boston PizzaCornwall, this event isn’t just business, it’s personal. Six years ago, her older sister, Alison, who was diagnosed with CF at a young age, underwent a double-lung transplant. “Fortunately, she’s been going strong ever since,” said Wilson. Along with heart-lung and liver transplants, the procedures are the only definitive treatments for CF patients. “Hopefully, we have a full house on April 1 to help find a cure,” she said. CORNWALL, Ontario - If you have a taste for charity and an appetite for pizza, this event is sure to have you asking for seconds (maybe even thirds). Volunteers from the Cornwall chapter of Cystic Fibrosis Canada will be serving up food and drinks at Boston Pizza-Cornwall from 5-8:30 p.m. on Wednesday, April 1. A portion of all sales will be donated to the non-profit organization. Kim Baird, Cornwall chapter president, said these funds will go to the pediatric CF clinic at the Children’s Hospital of Eastern Ontario in Ottawa and a CF clinic at the Ottawa General Hospital. “With community fundraisers such as the Boston Pizza Celebrity Server we will make a difference in the fight against cystic fibrosis,” said Baird. She noted that fundraising dollars go into research to find an effective control or a cure for CF. According to Cystic Fibrosis Canada, CF is the most common fatal genetic disease

OPINION

More Band-Aids wrapped around city budget Todd Lihou todd.lihou@tc.tc

Budget committee chair Bernadette Clement hit the nail on the head. She used statements like “it’s just a quick fix,” and “we can’t pretend this is a solution” and my personal favourite “this is not some brilliant plan that solves all our problems moving forward.” She was referring to a motion from Mayor Leslie O’Shaughnessy to remove $100,000 from the city’s fire department. It’s money set aside for four probationary firefighters that haven’t been hired yet, and consequently the funds aren’t needed to pay salaries at this time. The mayor’s plan, which I support, is another in a litany of Band-Aid solutions councillors have used to trim from the 2015 budget. They need another $70,000 (a pittance on a $160-million) to get a tax increase down to a more manageable 2.4 per cent – the rate of inflation. That’s on top of a handful of other things like tipping fee changes, additional gas tax funding and small-time budget revisions that have decreased spending but done little to address systemic issues. Clement, who has taken heat for running a pretty loose ship when it comes to hours and hours of budget committee meetings, was never more correct than when she suggested the mayor’s plan is helpful this year, but won’t do much in 2016 to mitigate a tax increase. It’s been a running theme at city hall. Every year is a tough budget year. I can’t recall councillors EVER saying: “Pfft…this year will be a breeze.” And likewise, nearly every year a bunch of Band-Aids are wrapped around the budget book, there’s some backslapping to suggest we dodged a huge tax increase, and we move on. We’re getting the same deal this year too. To be fair, council is in a tough spot because

of the rookies. There are five new councillors and a new mayor at the table…so people are still learning their jobs. What I was disappointed to see, though, was a lot of individuality at the council table and not much in the way of consensus-building. It also appeared, at least from the media table, there were too many councillors waiting for someone else to come up with a great idea to save us money. Maurice Dupelle told me not long ago that council’s issue is pretty simple: councillors either make cuts to mitigate spending, or raise taxes to cover the bills. He’s right. The courage to make the cuts, and the creativity to find new ways of doing business that won’t cost us as much year over year is what was lacking this year. Councillors got close when they put a cap on the amount of money shelled out to community agencies. They were forced, because of some self-imposed frugality, to politely tell some people “No.” And you know what happened? Nothing. Councillors braced for a tidal wave of criticism after they cut funding to two art groups – and received next to none. Groups that got cut have to find new ways to collect funding…like they should have been from the beginning. Here’s hoping councillors remember those sentiments when they look at municipal departments next year. CARVED IN BUTTER? While I was pleased with the community agency cap this year, council threw out a huge curveball this week when on Monday they “carved” those budgets in stone, kinda, and then decided on Friday to revisit funding for both the Cornwall and Counties Tourism office, as well as the Cornwall Regional Airport.

To be fair, council was all over the map. They went to great pains to suggest nothing is official until they pass the budget bylaw – but also used phrases like “carved in stone” to characterize their decision. So it’s no wonder the good people over at the tourism office were left scratching their heads Friday afternoon. Executive director Linda Wilson said she was “taken aback.” I bet. After Monday’s meeting I sure left believing their money was in the bag. Councillors want the city to share budget expenses with their colleagues on the United Counties council 50-50, instead of the 80-20 that exists when it comes to the tourism office. That’s a smart move and should have been done a long time ago. City taxpayers are getting

the short end of the stick on this one. I think council sent a mixed message Monday night, which can’t happen in the future. THANKS FOR THE NOD Clement thanked the media for coverage of the budget to date. She called out me, the Standard-Freeholder’s Greg Peerenboom and Cornwall Newswatch’s Bill Kingston for our work. It was a nice touch. The media and elected officials do battle during budget time via editorials where opinion is blatant, and in news stories where the sentiment could be considered negative. We’re not experts in municipal finance and our opinions are just that. It’s nice to know there are no hard feelings…from most of them, anyway.

whatever reason, I didn’t think to elaborate on my decision as I felt that I had worked it out and was ready to proceed. This was an oversight on my part, and I apologize for that. My take on the issue was that yes, TAG has had internal issues, which does raise concerns. The City has an obligation to be responsible in allocating public funds to any organization. If an organization is having trouble with its own governance, that is a red flag. However, at the same time, the organization had new representation who said that they were ready to tackle the problems and move forward. The question that came to mind was whether they should be punished for a mess which was inherited. Should they not be given a chance to show that they can address the issues, before stronger action is taken? I’ve seen other city councils in Ontario take steps to reduce funding and put the organization in question on probation. This is the route that I would have preferred. Technically, something of this sort occurred as TAG will receive around $13,500 in funding. In the end I abstained because I could not personally resolve the issue, although I should have said my piece at the table for discussion.” I take responsibility for not voicing my

opinion at the time, as I should have done so. However, I do have the right to abstain from a vote. To me, this was the best decision that I could make. My position as a City Councillor is at the will of the voters of the City of Cornwall. In 2018, should I run for re-election, it is up to the voters to decide if I deserve re-election or not. I realize that it might should harsh, or cocky, when heard, but the reality is that if you do not believe I did a good job, then you should not vote for me. I have to stand on my record and accomplishments. In regards to abstention around the Council Table during the budget process, I’d like to point out that veteran City Councillor Bernadette Clement abstained from a recorded vote at a budget meeting on March 2, 2015. I am not alone in abstaining during this process, and I was not the first. Everyone is welcome to question my decisions, and they absolutely should. It is up to me to provide answers. This is the foundation that democracy is based on.

Yes, really, an abstention Dear editor: I’d like to take a moment to respond to the opinion piece recently published by Todd Lihou in the Seaway News. The people of Cornwall did elect me to make decisions, the best decisions that I possibly can, in order to help govern the City of Cornwall along with my ten colleagues. I am doing my best to do just that.

On Tuesday, the day after our recent budget meeting, I posted my reasoning for abstaining on social media, which follows: “In regards to TAG, I was weighing out the factors in my head before the vote, and was determining my decision. As such, I was having a discussion in my head, and when I reached my decision, I felt that I had weighed the options and was ready to vote. However, for

THIS AND THAT The base pay for members of Parliament and senators has been increase to $167,400 from $163,700. The key word here is base pay. And over at the patronage trough (aka Senate), the base wage has climbed to $142,400. Not too shabby for a part-time job where showing up for work is a suggestion. And speaking of patronage pals, Postmedia reported last week that the old Duffer, once the darling of the Conservative government, has taken out a $500,000 loan against his Ottawa home. ... The annual read and weep list (aka sunshine list) is out. If anything shows the growing middle-class wage gap, it is this document, especially in Cornwall which has one of the lowest household incomes in the country and where $18 an hour in the private sector is regarded as a “good” wage. ... HERE AND THERE When my daughter graduated from high school she thought about studying journalism at Western. I told her to forget about that dying trade and get into the big money - law. After seeing some of the legal bills the city has been hit with that was sage advice. ... When the purchase by Postmedia of Sun Media’s large stable of newspapers, which includes the Standard-Freeholder, is given federal blessing in a few weeks, a few hundred

newspaper jobs, mostly in Ontario, will be eliminated as the industry goes through another cost-chopping contraction. Hard to see how any more cuts could be made at the S-F if it is to remain as a six-day-a-week daily. It is down to about 15 employees from 65 not that long ago. In the 1990s the newsroom had 20 souls. It has been cut to six - three reporters and three editors. It doesn’t take a rocket scientist to figure out which position another newsroom cut will eliminate. And the newspaper industry isn’t the only medium being whacked. Radio and television are going through some hard times, too. CTV Ottawa has doubled-down staffing which has on-air survivors performing a variety of duties. Local radio has chopped its news department. TRIVIA This native of Farran’s Point (hamlet that was west of Cornwall) was inducted into the Hockey Hall of Fame in 1959. SPORTS STUFF It is getting harder for small market clubs to operate in the Ontario Hockey League. The Belleville Bulls are the latest example. The club will move to Hamilton next season after 34 years in Belleville. Slipping attendance and the small capacity Yardmen Arena (3,257) were cited as the drawbacks to remaining in the city. Major junior hockey is big business these days and marketing is a major component. Hamilton has a 17,000-seat NHL calibre arena, complete with luxury boxes, and a much larger market to tap. In the OHL these days, it takes at least an average of 3,500 fans paying up to $20 for a ticket to make a team viable. Some of the attendance numbers from last week were - Erie 6,652, Kingston 4,020, Guelph 4,981, Kitchener 7,307, Niagara 4,691, Sault Ste Marie 4,438, London 8,000. Sudbury, playing in one of the oldest rinks in the league and buried in the basement, drew 4,020. Some folks still dream of the OHL returning to the Ed Lumley Arena. It isn’t going to happen. Even in their heyday the Royals never averaged 3,000 fans during the regular season, let alone 3,500. ... Without the Yardmen Arena next season the lone Canadian Hockey League rink with a 200 by 100 size ice surface will be the Centre Georges Vezina in Chicoutimi. And in 2002 the Yardmen Arena was the only OHL arena with a second level of seating. ... No truth to the rumour that the Maple Laughs’ mascot has asked to be traded.

CLAUDE MCINTOSH Got a call from a Fifth Estate producer the other day. The award-winning television show is doing research for a segment on the rise and fall of Ponzi swindler Willie Wise. You knew it was just a matter of time until Fifth Estate or W-5 got interested in the story. In case you missed it, the former Cornwall boy wonder is doing a 19-year sentence in a U.S. federal prison, far removed from the lavish lifestyle he enjoyed for so long using other people’s money. He could be into his 70s when he gets out. At that point, his only trade will be making licence plates, and there isn’t a big demand on the outside for licence plate makers. He isn’t a U.S. citizen, so when he is released, he will be deported to Canada, where his defunct law degree and a buck 50 will get him a small Tims. Some think that Willie was shrewd enough to stuff away a few million in an offshore account, waiting for the day he gets out. Considering the lifestyle he financed, that is doubtful. Swindlers of Willie’s ilk consider themselves too smart to be caught, so they aren’t looking beyond the next party. And nobody in the old hometown will be talking up a Tag Day for Willie, long ago vilified for sneaking the beloved Royals hockey club out of the city. Lynch and MacDonald were also elected as the local NDP provincial councillors. Lynch said the local NDP riding association’s candidate search committee has been busy preparing for the October 19th federal election. The local NDP nomination meeting, where a candidate or candidates to run against incumbent Conservative MP Guy Lauzon will be announced, is scheduled for this spring. Lynch said the riding association has already spoken to several potential candidates. He confirmed that Mario Leclerc, the SDSG NDP Federal candidate in the 2011 election, will not be running. Lynch praised Federal NDP Leader Thomas Mulcair for putting forward “progressive policies to make life better and fairer for everyday Canadians,” such as a universal child care program, a $15 an hour federal minimum wage, greater support for seniors and veterans, generous transfers for healthcare, initiatives to create good paying jobs in manufacturing and the small business sector, and higher corporate taxes. Lynch added: “When the federal election comes, people will see that the Federal NDP under the thoughtful, experienced leadership of Thomas Mulcair is the real, progressive alternative to the heavy-handed, anti-democratic Harper Conservatives and the arrogant, unprincipled Trudeau Liberals with their lack of policies and record of broken promises.”

Music counts, just ask Raymond Lacroix Roxanne Delage CORNWALL, Ontario - With the dwindling numbers in members of a local musical institution, a long-time music educator and conductor is dedicating the next five years of his life to reverse the otherwise inevitable. In the past many years, associate director of the Seaway Winds Concert Band, Raymond Lacroix, has watched the decline of music education, in schools, and as a direct result, a smaller numbers of trained musicians, qualified to play in their community group. “We predict that in about five years, we will be losing a good many of our members,” said Lacroix,

At the 2015 intermediate basketball tournament for grade 7 and 8 students, the Bishop Macdonell Ravens represented their school well. The boys team scored two victories and lost narrowly in two other matches. Captain Cameron Brunet and defensive whiz Brendan Merpaw shone brightly for the boys. On the girls’ side, the Ravens finished the round robin with a 3-1 record, earning a berth in the finals. On the strength of great guard play from Zaria Primeau and Abigail Leger’s fantastic shooting, the girls triumphed over Holy Trinity to win the championship. Coaches Danielle Andre and Sean Tierney were impressed by the sportsmanship and team play by both the girls and boys teams. Pictured in the back row are Sean Tierney, Micaela Lalonde, Madison Pettinella, Destiny Disotell, Zaria Primeau, Chloe Guindon, Abigail Leger, and Danielle Andre. How to communicate for better automotive service

Today’s cars, light trucks, and sportutility vehicles are high-tech marvels with digital dashboards, oxygen sensors, electronic computers, unibody construction, and more. They run better, longer, and more efficiently than models of years past. But when it comes to repairs, some things stay the same. Whatever type of repair facility you patronize - dealership, service station, independent garage, specialty shop, or a national franchise - good communication between customer and shop is vital. The following tips should help you along the way. Do your homework before taking your vehicle in for repairs or service. Today’s technician must understand thousands of pages of technical text. Fortunately, your required reading is much less. • Read the owner’s manual to learn about the vehicle’s systems and components. • Follow the recommended service schedules. Keep a log of all repairs and service. Use all of your senses to inspect your car frequently. Check for: • unusual sounds, odours, drips, leaks, smoke, warning lights, gauge readings; • changes in acceleration, engine performance, gas mileage, fluid levels; • worn tires, belts, hoses; and

• problems in handling, braking, steering, vibrations. Note when the problem occurs. • Is it constant or periodic? • When the vehicle is cold or after the engine has warmed up? • At all speeds? Only under acceleration? During braking? When shifting? • When did the problem first start? Stay involved - ask questions. • Ask as many questions as you need. Do not be embarrassed to request lay definitions.

I always get in trouble when I write about the Ed Lumley arena, so I won’t, but I just can’t help make this observation. The Colts and Hawks will have finished game four in their opening round series when this story runs and after attending the first three games, what a difference an arena makes. Now, before you get all excited, the Robert (Bob) Hartley Arena in Hawkesbury is not a very nice place. It’s dark and for 1980 vintage, pretty lame, but it does ooze atmosphere. Game three in the series was a beauty - up and down they went, banging and crashing and shooting at will, at both ends of the ice. Sure there have been better games, but a typical high energy playoff game was what both teams provided as they tried to take a lead in the series. I had a chance to speak with Colts PR guru Dave Murphy before the game and we chatted about the late 90’s and the games we covered in that arena. During those games, we often commented that taking the crowd out of the game was important, because at home, the Hawks were energized and used the place as a comfort zone, especially early on.

Plant spring bulbs early Tulip, daffodil and other spring bulbs should be planted early in the fall to give their roots a chance to develop. Mix some bonemeal around their bases to give root growth a boost. Look around your entrance, walkway, driveway and other outdoor areas for empty spaces where color is needed or would be welcome from an indoor view. Plant bulbs in these areas and watch your home come alive in spring. Here are a few tips: • Plant bulbs as soon as possible after buying. • Bulbs are planted pointed side up, three times as deep as they are high. • For the best effect, group or cluster the bulbs in various areas — group in uneven numbers of three to 15.

Cleaning up Cleaning up your garden not only makes it look tidier, it promotes healthy soil and thriving plants in spring. • Rake fallen leaves from the lawn — these can smother grass as they get wet and mat down, encouraging disease and pest problems in spring. • Sprinkle a bit of fertilizer over some of the leaves and till these into the soil to enrich it come spring. • Keep your lawn short as winter approaches to ensure it doesn’t mat down. • Remove and dispose of all plant debris that has been diseased or attacked by pests — this will discourage overwintering of insect eggs and plant disease organisms. • Toss only plant debris that is disease and pest free into your compost. • If you haven’t done so in at least five years, have your soil tested for pH and fertilizer needs. The best time to add sulphur or lime to the soil to adjust its pH is now.

Feed your lawn Fertilizing your lawn in late fall promotes healthy root growth and builds food reserves. Although top growth has stopped, roots will keep growing at temperatures above O degrees Celsius.

Protect your perennials Perennials can be damaged by severe cold and freeze/thaw cycles. Ones that you have recently planted, or that are marginally hardy in your area, need special care. In areas where temperatures drop below 0 degrees Celsius, it’s not a bad idea to mulch all perennials. You may also want to wait until spring to cut them back since the dead foliage helps trap snow, protecting plants over the winter. In late fall, cover perennials with a loose mulch of hay, straw or evergreen boughs. Leaves are not recommended because they become matted when wet and won’t trap air to properly insulate the soil. Remove mulch gradually in spring as the weather warms up.

Street shadows can be read as a parable by Nick Wolochatiuk nuthilltoo@gmail.com Dances With Words A late January night walk along a small town’s deserted back street prompted these reflections. The recently installed LED street lights cast bright circles of brightness onto the freshly-fallen snow, but near-darkness cloaked the intervals between lamp posts. Being both a writer and a photographer confers the burden and the blessing of being a ‘noticer’. Rarely do details go unnoticed or unphotographed. What I noticed this time was the presence, progression, recession of shadows as I strolled from one circle of light to the next, through the intervening pools of darkness. When directly under a one of the street lights, my shadow was directly under my feet, as if I was in Ecuador at noon. As I walked forward, a very strong shadow escaped from under my feet and preceded me. Gradually it became longer and longer, but started to fade. As I approached the next pool of light, my shadow completely disappeared.

Puzzled, searching for it, I looked all around me. No! It did not disappear; it was now behind me, as bold and as long as ever. As soon as I was once again directly under a street light, my shadow was again underfoot. As this process was repeated between each pool of light and interval of darkness, it occurred to me that I was being shown a parable of life’s stages. We start in infancy, underfoot. As we go forward through life it gradually fades, but is replaced by childhood, then morphs into the teen years, young adulthood, middle age… I don’t have to tell you which ones come after that. At the end of the street, at the end of life, there is no more light, no more changing shadows. However, if you believe in resurrection, or the Hindu concept of reincarnation, perhaps we shall one day walk again – on another street. The burden (or blessing) of road’s covering of white snow with its receding, advancing and fading shadows brought to mind childhood morphing into the teen years, becoming adulthood, then middle age, then old age then….

Cornwall’s Heritage: how do we protect and preserve it? Debbie Ledoux Heritage Cornwall In Cornwall, through the years, several fires, destroyed many architecturally beautiful buildings. Those buildings can never be replaced, but the buildings that remain can be preserved, to reflect and enhance the beautiful architecture of the past. Heritage- Patrimoine Cornwall is a committee, appointed to advise council on heritage matters, in keeping with the laws outlined in the Ontario Heritage Act. Ultimately, the best way to preserve and protect our heritage is to Designate under the Ontario Heritage Act. Properties can be designated individually or as part of a larger area or Heritage

Conservation District. Planning for the future of a strong, vibrant community requires knowledge of the past and an understanding of what we value in the present. Existing buildings, structures and landscapes often define a community’s unique identity. For our community, designation of heritage properties provides a process to ensure the heritage attributes of a property are conserved for future generations. Property owners, the Municipal Heritage Committee and city planners, work together to ensure that changes to the property are respectful to its value. For the property owner, designation recognizes the significance and the pride they have in their

property and assures them that future owners will respect and appreciate their investment. The Ontario Heritage Act enables municipalities to designate properties of cultural value through a Bylaw. You are not required to restore the building to its original appearance. The designation bylaw identifies the exterior heritage attributes that are considered important. The Bylaw includes a Historical and Character Statement of the property where the valued important attributes are listed. Municipal staff draws up the bylaw and then it is published, in the newspaper and ultimately approved and voted by Council. If the property owner wishes to do some work

that affects those listed attributes, then council has to approve the work. Heritage Cornwall can help guide a property owner to restore or replace missing or broken features and advise them on best practices in the Heritage industry. General maintenance or repair of features not listed in the designation bylaw does not usually require heritage approval. Cornwall has 19 Designated Heritage Properties all prepared by Heritage- Patrimoine Cornwall. A committee member can advise you if you have questions or are interested in designation. We are available at the Cornwall Public Library in the Cornwall Room on Wednesdays from 2-4 pm. E-mail heritagecornwall@yahoo.ca

A strong show of support for the new chemotherapy program at Cornwall Community Hospital was evident at the last Cornwall Seaway Lions Club meeting. Together their members approved a $30,000 donation to CCH Foundation to fund equipment for this new service which is anticipated to come to the hospital by the end of this year. CCH Foundation Board Treasurer, Dale McSween, along with Executive Director, Erin Killoran, accepted the cheque from Cornwall Seaway Lions Club President, Marcel Ravary, and Ribfest Chairman, Phil Shorey. These funds were proceeds of Ribfest, and Lions Club members were proud to give these funds to such a worthwhile cause in our community. This brings the Cornwall Seaway Lions Club to a total of over $47,000 donated to CCH since 2010. Pet Tip of the Week: The arrival of spring means warmer weather and an increase in the number of wild animals on or near our highways and roads, often at dusk or during the night. Their safety and yours depends on your awareness and caution. Please drive carefully!

Don’t be a “quack” this Easter. Chicks and ducklings require special feeding and care. Those given as Easter gifts usually die within a few weeks. Please make sure that the only creatures you give this Easter are of the “artificial” variety.
