ONTARIO – In a press conference on Monday, July 13, Premier Doug Ford and his Health Minister Christine Elliot announced that parts of the province will enter Stage 3 of the COVID-19 re-opening program as of Friday, July 17. The Eastern Ontario Health Unit (EOHU) is included in the regional health units permitted to enter Stage 3. “Our success in reducing the spread of COVID-19 and getting Ontario to a place where we are ready to reopen most of the province is a testament to the hard work of business owners, individuals and families right across the province,” said Premier Ford. “So many have stepped up and played by the rules, demonstrating that we can restart our economy safely and responsibly. Small actions can make a big difference. Now more than ever, we must continue to follow the public health advice to preserve the progress we have made together.” Stage 3 allows indoor gatherings to be

increased to 50 people, outdoor gatherings to 100 with social distancing observed. Research shows that people who get up earlier are more productive and efficient with their time. Keep in mind that research never applies to every single person, and if you fall into the category of individuals who are more productive in the afternoon and evening, these principles can still apply to you. However with that being said, our bodies and minds are highly adaptable. I, for one, struggled with waking up in the morning, pressing snooze an embarrassing number of times. I researched and trialled my own strategies for getting up earlier and I have seen significant gains in my productivity. I wanted to share these tips in hopes that they will help you too. 1. The biggest preparation for an early morning is what you do the night before. Place your alarm clock and/or cellphone across the room so you need to physically get out of bed to turn it off. 2. If you have a coffee machine with a timer, set it so you have fresh coffee ready at the same time your alarm goes off (this was a game changer for me!). 3. Plan an exciting breakfast so you look

forward to eating it - some healthy options are banana egg pancakes, fruit smoothies, bacon and eggs. 4. Make sure to schedule your most important and hardest problem first thing in the morning. This way, the biggest task of your day is not lingering over your head all day. 5. No more checking emails for 2 hours every morning - check them during your least productive time (usually during the afternoon lull). Keep your morning hours for tackling your “to-do” list. 6. Try listening to background music while you’re working - music boosts dopamine and serotonin in your brain which helps you relax and stay focused. 7. Always keep lights bright at your workstation. Studies show simply increasing light levels from 300lux to 2000lux improves productivity by 8% (most workplaces are 300-500lux). 8. Don’t work through your lunch! Experience nature and walk away for 15 minutes during your lunch to boost efficiency and come back recharged. Becoming a morning person does not happen overnight and will likely take weeks. There is tremendous power in getting things done early in the morning. Take advantage of your morning hours. CORNWALL, Ontario – Due to the COVID-19 pandemic, Diversity Cornwall had to approach celebrating Pride differently. Residents were encouraged to show their support for Pride by purchasing pride kits for $40 which contained chalk, washable paint/ markers, streamers, stickers, window decal, a pride flag and temporary tattoos. With these kits, or with decorations residents have made themselves, they are encouraged decorate their homes to show their Pride spirit. Participants in Cornwall, SD&G and Akwesasne can take photos of their decorated homes and submit them to the Diversity Cornwall Facebook page by July 12 for a chance to win a prize. “I am of course disappointed that we are not able to physically bring the community to together this year to celebrate Pride,” said Liz Quenville of Diversity Corwnall. “Pride is my favourite celebration of the year in our city because it celebrates the achievements we have made as a society towards equality, promotes a message of love (in all of its forms),

and provides the broader communities of Akwesasne, Stormont, Dundas, Glengarry an opportunity to demonstrate support for the members of our 2SLGBTQ+ community.” Diversity Cornwall partnered with Jeremy Baxter Video Photography to create a video capturing all of the demonstrations of pride. “Although I am sad that I won’t be able to see everyone celebrate together, I am so proud of our Board for everything that has been accomplished in the past year and their incredible ability to transform pride into a virtual celebration,” Quenville went on to say. “The transformation of Pride to a virtual celebration has been truly remarkable to witness and I’m so proud of Cornwall for embracing our revised plan. Cornwall has found a way to show the 2SLGBTQ+ community that we are not only accepted, but loved and celebrated for who we are. I did not think that our community or our Board could make me any more proud than they have over the past year but I am in awe of what has been accomplished in just a few short weeks and I cannot wait to see what the next year has in store for us!”

CORNWALL, Ontario – Cornwall City Council reversed a previous decision and will now allow the Optimist Club’s Ribfest to occupy the east parking lot of the Cornwall Civic Complex on July 24 and 25. At their last meeting on June 22, Council had rejected the Optimist Club’s proposal to use the parking lot for Ribfest because the ribbers were from out of town, and they did not want to create competition for local restaurants who have suffered because of the COVID-19 pandemic. Terry Muir and the Optimist Club have since taken steps to address Council’s concerns and have partnered with local restaurants. There are 17 local restaurants who are now

participating in Ribfest, which has been extended to run from July 20 to 25, with the out of town ribbers only being in Cornwall on July 24 and 25. “It’s a win-win-win for everybody,” said Councillor Todd Bennett who moved for Council to reconsider its decision. “Comments have been made that if this new format is successful, this might be how they do all Ribfests going forward.” Mayor Bernadette Clement celebrated this demonstration of collaboration. “It was Mr. Muir’s idea to do Ribfest from a curbside perspective and I’ve seen the idea around the country and I’m glad we are going to have our own curbside Ribfest,” she said. “I always like a good collaboration and that is what this is about.”

A few weeks ago I put a small mention in the Scuttlebutt section of our print edition about an effort by the Ottawa Police to crackdown on noisy vehicles, especially in residential neighbourhoods. The response I got to that question was surprising to me. Many readers took the time to call and email me to let me know that they are having issues with noise in their neighbourhoods. This was something that I had not expected, but seems to be an issue not limited to one area of Cornwall. I received messages from residents in Riverdale, the East End, along Water St., and from up and down Pitt St. The City of Cornwall has had a noise by-law on the books since at least 1996 which prohibits, amongst other things, street racing, squealing tires, and operating any combustion engine without proper intake and exhaust. Residents who wrote to me complained of all of these issues. This issue reminds me quite a bit of

the saga last fall around the burn by-law. At the time, the Fire Chief came forward and asked for the by-law governing outdoor fires to be amended so that wood fires would not be allowed. This created a division between residents who enjoyed their smoky campfires, and their neighbours who did not appreciate being unable to breathe on their own properties. I for one wish we lived in a world where everyone respected each other’s right to enjoy their own property in peace, and that is basically what both of these issues come down to. The noise by-law is in place because the enjoyment of my property should not be infringed by the enjoyment of yours. Drivers of sports cars are entitled to rev their engines and enjoy the power of their property and I am entitled to peace and quiet in my own home, and in my backyard. Same thing with the burn by-law, no resident should have to be stuck in their home all-day because their neighbour wants to have a fire. Like with the burn by-law, a

compromise needs to be found. In the case of the burn by-law, the City has encouraged residents to use gas fueled fires, or wood that minimizes smoke. For those who have sports cars, or want to be out squealing their tires or racing, drive out in the country where you won’t bother anyone. If not, there is a by-law in place to deal with these issues, and I hope the Cornwall Police

Service and our local By-Law officials follow the lead of their Ottawa counterparts and do a crackdown to send a message. Have you experienced issues with noisy drivers in your neighbourhood? CORNWALL, Ontario – A young Cornwall man was recently recognized for his bravery after he helped the Cornwall-SDG Paramedics Service. On June 11, 17-year-old Malik Ali was a bystander at the scene of a cardiac arrest. He was asked to help administer CPR to the patient. “I saw that nobody else knew how to do CPR,” said Ali, “and the person before me was beginning to tire.” Ali, a student at St. Lawrence Secondary School had received CPR training and a mask through his gym class. Despite fears around possibly contracting COVID-19, Ali stepped up to help. Ali was presented with a certificate of recognition at City Hall. “I commend this young man for stepping up,” said Commander Lee Montford of the CornwallSDG Paramedics Service. “He assisted on scene without hesitation when requested.” Ali was later tested for COVID-19 and the results were returned negative. “Malik Ali was prepared, willing, and brave,” said Mayor Bernadette Clement. “We are grateful for his intervention, which was even more significant due to the risks posed by the COVID-19 pandemic.”

ONTARIO - L’Ontario a prolongé la pêche gratuite en famille jusqu’au 19 juillet, et la Conservation de la Nation Sud (CNS) encourage les familles de l’Est de l’Ontario à aller pêcher le long de la rivière Nation Sud. La rivière Nation Sud, d’une longueur de 175 kilomètres, prend source au nord de Brockville et se jette dans la rivière des Outaouais, près de Plantagenet. Grâce à diverses initiatives de surveillance, la CNS a déterminé qu’il y a au moins 72 espèces de poissons dans la rivière, dont l’achigan à petite bouche, le brochet, la marigane, le doré jaune, le maskinongé, le poisson-chat et la carpe. Les aires de conservation et les sites partenaires municipaux suivants sont ouverts et offrent un accès récréatif à la rivière Nation Sud pour la pêche ou la navigation de plaisance : • Aire de conservation High Falls (Casselman) • Aire de conservation de St. Albert (St. Albert) • Aire de mise à l’eau du parc de Crysler (Crysler) • Aire de mise à l’eau d’Embrun (Embrun)

For weeks we’ve all watched a steady stream of medical experts on television, in the United States and Canada, calling on citizens to wear face masks to help arrest the spread of the highly contagious COVID-19. Many of the experts, from much respected Dr. Anthony Fauci on down, are recognized as the best of the best. They have roots in some of the best medical schools in the world. Until a vaccine comes along, the evidence is indisputable: face masks in combination with social distancing and hand washing are our best front-line defence against the killer virus. So simple. But according to a couple of e-mails I received, the medical experts we’ve been listening to are pushing bad medicine down our throats. A local group is calling out the Eastern Ontario Health Unit medical officer of health, Dr. Paul Roumeliotos, for going along with the crowd (of experts) with his decree that makes face masks mandatory in buildings open to the public. Here is what anti-maskers allege: face masks force wearers to inhale their own waste gases, the masks cause oxygen deprivation that lowers the immune system and masks disrupt natural human interaction that can cause psychological damage. Perhaps the only person in North America with a medical degree who supports this hypothesis is a retired neurosurgeon living in California. No surprise, he is against vaccines. His rogue theories have been debunked by every credible medical organization. I have a problem with the de-mask campaign. For one, as state above, dozens of the best-of-the-best in the medical world urge

the use of face masks in the fight against this virus. Second, perhaps if a person wore a face mask 24-7 there might be long-term harmful effects. But for the average citizen, it comes down to a couple of hours a couple of days a week. How much time does the average person spend in a grocery store, or Walmart? One other thing. Doctors, particularly surgeons, nurses and dentists have been wearing face masks for years. Sometimes several hours a day. Have you ever heard of any health concerns? If any group was aware of a health concern, it would be folks who work in the medical field. Not even D. Trump, who has made some pretty wild claims about the virus (it will magically disappear, no worse than the flu and only 1% of COVID-19 cases are harmful), has suggested face masks are a health risk. In fact, he (now) says it is a good idea (for everybody but him) for everybody to wear one. And last week the president’s unofficial propaganda secretary, Fox News talking head Sean Hannity, appealed to Americans to start wearing face masks. The only criticism with the mask rule? Why wasn’t it enacted three months ago? HITS AND MISSES If you were Rip Van Winkle emerging from a two decade snooze and heard the Democrats wailing about racial inequality in the Excited States of America, you might assume that this guy D. Trump has been running the show for the last 25 years. Racial inequality just didn’t pop up on the Trump/Republican watch. ... Somebody on television the other night noted that in America the justice system is tilted in favour the rich and guilty (who can afford $800 an hour lawyers) and disfavours the poor and innocent. Same could be said for this country. ... Here is an interesting statistic in wake of calls for police reform in New York City: 60% of its police officers are non-white. ... This could be the first presidential election in which the mental health of each candidate is a key issue. THIS WEEK CIRCA 1938 - Brothers

Charles and Gordon Taylor pulled up more than weeds in the family garden at 126 Fourth St. W. They uncovered two coins, one half-penny dated 1812 and bearing the image of King George III. They were stored in the garage at the rear of the police station. ..When furniture store owner Andrew Jardin won a test case in court, council repealed the bylaw which forced retail stores to close on Wednesdays. ... After Sgt. Cory Moore fired four warning shots while leaning out the passenger window of a patrol car driven by Const. Allan Clark, two men ditched the stolen car and fled on foot, never to be seen again. Const. Vincent Taylor had joined the chase in a taxi he had commandeered. Taylor was walking home from work when he saw the hot pursuit. He flagged down a passing taxi. . ... Several construction projects were under way in the city and area. They included Cornwall Armoury ($168,000), Royal Hotel addition ($60,000), new Stormont Electric Light and Power office building ($15,000), three apartment buildings ($32,000) and St. John’s Presbyterian Church renovations ($20,000). ... He had served five weeks of a two-month sentence for possession of illegal liquor. He was given an additional two days for the escape. ... We have certainly seen some changes over the last few weeks in our region and specifically South Dundas. Today’s announcement regarding mandatory masks in public spaces is a necessary step in the path forward. In order to be able to keep our businesses open and restart the economy, we have to keep people safe. Masks significantly reduce the risk of transmitting the COVID-19 virus and if it is safe for you to wear one, I encourage you to do so. In South Dundas we have had to take measures to reduce risks at high traffic public locations. Our two beaches are currently closed during the weekends. This was not an

easy decision, but one we felt necessary given the overcrowding that has been experienced and the concern we have heard from our residents. We face a challenging summer ahead. The desire to get back to some kind of normal and enjoy our traditional summer activities is strong. However, we cannot take lightly the risk we still face. If we can reduce the impact of future waves of this pandemic, we will set ourselves up for a brighter future. Amidst our efforts to maintain the health and safety of the community, we have begun offering activities and programs. I’m pleased to see our residents joining our adult fitness activities and the beginning of our summer swimming lessons for the kids. As more of the restrictions ease, we will continue to offer programs that still maintain the safety measures outlined by our Health Unit. As always, protect and be kind to one another, and be safe. CORNWALL, Ontario – The Cornwall Police Service (CPS) is warning the public about a scam circulating in the Cornwall area. In this scam, fraudsters are calling residents, claiming that their Social Insurance Number (SIN) has been blocked, compromised or suspended. Fraudsters may add that this is due to their SIN being linked to fraudulent or criminal activity, such as drug trafficking. The caller attempts to rectify the situation by instructing the victim to purchase gift cards, and provide the PIN on the gift cards to the fraudster. When calling, the fraudster is often claiming to be from a government agency, such as Service Canada, Canada Revenue Agency, or various others. In some of the scams hitting the Cornwall area, the fraudsters are claiming to be an employee of the CPS. Know the signs: Criminals are now regularly using “call-spoofing” to mislead consumers. This

technology is easily available. Do not assume that phone numbers appearing on your call display are accurate. No government agency will contact you and tell you that your SIN is blocked or request you purchase gift cards in order to rectify the situation. How to protect yourself: Never provide personal information over the phone to an unknown caller. If you provide personal information, contact Equifax and Trans Union to place fraud alerts on your accounts. Slow down and talk to a trusted loved one before sending personal information or money to anyone you do not know. If you have been a victim of a fraud, and have provided personal information or money to someone, please report it to the CPS by calling 613-932-2110 ext. 3. CORNWALL, Ontario – Caisse Desjardins is sponsoring five pop up patios at Cornwall restaurants. They provided $5,000 to help support pop up patios at Edward’s Bistro, Rurban Brewery, Schnitzels, Stomping Grounds, and Truffles. The donation was secured through a partner-

ship with the experienCity project. “At Desjardins, we actively participate in the social and economic development of communities in order to help create sustainable prosperity,” said Kim Julien of Caisse Desjardins Ontario. “We are proud to be part of that project and we hope that the community will benefit from these patios this summer.”

August 18, 1943 – July 10, 2020 It is with deep sadness that we announce the peaceful passing of Viviane M.Lusignan on July 10, 2020 at the Cornwall Community Hospital at the age of 76. Beloved and cherished wife of 58 years of R. Paul Lusignan. Viviane was the eldest daughter of Emery and Fidelia (née Martineau) Lacelle. She is survived by her two loving children Dr. Daniel E. Lusignan and Paula O’Brien CPA, CA (Husband Davis Baptiste) as well as two granddaughters Shawna and Megan O’Brien. Three brothers predeceased Viviane: Gilles, Rénald and Claude. She is survived by 5 brothers and 2 sisters: Alain, Jacques (Marielle), Marcel (Pauline), Lise Pilon (Raymond), Daniel (Suzanne), Denis, and Francine Brisson (Marc). Viviane is also survived by brother-in-law Guy Lusignan (Marie) of Ottawa. She will be fondly remembered by numerous nieces and nephews. Viviane very much enjoyed her 17 year career as a Registered Practical Nurse in the Palliative care section of JMP where she provided exceptional care to her patients and their families. We would like to thank and acknowledge the heartfelt care delivered by the staff of Level 2 of the JMP at Cornwall Community Hospital. We would also like to thank 2 very special caregivers from Paramed who provided Viviane with very special care over the past 7 years: Alyssa Bancroft and Patricia Hart. Whether it is asking tough but constructive questions, participating in debate or bringing forward solutions and amendments, Parliament needs to fully operational and functioning to make democracy work. Better oversight and ideas are produced, and Canadians can have more confidence in the varied voices and perspectives being shared. I hope my limited interventions in the House of Commons in recent months can show my constituents that, even as an

Opposition MP, every MP has the ability to raise issues and get results. My two 5-minute Question Period proposals on extending benefit dates for Canadians was well received. The following week, the Prime Minister agreed with my proposal. The following month, the government took my proposals again regarding the Canada-US border closure to safely reunite spouses and children who had been separated for months. With summer upon us, Parliament is recessed. While I will continue my work on the ground locally, I truly wish I could be in Parliament to ‘’make up for lost time’’ and keep our government working and accountable during these unprecedented times.

To say the least, it has been a unique time to serve as a Member of Parliament in Canada, especially being on the job for less than 8 months. Like all jobs, there are new ways of interacting and doing business. Endless online video meetings are the new normal, and I’ve connected with hundreds of you- by

phone or Zoom video- to hear your feedback and advocate for your business. Like my predecessor Guy Lauzon, I value the importance of customer service and connecting at a grassroots level. However, a key part of our job as Member of Parliament has always been our work on Parliament Hill in Ottawa. Rightfully so, Parliament was suspended in early March as we shut down to flatten the curve. However, I have been disappointed that we have not reopened Parliament as normal- with a small ratio of MPs in the Chamber at a time for obvious safety and physical distancing reasons. With the unprecedented levels of new spending, quickly set-up government
