CORNWALL, Ontario – The City of Cornwall have reverted their street parking rules.

For the past three years, cars have been permitted to park on the street, where parking was allowed, for up to seven days without moving.

With the introduction of By-Law 2019-112, cars are now again permitted to park on the street for only 24 hours.

“Please note that this rule is in effect only where there are no other signs restricting

parking to a particular period of time, and when overnight winter parking restrictions are not in effect,” reads a statement from the City of Cornwall. “The 24-hour restriction returns the City of Cornwall to a previous by-law standard. For the past three years, the restriction was 7 days. Previous to 2016, the limit was 24 hours.”

The City of Cornwall states that the by-law has been changed due to complaints from the public.

CORNWALL, Ontario – As of Wednesday, Oct. 2, Cornwall Transit has implemented an on demand bus service for parts of the Riverdale area.

The Brookdale number 3 bus will be travelling through Riverdale from 8:15 p.m. to 11:15 p.m. on an hourly basis from Monday to Friday and from 6:15 p.m. to 11:15 p.m. on an hourly basis on Saturdays.

SOUTH GLENGARRY, Ontario – Cornwall Community Cheer held their annual Craft and Vendor Show at Holy Trinity on Saturday, Oct. 5, 2019.

The event saw roughly 90 vendors as well as around a dozen tables that were donated to local community organizations.

Debbie Duval of Cornwall Community Cheer said that she hoped the event raised around $2,000 and estimated that they had already hit that target by around 2 p.m. on Saturday.

“We don’t really do this for the money though,” Duval said. “We keep the fees cheap so that the vendors can enjoy it as well.”

Duval explained that the money that Community Cheer raises through the event goes 100 per cent back into the community.

“We spread kindness through one act at a time and we encourage others to pay it forward,” she said.

She said that often around Christmas, members of Cornwall Community Cheer would use the money raised to pay bills at stores for strangers.

“The hardest time of year is usually around Christmas,” said Duval. “I’ve been cried over more times than I can count.”

Duval said that in the New Year, they are hoping to hold more events, including a geocache hunt.

“You don’t want to use too much force, because you don’t want to get into trouble and hurt the person,” St. Germain said.

Deputy CPS Cheif Shawna Spowart said that CPS’ use of force in 2018 was consistent with historical data.

“Overall Use of Force has been relatively consistent by our service over the past number of years. There has been an increase in the use of the Conducted Energy Weapon, however we attribute this increase to the broader deployment of the CEW’s to all police officers across the service in 2014,” she said.

Conducted Energy Weapons or CEWs (tasers) were deployed 30 times. Of those 30 deployments, on four occasions, both officers deployed their weapons during the course of an arrest, on two occasions, the CEW was used to subdue an animal.

Bean bag weapons, which are only used by CERT, were used three times.

Non-lethal weapons, such as pepper spray and batons were not deployed at all in 2018.

Officer St. Germain explained the thought process that an officer goes through when determining what level of force to use.

“We thought we would try this out and see if we could build ridership,” he said. “The route would cover what we believe needs to be covered.”

CORNWALL, Ontario – This Thanksgiving weekend, Séguin Patate is giving back by supporting Cornwall’s Agapè Centre.

On Saturday, Oct. 12, Séguin Patate will be donating all sales to the Agapè Centre. In addition to being the Saturday of the Thanskgiving weekend, Oct. 12 is the last day of the season for Séguin Patate, and the Cornwall staple wanted to use that occasion to support an important service in the community.

“My wife and I want to be involved in the community as much as possible,” said Jason Shoot, owner of Séguin Patate. “We feel as business owners it is our responsibility to be involved in the community.”

CORNWALL, Ontario – The Cornwall and District Labour Council held a debate for federal candidates on Thursday, Oct. 3 at the Benson Centre.

The debate covered a variety of topics from the economy to climate change.

In her opening statement, Liberal Party candidate Heather Megill said it was time for a change in the riding of Stormont, Dundas and South Glengarry.

“For 15 years, this riding has been held by the Conservative Party of Canada and we have little to show for it,” she said.

Conservative Party candidate Eric Duncan was not at the debate, citing a conflict in scheduling, that did not keep some of the other parties from taking aim at him and incumbent Conservative MP Guy Lauzon.

“I don’t think we got an awful lot out of having him in government,” said Megill of Lauzon’s record.

“Whenever I’ve written to Mr. Lauzon’s office, I never get an answer, maybe that’s because I’m asking questions he doesn’t like,” said NDP candidate Kelsey Schmitz. “I don’t give a crap about good service, I care about good jobs.”

“The fact that Eric Duncan is not here is a sign of his entitlement and complacency,” said PPC candidate Sabile Trimm.

One question asked by Seaway News at the debate was what the role of an MP was in the modern House of Commons.

“We are looking for leaders who are committed to the public good,” said Green Party candidate Raheem Aman, explaining his party’s approach.

“NDP MPs have done a good job while not being in power at passing legislation,” said Schmitz.

CORNWALL, Ontario – For the third year in a row, the Kinsmen Farmers’ Market is calling to all shoppers and local growers to kindly donate fresh produce for the Agapè Centre on Sunday, Oct. 6.

“We encourage anybody who has any extras in their garden to bring, or who buy fresh produce to donate to the Agapè Centre,” said Neil Benjamin, Market Manager.

Benjamin explained that the annual fall harvest assists with food shared to food bank recipients, as well as potential soup kitchen

attendees, around Thanksgiving time.

Benjamin feels that sometimes those who donate forget the importance of giving fresh produce alongside essential nonperishable items.

“Fresh foods are very important, a staple for health and overall well-being…the aspect of

Auberge Chesley’s Inn wins transformative project award CORNWALL, Ontario – Ranking among the top 30, five star hotels in Ontario, Auberge Chesley’s Inn recently won an Ecclesiastical Insurance Cornerstone Award, celebrating its transformation and heritage.

Built in 1814, the Inn was the first ever building to exist in Cornwall. Robert Prowse, former television and radio producer, saved the heritage building from falling into a state of disrepair in 2013 and spent 11 months restoring it back to serving its original purpose: entertaining and lodging individuals as an Inn. “It had frozen up so there was no heating or plumbing. It had to be completely redone… there was nothing here and it was completely empty,” said Prowse. Prowse also furnished the Inn, drawing on French design influences mixed with a bit of modern art and historical pieces.

The Inn is recognized among nine other spaces across Canada under the Transformative

Project category. Prowse said the award is significant for the area as he was asked to give a speech at the ceremony in Winnipeg later this month.

“It’s great to be recognized and also it’s very good for Cornwall…(my speech) will reach a larger audience and help promote Cornwall,” said Prowse.

Prowse said most of his guests visit from out of town, but on occasion he sees locals book a room for an anniversary or celebration. Although accommodation is the main priority of the building, Prowse has rented out floors and available spaces for parties or conferences as well.

In terms of revenue for the City of Cornwall, 2018 saw Cornwall generate $354,565 from selling recyclable materials, and the City is anticipated to be able to sell $379,641 worth of recyclable materials this year.

The bulk of those items are mixed paper, of which 1,200 tonnes has been processed and sold so far this year and 149 tonnes of newspaper.

Danielle Watson, the City of Cornwall’s Waste Management Supervisor said that many paper items that are not contaminated by too much food are recyclable.

Cornwall processes and accepts three varieties of plastics, types 1, 2 and 5. Type 1 plastics are things like soft drink bottles or plastic cooking oil containers. Type 2 plastics are milk jugs, shampoo bottles, laundry detergent bottles and the like. Finally, type 5 plastic items are yogurt ceps and margarine containers.

These items are sent for processing, some of which goes to the United States and goes on to become items like astro turf, piping, or plastic furniture.

Items that are not recyclable are largely film or wrapping plastics. Watson explained that when these items get through the system, they can cause some processing difficulties.

“That is probably the highest source of contamination for us, is film,” she said. “It gets stuck in our equipment and makes for a maintenance nightmare.”

These film type plastics include candy bar wrappers, plastic cling wrap, plastic bags and more. Watson says items like plastic bags are reusable, but not recyclable. Cornwall’s Agapè Centre accepts donations of plastic bags which they distribute in their food bank.

Other non-recyclable plastics include bubble wrap, cosmetic bags, costume jewellry, acrylic, nylon, fiber glass and more.

“If we could clear the film out, I think people are doing fairly well at recycling,” she said, although Watson did note that some recyclable items, like drink cans, are still winding up in the garbage fairly regularly.

CORNWALL, Ontario – Cirque du Soleil’s new show AXEL, premiered at Cornwall’s Civic Complex this past weekend.

Janice Robinson, Facilities and Rental Coordinator with the City of Cornwall said that this event was been three years in the making.

“They loved the building and we started negotiating from there,” she said. “It is the biggest production we have ever had in my 22 years at the Complex.”

This was the first time that Cirque du Soleil performed in Cornwall and the first time ever that they ever performed their new show, AXEL. There are 150 people who are a part of Cirque due Soleil’s crew. Many are stayed in Cornwall at the Nav Centre, and Robinson explained that a lot of them made use of local facilities and frequented local stores and restaurants.

“People who utilize Lamoureux Park have watched some of them practice on the grass,” she said. “Some mornings, they’ll do yoga in the bandshell.”

We are less than two weeks away from the federal election. Some of us are getting ready to head out to advanced polls.

Last week, I named a few issues that I thought was important for this election, but now, I want to take the time to talk about the most important question that we should be asking or MP candidates: What is your job anyway?

Think about it, do you ever hear about an MP who openly disagrees with their party leader? No. Even more rare is news of an MP who voted against the party line.

Instead of voting for the person most qualified for the job, our candidates all come conveniently colour coded. I feel that for most voters, the content of a candidate’s character is far less important than the colour of the pin they were. Some voters likely don’t even know the name of the candidate they intend to vote for before they get into the voting booth.

I think this is no way to encourage local representation at the federal level and hardly the best way to run a democracy.

I understand that parties help create consensus when it comes time for MPs to vote on certain issues, and consensus helps to make our government

run more quickly and smoothly, but I feel it has relegated the job of most MPs to that of followers rather than leaders that are truly representative of their communities.

For all of its faults, I do think that at least in theory, the United States does local representation better than we do.

A Congressional Representative in the United States does still often vote along the party line; however, it is common and even expected that if an issue will affect their constituency, that they will vote according to the interest of the voters who elected them.

I want to know that my representative in the House of Commons can think for themselves. The party that they run for should tell me something about their political views, but ultimately, I want to vote for the type of person they are. I want the candidate that I vote for to put the interests of their constituents first.

At the first candidates debate held in Stormont, Dundas and South Glengarry, the record of incumbent MP Guy Lauzon came up. Guy’s Conservative Party successor, Eric Duncan, was not at the debate to defend his mentor’s record, but I can say that I know that as our MP, Guy has done a lot to secure funding for the riding and provide ser vices to constituents.

Guy has ensured that there was

federal funding for projects like the Winchester Pool, the Brookdale extension project, the Char-Lan Rec. Centre, the Lost Villages, the new Seaway International Bridge and the Service Canada Centre in Cornwall, which brought over 200 jobs into the community. In all, it is estimated that the amount of federal funds that Guy had brought into his riding was in the hundreds of millions.

On top of that, he helps many constituents every year with their taxes and passport applications.

Is Guy all that an MP can be? No, but I think that’s a fairly good start.

Before you vote for a candidate, you should ask them what they think their job is on Parliament Hill as an MP. Ask them how they will represent their local constituency, and ask them what they will do if they disagree with the position of their party leader on a piece of legislation.

Cornwall Transit Dear Sir, I would just like publicly to commend and thank the team at Cornwall Transit for the courteous, considerate, and thoughtful service they have provided for me throughout the thirteen years that I have lived in Cornwall.

I have enjoyed pleasant and thoughtful assistance at the head office, on the Handi Trans, and the local buses, however, two occasions stand out most significantly.

At one time, when I had mistakenly boarded the wrong bus at night, the

supervisor himself came to pick me up and take me to my desired location.

Today, because I had miscalculated my time and missed my bus, the Brookdale bus driver was instructed to take me to my normal Riverdale stop, for it was after 7pm, and the Riverdale

bus was no longer running.

I have continually received the utmost respect and consideration from Cornwall Transit, and I wish to have it noted that I am indeed most grateful.

Lanthier and Sons Bakery of Alexandria announced that Cameron’s Dairy would take over its home delivery business in the city and area.

That left Canada Bread on Ninth Street East as the lone bakery making home deliveries.

But a spokesperson for Canada Bread pointed out that consumer shopping habits were changing and home delivery of milk and bread would not be around in a few years.

In its heyday, there were 10 bakeries making home deliveries in the city and area.

Also this month in 1970 - A lastminute proposal to run a private transit system in the city had council members going back to the drawing board. The lone proposal was from Charterway Transportation of London. Cornwall Street Railway had given the city notice that it would cease to operate the money-losing transit system as of Dec. 31. The late offer came from a Cornwall group which offered to do the job for less than the Charterway proposal. ...

Federal Indian Affairs Minister Jean Chretien told the House of Commons that St. Regis Band Council had never been consulted prior to 1956 when Cornwall obtained approval from the Ontario Municipal Board to extend its boundaries to Cornwall Island. ... Backing up the skip were third Bernie Breton, second Norm St. Pierre and lead Dunc McCrimmon. Peter Van Loon finished second with Gilles Viau taking third place.

There was a time, back in the ‘dark ages’ when school principals had the mother of all disciplinary tools tucked away in the top drawer of their office desks.

It was a thick, stiff leather strap, about two-feet long.

The number of whacks administered by the principal, in his office, hands on the desk, palms up, was based on the severity of misconduct, and perhaps what kind of day the headmaster was having.

I remember one guy getting two whacks on each hand for calling his teacher an old bag.

Today, the teacher would have to explain, in an incident report, what she did to make the little darlin’ say what he said.

The poor saps in schools where nuns and religious brothers taught had it a lot tougher. The ruler (aka yardstick) and wooden pointers were the weapons of choice. It saved a trip to the principal’s office. One brother had the well-earned nickname of “Brother Bell Ringer.”

In 1968 the Hall-Dennis Report on Education condemned the use of the strap and called on school boards across Ontario to ban its use. Perhaps fearing that it would lead to the proverbial case of the animals taking over the zoo, most boards were reluctant to do away with corporal punishment.

Lesser forms of punishment included standing in the corner, writing out “I will behave in class” 100 times in chalk on the blackboard, not going out for recess and the 30-minute after-school

detention, which seemed odd because it meant the teacher had to stay an extra 30 minutes.

In October, 1970 members of the TriCounty (public) Board of Education (now part of the bigger but not necessarily better Upper Canada District School Board) wrestled with a proposal that use of the strap in its schools be scrapped.

The vote was 6-to-1 ... to keep the strap. However, it was agreed that the strap was to be used only as a last resort for serious offences.

Trustees in favour of keeping the strap were probably swayed by a survey of principals, vice-principals and teachers in the Tri-County (all of SD and G) system in which 96.2% of elementary educators urged the board to keep it as a punishment option, while support for the strap dropped off to 44% in the secondary system.

In an editorial, the StandardFreeholder said, “In an age when there seems little respect for authority, a touch of discipline in the classroom is not out of place.”

But the paper cautioned that the strap should be used with wisdom and common sense.

In 1984 the Supreme Court of Canada weighed in on the issue and decreed that the use of the strap was “an unreasonable application of force in the maintenance of classroom discipline.” The strap was banned. Enter suspensions which have little effect because they are treated as a holiday.

Next up was the question of parents spanking their kids. ********** Also in October 1970, one of the last two bakeries making home deliveries in the city said it was getting out of business.

Be a fire prevention hero: plan your escape route October 6 to 12 is Fire Prevention Week.

Each year, Fire Prevention Canada endorses the National Fire Protection Association’s chosen theme.

This year it’s Not Every Hero Wears a Cape. Plan and Practise Your Escape! This campaign is designed to educate people about the small but important steps they can take to stay safe in the event of a fire.

Ensure smoke alarms work The first step in escaping a fire is being alerted to it. There should be smoke alarms on each level of your house and one in each bedroom. Test your alarms monthly to make sure they work.

Make an evacuation plan If a building is burning, you may only have two minutes to evacuate the premises once

the fire alarm sounds. Planning your escape route and practising it with everyone who lives in your home could save lives. Here’s how to create an evacuation plan with your family.

• Draw the layout of your home and identify two ways out of each room.

• Ensure that evacuation routes remain clear at all times and that all family members can access them.

• Pick two meeting places: one just outside your home and another that’s further afoot but still in the vicinity. This is where your family will gather in case of a fire.

• Make sure everyone knows how to call 911 or emergency services from a cellphone or a neighbour’s phone.

Having an evacuation plan can mean the difference between life and death. This year, be

a fire prevention hero and work with your family to create a fire safety plan.

How and why you should regularly check your smoke detectors Each floor of your home, including the basement, should be equipped with a smoke detector. It’s also a good idea to put a smoke detector in every room. However, the most important thing of all is regularly checking that they work properly.

How to inspect smoke detectors Once a month, press the “test” button on

each of your smoke detectors. If you don’t hear anything, replace the battery immediately.

In addition, you should confirm whether your detectors can actually detect the presence of smoke. Once a year, blow out a candle under them. If they don’t go off, then they need to be replaced as soon as possible.

Smoke detectors save lives The best way to prevent casualties in the case of a fire is to have functioning smoke detectors. Here’s why.

• Most fire-related casualties occur overnight. A smoke detector’s alarm allows occupants to wake up and evacuate in time.

• Smoke inhalation is the leading cause of

fire-related death. Smoke spreads quickly, and occupants have on average two minutes to evacuate before smoke inhalation becomes life threatening. Smoke detectors allow you to react before it’s too late.

The bottom line is that well-functioning smoke detectors are the best way to keep you and your family safe.

Tips for preventing electrical fires in your home Electrical fires are all too common. Here are some tips to prevent this type of disaster from occurring in your home.

• Unplug heat-producing appliances.

Toasters, blow dryers, irons, kettles and any other heat generating tools should be unplugged when not in use. If they malfunction or are accidentally turned on, they can overheat and catch fire.

• Only use extension cords temporarily.

Nothing should be left plugged into an extension cord permanently. If necessary, have a professional electrician install more outlets in your home.

• Get your electrical system updated.

Modern wiring reduces the possibility that an

electrical fire will start. It may also save you money on your insurance policy.

• Check electrical cords before plugging them in. Cords that are frayed, cracked or loose aren’t safe. Get wires repaired before plugging them in.

• Don’t remove the third prong on a power cord. The third prong protects your home from electrical malfunctions. If your home only has two-prong outlets, call an electrician to get them updated.

Above all, be familiar with the signs of electrical problems. This includes burn marks or discolouration around sockets, switches or fixtures; appliances and cords that feel hot to the touch; and breakers that regularly trip.

6 fire safety tips for homeowners living near wooded areas If you live near a forest or wooded area, you should take extra precautions to protect your home and family from fires. In addition to having functioning smoke detectors and an evacuation plan, here’s what you should do.

1. Always confirm whether there’s a fire ban in your region before lighting a bonfire.

2. Privilege fire-resistant construction materials such as metal, brick and stucco for building structures on your property.

3. Remove all flammable vegetation and materials (including firewood) that are within a 10-metre radius of your home. This will

reduce the risk of a fire spreading from the forest to your home and vice versa.

Additionally, fences and propane tanks should be kept away from the home and other buildings on the property.

4. As much as possible, privilege tree species that have a low degree of flammability such as birch, maple, poplar and aspen.

Additionally, make sure their crowns don’t touch, as this will reduce the risk of flames jumping from one tree to the next.

5. Try to collect as much rainwater as possible. You can install collection drums under your gutters and add small bodies of water to your landscaping.

6. Keep tools that could help fight a fire on hand such as long water hoses. It’s also a good idea to have a ladder that’s long enough to access your roof.

If you follow these safety tips, you may be able to prevent a fire from striking. At the very least, you’ll be better prepared in case one does occur.

What to do if there’s a fire in your kitchen More house fires start in the kitchen than in any other room. Of these, most are caused by grease. Here’s what to do if a fire breaks out while you’re cooking.

If the fire is contained and it isn’t spreading quickly, you can extinguish it. The first step is to eliminate the heat source. If it’s possible to do so without injuring yourself, turn off the oven or stove.

Next, you need to deprive the fire of

oxygen. In the case of an oven fire, leave the door closed and wait for the fire to extinguish itself. If it’s in a pan, smother it with a lid or baking sheet. To do this safely, hold the cover in front of you like a shield and cover the pot from front to back. Don’t throw the lid on the fire, as you risk spreading the flames around.

If you don’t have a cover, baking soda can be used to smother the flames. However,

you’ll likely need more than the small box you keep in your fridge. You can also use a fire extinguisher, as long as it’s rated B, which designates that it’s safe to use on grease fires. Never use water to extinguish a grease fire.

If the fire is burning too hotly to be smothered or it begins to spread fast, evacuate the house and call the fire department immediately.

CORNWALL, Ontario – Environment Minister Catherine McKenna was thrilled to see students enjoying learning about water at the St. Lawrence River Institute’s Water Festival, which takes place on Thursday, Oct. 3 and Friday, Oct. 4.

“I love as I see all the new stewards. I love that they get to come in here and learn more. I love that there’s a toilet out there, talking about how much water we waste when we flush,” said McKenna with a laugh.

McKenna arrived at the Institute around 11:30 a.m. on Thursday, Oct. 3, slightly delayed due to her electric car needing to be charged along her journey. She maintained that it was a priority of hers to get an electric car as the future of travel includes people getting around in vehicles with zero emissions. She also mentioned the $5,000 incentive for those who invest in an electric automobile.

McKenna’s first priority at the Institute was engaging with local students, dignitaries of Cornwall and Akwesasne, as well as staff of the Institute about research initiatives, the importance of our waterfront and the Water Festival displays.

“Nothing makes me happier than seeing young people out. I realize that when you have a chance to discover and connect with nature and

water, you want to protect it…we all have to do it together, which is why it’s so great to be here at the River Institute,” said McKenna.

McKenna expressed her worries about climate change and taking steps backwards on work that has been accomplished over the past four years if the Conservative Party of Canada comes to power.

“We’ve been very clear. If (the Liberals) are reelected, there will be a strong priority on water, and I look at the work that has been done (here) and it’s really incredible. The federal government does have some grant programs…we’ve done a lot of with the Ottawa Riverkeeper in terms of the health of the Ottawa River watershed, also with citizen engagement including with Indigenous peoples, so I think there are some real opportunities here,” said McKenna, referring to our unique region.

“I had a chance to meet with some Chiefs from Akwesasne and we have amazing Indigenous leaders communities who want to be partners and who are often closer to the land and waters than we are,” she added.

Mayor Bernadette Clement, who was a River Institute Board member for eight years, was happy to meet McKenna and welcome her to our city, commending her ‘phenomenal’ work as a woman in politics.

“The City of Cornwall has a very progressive Council…and our strategic plan has one entire

pillar on environmental sustainability,” noted Mayor Clement with pride.

“I think sometimes we don’t all value (freshwater). I’m someone who thinks we need to reimagine my community, Ottawa around the river.

CORNWALL, Ontario – Celebrating 25 years of local environmental research, education and advocacy, the St. Lawrence River Institute attracted hundreds of students to their annual Water Festival event on Thursday, Oct. 3 and Friday, Oct. 4.

Although some students were unable to attend a field trip due to impacts of CUPE workers enacting a work-to-rule campaign, the event was still a hit among many young environmentalists as they participated in fun learning activities while educating themselves about the importance of our local water ecosystems. Even Environmental Minister Catherine McKenna was in attendance, attracting many supporting organizations and Board Members who spoke with and got to meet McKenna.

Lexy Harquail, River Institute Biologist and Educator, explained that the event is intended to teach students about the importance of water through interactive activities, better explaining concepts like preservation and conservation.

“It’s nice to have the high school volunteers because they’re the ones who actually come out and deliver the stations to the kids and they also get a little bit of something out of it, learning and teaching others,” added Harquail.

Stations included information about fish, underwater plant life and much more. A toilet station demonstrated how much water is used when we flush. Another station challenged students to carry a stick with two buckets of water attached to it, demonstrating how accessibility to fresh water is essential and some children in less developed countries may have to travel great distances to attain buckets of clean drinking water. Another station educated students about water geology, and porosity and permeability, showing how water travels through different sediments and how this can impact where wells and systems involving water are built.

The event recognized the milestones of service from several of our local firefighters.

South Glengarry approves $1.3 million Williamstown roadwork project WILLIAMSTOWN, Ontario – At their meeting on Monday, Oct. 7, 2019, South Glengarry Township Council approved to go forward with a $1.3 million project to rebuild William St. in Williamstown.

South Glengarry contracted EVB Engineering to design, cost and oversee the project. At the meeting, EVB presented Council with three options for a sidewalk path along William St. that will be installed during the construction.

Option A provided for a 1.5 metre concrete sidewalk, Option B had an asphalt sidewalk, and Option C had none. Each option cost $1.3 million, $1.28 million and $1.27 million respectively.

Ewen MacDonald, the Township’s Manager of Infrastructure Services explained some of the reasons for the price tag of the project.

“We are going to replace everything like new. I completely understand, it is a huge project financially for us,” MacDonald said.

He explained that particularly the installation of a new storm sewer underneath the street and a new guardrail along the proposed path were big price tag items.

“This is a full reconstruction,” he said. “Storm sewers would have life expectancy of 60-75 years, same for the concrete. This should be a project that doesn’t need to be reconsider for several decades.”

Council ultimately voted in favour of Option A, the most expensive option. MacDonald pointed out to Council that the concrete would be long enduring and support the Township’s goal of promoting an active community.

MacDonald estimated that a tender should be ready for bid by early 2020.

LONG SAULT, Ontario – This year’s Fall Festival was the biggest one yet, according to Jaime MacRae of Cornerstone Organics, which hosts the event at their farm house.

Taking place on Saturday, Oct. 5, 2019, the event had 15 vendors, along with crafts for kids, cider and three live music acts.

MacRae explained how her family had owned the farm for six years and that she has a passion for organic food and homemade artifacts.

“When our son was born, we wanted more homemade and organic products free from chemicals and it became part of our lifestyle,” MacRae said. “There is something so much more special about handmade.”

MacRae went on to explain that Cornerstone Organics decided to start their Fall Festival so that there was a venue for homemade and organic products locally.

“We used to have to go out of town to find these wholesome vendors,” she said.

As a part of the festival, Cornerstone Organics was also raffling off a gift basket worth $700 for Rachel’s Kids House of Hope.

CORNWALL, Ontario – Set in the late 1970’s, the Seaway Valley Theatre Company’s (SVTC) rendition of Neil Simon’s Chapter Two is sure to draw some big laughs and relatability.

“I think everyone’s going to really enjoy it. It’s definitely something different but also familiar.

There’s comedy and rawness…(involving) conversations and arguments people may have had in their own lives,” said first-time Director Matt Latimer.

Matt, who has been involved with the SVTC for nine years, said his wife tossed the book at him and encouraged him to direct Chapter Two, which is also a famous skit in one of his favourite shows Seinfeld.

“It’s like juggling and you have to keep your focus on every ball at the same time,” said Matt, who has stage managed, acted and assisted with odd jobs throughout various productions in the past.

The play centres around widowed writer George Schneider, played by Paul Aubin, who is encouraged by his younger brother Leo, played

by Kerry Walker, to start dating again. Leo then finds Jennie Malone, played by Alison Latimer, on the rebound herself. Along the way, Leo ends up having a fling with Jennie’s friend Faye, played by Krystal Taillon.

Matt is happy to work with the talented actors and volunteers who help the show go off without a hitch.

“It’s definitely a community effort…we have roughly 10 to 12 people working on the show directly and eight working indirectly,” said Matt.

Dates are Oct 17, 18, 19, 20, 25, & 26, and Nov 1, 2 with show times starting at 7:30 p.m. There will also be a matinee on Oct. 20 starting at 1:30 p.m. The show will be performed at the new venue of 126 Second St. W. Tickets available for purchase for $20.

TORONTO, Ontario – It was announced on Sunday night, Oct. 6 that after weeks of negotiations, the Canadian Union of Public Employees (CUPE) representing educational support workers and the Council of Trustees Associations (CTA) and the government of Ontario.

CUPE was representing 55,000 employees including Educational Assistants, janitors, library workers and more. Ontario Education Minister Stephen Lecce announced on Sunday night that a tentative deal had been reached.

The negotiating parties had a deadline of midnight to reach an agreement, if an agreement was not reached, CUPE said that they would begin strike action on Monday.

The contract for CUPE workers expired on Aug. 31, after difficulties with the negotiations, CUPE began a work-to-rule action in late September.

Local school boards had warned that their schools would be closed if a strike action took place.

“Parents can rest easy knowing that their government worked tirelessly to ensure their children remain in the classroom, where they belong,” said Lecce.

ASSAULT CAUSING BODILY HARM, BREACH

CORNWALL, Ontario – Tyler Bissonnette, 25, of Cornwall was arrested on Oct. 8, 2019 and charged with assault causing bodily harm, as well as breach of recognizance for being outside of his residence. He was also charged with breach of probation for failing to keep the peace. It is alleged on the man assaulted someone known to him during the early morning hours on Oct. 8, 2019, resulting in the victim sustaining an injury that required medical attention. Police attended and an investigation

No word yet on what the deal contained, but main concerns from CUPE’s side were over security of services, namely they had concerns that cuts from the Ford Government would lead to a disruption of school services and a loss of jobs.

“We have secured a settlement that invests in high-quality services for students in Ontario’s schools, now and for the future,” said Laura Walton, president of CUPE’s Ontario School Board Council of Unions (OSBCU), which bargains centrally on behalf of the union’s education workers. “At the same time, it ensures that our members have secure jobs, decent benefits, and paid leave when they’re sick or injured.

CUPE claims that the settlement reverses many of the Ford Government’s education cuts that they enacted earlier in the year, but CUPE did not specify which cuts had been reversed in the deal. The agreement ensures that schools will indeed be open tomorrow and that the work-to-rule action has come to an end.

La chasse est interdite dans les aires de conservation de la CNS où il y a un réseau de sentiers aménagés. Il est conseillé aux résidents de se protéger et de protéger leurs animaux domestiques à l’extérieur en portant des vêtements à haute visibilité.

On demande également aux chasseurs de remettre des échantillons de chasse à des dépôts désignés pour permettre au ministère des Richesses naturelles et des Forêts d’effectuer des tests de dépistage de la maladie de dépérissement chronique.

Cette maladie cérébrale mortelle touche le cerf de Virginie, l’orignal, le wapiti et le caribou et constitue une menace pour la population de cerfs de l’Ontario.

Jusqu’à présent, aucun cas de dépérissement chronique n’a été signalé en Ontario, bien que des cas aient été signalés dans les États américains et les provinces canadiennes qui nous entourent, dont le Québec.

FINCH, Ontario - La Conservation de la Nation Sud (CNS) s’est de nouveau associée à Delta Waterfowl pour offrir le Programme de première chasse à plus d’une douzaine de jeunes du territoire de la CNS dans l’Est ontarien, leur enseignant l’importance du développement durable en matière de chasse sous la supervision directe de mentors qualifiés.

Le Programme d’initiation a la chasse de Delta Waterfowl est un cours de chasse à la sauvagine pour débutants offert aux jeunes de 12 à 15 ans de toute l’Amérique du Nord.

La CNS est partenaire de ce programme depuis 2007.

La formation est offerte sur trois semaines; les jeunes participent au Cours canadien de sécurité dans le maniement des armes à feu, au Cours de formation des chasseurs de l’Ontario et assistent aux présentations de trappeurs et d’agents de conservation locaux avant leur première expérience de chasse aux côtés de mentors.

L’inscription est gratuite et tous les coûts, y compris les repas, la formation et les manuels, sont assumés par les organisateurs. Les jeunes de la région intéressés doivent écrire une lettre expliquant pourquoi ils devraient être choisis pour participer. « La formation est conçue pour donner aux jeunes chasseurs les connaissances nécessaires qui leur permettront de pratiquer une chasse sécuritaire et éthique », a déclaré le mentor Philip Duncan, adjoint aux biens et aux approbations de la CNS et membre du chapitre de la Nation Sud. « Nous formons les écologistes de demain à respecter la sécurité personnelle, la faune, l’habitat et la propriété privée. » À l’approche de la saison de chasse de

CORNWALL, Ontario - Le Centre CharlesÉmile -Claude continue ses ateliers d’information. Les prochains ateliers auront lieu en septembre, donc le premier atelier « On jases-tu ? » ayant pour thème : « Être à l’écoute des participants », aura lieu le mercredi 9 octobre à 11 h 00 et le deuxième atelier « On jases-tu ? » ayant pour thème : « Être à l’écoute des bénévoles », aura lieu le mercredi 16 octobre à 11 h 00. L’étude a envisagé d’autres solutions pour le pont et recommande le remplacement du passage inférieur le long du tracé existant. Pour aménager le remplacement, le chemin Fraser au niveau du passage inférieur serait fermé pendant une période pouvant aller jusqu’à deux saisons de construction. L’autoroute 401 serait également fermée lorsque le passage inférieur actuel serait enlevé. Des voies de déviation seraient prévues et indiquées lors des fermetures. Nous sollicitons actuellement l’avis du public sur les propositions de l’étude.

SÉANCE D’INFORMATION PUBLIQUE EN LIGNE Une séance d’information publique en ligne se tiendra du 9 au 25 octobre 2019 afin de donner l’occasion d’examiner la proposition de remplacement du passage inférieur, notamment les répercussions sur la circulation et l’évaluation des autres solutions, et de faire des commentaires.

PROCESSUS L’étude d'évaluation environnementale pour le remplacement du passage inférieur du chemin Fraser suit le processus de planification approuvé pour les projets de groupe « B » dans le cadre d’évaluations environnementales de portée générale (ÉE) pour les routes provinciales (2000) établies par le MTO. Un rapport d'étude environnementale sur les transports (REET) sera préparé et déposé pour consultation publique à la fin de l'étude.

The Board is recruiting a dynamic, bilingual ED with experience in: • Financial Management. Plan and administers an annual budget of 1.5 million.

Prepares financial reports for the Board and funders.

• Human Resource Management. Recruits, manages and oversees a program team of 15.

• Board Duties. Supports the work of the Board, implements its policies and advances its strategic decisions.

• Program Management and Evaluation. Oversees and evaluates the annual operational plan, QI and service outcomes.

• Public Relations. Liaise with funders, stakeholders, Alzheimer Ontario, and other partners in the advocacy for and provision of dementia services.

The qualifications of the successful candidate will include: • Post secondary /University degree in Social Work, Business Administration or other human service.

• 5 or more years of management experience in a non-profit and/or community support organization • Strong leadership, human resource and team building skills • Excellent verbal/written communication skills in both English and French is required • Demonstrated budgeting, financial management and reporting skills • Proven experience in fundraising and success in accessing grants and new funding sources • Experience working with a Board of Directors • Ability to develop and maintain community partnerships • Proficiency in the use of computers • Demonstrated knowledge in the field of Dementia

Cornwall marches for Mental Health Awareness NICK SEEBRUCH

CORNWALL, Ontario – Students and support organizations from Cornwall and SD&G gathered in the city’s East End on Tuesday, Oct. 8 to raise awareness for Mental Health Awareness.

“Mental illness is still very stigmatized,” said Lauren Dewar, Agent of Mental Health Promotion for the Canadian Mental Health Association (CMHA) in Cornwall. “We want to raise awareness and get loud about it.”

The CMHA organizes this walk annually to help students get familiar with issues around mental health and connect them with local support services.

Organizations like Counselling Support Services (CSS), Big Brothers/ Big Sisters Cornwall and more attended the Army Navy Air Force Club, where the walk began, to give out information to students.

Participating schools included St. Joseph’s Catholic Secondary School, Holy Trinity

Catholic Secondary School, École élémentaire catholique Sainte-Lucie and École secondaire catholique La Citadelle.

Mayor Bernadette Clement attended the event, and explained that the mental health of the youth of Cornwall was a priority for her.

“Whenever I speak to classes of students, when I ask them what they want me as Mayor to know, one of the number one issues they bring up is mental health,” she said.

Mayor Clement explained that the City had a role to play in supporting mental health.

“It is always about supporting partnerships, that is our role as a municipality,” she said.

Over 100 students took part in Tuesday’s walk, which proceeded from the Army Navy Air Force Club, along Montreal Rd., to McConnell Ave., then back along First. St. to Marlborough and back to the Club.

“One of our goals of the walk is to ensure that future generations don’t face the stigmatization of mental illness,” said Dewar.
