CORNWALL, Ontario - The following is a summation of the developing COVID-19 pandemic as of Tuesday afternoon, March 17. Seaway News seeks to continuously provide up-to-date information for our readers so that they and their loved ones stay informed and safe. For the latest news, see https://cornwallseawaynews.com. • On Tuesday, March 17, Premier Doug Ford declared an emergency in Ontario. Immediately closing restaurants (excluding those with takeout or drive thru), private schools, libraries, indoor recreation facilities, cancelling concerts and prohibiting all gatherings of 50 people or more. • On Monday, March 16, Cornwall City Council held a special meeting cancelling their next Council meeting, and announcing that they would be sending as many employees to work from home as possible. Richelieu Daycare was closed; city facilities are closed; Cornwall Social Services is open for emergencies only. • On Monday morning, Prime Minister Justin Trudeau declared the Canadian borders and airports were closed to all foreign nationals, with the exception of the United States. • Also on Monday, the Eastern Ontario Health Unit asked all Canadians who are currently abroad to return home. • On Saturday, March 14, the Diocese of Alexandria-Cornwall cancelled Sunday Mass for that weekend, stating that they would
decide about holding Sunday Mass on future weekends based on how things develop. • On Saturday, March 14, the first case of COVID-19 in Eastern Ontario was discovered. The patient is a woman in her 30s who had recently travelled to New York City. The patient is a nursing student at St. Lawrence College, Cornwall, and attended a class on March 10. She began experiencing symptoms on March 11, she attended the Glengarry Memorial Hospital Emergency Room on March 12, when she was diagnosed she went into self-isolation and the Eastern Ontario Health Unit traced her contacts and some of her classmates have gone into self-isolation. CORNWALL, Ontario – In an update for the media in Cornwall, the Eastern Ontario Health Unit (EOHU) stated that should it become necessary, testing and assessment sites for COVID-19 (novel Coronavirus) will be setup in the region. Dr. Paul Roumeliotis, Chief Medical Officer of Health with the EOHU explained that while no one in the region had yet to test positive for COVID-19, the virus arriving in the area was inevitable, and he sought to inform the public on the best ways to be prepared. “While I wouldn’t be surprised if someone imports it, our goal is to collectively decrease the spread of the virus in the community,” Roumeliotis said. Dr. Roumeliotis explained that 85 to 90 per cent of individuals who contract COVID-19 will be fine, but that his concern was for the remaining people who might be stricken more
severely. “Despite the fact that 85 per cent of people won’t get seriously sick, we want to do what we can to protect the 15 per cent and keep that number down,” he said. On March 11, the World Health Organization (WHO) officially declared COVID-19 to be a pandemic, with 120,000 individuals infected across more than 100 countries. “Just because they called it a pandemic, does not mean we are there locally,” Dr. Roumeliotis said. “Pandemic does not speak to severity. It speaks to breadth of spread. It depends on numbers of cases and the burden on the healthcare system.” With the goal of preventing an overload of the local healthcare system, Dr. Roumeliotis explained that steps, such as the creation of testing and assessment sites that are away from hospitals, are being planned for. Dr. Roumeliotis said that should a high number of cases of COVID-19 appear at schools, then he may recommend that those
schools be closed, and if there is widespread infection within the community, he might recommend that all schools be closed for a period of time. Additionally, he stated that the same could be true for workplaces and that employers should be prepared for absences, such as with the creation of remote work opportunities. He also said that the spread of COVID-19 could lead to the cancellation or postponement of local events, or warnings that the elderly or those with underlying medical issues avoid such events. Dr. Roumeliotis said that the Cornwall region was not at this stage yet, and that the triggering of these precautions designed to prevent the spread of COVID-19 will depend on rate of infection locally, and how burdened the healthcare system becomes. “It all depends on how this thing rolls out,” he said, explaining that it was unclear if there would be a second wave of COVID-19 in the
fall, as there was with the 1918 pandemic. “We are learning as we go.” Dr. Roumeliotis also counseled that stockpiling supplies like toilet paper was unnecessary and that individuals should instead focus on ensuring they have two weeks of food in case they have to self-isolate and have any medications they need on hand. As of right now, Dr. Roumeliotis stated that there was no shortage of personal protective equipment, such as N95 masks, but that shortages could be possible if there is an outbreak in the region, which causes a run on supplies. Additionally, Dr. Roumeliotis reminded the room that the N95 masks were only effective for a couple of hours, had to be properly fitted, and were of no use to those who were healthy, other than medical professionals. The EOHU stated that they plan to work closely with local media partners as the situation with COVID-19 develops.
• Work from home where possible. • Avoid unnecessary trips. Essential trips include medical appointments, groceries, picking up prescriptions, etc. • Practice social distancing. Do not shake hands. Keep roughly two meters between others while in public. • Anyone who has returned from a trip abroad should self-isolate for two weeks.
• If you are sick, stay home. • If you believe you have contracted COVID19, do not attend the hospital emergency room. Testing centres are being setup in the region. Contact the health unit at 1 800 267-7120. • Wash your hands and do not touch your face.
COVID-19: What you need to know • Long term care homes are restricting visitors to those who are making palliative visits. The same goes for all local hospitals including the Cornwall Community Hospital, the Glengarry Memorial Hospital and the Winchester District Memorial Hospital. • Friday, March 13, all of the townships of Stormont, Dundas and Glengarry counties declared that they would be closing municipal
facilities; some will be closed for two weeks, while others have declared they will be closed for an indeterminate amount of time. • Thursday, March 12, the province of Ontario announced the closure of all publicly funded schools. The health unit are recommending following precautions to residents during the COVID-19 pandemic:

What a week, what a month, what a start to the year! In these uncertain times. As the different levels of government across the province and country make fast decisions around protecting Canadians and limiting the spread of Covid-19, small businesses in our region and other parts of the country are being hit and being hit hard. Or the proactive choice by Canadians to focus on social distancing that results in minimal trips out of the home. Even the general insecurity around disposable incomes resulting in fewer people spending their
money with small business. To say this is an unprecedented challenge is a massive understatement and one that is sadly, out of the average small business owners’ control. While the governmental bodies work towards how they roll out their plans to assist small businesses. Locally, our organizations are banding together to offer help quickly and effectively. By the time of this publication being released we are aiming to have emergency funds made available for small businesses in Akwesasne, Cornwall and SDG. NORTH GLENGARRY, Ontario – With a heavy heart, the Township of North Glengarry announced the passing of Councillor Mike Depratto over the weekend. “Very sad news today with the passing of Councillor Mike Depratto. Mike was an amazing father,husband, friend and devoted community champion,” reads a statement from North Glengarry Mayor Jamie MacDonald. “He has served this community his whole life..serving as president of The Lions Club, Alexandria Glens, Chamber of commerce, Minor Hockey and Glengarry Soccer League to name a few. He was a strong voice on council and I relied on his opinion often. You will be missed Mike. CORNWALL & SDG, Ontario – Amid growing global health concerns, locals have been finding comfort and solace in the welcoming, melt in your mouth delight of Taste Tour grilled cheese sandwiches, available from March 5 to March 14. Each of the eight participating restaurants is donating $1 from every grilled cheese sold to Beyond 21. The Hub for Beyond 21 is a local non-profit organization dedicated to supporting adults with disabilities and different needs. The eight participants this year are Lancaster Pizzeria, Cold Platter Catering, Simply Jennifer, Schnitzels European Flavours, Lola’s Pub and Grub, the King George Restaurant, Brunch on Pitt, and the Birchwood Café. Judges made their way to each location on Friday, March 13 and the results of this year’s winners will soon be released. Many long-time Taste Tour participants took to social media, a few tagging @tastetheseaway on Instagram, sharing their experience with the tour. Taste also had the opportunity to get the insight of some first-time
participants. “I tried the peachy pig at the Birchwood Café,” said Steph Hart. “I really enjoyed it; I’m a huge fan of cheese and fruit so its the one I wanted. (I’m) pretty sad its not going to be on the menu forever.” Hart said she appreciates how Taste Tours encourage locals to get out of the house, support a local restaurant and try something they normally wouldn’t. “It’s great (Beyond 21 is)a part of it. It’s very important to promote and give them inclusivity,” said Hart. “I never had this before and I have never heard of Beyond 21,” said Jackie Brunet, who was happy she participated and tried the Meatloaf & Mac Grilled Cheese at Brunch on Pitt. Brunet was recommended by a local podiatrist. Executive Director of Beyond 21 Jane McLaren could not agree more and hopes the event can become an annual staple. “It’s so exciting, seeing all the things on Facebook. People in our personal circles have tried (multiple grilled cheese sandwiches),” said McLaren, who was also happy to see Matt Fox, member of Beyond 21 and Tammy Hood, staff of Beyond 21, on the judging panel.

I have been a part of a number of emergency management committees in my career, however I have yet to experience something quite like the COVID-19 situation our country, and the entire world, is currently dealing with. The Township of South Stormont is taking the COVID-19 virus very seriously, and we
have implemented some safety protocols to help mitigate against the spread of the virus in our communities. The first step we took was to cancel all upcoming recreation programming and facility rentals, until at least April 5, 2020. In the interest of public safety and based on recommendations of the Eastern Ontario Health Unit and public health officials across the country, we felt it was important to limit the opportunities for public gatherings to limit any potential spread. By Monday morning, the situation required additional safety measures, and we decided to close the Township Offices and facilities to the public, including the main office and the Long Sault Arena. Staff are still available to assist residents, however in-person visits will

ALL RECREATION PROGRAMMING AND FACILITY RENTALS CANCELLED
Due to growing concerns over the potential spread of COVID-19 (Novel Coronavirus), the Township has decided to cancel all upcoming recreation programming and facility rentals until at least April 5, 2020. In the interest of public safety and precaution, and based on the recommendations of the Eastern Ontario Health Unit (EOHU) and public health officials, the Township is limiting opportunities for public gatherings to reduce the chances of the spread of the virus within the community. We found out over the weekend that the Coronavirus (COVID-19) has arrived in our region. Across the province at last check, the total number of cases in Ontario was around 200. On Monday, Prime Minister Justin Trudeau announced travel restrictions for foreign nationals entering the country and told Canadians abroad to come home. Online I’ve seen rumours and speculation about how many cases there are in the area. It seems almost everyday I receive an email telling me that someone knows someone who heard there is a case in their neighbourhood. As a newspaper, it is our job to cut through the rumours and give the public the most accurate and up-to-date information that they need to stay informed. Here is what I can share so far. The new Coronavirus that has been spreading globally is highly contagious because it is new. In most cases, the disease is not life-threatening and symptoms are not that severe. What is concerning is how contagious this virus is. Even if only a small number of those infected die from the sickness, that is still a very high number because of how many people could potentially contract COVID-19. What can be done? Get your news from public health officials, the province of Ontario, the Canadian federal government and of course, your local newspaper for starters. Second is to practice social distancing. Work from home if you can. Stay home if you’re sick. Avoid going out where possible. Most importantly however, is to wash your hands thoroughly. By taking measures to ensure that we aren’t infected, not only will less people get sick, but also there will hopefully be a lower chance of a person infecting someone else, especially a senior or someone who is immune-compromised. These measures will also help to keep people out of hospitals and emergency rooms who don’t need to be there. The real threat to all of us from COVID-19 are the knock-on effects. Yes, this will hurt the economy, and local business, but it could also put the lives of those who are not infected with the virus at risk. Many of you I am sure have seen the graph that has been circulating, one with a line that forms a mountain, and another that looks like a flat hill. That’s what needs to happen with the Coronavirus to keep our healthcare system from being overloaded. We all have to take steps to blunt that curve. For many of us, this is the first time in our lives where each person in the community has a role to play in a global event like this. Think of your neighbours. Keep yourselves healthy. Also help your neighbours by staying informed. Even in Cornwall, we saw a run on toilet paper. How ridiculous is that? Coronavirus in no way will require you to have a stockpile of toilet paper. Do not actively hoard items, leave some toilet paper for the next person. Also, keep in mind that your neighbours and loved ones might be in self-isolation or quarantine. They might require essentials like food and medicine. If you are healthy and are able to go out, there is nothing wrong with collecting a few items for them that they might need and dropping them off at their front door. Like I said, we all have our part to play in this. For the latest updates on the Coronavirus, Seaway News is taking part in daily conference calls with the Eastern Ontario Health Unit. She didn’t want the “Coronavirus” in the house. * Somebody claims to have seen this on Kijiji: “Will trade two-year-old budgie bird for 24-roll pack of toilet paper.” THIS AND THAT: In his biography, Bob Rae tells of his days as a young Washington Star newspaper carrier (his father was a Canadian diplomat posted in D.C.). One of his customers was Sen. Richard Nixon. At Christmas, Mrs. Nixon gave him a 10-cent tip, all pennies. Next door, another senator, a Democrat, gave him a $20 bill and told him to keep the change. ... Just got my car insurance renewal notice. Still waiting for that 15% rate cut promised by Kathleen Wynne. THE WAY WE WERE: This week in 1959, Michael Salhany, 29-year-old Cornwall lawyer, wrestled the provincial Stormont Riding Progressive Conservative nomination from Dr. Elzear Emard in a five-ballot battle that lasted into the early-morning hours. Emard, pointing out that 63% of the riding was Roman Catholic and 55% French, told delegates that the one way to defeat Liberal incumbent Peter Manley was to nominate a French Roman Catholic. He said he would capture most of that vote, especially in vote-rich east Cornwall. “The Liberals are on their knees praying

that I don’t get the nomination,” he said. Salhany failed to defeat Manley, a Berwick farmer who captured the riding in 1951 and held it for the Liberals until 1963 when Fern Guindon put the Conservative stamp on it. TRIVIA: The guest speaker at the 1962 La Semaine Francaise banquet at Knights of Columbus hall would become a prominent politician: 1) Jean Chretien, 2) Pierre Trudeau, 3) Rene Levesque, 4) Robert Bourassa, 5) Jean Marchand. TRIVIA ANSWER: With a gentle poke by the provincial government city council in 1956 agreed to borrow $1,730,000 to build a water purification plant on the former Bronson farm. It was the most expensive project in the city’s history. Adjusted for inflation, that is $17 million in today’s dollars. ALSO THIS WEEK 1959 - A canal landmark of sorts, a small snack shack at the foot of Gloucester Street, was closing after losing a big chunk of business when the St. Lawrence Seaway made Cornwall Canal obsolete. When ships were plying the canal it did a brisk business with sailors. ... The Board of Broadcast Governors reviewed an application by Montreal businessman Stanley Shenkman for a television station in Cornwall. The application was opposed by CJAD Montreal, CBC Ottawa, television executive Horace N. Stovin and CKSF Cornwall.

Some thoughts on a wacky week that has turned our lives upside down, inside out. Can’t count the number of times I have pushed a lumbering grocery cart past the mountain of toilet paper at Walmart never giving a rat’s behind as to the essential role these rolls of two-ply bottom wipers play in our lives. That is not until last week when Coronavirus inspired panic shopping grabbed perfectly normal folks by the throat. And not just at Walmart, but at every store and supermarket in the city. If you were wondering what the apocalypse might be like, the toilet paper stampede is a sneak preview. Please for calm seemed to incite more panic. It was as if folks were convinced the toilet paper making factories were closing up shop and we were going back to the outhouse age and ripping pages from last year’s Eaton catalogue strategically situated next to the seat. In my wildest dreams, never thought I’d hear (and see) the premier of Ontario, flanked by the No. 1 medical person and cabinet ministers, standing before the TV
cameras and pleading with Ontarians, “Stay calm. There’s plenty of toilet paper (to go around).” * On the weekend local Roman Catholic churches suspended Saturday night and Sunday masses. Nobody can recall that ever happening. Just the opposite. In past times of trials and tribulation, church doors were swung open. * One local grocery store was so overwhelmed by panic buying, a security guard was stationed at the front door and the number of customers allowed in was limited to small groups. Lines outside a Cornwall grocery store haven’t been seen since rationing days of the Second World War. * A grocery store customer was reading the label on the last package on the shelf at Farm Boy when a man, out of no where, snatched it out of her hand and dashed down the aisle. * One has to go back to the dark days of the Cold War and the Cuban missile crisis for this kind of mass anxiety. * It’s not all gloom and doom. * Somebody posted on Facebook that Walmart was so busy it opened Cash No. 2. * A Toronto columnist said that after watching CNN’s coverage for 30 minutes, he felt the need to grab a pick axe and head to the basement to start digging a bunker.

CORNWALL (Ontario) - Dans un courriel adressé au personnel et aux étudiants le dimanche 15 mars, le président et chef de la direction du St. Lawrence College, Glenn Vollebregt, a annoncé que le campus de Cornwall serait fermé immédiatement après qu’un membre du campus se serait révélé positif pour COVID-19. «À compter d’aujourd’hui, le campus de Cornwall du St. Lawrence College est fermé. Cela signifie qu’aucun employé, étudiant ou membre de la communauté ne doit accéder au campus. Nous prenons les mesures de précaution appropriées et informerons notre communauté de la réouverture du campus », indique le communiqué du collège. le patient est un étudiant en soins infirmiers au collège. Elle était en classe le 10 mars et avait des symptômes le 11 mars. Elle a été diagnostiquée le 12 mars. Elle est isolée depuis ce temps. Certains de ses classmates sont également isolés par mesure de précaution. Selon Vollebregt, l’étudiant a été testé positif dans un hôpital local après avoir récemment voyagé aux États-Unis. «Veuillez noter que les étudiants SLC du campus de Cornwall dans tous les programmes sont priés de ne pas assister au stage jusqu’à nouvel ordre. Le BSEO recommande la fermeture temporaire de divers types d’établissements afin de prévenir la propagation du COVID-19 COMMUNIQUÉ DE PRESSE DE LE BSEO ONTARIO EST - S’alignant sur les gouvernements provincial et fédéral, Dr Paul Roumeliotis, Médecin hygiéniste du Bureau de santé de l’est de l’Ontario (BSEO), recommande fortement la fermeture temporaire des types d’établissement suivants dans le but de prévenir la propagation du COVID-19, à partir du 18 mars jusqu’à nouvel ordre : Bars Églises et autres lieux de culte Garderies Restaurants avec service à la table Bibliothèques Boîtes de nuit Écoles privées Centres récréatifs Théâtres Les entreprises qui offrent des aliments à emporter ou des options de livraison sont encouragées à continuer de fournir leurs services au public, puisque ces options permettront de limiter les interactions sociales

essentielles. « Rester chez-vous permet de protéger votre santé et celle de vos proches », dit Dr Roumeliotis, en ajoutant que « ça aidera aussi à assurer que les professionnels de la santé et le système de santé puissent concentrer leurs efforts sur ceux qui en ont le plus besoin ». Évitez les voyages non essentiels En plus des mesures ci-dessus, le BSEO rappelle au public d’éviter les voyages internationaux non essentiels. Les résidents qui ont voyagé à l’extérieur du Canada doivent s’auto-isoler pendant 14 jours dès leur retour. Après les tests, la patiente a été renvoyée à la maison où elle est restée isolée, »a lu un communiqué de presse du BSEO. Il s’agit du premier cas de COVID-19 dans l’Est de l’Ontario. «À ce stade, nous n’avons pas de propagation dans la communauté locale et le risque reste faible pour notre région», explique le Dr Roumeliotis. «Nous continuerons à travailler collectivement par le biais de précautions d’hygiène personnelle et de mesures de santé publique à base communautaire (telles que l’éloignement social, les fermetures d’écoles et la limitation des rassemblements de masse) pour contenir le virus autant que possible.»

CORNWALL, Ontario – Students at Cornwall Collegiate and Vocational School (CCVS) held a second protest in solidarity with the Wet’suwet’en First Nation. The Wet’suwet’en, located in BC, are protesting the planned construction of the Coastal Link Gas Pipeline through their territory. The protest has lead to demonstrations of sympathy and support across Canada. The protest organized during lunch hour at CCVS on Thursday, March 12 was organized and led by indigenous students from Akwesasne. There are roughly 200 indigenous students at CCVS, making up nearly a quarter of the school’s total population. “I would like the RCMP to realize that you can’t drink oil and you can’t eat money,” said Tanice Jock, Grade 12 student at CCVS and
one of the protest organizers. “What they are doing is selfish to the land.” The school staff were notified of the protest, and endorsed the students right to self-expression. “This gives the students a voice and a way to get involved,” said CCVS Vice Principal Marty Dettman. The protest organizers said they planned the event to take place during their lunch break because they wanted to show that it was not about missing class. “It is what we want to stand up for. After a quick response by the firemen everything was safe. Hours later the trucks were still outside and my son really wanted to see the trucks. I needed to stop at a store so I figured we could take a walk together and just stay on the other side of the road out of the way. My son was thrilled to see all the trucks! The firemen came out of the house and my son shouted THANK YOU to them. One of them ran to the truck and came out with this teddy bear and gave it to him. I cannot thank them enough for this. This initiative ensures everyone has access to Glengarry County Archives, which enriches people’s lives through arts, culture and heritage,” said Jim McDonell. The Glengarry Country Archives was established in 2013 as an agency from both North
and South Glengarry Townships. In 2019, the North and South Glengarry Township purchased a building located at 28 Kenyon St. E. in Alexandria. It is Alexandria’s oldest building and among the oldest built in the history in all of Glengarry. This building is referred to as “Macdonell House.” The house was built in the late 1830s by Colonel Angus Macdonell. In the late 1970s it was altered to be used as the Knights of Columbus Hall. Macdonell House is undergoing structural upgrades to the address floor load and fire separation issues. With the grant of $32,400 from the OTF a ramp will be installed at the primary entrance and a washroom will be modified to ensure access to everyone.

OTTAWA, Ontario – In a letter to Prime Minister Justin Trudeau, Conservative Ontario MPs expressed concern and asked for action to mitigate seasonal flooding in their ridings. All of their ridings are touched by either the Great Lakes or St. Lawrence River or other regional lake or body of water. “We write you as concerned members of the Conservative Ontario Caucus to bring to your attention the growing concerns that our constituents have with the inevitable flooding that is facing many communities across the province,” the letter to the Prime Minister reads. Communities along Lake Ontario and the St. Lawrence River experienced various degrees of flooding during the spring and summer of 2019. “My constituents here locally often face the opposite challenge of low water levels between the Iroquois and Moses Saunders Dam in Cornwall, but it is equally harmful to shorelines, property values, tourism and our environment,” said Eric Duncan, Member of Parliament for Stormont-Dundas-South Glengarry. “The one thing that is very clear to me as a new Member is that there is no coordinated
response with all the federal departments that are impacted, let alone with provincial and municipal contacts. This is a real, tangible way we can get answers to help address this issue and take real steps. I am committed to not just complaining about the situation, but finding ways, to lessen the impacts for tens of thousands of residents and businesses in Ontario and Quebec,” added MP Duncan. The International Joint Commission (IJC), the international governing body that manages water levels in the Great Lakes and the St. Lawrence River have deviated from their normal management plan throughout early 2020 to deal with anticipated flooding. “Ice conditions along the St. Lawrence may continue to limit flows over the next few weeks of winter. High outflows will continue to be released to the extent possible in response to the high waters. This action will continue to increase levels in Quebec, and also draw down water levels on Lake St. Lawrence, where extremely low water levels are expected to return,” reads an IJC statement. On Friday, March 6, the Raisin Region Conservation Area (RRCA) released a Flood Outlook Statement warning that local flooding was possible due to rising temperatures and rain.

Panthers win close game at Bishop’s Cup NICK SEEBRUCH

CORNWALL, Ontario – The 14th annual Bishop’s Cup was a nail bitter this year with the Holy Trinity Falcons and the St. Joe’s Panthers keeping it close throughout the game. Taking place on Wednesday, March 11 this was the ninth straight victory for St. Joe’s. With a little over four minutes left in the third period, with the game tied 3-3, Kale Lauzon scored his second goal at 4:17. The final score for the game was 5-3, with Ewen McMaster, Alex Slykhuis, and Ben Houle
scoring for St. Joe’s and Braxton D’Alessio, Avery McQuaig, and Connor Hum scoring for Holy Trinity. Kale Lauzon was the MVP for the Panthers, with Falcons goalie Stephane Simard selected as MVP for his team. Ben Houle was named the Dairy Queen Hard Worker of the game. High numbers of students from both schools were on hand to watch the action. The record of the Bishop’s Cup now stands at 12-2 in favour of St. Joe’s.
