Paramedics to begin at home COVID-19 testing

CORNWALL, Ontario The City of Cornwall announced on Wednesday, March 18 that it has opened a helpline for residents with any concerns or requests for support. The phone number is 613-933-6282 ext. 3129, and will be open from Monday to Friday, 8:30 a.m. to 4:30 p.m., by bilingual staff members. If the line is busy, residents are asked to leave a voicemail which will be returned. The City has also established a page dedicated to informing the public about how the coronavirus pandemic has affected municipal services. The web page can be found here. CORNWALL, Ontario – In his daily press briefing, Dr. Paul Roumeliotis of the Eastern Ontario Health Unit (EOHU) confirmed that the region’s paramedic services will be conducting at home testing for COVID-19 where appropriate. “What we want is for our local hospitals to have an off load system,” said Dr. Paul. “We now have three choices, when someone calls who needs a test, we can send them to their local Emergency Room, we will soon be able to send them to a testing centre, or we can send paramedics to their home to conduct the test.”

CORNWALL, Ontario – The Eastern Ontario Health Unit (EOHU)’s Chief Medical Officer of Health Dr. Paul Roumeliotis has issued an order of closure for more businesses as a result of the ongoing COVID-19 pandemic. The order closes all daycare centres, all barber shops, all places of worship, all gyms and fitness centres, all tattoo parlours, body piercing, nail services, electrolysis services, and other aesthetic services. The Cornwall Police Service (CPS) warned that failure to comply could result in serious

fines. “Failure to comply with the order could result in a fine up to $5,000 for individuals or $25,000 for corporations,” reads a CPS tweet. These closure orders come on top of orders for restaurants to close all dining areas which was made by the provincial government on March 17. The orders from the EOHU were released on Sunday, March 22 after a third case of COVID-19 was discovered in the Eastern Ontario region.

ONTARIO – The province of Ontario has introduced a new at home learning program in partnership with TVO called Learn at Home. The program was developed in response to the ongoing COVID-19 pandemic, which lead the province to close schools for three weeks. “The Learn at Home initiative will help mitigate ‘learning loss’ during this period of uncertainty,” said Education Minister Stephen Lecce. “Our plan will provide interactive teacher-led math supports to keep students learning and empower all students to learn key skills with an emphasis on STEM education, while also arming parents with resources to support them as their kids learn at

home.” The educational content is being created and/ or curated by TVO on a range of their platforms. In addition to their TVOKids YouTube channel, they are creating three additional channels, one for math, one for science, and one for language. TVOKids will also be providing educational content and courses through their traditional television channel as well. Check their program guide for full details. TVO Mathify is another math resource created in partnership between TVO and the Ontario College of Teachers (OCT). Mathify offers real time help with homework from grades six to 10 from 9 a.m. to 9 p.m. every day of the week.

Dr. Paul said that the local paramedics have been trained in the testing protocols and that paramedics will also be helping with testing at off-site testing centres once they are opened. Dr. Paul hopes to have the testing centres opened by early next week. He has said that between five and six testing centres are being planned for, one in Cornwall, one in Winchester, on in Alexandria, one in Hawkesbury with possibly a sixth one in Prescott-Russell. Dr. Paul stated that this all depended on how congested local emergency rooms become because of COVID-19 cases. So far, there has been only one case of COVID-19 in the Cornwall area.

On March 22, 2020 this order was expanded by the Medical Officer of Health for Eastern Ontario, Dr. Paul Roumeliotis to include: • All Daycare and other Child Care Facilities both licenced and private • All public gyms, fitness and sports centres • All churches, mosques synagogues and

self-isolate for 14 days. That means STAY HOME! Have a friend, neighbour or relative do your grocery shopping for you. To do otherwise is to place us all at risk of contracting COVID-19. In this day and age of social media, I encourage you to rely on official websites such as eohu.ca or Ontario.ca for the latest and most accurate information on the COVID19 crisis. The COVID-19 crisis came upon us so quickly that it presented tremendous challenges for everyone. Given these extraordinary times, I want to update the community on the steps the Cornwall Police Service (CPS) has taken to ensure public safety during the COVID-19 crisis. Our recent experience with the Nav Centre Quarantine provided the opportunity for many of our officers to become more experienced in the use of Personal Protective Equipment (PPE). As a result of the quarantine, we were also able to equip our police service with an appropriate inventory of PPE for the time being. All of our front line officers have been issued PPE and will use it as necessary. The health and safety of our members is a priority and as such, all of our employees have been strongly encouraged to practice social distancing as they carry out their duties. To further reduce the likelihood of transmission of the COVID-19 virus within our workplace, many staff members have been assigned to work from home using remote technology. Members of the public have also been directed to not attend CPS headquarters. Instead, they are asked to report crimes over the phone by calling 613-932-2110 or via online reporting, which is available anytime at cornwallpolice.ca. Our Crime Reduction & Community Partnerships Unit, located at 330 Montreal Road, is now closed to the public

I have seen many posts over the past week about people witnessing those who should be in self-isolation out and about in the community during the COVID-19 pandemic. I wanted to take this time to share some information to clear this up for our readers This pandemic is evolving rapidly, with sometimes contradicting information and new developments happening hourly. Here is the latest as far as self-isolation and social distancing goes. If you just returned from a trip abroad, even to the state of New York, stay home, self-isolate. Individuals in this situation should not being going to any stores or public gatherings of any kind. People cannot come over to your house to visit, you cannot go to other people’s houses, you cannot go to work, and your family has to self-isolate with you even if they did not travel. Going out for a walk with your dog is fine, as long as you remain two meters from other individuals. Make sure that you have enough medical supplies and groceries on hand so that you are prepared to remain in self-isolation for two weeks. If there are any supplies that you need, a family member or friend who is not in self-isolation can go and get that for you and drop it off at your door. Finally, if you should outright ignore your need to self-isolate after travelling or coming into contact with someone who has tested positive for COVID-19, the Eastern Ontario Health Unit (EOHU) can enforce an order of quarantine on you and your family, which means that you will not have the choice to self-isolate, and likely would not even be allowed outdoors. Any orders of quarantine issued by the Health Unit will be enforced by the police. Those violating the orders could face fines and other legal repercussions. I have also seen people out and about while wearing N-95 protective masks. If you do not have COVID-19, wearing a mask will not prevent you from getting it. If you do have COVID-19 a mask might prevent you from spreading the disease, for a couple of hours, then it would need to be changed. However, if you have COVID-19, mask or not, you should not be out in public at all. Now, self-isolation and social distancing, whether we like it or not, is becoming much easier to practice, because there is not much else left to do. Most events have been cancelled. All schools are closed. All non-essential businesses in the province have been closed for two weeks by the order of the Premier. The City of Cornwall has placed blockers on Cornwall Transit buses to enforce social distancing. There are still a few places where we can travel where there might be large crowds. Grocery stores, pharmacies and hospitals for example, all will remain open. Only go to one of these places if you absolutely have to, and if you do, try to remain at least two meters from everyone else. My dad is in his 70s and has always done the family grocery shopping for as long as I can remember. Every grocery store in town now has senior only shopping hours in the early mornings, usually around 7:30 a.m. or 8 a.m. and he takes advantage of these. He also washes his hands frequently, and cleans his clothes when he gets home. For a member of a demographic that is especially vulnerable to COVID-19, my dad is taking the right steps. Way to go. This is without a doubt a troubling time. It is not only our physical health that is at risk, but our mental health as well and the health of our community. Let’s not underplay the seriousness of this situation. People can, and will die from this. We need to each to do our part to weather this pandemic the best as we can. Selfisolating after returning from a trip, working from home, avoiding public places accept when necessary, these are small prices to pay when weighed against someone’s life; someone who might not survive COVID-19, even if you are young and healthy. Please think about your actions, everyone, and do your part in this unprecedented crisis. That being said, Seaway News continues to be here for our readers every week. Stay home Dear Editor: I am really, truly disgusted with all of the first hand accounts of people returning from overseas and visiting stores this weekend. At the same time I am not at all surprised. I’m an eternal optimist, and try to believe the best in humanity. And I have seen so many friends on my timeline sacrificing and quarantining when they arrive home, asking friends or family to pick up essentials for them. But then we have these sellfish, entitled individuals putting their whole community at risk because they feel they are above the rules. It doesn’t work that way. We are all in this together. Those of who who have a lifestyle and income that allows you to travel should feel grateful - and realize that it is not only your civic but your moral duty to STAY HOME and protect your friends, your family and your neighbours. Only slightly less believable than the audacity of putting other’s lives at risk for your petty benefit, is knowingly spreading fear. You are NOT unaware, you’ve been told how dire the situation is from all levels of government and authorities. Your mere presence in a store not only makes workers feel more vulnerable making their livelihood and ensuring an essential service, but every shopper as well, who are simply trying to meet their basic needs. And you do this not of ignorance, but far worse, out of indifference. In your eyes, others just don’t matter as much as you. I hope as a community we have done enough to flatten the curve and protect our most vulnerable. But it will be no thanks to the fools who felt that their self-centred wants were above their communities health and well being. Some of the good, bad and ugly as we slip deeper into the induced national coma. Here is another one of those never-seenin-a-lifetime things caused by the Coronavirus and restrictions on gatherings. Funeral services as we knew them have come to a halt, right across the country. In most, if not all, cases public services have been put off indefinitely. Most obituaries inform that there is no visitation and service will be at a later date. The last time local funeral services were cancelled for a prolonged period was during the 1918 Spanish Flu epidemic. It was also the last time churches were shuttered. * Doug Ford’s announcement that he is prepared to spend what it takes has slapped a muzzle on NDP Leader Angry-a Horwath and the free-spending left. * If this health crisis had hit just before Christmas, toilet tissue might have been the most popular gift. * And what is with the shortage of eggs; have traumatized hens stopped laying?

* It was one of those “just watch me” moments in front of the prime minister’s residence Monday. This time it wasn’t a tough talking Pierre Trudeau but The Younger who warned Canadians who are ignoring COVID-19 advice to “Go home and stay home! We are going to make sure it happens.” * Forget about the NHL returning to finish the suspended regular season. That should bring a sigh of relief in Detroit. As for 2020 Stanley Cup playoffs, perhaps a late May tournament of sorts, around about the time the paused Major League baseball season kicks off. *************** With most of the ground work finished, the Roman Catholic Diocese of AlexandriaCornwall is expected to merge with the Archdiocese of Ottawa by early-summer to become the Archdiocese of OttawaCornwall. Alexandria Diocese was founded in 1890. In 1976 the name was changed to Alexandria-Cornwall. With the stamp of approval by the Canadian Conference of Catholic Bishops, the document awaits the Pope’s signature. (He has more pressing issues these days). Archbishop Terrance Prendergast, who retires in a couple of months, told the Canadian Catholic News one of the reasons for the merger is that it has become

difficult to find bilingual bishops for both Ottawa and Cornwall dioceses. Amalgamation has been under the microscope in 2016. Prendergast has been wearing two hats since Bishop Marcel Damphouse was transferred to Sault Ste-Marie from Alexandria-Cornwall in 2016. He is both archbishop (Ottawa) and bishop (Alexandria-Cornwall). According to the website GCatholic.org., Alexandria-Cornwall has 64,780 Catholics and 26 parishes, while Ottawa has 107 parishes and serves 395,000 Catholics. Of course, there are two categories of Catholics: practising and non-practising, the latter seems to be outgrowing the regulars. Un programme paramédical communautaire effectue le test de dépistage du COVID-19 CORNWALL, Ontario - Le Bureau de santé de l’est de l’Ontario (BSEO) collabore avec les SMU locaux à la mise en œuvre d’un programme paramédical spécial dans la communauté en vue d’une augmentation potentielle des cas du COVID-19 dans la région. Le nouveau programme vise à fournir un accès plus rapide au test et aux évaluations des personnes qui sont à risque plus élevé, telles les personnes âgées ou ceux et celles qui sont atteints de problèmes de santé sousjacents, tout en réduisant les pressions sur les services du 911 et les salles d’urgence des hôpitaux. L’évaluation et l’administration de tests aux personnes à risque plus élevé qui sont à la maison permettra également de diminuer les risques de propager le virus dans les hôpitaux et les cabinets de médecin, ainsi que dans la communauté en général. « Le nombre de cas du COVID-19 étant à la hausse en Ontario ainsi que partout au Canada, nous anticipons aussi un besoin croissant de tests et d’évaluations pour détecter le virus dans notre communauté », déclare Dr Paul Roumeliotis, Médecin

hygiéniste. « On espère qu’un service mobile de dépistage et d’évaluation aidera à réduire le nombre de personnes qui appellent au 911 ou qui se rendent dans les Urgences des hôpitaux, à moins qu’elles n’aient un besoin urgent de soins. » Les tests et les évaluations à domicile ne seront offerts qu’aux personnes vulnérables qui répondent aux critères établis par le ministère de la Santé. Les résidents qui croient avoir des symptômes de la maladie au COVID19 et qui ont 70 ans et plus, ou dont le système immunitaire est compromis, ou qui sont atteints de maladie chronique devraient appeler au BSEO au 613-933-1375 ou au 1-800-267-7120. Ils ne devraient pas appeler les SMU ou le 911 à moins que leurs symptômes soient sévères et qu’ils aient besoin de soins d’urgence. A year earlier, my attempt to gain access to this USAF base had been very definitely rejected. However, in the same area, in the course of the next year’s drive en route to deliver a car to Florida, I caught sight of a sign for a military museum adjacent to that very same base. I arrived at the access gate almost an hour before the posted opening time. Nobody challenged me when I stopped at the gate, so I slowly and cautiously pulled ahead. I parked beside a cluster of parked cars and gazed at the massive hangar. A grey-haired guy wearing a mechanic’s outfit entered the building

through one of the doors. After a discreet pause, I followed in his footsteps, only to be confronted with a long, empty hallway, with numerous doors at each side. I stopped, I listened carefully until I detected some distant voices. Slowly, I made my way toward the door, until I was able to discover that it wasn’t a meeting, it was a pre-work gathering for some ‘hangar talk’. I walked past the open door to check out the room: about a dozen men were sitting around a large cluttered table and against the walls. There were also several empty chairs. A moment later, when a fellow with some news had everyone’s attention, I made a U-turn into the room and slipped into a seat in the corner, one that I had my eye on during my fleeting reconnoiter. For about 15-minutes I listened in on the friendly banter. Phrases like, “That C-124’s

ramp always gave us trouble…”, “I remember when the 119 first arrived…” and “We used to climb onto the wing to…” I listened attentively and fascinated. They were talking my language! It was then I heard, “The C-47s were good, but they weren’t good enough. That’s when the C-somethings arrived. Those whatever they were called also had two engines, but a rear ramp. What were those things called!” Everyone was stumped, everyone but me. That pregnant silence was my opening. I offered, “It could have been the Caribou, the CV-2, but that designation was changed to ‘C-7’.” “That’s right. Yes, he’s right. In the USAF it was the CV-2, but we usually just called it ‘The Boo.’” Aha! My credentials had been established. My de facto intro to the group had been

made. I continued to listen attentively as the discussion went from one aircraft type to another. More than once I was drawn into the circle by being asked to clarify a disputed point. Sounds of chairs scraping against the concrete floor and lunch pails snapping shut followed the announcement, “Time to get some work done!” Two of the men approached me, asking, “What plane did you work on? Were you a pilot? Are you working on it here?” “I’m not a pilot. Never worked on a plane. I photograph planes, I’m an aviation nut, I’m just a visitor.” Thus, my credentials were clarified and established. For the rest of the day I was given a Cook’s Tour of every nook and cranny of every one of the museum’s many aircraft. Why? Because I had practised ‘Nunchi’. Check it out.

MONKLAND, Ontario – Katrina Elstub of Katrina’s Corner Kitchen wanted to do her part during the ongoing COVID-19 pandemic. The provincial government ordered all restaurants to close, and many other businesses in the region have also been closed. Even if they were not closed, many individuals are actively practicing self-isolation and are working from home. One group that cannot work from home are truckers, a demographic that Katrina is very familiar with, and who are regulars at her

diner. This past weekend, Katrina made free lunches and coffee to distribute to truckers at stops in the Cornwall area. “I’m doing this because I serve truckers all year round,” she said. “They come in all the time.” Katrina went and distributed the lunches at the truck stops on Boundary Rd. and Brookdale Ave. in Cornwall. “I’m getting a lot of good feedback,” she said. “I can’t continue this for too long, but I tried to do what I could.”

practicing social distancing, proper hygiene, and self-isolation, as required. In these moments of uncertainty, it is also important to remember the good. The start of this month brought with it the successful Great Canadian Kilt Skate to our area, in partnership with the Scottish Government and the Scottish Society of Canada. South Glengarry partnered with North Glengarry in support of culture, arts, and heritage through the transformation of the new home to the Glengarry County Archives building, who received official support of the Ontario Trillium Foundation. Our Township developed and published a Spring/Fall Community Guide via the Seaway News ad bag with the hope that this guide may help you feel more connected during this time. The Community Guide will provide residents important information regarding

our Council, Waste-Management, Recreation Programs, and Emergency Services and other Municipal Services, as well as some better-light reading during these times at home. By staying connected, working together, partnering with neighbouring communities, and lifting each other up during times of uncertainty and hardship, South Glengarry will weather this storm of extraordinary circumstances with steadiness, collaboration, and communication. Cornwall defers all property tax payments CORNWALL, Ontario – Cornwall City Council has voted unanimously to defer property taxes as a result of the COVID-19 pandemic. The first two property tax payments due on March 31 and April 30 have been postponed to May 15 and June 15 respectively. The property tax deferment applies to all property tax rate payers, whether they be Commercial, Industrial, or Residential. There will be no interest applied to the

SOUTH STORMONT, Ontario – Effective March 19, the Township of South Stormont has implemented a burn ban. “Due to concerns surrounding the spread of COVID-19 and the precautions taken across the country with work from home, social distancing, self isolation, etc. Fire Chief Gilles Crepeau has implemented a Burn Ban for the Township of South Stormont effective immediately, March 19, 2020,” reads a statement from the Township. “South Stormont Fire and Rescue resources must be utilized sparingly during this time, in order to adequately protect the community in the event of an emergency.” So far, South Stormont is the only municipality in the region to implement a burn ban due to COVID-19 concerns. “The Burn Ban will be in place until further notice. We appreciate the community’s cooperation and understanding as we cope with unique and trying situations across the country and the world,” the statement from South Stormont goes on to read.
