CORNWALL, Ontario - The United Counties of SDG has a new warden, and he’s no stranger to local politics. North Glengarry Deputy Mayor Jamie MacDonald was sworn in as the new warden for 2016 at the Counties administration building in Cornwall on Friday (Dec. 18), in front of a crowd of 100, including representatives of the federal and provincial governments, as well as the City of Cornwall and local SDG municipalities, as well as his wife, Brenda, and children, Madison and Cameron. “I am very proud to be serving as SDG

warden in 2016,” said MacDonald, an Alexandria business owner, who is actively engaged in the town and broader North Glengarry community. MacDonald will take over from North Dundas Mayor Eric Duncan (warden since Dec. 2013). MacDonald has been a member of North Glengarry Council for nine years, serving as councillor for Alexandria Ward between 2006 and 2011, and as deputy mayor and Counties councillor since 2012. While a member of Counties council, MacDonald has served as a member (currently chair) of the Service Manager Joint Liaison Committee and St. Lawrence River Institute of Environmental Sciences. “With 165 years of history as a municipality, we have a long and proud past,” said MacDonald. “We have a great council and staff and there are

Federal minister tours Akwesasne as part of anti-violence message murdered indigenous women of Canada and the U.S. The large collaborative art piece will be made available to the public through selected galleries and locations including an Akwesasne exhibit that began earlier this month. “I am humbled to be here today to honour the lives of far too many women and girls taken from us much too soon,’ said Bennett. “Hundreds of artists from around the world have created a powerful and moving commemoration to the lives of those daughters, sisters, mothers and grandmothers held in loving memory across this country.” Bennett added the continuing issues of violence and murder against First Nations women is a priority for the government. “We are committed to launching an inquiry into missing and murdered Indigenous women and, beforehand, to consult widely to design the inquiry,” she said. “Today also marks the United Nations International Day for the Elimination of Violence Against Women – a day to reflect on our own experiences and the actions we all can take to make real change for women and children in our communities. “This day, and the 16 days of activism that follow it, are dedicated to galvanizing action to end violence against women and girls around the world.”

CORNWALL, Ontario - Interested in knowing how native plants can help to enhance local ecosystems? Old Field Habitat Garden & Wildflower Nursery’s Philip Fry will be supplying the answers at the next Science & Nature on Tap series workshop on Wednesday, Jan. 13, at Schnitzels European Flavours, starting at 7 p.m. With over 30 years of experience in habitat gardening, Fry utilizes these native plants to restore not only the land, but water. He encourages urban gardeners, who feel fenced in by development and time constraints, to give native gardening a try. “One of the great things about native-plant gardening in the city is that you can see the result quite quickly and dramatically,” said Fry. Now retired, Fry currently has six hectares to

work with. He began Old Field Garden and Nursery in 1984 as a research project in landscape restoration. At the time, a professor at the University of Ottawa, he was particularly concerned by the progressive destruction of local landscapes as a result of development. Over several years, Fry has partnered with Raisin Region Conservation Authority (RRCA) to undertake native planting at a variety of local sites, including the naturalized area around the Canadian Border Services Agency (CBSA) centre on the Cornwall waterfront. A new project that has recently been proposed by RRCA includes the development of a Native Plant Botanical Station at Cooper Marsh Conservation Area. Queens park offrira un coup de pouce supplémentaire Le gouvernement ontarien a annoncé lundi qu’il bonifierait l’enveloppe destinée à soutenir l’accueil de réfugiés syriens à Ottawa. Ce sont donc le Centre Catholique pour immigrants, Réfugié613, un groupe consltatif spécial d’aide aux réfugiés - auquel participe le député Naqvi - et le Carrefour des réfugiés de la Faculté de droit de l’Université d’Ottawa, qui se verront offrir un coup de pouce supplémentaire afin de faciliter l’accueil de réfugiés syriens. Le gouvernement de Kathleen Wynn a promis un total 8,5 millions de dollars dont 5,5 millions auraient déjà été distribués. Avec cet argent on viendra en aide aux réfugiés principalement par l’entremise d’organismes comme le Centre Catholique pour immigrants, Réfugié613 ou encore le Carrefour

des réfugiés de la Faculté de droit de l’Université d’Ottawa. «On a toujours accueilli ceux qui fuient [la guerre] pour se bâtir une nouvelle vie», a souligné Madeleine Meilleur, députée d’Ottawa-Vanier. Le député d’Ottawa Centre, Yasir Naqvi, se réjouit quant à lui du soutien dont font preuve les citoyens d’Ottawa. Et ce dernier affirme qu’au fil des années, Ottawa a toujours a eu tendance à accueillir environ 40% des réfugiés des différents pays du monde qui arrivaient au Canada. Pour la présente vague d’accueil de réfugiés, on estime donc que quelque 10 000 Syriens arriveront à Ottawa. «C’est pas comme si c’était la première fois qu’on accueillait [des réfugiés]», a lancé Mme Meilleur, catégorique. «On a cette expertise»,

Nommément via un programme de jumelage. Comme le souligne Nathalie DesRosiers, doyenne de la Section de common law de la Faculté de droit, ce sont des démarches «rigoureuses» et qui impliquent de «grandes responsabilités». L’expertise mobilisée par le PAP permet ainsi de

mieux préparer les gens qui entreprennent les démarches de parrainage. «Il faut que les gens sachent à quoi ils s’engagent», affirme Mme DesRosiers. Et comme c’est parfois le genre de démarches qui s’effectuent dans l’urgence, il faut que malgré cette temporalité imposée par une situation géopolitique, tout se fasse en temps. Ultimement, selon la doyenne le Carrefour des réfugiés de la Faculté de droit de l’Université d’Ottawa espère que le PAP permettra aussi de fournir de l’information pour le public sur ce genre de tentatives. Pour ce qui est de ce financement supplémentaire, cela lui permettra de répondre à la hausse de la demande pour ce genre de services et de bonifier l’offre entre autres à Toronto et Windsor.

Hausse de 2,5% des tarifs d’OC Transpo Le conseil municipal d’Ottawa a décidé de maintenir la hausse de 2,5% des tarifs d’OC Transpo prévue dans le budget 2016, en rejetant la proposition du conseiller Tobi Nussbaum. Celui-ci souhaitait geler les tarifs d’OC Transpo, pour l’année 2016, dans le but d’augmenter le nombre d’usagers du transport en commun. «La seule solution à long terme pour réduire la congestion routière est de proposer des tarifs abordables aux usagers du transport en commun», a mentionné Jeff Leiper, l’un des 6 élus à avoir appuyé la motion. «Le train léger sur rail (TLR) aura du succès, seulement si on a de l’achalandage

fiable», a ajouté Rick Chiarelli qui a lui aussi donné son appui à Tobi Nussbaum. Le maire d’Ottawa, Jim Watson, a encouragé les élus à voter contre la proposition et ainsi conserver la hausse prévue. «C’est impossible de construire un grand projet comme le TLR, sans des difficultés et des défis. […] Il faut garder un équilibre entre les fonds des contribuables et les fonds des clients d’OC Transpo. […] C’est nécessaire d’avoir des augmentations de 2,5% chaque année pour payer pour les phases 1 et 2 du TLR», a mentionné le maire en ajoutant que la question des tarifs fera certainement partie des

discussions l’an prochain à la Commission du transport en commun. Une autre motion longuement débattue Le conseil de la Ville d’Ottawa a rejeté, 15 voies contre 8, la motion de bonifier de 250 000$ l’aide monétaire accordée aux services sociaux l’an prochain en abolissant trois emplois à temps plein au sein de la fonction publique municipale. C’est la conseillère Diane Deans qui avait proposé cette motion, car selon elle la communauté à besoin d’un meilleur soutien. «C’est notre responsabilité de les aider et on doit le faire aujourd’hui», a-t-elle fait savoir pendant les dis-

cussions sur sa proposition. De son côté, Jim Watson a mentionné que l’aide financière apportée par la ville à la communauté et aux services sociaux a augmenté dans les dernières années. «Nous essayons d’être le plus généreux que nous le pouvons, mais nous avons des ressources limitées», a-t-il dit en encourageant le conseil à rejeter la suggestion de Mme Deans. Les élus, ayant voté dans le même sens que le maire, ont aussi mentionné qu’il serait difficile d’identifier les trois emplois à abolir et aussi de déterminer les organismes qui bénéficieraient des 250 000$.

 4 slices Swiss cheese
 4 ounces Gruyère cheese
 1/4 cup flour
 3/4 cup fresh bread crumbs
 2 eggs, beaten

breast firmly with layers of ham, Gruyère, prosciutto and Swiss cheese, sealing the edges with a toothpick. • Lightly coat each chicken roll with flour before dipping into a beaten egg; roll chicken rolls in fresh bread crumbs and repeat. Chill rolls for one hour or longer. • Heat butter in a skillet over medium heat; brown each chicken roll evenly for 10 minutes. Stir in 1/2 cup chicken stock; cover and simmer until chicken are cooked, about 15 minutes. Remove chicken rolls and set aside. CORNWALL, Ontario - Alex’s Army is only growing stronger, despite his untimely passing. Tears ran down the face of Britney Truelove as she entered the Christmas-themed vendor sale in support of her late son Alexander ‘The Warrior’ Lazore. The Akwesasne boy passed away Dec. 18 after battling an aggressive cancer since last spring. “There’s way more supporters than I thought would be - it helps a lot,” said Truelove, a Cornwall-Akwesasne resident with roots in Lancaster. “This really makes me feel like I’m not alone.” Some of her closest friends, Shawna Prevost, Linda MacDonald-Bourck, and Violet MacNeil organized the fundraiser, which took place at the Royal Canadian Legion Branch 297 in Cornwall. The event featured 30-plus vendors and raised over $1,500 to help the family with funeral expenses. Alex also leaves behind his father, Basil ‘Moose’ Lazore, and older sister, Kira, 3. A gofundme page has also been set up and already generated more than $3,300 in aid.

CORNWALL, Ontario - Dan Carbonnell eyed the aisles of the east-end grocery store, looking for the next shopper to surprise with a heartwarming gesture. Enter Steve Labelle. As the man reached into the basket and began placing his items on the conveyer belt, Carbonnell swooped in, donning a red Santa hat, and offered to pick up the tab on behalf of the Kinsmen Club of Cornwall. “It feels really nice, because the way things are,” Labelle paused, nearly moved to tears, “it can be rough. This really made my day.” Kinsmen members visited Food Basics on Saturday morning to help bag groceries, and spend $500 in gift certificates on unsuspecting holiday shoppers. The service club also offered shoppers free cookies (donated by Allstate Insurance) and coffee (supplied by McDonalds).

TUGBOATS CAPSIZE ON THE RIVER When you do this job for long enough, stories start to blend together…especially when you try to remember an entire year’s worth of copy. “Was that election last year, or two years ago?” “Was (insert name here) a councillor for one term, or two?” “Did he fire six shots, or only five?” A few of the media types got together recently to swap stories about the year that was, and here is my unofficial look back at 2015 and some of the stories that made headlines for good, bad, or tragedy. You’ll notice there are some issues that have not made the list. I figure I’ve wasted enough ink on the likes of Brock Frost, art gallery cheerleaders and city hall scandal that you’re bored. So here’s another list of stories from 2015 to take you back…

You have to thank Coun. Andre Rivette for bringing this to light. He’s also a member of the police services board and rose at a council meeting last winter to advise the city of some coppers (and staffers) at the police station who pooled their resources and bought back pawned wedding rings for an elderly couple who needed money for groceries. The story ‘grew legs’ as they say in the business, and ran around the world via the Internet. Cops often chide us for only focusing on the negative when we report on them…but I say they don’t do a good enough job of telling us about the good things they do. I learned this summer about officers who commandeered a jet-ski to save a teenage girl who nearly drowned in the St. Lawrence River. The police wanted no part of telling that story – but it’s the kind of thing the community

house refugees from war-torn Syria. Sources were telling us last month that Syrians being housed at Nav Centre by year’s end was a foregone conclusion. Yet when the federal government made its long-awaited announcement on plans to resettle thousands of refugees in Canada, Cornwall was conspicuously left off the list. Now the rumblings have started again, and even city hall is getting into the fray by creating a task force to help convey information on the subject to people who want to help. All we need now are the refugees. In the meantime debate continues to swirl from those on both sides of the fence on the issue – those who welcome our friends from overseas, and others who would prefer they stay where they’re coming from.

THE PASSING OF JOHN EARLE

Arguably the most talked about story of the year is the untimely passing of John Earle. The part-time business owner, political candidate, board game inventor, filmmaker, husband and father succumbed to a heart attack this summer. He was scuba diving just west of the city when the tragedy began to unfold. To say his loss to Cornwall will leave a hole ranks as an all-time understatement. His buddy Frank Burelle summed it up best when he said the city will really lose when it comes to the ideas we hadn’t yet experienced from one of the biggest dreamers the city will ever know. John wasn’t perfect. Many of his ideas never fully got off the ground. But you have to give him credit for trying – many of us never even get that far. LIFTOFF CANCELLED This has to rank as one of the top stories to include the phrase “it’s such a shame” – SYRIAN REFUGEES IN CORNWALL One of the most polarizing issues to rear but the end of Cornwall Liftoff is exactly its head in Cornwall has to be the on-again, that. The hot-air balloon festival that made off-again, on-again idea that the city may

great strides in each of its 20-plus years in Cornwall has been permanently grounded, as organizers have been unable to find a way to reinvent the spectacle as debt continues to mount. The 2015 edition of Liftoff was shelved and we all figured it was only a matter of time before the entire thing was grounded. I’ve been asked why and, for what it’s worth, my theory is that Liftoff got too big for itself. The hot-air balloons became almost an afterthought compared to the live entertainment, amusement park and other attractions taking place in Lamoureux Park. All of that stuff costs money, and sadly there wasn’t enough money to go around. It’s unfortunate, because the volunteers who made the event so successful often went unrewarded for all the hard work they attached to the event. Mourn the loss of Liftoff, but reserve some gratitude for the work done by the nameless, faceless people who took tickets, served rinks and organized logistics – they’re the resal heros of Liftoff.

Speaking of the St. Lawrence River, it was a beehive of activity in June when a pair of tugboats capsized while trying to reposition a barge. My wife and I were enjoying a rare night out for dinner when the St. Lawrence River Institute, of all agencies, began Facebooking about the drama unfolding on the river. Before long TV crews were descending on the city and all the focus was on a small stretch of the river along Lamoureux Park. Incredibly no one was killed, though there was a broken leg suffered by one individual aboard the smaller of the two tugs to go under the water.

CORNWALL, Ontario – A trio of local hockey associations and a company are donating a truckload of gently used hockey equipment to young players in the Great White North. In a combined effort Seaway Valley Minor Hockey Association, Cornwall Minor Hockey Association, South Stormont Minor Hockey Association as well as AJ Sports are providing jerseys, shin pads, elbow pads and hockey pants to players in far off places like Iqaluit, Inuvik, and Cambridge Bay. Through a partnership with Canadian Helicopters the equipment is being trucked to Montreal, where it will then be flown to the north and distributed. “It feels good to help out another hockey community who doesn’t have as many opportunities as we have,” said Jennifer Mayer, equipment director for Seaway Valley Minor Hockey Association (SVMHA) and Cornwall Minor Hockey Association (CMHA). “We often take for granted our local rinks

and associations and the ease with which we can purchase equipment for our kids playing hockey. “It’s when you start talking to someone who has experienced life in these communities that you really understand how something like this can help them out.” The equipment was collected starting in August and when new jerseys came in for teams from their supplier in late November the balance of the used jerseys were boxed and picked up earlier this month. “South Stormont gave full teams of jerseys of almost every age group from novice to midget,” said Mayer. “We filled a pickup truck with the boxes. Seaway Valley Rapids gave full teams from novice to midget … plus some extras that were in storage. “As well there were socks for peewee and bantam teams. CORNWALL, Ontario - Next year the Shorty Jenkins Curling Classic will be played in Cornwall - and likely for years to come. Organizers of the popular tournament that was moved to Cornwall from Brockville at the last minute this fall said Monday the Seaway City has secured the 2016 event as well. “We believe that Cornwall offers a better chance for the AMJ Campbell Shorty Jenkins Classic to continue to establish its position as one of the world’s premiere bonspiels,” said founder Gord McCrady. “Cornwall has the infrastructure and support network that can meet

the demand of today’s professional sporting events.” The event draws world-class curlers including Brade Jacobs and Brad Gushue as well as homegrown curling phenom Mat Camm. In 2015 a broken compressor at the Brockville Country Club forced the organizers to move the event to Cornwall. In just over three weeks, Cornwall secured 40 sponsors and raised more than $30,000 in sponsorship. The Cornwall retail and hospitality sectors came to the table with support and were grateful for the opportunity. “City officials and volunteers bent over backwards to ensure the event was a success,” said McCrady. “Most importantly, the curlers were

CORNWALL, Ontario - For the third consecutive year the local United Way will extend its campaign in an attempt to meet its goal. Officials with the charity that funds more than a dozen local agencies through social support services said Friday they are at 82 per cent of their $710,000 goal. “We’re hopeful it will come together the way it did last year,” said United Way executive director Lori Greer, adding last year the campaign was extended into January and came up with 97 per cent of a $707,070 goal. This year the campaign has been extended to Jan. 15. Both Greer and campaign chair Michael Galvin pointed to donor fatigue as one of the reasons for another extension. Other agencies, including the Agape Centre and Cornwall Community Hospital Foundation to

name a few, are working on fundraising activities right now too. “There’s certainly a lot of other groups looking for funds,” said Greer. “And they’re all worthy causes. “As a donor it can be difficult.” Galvin said the United Way uses its money for people. “I think it’s important to emphasize that our United Way funds are strictly for programs that directly benefit the members of our communities,”he said. “We are not funding bricks and mortar. “With everyone’s lives getting so busy, there are donors that intend to donate and then things get so busy around Christmas they are late in getting those dollars in. We want to make sure that every dollar we report in actually confirmed and we would rather extend for a couple of weeks than to estimate donations.” Galvin agreed there are many hands out looking for money this time of year. “Our biggest challenge is that there are so

Sometimes our good intentions are thwarted by unforeseen circumstances. Sometimes we just don’t get around to writing that apology letter, expression of condolences or thank you note. However, it’s never too late to acknowledge what members of our armed services have done for us in time of war and in time of peacekeeping. Each year the staff of Cornwall’s Heartwood Long Term Care Facility organize a very moving Remembrance Day ceremony of

commemoration on November 11, Armistice Day. Unfortunately, this year, the facility experienced a respiratory outbreak. The resulting quarantine prevented the gathering of residents, families, friends and staff. However, later in December, the ceremony did take place, better late than never. In attendance were the fourteen residents who had served in the military: seven from the Army; four from the Air Force; three from the Navy. About 50 residents and fifteen family members were also present in the facility’s auditorium. The veterans were piped in by Dwight
