That boundary was whittled away by the State of New York during the 19th century until 2,000 acres of land known as the Hogansburg Triangle was deprived from the Mohawks of Akwesasne. The MCA first filed the case in 1982, when they were then known as the St. Regis Mohawk Band of Indians. Separate claims were filed by the Saint Regis Mohawk Tribe and Mohawk Nation Council of Chiefs in 1989. The three cases were combined in 1992. The United States government

AKWESASNE - The Mohawk Council of Akwesasne (MCA) has praised a favourable decision from United States District Court Northern District of New York Judge Lawrence E. Kahn over a centuries old land dispute between the Saint Regis Mohawk Tribe, the MCA, and others against the State of New York. The decision, which was handed down on Monday, March 14, affirms the boundary of Akwesasne as set out in an agreement between the tribes and the United States government in 1796.

intervened in the case on the side of the plaintiffs in 1998 against New York State. “For decades, leadership and staff have worked together to pursue this land claim and voice our common position that Akwesasne lands were taken illegally,” said MCA Grand Chief Abram Benedict. “This ruling is a very promising step as it sends a message to New York State and county courts that our land claim has validity. We acknowledge that this is the result of years of hard work by our staff including the late Salli Benedict.” The Saint Regis Mohawk Tribe were equally pleased with this ruling in the long-running case. “To say that we are pleased is an understatement,” said Tribal Chief Beverly Cook. “We should all be proud of the perseverance that our recent and ancient ancestors displayed, who stood fast in their determination to protect our lands.
We stand in the footprints of our parents and grandparents who fought relentlessly to reclaim our land that was illegally taken. The process will continue to require patience and critical thinking, as we seek to unwind the many complexities of a final remedy and settlement of our land claim.” Not included in Judge Kahn’s ruling were any sort of remedial steps to back-up his decision about the boundary or the land claims. “For the remaining areas reserved in the 1796 Treaty not currently under tribal title, the Tribe’s lawyers are still assessing the impact of the U.S. District Court’s ruling,” reads a statement from the Saint Regis Mohawk Tribe.

Remaining independent Elderly people with a visual impairment often require help with everyday tasks. If someone you love has become visually impaired in their old age, here are a few things you can do to help them maintain their independence. 1. Offer your assistance A visual impairment can make it more challenging for your loved one to perform their daily activities. To help them, consider offering to complete the tasks they find most difficult. 2. Encourage communication Let your loved one know you’re there for them and they can talk to you about their feelings. Listen to their needs so you can help them make any necessary changes. 3. Assess their home You may want to suggest installing grab bars in your loved one’s home to prevent them from falling when getting out of the bed or shower. You should also go through their living space to ensure there aren’t pieces of furniture, rugs or accessories that could be a safety hazard.
Duncan responds to being sanctioned by Russia NICK LAURIN OTTAWA, Ontario - Stormont-Dundas-South Glengarry MP Eric Duncan is among the 313 Canadians banned from entering Russia, announced in a press release issued March 15 by the Russian Foreign Ministry. The announcement came shortly after Ukrainian President Volodymyr Zelenskyy addressed a joint session of the Canadian Parliament during which he asked for a NATOled no fly-zone over Ukraine. MP Duncan issued the following statement: “Today as Ukrainian President Volodymyr Zelenskyy delivered a powerful address to Canada’s Parliament, the Russian regime banned numerous Canadian lawmakers, including myself, from entering Russia. I wear it with a badge of honour. Putin is an evil and heartless dictator who needs to be called out and confronted.
MP Eric Duncan in the House of Commons. Submitted photo.
I’m proud to be Canadian and stand alongside our entire Parliament to push back against this unlawful and inhumane aggression. Ukrainians aren’t just fighting to defend themselves though; let’s be very clear - they are defending all of Europe. Because Putin’s brutal attack on Ukraine is an attack on all of us. That’s the lesson history taught us, and one we can not ignore.”

Lancaster rail crossing selected for rehabilitation this year FROM THE UNITED COUNTIES OF SD&G THE COUNTIES, Ontario - Each year, the Canadian National Railway Company (CN) identifies level traffic crossings across its network which require rehabilitation to maintain a smooth and continuous crossing surface that is adequate for road users and for continued safe railway operations. CN has advised road authorities, including Stormont, Dundas and Glengarry, that
maintenance of the crossings is scheduled to be included in CN’s 2022 Crossing Maintenance Program. The maintenance work will include rehabilitation of the existing structures in order to renew the supporting components of the crossing including damaged rail, track ties, fasteners, removal and replacement of existing track ballast and removal and replacement of planking or pavement.
The work planned for this crossing includes replacement of the track structure while ensuring smooth and continuous crossing surface and approach. This will ensure continued safe public road access and railway operations. The rehabilitation project will require a full road closure for the grade crossings outlined below. Vehicle and pedestrian access is not permitted during the entire duration
of the work. The exact timing of the work is still being determined, but SDG will provide updates when information is made available. CROSSINGS: Highway 34 (Lancaster, South Glengarry) County Road 8 (South Dundas) Flagg Road (South Dundas) Brinston Road (South Dundas) Broken 2nd (South Dundas)

had brought him there for a purpose and he was burdened to share Christ with a needy nation. History tells us that thousands were brought to faith in Christ. Revival broke out among the Irish people as lives were changed. Though God will often choose to shelter and protect us from hardships, sometimes He takes us straight through dark seasons. And it’s never to leave us there without purpose. Both the lives of St. Patrick and Joseph in the Bible remind us of this truth. Both were: sold into slavery, held captive, and imprisoned, yet set free for the “saving of many lives.” If you find yourself in a difficult season right now, find encouragement through this reminder: God can turn it around for good. He is Sovereign and faithful to His word, the Bible, but you must call on Him. He will then powerfully see you through, don’t ever doubt it. Choose to thank Him today that He will turn your struggle around for good. Pray that He will use it as a blessing in your life and for many others to know of His power and great love. Pastor Jim

In the Old Testament Bible story of Joseph, the boy with the coat of many colours, we see a statement he relates towards the end of his ordeal. He was eventually rescued and vindicated after being horribly treated by his older brothers: “You intended to harm me, but God meant it for good, to accomplish what is now being done, the saving of many lives.” Genesis 50:20 At just 16 years of age, St. Patrick was kidnapped by pirates and taken from his British homeland to Ireland where he was sold into slavery. He worked in the fields as a shepherd for 6 years under harsh conditions, until God miraculously provided a way of escape for him. As difficult as that time must have been, it was during those lonely years of enslavement, where he faced hunger and freezing temperatures that he met with God, and found deep closeness in His presence through prayer and meditation. Who would have ever dreamed of how God would turn this tragedy around for good? After months back at home, recuperating and seeking direction for his future plans, Patrick felt strongly led to go back to Ireland. He knew God

Kinga Surma, as well as the Minister of Heritage, Sport, Tourism and Culture Industries, Lisa MacLeod. Council and Staff are busy advocating for our community to the upper levels of government for support for a number of projects, with an emphasis on securing funding for the expansion of the Ingleside Wastewater Treatment Plant, and support for waterfront land acquisition. At OGRA, our delegation with Minister Surma will focus on the need for funding support from the upper levels of government to address the capacity issues of the existing wastewater treatment plant in Ingleside. Currently, development in Ingleside has stalled due to the
inability to add to the capacity of the wastewater treatment plant, which currently sits at approximately 97% used. Ingleside is in a unique position with a growing demand for housing and developers eager to supply it. With a number of exciting developments across the Township underway, housing will continue to be an issue that needs to be addressed. An expansion of the Ingleside Wastewater Treatment Plant will allow for both residential and commercial growth for the region. The delegation with Minister MacLeod will revolve around a joint initiative that could see a transfer of waterfront lands to the Township from the St. Lawrence Parks Commission
(SLPC). Negotiations are ongoing and securing waterfront property is key to implementing the vision that was established in the Waterfront Development Plan. Relations with the SLPC have steadily improved over recent years, and we are now in a position in which securing our waterfront to improve resident access is a distinct possibility. We’re looking forward to further discussions with the province to negotiate potential land transfers. Stay tuned for updates on both of these initiatives as we continue to work to make our community the best it can be. Sincerely, Mayor Bryan McGillis

South Dundas Deputy Mayor Kirsten Gardner seeks Liberal nomination for MPP NICK SEEBRUCH
nseebruch@seawaynews.media
SOUTH DUNDAS, Ontario - South Dundas Deputy Mayor Kirsten Gardner has announced that she will be seeking the Ontario Liberal Party’s nomination for MPP for the riding of Stormont-Dundas-South Glengarry. “There are many neglected issues from healthcare, to housing, to education, to infrastructure and the economy that need to be addressed. It’s time for community leaders to come together for the greater good of our riding. We need to work together for the good of all; that’s why I’m seeking the Liberal nomination. It’s time,” said Gardner in a media statement announcing her candidacy on Tuesday, March 15. Gardner was elected as Deputy Mayor of South Dundas in 2018. She has also
represented South Dundas on United Counties of SD&G Council. Most recently she was involved in the United Counties efforts at rural education reform and co-hosted a rural education symposium organized by the United Counties on Feb. 4. “We’ve worked together to save rural schools, protect historical landmarks like the train at Upper Canada Village, and support mental health tools for the Ontario Provincial Police just to name a few examples, but there is so much more that we must address,” Gardner said. Former Liberal Stormont-Dundas-South Glengarry MPP Jim Brownell has endorsed Gardner’s candidacy. “It is my honour and privilege to endorse and support Kirsten’s nomination as the Liberal candidate in the upcoming provincial election. Since having Kirsten as a student
in my classes at the Longue Sault Public School, I have followed her academic and career successes. There is no doubt that she has the skills and determination to strongly represent the riding at Queen’s Park. As a respected municipal politician, Kirsten has demonstrated a keen understanding of her constituents, her ability to make solid decisions, and an unwavering leadership when tackling major issues. I truly believe that Kirsten will demonstrate these same qualities and skills as our next Member of Provincial Parliament,” a statement from Brownell reads. Brownell served as Liberal MPP of Stormont-Dundas-Charlottenburgh from 2003-2007 and then as Liberal MPP for Stormont-Dundas-South Glengarry from South Dundas Deputy Mayor Kirsten Gardner. Province supports new affordable housing project on Pitt St. NICK SEEBRUCH
nseebruch@seawaynews.media
CORNWALL, Ontario - The province of Ontario has announced $3,838,775 in funding to help the City of Cornwall build 16 affordable housing units on Pitt St. “Affordable and accessible housing is needed to ensure quality of life for local residents, and this project will go a long way in addressing this necessity,” said Jim McDonell, MPP for StormontDundas-South Glengarry in a press release about the announcement on Thursday, March 17. The units will consist of six buildings which will be located on the west side of Pitt St. just south of the Hwy. 401 overpass. “The announcement of financial support from Minister Steve Clark and the Provincial Government is very welcome news for Cornwall and Stormont Dundas and Glengarry counties,” said City of Cornwall Mayor Glen Grant. “The Mayor’s Affordable Housing Task Force has identified the many needs in housing and this announcement will help to fill some of the void in our housing needs. Each unit will be built with energy efficiency in mind. “Quality affordable housing solutions are
essential to help create a stable foundation for generations to come,” said Mellissa Morgan, Cornwall SDG Human Services Administrator. “Addressing the lack of affordable housing supply requires a long-term strategy, which includes continued critical funding commitments such as this.”
HFR will not reduce Cornwall’s Via train service NICK LAURIN
CORNWALL, Ontario - Cornwall and other many cities along Via Rail’s southern Ontario route, will not be serviced by their new high-frequency rail line. Last year, the Cornwall City Council were hoping for Via Rail Canada to build two high-frequency rail (HFR) lines. However, Council was informed that the new HFR trains would break away from the
current rail line at Coteau-du-Lac station, divert to Alexandria, and go around Cornwall entirely. This week, Senator Bernadette Clement’s staff attended a briefing to receive an update. “This week, my staff were able to attend a briefing on the procurement process of the new high-frequency rail project. Remember that discussion? Cornwall, and many other cities along the southern route, will not be serviced by high-frequency rail,” said Senator Bernadette Clement in
a statement on social media. “However, we were assured today that service along the southern corridor will continue. Transport Canada officials said that the high-frequency rail project is an addition to service - not a replacement.” While the reassurance from Transport Canada is helpful, Senator Clement explained that there are still lingering questions. Two elections with the same issues NICK SEEBRUCH
nseebruch@seawaynews.media
8 - Wednesday, March 23, 2022
- Seaway News - www.cornwallseawaynews.com
The provincial and municipal elections this year will take place almost one after the other, with maybe a week or two of breathing room between campaigns. Not only will the voting for our representatives at these levels of government overlap, but so do many of the issues that are relevant to Cornwall and the surrounding area. Many of the most important challenges that local municipalities are facing right now can only be solved with the support of a strong provincial representative. Housing has gotten a lot of press lately and rightly so. Without quick action now finding a home to rent will become more difficult than it already is, and for some, it is already impossible. Cornwall and the United Counties of SD&G both need to pivot towards building more homes, but this is something that can be done more easily with provincial support. We saw just this past week an announcement of a new affordable housing complex being built on the north end of Pitt St. with the help of provincial
funding and this is a good start. Another issue that this region is facing that must be addressed by both provincial and local governments is the shortage of doctors. This past Monday representatives from the Hôpital Glengarry Memorial Hospital (HGMH) in Alexandria made a presentation to United Counties Council about the impact that a shortage of doctors in the region is having on the way they deliver their essential services. The presentation made by Dr. Nadia Kucherepa, Chief of Staff at HGMH showed that in Cornwall and the surrounding area about 117,000 families were being served by just 50 doctors and that currently 12,000 individuals have no family doctor at all. Kucherepa further explained that due to doctors moving away or retiring in the near future 3,000 more individuals will find themselves without a family doctor over the course of this year. A third and final important area where cooperation will be needed for progress to be made is on the issue of education, specifically rural education. Over the past year, the United Counties
has taken unilateral steps to promote their vision of rural education. They have hired consultants, commissioned a report, and have now asked that the Upper Canada District School Board (UCDSB) reverse its decision to close one regional school in North Stormont, North Stormont P.S. I can’t imagine that the UCDSB would be too thrilled with this proposal. North Stormont P.S. was a part of the Pupil Accommodation Review (PAR) process of 2016 which saw other regional schools like SJ McLeod close as well. These schools were selected for closure due to their low student population count and as a cost saving measure by the board. The view of the Counties is that small
towns rely on their local school as a centre for their community, a point I don’t disagree with. These three issues will come up in the provincial and municipal elections and candidates will need to be ready for them. As voters we too need to think about these issues, the results that we want, and which candidates are the best to get us there. What do you think readers are the major issues facing us in the upcoming election season? Email me a Letter to the Editor at nseebruch@seawaynews.media
A Senior’s alphabet Nick Wolochatiuk Dances with Words
NUTHILLTOO@GMAIL.COM
We come into this world with no possessions. Our umbilical cord is the first to be removed. Traditional Jewish males soon lose another thing. Then we all start accumulating things. However, there ain’t no pockets in a shroud. Here’s an alphabetized list of items senior citizens (Don’t call them ‘Old Folks’ or ‘The Elderly’) accumulate in their latter years. A is for alarm, for emergencies, ranging from threats of mugging, requests for getting help to get up off the floor or finding the car keys. B is for bifocals, to avoid looking over the glasses in order to focus. C is for cane. Get a pair of trekking sticks to make you look super athletic. D is for dentures. Make sure they are adjusted regularly, to avoid having
them fall onto the floor when you laugh. E is a reminder to eat just enough, no more. Excess weight’s not good. F is for the expletive that you shouldn’t use in front of the grandchildren or when you drop your keys in church. G is for grabber. It looks like a cane, but has a claw at the bottom and a trigger at the hand end. It’s great for reaching up and avoids stooping down. H is for hearing aids. They allow you to listen in on private conversations. I is for identity, the thing that can be lost when one gradually loses the other I, independence. When the jam jar is seized, that’s when the adjustable J for jar opener comes to the rescue. As one gets older and wiser, one realizes it’s the young ones who claim to be the ‘Know-it-alls’. Large print is what can’t exist on small devices, containers and instructions. That’s where M for magnifying glass comes in. N is for “No thank you”, best to say when offered ‘one for the road’. Options are what are fewer for aging seniors: running a marathon, getting affordable travel insurance, getting pregnant,
getting some woman pregnant. Pill organizers are far better than calendars. So are ‘pee pills’. If you take them, you know you’ve taken your other daily medications. Questions are what the wise seniors have. The young claim to have all the answers. Over the years, use of R for ramps has changed. Early years: jumps for our BMX bikes. Then, for wheelbarrows full of gravel, topsoil, firewood and tools to get up and down inclines. Next: seniors have ramps built to make homes wheelchair accessible. S is for long-handled shoe horns. Slipping into slippers and sandals becomes much easier. S is also for all the space I’m not wasting by breaking all these items into separate paragraphs. Tylenol: a much better pain killer than alcohol. For making that second to last move in life, a U-Haul isn’t necessary. For the last move in life, a reminder: a hearse ain’t got no hitch for a U-Haul trailer. V for failing vision. W: wheeled walkers instead of running shoes. X is for X-rays, to diagnose hip fractures, dental cavities and other senior calamities. Y is for

youth all spent. However, old wine is best. Z: I’m not here yet. I’ve never written about zebras, never been to Zanzibar, but I have flown in a Zlin trainer. Most of the above trivia was obtained by chatting with old folks. When I get old, I’ll be able to have more personal input.
OPINION
Alexandria, not Cornwall, elected first Jewish mayor Claude McIntosh Mac’s Musings
EDITORIAL@CORNWALLSEAWAYNEWS.COM
This one calls for a slight re-write of our civic history. For decades Aaron Horovitz, who served for 18 years as Cornwall’s pre-amalgamation mayor, has been proclaimed as Canada’s first Jewish mayor. The book “From Royal Township to Industrial City”, a detailed history of the city commissioned by city council and published in 1984, lists Horovitz – first elected in 1930 – as the first Jewish mayor of a Canadian municipality. Turns out it is not true: Cornwall doesn’t own the bragging rights to the mayoral milestone. A dozen years before the Romanian immigrant turned successful Cornwall businessman took the oath of office at the old town hall, another municipality had elected a Jewish mayor. George Simon, a native of Brantford who arrived in Alexandria at a young age, was elected mayor of the Glengarry community in 1918. And, at age 24, he also, at the time, was said to be Canada’s youngest mayor. Simon served as mayor for 15 years before stepping down to spend more time operating his general store. He returned to the mayor’s office in 1962 to “finish the job.” He died of a stroke two years later. He was 72. Horovitz died in 1958, a few months after losing the mayoral race to Emile Menard. The first Jewish mayor of a major Canadian city – Toronto - was Nathan Phillips, who grew up in Cornwall after coming here with his family at age two. The square in front of
Toronto city hall is named after him. The official history of the United Counties – Stormont, Dundas and Glengarry, 19451978 – doesn’t refer to Horovitz as Canada’s first Jewish mayor. Instead, it correctly identifies him as Cornwall’s first Jewish mayor. The order followed on the heels of a study that showed dangerous levels of mercury in fish taken from the St. Lawrence River and Lake St. Francis east of Cornwall. The order didn’t sit well with the Cornwall plant with a company official calling it “completely ridiculous.”
Cornwall mill assistance manager Ben Stidwill said the province was ill-informed when it came to the local paper-making operation. Stidwill said the Cornwall plant had never used mercury in any measurable quantity and had never discharged mercury into the St. Lawrence River. Not so when it came to the C-I-L plant across the street where the dangerous chemical was a main ingredient in its operation. The plant manager acknowledged mercury was used in its manufacturing and that it was discharged via a pipe that ran across Domtar property into the St. Lawrence River. Over the years, he said the plant had taken steps to reduce the amount of mercury it was discharging into the river. Touting the plant safety record, he noted that there had never been a case of an employee suffering from mercury poisoning. Tell that to the fish. Many spots are boarded up and numerous yards and porches are loaded with junk, including household garbage. These are obvious health hazards and fire hazards. Dear Editor, As you may know L’Association Renaissance Association was established over a year ago to address major challenges in the renaissance district. The main issue is this district has been neglected for far too long. It therefore requires serious bylaw enforcement. It is intolerable for city officials to disregard the embarrassing condition of many homes, buildings and yards any longer since these properties fail to meet the barest of standards as per our municipal bylaws, principles and policies. The sights are enough to scare away

How to minimize job-interview stress
Reporting to the editor, the main responsibilities of the Reporter are to write news stories for the newspaper and web site, take photos, do interviews and assignments, file and post press releases and write advertorials. We are looking for someone available for part time/full time work including weekend and evening coverage. A successful candidate must have a diploma in journalism or communications or equivalent experience, knowledge of the region covered and an interest in local and regional issues; and possess excellent knowledge of the Web. Attention to detail, adherence to deadlines and an ability to work as a part of a team is also a must. Bilingualism is an asset. Any combination of equivalent education and/or experience will be considered.
Job interviews can be stressful. However, simply chan ging the way you think about them can help calm your nerves. Think of the interview process as a discussion between equals. If you believe the employer has a lot to offer, know that you do too. Consequently, you shouldn’t be shy about showcasing your skills and talents. Furthermore, stop perceiving job interviews as inter
rogations. Doing this will only make you feel inferior, undermine your confidence, increase your stress and prevent you from being yourself. Instead, think of the exchange as two potential business partners getting to know each other.

In a statement published on their social media, the Cornwall Community Hospital (CCH) celebrated having zero active COVID-19 patients in their care as of Thursday, March 17. “We’re extremely happy to report that there are no patients with active COVID-19 currently admitted at CCH; a far cry from where we were at the peak of Omicron in January, when dozens of patients were admitted at CCH simultaneously. Needless to say it’s a moment worth celebrating,” reads a statement from the CCH. Reader says: Proud in supporting those from the Ukraine. We stand with you for your safety during this awful attack on your country. We are proud to have a granddaughter in Canada with the name of Everleigh Skye Besner Wolochatiuk and hope that her heritage may be protected. I would ask all my friends who may have a flag pole to please show your support as we do by flying the Ukrainian flag. From the City of Cornwall: Cornwall residents can soon apply to have their cats’ spay/neuter surgery subsidized. Surgeries are free for eligible residents. Applications will be accepted starting on March 28, 2022, with the program running from May 25-27, 2022. The program is first-come, first-served. Applications with all supporting documents will be processed. Residents with any questions can contact the Housing Programs at 613-933-6282 ext. 3315. Visit cornwall.ca for more information. Response to the question about the unidentified aircraft in last week’s Scuttlebutt: The most likely candidate if it was delta wing and long nosed, would be the “best” choice for Canada’s fighter competition that’s about to be finalized… that aircraft would be a Gripen. We can afford it, and if it can operate in Sweden it can operate here… and bonus, it would be built here. The cost savings compared to the F35 would allow the Armed Forces to actually hire and put pilots in the cockpit, nstead of them waiting for training (they’re backed up now). Canada can’t afford to buy, fly, and maintain the F35, let alone afford or even have the F35 available to meet training requirements. Read the Gripen story (https://www.saab.com/markets/canada/gripen-for-canada) and see what a perfect aircraft it is. And we’d have enough money left over to hire personnel and buy the kind of small scale weapons that really work in a war… look at the Ukrainians and their MANPADS and snipers.
