Carr drives to ease strained relationships at city hall Todd Lihou CORNWALL, Ontario – The newest member of city council who just might the longest serving elected official Cornwall has ever had in its history is eager to get back to work. Coun. Denis Carr was sworn in last Tuesday afternoon in deputy clerk Manon Poirier’s office, and said in a lengthy interview Wednesday he has a number of items to get back to speed on, including budget work and the succession plans for some key municipal positions that have been vacated. “I’ve tried to keep myself up to date,” Carr said. “The budget is always a challenge and this (year) will not be any different. “I understand (CAO) Norm Levac is staying through budget process. Which is good – but how are you going to fill that position and when are you going to start looking? You should be looking now.” Carr, who will have the better part of 30 years as an elected official notched into his belt by the end of this term, brings an air of stability to council at a time when the municipal body could use some. Brock Frost recently resigned amid a cloud and the city finds itself still coming to grips with a waterfront tank controversy that was resurrected during the recent federal election via comments made by MP Guy Lauzon. Now there are some questions about the

role administrators played in the tank issue, including who knew what, and when, regarding construction. “I’ve always enjoyed a good relationship with administration because I respect the fact we hired those people because they are experts in their field,” said Carr. “I think we have to respect their decisions and opinions. That’s what we paid them to do. And I think (it’s time) to re-establish the good working relationship council has enjoyed (with administration). “If it’s not there now, we should fix it.” Coun. Maurice Dupelle recently used the word “vague” to describe a report councillors received on the communication the city had with government officials and developers concerning the tanks. Carr said he has a solution to that issue. “There are times you can disagree with findings of a member of administration but there’s a way of doing that,” he said. “And if you have questions, let people know the questions you have before you get to the meeting. “If your boss says to you, ‘Tell me about this.’ Then you say ‘I didn’t know we’d be talking about that.’…You need to prepare.” Carr does returns to council with some criticism. Some have complained that a by-election should have taken place to fill the vacant council chair, and others have pointed to Carr’s role as both the local chamber of commerce president and his affiliation with Heart of the

voting on any Heart of the City matters at the council table. Heart of the City is an agency operated by the municipality to beautify downtown areas of Cornwall. It’s also a role Carr enjoys, but won’t stick with forever. “They might be looking for a younger, more vital person,” he said. “But I think it’s time we need some new blood.”

Cornwall family breathes sigh of relief, daughter in Paris is safe Todd Lihou todd.lihou@tc.tc

CORNWALL, Ontario – A Cornwall family was breathing a huge sigh of relief after connecting with their daughter who arrived in a terrorized Paris Friday morning as part of a European vacation. Wendy Hudson said her daughter Melissa Jackson was safe in a hostel about 30 km outside downtown Paris while the City of Light, and indeed much of France, was on lockdown following a massive terror attack that included coordinated efforts to kill scores of people. “Let’s just say that I had a bit of a moment late this afternoon when I heard about the attacks,” said Hudson Friday. “I have connected with them both through email and a phone call and they are both safe, thank God.” Jackson and her boyfriend, an Ottawa hair salon owner, are travelling Europe as part of a vacation that also includes a stop in Germany for a worldwide stylist competition.

“Both my daughters are world travelers even though they’re both so young,” said Hudson. “They’ve both backpacked for a year in New Zealand and Australia. My other daughter, Sara Jackson, just got back from India. “They both have the travel bug and I’m so happy that they want to see the world, even with all the negativity going on in different places.” France closed its borders and a city-wide curfew was in effect in Paris, where more than 100 people had been killed. Within minutes, there was a mass shooting outside a restaurant, explosions outside a soccer stadium where French President Francois Hollande was in attendance, and the shootings and hostagetaking at Bataclan concert hall. “They are planning to leave France...but I’m a bit worried with the borders now being closed,” said Hudson. “Not sure what that means. I’m hoping it just means they will have to check out of the country but be able to get out.”

CORNWALL, Ontario - Organizers of one of the largest holiday helping hand-type events is bracing for an onslaught of requests this year. Children Christmas Fund organizers said Monday that as many as 1,300 local families are expected to apply for gifts of food and toys as they will be unable to afford such luxuries this season. The toys and food are typically sorted and provided to the families at the Cornwall Armoury where an army of volunteers helps with the event. Dec. 18 has been set aside this year, said Children’s Christmas Fund chair Peter Morgan. “To all of us, Christmas is a very special time of year,” said Morgan. “It’s a time for joy, and not disappointment. “To that end we collectively feel that it is our

Aultsville Theatre in danger of closure if funding formula isn’t changed CORNWALL, Ontario – There’s a danger Aultsville Theatre in Cornwall might close if a new funding model is not found. The theatre is grappling with major infrastructure challenges like improving lighting and sound, and will soon find itself unable to cover rental costs at St. Lawrence College’s Cornwall campus. While there is no danger of hanging a ‘closed’ sign on the theatre in the next couple of weeks, manager Janet Martel said in an interview shuttering the long-time

Cornwall venue is possible in the months that follow. “It will be if things don’t change,” she said. Board president Felicity Svenson added next spring, when the college sets its budget, will determine much of the future viability of the theatre. The theatre splits its rent and other costs among its governing board, the City of Cornwall and the college, with St. Lawrence essentially absorbing the rental charge set out for Aultsville. But with costs, including rent, going up every year the theatre is reaching a breaking

point. “We’re reaching a threshold where we won’t be able to do that,” said Martel. “It’s under discussion right now with the partners – how do we do this?” Those talks are hamstrung by the fact that all three entities have different fiscal calendars. The city’s ends on Dec. 31, while the college’s runs to March and the theatre’s wrapped up in August. City council won’t be discussing budget until well into January. City hall approved $97,000 in funding for Aultsville this year. Svenson said the annual rent for the theatre is about $81,000, split between all three partners. She added regardless of the amount of any increase, the theatre is out of financial options. “We don’t know what it will be. But that’s the limit of what we can now pay,” she said, adding the college has been generous in the past and subsidized the theatre even more than the one-third it has agreed to.

“It’s not a money grab on their part.” The rental issue is compounded with the fact that Aultsville Theatre is no spring chicken in a lot of facets. Martel said while some $300,000 has been spent to upgrade things like lighting and sound boards, it could cost as much as another $700,000 to bring the lighting and sound infrastructure up to industry expectations. Martel added performers who complete shows in nearby Kingston and Brockville often have to rent additional equipment to put on something similar at Aultsville. “We’re struggling to meet some of the major shows coming through,” she said. Talks are continuing between all three parties to come up with a solution that will stave off more talk about closure. “You can see how it starts to look daunting. Our mandate is to keep the theatre accessible,” said Martel. “I’m very hopeful the partners at the table can come together to get a plan that is successful moving forward.”

Gender pay equity, hot topic (despite lukewarm attendance) CORNWALL, Ontario - Barely half a dozen people showed up to a meeting Thursday in Cornwall to discuss gender wage equality – but a message is being taken back to Toronto loud and clear. Officials from Ontario’s Gender Wage Gap Steering Committee got an earful from the six people who showed up at a meeting Thursday evening at the Benson Centre to discuss the hot-button issue. “One of the things we heard was an aggressive, in-your-face campaign saying, ‘This has to stop,’” said Emanuela Heyninck, Ontario’s pay equity commissioner. “We also heard from a woman, who suggested having HR practices

that are transparent and enforceable. These are all solutions that when you add them together, will make people about think about how to change the environment we’re operating in.” Heyninck is also one of four members of the steering committee, which was formed in April by the Kathleen Wynne government to examine the issue and host consultation sessions across the province. Based on the most recent Statistics Canada data the province’s gender wage gap ranges from 12-31.5 per cent. The gap is more pronounced for Aboriginal and racialized women and those with disabilities. The Cornwall consultation is one of three

sessions taking place in eastern Ontario. Heyninck said despite the low turnout in Cornwall the input is important. “Even if it was a small group, I find that when you start talking, and asking people specific questions, they do come up with solutions,” she said. There are 13 sessions planned in all. Ontario’s Gender Wage Gap Steering Committee hosted a public consultation session at the Benson Centre in Cornwall, Ont., on Thursday, November 12, 2015. The 44th edition of the parade will be kick off at 5 p.m. at St. Lawrence Secondary School on Second Street East and proceed west to Augustus Street. The floats will turn south on Augustus Street and unload their passengers into waiting buses to be taken to the Civic Complex for award presentations and hot treats. “This will provide more room so everyone

The theme for this year’s parade is Christmas Dreams and even as the big day draws near, organizers are still accepting entries. “Whether you are part of a school, a business, an organization, a family or just a group of friends that want to be part of the parade and wish everyone a Merry Christmas, you are welcome to join us at no charge,” said Mr. Muir. Film aims to remove stigma of mental illness CORNWALL, Ontario - A film about one family’s story of forgiveness and healing served to raise funds and awareness of mental illness, at a special screening on Saturday night, at Aultsville Theatre. The Cornwall Community Hospital Foundation hosted the fundraiser for the new Addiction and Mental Health Centre, which will

be located on the McConnell property, explained Erin Killoran, executive director of the Cornwall Community Hospital (CHC). NCR: Not Criminally Responsible recounts the story of Sean Clifton, a former Cornwall resident, who was declared not criminally responsible after he stabbed Julie Bouvier in the storefront of the Cornwall Walmart, in 1999.

The screening was followed by forum at which her parents spoke about what they had gone through as a family. “The film shows both sides, a random violent act towards a victim, and the mentally ill person that didn’t have the mental capacity to form criminal intent,” said Noella Bouvier, Julie’s mother. “This film is about forgiveness and healing.” “We’ve forgiven Sean, the attacker, years ago,” said Andy Bouvier, Julie’s father. “We’ve talked with him quite often; we have no problem forgiving him, and so has Julie.” “Julie is doing very well,” said her mother. “She believes in her heart that truly forgiving Sean was a crucial part of her healing. He wrote her a letter of apology and that was complete closure for her.” Toronto director, John Kastner, who was also at the screening, says he was approached by a

Kastner said that he is very pleased that his film is part of the effort to raise funds for the facility. “It’s excellent!” Seven related community services will make the move to the new building, with occupancy projected to take place by the end of 2016. Local physician’s new novel inspired by real hospital trauma...and drama CORNWALL, Ontario - When Dr. Melissa Yuan-Innes heard about a woman forced to give birth at gunpoint, she immediately recognized the inspiration for her newest medical thriller, Stockholm Syndrome. In 1991, Richard L. Worthington, a 39-yearold father of eight, planted sticks of dynamite outside a Utah hospital before he entered the labour and delivery area with a shotgun and a handgun. Could this happen at the Cornwall Community Hospital or the Glengarry Memorial Hospital in Alexandria (where she practices emergency medicine)? “Of course,” said Yuan-Innes, who writes her thrillers under the name Melissa Yi. “Canadians tend to be trusting. Cornwall has security, and we do lock the main doors of both hospitals at night, but it just funnels people through the emergency room, where they can wreak havoc. I know of at least two emergency nurses and an emergency room attendant who were assaulted last year, one of whom needed surgery afterward. That’s not counting the man who was charged with attempted murder after attacking a nurse with a metal bar.” The Glengarry County resident added: “After a scary night shift, I started researching hostage-taking at hospitals. As soon as I heard about a woman forced to give birth at gunpoint,

I knew I had to write about it. Worthington kept two nurses, the woman, her partner, their older daughter, and their newborn daughter hostage. A third nurse wrestled the shotgun away from him, but he shot her in the back with the handgun.” Yuan-Innes has invited trauma and security experts to the Stockholm Syndrome book launch on December 6, at the Cornwall Public Library, at 2 p.m. “Most people are good, but what would you do if you were confronted with an active shooter ?” she asked. “Life can change in an instant. Let’s talk about this in fiction and in real life.” Yuan-Innes plans some light-hearted moments as well. “I’m asking people to wear blue and yellow, the colours of the Swedish flag, for the Stockholm in Stockholm Syndrome,” she said. “And we’ll be serving a non-alcoholic version of Swedish Glögg.” Fo r more information, visit www.melissayuaninnes.com.

opinion

We should be welcoming Syrian refuguees to Cornwall Todd Lihou todd.lihou@tc.tc

What if you found out that a family down the street had suffered a fire and was now homeless? You’d help. I know you would because we almost always write stories at this newspaper about clothing drives and the like for fire victims. Not unlike clockwork, as soon as we post a story about a homeless family my voicemail and inbox fill up with messages of support. It’s what our community does, and we do it well. But what if that family wasn’t down the street, but was instead around the world? And what if their home didn’t burn to the ground in a fire, but was instead levelled by artillery? And what if they weren’t Canadian, but (gulp) Syrian…and/or Muslim? Would you still help? You should, because it’s time to stand up, be Canadian and let the Syrians into not only Canada, but Cornwall and SD and G. We have the room, we have the jobs…and we damn well have the heart to help when others need it. Unfortunately, we also have a lot of fear and ignorance. We were about two steps away from running a story last week about a local business owner who leapt to Facebook to suggest Muslim women who wear the hijab are “rag heads” who should be shipped back home. In the end we dropped the story with a warning for the business owner, who claimed they didn’t know the term was offensive (yeah, right), in the interests of fairness. People make inflammatory comments all the time via social media, but they don’t end up in the newspaper in the process so we gave them a pass…for now. But it illustrates the underlying racial tones that run deep in our community – especially on this

hot-button issue. Many of us are ignoring the real story behind these refugees, and are confusing fact with fiction. This week Saskatchewan Premier Brad Wall told Prime Minister Justin Trudeau to “suspend” his Syrian refugee plan over safety concerns. Things are worse in the U.S., where governors from more than a dozen states have pushed the panic button and will refuse refugees. But some facts, from experts tell a different story. Global News reported this week that leading Canadian scholars suggest the “fear mongering” that comes with calls to halt the refugee influx plays into the hands of terrorists – stopping resettlement actually aids the terror groups because they can’t tax them to fund their operations. And if you leave refugees to languish in camps in their country, there’s a greater chance of them becoming radicalized than if they are able to escape. Refugees who might make the Cornwall area home are likely to be from female-headed households, suggested Global, adding minors and the medically-vulnerable will probably lead the list. So, can we help and will it hurt? You bet we can – and we should.

WE HAVE THE ROOM Less than 400 people joined Cornwall’s population in the five years leading up to 2011, according to census data. Cornwall saw a paltry 0.8 per cent increase in that time, bringing our population to 46,430. By comparison the population across Ontario grew much faster - at a rate of 5.7 per cent - while Canada’s numbers increased 5.9 per cent to a total 33.4 million people. More people living in Cornwall means benefits for everything from our economy to our social

system. We also have the ability to house these people. Every spring dozens (if not hundreds) of First Nation evacuees make their home in Cornwall at the Nav Centre. While the federal Liberals have been hazy on specifics, it’s not unrealistic to think that 500 or so Syrian refugees could be easily accommodated in Cornwall – with the Nav Centre a nice place to start their new life here.

WE HAVE THE JOBS

always looking for people – as are some of the larger employers in the city’s industrial park (Olymel comes to mind). Obviously we’re not talking about positions that can sustain an individual as a career, but if you’re new to a community and looking to be a productive member of society (as experts tell us these refugees are likely to be) any job, at least to start, is a good job.

WE HAVE THE HEART

You read that right…there are jobs in Cornwall. The big question is do we have people who want to work? Local agencies like the Eastern Ontario Training Board, St. Lawrence College and private sector employers work collaboratively on programs that actively search for people to fill vacant positions. Often times it can be a struggle to keep people employed over the long-term. Local call centres are

Let’s face it; we’re good people at heart here in Cornwall and area. We have our challenges to be sure – one of which is educating ourselves on the different people that make up this world. Millions of people are fleeing Syria. That isn’t a co-ordinated plan by terrorists to infiltrate our backyards…those are people who need help. We should be helping.

boys died together during Battle of Hill 70, near Lens, France”. The author Mr. Rene DeRochie wrote which is now wedged in my mind for the rest of my days… “when I searched for the Cornwall trio, gone so young, I found Lawrence DeGray and Bruce Gilles both died August 15, 1917 and their names are on the Memorial at Vimy Ridge…James “Jimmy” Tyo

who also died that day, is laid to rest at Cararet Rouge Cenetary in Souchez France.” May I wish that their generation be better than my generation in finding the yellow brick road to world peace, and end this countless waste we now call war. William Upper, Cornwall

LETTERS

Editor: I have never missed being in attendance at a local cenotaph on Nov. 11. As I stand there, Internally I thank those that served during our Nations Conflicts and then I say a silent prayer for those that are presently serving. I ask myself then as I do now, when will the human race wake up to the simple and amazing fact that

war is barbaric and is not the thoroughfare to reach everlasting peace. I think of all the waste of human life, waist of natural resources, waist of commercial development and that these waists are no greater to the losers as it is to the winners of each and every war. I was moved to sadness last week when I read the headlines “LEST WE FORGET” – Three Cornwall

And make sure you spell my name right. It’s Ling - L-I-N-G.” IN THE REAR-VIEW MIRROR In case you were wondering, as was one reader, the service station at Second Street West and Seymour Avenue, now Cornwall Barbecue, was Supertest operated by Harvey Latour. Would somebody on vacation put a sign on their front lawn announcing that fact? Of course not. But it happens all the time on Facebook. ... Sunday night I did something I have done for the last 50-plus years. I watched the tireless classic (1948) “It’s a Wonderful Life” on TV. On March 31, 2011 a prominent Pembroke dentist was charged by the Ontario Provincial Police with driving drunk and killing a father of three on Highway 17 near Arnprior. There is an adage that offenders don’t get the justice they deserve, they get the justice they can afford. For Dr. Christy Natsis that meant hiring one of the best defence firms between Montreal and Toronto. Perhaps in the whole province. One estimate is that her legal bill cashed out at around $600,000, providing there isn’t an appeal. In this case, it didn’t work for the wellfinanced accused, which kind of makes us all feel good. Considering the kind of talent sitting at the defence table, the so-called smart money was riding on acquittal. On Nov. 12 she was sentenced to five years in prison. She will be eligible for parole in less than two years. Speedy justice? Hardly. Sentence was passed on Nov. 12, 2015, almost five years after LeeEllen Carroll was notified by police that her husband wasn’t coming home, that he had been killed in a traffic accident involving a drunk driver. Ridiculous enough that the stop-and-go trial ate up 55 court days, but those 55 court days were spread over 1,095 days. A lot of the time was chewed up by the defence team as it tried to discredit everybody from the investigating officers to the OPP detachment custodian, or so it seemed.

The grieving family was revictimized as the legal system slugged it out with the justice system. Somebody needs to make sure this never happens again. **** Anybody who has covered a local court beat can recount numerous times when a person charged with a crime wanted their name kept out of the paper. Nobody can recall somebody insisting that their name be published in the court column. Well, once. One of the town characters during the 1960s was a chap called Jack Ling. He arrived in Cornwall from Montreal, claiming he had been a British double agent during the Second World War. Ling also claimed to be a novelist. There were doubts about the double agent thing but there was a novelist called Jack Ling. The guy looked like he just stepped out of a B movie. Thick white hair, a well-groomed beard and always dressed in a jacket and tie. He was a gifted raconteur, spinning tales of his cloak-and-dagger WWII escapades while tipping a pop or two at one of the local watering holes. Jack was a frequent visitor to the S-F newsroom, perhaps because it was in the King George Hotel neighbourhood. Jack had some lady friend problems and the police laid a domestic assault charge against him. He was found guilty by the magistrate and given a suspended sentence. The first thing he did upon leaving the old Pitt Street court room was to call the S-F

Valuable tips for preventing fires

Fire destroys everything in its path, including precious memories and lives. Here are a few prevention tips to help you and your family avoid becoming fire victims. The golden rule? Have a smoke alarm that is in good working order on every floor of the home, especially near bedrooms. Test them on a monthly basis and change the batteries once a year. Did you know that the majority of fire deaths occur at night? Victims rarely succumb to the flames; rather, smoke inhalation is responsible for most of these fatalities. Avoid smoking in bed. You just have to doze off for a few minutes for your cigarette to end up on the sheets. Keep all items related to smoking out of the reach of

children. Ashtrays, matches, and lighters should always be left in a safe place. Flammable items that have not been used for several months, such as cans of paint and solvent, should be discarded in an appropriate manner. Most municipalities have a depot site for such materials. The same also goes for all those piles of paper left lying around — recycle them. Lastly, the most logical rule of all is to keep highly dangerous pro ducts, such as gasoline and propane containers, outside the home. This type of product should never, under any circumstances, be stored inside your home.

Luis’ Ottawa fight postponed to 2016

Tommy Heatley rocks the crowd at the fourth annual ‘Jamming for Hospice’ at the Agora Centre in Cornwall, Ont., on Saturday, Nov. 14, 2015. Adam Brazeau

Hospice Cornwall fundraiser bigger than an encore CORNWALL, Ontario - Paul Herrington’s memory lives on through Jamming for Hospice. Organizer Patti Edwards started the event in memory of the late Ingleside musician and father in support of Carefor Hospice Cornwall. The fourth edition raised over $5,500 at the Agora Centre on Saturday (Nov. 14). “This event is important for so many reasons,” said Edwards. “The first, hospice is a wonderful place - we need more places like it, because we only have one. It would be nice to have more bedrooms available for people at the end of their life. And, it’s personal to me, because I’ve had friends that passed away there - and so many others have a connection to it.” In summer 2012, Herrington had announced to her that he was ill, and expressed a desire to get back together with some former bandmates and have a jam, for old time sake. Herrington, 43, succumbed to his illness and as faith would have it, the jam would never happen. Around that time Edwards was visiting another friend at hospice, who was in his last few days of life. So in their memory she founded the fundraiser. As it turns out, one of the “former bandmates”

of Herrington is local blues great, Paul DesLauriers, who returned to town, again this year, for a stripped-down acoustic set. “Jamming for Hospice is an ode to an old friend,” said DesLauriers. “I’m always happy to come back to my hometown do this - it shows the heart of this community and its musicians.” As well as to honour Herrington, he says that he has an even deeper personal connection to the cause. “My father started the palliative care service, at the hospital in Cornwall, in the 80s,” he said, adding that his mother was also involved as a volunteer. “They were instrumental in the whole palliative care system here in Cornwall, so the idea of Hospice has a very personal meaning for me.” Sandy Collette, fundraising coordinator for Carefor Hospice Cornwall, says Jamming for Hospice is one of the centre’s most popular and sustainable events. “Ever year, it’s growing. Kudos to Patti,” said Collette. “It also promotes out local talent, and there’s lots of it.” Others performers included Rock Bottom, Peter Fortin, Chuck Leclair, Red Flag, Nicholas Seguin, Subtle, Randy Toupin, Blow the Roof (and guests), and Plan B.

CORNWALL, Ontario - Fans of boxer Tony Luis will have to wait a few more months before ‘Lightning’ hits the ring in Ottawa. The Cornwall boxer (20-3-0) was slated to fight Eduardo Montoya (15-4-1) for the vacant WBC Latino Lightweight title on Friday (Dec. 4) at the Ernst & Young Centre. “For reasons beyond my control, I’m disappointed to say my fight has been postponed. I will now be headlining in Ottawa, January 30,” Luis stated on Facebook on Thursday (Nov. 12). According to the 27-year-old WBC Continental Americas lightweight champion, the date change doesn’t bother him one bit. “Every fight is a challenge,” said Luis. “I’m not sure if it will be the same opponent or not in January - it won’t matter. I’m an animal in the gym and I’m always improving. But anybody who’s been in this sport long enough knows it’s foolish to ever underestimate any opponent.” Luis dominated previously undefeated lightweight standout Karl ‘Dynamite’ Dargan on Jan. 30, in the main event of ESPN Friday Night Fights’ broadcast from the Foxwoods Resort in Mashantucket, Connecticut. In April, Lightning came up short in his desire to become the WBA World Lightweight

champion, after losing a unanimous decision to Derry Matthews in Liverpool, England. Luis earned his second win of 2015 in June against Edward Valdez by unanimous decision at the Seneca Niagara Casino and Hotel. There is no word yet on the time of the upcoming fight, or potential TV coverage. We will update this story with that information as it becomes available.

Construction begins on new $535k paramedic base in Long Sault Todd Lihou todd.lihou@tc.tc

CORNWALL, Ontario - Construction has officially started on a new $535,000 ambulance base in Long Sault that should reduce wait times for residents, and ease the strain of a 12-hour shift for paramedics. The base, which will include a single bay for an ambulance on Moulinette Road in South Stormont, allows for paramedics to more effectively address calls in the

community. Right now if a person in Long Sault calls from an ambulance, paramedics are dispatched from either Avonmore, Morrisburg or the Benson Centre in Cornwall. Often paramedics in that coverage area can be found spending an entire shift in their vehcile when they aren’t already busy with patients. It can make for long days, sitting in a vehicle for 12 hours. “Long Sault has been a big hole in our coverage for some time,” said Cornwall EMS

chief Myles Cassidy, adding construction of the building is expected to be completed by April. Paramedic services in this region are operated by the City of Cornwall, via a partnership with the United Counties of SD and G and the Ministry of Health. “We are giving (paramedics) a valuable tool to get them (to calls) faster,” said Cornwall

Mayor Leslie O’Shaughnessy. “The paramedics will certainly enjoy the new benefits of not having to spend the entire 12 hours in a vehicle.” South Stormont Mayor Jim Bancroft suggested his community will see a huge benefit. “We look forward to this kind of co-operation in the future,” he said.

Remember last year? Headache, crowd-fever, exasperation? Thanksgiving is approaching, so stand up straight and prepare to recite the pledge: “On my honor, I promise to prepare for Black Friday and get plenty of sleep the night before and leave the house organized and fully equipped to snag all the items on my list. And I promise not to cuss and to keep my elbows in nicely by my sides.” With apologies to Lord Baden Powell*, the number one secret to Black Friday shopping involves scouting of another sort. As in scouting out the stores you plan to conquer ahead of time. Whether you plan to hit your local toy or electronics store or your local department store, scour their flyers and stop by earlier in the week so you know what’s in stock and where your

target items will be located on sale-day. Secret strategy number two is to have a precise list and coupons cut out and in-hand before you leave home. Black Friday, you will remember, is not a day to browse the aisles for inspiration. Know where in town you need to go and in what order you’ll visit the stores. The last secret for diligent shopping scouts is all about keeping sane. Leave home as close to the crack of dawn as you dare with a mugful of hot drink and lots of healthy snacks for the car. Don’t waste time this Friday standing in line at fast-food counters: wrap up a sandwich, pack some nuts and fruit, and a bottle of water. Oh, and throw in a bottle of ibuprofen for good measure! * The founder of the world Scout movement.

Smartphone accessories are also great Black Friday buys. Although traditio nally a retail shopping event, mobile phone service providers and the retail stores who sell their plans are jumping on the bandwagon with superb rebates on smartphone packages. If it’s time for you to renew your plan, keep an eye out for good one-off deals

More and more stores are starting Black Friday on Thanksgiving Thursday, so it’s worth your while to stay tuned to all the details. The big players release their megasale flyers early in the fall, while local boutiques tend to advertise a bit closer to the date. Either way, before you launch your holiday shopping blitz, be sure to have a good idea of what you want, where to find it, and exactly when you need to get there. Look for deals in bedding, home

on time and bonus services. The desktop computer seems to be lagging in popularity these days, but what that means for consu mers is wild discounts on top-quality hardware. It is now possible to set yourself up with up-to-snuff equipment

for homework or home office for under $500! Don’t ignore local shops, where Black Friday shopping is catching up with big city box stores. Check the ads and flyers in your weekly for great deals on sports equipment, toys, and other great Christmas gift ideas.

Ontario is providing rural communities, businesses and organizations, with funding to help attract investment, create jobs, and boost tourism, through a renewed Rural Economic Development (RED) program. The RED program is now open , and is accepting applications on the following dates: • January 16, 2016 to April 15, 2016 • April 16, 2016 to July 15, 2016 • July 16, 2016 to October 15, 2016 • October 16, 2016 to January 15, 2017 The renewed program will now have two streams for applications: a Community Development Stream and a Business Development Stream. For projects to qualify under either stream, applicants must demonstrate how their project benefits rural Ontario. With support from the Rural Economic Development program, rural Ontario will be better positioned to: • Attract investment and create high-value jobs as well as train and sustain a highly-skilled, knowledge-based workforce capable of succeeding in today’s global economy • Promote innovative and creative local industries that can translate ideas into products and services for a global market. For more information on the renewed RED program, please visit www.ontario.ca/rural or 1-877-424-1300.

Winter Parking Restrictions Starting November 1, 2015 the Township of South Stormont has implemented winter parking restrictions on all municipal roads. From November 1 through April 1 between the hours of 12 am to 7 am, no vehicle is permitted to be parked on any municipal highway. The purpose is to keep the roads free of vehicles so that the snowplow operators can safely and efficiently clear the roads of snow. Any vehicle found to be in violation may be ticketed or towed at the owner’s expense.

Winter MaintenanCe inForMation

Your assistance during the winter season will help the Township of South Stormont Public Works Department provide efficient and effective winter maintenance. Your cooperation with snow removal is very much appreciated. Trucks with flashing blue lights are performing winter maintenance. Please give them room to work and pass with caution as visibility may be compromised with blowing snow. Park your vehicle in your driveway, well off the road, until street and sidewalk cleaning operations are complete. This allows our crews to do their job and make the streets and sidewalks safe for everyone. Residents may find it less frustrating to wait until the plow trucks have completed their street before cleaning the end of their driveway. Plow units are designed to discharge snow to the side of the road and are not capable of skipping driveway areas. Snow from the end of the driveway should be shoveled to the right, facing the street. This will reduce the amount of snow being placed into the driveway during the next plowing. Residents hiring contractors to plow their driveways should remind the contractor that the Highway Traffic Act prohibits pushing or placing snow back into or across the street. Doing so not only creates hazards for drivers, but also makes it difficult to keep the streets clean. Current policy states that the Public Works Department will only replace a mailbox if the post, or box has a direct hit from the Township’s snowplow. Avoid installing mailboxes where they can be damaged by plowing operations. Canada Post can provide guidelines concerning the proper distances from road surfaces. Residents should clear snow from the mailbox area after each plowing. Snow that remains in front of mailboxes will get compacted by post office vehicles and make subsequent plowing less effective. If garbage and / or recycling pickup day coincide with plowing activities, make sure your trash can and recycling bins are behind the curb or in the driveway so the plow will not hit them. Don’t allow children to build snow forts and tunnels in the snow banks adjacent to the curb, or to play near the curbs. Please be aware that there are many factors affecting the timeline for winter maintenance service; these include: snowfall accumulation, type of precipitation (i.e. freezing rain, wet snow or “just plain” snow), and/or the time of day the precipitation occurs. The average completion time for each plow route is six (6) hours. Cleanup times will vary depending upon the above noted factors. All concerns or requests relative to snow removal should be directed to the Town Hall at 613-534-8889, not individual vehicle or equipment operators.

SOUTH STORMONT NEWS

Long Sault will get a roundabout, despite deputy mayor’s objections Todd Lihou todd.lihou@tc.tc

CORNWALL, Ontario - South Stormont Deputy Mayor Tammy Hart was the lone dissenting vote in an 11-1 county council vote to approve as many as two roundabouts for the township.

County councillors voted Monday morning to approve construction of one roundabout at the corner of Moulinette Road and County Road 2 in Long Sault. A second roundabout could be built in the distant future at the corner of county roads 36 and 2. “Of course I’m disappointed,” said Hart, who suggested the majority of South Stormont resi-

dents are opposed to the roundabouts. “I certainly believe that if it ain’t broke, don’t fix it. “ The seniors will find them very confusing.” But the vast majority of her county council colleagues disagreed. Proponents of roundabouts say they ease traffic congestion and become an integral part of a neighbourhood

traffic system once up and running. Many Ontario communities, including nearby Kemptville, employ roundabouts. The first roundabout is likely to be built next year, following a 30-day public review period. Lanes will be reduced to two from four for the $1.1-million project.

home bundles just got better

CORNWALL, Ontario - On a day when it was showing off its new digs, the Agape Centre in Cornwall still had a job to do - serve more than 100 meals to starving poor and needy. Agape held an invitation-only ceremony Thursday night to mark the fact that a new heating system, windows, bathrooms and a slew of other renovations have been completed for its ‘Within These Walls’ campaign. But it was the dozens of people who began lining up, in the rain, to seek access to what might have been their only hot meal of the day that left a mark on Elaine MacDonald. “Some people waited an hour outside for that meal,” said the Agape board member of the 103 people who dined on Salisbury steak, carrots and mashed potatoes. “When people come here and wait an hour before chow time you know how terribly important that meal is to them.” Within These Walls was a $1-million campaign to complete much-need renovations at the Agape Centre that saw seven leaking bathrooms, a substandard boiler and asbestos removed or renovated. A new feature at the Agape Centre following the renovations is the creation of a so-called “Referral Room” where people who cannot afford clothing and the like will be able to select items free of charge - and in privacy. “If you need this in your community what a great place to have,” said local MP Guy Lauzon. “You invested $1 million and god bless you.” Hundreds of delegates toured the facility and marveled at the new look. “It’s surreal,” said executive director Alyssa Blais. “You start doing this and you just want more.” Blais added the Agape Centre plans to focus on improving infrastructure within its soup kitchen in the future.

FILM FEST: Consider a ‘journey’ for the ‘traveller’ on your list Roxanne Delage CORNWALL, Ontario - If you’re looking for a special gift for a special someone, this Christmas, why not consider a journey around the world. Celebrating its 10th anniversary, this year, the Aultsville Theatre Winter Film Fest is now, until the end of the month, offering early bird prices for their weekend passes. “It’s hard to believe it’s been 10 years already; It’s amazing, really,” said Pam Maloney, festival committee member. “The festival has changed and evolved quite a bit over the years. We’re still experimenting with new things and trying to change it up a little bit each time.”

made within the next few weeks. She says, the great thing about festival weekend is that people are seeing one film after another, so each movie brings them to a different place, a different time period, country, language and culture over the course of a weekend. “It ends up being a journey to different places, times and emotions. We will mix up some drama, comedy, contemporary, with Canadian content. We always like to have one or two French films. There will be something there for everyone.” This year will also see the return of short film

Although the final selection has not yet been made, Maloney says that their aim is to take the audience on a journey, all within the confines of the comfortable Aultsville Theatre, for which the festival is a major fundraiser. To date, the event has raised $50,000 for operations and refurbishments. “Last year we expanded to eight films and we’re going to continue with that, this year. So there will be eight movies over the weekend from Friday to Sunday.” “We don’t have a theme; it’s more about diversity and taking people on a journey,” said Maloney, adding that a final selection will be

screenings, by local student filmmakers, before the features. “It’s during the deepest coldest weekend of the winter, a real good weekend to come and cocoon and watch movies at Aultsville theatre.” Tickets are on sale right now, with the early bird special, until the end of November - $115 for the full weekend pass that will include all eight movies and all the receptions. Other ticketing options are also available. Regular ticket pricing resumes after December 1. The festival runs from January 29 to 31, 2016. For further information, visit www.aultsvilletheatre.com.

New-look Cotton Mill district sees pharmacy open CORNWALL, Ontario - The new-look Cotton Mill district in Cornwall continues to evolve, with the opening of a new pharmacy. Situated on the ground floor of the newly revitalized Edison Building, the pharmacy overlooks the new breezeway that connects to the Weave Shed. Pharmacist Andrew Hanna and his wife Elizabeth have been working hard over the past several weeks to get ready for the opening. “It has been hectic as the tradespeople have worked hard to make our space ready for us to move in,” said Hanna. “We could not be happier – the pharmacy is bright and

modern, and situated in a building with such a powerful history.” “On behalf of Cornwall city council, I would like to congratulate Mr. Hanna on his investment,” said Mayor Leslie O’Shaughnessy. “The addition of a pharmacy and medical offices will help pave the way for more commercial development in the historic Cotton Mill District.” Hanna has welcomed George Soliman as a partner in the business. Soliman will be the pharmacy manager. The two plan to hire an additional six people as business increases. “We are fully stocked and ready to serve the public,” said Soliman.

Hanna is also the owner and senior director of the future Cotton Mill Medical Center, which has now opened. Dr. Nathalie Menard has been appointed as a director of Cotton Mill Medical Center. “Dr. Menard and I are both committed to provide the best possible health care to the community,” said Hanna. “It’s been a absolute privilege to be working closely with Andrew in this new venture. He is a bright young pharmacist and I know he will take care of our community” said Menard. “Andrew has established what Cornwall has been long overdue for, and with his energy I see great things.”

CORNWALL, Ontario - Moe ‘The Toe’ Racine can recall, almost too vividly, a game against the Tiger-Cats in Hamilton where he stepped in it quite literally. “I went out into the field to warm up my leg,” said the hall of fame Ottawa Rough Rider kicker/ lineman, who won four Grey Cups and will see a CFL team from the nation’s capital return to the playoffs this weekend for the first time since 1994. “I slipped...and landed in a pile of horse manure.” You see, back then teams often had horses on the field, presumably so riders could parade them around before the fans. “They had horses on the field all the time,” recalled Racine. “I used to play so much that it didn’t even bother me. I just got up and got ready.” His beloved Ottawa Red Blacks will return the nation’s capital to playoff football action when those same Hamilton Ti-Cats head to TD Place Stadium for this weekend’s sold-out east final.

Ottawa last played a playoff game in 1994 when the Rough Riders lost to Winnipeg in the east semifinal. Ottawa last played a home playoff game way back in 1983 - when they lost to Hamilton. “I’m glad we’re playing Hamilton,” Racine said, just a few hours after the Ti-Cats defeated Toronto 25-22 to advance to next weekend’s game against the 12-6 Red Blacks. “We’ve played Hamilton a couple of times this year and beaten them. “It’s good to see them (Ottawa) back in the playoffs - but it’s good to see football in Ottawa period.” Racine’s Rough Riders folded following the 1996 season. “It’s a new base of fans there now,” he added. “There’s a lot young kids in the stadium now.” The Cornwall native who spent 17 years in Moe ‘The Toe’ Racine stands with his grandson, Jarrett, and son, Thom, at a ceremony the CFL before retiring in 1974 said the battles commemorating his CFL career. between Ottawa and Hamilton when he was playing were nothing short of epic. the game. If we won, then we celebrated. And if Racine, who has season tickets for the Red “The rivalry - I don’t think it’s there yet,” he we lost, you just got your ass into the dressing Blacks, will be cheering in Ottawa this said. “In my day it was war. “We didn’t shake hands or say prayers after room.” weekend.

Is this the end for the Canadian pipeline? Opinion Column - Sultan Jessa Is there still any hope for the massive and much talked about the Canadian Keystone XL pipeline? Well, a great deal will depend on the US elections set for 2016. If the Democrats retain power, then we can kiss goodbye to the pipeline. However, if America elects a Republican to replace President Barack Obama who completes his second term then there is some glimmer of hope. Obama, after delaying his decision on this project for a considerable long time, has rejected Trans Canada’s application to build the Keystone oil sands pipeline. This was expected despite the brave face put on by the former Prime Minister Stephen Harper. Canada’s new Prime Minister Justin Trudeau said he is “disappointed.” Trudeau insists relation with the neighboring United States is bigger than Keystone.

Obama said the crucial decision was made over major concerns about the “dirtier” crude oil and also about reports the project was going to create thousands of jobs in both countries. President Obama said the Keystone pipeline “would not serve the national interests of the United States. Trudeau has not given up hope. In the past, he has been in favor of this project to get Canadian crude to international markets. Both, Trudeau and his new Global affairs Minister Stephane Dion, formerly environment minister, say the country has a big challenge of finding a sustainable way to develop the oil sands. The pipeline has been discussed for nearly seven years at a considerable cost. Oil sand is regarded as the one of the dirtiest source of fuel on earth. Obama administration’s decision is a big blow

to Alberta which is going through very tough economic climate. Many Republicans are in favor of the pipeline. It remains to be seen who Americans choose as their new leader. If Hilary Clinton is successful in capturing the White House, we can say goodbye to the oil sand pipeline. Clinton has also made it very clear she does not favor the pipeline. About 10 Nobel Peace Prize winners from as far afield as Yemen, South Africa and Argentina had signed a letter asking President Obama to deny a permit for the Keystone XL pipeline. The laureates include former U.S. President Jimmy Carter and Archbishop Desmond Tutu of South Africa. The laureates argue hundreds of millions of people globally whose lives and livelihoods will be lost as a result of the changing climate and environmental damage caused by the dangerous addiction to oil. a lot of jobs on both sides of the border and will also have a significant economic impact on both the United States and Canada. Unions are in favor of the project because it will create many muchneeded jobs. This project will move western oil and encourage the oil sands industry. For Canada’s western provinces, this is the most important project ever created to create wealth and prosperity. The pipeline is a 1,800-kilometre project that will transport 830,000 barrels of heavy oil from the oil sands and from shale oil fields in Montana and North Dakota to Gulf Coast heavy oil refineries in Texas. The main argument against this project is the pipe line will allow oil sands to expand and destroy the environment. However, on the other hand, many argue the pipe line is good for both countries.

Two sets of eyes, two different perspectives Nick Wolochatiuk Dances With Words nuthilltoo@gmail.com What’s a body of water? That stream, lake or ocean can be a wide range of things. Each of the following sees water completely differently: artist; canoeist; castle occupant; explorer; fisherman; general; industrialist; logger; miller; pilot; territory claimer; traveller. Yes, as usual, my list is an ordered one. This time, it’s in alphabetical order. This week, I’ll share a story related to one body of water, a Canadian Shield river, as seen through my eyes and that of a potential father-in-law pilot.

When I gaze at a stream through my canoeist eyes I make the mental calculations necessary to answer the following questions: “Is it at least six inches deep and at least six feet wide? Can we clear the overhanging branches? Is there a portage route around the waterfalls?” If the answer to all of the above is yes, I say, “Let’s go!” Floatplane pilots regard bodies of water as Nature’s provision of convenient places to ‘land’. (Since floatplanes don’t ‘land’, is it correct to say they ‘water’?). My long ago once-upon-a-time fiancée and I had a favourite wilderness river; one day,

her father, a curious and protective man, announced, “During your next canoe trip, I’m coming for a visit in my floatplane. Is the river okay for that?” My evaluation of the river was as a canoeist and photographer, not as a pilot. I had not calculated the ‘runway’ he’d need: the width of clear space between the shorelines (to accommodate the plane’s wingspan), or the length of a straight-line stretch of obstaclefree water needed for take-off and landing. I also had no idea of the river’s orientation to the prevailing wind. An aircraft takes off and lands into the wind; strong crosswinds are dreaded by pilots.

Yes, we did have Daddy’s floatplane pay us a visit during our next overnight canoe trip. The red and yellow aircraft briefly circled overhead. It had room to spare to splash down and taxi to the sandy shoreline. Beyond a doubt it was a safe place to land. Since I could not give Sidney (Johanne’s father, my potential father-in-law) a sufficiently detailed briefing about the river, we had to set up camp on the shore of the lake at a spot he had chosen himself. He was looking at this weekend through a completely different set of eyes. His perspective was that of a pilot and a father. His plane was safe – and so was his lovely daughter.

United Way of SDG unveils ‘celebration sleigh’ CORNWALL, Ontario - Even though this sleigh isn’t led by reindeer and the man in the red suit, it will be delivering presents to a lucky supporter of the United Way of SDG. United Way of Stormont-DundasGlengarry officials, with the help of Beyond 21 clients and staff, unveiled the ‘celebration sleigh’ at the Cornwall Square on Friday afternoon. “This initiative drives us a little bit closer to our goal,” said Lori Greer, executive director at United Way of SDG. and the funds raised go directly to help the local charitable organization reach their 2015 campaign goal of $710,000. Greer told Seaway News that over 25 per cent has been raised. When you buy your ticket you will have a chance to win $5,000 worth if items, including a tablet, bluetooth speaker system, gift cards and certificates, and much more. “It’s a great holiday season sleigh filled with something for everyone in the family,” added Sherry Davis, UW program and event coordinator.

Tickets are $3 each or a book of four for $10 and will be on sale at the Cornwall Square until the campaign closes on Dec. 18. UW supports 17 member agencies offering 18 programs throughout Cornwall and the United Counties. For more information about the celebration sleigh raffle, call UW program and event coordinator Sherry Davis at 613-932-2051 or email events@unitedwaysdg.com. ‘IT’S GOING TO BE SPECTACULAR’: United Way Wine and Cheese Nov. 21

Angie Baker (left) and Stephanie Lalonde at the second edition of the Holiday Wine & Gourmet Tastings for the United Way of SD and G.

Todd Lihou todd.lihou@tc.tc

CORNWALL, Ontario - If you’re not in the Christmas spirit following this annual event, chances are you might never be. The United Way’s Holiday Wine and Gourmet Tasting event goes Nov. 21 at Nav Canada and event chair Angie Baker said patrons will feel the spirit of the season as soon as they walk through the door. “It’s going to be spectacular,” she enthused. “It really is. The decor is all about the magic of Christmas.” And the treats...oh, the treats. Nav Canada chef Luc McCabe has prepared a delectable menu for the evening and the wine tastings are sure to impress as well, said Baker. “Luc has really outdone himself this year,” she added. Last year the event raised $38,000 for the United Way, and more of the same is hoped for in 2015. “We always want more to help the United Way meet their campaign goal,” said Baker. “You always want to beat the previous year.”

The Chateau Cornwall Knitting Club would like to express our deepest appreciation to all those who donated wool for our great cause, the DesRosiers family’s Gift of Hope Christmas Charity. We received a tremendous response and will have enough wool to continue knitting for next year as well. So many children will be kept warm this winter with their new tuques, scarfs and mittens. THANK YOU ALL SO MUCH! How many people will be putting up Christmas lights in Cornwall Saturday in advance of the Santa Claus parade? Rachel Larin’s tribute to the Agape Centre last week was enough to make you cry.

A teenage boy had just passed his driving test and inquired of his father as to when they could discuss his use of the car. His father said he’d make a deal with his son. “You bring your grades up from a C to a B average, study your Bible a little, and get your hair cut. Then we’ll talk about the car.” The boy thought about that for a moment, decided he’d settle for the offer, and they agreed on it. After about six weeks, his father said “Son, you’ve brought your grades up and I’ve observed that you have been studying your Bible, but I’m disappointed you haven’t had your hair cut.” The boy said, “You know, Dad, I’ve been thinking about that, and I’ve noticed in my studies of the Bible that Samson had long hair, John the Baptist had long hair, Moses had long hair, and there’s even strong evidence that Jesus had long hair.” Dad replied, “Did you also notice that they all walked everywhere they went?”
