everything is going well, but verbally it could be different.” A petition put forward by McIntosh and Labelle seeks public support for the camera installation and says it is sorely missing in longterm care homes in Ontario. MPP Jim McDonell has presented the petition, still in its infancy with about 100 signatures, to his colleagues at Queen’s Park. McIntosh said he plans to return with the petition when it is complete with hundreds if not thousands of signatures. “It’s heart wrenching having to put your child into a home,” said Labelle, Matthew’s step-father. “Any parent that has had to go through that will understand. And there’s no way of knowing what is going with the children.

No advantange to sharing city water with township: former councillor CORNWALL, Ontario - City hall could be giving up more than water if it connects its piping network with South Glengarry, warns a former city councillor. Glen Grant tells Seaway News the city is in competition with the township for commercial and industrial businesses, and providing Cornwall water to an outside municipality makes it easier for them to secure lucrative tax-based income from new development. “Why should Cornwall give them the advantage of offering these services and put us at a disadvantage?” Grant said. “Cornwall needs this advantage to attract commercial and industrial business to assist in decreasing the tax burden on our residents.” Last week South Glengarry’s township council made an official request of city hall for access to the Cornwall water and sewer system. The request was for a portion of land on the east side on Boundary Road, between Highway 401 and Tyotown Road. South Glengarry Mayor Ian McLeod said the

request is for properties that already have some kind of building or construction. Grant worries that once the pipes leading into South Glengarry are in the ground, then the genie is out of the bottle and requests for more water can be made in the future. “Once you open that door, or in this case valves, for these services then it will be difficult to close,” he said. “You may hear some reasons to justify giving South Glengarry these services, such as ‘We can make lots of money by giving these services.’ “The reality is the city cannot sell water for more than it costs to produce.” Mayor Leslie O’Shaughnessy, in an interview, conceded provincial legislation bars the city from charging a premium for the water itself. But he said there are other areas where the city can pick up some revenue. As an example, O’Shaughnessy said negotiations could take place to set a fee for removing waste water from any South Glengarry properties connected to the Cornwall system. “It’s part of our system now,” he said. “It’s no different than at your house. We don’t just charge for

the water...it’s an overall system.” And the mayor pointed out that increased development, especially right on the municipal border, is good for Cornwall - even if the construction takes place in South Glengarry. “When you take a look regionally, especially in something so close to Cornwall…any growth there has on offsetting benefit to Cornwall,” he said. “Anytime you’re bringing more people into your community the potential is there for economic growth from that.” City administrators are expected to report back to council in April concerning the feasibility of the South Glengarry request. A similar request a few years ago was turned down by a previous iteration of city council.

A man, now 81, has been charged by police with offences dating back to a time before Expo ‘67 and the moon landing. OPP in south Glengarry have charged a man, who was not named, with nearly 30 offences involving sex crimes against people known to him between 1963 and 1967. The charges stemmed from a domestic assault investigation conducted by members of the Stormont Dundas & Glengarry Ontario Provincial Police, assisted by the SD&G OPP Crime Unit The man is charged with assault (13 counts), assault causing bodily harm (six counts), assault with a weapon, indecent assault (three counts), buggery, mischief under $5,000, uttering threats (two counts) and pointing a firearm without lawful excuse.

No border changes Despite reports that suggested the border crossing near Cornwall would benefit from a project that would ease travel congestion, nothing has been announced in Washington. Prime Minister Justin Trudeau and U.S. President Barack Obama have endorsed plans to continue to move ahead on pre-clearing travellers moving between the U.S. and Canada. The Canadian Press reported last week that Massena, N.Y., just across the border from Cornwall, was to be one of the locations chosen for the pilot project that would see travellers pre-cleared for venturing over the border, before actually reaching a checkpoint. But in a statement Trudeau listed only changes at large centres like Toronto, Vancouver, Quebec City and Montreal.

ATV riders help out The fourth annual Telus ATV ‘Ride for Dad’ raised a record $60,000 - and counting - for prostate cancer research and awareness. The Nation Valley ATV Club event drew 303 riders to the North Dundas ATV trails system on Saturday. “We couldn’t have had a better day: the trails were in excellent condition, we had record participation and funds raised, and everyone had a great day for a great cause,” said NVATVC president Sebastien Smith. “We are very lucky to have great volunteers, sponsors, and participants that keep this event growing and more successful each year.” In the previous three years combined over $150,000 in pledges and sponsorships were raised.

Police have nabbed two individuals and a massive haul of contraband tobacco after spotting snowmobiles headed across the St. Lawrence River. Police seized more than two and a half tonnes of contraband tobacco that was transported over the frozen river via snowmobiles and sleds earlier this month. Officers saw five machines headed into Canada near Fraser Point, Que., east of Cornwall. Individuals were seen loading a nearby cube van with the tobacco. Officers were unable to stop the people aboard the snowmobiles, but did arrest two men in the cube van a short time after the exchange took place. Police have not released any names, but said possession charges are pending against one man, 23, of Valleyfield, Que. and another man, 32, of Coteaux, Que.

Volunteeers feted Cornwall enjoyed another great season of outdoor hockey, and local volunteers had a big assist in the effort. Mayor Leslie O’Shaughnessy and staff from the Parks and Recreation Department took some time on Friday to recognize the dedicated residents who helped to maintain outdoor rinks in neighbourhood parks this past winter. The group met at Memorial Park – a new rink site this winter – and the Mayor presented the volunteers with a City of Cornwall jacket as a small token of appreciation.

“We had 11 different rink sites this winter and many of them were maintained by community-minded volunteers,” said Mayor O’Shaughnessy. “They put in countless hours of work to ensure this winter tradition remains accessible to residents throughout our community.” This winter’s milder weather posed quite a challenge when it came to maintaining the rinks but the volunteers were certainly ready for the challenge.

Gravelle resigns South Glengarry Coun. Joyce Gravelle is leaving office. The township announced Wednesday morning she will be resigning her seat. Gravelle later said a new career option will place her in a conflict of interest if she remains on council, so she decided to offer her resignation. The sepcifics of the new job have not been disclosed. “It has been a privilege for me to have served the citizens of South Glengarry at the municipal council table for the last 10 years.,” she said. “This time on council has broadened my understanding of the municipal process and has helped me better appreciate the amazing community we live in. “Unfortunately, I must reluctantly resign from council to take advantage of a career opportunity which would otherwise place me in a conflict of interest. It is a decision that I make with a very heavy heart. However, I will continue to fully participate in the life of our community working with various organizations and groups and as a volunteer.”

CORNWALL, Ontario – A pair of east-end citadels are celebrating an anniversary this year. Lorneville Apartments were built 40 years ago, two of the first high-rise like buildings to be constructed in Cornwall at that time. The seven-storey apartment buildings, which today house about 500 tenants, are being honoured later this year with an anniversary celebration and officials are in the midst of collecting memorabilia going back over the decades.

“We’re hoping to put together a scrapbook with anecdotes and memories,” said Bryan Gardiner, a member of the tenants association. Gardiner said in many ways he owes his existence to Lorneville. “My parents (Len and Ann Gardiner) were next-door neighbours,” he said, adding he has lived at Lorneville all his life. “My mom was very much the girl next door. “I probably wouldn’t be here if it wasn’t for Lorneville.” The buildings were started in 1976 and one was completed the following year, while

another was wrapped up in 1978. At the time the buildings were owned by Kucor Construction and Developments. Today Realstar holds the deed. “There was a lot of construction going on at that time,” said Gardiner, pointing to things like the Cornwall Civic Complex, Cornwall Square and what is today the Nav Centre as examples. “It’s a lot like today. The 2016 Masquer-Aid Gala, to benefit Candlelighters (an agency that supports and advocates on behalf of children with cancer), has received a tidal wave of support from community-minded people and agencies. “It’s really great to see this kind of spirit for an event that is only three years old,” said Gillian Oxley-Harper, one of the organizers of the ball. “(Candlelighters) really has an incredible impact on the families stricken with cancer in this community.” Cancer is the second leading cause of death in Ontario children, after accidents.

CORNWALL, Ont. – Dig a hole in a garden, not your pocket - while eating healthy and local. That’s the message from the Agape Centre’s second edition of Seedy Sunday on March 13. Over 250 people visited the seed sale and swap event hosted by the food bank/soup kitchen/thrift store in collaboration with All Things Food and Transition Cornwall+. The crowd boasted a mix of dedicated farmers, gardeners, environmentalists, as well as homeowners and apartment dwellers interest-

ed in growing their own food. “We’re really pleased with the turnout. We had beginners, experts and everything in between,” said co-organizer Kendra Smith, volunteer coordinator for the Agape Centre. “This event is a great partnership because food literacy is important to us - and what better place to start than learning how grow your own food.” Smith noted that the event was a great opportunity to promote the ‘Plant a Row Grow a Row’ program that encourages gardeners to grow a row of fresh produce to donate to a local food bank.

Provincial recognition and new attractions for parks commission in 2016 CORNWALL, Ontario - A pair of popular outdoor attractions in the Cornwall area have been listed among the province’s best. Festival & Events Ontario (FEO) named Pumpkinferno and Alight at Night, both events located at Upper Canada Village, as Top 100 Events in Ontario for 2015. FEO Top 100 recipients represent festivals and events that excel within the industry.

“Our teams at Fort Henry and Upper Canada Village are honoured to receive this recognition,” said St. Lawrence Parks Commission general manager Darren Dalgleish. “Events continue to be an important part of our business strategy and they are significant drivers of visitors to the region. “In 2015, combined these events hosted more than 100,000 visitors and generated

an estimated economic impact of more than $10 million.” The parks commission is launching Skywood Eco Adventure Park on the 1000 Islands Parkway between Brockville and Gananoque. Skywood will be Ontario’s largest zipline and canopy adventure park in Ontario. “I’ve been witness to the high level of time, energy and creativity that goes into

the crafting and redesigning of each event,” said Geoff Waycik, manager of historic sites with the parks commission. “The annual challenges of keeping these important community events aligned with the customer’s desires is obviously paying off. “This will be a very positive beginning to our 2016 event season.” Upper Canada Village will open for the 2016 season on May 5.

CORNWALL, Ontario – New provincial funding provided to the Cornwall Community Hospital will address the growing number of young people who visit the emergency room with issues related to suicide, anxiety and self-risk. Of the $6 million the Ministry of Child and Youth Services has doled out to address mental health concerns, the Cornwall hospital received $104,000 that will go towards the hiring of a social worker that will specifically address the growing issue of young people grappling with a crisis. The number of children aged 16 and younger who visit the emergency department in Cornwall with a mental health concern has grown by 30 per cent in the last two years. Some larger hospitals, like CHEO in Ottawa, have seen a spike of as much as 50 per cent. It’s part of a nationwide uptick in such cases. “Locally we have seen an increase, for sure, in the number of children who are presenting in our

Being a good neighbour costs Cornwall very little Todd Lihou todd.lihou@tc.tc

We have some great neighbours on Riverdale Avenue. When my wife bakes apple crisp, or cookies, I am often sent next door with a plate or bowl for the Mazerolles. Likewise when a delicious shepherd’s pie or spaghetti sauce is prepared by our neighbours, a special delivery is trucked across the yard to our door. It never lasts long. Being neighbourly doesn’t cost much at all – and it can open you up to friendships you never thought you would have. So, with all due respect to Glen Grant and others sounding the alarm over a request from our municipal neighbours in South Glengarry to access water services in Cornwall, it’s important to point out the sky is not falling. Not even a little bit. Grant is a smart guy, and I would welcome him back to city hall if Coun. Bernadette Clement receives new work as a judge (or Liberal senator) as is rumoured. But to suggest the Cornwall death knell will be sounded the minute an agreement is finalized might be stretching things just a bit too far. South Glengarry filed an official appeal with city council at a meeting between the two municipalities at a public session last week. The rural community wants access to the city’s water and sewer network to service properties on the east side of Boundary Road from Tyotown Road north to Highway 401. Most, if not all, of the properties are already

in use and include some kind of occupancy – presumably with a well/septic system instead of the more coveted municipal system. Critics suggest an agreement would be make a neighbouring municipality, which the city competes against for lucrative developments that could add to Cornwall’s tax revenues, more attractive. Indeed the city has often been labelled as a more expensive option for property owners when it comes to the taxes and fees charged here, as opposed to those in places like South Glengarry and South Stormont. The theory is that Glengarry gets to tout a portion of its community as having municipal water and sewer, while also saying its tax rates and other goodies are more palatable than that of Cornwall. And critics lament the fact that Cornwall cannot charge a premium for its fresh water service – provincial legislation mandates that a municipality can only recoup the money it costs to provide such a commodity, making any provision of drinking water a revenue-neutral enterprise. But there’s still room for some money to be made – at least according to Leslie O’Shaughnessy. The Cornwall mayor told me this week there are options to make some money off an agreement. As an example he pointed to sewer services, where the city would be free to negotiate with South Glengarry on a fee to transport waste away from those properties on the east

side of Boundary Road. And finally the mayor hit upon another area that should be examined – any increased commerce on the east side of Boundary Road is a good thing for Cornwall. More people working on the fringes of the municipal border can only result in improvements to the local economy, of which Cornwall is the centre. While it would be great if Chrysler Canada (or any large-sized employer) agreed to set up shop in Cornwall, things would be just as good if such a scenario played out just across the street on the east side of Boundary. The people working in that theoretical plant would spend

most of their income in Cornwall at our grocery stores, restaurants, car dealerships and shops. And in such a world, everyone wins. South Glengarry tried, and failed, a few years ago when it approached the previous city council and asked for much the same thing. Council at that time felt that it might be cutting its own throat and said no. With new blood around the table there’s a feeling of a bit more openness to the idea. I’m betting before this issue is put to rest an agreement to send Cornwall water into South Glengarry will be approved. And that is a good thing.

Glengarry these services, such as, “we can make lots of money by giving these services” or “we are only giving these services to the existing business along the east side of Boundary Road”. The reality is the city cannot sell water for more than it costs to produce and once you open

that door, or on this case valves, for these services then it will be difficult to close. Also, to be taken into consideration is the millions of dollars we have invested in our Industrial Park. Please contact City Council and tell them you are not in favour of giving these services to South Glengarry. We cannot afford it. Glen G. Grant CORNWALL, ON.

LETTERS Editor: Over the past ten years, Cornwall has invested over 67 million dollars in upgrading our Water Treatment Plant and adding secondary treatment at the Waste Water Treatment Plant. These investments ensure Cornwall residents have high quality drinking water and the St. Lawrence River has clarified water from our treatment plant. These investments are listed because the South Glengarry council is once again asking to

be hooked up to our water and sewer infrastructure. The last request, approximately four years ago, was given a negative reply from City Council. The council at the time saw no advantage to the city in supplying these services. NOTHING HAS CHANGED since the last request. Both municipalities compete for the same residential, commercial and industrial business. Why should Cornwall give them the advantage of offering these services and put us at a disadvantage? There are a few more helmet-wearing players in the Cornwall Curling Centre senior men’s ranks this season and one is Ron Campeau who came close to becoming a grim curling statistic. Before he fell and cracked his head on the ice during a game last season, he didn’t wear a helmet. He never gave wearing a helmet much thought. Not even in the days right after the fall. That changed when he was rushed to Ottawa for delicate surgery to drain blood that had accumulated on the surface of his brain. That was about four weeks after the fall. After the tumble he got up, shook it off and finished the game. He kept playing for the next four weeks. He had a dull headache but chalked that up to a chronic sinus problem, never connecting it to the fall. One morning while doing his grocery list he began struggling with words, even a simple one like “the”. “I couldn’t figure out whether it was ‘het’ or ‘eth’ or what,” said Campeau. “That’s when I realized that something was seriously wrong.” A CT scan at Cornwall Community Hospital showed that he had bleeding on the surface of

the brain, the result of hitting his head on the ice four weeks earlier. Surgeons in Ottawa drilled a hole in his skull to drain the blood. It was a life-changing brush with death. While recovering he made a vow to return to curling this season ... but with a helmet. “I feel more at ease on the ice because of it,” he said. Campeau is encouraging other senior division members to forget about making a fashion statement and put on helmets. It seems to be working. At least a dozen members, three of them skips, have started wearing helmets and others are thinking about it. Considering that Zamboni operators at rinks are required to wear helmets, it makes sense for curlers to be equipped with protective headgear. FROM THE ARCHIVES The sleepy Stormont village of Crysler was anything but sleepy on the evening of Sept. 23, 1957. What started as a less than pleasant exchange of words inside the local dance hall quickly erupted into a full-scale riot that went on for two hours before 23 Ontario Provincial Police officers summoned from Ottawa and Cornwall got the brawl under control. The local constable was called to the dance hall to deal with two men who were throwing

punches inside the hall. However, the constable beat a retreat when he was threatened by onlookers while trying to separate the two men. He returned to his station and called for help from the OPP. The combatants spilled out of the dance hall and filled the main street. Police estimated that at least 50 people were involved in the brawl. The fights involved several different groups and moved up and down the main street. Three men were taken to hospital with injuries, one with a broken jaw. Witnesses said they saw an unconscious man carried away by friends. Six men were charged by police. IN THE REAR-VIEW MIRROR It was 1960 and The Pill kick started the sexual revolution. TRIVIA ANSWER Cornwall Pants and Prince Clothing (aka pants factory), founded by brothers Louis and Aaron Horovitz, operated in east Cornwall from 1911 until a fire in 1975. In its heyday the plant employed 300 people and made everything from shirts to police and military uniforms. During the Second World War it was hired by the defence department to make greatcoats for the Royal Canadian Navy and battledress slacks for the army and air force. The factory started out in the Brennan block at Water and Marlborough streets then expanded to the old Plamondon Hotel building on Marlborough street south. Business was so good the plant expanded to the old Collins dance hall and added a second floor.

Three Bishop Cup records were broken at the 10th annual game, the quickest goal from the start of a game went to HT’s Taran Fiacco at 1:32 of the first period.

Then St. Joe’s answered scoring two in five seconds to take the lead. A new BC record for the two fastest goals. Some 53 shots on goal combined is the fewest shots in a BC game. Ryan Lamer of St. Joe’s becomes the first player to win four Bishop Cup’s. So you see, there is a tradition. It has been a great decade for the Bishop Cup.

Yugz et le retour aux sources La toute nouvelle série en construction de l’artiste Hugo Sabourin, connu sous le nom de Yugz, présenté à la Galerie d’art EugèneRacette du MIFO, est une quête des moments de spontanéité et de l’enfance. Jusqu’au 31 mars, une douzaine d’œuvres de la série toujours en création, Vandale de nature, sont exposés dans le lieu de diffusion d’Orléans, à Ottawa. Entamé en janvier 2015, l’artiste s’est d’abord mis en tête les mots-clés «vandale» et «nature». «Je voulais représenter une nature qui était surexploitée, usée, vandalisée», évoque-t-il d’abord en entrevue. Il s’agissait aussi d’un retour à la source pour l’artiste, lui qui utilisait beaucoup le numérique dans les dernières années. On retrouvait aussi souvent oiseaux, dont dans sa dernière exposition Le plein, dit le pauvre, qu’il avait présenté à l’Espace Odyssée en 2014. «Je sentais le besoin de

revenir à l’essence de ce que je suis. C’est comme si j’avais fait un reset en janvier 2015. J’ai recommencé à faire du dessin automatique.» Cette nouvelle série de toile est donc l’essence de l’artiste, «toujours brut, avec beaucoup de coulisses et de la tache.» Le retour à la peinture sans numérique permet à l’artiste de repartir à neuf, lui qui utilise encore une fois plusieurs techniques, de l’aérosol à l’huile, en passant par le graphite ou l’acrylique. Bien qu’il a adoré ses dernières années de création, il est motivé par sa nouvelle série. «Ce qui m’allume surtout est le côté plus spontané, le côté intuitif que je voulais retrouver en retournant au crayon et au pinceau», admet Yugz. Des élèves inspirés à agir... Le 1er mars 2016 dernier avait lieu la compétition Art de s’exprimer à l’école Rose des Vents. Tout a commencé au début du mois de février lorsque Mme Martine Chabot, une enseignante de la deuxième année, a convoqué tous les élèves de la quatrième à la sixième année qui étaient intéressés à vivre cette aventure qui avait pour thème: ‘’Qu’est-ce qui m’inspire à me lever et à agir’’ à venir la rencontrer. Pendant un mois, les élèves ont travaillé sur ce projet soit à la maison ou en bénéficiant de l’aide de Mme Martine à l’école. Ces efforts les ont tous menés à la demifinale pour déterminer les concurrents qui allaient participer à la finale d’école. Donc, Maude Millette, Chloé Bazinet, Ophra Michaud, Fiona Labontée, apprécié leurs efforts! Nous félicitons donc Richard Magali Nichol, Éloise Bernier, Noah Mallory Illianu et Maude Millette qui représenteront l’école Rose et Richard Illianu ont été sélectionnés pour des Vents à la finale régionale. représenter leur classe lors de la finale de l’école. L’horaire tombait mal. Son pays avait besoin de lui. Son équipe tout autant. «C’était une situation difficile et gênante. Je ne crois pas que personne veut vivre ce genre de situation. C’était un moment historique pour le club et c’est malheureux que ça devait arriver au même moment. Je crois que la ligue doit se réajuster, car elle a beaucoup de joueurs internationaux. Si la MLS peut le faire, pourquoi pas la NASL?» Parlant de manquer des parties, de Guzman ne devrait pas être en uniforme pour le premier match de la saison du Fury. Il disputera plutôt une 87e rencontre dans le maillot blanc et rouge – record dans l’histoire du soccer canadien – dans le cadre de la ronde de qualifications en vue de la Coupe du monde. La formation de l’unifolié affrontera dans une série aller-retour le Mexique. La première rencontre aura lieu à Vancouver le jour de son anniversaire. Easter is a wonderful time, especially for children and the Humane Society of Canada is asking people to encourage kindness towards animals in a number of simple ways. Don’t buy animals for Easter. One of the most common ways that causes suffering to animals and people at Easter is when chicks, ducklings and rabbits are given to children. Chicks and ducklings are not appropriate pets. These cute animals can carry the Salmonella bacteria which causes Salmonella poisoning. When things don’t work out with these pets, not only do these beautiful little creatures suffer but so do the children who have become attached to them. These animals are a large responsibility and they can live up to 10 years or more and require, among other things, veterinary care, housing and a special diet.
