In 2012, MPAC revised the value down of the property at 2401 SCM Way from $97,866,000 to $75,000,000, and again in 2016 from $89,484,000 to $79,000,000.

The property at 1501 Industrial Park Dr. saw its value downgraded by MPAC from $118,731,000 to $90,500,000 in 2012 and from $127,936,000 to $123,000,000 in 2016.

CORNWALL, Ontario – The City of Cornwall announced on Tuesday, Oct. 8 that it must repay Walmart Canada Corp. $5 million in property taxes for two properties they own in the City of Cornwall.

The Municipal Property Assessment Corporation (MPAC), re-assessed the value of 2401 SCM Way and 1501 Industrial Park Dr. in 2016, lowering their values from their 2012 assessment, meaning that the City now owed

CORNWALL, Ontario – The City of Cornwall held two open houses at the Benson Centre on Tuesday, Oct. 8 to address the public’s concern surrounding proposed changes to Cornwall’s outdoor burn by-law.

At the beginning of September, Cornwall City Council voted in favour of a recommendation from the Fire Chief that outdoor wood fires be prohibited in the city.

The first open house began at 10:30 a.m. in the MacEwen Room at the Benson Centre, with the second scheduled to begin at 6:30 p.m. that same day in the Automotive Room.

The City must repay Walmart $2,070,633 for the 2013-2019 taxation years for the property at SCM Way and $3,318,254 for the property on Industrial Park Dr. “Following receipt of the appeals, the City of Cornwall anticipated that there would be adjustments to assessment values for both

properties and has set aside funds in a Tax Stabilization Reserve to help mitigate the financial impact of both settlements. Currently, the balance in the Tax Stabilization Reserve is $3,294,085. The difference of $1,971,666 will be funded from Working Reserves and paid back to Working Reserves over the next several years,” said Tracey Bailey, General Manager, Financial Services and Treasurer.

For example, Chief Voisine informed Council that there are 260 permits given out annually, and that the Fire Services responded to 77 complaints this year. In response to a question from the audience, Voisine clarified that only one of those 77 complaints involved a repeat offender.

He also said that the majority of complaints, around 60 per cent were against nonpermit holders, he also stated that in five occasions, permits were suspended as the result of a complaint.

“My main issue to bringing this by-law to Councils because it is broken,” Voisine said, pointing to one example, of how the by-law requires people not to have an outdoor fire if the wind speed is greater than 16 km/h, something he believes is not strictly followed.

“Often times, my firefighters wind up caught in the middle of neighbour to neighbour disputes that at their root are unrelated to the fire,” he explained. “I don’t like putting our firefighters in the middle of those disputes.”

“My house is full of smoke, and the bottom line is that you can’t control the wind,” said a resident who identified himself as Gary.

Bill McGimpsey raised the point that this was ultimately a by-law enforcement issue.

“There are plenty of by-laws that need to be enforced after hours,” he said. “We need to look at someone being on in By-Law after hours.”

“Are you willing to put that in writing,” joked Voisine.

Voisine expressed however, that he ultimately was opposed to outdoor fires.

“I’m the Fire Chief, I don’t like fires and I will always err on the side of caution,” he said. “I don’t think there should be open air burning.”

Councillor Elaine MacDonald, who was in attendance for the morning meeting praised the Chief’s ability to moderate the discussion.

“He kept zeroing in on the questions and he responded factually,” she said.

Chief Voisine presented a survey for the public gathered at the morning meeting, which numbered roughly two dozen. The survey asked several questions such as “Should residents be permitted to burn wood-based fires in the City of Cornwall?”, “There are approximately 260 valid permits currently in place. Do you believe there are Cornwall residents burning without valid permits?” and “Currently the penalty for not adhering to the open air burn by-law is $195. Should this penalty be… A) Increased, B) Decreased, C) No Change,” and more.

The survey is available online at the City of Cornwall website.

The public however, had questions of their own for the Chief.

“Why wasn’t this survey done before they voted on the by-law,” asked one resident, Harold Lalonde. “And how many city by-law officers are there?”

“I brought this to Council,” Voisine explained, admitting that he did not do a formal consultation, but did gather and research data about the by-law before presenting his

CORNWALL, Ontario – The third annual Ghost Walk for Charity is returning for another year.

The annual haunted house charity fundraiser opens officially on Thursday, Oct. 17 at 1400 Vincent Massey Dr. The 25,000 sq. ft. haunted house is one of the biggest indoor haunted houses in Canada according to its organizers.

This year, the Ghost Walk will support three charities, Big Brothers/ Big Sisters Cornwall, Maison Baldwin House, and Habitat for Humanity.

The popular event saw thousands come out to get a good scare, and the event organizers are hoping for another successful haunted house this year.

The Ghost Walk this year is themed on the film Psycho and

the Bates Motel featured in the movie. Around 30 to 40 volunteers helped to make the event possible.

“It takes hours and hours,” said exhibit designer Nicole Easton. “We’ve been here everyday for over a month.”

The Ghost Walk runs from Oct. 17, 18, 19, 23, 24 and 25 with family friendly non-scare hours from 5 p.m. to 6 p.m. and full scare from 6 p.m. to 9 p.m.

On Halloween night, the Ghost Walk will be open from 7 p.m. to 10 p.m.

Tickets are $8 for adults and $6 for children 12 and under.

There’s also a family pass available for $25 (two adults and two children).

Tickets can be purchased at the door.

CORNWALL, Ontario – This year’s fashion fundraiser in support of Maison Baldwin house is sure to wow its attendees, taking place at the Cornwall Civic Complex for the first time, with a bigger stage, more stations, lavish food and drinks and several hot items to be bid on.

“It’s really elevating it from a small town fashion show to a big city…it’s in the details,” said Danielle MacNeil, Public Educator and Volunteer Coordinator at Maison Baldwin House.

Attendees can also indulge in a number of pampering stations, where they can have their hair and makeup done by the Loft Salon and enjoy a massage.

MacNeil said this year’s runway will be comprised of current, cohesive looks with handpicked models.

Clothing will come from Serendipity Boutique and French Dressing Jeans, one of the show’s main sponsors. Male models will also be gracing the stage for the first time this year, dressed by the Squire Shop.

A number of live auction items, including brand names like Michael Kors, Louis Vuitton and Fendi will be up for grabs along with 60 silent auction items donated by community members.

WALMART TAX SETTLEMENT Last week, the City of Cornwall announced that it had come to a settlement with Walmart Canada and the Municipal Proper ty Assessment Corporation (MPAC).

This case has been ongoing for over a year. MPAC assesses the value of all property within a municipality, and the municipality must use that assessment when setting their tax rates for homeowners and businesses.

Walmart disputed MPAC’s assessments on their two warehouses in Cornwall. MPAC agreed that they made an error in Walmart’s assessments and revised the values of their properties down, which led Walmart to ask for a refund from the City of Cornwall over the taxes they paid based on MPAC’s incorrect assessment.

While this was an error made by MPAC, that organization suffered no repercussions for it. It is the City of Cornwall and the Cornwall taxpayers who are on the hook for $5.2 million worth of MPAC’s mistake.

Cornwall did try to fight the outcome and not pay Walmart back for the money,

they took both Walmart and MPAC to court over the issue, something that no municipality had ever done before.

While the City lost in this case, and will have to pay the money back to Walmart, I think it was good that they fought for Cornwall taxpayers in this case, and that the whole situation highlighted important problems with this system.

First of all, MPAC is a provincial organization. While it is funded in part by all municipalities, it is ultimately accountable to the Province of Ontario. That being the case, I believe that the Province bears some of the responsibility in this case, and should pay a penalty.

At the very least, Cornwall should be exempt from any fees it pays to support MPAC until the $5.2 million that the city owes Walmart is paid off.

This is something that I think that municipalities must look at. Cornwall’s case demonstrates how a huge error on the fault of MPAC can have huge ramifications for municipalities.

Cornwall has a Tax Stabilization Reserve fund to help remedy situations just like this, but this error is so large that it will wipe out the fund and the city will also have to dip into working reserves. This mistake is so big that it has hurt the city’s financial well-being. Cornwall acted the way it should have. The City must use the assessments they are giving by MPAC to formulate their taxes, why does the City then have to pay if MPAC then goes back and rules it made a mistake in their assessments?

WATER METERS The second issue I wanted to quickly discuss is that of water meters in Cornwall.

The City of Cornwall is looking at installing water meters in residential homes and businesses.

The goal of the meters in theory is that they would encourage people to save water, and that rather than charging everyone a flat rate on their water bills, residents would pay based on their usage.

The problem with water meters however, at least for the City of Cornwall, is also the same as their benefits. Water meters encourage people to use less water, if people use less water, they are paying less on their water bills, the cost of maintaining the water system however, remains the

I think that the City of Cornwall would have to raise the rates of water bills in the city to ensure that the water maintenance budget does not run a deficit.

Unfortunately, this would mean that at least on the dollars and cents side of the conversation, Cornwall residents and the City are not going to save any money.

Whether it encourages residents to save water, is another matter.

Industrial Commissioner William Anderson urged city council to approve the planning board’s recommendation (it passed by a single vote), pointing out that city could be “missing the boat” if it denied or delayed approval.

He believed that if turned down the developers would move the project to the township on the city’s doorstep.

Commercial assessment in the city, he told council, was more than what it received from the industrial base.

In short, he said they were talking a lot of money (assessment) and jobs.

Council approved the project but it never got off the ground.

When it comes to Monday’s federal election and Stormont-Dundas-South Glengarry there are two sure bets: Stormont-DundasSouth Glengarry will not be sending an incumbent to the House of Commons and Eric Duncan will succeed Guy Lauzon as the riding’s Conservative MP. It is not a question of if the 31-year-old Duncan, a political whiz kid who got elected to North Dundas council when he was an 18-year-old student, will win; the question is by how much?

It will be by a whole bunch. It will be in landslide territory. Good chance it will be north of 50%.

After upsetting long-time Liberal incumbent Bob Kilger in 2004, Lauzon turned the riding into a Conservative fortress, one of the safest Tory seats in the country. It is the same with the provincial Conservatives and Jim McDonell. They own the riding. McDonell was re-elected last year with 61.51% of the vote while the Liberals finished a distant third behind the NDP. That had the old Liberal guard spinning in their graves.

The Liberals have struggled in the last five federal election campaigns. They hit rock bottom in 2011 with just 17.9% of the vote (Lauzon had 62.1%), barely holding off the NDP. In 2015 with Bernadette Clement

running a strong campaign they rebounded to take 38.54% of the vote, but still finished 6,639 votes behind Lauzon. It wasn’t something to celebrate.

There is no reason to think the Liberals will improve from 2015. A strong showing by the NDP Leader Jagmeet Singh coming down the stretch might help the local candidate and take away from Liberal Heather Megill.

The down side to a Duncan victory, he would be cabinet material, is that the chances of the Conservatives forming a majority government are slim. The NDP will not support a Conservative minority government and already have one foot on the Justin Trudeau bandwagon. May and the Greens, as with the NDP, would prefer crawling under the political sheets with Trudeau and the Liberals. But hey, what about the Bloc Quebecois, making a comeback in La Belle Province, sidling up to the Tories? Politics can make for strange bedfellows.

FROM THE VAULT Plans for a large commercial and residential development on 15 acres of land on the southeast corner of Pitt and Thirteenth streets were moved by the planning board to city council for approval on Oct. 15, 1965.

The developer said the project would be developed in several phases, the first a shopping centre with a large department chain store and food giant Steinberg as anchor tenants.

Another phase would construct 25 residences.

Candidates promise high speed internet, climate change plans in Martintown debate NICK SEEBRUCH

MARTINTOWN, Ontario – Party candidates for the federal riding of Stormont, Dundas and South Glengarry (SD&SG) tackled issues ranging from infrastructure, to internet connectivity, to climate change at their second public debate held in Martintown, hosted by the Good Timers Club, on Tuesday, Oct. 8, 2019.

“For the past 15 years our riding has been held by a Conservative MP and we have little to show for it, even when the Conservatives were in power,” said Liberal candidate Heather Megill in her opening statement.

After explaining his record as a former councillor in North Dundas, Mayor of North Dundas and two-time Warden for SD&G, Conservative Party candidate Eric Duncan came to the defense of his mentor, incumbent MP Guy Lauzon.

“Guy brought $150 to $200 million in federal investment to this riding,” he said.

Duncan promised that a Conservative government would work to help the residents of SD&SG and Canada make more money, take the HST off of heating bills, cancel the carbon tax and give an overall tax cut for all Canadians.

Green Party candidate Raheem Aman came to the defense of the idea of a carbon tax.

“What a carbon tax does is try to disincentivize polluters,” Aman explained. “As Greta Thunberg said, ‘the house is on fire.’”

When asked what projects they would bring to the riding and what the riding would look like at

the end of their term, all of the candidates agreed that high speed internet and better cell service were top priorities.

“I’m totally on board with high speed internet,” said People’s Party canddiate Sabile Trimm.“It is the biggest thing holding us back.”

Kelsey Schmitz, the NDP candidate went further and argued for a local Economic Development group that brought in all levels of government and local players.

“Too often, we say it is about who’s in office and what team they play for,” she said. “I think it is time for us to bring down those silos.”

Duncan additionally promised to bring more federal jobs to the riding, something that Trimm felt was unlikely to happen, citing that the riding was too close to Ottawa and that the federal government would likely want to spread jobs across the country.

When asked about infrastructure, Megill singled out Hwy. 138 as a particular focus for improvement.

“I was always worried going up and down that road in the Western part of our riding,” Megill said.

“By going on the 138, we our taking our lives into our hands.”

One member of the audience, Patrick Burger, who had previously run for the NDP in 2015 asked the candidates what they would do to fight climate change.

“I agree that there is an environmental crisis,” said Trimm, but she explained that more urgent than greenhouses gases was soil erosion. “The soil will die before the greenhouse gases kill you.”

Schmitz said that the solution to climate change had to be holistic, and that answers would be found in green technology.

“I really think one of the biggest issues of our climate crisis is that we don’t see it in our daily lives,” she said. “We need to look at infrastructure and green technology to tackle climate change in a holistic way.”

Duncan touted the Conservative climate policy as being 60 pages with more than 50 action items with an emphasis on green technology and not taxes.

“Commuters are being penalised for driving to work every day by the carbon tax,” he said.

Green Party candidate Raheem Aman attacked both the Conservative and People’s Party position on climate change.

“Eric, I like you, but people need to know that the Conservatives want to cut the carbon tax and that will incentivize polluters,”he said.”They want to build pipelines and use the fossil fuels that are causing climate change. Sabile, I like you too, but your leader Maxime Bernier said he doesn’t believe in climate change.”

He praised the Liberals as doing something, but said that it was not enough.

“My number one issue is climate change,” Megill said. “Harper didn’t talk to the press and he muzzled the climate scientists. If you are inconvenienced by the carbon tax, you will think twice about taking that trip and if you are commuting to Montreal, you will find someone to travel with.”

Increase sidewalk maintenance is set for the community of St. Andrews West following sidewalk reconstruction that is slated for 2020. Specifically, there will be an increase in service of 2.6 km in Long Sault, 3.8 km in Ingleside and 1.2 km in Newington.

Council is striving to meet the minimum requirements of section 16 of the Minimum Maintenance Standards for Municipal Highways (MMS) regulation. The MMS was amended in May 2018 and includes significant changes involving increased weather monitoring.

Staff predicts there will be no financial impact as a result of increasing sidewalk maintenance throughout the municipality, as one full-time Public Works employee was authorized by Council in July of 2019 due to a high-level review of winter sidewalk snow clearing, and staff directed the elimination of snow clearing contracts.

Mayor McGillis said that he has heard, along with many other locals, that the season is calling for significant snowfall. He feels that this is the best time to make an equipment upgrade in anticipation.

CORNWALL, Ontario – The Cornwall Legion was packed with 150 girls on Friday, Oct. 11 for the annual International Day of the Girl celebration.

The event featured multiple local organizations showcasing some of the work that local women do in the non-profit sector.

Organizations at the event included the Raisin Region Conservation Authority, YourTV, the Cornwall Police Service, SD&G Paramedics, South Glengarry Fire Department, the Canadian Mental Health Association, Boys and Girls Club, and more.

Cornwall Mayor Bernadette Clement, the first female mayor in the history of Cornwall and the first female mayor of colour in the history of the province of Ontario, was at the event and gave the opening address.

She explained how growing up at school there were some students who called her and her sister names, and that when she won scholarships, she was told it was because she was a girl. Clement said that the support of her family and those around her helped her to persevere.

Clement also told the story of one day in last year’s election campaign, that she was going door-to-door with a young girl of colour named Jersey.

“She touched my hair and said, ‘one day, I’m going to run for mayor too,’ and I thought to myself, ‘this is the right time to do this,’” she told the crowd of young women.

“I’m working hard so that all of you in this room can think they can run for office someday,”

OSPCA to transfer 100 cats from Cornwall SHAWNA O’NEILL

CORNWALL, Ontario – With winter approaching, the Ontario SPCA (OSPCA) and Humane Society are transferring 100 cats from the region to other parts of the province, in effort of helping our local shelter attain the capacity to care for more cats during cold months.

Cat overpopulation is an ongoing challenge in our area, with a record of 70 cats surrendered

in one day in 2017 to the OSPCA. These cats were also we relocated to affiliate shelters.

The number of shelter intakes in Cornwall has reduced from 655 this year compared to 1,031 during the same time span last year. The OSPCA has made an effort to reduce pet overpopulation, performing 57 space/neuter procedures this July as part of the new OSPCA mobile wellness unit.

“Managing Cornwall’s cat population must be a community approach for it to be successful,” said Carol Link, Manager at Stormont, Dundas and Glengarry OSPCA Animal Centre.

“Although significant progress has been made and we are seeing a reduction in the number of

cats people are requesting to surrender, there is still a great need in the community. We look forward to continuing to work with the community to make a positive change for animals and people.”

Thirty local cats arrived at the OSPCA Provincial Education and Animal Centre in Stouffville on Wednesday, Oct. 9. Each cat will be assessed, receive a care plan, vaccinations and a spay/neuter procedure before being placed for Adoption. Over the coming weeks, 70 more cats will go through the same process.

CORNWALL, Ontario – Former nursing students and workers of the Cornwall General Hospital, CGH, gathered at the Care Centre on Tuesday, Oct. 8 for a walk down Memory Lane.

The Cornwall Care Centre, in its previous life, served as the (CGH). For years, nursing students got hands on training in their field at the hospital.

Now, the alumni of that program, along with a team of volunteers and supporters, have decorated one hallway on the main floor in memory of their days at the CGH. “The point of this afternoon is to say ‘thank you’ and to celebrate,” said Sharon Porter, one of

the driving forces behind the Memory Lane and a graduate of the CGH nursing program, Class of ’69.

With support from CGH nursing alumni and Don Smith of the Cornwall Community Museum, dozens of photos were collected and made into a tribute on the first floor of the CGH main building.

Porter credited the work of volunteers like Don Smith, CGH alumni and Care Centre resident Shirley Heagle and CGH Nursing Alumni President Catherine Poirier for their work over the past two-and-a-half years for making the project possible as well as Dan Orr and Matt Cinnamon, owners of the Care Centre, who supported the project.

“We have tried very hard to make sure to represent every aspect and every department of the hospital,” Heagle said.

They also thanked Andre Pommier who donated a cabinet to the project as well as $1,000.

“Thank you everyone who came here today to walk down Memory Lane with us,” said Poirier.

She then recalled some of her favourite memories at the CGH. “If you’re looking at the wall, the very first thing you see is a silhouette of the fish pond from the first floor entrance,” Poirier said. “The First Floor East was my favourite place to work.

You can’t imagined how many kids we fished out of that fish pond.”

Dazzling Costumes officially opened the doors to their new retail store nearly in August 2018.

From mad scientists to dazzling princesses and comic heroes, the locally grown costume shop has the perfect disguise for any festivities.

While the location at McConnell Avenue may be new, the business is anything but. The story of Dazzling Costumes is a piece of Cornwall history as it has been in operation since the 1980s. At first Primeau-Lascelle operated a costume shop out of her home. In her first year of operations, each one of her 102 costumes was hand-sewn.

The business quickly grew beyond the

capacity of her home, as her stock reached 6,000 hand-made costumes.

Over the years the business evolved from rentals to retail. As the business was continually expanding, the company acquired a 15,000 square foot location in Le Village.

The new location allows the business to operate a retail store on the first level and have enough storage for the e-commerce store on the other three floors. Primeau-Lascelle is now able to keep a knowledgeable staff whom are experts in their own right.

“My staff is really energized. It’s an awesome team & we love our work. Every member of our staff has an area of expertise,” she said.

The store shelves are currently decorated with Halloween costumes and props, but the store offers much more than that beyond the fall season. As a year-round business, Dazzling Costumes carries pop-culture items, ladies bags, lingerie as well as naughty and nice novelties also available online year round.

A quick look around the store is a confirmation to this statement as costumes range from kid-friendly Paw Patrol to all-ages superhero costumes, to the ever-popular Harry Potter, traditional monsters, & classics such as The Flintstones.

Dazzling Costumes realizes just how important celebrating Halloween can be for a family.

“Without these donations, our thrift store would cease to exist,” said Danielle MacNeil of Serendipity.

City of Cornwall Environmental Analyst David Kuhn explained that this will make a big difference not just for the local thrift stores, but for the City’s landfill as well.

“It is estimated that around 37kg of textiles goes into landfills per-person, per-year in Canada,” he said.

“We have around 10 years left at our landfill,” said City of Cornwall Waste Management Supervisor Danielle Watson. “Around 10 per cent of our annual waste are textiles. If we could

divert that to a good cause it is a better way to extend the life of our landfill.”

The Give a Shirt campaign is looking for gently used clothing and textiles including towels, mittens, shirts, coats, pants, boots, bedding and more.

Be sure to clearly mark donation bags. A donation sign can be found on the City of Cornwall website. Those bags can then be set out to be collected on a resident’s regular garbage day between Oct. 21 and 25. The Give a Shirt donation bags will not count towards the six bag garbage limit.

CORNWALL, Ontario – The City of Cornwall’s third annual Give a Shirt campaign will return on Oct. 21 to 25.

That week is also Waste Reduction Week.

As in previous years, the public is asked to leave out bags of their unwanted clothes on their garbage pick-up day, marked with a Give a Shirt tag, which will be collected for local thrift stores.

The three thrift stores that will be benefiting from this year’s Give a Shirt campaign will be Maison Baldwin House/ Serendipity, The Agapè Centre/ New for You and Value Village.

Last year, around 6,000 lbs of clothing and textiles were donated to local thrift stores, 1,000 lbs more than in 2017.

For local thrift stores like Serendipity and the Agapè Centre, these donations make a big difference.

The Agapè Centre uses funds raised from it’s New for You thrift store to fund it’s food bank.

CORNWALL, Ontario – Tommy Sauve, the City of Cornwall’s Safety, Training and Operations Supervisor was teaching snowbank safety to Grade 4, 5 and 6 students at Eamer’s Corners Public School on Wednesday, Oct. 9, 2019.

Sauve warned the students about some of the dangers of playing in snowbanks, which include dangers of tunnels collapsing and used medical needles being swept up from the streets and buried in the snow.

Sauve also warned the kids against playing around snowbanks near the road all together.

“If you see a snow machine coming, stay back and let them do their job,” he said.

The main points that Sauve wanted to get across to the kids were to not tunnel into snowbanks, to not walk along snowbanks on the street, to not toboggan into the streets and to stay out of the way of the snow clearing machines.

MORRISBURG, Ontario – Dr. Louise McNaughton-Filion, Regional Supervising Coroner for Eastern Ontario, based in Ottawa, announced on Oct. 10 that her office will begin an inquest into the death of Babak Saidi.

Saidi, 43, was shot and killed in Dec. 2017 by a member of the OPP’s SD&G detachment during a regularly scheduled check-in at their Morrisburg office.

Under the Coroner’s Act, such inquests are mandatory.

“The inquest will examine the circumstances surrounding Mr. Saidi’s death. The jury may make recommendations aimed at preventing future deaths,” reads a statement from

Fifty-four take part in this year’s Stormont Plowing Match

INGLESIDE, Ontario – There couldn’t have been a better day for a plowing match.

Fifty-four plowers from across Stormont, took part in this year’s Stormont County Plowing Match, held at David Brown’s farm, in Ingleside, on October 12. The tradition of heading out to compete in such a match isn’t a new one, the first dating back to

1932. “This year we have 54 plowers and 14 forage members who are plowing,” said Kelsey Smith.

“Last year we have 51. They each are given a lot and from there they must plow their opening split, their furrows in between and their closing. David Brown paid for each participant.”

Judges then inspected the work performed, with winners announced at a banquet held later during the day. “There’s a point system,” Smith explained. “There’s different classes. There’s the

horse classes and the antique classes as well as forage plowing as well.”

In addition to all the plowing action, visitors were also treated to a vendor show. The latter offered various goods.

“We have different vendors this year,” said Smith. “We don’t always have them, so it’s great that they’re here.”

The Stormont area, rich in cash crop, dairy and beef farmers, fielded several hard-working

participants. But it wasn’t just plowers who took part in the event. The MacNauhton family, although not residing in Stormont anymore, were on hand to witness the match. “I participated in it some years ago,” recalled Steven MacNaughton.

“We just decided to come take a look at it today. It’s such a great day and all.”

Results of the match were unavailable as of press time.

GTRC saisie de tabac et de cannabis COMMUNIQUÉ DE PRESSE DE LA GTRC GLEN ROBERTSON, Ontario - Le 4 septembre 2019, à la suite d’une enquête de plusieurs mois, le Groupe de travail régional de Cornwall (GTRC) a intercepté une livraison de tabac illégal à Alexandria et exécuté un mandat de perquisition à Glen Robertson.

L’opération a permis l’arrestation de Laurier Théoret, (70 ans), d’Alexandria, et de Jason Willard (45 ans) et Joseph Duchesneau

(66 ans), tous deux de Glen Robertson. Les agents ont saisi plus de cent mille (100 000) cigarettes, cent quatre-vingt-dix-neuf (199) plants de cannabis, un (1) pistolet semiautomatique Springfield de calibre 22, une camionnette Dodge Caravan 2012 de couleur grise, et de l’équipement destiné à la production de cannabis. L’enquête se poursuit.

Les trois (3) accusés font face à des accusations en vertu de la Loi sur l’accise (2001) pour la possession de tabac non estampillé. M.

Jason Willard fait également face à des accusations de production illégale de cannabis en vertu de la Loi sur le cannabis, et de possession non autorisée d’une arme à feu, en vertu de Code criminel. Les trois (3) accusés devront comparaître devant la Cour de justice de l’Ontario à Cornwall le 22 octobre 2019.

Les trois (3) hommes font également face à différents chefs d’accusation en vertu de la Loi de la taxe sur le tabac.

Loving father of Susan Sampson (Cortney), Thornhill, Monica Salt (Doug), Nepean and Matthew (Andy Brouwer), Calgary. Cherished grandfather of Thomas and Jake Salt, and Jordan Sampson. Predeceased by his parents Alexander and Florence, brothers Archie McLellan, Jim McLellan (Barbara), sisters Margie Hession (Bill, deceased), and Ileen Kennedy (Frank). Will be sadly missed by his siblings Isobel McLellan, Cornwall, Bob McLellan (Elaine), Orangeville, John McLellan (Judy), Nepean, Ann Serdula (Ken, deceased), Deep River, and Paul McLellan (Colleen, deceased), Long Sault. Dear brotherin-law to Don Snetsinger (Marie), Norwood, Kent Snetsinger (Carolyn), Cornwall, and Kathleen Yang (Phil), Ottawa. He was the loving uncle of many nieces, nephews, great-nieces and great-nephews. If a life is measured by love, respect, family, and friends—Peter has an exceptional record. Lancaster’s annual Harvest Festival a hit LANCASTER, Ontario – Lancaster’s main street was buzzing with activity on Oct. 12, during the town’s fifth annual Harvest Festival.

Hundreds of visitors travelled up and down Lancaster’s downtown, hoping to acquire handmade goods and to possibly get a head start on their Christmas shopping. Products available included wooden signs, baked goods, toys and much more.

New this year in terms of participants, was Henderson’s Grocery and the Lancaster Pizzeria. In addition, the crowd gathered was pleasantly entertained by a DJ. Amongst the many sellers was Linda Theoret, who exhibited her wares at the festival for the very first time. “It’s been extremely consistent,” she explained, as curious onlookers circled the table she had set up. “I’m from South Lancaster but it’s

my first-time taking part in this. I like it.”

Theoret’s dive into the world of handmade crafts began in 2015, following her battle with cancer. “I had cancer in 2014,” she said. “I was looking for something to do, something to keep me busy.”

She began by making little sacks for jewellry, which gradually evolved into woodworking. “I cut the wood, sand it and stain it,” she said, pointing to her many products. “I also work with glass.”

I cut them up with my trusty chain saw and have stacks of kindling for my weekly bonfire, and used for kindling in my wood stove. There should be a contest for the best use for pallets instead of burning. One neighbour built a woodshed from pallets to store her kindling !!!!!

• Cornwall is the last major municipality in Ontario that does not have water meters to measure residential water consumption • Today, at least 98% of municipal water customers in Ontario have water meters, and pay by how much water they use (volumetric rates) • The average person in Ontario consumes about 250 litres of water per day • The average City of Guelph resident consumes the least amount at 160 litres of water per day • The estimated average City of Cornwall resident consumes 350-400 litres of water per day • Over the previous 10 years, the City of Cornwall has undergone multi-million dollar projects to upgrade and increase capacity at the Water Purification Plant that produces our potable water, and at the Wastewater Treatment Plant that treats wasted potable water • The projects mentioned above have provided significant level of service improvements to the municipality for both residents and the business community • Research from other communities across the province and country has demonstrated that a water meter program can help reduce operating costs and defer the need for large capital investments • The estimated cost of a citywide residential water meter program in Cornwall is $12 Million • The savings over a 10-year period is estimated to be in the millions of dollars and each water meter program has resulted in savings that exceeded the initial investment • Currently, Cornwall’s residential water invoicing system calculates a household water bill based on a static price per water fixture (taps, toilets, tubs, swimming pools, etc.) This type of billing system is not used in any other municipality in Ontario and is considered systematically inaccurate and ineffective to promote water conservation

The City of Cornwall is continually improving our water system infrastructure to provide the community with better water conservation. The City is preparing initiatives to maintain and/or improve the level of service associated with production and distribution of potable water that will allow water rates to stay affordable and stable over the long term. The plan will look at methods for water conservation with rebates/incentives that will enhance the services provided to residents and gather data to use for planning/maintenance. City administration has been directed by Council to seek public input into a proposed implementation of a citywide water meter installation program.

When Rotary and its partners launched the Global Polio Eradication Initiative more than three decades ago, polio paralyzed 1,000 children every day. We’ve made great progress against the disease since then. Polio cases have dropped by 99.9 percent, from 350,000 cases in 1988 in 125 countries to 33 cases of wild poliovirus in 2018 in just two countries: Afghanistan and Pakistan. We remain committed to the end.

With polio nearly eradicated, Rotary and its partners must sustain this progress and continue to reach every child with the polio vaccine. Without full funding and political commitment, this paralyzing disease could return to polio-free countries, putting children everywhere at risk. Rotary has committed to raising US$50 million each year to support global polio eradication efforts. The Bill & Melinda Gates Foundation has pledged to match that 2-to-1, for a total yearly contribution of $150 million.

CORNWALL, Ontario — Innovative economist David Campbell will give an enlightening talk on the most effective population growth strategies.

A former Chief Economist with the New Brunswick Jobs Board Secretariat, Mr. Campbell will speak on October 29, 2019 at 7:00pm, at Aultsville Theatre in Cornwall. Business leaders, educators, policymakers, non-government organizations, and engaged citizens are all invited to attend the free event.

Mr. Campbell has more than 25 years of experience in economic-development-related roles working with industry, not-for-profit organizations and governments across Canada.

Progress Magazine recently named him one of the foremost economic development thinkers in Atlantic Canada.
