An army of 100 runs to help raise $5k for Sally Ann fundraiser roxanne delage CORNWALL, Ontario - It takes an army, the Salvation Army that is, to help with the fight against poverty in our community. The charity’s fourth annual Santa Shuffle, which was held over the weekend, made a small dent in the problem of poverty. Joining 41 other cities across Canada, the Cornwall branch anticipated raising $5,000, funds which will stay in the community, to help those in need and to restore dignity, explained Julie Leroux, of the Salvation Army. One hundred participants ran or walked

either one or five kilometers to raise funds for their foodbank and family services. “We’re dealing with a lot of families in need whether it’s every day needs, such as food, or for Christmas,” said Leroux. “The numbers have gone up, even since last year.” This is a busy time for them, said Pastor Glenda Cole. “Santa Shuffle is just one of the fundraising events. Most of our fundraising is just done at Christmas time. Christmas is our big time, as you see with the kettles in the stores, and the Carols and Brass (musical performance). The Salvation Army is, once again,

Cameron Savard was a huge fan of football...and people CORNWALL, Ontario – Cameron Savard was built for football and contrary to what doctors will tell you, his heart was in it from the moment he stepped on the field. The 17-year-old St. Joseph’s Secondary School student who loved everything about the game passed away in his sleep Tuesday due to a suspected heart defect that will leave as a big a hole on the Panther sideline as it has with his family. The massively jovial gridiron fan, who could not play the sport on the order of doctors, was named the trainer for the team for two seasons. Panthers team officials will tell you there was never a bigger supporter of the team and its players than the guy who was unable to suit up to play games. His mother Shawna Maxam, who continually fought tears in a heart-wrenching interview, said being on the sidelines of games was the next best thing to being on the field – and Cameron never forgot it. “He was a Panther through and through,” said Maxam. “Football was his absolute passion.” No kidding – if there was ever a high schooler made for the field, it was Cameron, who stood at more than six feet and tipped the scales at 260 pounds. “In our beautiful world everyone recognized his passion for the game,” said Maxam, adding when the team approached him to be

a trainer, he was elated. “That was one of his greatest joys. Just being told he was part of the team. “I don’t think anyone would ever know how important that was to him. It was such a small gesture, but it meant the world to him.” Indeed. Cameron is being remembered at St. Joe’s with a heavy heart this week. Maxam said that can be attributed to his infectious attitude towards life. Just last week, after returning from a doctor’s appointment where Cameron and his mom were told that the aortic valve condition that had been with him since birth would require surgery to correct, the young man was uncharacteristically concerned. “The other thing about Cameron was that he loved to shop,” said Maxam. “So I thought some shopping therapy would help.” After two hours walking the mall Maxam was in awe of her son. “Every store we went into, men, women, young people…he said hello to everyone,” she recounted. “He was friends with everyone we met in the mall.” Those friends, new and old, are holding a candlelight vigil Dec. 12 at 7 p.m. at ‘the boathouse’ in Glen Walter at the corner of County Road 2 and Sabourin Drive. Maxam is bracing herself for an onslaught of support from friends and family that is already flooding her home. “There have been so many stories told in the last couple of days,” she said tearfully. “It’s hard to pick just one.”

Cameron Savard Cameron’s friends, though, were quick to point out more than a few of their favourites. Buddy Sam MacGillivray recounted an occasion in June while at an outdoors education class in Charleston Lake where Cameron outdid himself. “I was cutting jalapenos for part of supper and I got some juice in my eye...and it was killing me,” he said, adding Cameron thought his friend was being a bit of a baby - so he quickly dashed some of the fiery liquid in his own eye. “And then he just flips out, and goes to dunk his head in the water and he just falls over.” Friend Spencer Roy was equally impressed with his buddy.

“Every guy I’ve ever met in town was through Cam,” he said. Cameron’s sister Cassidy said her brother was a young man among men. “He talked to everyone,” she said. Added friend Landon Hickman: “He was one of those kids, that whenever he came into the room the whole atmosphere just changed.” Mat Perreault, another of Cameron’s army of friends suggested: “And when he walked into a room he always had something different to say.” Cameron is also survived by his father Chris Savard, and siblings Tristan, Taylor and stepsiblings Cameron and Bailey. His funeral took place Saturday.

City deputy clerk feted with provincial award

CORNWALL, Ontario - Cornwall Deputy City Clerk Manon Levesque has been recognized with a special award from a provincial organization for her efforts in making Cornwall a more accessible community. Levesque was presented with the AODA Champion Award from the Association of Municipal Clerks and Treasurers of Ontario (AMCTO) during the regular City Council meeting on Monday. Over the past 10-plus years, Levesque has played a key role in integrating accessibility standards into the fabric of the City of Cornwall. “Thanks in part to the hard work and dedication of Ms. Levesque, Cornwall is now much

closer to becoming a barrier-free community and we have a viable plan to help us make it the rest of the way,” said Mayor Leslie O’Shaughnessy prior to presenting the award. In accepting the award, Levesque was quick to thank council and administration as well as members of the Municipal Accessibility Advisory Committee (MAAC) for their continued support It’s been 10 years since the Accessibility for Ontarians with Disabilities Act (AODA) came into effect, and in that time, the City has made tremendous gains on accessibility. “We have become known as one of the leaders in the province on accessibility issues,” said Levesque.

CORNWALL, Ontario – Coun. Mark MacDonald was absent from the vote at last week’s water and sewer budget meeting…and last year’s too. The veteran councillor, who was returned to office in last year’s municipal election following a previous defeat, was on vacation this year and in 2014 he left the budget meeting after being in attendance for just 45 minutes. That meeting went on for nearly two hours before that budget was set. MacDonald said Friday he had planned to attend this year’s meeting, but the date for the meeting conflicted with a previously scheduled vacation. “They announced the meeting, and I had my

holiday booked,” said MacDonald in an interview. MacDonald suggested councillors still get an opportunity to discuss the water and sewer budgets at a regular council meeting before they are officially set, but it was pointed out to him that the decisions are essentially made at the sessions which take place beforehand. He was, though, in attendance for the regular council meeting that officialy set the 2015 water/sewer rates in Cornwall - which is typically a formality. “I take the job of being of a city councillor very seriously and I would have been there (Wednesday) if I hadn’t been on holiday,” said MacDonald, who has come under scrutiny in some circles for focusing on what seems to be a single issue in his first year back

on the job: the protective services budget in Cornwall. MacDonald has railed against the skyrocketing costs of police, fire and paramedics in Cornwall, to the point that many think that is all he is concerned about. “In my opinion we all have different avenues we want to focus on, and in Coun. MacDonald’s case it’s the protective services,” said Coun. David Murphy. “In my opinion we must focus on a lot of areas. “I don’t have an issue with that; it’s the way he wants to run his term on council. Do we need to discuss it? Definitely. Does it have to be all the time? No.” MacDonald makes no apologies for his strategy, suggesting that with protective services making up

nearly half the city’s entire budget, and with payroll costs continuing to increase, the city is in trouble. “We’re reaching a tipping point,” he said. “It’s not sustainable. If we don’t correct that nothing else matters. The severity of it…if that issue is not corrected, nothing else matters. “To me it is the most severe issue.” MacDonald agreed with comments made by Murphy this week, when the latter said other municipal budget may have to tighten their belts following raises that were awarded to city firefighters via arbitration. “I think he’s right,” said MacDonald. “Those budgets go up and we go after the other budgets to cut. Cut, cut, cut.”

QUEEN’S PARK - MPP Jim McDonell is demanding the Ontario government eliminate barriers preventing older teens from accessing Children’s Aid Society services. During Question Period on Tuesday (Nov. 24), McDonell highlighted that Bill 54 - the Right to Care Act - is yet to be examined by the Standing Committee on Social Policy. “Can Ontarians count on this government to take the necessary steps to ensure that Bill 54 passes by next summer?” he asked. “Minister, it is the right thing to do.” McDonell’s private member’s bill would allow Children’s Aid Societies to make a temporary care arrangement for 16- and 17-year-olds who require their services for the first time. The Stormont-Dundas-South Glengarry MPP submitted the bill for discussion as PC Critic for Children and Youth Services in Dec. 2014, reviving Bill 88, which received all-party support during the previous parliament. “The current framework discriminates against this demographic, despite our obligations under the Convention on the Rights of the Child,” said McDonell. “Sixteen- and seventeen-year-olds are, thus, too old to enter the child protection and care system, and too young to access most of the government services aimed at vulnerable adults. This places them at a higher risk of homelessness, poverty, poor school performance, or dropping out, and being a victim of violent crime. Today, they have nowhere to turn for help. They need our action.”

CORNWALL, Ontario - Bereaved Families of Ontario once again marked the holiday season with the lighting of its Memory Tree at the Cornwall Square. Community members hang ornaments for lost loved ones at the Bereaved Families of Ontario-Cornwall & Area annual Memory Tree lighting ceremony at the Cornwall Square on Nov. 29, 2015. Dozens gathered around the towering pine on Sunday (Nov. 29) to commemorate their loves by hanging a memorial ornament. In between a series of brief speeches during the annual lighting ceremony, the Centennial Choir softened the mood with a series of stirring ballads. “The holiday season is quite often the most difficult time of year for those who’ve experienced the death of a loved one,” said Bereaved Families of Ontario-Cornwall & Area preseident Alain Berger. For a donation, people were given a decorative snowball or tag to put on the tree, which will be displayed throughout December. “Each ornament symbolizes the love that someone has for those who will not be with us this holiday season,” Berger said. Local MPP Jim McDonell and Cornwall Mayor Leslie O’Shaughnessy were both on hand to present a certificate of recognition for the local non-profit’s 30 years of community service. Volunteers will be manning the Memory Tree, with a selection of BFO-Cornwall & Area literature and pamphlets on bereavement support, local resources, and information, from 11 a.m. to 8 p.m. weekdays and 11 a.m. to 5 p.m. on weekends. In addition, BFO-Corwnall & Area is hosting a non-denominational candlelight service on Wednesday, Dec. 9, at Knox St. Paul United Church in Cornwall. CORNWALL, Ontario - City hall should be doing more than waiting for a phone call, as we await word on whether Cornwall will play host to a number of Syrian refugees in the new year, says a city councillor. Coun. Bernadette Clement tells Seaway News it is important for the city to be contacting as many local agencies as possible to be ready to help where possible in the event the Nav Centre in Cornwall is used to resettle refugees from the Middle Eastern country. While Clement is arguing for as much engagement as possible, city hall appears to be taking a largely wait-and-see approach to the issue. The city has not yet been requested by the federal government to help with Syrian refugee resettlement, and just two weeks ago Mayor Leslie O’Shaughnessy said the city would be prepared to do so - if it’s asked. “I would rather that we project an attitude of helping out now rather than waiting to be asked,” Clement said. “We might be able to create an inventory of all of the things that are going on and maybe get everyone in the same room at some point so that we all know which groups are doing what.” Clement said waiting for the phone to ring isn’t enough. “I made a motion at the last council meeting to create a municipal task force with community partners to provide leadership in facilitating the exchange of information for the sponsorship of refugees and assisting in fostering a welcome for Syrian refugees that best reflects the spirit of Cornwall,” she said. Councillors are expected to receive a report on the task force Dec. 14. “In the meantime, I am attending whatever community meetings I hear about...to try to figure out how a municipal committee might be of assistance in supporting all this local goodwill,” continued Clement. Agencies like the Eastern Ontario Training Board are working behind the scenes to facilitate communication and support plans among local groups, if refugees are housed in this area. It remains unclear just how local volunteers would be able to help, should refugees be housed at the Nav Centre in Cornwall. Nav Centre is a self-sustaining environment, with banquet facilities and accommodations for hundreds.

CORNWALL, Ontario – Cornwall’s Citizens of the Year got together Friday to add their voices to an urgent plea to the community to help fund the balance of the Agape Centre’s renovations. Seventeen Citizens of the Year gathered at the soup kitchen and thrift shop Friday for a press event to highlight the need for the community to help raise the $200,000 necessary by year’s end to cover the bills accumulated during Agape’s Within These Walls campaign which wrapped up weeks ago. “For over 40 years the Agape Centre has faithfully served those in our community who need it the most,” said former Citizen of the Year Sean Adams. “I speak for all of the Citizens of the Year when I ask that the community serves the centre at its time of need.” Monday Agape announced it required another $200,000 to cover the nearly $1-million campaign to renovate the heating system, bathrooms and windows at the facility that serves dozens of meals daily for the needy in Cornwall and area. “Thanks to the generosity of local people, the centre has raised an amazing $800,000,” said Brian Snyder, who this year was named Citizen of the Year. “They are so close to achieving the $1-million goal and we are now asking people in the Cornwall area to help us achieve that goal.” Dr. Nhat Shah, another former Citizen of the Year, agreed. “(Agape Centre) is much more than a food bank,” he said. “They provide warm clothing for

“There was definitely a need for this in the Cornwall area,” said Heward. “It can be a little intense - they’re cramming almost five years of high school in and being tested in a high pressure setting, maybe for the first time in a long time. There can be anxities attached. The purpose of this is to help alleviate that.” The program runs five mornings a week, for three to four hours, on a drop-in basis. Heward says most of the first class will likely graduate in spring or summer 2016. Many were already connected to the Tri-County Literacy Council through its adult skills program. Greg Mooney found his way back to the classroom after almost 50 years. The 66-year-old student said “learning never stops.” He heard about the GED prep course at a job fair. Sylvia Skidders credited the course for helping her reach an academic goal while raising her young family. “It’s not taking up my whole day,” she said. “This makes it a lot easier for me.” Mary Beth Cowan is looking to continue her studies at the post-secondary level in fire services, after passing the test that is. The class agreed that without a high school

diploma, finding gainful employment or furthering their education has been extremely difficult. “A lot of the courses I look into, you need to have your Grade 12 English and math to even apply,” said Cowan. Dina McGowan, executive director for the Tri-County Literacy Council, noted the GED test has been a popular choice among learners in the United States - and has recently gained more traction in Canada. “I’m waiting for the day that one our learners goes to Algonquin College, writes that test, passes, and we can say we’ve prepared someone for that,” said McGowan. “Ultimately, we’d also like to be a GED testing site.” To ensure new graduates have employment opportunities, the council partnered with a Cornwall organization. “(Our) team has indicated that they work with many local employers that are quite supportive of the GED and do indeed consider the equivalency when hiring,” said Wendy Woods, executive director of Job Zone d’emploi. CORNWALL, Ontario - The Barra MacNeils will take centre stage at Aultsville Theatre on Saturday, Dec. 12. The Cape Breton family band’s ‘An East Coast Christmas’ concert mixes traditional and Celtic seasonal fare, extraordinary musicianship, hauntingly beautiful Gaelic ballads, storytelling, and a flurry of foot-stomping instrumentals. “It’s hard to believe we’ve been touring Christmas shows for 15 years - it really is a fanfavourite,” said Stewart MacNeil in a telephone interview with Seaway News. “The material comes mainly from three holiday albums we’ve released - every year we mix it up to keep it fresh.” Fans can also look forward to festive classics, such as: Oh Holy Night, Ave Maria, A Christmas in Killarney, and Auld Lang Syne. Hollywood, artistic apologies and a young leader Todd Lihou todd.lihou@tc.tc

Maybe you saw Ryan Gosling on Saturday Night Live this weekend, or like me you were alerted to the news after the fact. I got my notification via a Google alert shortly after 1:30 a.m. Sunday when the first reactions to Cornwall’s favourite son began to filter out of the blogosphere. We decided later Sunday morning to put together a little report on the matter, joining a chorus of others who leapt to social media and welcomed what will surely be the only references to Cornwall, Ont. on the famed late-night TV show ever…unless Rob Ford is elected mayor here in Fun City. My buddy Todd Bennett, the would-be city councillor if the stars had lined up, has suggested it’s time for city hall to get behind Gosling and in some way recognize not only his talents, but the fact that the Hollywood A-lister is thought by many to be the best thing to come out of this city since Domtar Paper. Bennett, besides having a brilliant first name, is right. But the big question remains how receptive Gosling would be to a ceremony and other niceties that would not only require his assent, but also be worked into a schedule as complex as any manufactured in the glitz and glamour of Hollywood. I know other media organizations have tried to land an interview with him. We sure have – I had a few very pleasant conversations with a rep from his office last year, who politely but

firmly explained that “Mr. Gosling isn’t doing any press right now.” The exchange was quickly followed by me finding a report from some Wisconsin newspaper that included a big fat feature interview with the same guy who addressed my wife as “sex kitten” in a 1995 CCVS yearbook I will someday sell to the highest bidder and retire upon. Note: His remark should in no way be meant to disparage the teenage virtue of my beautiful wife. But back to the point…of course there should be something, somewhere, in this fine city to mark the fact that it has helped to spawn arguably the most popular Hollywood actor of this generation. The ball, as they say, is firmly in Gosling’s court. I hope he picks it up and runs right back to Cornwall with it. TAG, YOU’RE NOT IT The fine people over at The Art Gallery – Cornwall (TAG) are mad at me. It seems they completely missed the point of last week’s column, where I took the city to task about what I consider to be its very loose rules concerning who can (or should) be able to make presentations at council meetings. Of course the TAG presentation was mentioned…so was a similar one from Your Arts Council and the summertime festivals of every stripe. The art gallery has filed an ‘official’ complaint with the city and is demanding an apology from Coun. Claude McIntosh for reading a copy of Cornwall Living whilst Wyatt Walsh and Co. from

TAG made a presentation to councillors. Not exactly the kind of move you would expect from an agency about two steps away from having its city funding completely erased – but maybe they see the writing on the wall. Anyway, Mayor Leslie O’Shaughnessy, I am told, is reacting with something akin to ‘ho’ and ‘hum’ to this tempest in a crockpot. There won’t be an apology. And while we’re on this subject…could someone please explain to me the difference between an ‘official’ complaint and one that is ‘unofficial.’ “Look at this…an ‘official’ complaint.” “Put it in the ‘unofficial’ pile. Maybe no one will notice.” A (YOUNG) MAN AMONG MEN We lost an old soul last week. Cameron

Savard, the son of Shawna Maxam and former city councillor Chris Savard, succumbed to a heart defect at just 17 years of age. I did not know Cameron prior to his passing, but after hearing all the stories from his family and friends I feel as if the two of us would have been good friends. It’s probably because Cameron was good friends with everyone he met in his all-too short life. It will be an understandably subdued Christmas for dozens, if not hundreds of friends and family that Cameron touched through his jovial nature and pleasant disposition. It’s my Christmas wish that those same individuals find some peace and strength over the holidays.

Labour market plan released by training board The Eastern Ontario Training Board recently published its annual Labour Market Plan for SDG and Prescott-Russell. The plan is developed from information received from employers and other employment partners in the local region combined with various employment data published by Statistics Canada. The purpose of the plan is to identify imbalances in the local labour market and offer strategies to deal with them. Those strategies include: 1. Transitioning workers to meet labour market shortages, primarily through training

programs that allow prospective employees to gain the skills needed for available positions. 2. Ongoing workforce development and succession planning, which involves working with employers to identify their employment needs and seeking funding support for training and upskilling programs. 3. Community planning that leverages talent and supports prosperity, which involves coordinating with funders to support local business expansion and with employment service providers to help create meaningful employment strategies. 4. Gathering, analysing and communicating meaningful labour market information, which

involves continuing contact with both employers and training institutions. There are some 17,500 individual businesses in SDG and Prescott-Russell. Of that number, some 12,000 or over 68% of them are one-person shops with no employees, mostly in the agriculture, finance, insurance and real estate sectors. Not surprisingly, the largest employers tend to be in manufacturing, transportation, warehousing, health care and public administration but they form only 11% of the total number of businesses. Only nine employers have 500 employees or more, three of which are city and county administrations. The region continues to

have a lower proportion of working age people actively participating in the labour market than in other areas in Ontario, while at the same time it has a higher than average proportion of older people who are nearing retirement. The overall unemployment rate is about the Ontario average of 8%. Lack of education continues to be one of the main barriers to employment. The region has a higher percentage of people without a secondary school diploma and a lower percentage of those with post-secondary education. For a full report go to cornwallseawaynews. com

CORNWALL, Ontario - Protesters that chained themselves to a natural gas pipeline valve station northeast of the city were later removed, says the owners of the facility. Graham White, a spokesperson for Enbridge, said in an email to Seaway News the protesters were removed from the site Monday afternoon. “We are anticipating a return to service by later tonight with no impacts anticipated to deliveries,” White added. Earlier a pair of protesters had used what appeared to be u-shaped bike locks to secure their necks to the valve, which is part of a controversial pipeline Enbridge has announced it will use to flow oil from southwestern Ontario to Montreal. The pipeline runs directly through the Cornwall area.

Witness Norm Genier said in an interview protesters informed him they had been on the scene since before dawn, to draw attention to the project they think could have dire environmental consequences. “Two of the guys were chained by their necks to the valve of the pipeline,” Genier said, adding a third had chained himself to a fence that surrounds the valve station. “It didn’t look like they could move.” Genier estimated a little more than a dozen protesters are at the scene, located near Dalhousie Mills which sits right on the Quebec-Ontario border, about a 45-minute drive from Cornwall. Genier said Surete de Quebec police were also at the scene, with about six officers. This would not be the first protest concering the Line 9 Pipeline plan by Enbridge, but is the closest to Cornwall. WATERED DOWN: 70 km of city piping needs replacement Todd Lihou CORNWALL, Ontario – Nearly a third of the water mains in Cornwall – about 70 km - needs to be fixed, or replaced. And the city is only rehabilitating about half of what it should. John St. Marseille, the city’s infrastructure manager, told city councillors Wednesday night the amount of deficient water mains represents a sizable portion of the 280 km of piping that runs through Cornwall. “We are seeing a lot of water mains well beyond their service life,” he said. “On top of that…

water main breaks have occurred. Those coincide generally in the areas…where there are deficiencies. “This compromises our water distribution system.” But the city only replaces about 1.5 km of water mains per year, thanks in large part to the prohibitive costs. It should be closer to three kilometres a year, to keep up with the degradation of the system. “We’re really only at about half of that,” said St. Marseille. “We’re not meeting that requirement – and that’s assuming we have 100 years of service

life on a water main. “And in a lot of cases we don’t.” It gets worse, because the city has some $40 million worth of water mains on a backlog that require replacement. “We certainly have our work cut out for us,” said St. Marseille. The city is budgeting some $2.5 million in 2016 to address water main rehabilitation work, including a massive project on Fifth Street from Amelia to Marlborough. That work includes a $1-million provincial grant. “We’re not even really catching up…we’re

building a back log,” said Coun. Elaine MacDonald. St. Marseille told councillors as the water main network ages, more breaks seem to have occurred. This year the city is on pace for about 100 water main breaks, while last year there were just 48. The city is working on an asset management plan to address the water main issues, but there are concerns about the pain for ratepayers. “We’re working on this…but you have to understand people out there have to be able to pay for it,” said Coun. Andre Rivette. “As a fixed income in our household, it’s a lot of money. In our house taxes went up $51 a month (last year).”

Barb Bovington was also nearby when the car plowed into Mac’s. “I was leaving the dollar store and headed to Subway and Tim Hortons when it happened,” she said. “I believe someone hit the gas instead of the brake, but I’m not 100 per cent sure.” Police have said there no injuries to the two people in the sedan, nor the handful of individuals in the store when the incident took place.

Plenty of photos of the carnage were making the rounds on social media Sunday. Witnesses were suggesting the driver of the car was consicous and moving about shortly after the incident. ‘SigmaPointing’ a finger at the great care provided by Cornwall Hospice Roxanne Delage CORNWALL, Ontario - In honour of her brother, a SigmaPoint employee got everyone at work on board, last year, to raise funds for a very worthy cause. It’s a cause near and dear to Sue McMurray’s heart, after recently losing her brother, who passed in a hospice facility in northern Ontario. “I felt it was a very good cause,” she said. “There are a lot of people (at SigmaPoint) that have a connection to hospice.” No kidding. The local firm banded together to raise $20,001 for hospice this year. Throughout the year McMurray and a team of six co-workers organized a number of fundraising events. These included: Heart for Hospice, in February; Dance for Hospice at the ANAF, in April; Spring for Hospice raffle, in May; Canvassing campaign at Lancaster Park Outdoor Resort, in September; a book sale in October; as

well as a raffle for hand-made chess set and table by Maurice Marin; a Halloween BBQ; and the Angels for Hospice Raffle. Not to mention all the private donations throughout the year. “The employees were very happy to participate, said Wendy Pilon, “There was full participation from the three shifts.” McMurray acknowledged her organizing team, Barbara Lyons, Wendy Pilon, Suzanne Bilodeau – Brownell, Ann McDougall, Natalie Drennan, Natasha Mayer, for their contribution. “We’re just thrilled at the support by SigmaPoint over the year,” said Sandy Collette, fundraising coordinator Carfor Hospice Cornwall. “We encourage other companies to jump on board and do the same.” Funds will go directly to Hospice’s operational budget.

CORNWALL, Ontario – A special investigation into how a developmentally-delayed man was severely injured while being arrested by three Cornwall police officers is continuing to drag out. Way back in May the province’s special investigations unit (SIU) designated six investigators, including an individual who specializes in forensics, to get to the bottom of how the 43-year-old man ended up with a broken rib and other injuries following an arrest May 17 at the Cornwall train station. A trio of Cornwall police officers, who have not been named, are at the heart of the investigation that SIU says still hasn’t wrapped up. “The matter is still under investigation,” said Jason Gennaro, a spokesperson for the SIU – a Toronto-based oversight agency that investigates incidents when members of the public are injured by police. The man in this case required hospitalization following the incident. Four other Cornwall officers who may have information related to the incident were also to be interviewed by the SIU. It’s unclear what prompted police to attend the train station to confront the man in the first place. “There is no specific timeline for any investigation,” continued Gennaro. “Each is different

and due to their complexity or circumstances – such as evidence analysis, interviews, and external reports from the Coroner or the Centre of Forensic Sciences – some investigations require more time to complete. “I can tell you that the SIU recognizes the importance of resolving cases in a timely manner. However, the thoroughness of an investigation takes precedence over the length of time it takes to close an investigation. No case is presented to the director for decision until the investigation is complete.” In the meantime Open Hands, an outreach agency that advocates on behalf of individuals with special needs and has ties to the man through social support, said it is taking a waitand-see approach to the issue. “We had a couple of discussions with various officers on the force,” said executive director David Ferguson. “But we’re going to wait until the investigation is over” to continue. In May Ferguson expressed concern with how the incident played out. He said the man in question has recovered from his injuries, and his family has retained a lawyer. It is unknown if the at the heart of the incident was ever charged by officers as that information could not be immediately confirmed by Cornwall police. If criminal charges are laid against the officers, they will come at the discretion of the SIU director.

CORNWALL, Ontario - In what has become a Cornwall tradition for over 15 years, Team Cornwall will host its popular Year in Review meeting on Dec. 16. The meeting annually attracts well over 300 community leaders who are eager to hear a recap of the year’s economic activity, compiled by the City’s Economic Development Department. (NC) Whether we admit it or not, Canadian moms have always known best when it comes to kitchen pantry staples that are good for you. A majority of Canadians are familiar with the Mazola corn oil label sitting on their shelves, because their moms used it for home cooked meals when they were growing up. But few are aware of corn oil’s many

1/4 cup parmesan cheese (grated) Directions: Prepare bouillon: Combine the ingredients for the bouillon with only 1/2 cup of wine in a medium saucepan. Bring to a boil and simmer 10 minutes. Add other 1/2 cup wine and scallops and simmer another 5 minutes. Drain and reserve liquid and scallops only. Prepare sauce: Melt butter and saute onions and mushrooms until tender. Remove from heat and stir in flour and pepper, blend well. Put back on heat and gradually stir in cream, bring just to boiling stirring constantly. Reduce heat and simmer until thick 4-5 minutes. Add Gruyere and stir until melted. Remove from

Mash potatoes with butter,milk,salt, pepper and yolk. Pipe potatoes around scallop shells on the edges only using pastry bag and star tip. Sprinkle with Parmesan cheese all over. Place shells on baking sheet or cookie sheet. Broil 4 “ from heat on low until golden brown and heated through. About 2-3 minutes. Depends how cool things became when assembling you can also put in 400F oven for a few minutes first then on broil.

À l’école Rose des Vents, les élèves peuvent s’inscrire à plusieurs activités pendant les heures du midi. Laissez nous vous décrire certaines des activités. Il y en a pour tous les goûts! Pour les détectives et les mathématiciens dans l’âme, nous avons le club d’échecs. Le club d’échecs se passe les mardis midi pour les élèves de la 2e et la 3e année et les mercredis midi pour les élèves de la 4e à la 6e année. Le club d’échecs est dirigé par monsieur Pierre Beaulieu et madame Odette Lacoursière. Durant ce club, les élèves apprennent comment jouer, mettent en pratique des nouvelles stratégies de jeux et en plus; ils ont le plaisir de jouer aux échecs. Pour les écrivains et les journalistes de la 4e à la 6e année le club des petits crayons est offert du mois de septembre jusqu’à la fin mai. Ce club est dirigé par madame Brigitte Clermont. Au club des petits crayons, on a la chance d’écrire des articles comme celui-ci sur la vie intéressante des étudiants et sur les activités qui se passent à l’école Rose des Vents. Ces articles sont ensuite publiés dans votre journal. Pour les artistes et les orateurs, nous avons le privilège d’avoir un club de théâtre. Ce club débute vers le mois de janvier. Le club de théâtre s’adresse aux élèves des 5e et 6e années. Le club de théâtre est dirigé par madame Pauline Laneville, madame Anne Callan et madame Maegan Poulin-Glaude. Elles choisissent une pièce, auditionnent, la pratiquent et les comédiens auront la chance de la jouer devant toute l’école. Pour les sportifs et tous les élèves qui ont besoin de bouger, les jeux intra-muraux ont lieu depuis le mois de novembre. Les jeux intra-muraux sont des minis compétitions. Il y a plusieurs équipes qui s’affrontent. Les jeux intra-muraux sont dirigés par madame Mélanie Davidson et madame Maegan

Thirty-two teams of Cornwall Seniors Curlers participated in the Fourney Trophy Bonspiel with the top 12 teams competing in the playoff. The Villeneuve rink was the winner of the trophy. Thom Racine So, I am just about heading to bed Monday night and the ping of an incoming Facebook post stirs my curiosity. Long time acquaintance Stan Hum has copied an article from the CBC Ottawa website. The Ontario Woman’s Hockey Association is investigating a complaint alleging, that during a girls peewee B hockey game in Ottawa, someone yelled “go home Muhammed” to the referee. That someone is alleged to be from the visiting team and that team, was the Cornwall Typhoons. Okay, time to fess up before I continue, I yelled at more refs than I can remember. Opened my mouth before engaging my brain at some of the calls and yes, likely would have been ejected from some rinks had I not known when to shut up. Its difficult to write about incidents like these when you are not there and don’t talk to any witnesses, but one thing I can say with certainty - if the allegations are true, the very proud and very successful Typhoons organization will be embarrassed and humiliated to say the least.

To their credit, the Typhoons have opened an investigation, it will all come out and be dealt with. If I was to speculate, the offender has seen their last pee wee game for at least this season. And that brings us to the real loser(s). Not lost in all this, once again the kids suffer. I always chalked up my frustrations at my sons games to an old saying, “there is nothing more passionate than our children.” We defend them and support them, but if its during a sporting event - look out. Imagine, if the OWHA penalty is severe, future games when the Typhoons parents are not allowed in the rink. Drive to Ottawa for a game, drop the car load off at the door and “see you in two hours gang, good luck and have fun.” I doubt they would paint the entire lot with the same brush, but some would say, perhaps they should. We are a society that wants to open our doors to refugees - makes you wonder if we will really ever get it - comments like “go home....” shows just how backwards still, we really can be.

4,000 liquor bags decorated with sobriety message by students Todd Lihou

CORNWALL, Ontario - About 4,000 paper bags are being decorated by area elementary school children to bring home a sobering message for adults - don’t drink and drive. The LCBO, in co-operation with the Cornwall Community Police Service and every elementary school in Cornwall and Akwesasne, have partnered on the initiative that will see the bags go out to customers this Christmas season. “It’s been going for the last 15 years (in other communities), but this is the first time for Cornwall,” said Brigitte Walker, manager of the Brookdale Avenue LCBO store. Walker said the bags will be provided to LCBO patrons for the two weeks leading up to Christmas. Organizers are in the midst of collecting the bags from area schools, and agencies like the local Boys and Girls Club, complete with holiday messages of sobriety. “It’s a great talking point,” said Francine Lariviere, manager of the Second Street LCBO location. “The messages the kids put on the bags can be very impactful.”

what was to us an inviting ‘Terra Incognita’ series of watery pathways. It was an unmitigated treat: a couple of footbridges and strategically-placed lean-tos and benches; enormous flat-topped stumps two-feet below water level; the screeching of a pileated woodpecker; towering white pines roaring in the brisk, gusty wind. The canal’s sandy bottom grabbed at the keel of our lightly-laden canoe. Its sides are too close together to allow a U-turn; its banks are too high to permit escape before the transit between Osgood and Chapel pond has been achieved. Yes, it was “…an umbrageous canal…”, but I will just quote but not repeat Morris and Jamieson’s use of that pretentious word. I’m more comfortable describing the canal as nicely shady.

We soon found the channel, canal, cut, waterway, passage – or whatever you want to call it. All that was necessary was to believe that the thin line on the detailed topographic map wasn’t just a slip of a cartographer’s pen. We also had to believe what we had read in Morris and Jamieson’s “Adirondack Canoe Waters”: “…a little probing will disclose the entrance of the narrow canal, dug by hand about 1900 so that summer cottagers could float to services at St. John’s or to dinner at Paul Smith’s Hotel.” What followed was a multitude of little discoverings and explorings as we advanced through

We were absolutely enchanted by the waterway and its connected ponds. We retraced our steps to return to our put-in place at Osgood Pond. (No, we retraced our route by paddling – not by retracing any steps). Its open waters were tumbled by the same wind that made the white pines whistle and sway. The nor’wester made us grateful that we were wearing mitts, toques and bulky jackets. After all, it was brisk late November, not humid mid-July. Adirondack place names can sometimes be puzzling and contradictory. Some of their ponds are what we would call ‘lakes’; some of their lakes are more like ponds; some of their lakes or ponds are called ‘flows’. Come spring, we will return to the Adirondacks, armed with the findings of our winter research

Was it just a retired engineer’s playful folly or a wealthy local resident’s gift to the community? What was the project’s main purpose: recreation, access to the church, or access to Paul Smiths Hotel? Was it a Paul Smiths College hands-on project or a government make-work project? Was the work done by volunteers? Were they cottagers or college students? How was the project financed?
