CORNWALL, Ontario – At their meeting on Monday, June 14, 2021, Cornwall City Council approved the painting of a mural in Lamoureux Park, just south of the Cornwall Clocktower. The mural, which will be created by artist Kathleen Tuck will be a tribute to the 2SLGBTQ+ community for Pride Month which is June. The design for the mural that was selected was done so in partnership with Diversity

Cornwall Diversité, a group dedicated to promoting “visibility, wellness, and unity among people with diverse gender and sexual identities. We strive for equality and encourage acceptance in the Cornwall area and beyond through education and awareness,” according to their Facebook page. “I just wanted to express how blown away by Ms. Tuck’s design for this mural,” said Councillor Carilyne Hébert. Cornwall Mayor Bernadette Clement also

praised the mural’s design as well as its location. “Imagine in our premier park, at the base of our Clocktower which is a symbol of Cornwall to have this beautiful mural,” she said. “Diversity Cornwall has been helping other groups to organize around other issues, and I salute them for their growing expertise in addressing social issues in a diverse way.” CONTINUED ON PAGE 6

Prevost takes six month leave, removed as SDG Warden NICK SEEBRUCH

SOUTH GLENGARRY, Ontario – On Friday, June 11, Township of South Glengarry Council voted unanimously to approve six months of unpaid leave for Mayor Frank Prevost. Prevost, 53, was charged with three counts of Child Luring and one count of Sexual Assault against and adult on Tuesday, June 8 by the Ontario Provincial Police (OPP). “With respect to the recent criminal charges against Mayor Prevost, it is acknowledged that this is a difficult time for staff, members of council and the public,” said Deputy Mayor Lyle Warden who chaired the Council meeting in Prevost’s absence. “Council under the

Municipal Act has no authority to demand Mayor Prevost resignation, nor is there any mechanism to remove a sitting member of council.” Warden said that the Township would make available resources for staff and members of the public who were distressed by the news of Prevost’s arrest. “Understandably, the nature of these charges against Mayor Prevost may cause significant upset to members of the community and staff. We remind those who are distressed that there a resources that are available to you that we will make available to the public shortly,” he said. According to the office of the Trial Coordinator in Cornwall, Prevost’s next court

appearance is June 24. Prevost, as Mayor of South Glengarry served on the United Counties of SD&G Council, and had been re-elected to his second term as Warden of the United Counties in December of 2020. At an emergency meeting of the United Counties of SD&G held later on Friday, the Council voted unanimously that Prevost’s six month leave that was approved by the Township made him ineligible to sit as a Councillor of the United Counties and that he could not longer serve as Warden. United Counties Council did not indicate how they would fill the vacancy around the Council Frank Prevost. table left by Prevost.

Recognizing World Elder Abuse Prevention Day PROVIDED BY CAREFOR As June 15th is observed as World Elder Abuse Prevention Day, it’s important to recognize not all seniors are in the best of circumstances. It’s estimated that 7 to 10% of older Canadians are victims of elder abuse. Physical, sexual, psychological, or financial abuse and can result in distress, impairment, or bodily injury. Every senior deserves the right to feel safe, and live free from abuse. The theme of World Elder Abuse Prevention Day for 2021 is “Rights don’t get old.” Basic human rights of older Canadians are challenged and undercut every day and, tragically, this has never been more true than over the last year during the COVID-19 pandemic. It’s

estimated that 1 in 6 seniors are victims of elder abuse. Within the Eastern Counties alone, the Carefor Elder Abuse Prevention Program has seen an increase of over 40% in elder abuse cases since March 2020. Tanya Mayich, Carefor’s Elder Abuse Prevention Coordinator, and Community Network Chair for the Prevention of Elder Abuse for the Eastern Counties and Akwasasne shared, “Seniors who lack capacity or have serious medical issues can be taken advantage of by the people closest to them. It is key to have good support around these seniors.” It is imperative within our local community that we educate ourselves of the universal warning signs and the associated risk factors concerning elder abuse, and advocate for the

rights of seniors. Tanya explained, “This day is celebrated to advocate for seniors so their voices can be heard. We must acknowledge elder abuse as a public and human rights issue throughout the community and around the world. Every older adult deserves to be treated with dignity and respect, and we can only make a difference if we mobilize together as a community.” Seniors have the right to live free from abuse and you can make a difference. Done Right Roofing (DRR), founded by Brent Boissonneault in 1990, is an independently owned local business providing a variety of services to its customers. In addition to commercial and residential roofing projects, DRR also operates a retail store, open to the public between 7 a.m. and 5 p.m. Roger Gauthier, office manager at DRR commented “anything you need to do your roof, we have it”, including a selection of roofing tools, roofing personal protective equipment such as safety harnesses, hard hats, etc., flanges, flashings and several types of shingles. Some of the services offered by DRR include roof replacement, “snow and ice dam removal in the winter” and emergency repairs, noting repairs can be done in any season, but it is preferable they be done “when there is enough heat or sun to properly seal the shingles”. DRR also performs “inspections for insurance companies and for people purchasing a house”. An asphalt shingled roof typically lasts 15-30 years in Eastern Ontario and is dependant on a host of external factors with DRR offering a 10-year workmanship warranty. He mentioned

After contacting DRR, a free estimate is prepared by either the owner or foreman and provided to the client accompanied by options such as shingles and timing of work. Once the go-ahead for the job given and scheduled, DRR provides clients with a reminder call a few days before the job begins to finalize details. The roofing

Council approves Pride mural at Clocktower, explores painted crosswalk City administration hopes to have the mural installed by the end of the month, in time for the raising of the Pride flag over the Clocktower. Originally, Cornwall City Council had asked administration for a report on the feasibility of painting a crosswalk in the city’s downtown in rainbow colours in honour of Pride. In their report on Monday night, administration recommended against painting a crosswalk, citing recommendations from the city’s

lawyers and insurance company that the municipality could be liable should any accidents occur. “In summary, the City’s insurer advised against implementing crosswalks which do not follow applicable standards due to the increased risk and liability for the municipality should an accident ever occur,” administration’s report reads. Administration’s report does acknowledge however that many other municipalities throughout North America have

implemented painted crosswalks. “What I would have liked to have seen were instances in other communities where artistic crosswalks have caused accidents,” said Councillor Hébert. “I think we are seeing communities all over the world implementing painted crosswalks.” A majority of Council rejected administration’s recommendation to not proceed with a painted crosswalk, instead, Council passed a motion asking for administration for

a further report on locations, budget, and timelines for creating a rainbow painted crosswalk. “Doing anything new in a community is hard. It is a hard thing. Doing anything new particularly during a pandemic has been difficult,” said Mayor Clement. “I want to continue the conversation on how we can do this in the safest manner possible in the most welcoming way possible.”

Let me back up a half a century… I don’t remember a time when I wasn’t fascinated by a sewing machine. I couldn’t have been more than three or four when I first remember seeing my grandmother sew on a treadle machine, rocking the foot pedal back and forth, giving it a boost with the hand wheel. Grandma Nettie loved fabric. She had boxes and boxes and boxes of fabric, in a little room upstairs in my grandfather’s old, log farmhouse, in North Glengarry. That house, that little room with the chalkboard from the old school house down the lane where my sister and I used to play, and my maternal grandparents, were some of the beautiful memories of my turbulent childhood. The house has since been torn down, the memories have not. Anyway, that’s where I get it – my love of fabric, textures, colours, fashion – Nannie.

A few years ago, when I packed only what would fit into my car, and moved east, among those few things that I did bring was a box of fabric and my sewing machine. I started sewing at a very young age. My dear mother taught me. It is a skill that has served a practical and artistic use many, many times over, in my life, from mending my family’s clothing, to sewing large, industrial backdrops for a touring company that I performed with during my theatre years. In the summer of 2015, I started making what would eventually become my Ragged Ts – the coolest T-shirt in the world.. says so, right there on my business card. My cotillion, so to speak, was at Marlin Orchard’s annual fundraising arts and crafts sale. I had no idea what to expect the morning

of, but when they sold out by the end of day, I knew that my life was going to change. Indeed it did. Since then, I have travelled from Cornwall to St. John’s and back, now happily enjoying a residency at the famed ByWard Market, in Ottawa. This past week, the Township of South Glengarry was rocked by the news that Mayor Frank Prevost was facing criminal charges of Child Luring and Sexual Assault against an adult. Such issues are difficult to discuss, but a newspaper is a private business with a public responsibility. I feel I have a responsibility to provide clarity and context to this story, especially after seeing some reactions on social media to our articles on this story. First of all, we should all recognize that there is an alleged victim in this case and we should hope that this person gets the support and care that they need. In my years working in news, and covering criminal cases, especially ones where the charges are as serious as this one, I often see the tendency, on social media in particular, to pass judgement before even a trial has been held. In our justice system, the accused is presumed innocent until proven guilty. Our personal feelings about the accused or the crimes they are accused of have no bearing on the results of a trial and nor should they. The burden of proof is on the prosecution, and it will be Frank Prevost who has to endure the trial process. On Friday, the Township’s Council voted unanimously to approve Prevost’s request for six months of unpaid leave. When we published our coverage of this story, there were a few who questioned why Council did not vote to remove Prevost as Mayor and the simple answer is, they can’t. Municipalities are creatures of the province. Municipalities exist within the framework of provincial law and the scope of what they can and cannot do is governed under the provincial Municipal Act. The Municipal Act does not allow municipal councils to vote to remove one of their own members. For over a year, the City of Ottawa has faced a similar dilemma with Councillor Rick Chiarelli, who has been accused in a series of incidents of sexually inappropriate behaviour. Members of Ottawa City Council have called on Chiarelli repeatedly to resign, but he has refused, and they are unable to vote to remove him due to the limitations of the Municipal Act. Even if municipal councils could vote to remove one of their members, any such decision would be drawn out, ugly, and ultimately, it is not a decision they should have to make. No one runs for public office to deal with such situations, and they shouldn’t have to. That is why I am telling the Mayor of South Glengarry directly, Frank Prevost, you must resign, and if there was another member of Council in your position instead, you would tell them the same thing, to resign. As I said, anyone accused of a crime is innocent until proven guilty, but until this legal process that Prevost is facing has reached its conclusion, and if he is vindicated, it will cast a shadow over the entire municipality, over its administration, its council, and all of its residents. For the next months if not years, the Township of South Glengarry should not be known as the township whose mayor is on trial for Child Luring and Sexual Assault. Trials can be deeply divisive, and Prevost should not allow it to divide this community. Every public event attended by a member of South Glengarry Council, every

accomplishment of municipal staff, every single Council meeting will have this shadow hanging over it. Even the title of Acting Mayor is a reminder that the municipality, through its mayor, is in court. I grew up in South Glengarry. I went to school there, and I spent most of my life there. I know what this case means to the community. Frank Prevost has been a part of the South Glengarry community for decades and has been in

municipal politics since the 1990s. I know that charges like this and a case like this will shake a small community to its core. Frank Prevost should separate himself and the trial he will go through from the municipality and from the community. Let us move on and not have this hang over everyone for months if not years. The arrest of South Glengarry Mayor/United Counties Warden Frank Prevost – make that former warden - last week on charges of child luring and sexual assault was a thunderous jaw-dropper. It sent a razor-sharp shock-wave across the United Counties. “I’m was in shock. I’m still in shock,” said former United Counties councillor Doug Leighton. Prevost was at the top of his long political career when the cops slapped the handcuffs on him last Tuesday and took him to the nearby OPP detachment to be booked. He has been released on $2,000 bail with the usual laundry list of conditions in such cases. The arrest came after a two-month on-line operation by the OPP’s elite child sexual exploitation unit. The sexual assault charge was not part of the child luring probe. He was serving an unprecedented third term as United Counties Warden. His first term was in 2000 when he was a 33-year-old deputy mayor. He became one of the youngest to have the warden’s chain of office draped over his shoulders. He was acclaimed mayor in the last municipal election. In recent months he expressed interest in seeking the Stormont-Dundas-South Glengarry nomination if current Conservative MPP Jim McDonell decides not to run again. His resume gave him a good shot at the nomination and moving up to provincial politics. Given the Conservatives’ strong grip on the riding, he could have become the next MPP. South Glengarry council granted Prevost a six-month leave of absence without pay. The leave opened the door for his removal as warden. None of the charges have been proven in a court of law. However, convicted or not, Prevost’s political career has crashed and burned. It is over. In the political arena, there is no recovery from these kinds of charges. They stick like glue. LOOKING BACK AT 1970 When the city purchased the former Copeland farm off Highway 2 just west of Boundary Road for an industrial park, an unusual chattel came with the purchase: A grave yard. The family burial plots contained the remains of eight adults and four children, all members of the Copeland and MacDonald families. One of the headstones dated back to 1859. The property was sold to Compo Records in 1968 with a clause that required the company to move the remains to another site before construction of the plant. Two years later, on June 10, 1970 a hearse transferred the remains to burial plots purchased by the company in St. Lawrence Valley Union Cemetery. The delicate exhumation and transfer were supervised by local health and

government officials. Efforts had been made to track down descendants with no success. A plaque commemorating the deceased was placed at the new plots. *********** Fire Chief Lucien “Lou” Carriere put a question to Ald. Roy Brunet at a June 1970 city council meeting: “What do you have against fire fighters?” Carriere had just finished presenting a report to council on the pitfalls of adding volunteers to the fire department’s roster. Brunet had been campaigning for the use of volunteers. Brunet’s response? “Because they (fire fighters) cost us too much money,” he fired back. “My job (as a member of council) is to save taxpayers money.” The chief claimed Brunet was using inaccurate figures that did not represent the true picture. He said reducing the number of full-time fire fighters and adding volunteers would create a “chaotic” situation when it came to responding to major fires. *********** Cornwall’s practice of forcing welfare recipients to turn in their driver’s licences and vehicle registrations was called out in the Ontario Legislature by NDP member Dr. Morton Shulman in June 1970. It quickly became national news. The Cornwall and District Building and Trades Council which raised the issue said the policy had given the city a “black eye.” City council soon ditched the policy but it was far from unanimous. Four councillors voted to keep the draconian policy in place. Social Services Administrator Frances Flanigan called the long-time practice a “headache” for her staff and expressed relief that it was being withdrawn. Nobody could recall when the practice was put in place. It was believed that Cornwall was the lone Ontario municipality with the policy. SEEN AND HEARD Urban camping? Back in the ‘dark age’ urban camping was pitching the canvas tent in the backyard for a sleep out. ... Speculation is pump prices will climb to $1.50 a litre before the summer is over. ... Good for President Joe Biden, V-P Kamala Harris and much respected Sen. Tim Scott (who is black) for refusing to jump on the America-is-a-racistcountry bandwagon. They correctly pointed out that while racism exists the United States it is not a racist country. Ditto for Canada. TRIVIA Before Korey Kennedy became the youngest person to be elected to Cornwall city council, he held the youngest elected title. At one point, they served on council together. TRIVIA ANSWER On Jan. 1, 1957 Cornwall’s population grew to 36,000 from from 17,030. The increase was the result of the city taking over parts of Cornwall Township. AKWESASNE – The Mohawk Council of Akwesasne (MCA) announced on Monday, June 14 that Kana:takon District Chief Darryl “Kermit” Lazore had passed away over the weekend. He was 57. “Chief Lazore wore his heart on his sleeve and his love and respect for the people of Akwesasne was widely known and felt. He was nearing the end of his second elected term in office, having served the community for six years with a passion for issues in housing and public safety,” the statement from the MCA reads. “In the office, Chief Lazore was known for his humor, kindness and friendliness; Council and staff will surely miss him. AKWESASNE – Several local residents have undertaken efforts to recognize the 215 children who were found buried at the former Kamloops Indian Residential School in Kamloops, BC. Ian Callan and Rene Bourget are frequent running partners, and Bourget suggested that the pair try to run 21.5 km one day in recognition of the 215 children. Callan upped the challenge to 215 km. Together, Callan and Bourget learned more about Indigenous culture, and how in the Mohawk culture, there is a 10 day mourning period for those who have passed away. Callan and Bourget then pledged to run 21.5 km per day for 10 days, a feat they completed on the morning of June 9. “It turned out to be a great community response,” Callan said. He explained that as the challenge went on, more members of the community joined in. “It became something of a personal reflection on what happened.” Callan said that he and Bourget often made

a point of running in the community to set an example. Both are employed by the Upper Canada District School Board (UCDSB) and Callan connected with the Grade 1 and Kindergarten teachers at Longue Sault Public School. Those students had previously painted rocks in honour of Remembrance Day, Callan asked if they would be able to paint stones organge, 215 of them, for the children discovered at the residential school in Kamloops. Soon other members of the community joined in on this challenge. On Wednesday morning, June 9, Callan, Bourget, Troy Thompson, and others, ran across the Seaway International Bridge in Cornwall to Akwesasne to deliver the stones to the Ahkwesahsne Mohawk School. A ceremony was held at the school with staff, and the runners who delivered the stones. Thompson, an Indigenous man and resident of Akwesasne has been undertaking his own running fundraiser, where he has pledged to run 215 km, and has already raised nearly $3,000 for the Akwesasne Boys and Girls Club

Reader says: City councilor Todd Bennett submitted a scuttlebutt about a security camera pointed at a neighbours back yard and based on this wants the city to regulate these devices. 1. Use medium ground beef instead of lean for a tastier burger. You can also mix different meats like pork or lamb. 2. Season your meat with enough salt and pepper to give it some flavour. CORNWALL, Ontario – On Wednesday night, June 9, members of the Cornwall community and the surrounding area from a variety of faiths and creeds came together to remember and mourn a Muslim family of five who were victims of a terrorist attack in London, ON. On Sunday, June 6, A Canadian family of Pakistani origin, Salman Afzaal, his wife Madiha Salman, their daughter Yumna, 15, their son Fayz, 9, and Salman Afzaal’s mother were deliberately struck by a 20-year-old man driving a pick-up truck. London police say that the attack was deliberate and that the family was targeted because they were Muslim. Salman, Madiha, Yumna, and Salman’s mother were killed, and

nine-year-old Fayz was taken to hospital with serious, non-life threatening injuries. The vigil in Cornwall took place virtually in the evening on June 9 and was moderated by Osama Chaudhry. The first speaker was Abdollah Vakily, who works with Muslim youth in the Cornwall community. Vakily reminded the audience that the Muslim holy book, the Qu’ran celebrates the differences between peoples. “Whatever divisions that divide us, they were originally created by God, but not to create fight and disharmony in the world, but it is to know each other and by know each other as brothers and sisters on this Earth, then we will work together in appreciation of our creator, and his plan and how to make him happy,” he said. “If

Whoever tries to pass off violence in the name of Islam is misguided,” he said. “We have to sensitize the world that Islam does not make any provision of racism, superiority over others, or materialism. Islam does not visualize a battle or constant conflict between religions or civilizations.” Chaudhry closed the vigil by thanking all who were in attendance, and asked them to embrace a message of love and hope. “I want all of us to take home the message of love, peace, and hope, and these will overcome the hate we find in our society today.
