UCDSB schools will be closed on snow days this year

CORNWALL, Ontario – The Upper Canada District School Board (UCDSB) has announced that they will close on days that buses are not running because of inclement weather. “In the past, when bus transportation was cancelled due to poor weather conditions, schools remained open and welcomed students who either walked or were dropped off by a parent or guardian. The smaller attendance numbers and staff absences due to road conditions usually meant classes were often blended together to continue learning activities while maximizing supervision,” reads a statement from the UCDSB. “Due to the COVID-19 protocols in our schools, this blended-class practice cannot happen this year with our requirement to maintain existing cohorts. As well, we can’t guarantee proper supervision for each cohort as road conditions may not permit all staff to travel to their schools,” the UCDSB statement goes on to read. As a result, students will be expected to participate instead in remote learning activities pro-

vided by the school. In a statement on Nov. 16, the UCDSB said that the details are still being worked out but offered the following guidelines: Learning materials will be made available to students on Remote Learning Days. This may be learning activities posted on the classroom’s Microsoft Team or Desire 2 Learn (D2L) portal or activities assigned by the teacher from the previous day; Materials will be provided in either digital or printed form, whichever suits the students’ needs; Learning materials will consist of review activities, and not new lessons; Student attendance will be recorded exactly as it’s been done for inclement weather days in the past, and students will not be marked as absent on these days, and; Childcare centres in our schools are independently operated and are not linked to decisions related to student transportation for the school board. Families are encouraged to contact their childcare provider to confirm if they are open on an inclement weather day.

CORNWALL, Ontario – Beyond 21 held a small ceremony on Saturday, Nov. 21 to open their new home at 1924 Pitt St. Beyond 21 acquired the building three years ago, and through the work of Grant Marion Construction, the 8,000 sq. ft. building has been transformed from an empty shell into a dream. “Today marks the end of a personal dream come true, and the beginning of a dream to live,” said Tish Humphries, President of Beyond 21. Beyond 21 was started by Humphries so that developmentally delayed adults like her daughter Emma could grow and not live in isolation. “To our families and participants, we can’t

This past year has shown how resilient and community driven our Township can be in the face of uncertainty. We’ve seen neighbours helping neighbours, supporting local businesses through staycations and more interest than ever in keeping active by exploring South Glengarry’s many natural sights and trails. Through multiple occasions this year, South Glengarry has risen to the call of community, and now, we’re continuing to support one another as we head into the holiday season. Giving Tuesday is a time where our Township takes a moment to pause and thank our many community volunteers for their tireless efforts throughout the year. This year, on December 1st, our appreciation will be held virtually in recognition of the many individuals, committees and organizations who dedicate their time in amplifying small but impactful acts of kindness within our community. On behalf of Council and the Township, we’d like to take this opportunity to say thank you, for all you do in your communities and for South Glengarry. This year has seen a sharp increase in the number of users at our many nature trails with a significant decrease in garbage (cans, wrappers, etc.) on trails. It is a great gift to have these trails available to us through multiple seasons of the year and an even greater gift that residents and visitors are taking such care in keeping Gray’s Creak Conservation Area, Cooper Marsh Conservation Area, and the Summerstown Trails beautiful and clean for all who visit. CORNWALL, Ontario – This year has been difficult for many non-profit organizations as many of the fundraisers they rely on have been cancelled or needed to be re-worked. These circumstances have made initiatives like the Royal LePage annual Peanut Butter drive event more important. Now in its seventh year, the Royal LePage Peanut Butter drive has lead to well over a thousand of jars of peanut butter donated to the Agapè Centre food bank. In 2019, Royal LePage collected and donated 444 jars of peanut butter. While usually, realtors, clients, and members of the public are invited to the Royal LePage office, this year, donors are asked to drop their

donations off directly at the Agapè Centre in a bin outside of their building on Fifth St. W. Royal LePage is challenging other realtors from brokerages to donate a jar of peanut butter to the cause. Those who drop off donations can have their pictures taken, as well as their business cards posted to the Agapè Centre Facebook page. “Royal LePage is very aware of the needs of the community and peanut butter is one of our most popular items,” said Lisa Duprau, Executive Director of the Agape Centre. “It is a nice boost to the food bank just before Christmas.” Duprau explained that the demand on the food bank is high, with the 444 jars donated last year lasting less than a month before all had been given away.

Sanitary wipes suspected cause of $190K damage to water treatment plant NICK SEEBRUCH

CORNWALL, Ontario – Cornwall City Council approved paying $187,273 from the Wastewater Works Reserve to cover damages to the Waste Water Treatment Plant (WWTP). On Saturday, May 16, 2020 alarms notified staff at the WWTP that a traveling bar screen was not operating. The lower screen had been blocked and began to back up, which lead to an excess of 2,000 cubic meters of raw sewage spilling out into the St. Lawrence River. The city quickly brought in pumps to divert the sewage and were able to access the blocked screen, which had been damaged and repairing the unit in place proved difficult. “Removal of the bar screen proved

extremely difficult as it was subsequently learned that the bar screen had been fastened within the lower portion of the guiderails well below the surface level of the raw sewage,” the staff report to Council reads. “This prevented the bar screen to slide upward out of the guide rails and out of the wet well. The removal process was also problematic due to the twisted superstructure components of the bar screen jamming within the guiderails.” Eventually, the city got a crane that could lift up to 20 tonnes. “Numerous attempts were made before the bar screen finally broke free. The entire effort associated with repair attempts and removal occurred over a six-day period,” the report goes on to read. The screen was then sent to the

manufacturer for repairs and is expected back this week. “In the meantime, WWTP staff manually clean a backup, non mechanized bar screen on a daily basis,” the administration report states. City staff believe that the damage to the screen was caused by the large amount of sanitary wipes that had been flushed down the toilet. Bill de Wit, the City’s General Manager, Infrastructure & Municipal Works said that all of the money being taken out of the Wastewater Works Reserve would go towards expenses like contracting the crane, contracting millwrights, and paying for the repairs to the screen rather than overtime pay to city staff. “There was a significant amount of

overtime, but that was carried in our operating budget. There were many hours of overtime,” de Wit explained. Mayor Bernadette Clement praised the work of city staff. “I remember Saturday morning getting a text from the CAO saying this occurred, that staff was on top of it, and that the Ministry had been informed,” Clement said, explaining that she chose to walk over to the WWTP. “I was able to thank staff. Let me tell you, they were very proud that they were able to handle the magnitude of this problem,” said Clement. “I was really proud. It served as a reminder of the confidence we should have in our staff.” As of September 2020 there was $3,842,312 in the Wastewater Works Reserve. The 2020 target of the reserve is $3,729,979.

GREEN VALLEY, Ontario – A fire on Saturday evening, Nov. 21, has destroyed much of XL Wood Products in Green Valley. South Glengarry Fire Chief Dave Robertson said that his service received the call at 4 p.m. and were quickly on scene with resources from all five of South Glengarry’s fire stations. He said that once on site, the fire quickly spread from one building, taking over four other buildings at the business on Concession

8 Rd. Only one building was saved and he said that the production facility was a complete loss. Roberston said that through the work of his firefighters, with support from North Glengarry, the fire was under control by 8 p.m. and that they left the scene at 2 a.m. the next day. Robertson said the investigation was continuing. “Excellent work by our staff and our thoughts go out to a South Glengarry business,” said Robertson.

CORNWALL, Ontario – The year 2020 has been a collective mess for many, a mess that those who have endured it have had to get through one day at a time. Cornwall native, musician Melanie Brulée’s new single “The Mess” taps into what many feel the past year has been, while at the same time, supporting mental health services. Written by Brulée and friend and fellow musician Davy Gallant during a writing residency at Toronto Island’s Artscape Gibraltar Point, the song addresses the themes of anxiety and depression. “The Mess” has been in the works for some time, but Brulée felt that this was the year that the song wanted to be released. “It felt like the right time to release it

seeing that 2020 has been such a mess for everyone,” Brulée said. Struggles with mental health are something that Brulée witnessed at a young age in her father, and she herself has experience with those struggles as well. Brulée explained that over the past year, she has learned that rather than working on her mental health, with the goal of making music, she now works on music with the goal of supporting her mental health. “The advice I would give everyone right now is to just keep swimming,” she said. “When you are living through trauma, your number one job is to get through it.” “The Mess” is streaming on the music Melanie Brulée platform Bandcamp. CORNWALL, Ontario – The Cornwall & Counties Community Futures Development Corporation (CFDC) has hired a new staff member who’s mandate will be to help local businesses navigate their recovery from the COVID-19 pandemic. The new COVID-19 Business Relief Advisor has been hired through the Regional Relief and Recovery Fund (RRRF) provided by FedDev. Doreen Ashton Wagner is a long time entrepreneur from North Glengarry who will now be working full-time with the CFDC to help business navigate the series of COVID-19 relief and recovery programs offered by all levels of government. Wagner is bilingual and will be available to support businesses in Akwesasne, Cornwall, and the United Counties of SD&G. “As COVID-19 Business Relief Advisor, Doreen will meet with business owners to guide them through all the COVID-19 related programs and services. The Christmas season is once again falling upon us, and with snow already on the ground it seems easy to get into the spirit of things. Will this season be different? Well like everything else in 2020, yes, it will be, but it is comforting that there are still staple events in our community that we can count on to mark the season. This week in fact, has a lot of the usual hallmarks of the holiday season. The annual United Way Wine & Cheese happened this past weekend. It was virtual this year, but those who tuned in were treated to a great show. This coming weekend is the annual Santa Claus parade in Cornwall. The parade too, will be different this year. This year’s Santa Claus parade will be a drive-by experience, with floats lined up in the east parking lot of the Cornwall Civic Complex for cars to experience as they drive through. The City of Cornwall will also be offering rides on buses past the parade with all transit fares across the city waived for that day starting at 3 p.m.

Next week, starting on Thursday, will be the first ever Holiday Sparkle event at Gray’s Creek. A variety of local volunteers and organizations are coming together to decorate Gray’s Creek in Christmas lights for another safe drive through experience this holiday season. The event is a partnership between the Social Development Council of Cornwall and Area and Raisin Region Conservation Area. The event is free, but you can also make a donation. Book your ticket through the website at www.holidaysparkle.ca. We are also accepting non-perishable goods onsite, for the Agape Centre. To make sure the event is accessible to everyone, regardless of access to a vehicle, there will be a Virtual Reality version of the event which will be made available in the coming weeks. The event will run from 6:30 p.m. to 10:30 p.m. Thursday to Sunday night every week in December up until Dec. 20. And of course, it wouldn’t be the Christmas season without the annual Christmas magazine produced by the team at Seaway News.

This year’s edition has been dubbed “Christmas at Home” and features a variety of gift ideas, meals to enjoy, and activities to partake in for the whole family this Christmas season. We know that this year’s Christmas season means spending more time at home, and our goal with this magazine was to promote local shopping, and to make the time we are spending around the house

How many campgrounds do we need? Dear Editor, South Glengarry has many Camping & boating facilities already available and in use to the public. Run by Weaving Baskets is: Camerons Point, Macs Marina, Maples RV Campground, Lancaster Inn Waterfront Marina. Other Camping areas are: Glengarry Campground, Maplewood Acres and Charlottenburgh Park.

Now how many CAMPGROUNDS do we need in the Lancaster area? I personally believe it is just a tax grab for South Glengarry and a development money maker for Weaving Baskets. It’s always about MONEY when it comes down to the real reasons. I voiced my opinion to Lyle Warden but doubt he paid any heed to this tax payer. Once green space is gone - it is gone

forever. The animals must find somewhere else to live and migrate to or just disappear. Just because something is perfectly LEGAL does not make it ETHICAL. Cooper Marsh is a beautiful, tranquil place to visit for a peaceful walk or nature visit with children. An adjacent campground with traffic, noisy people and garbage will not benefit

our community in any way. Did Weaving Baskets consult (in good faith) with the Conservators and local volunteers who have worked so hard to preserve and upgrade this vital wetland? I fear we are destined to become the Campground Capital of Eastern Ontario. What a shame! J. Bauder South Glengarry

intersection for various reasons, chief among them is its proximity to the hospital. If the entrance to this complex is on Ninth Street, residents would be forced to turn east coming out of it, as there is a median preventing a left turn. That’s if they can squeeze into the traffic at all. If they exit onto McConnell, since only a very small part of the lot borders the street, they would be merging into

traffic that is already merging from Ninth to McConnell southbound, which could be challenging, and possibly hazardous. A left turn there would be impossible. If the developers or the city are considering another set of traffic lights at the entrance/exit to the lot, that could create a serious bottleneck in traffic because it would be so close to the lights at McConnell. An entrance/exit onto Marlborough

would be much better for all concerned, but from the picture in the paper, I can’t see how that would be possible. If this project goes ahead, I hope the developers and/or City Hall can come up with a way to overcome these challenges. Otherwise we’ll be seeing a sharp rise in traffic accidents around that intersection. Gale Montpetit Cornwall, Ontario

Affordable Housing Dear Editor: While I applaud the concept of more affordable housing in Cornwall, I can’t help but wonder if the corner of Ninth St. East and McConnell Avenue is the best place to put it. A model of the $42 million Transport Canada Training Institute to be built in east Cornwall was unveiled. .... A group of seniors in Long Sault asked Cornwall Township council to make the old fire station in the town a seniors activity centre. A group calling for more green space wanted the old station torn down after the new facility o be built near the water tower was constructed. ... A union leader who suggested that MCA Records could “pack and leave” if the company didn’t want to pay the 105 union members on strike for 113 days a “decent wage” was walking back his comments. He said the comments were made in “a fit of anger.” In the end, the two sides could not reach an agreement and the company did pack up and leave. ... City police department was preparing to enforce the new provincial seat belt law. ... City council approved a $16,750 budget for operation of Big Ben Ski Hill which it had taken over from the YM-YWCA. Council was told that the cost of operation would be covered by ski lessons and concessions sales. (Does this have a familiar won’t-cost-taxpayers ring?) .... The city’s second municipal parking lot - off First Street East behind the Aardvark Hotel - was opened. The city spent $100,000 buying the land and $100,000 on infrastructure.

The blaze was reported at 4:30 a.m. Police said gasoline had been poured over the side of the two-storey frame building and set on fire. Nobody was in the station at the time. Cornwall native and former Cornwall Royals’ star Ron Ward of the Cleveland Crusaders set a World Hockey Association (WHA) record when he became the first WHA player to have two five-goal games. In his third election campaign he barely won, edging this Progressive Conservative candidate by 486 votes. Jack Jordan, the fast-talking promoter hired a few months earlier to run the nameless $7.2 million complex under construction in Lamoureux Park, said he didn’t care what the building was called. “Just give me a name. I need a name so I can start promoting the place,” pleaded Jordan at the Nov. 24, 1975 city council meeting. The complex was set to open in October 1976. But city council was struggling to come up with a name. The debate started weeks earlier when Dick Aubry suggested a name-the-building contest. The idea was shot down 11-1. But at the Nov. 24, 1975 meeting, it was decided council would make the bold step and attach a name to the building. First out of the gate was a suggestion by Mayor Gerald Parisien that it be called the Cornwall Memorial Centre. Aubry brought back his name-the-building contest idea. This time he got two backers, but it was defeated, again, 9-3. George Cameron proposed “Cornwall Place”, while Matthew Holden wanted to ask the provincial and federal governments for a proposed name. Holden reasoned that since the two senior governments had put up the money, they should have some input. In a poll conducted by The StandardFreeholder, several respondents said it should be named after Ed Lumley, the former mayor who played a big role in acquiring the funds from the senior governments. Then Larry Keen made a motion to name it the Cornwall Civic Complex. All but three aldermen – Aubry, Holden and Jack Pescod – supported the motion. A Standard-Freeholder editorial scoffed at

the name which the paper said had all the “romance and charm one might expect to find on the nameplate of a storage shed.” But not so fast. A few days after the vote to name it the CCC, Keen announced he had a change of heart and planned to make a motion at the Dec. 10 meeting to reconsider the decision. A long-time legionnaire and former branch president, he was tilting toward calling it the Memorial Centre, or holding a name-the-complex contest. At the Dec. 10 council meeting Keen’s motion to rescind Cornwall Civic Complex was approved, 7-5. However, it lacked the twothirds (one vote short) needed to overturn the previous decision. CORNWALL, Ontario - Un partenariat entre l’Association canadienne-française de l’Ontario (ACFO) de SD&G, le conseil scolaire du Conseil Mohawk d’Akwesasne (MCA) et des artistes autochtones s’est développé sous la forme de deux nouvelles peintures murales. Les peintures murales ont été créées à partir de la vision des élèves de 7e et 8e année d’Akwesasne et des élèves franco-ontariens de Cornwall. Les peintures murales sont situées dans la ville au Centre Charles-Emile-Claude. La vision des peintures murales a été concrétisée par les artistes autochtones Mique Michelle et Victoria Ransom. La première des deux peintures murales représente un danseur de fumée Iroquois, la seconde représente une femme et deux perdrix à chaque extrémité de la scène. Akwesasne est le terme Mohawk pour «le pays où la perdrix tambourine», a expliqué

Ransom, déclarant que les rapides autour de l’île de Cornwall, avant la création de la voie maritime du Saint-Laurent en 1958, émettraient un son semblable à un cri de perdrix, qui comme le tambour. «Toute la raison du projet est de créer des relations interculturelles positives avec les étudiants», a déclaré Ransom. «Cet échange au niveau culturel crée du respect et je pense que c’est ce qui ressort de ce projet ici», a déclaré Céline BaillargeonTardif de l’ACFO-SD&G. «Les jeunes ont appris à comprendre un peu la vie des jeunes Autochtones, et les jeunes Autochtones aussi ont appris la culture franco-ontarienne et d’où viennent les Franco-Ontariens.» Des peintures murales similaires allaient également être peintes à Akwesasne, mais la pandémie de COVID-19 a ralenti cette partie du projet. COMMUNIQUÉ DE PRESSE DE LA CNS NATION SUD, Ontario - Vous possédez des terres en friche et vous vous passionnez pour l’environnement ou le couvert forestier de votre région ? Avez-vous déjà réfléchi au type d’héritage que vous souhaitez laisser à votre famille, à votre communauté ou aux générations futures ? La Conservation de la Nation Sud (CNS) invite les résidents dans l’ensemble du bassin versant de l’Est de l’Ontario à consolider leur héritage naturel en faisant don de terres dans le cadre de son Programme d’acquisition de terres. En tant que membre de l’Ontario Land Trust Alliance, la CNS est également autorisée à accepter des dons de terres dans le cadre du Programme des dons écologiques du Canada, ce qui peut offrir des avantages financiers importants aux donateurs. Chaque année, la CNS reçoit plus de 50 acres de terres par le biais de dons, qui s’ajoutent aux quelque 13 000 acres de terres communautaires détenues et gérées par l’Office de protection de la nature.

La CNS utilise les terres données pour protéger les éléments du patrimoine naturel et le couvert forestier, assurer des voies navigables saines et sûres, et fournir des aires de loisirs publiques. Plusieurs des aires de conservation publiques très prisées de la CNS ont été données à l’Office, dont certaines accueillent chaque année des jeunes de la région dans le cadre de programmes d’éducation à l’environnement et de camps de jour, en plus de milliers de visiteurs. Cette année, le canton d’Augusta a fait don d’un terrain excédentaire à la CNS sur la route McCrea, le long de la rivière Nation Sud. Grâce au soutien financier du gouvernement fédéral, ce terrain est actuellement transformé en aire de conservation publique de jour avec accès à la rivière. Les donateurs peuvent toutefois choisir l’héritage qu’ils souhaitent laisser : La CNS gère ces aires de conservation à perpétuité, et les donateurs décident de la manière dont leurs terres seront gérées. Le don de terres à la CNS signifie également qu’elles ne peuvent pas être vendues ou divisées à des fins

lucratives par l’Office. « Nous prenons fierté à acquérir des dons de terres pour contribuer à la conservation de nos ressources naturelles locales, et à les gérer efficacement afin d’assurer des forêts durables et saines pour les communautés et les générations futures », explique Pat Piitz, responsable des propriétés de la CNS. En plus des avantages environnementaux et sociaux, les dons de terres écologiques peuvent également apporter des avantages économiques au donateur grâce à des incitations fiscales ; dans le cas des servitudes, le titre de propriété est maintenu par les propriétaires. « Le don de terres ayant une importance écologique est le don qui continue à donner », ajoute M. Every year we have traditions that have been passed down from generation to generation to generation. But this year is different. This is COVID-19 pandemic year. Things must be different this year! Let me explain. To start with, you say you’re dreaming of a white Christmas, but this year isn’t like every other year. Don’t you realize that saying that is discriminatory against people of colour? However, if you were just making a wish for white precipitation, as in the seasonal song “Let it snow, let it snow, let it snow!”, just think of the hardships, delays and chaos during our holiday travels that would be caused by a white Christmas. As usual, this year you tweeted, “I’ll be home for Christmas.” No way! Not this year. Don’t you realize there’s a ban on

non-essential travel? And if you make it home for Christmas, we can’t put you up for the14-day quarantine period. Remember that plaque hanging in the spare bedroom? “Visitors are like fish – after three days they begin to smell.” You also reminisced about chestnuts roasting on an open fire. We don’t allow open fires any more. We’re doing our part to mitigate Global Warming. Playing it over the sound system of their steeple, one of the local churches has issued the invitation, “O come all ye faithful!” If all of the faithful come, they’d be exceeding the group size limitation. Only 30 per cent of normal capacity is allowed. Even with that restriction, social distancing must be observed. Everyone must wear a mask, and there must be no singing. If a trio of men were to step off an Emirates Airline Airbus 380 at YOW or YUL, and announced, “We three kings of orient are…”, they’d be immediately detained, tested and quarantined. Besides, if they arrived from the Orient

on Christmas Eve, they wouldn’t get to present their gifts until 14 days later. They couldn’t get to the inn’s stable any earlier than January 6, due to the self-quarantine requirement. If the kings phoned a take-out restaurant, asking, “Bring us some figgy pudding” they could get home delivery, but to avoid contamination by cash, payment would have to be with plastic. These days, that figgy pudding would certainly be ethically sourced, nut-free, low-calorie, gluten-free and non-GMO, packaged in a recyclable container and delivered in a non-polluting vehicle, preferably a bicycle.

If any revellers arrive at the end of the driveway announcing, “Here we come a’ wassailing”, we hope they have a designated driver for the ride home. Wassail bowls contain hot ale, beer and mead, with just enough alcohol to warm tingling toes and fingers. Make sure your wassailers are all part of your bubble. They’ll have to sing from the sidewalk, if their bubble is not part of your bubble. Whatever way you can manage it, do have a Merry Christmas, but this year, keep your distance, protect your bubble, sneeze into the crook of your elbow - and just like the Lone Ranger, wear a mask.

CORNWALL, Ontario – A partnership between l’Association canadienne-française de l’Ontario (ACFO) of SD&G, the Mohawk Council of Akwesasne (MCA) Board of Education and Indigenous artists has blossomed in the form of two new murals. The murals were created from the vision of grade 7 & 8 students from Akwesasne and the Franco-Ontarien counterparts in Cornwall and are located in the city at the Centre Charles-Emile-Claude. The vision of the murals was brought to life by Indigenous artists Mique Michelle and Victoria Ransom. The first of the two murals depicts an Iroquois smoke dancer, the second depicts a woman, and two partridges on either end of the scene. Akwesasne is the Mohawk term for “the land where the partridge drums,” Ransom

explained, stating that the rapids around Cornwall Island, before the creation of the St. Lawrence Seaway in 1958, would make a sound similar to a partridge call, which sounds like drumming. “The whole reason for the project is to create positive cross-cultural relationships with the students,” Ransom said. “This exchange on the cultural level creates respect and I think that’s what has come out of this project here,” said Celine Baillargeon-Tardif of l’ACFO-SD&G. “The youths have learned to understand a bit of the life of Indigenous youths, and Indigenous youths too have learned of the FrancoOntarien culture and where Franco-Ontariens come from.” Originally, similar murals were to be created in Akwesasne as well, but the COVID-19 pandemic has delayed that part of the project. Baillargeon-Tardif did say that this partnership would continue to grow, with a second phase currently in preparation to be launched.

“Cornwall Transit is proud to offer this service free of charge,” said Len Tapp, Transit Division Manager. “The drive-by Santa Claus Parade is sure to be a success this year, and our buses will ensure residents without their own vehicle will be able to enjoy the spirit of the season, too.” This year, the Optimist Club has organized a drive-by parade due to the COVID-19 pandemic. The parade is expected to run from 4:30 p.m. to 9:30 p.m. with organizers recommending older children and adults come after 7 p.m. The entrance will be on Water St. at the west end of the Civic Complex.
