LOCAL HEROES: Restaurant staff, diner, save choking woman’s life Todd Lihou

CORNWALL, Ontario – A Cornwall man is being credited with saving the life of an elderly woman who was choking on food at a city restaurant. Richard Sabourin, an experienced first-aider, leapt into action at Au Vieux Duluth – along with staff at the busy eatery - on Friday night when patrons began screaming that a woman appeared to be choking. It took four or five thrusts from Sabourin via the Heimlich maneuver to dislodge the food – a piece of meat the size of a thumb was found later on the floor – from the woman’s windpipe. “I had just come back into the restaurant from my car. I had gone to get a piece of paper to show my friend,” said Sabourin, who was attending a birthday party. “My girlfriend hit me and said ‘Richard go help!’” Family members who were with the woman approached staff at the restaurant when it became clear she was in distress. “A woman came up to me and said her mother might be choking,” said server Carrie MacDonald. MacDonald rubbed the woman’s back and was asking her questions, to which the woman was responding. Some food had already come out of the woman’s mouth, but when she took a sip of water

to help, things quickly deteriorated. “There may have been something else in there, and it might have gone down,” said MacDonald. It sure looks that way, because the woman nearly passed out and was unable to breathe. Au Vieux Duluth cook Jason Jodoin came from the kitchen and tried several times to dislodge the food via the Heimlich maneuver. Then it was time for Sabourin to step in. “People told me afterwards that she was starting to turn blue,” he said. After the food popped out Sabourin laid the woman on the ground while paramedics were dispatched. “Then she started to get her colour back, and she was breathing again,” said Sabourin, who added the woman was close to unconsciousness at one point. “She was pretty close to going out.” Sabourin and the staff at the restaurant were hailed as heroes by Au Vieux Duluth owner Alexandre Paradis. “I am very proud of the work my team and my From left are Richard Sabourin, Carrie MacDonald, Alexandre Paradis and Jason friend Richard did to save this lady,” he said. CORNWALL, Ontario - If the cure for cancer is a positive attitude, then Alaya Riley has already got this disease beat. The well-spoken Cornwall teenager is headed to a Toronto hospital for another surgery - it’s her fourth battle with cancer - where she will have more bone removed from her tiny body. Earlier this year doctors removed three ribs from her in a fight against bone cancer. Next week two more are coming out. She’s already defeated leukemia twice, and thought she had said goodbye to cancer for now until this year when pain in her ribs led doctor to the diagnosis. Oh yah...Alaya is just 13 years old, but speaks with the experience of a person that, sadly, already has a world of experience. “It’s not like this is new to me,” she said matter-of-factly. “When I was told I would have to go through another surgery I was upset...but I kind of tell people this is what I have to do. “I’m being positive about it, because I know... this is just a small thing I will have to get through.” Alaya, a Grade 9 student at ecole secondaire La Citadelle, will likely spend about five days in

hospital, and will then be subjected to about three months of chemotherapy to ensure any cancer cells left in her body are eradicated. Alaya has Li-Fraumeni syndrome, which means that her body is without an important cancer fighting gene and leaves her susceptible to the disease. News like that would make even the hardiest of adults cringe - but she has some advice for them. “I would tell them this is what you have to do to get better,” she said. “Take out the ‘don’t.’ Tell yourself what you want. And I want to be healthy.” But while Alaya and her family are putting on a brave face when it comes to cancer, paying bills is another story. Parvo vaccinations urged after two Cornwall puppies die Adam Brazeau adam.brazeau@tc.tc

CORNWALL, Ontario - For Meghan Illingworth and Tammy Dusome, the joy of having a new puppy quickly turned to the heartbreak of losing a family pet. Within a month of adopting their fourmonth-old boxer-labrador mix pups from a local woman through a Facebook post offering free dogs, Bella and Whiskey died of parvovirus - a highly contagious, viral infection. “Our kids are devastated, we pretty much got the puppies for them,” said Illingworth. “They were hyper and full of life.” After seeing parvo symptoms within two weeks, such as vomiting and diarrhea, Dusom took four-month-old Bella to the SD&G SPCA in Cornwall. “They didn’t even give her a chance - they just told me straight out they were putting her down,” said Dusome. Illingworth took Whiskey shortly after and received the same grim diagnosis. She was also told that it could cost as much as $2,000 to treat a dog with the virus.

“We thought she would have a chance...but she didn’t,” said Illingworth. Both women hope others learn from their experience. “We were under the impression the dogs already had their shots, and were going to the vet next week,” said Illingworth. “It happened so fast. Make sure to get your pets vaccinated,” added Dusome. The two families live in the area of Walton Street and Lefebvre Avenue, in the city’s eastend - where a 14-month-old male collie-labrador puppy died of the viral disease in April. “We’ve already cleaned our houses and poured a solution with bleach on our lawns,” said Dusome. In 2014, parvo swept across the city keeping pet owners on high alert. One Cornwall animal hospital had reported seeing dozens of puppies with early symptoms of the virus. “In general, there’s definitely a higher than usual amount of parvovirus cases in Cornwall,” said Dr. Ashley Virag of the St. Lawrence Valley Animal Hospital in an interview with Seaway News.

The veterinarian believes the city’s unemployment rate is reflected in the number of animals that cannot be treated due to “cost concerns.”

According to the Ontario Veterinary Medical Association (OVMA), parvovirus is a serious and potentially fatal condition that attacks the gastrointestinal tract and immune system of puppies and dogs, causing severe vomiting and diarrhea.

‘Bridgewood’ is the new name of Cornwall elementary school Todd Lihou todd.lihou@tc.tc

CORNWALL, Ontario - The votes are in and the name of the new Cornwall elementary school has been decided – Bridgewood Public School. Upper Canada District School Board trustees voted Wednesday night to accept Bridgewood as the new name, after it was recommended by both a student vote and a school naming committee established to give the school its identity. Set to open in the fall of 2016, Bridgewood is under construction at the corner of Marleau Avenue and Nick Kaneb Drive. With capacity for 579 students, it will replace the aging East Front and Gladstone public schools. The name was approved by trustees because it represents the bridging of the two school communities, while also recognizing Cornwall’s

iconic Seaway International Bridge – a common symbol to both schools. The name suggests strength and stability, as well as bridging of the past and future in education. “Wood” is a tribute to the school’s location on a beautiful woodlot, the board said. “The name really fits,” said Cornwall trustee David McDonald, who sat on the naming committee. “What we are doing is bringing two schools together and allowing for a new environment to exist for our students. We want to be respectful of the past, but bringing these two school communities together is very important. “The name suits the needs of our community and it will be the kind of school Cornwall will be proud of for many years to come. I’m excited to get it open.” The name was proposed to the board in a

presentation by Kelty Grant, principal of East Front Public School and chair of the Cornwall Public School Naming Committee. “I love the name,” said Grant in an interview after her presentation. “And what’s great about it is the student body feels included in the process and invested in the outcome. We gave the students who are going to make the new school home a chance to take ownership and get involved in the naming process, and there was consistency between the first choice of the naming committee and our students, so it really was a unanimous recommendation.” Comprised of Superintendent Tim Mills, McDonald, principals of both current schools, local historians, teachers and parent council members, the committee held meetings between April and November. Members accepted potential names from the community

at public meetings, as well as those that were submitted in person, through social media and by email. The committee voted to select the top three names in November. Bridgewood was tied for first with Bridgewater Public School, while the committee’s second choice was Sir John Johnson Public School. The top three names were later presented to students at both East Front and Gladstone, who voted to select Bridgewood as their name choice for the new school. The new 50,667 square-foot, air-conditioned building will feature five kindergarten classrooms, 19 regular classrooms, a multi-function resource space with a stage, project/resource rooms adjacent to classrooms, and environmental site design focused on tree conservation.

CORNWALL, Ontario - A task force will be created to help co-ordinate support services should Syrian refugees be re-settled in Cornwall. The task force will work to create a clearing house of sorts, where people can approach the city to find out how, and where they can help with re-settlement activities should Cornwall be chosen as a site for such a move. “It doesn’t mean we are going to take this

over. In fact there are a lot of agencies in town who have the expertise. We just want to get people together,” said Coun. Bernadette Clement, who will chair the task force. “It’s an opportunity for us to not only give, but to receive…a new sense of who we are as Canadians. “This task force is not because the City of Cornwall has all the answers, but we want to show some leadership.” While the city has still not been approached officially on the subject by the federal government, municipal staff have been participating

in information sessions at the provincial level regarding the process. In the event Syrians are relocated to this area, as part of government sponsored refugee work, individuals from the war-torn country would presumably be housed at the Nav Centre which would act as an Interim Lodging Site under the Federal Government of Canada plan. “It’s being informed and getting together,” said Coun. Denis Carr. Coun. Claude McIntosh pointed to previous iterations of the city, which welcomed

Hungarian refugees in the 1950s and newcomers from Vietnam in the 1970s. The city’s economic development department is working on the development of a municipal immigration portal that will offer detailed information to help newcomers settle in Cornwall. The site is expected to be launched in early 2016, which will coincide with the efforts of the task force. Also, local agencies like the Eastern Ontario Training Board’s Local Immigration Partnership, are actively reviewing measures to help with refugee re-settlement.

Winter Parking Restrictions Starting November 1, 2015 the Township of South Stormont has implemented winter parking restrictions on all municipal roads. From November 1 through April 1 between the hours of 12 am to 7 am, no vehicle is permitted to be parked on any municipal highway. The purpose is to keep the roads free of vehicles so that the snowplow operators can safely and efficiently clear the roads of snow. Any vehicle found to be in violation may be ticketed or towed at the owner’s expense.

CORNWALL, Ontario - Downtown merchants are standing behind Cornwall native Elizabeth Dessureault, by spreading holiday cheer, while raising funds and awareness for lung cancer research. Cottage Blue Home partnered with other local retailers for a ‘White Lights’ fundraiser in support of Lung Cancer Canada on Friday (Dec. 11). “It’s nice to see our community show so much support,” said Cottage Blue Home coowner Kayla Cuggy. “It was a full day of being really, really busy.” Cuggy befriended Dessureault several years ago through her mom Deirdre’s local business ties. When Dessureault, a 26-year-old non-smoker, was diagnosed with late stage lung cancer at five-months pregnant, her determination to become an ambassador for the cause found it’s way into her hometown. Stores extended their hours for White Lights festivities, with discounts, food samplings, draws, carollers , silent auction, a visit from Santa, and plenty of Christmas lights. Participating businesses included: Laser

Advanced Spa, Oasis Hair & Day Spa, Dreamland, Kid’s Korner, Life’s Little Pleasures, ESCA, Floral Expressions, Pommier Jewelers, and Truffles Burger Bar. “Downtown Cornwall really stepped up for this event,” said Dessureault. Cottage Blue Home co-owner Nick McCormick agreed. “We had a lot of donations come in from local businesses,” he said. The 26-year-old, non-smoker, who was diagnosed earlier this year with late stage lung cancer when she was five-months pregnant, has become a determined ambassador for the cause. Dessureault was living in Fort McMurray with her husband, Dax, an RCMP officer, and working as a music teacher when she received the life-changing news. “I feel amazing now, I’m very forunate for that, and it’s thanks to these pills that are working at shrinking my tumours,” said Dessureault. “Hopefully, one day I can be cured and this can be a little blip on my radar.” You can follow Dessureault’s battle with lung cancer by reading her blog at fromlizzieslungs. wordpress.com. CORNWALL, Ontario - Not only can these guys douse a fire in seconds flat, but they can carry a tune too. Members of the Cornwall Professional Firefighters Association were serenading patients and staffers at the hospital Friday as part of the annual Sparky’s Toy Drive which gathers donations each year for underprivileged families. This year Sparky and his travelling troupe of

troubadours are visiting 24 businesses and locations in Cornwall to collect toys. When Seaway News caught up with them at the Cornwall Community Hospital they were already into their second verse of Jingle Bells and Sparky had people dancing in the foyer. “We really think this is a valuable program for the community,” said firefighter Ian Robertson. “People love it. We’re certainly upbeat, and everyone is singing Christmas carols.” Sparky’s Toy Drive has been a mainstay in Cornwall for more than 30 years. Toys can still be dropped off at both Cornwall fire stations.

CORNWALL, Ontario - The Cornwall Community Police Service annual youth symposium wrapped up on a high note - using a creative approach to fostering kindness in youth. The event gathered more than 900 elementary students this week from all over the city to hear from inspirational speaker Donna De Luca, who spoke of the need for children to learn how to respect themselves. “In order to show love and compassion to others, you must show love and compassion to yourself,” she said. “The most important thing is self-love.” Students were invited to laugh, dance and express their thoughts on love during the symposium, which took place Tuesday and Wednesday in the aurditorium at St. Joseph’s Catholic Secondary School. A workshop was held on Thursday at Cornwall Best Western. “This is really about confidence building and relationship building,” said Const. Dan Cloutier. “We want to provide them with the tools to succeed in life - to build self-confidence.”

CORNWALL, Ontario - A fundraising campaign seeking to raise $1.2 million for the Cornwall Community Hospital’s new addictions counselling centre got a huge bonus this week. Your Credit Union in Cornwall pledged $50,000 to the project. “This $50,000 commitment is our way of

demonstrating how important Cornwall Community Hospital is to our members and our staff team,” said Your Credit Union retail service director Doug MacMillan. “We also feel very strongly about improving access to addiction and mental health services in our community. This project will do exactly that.” The $9.3-million project includes a new building on the former paramedic headquarters north

of the hospital on McConnell Avenue. The fundraising campaign has already raised about $500,000 in pledges, which includes the Your Credit Union injection, as well as $250,000 from the Cornwall Service Club Council. “This is a great addition to some of the pledges we have already received from groups and families in the community,” said Cornwall Community Hospital Foundation executive director Erin

Killoran. The hospital’s mental health crisis team, withdrawal management services, addiction services, children’s mental health department, adult counselling, psycho-geriatric services and assertive community treatment team will all be moving to the new digs. Costs are expected to be saved on utilities, mortgages and operations as a result of the move.

Cornwall Transit employees recognized for safe driving and working records CORNWALL, Ontario - Cornwall Transit employees were recognized for their commitment to safety during the 20th annual Safe Driver/Safe Worker Award Breakfast on Wednesday morning. Mayor Leslie O’Shaughnessy, Councillor Elaine MacDonald, CAO Norm Levac and other City officials were on hand to present pins and certificates to employees at the Cornwall Transit office on Second Street West. Now in its 20th year, the annual awards breakfast has helped to foster a standard of excellence within the ranks of Cornwall Transit. “Transit Operators spend countless hours navigating our streets and to remain collisionfree is commendable,” said Cornwall Transit Division Manager Len Tapp. “This is no small accomplishment when you consider Operators drive roughly 1 million kilometres annually in urban traffic. Our maintenance personnel also

become second nature. “It’s almost like another sense,” he said. “When you’re driving you are so focused that you see all the little things coming.” Secord is proud to be a Cornwall Transit employee and he enjoys the family-type bond that exists among employees and first-name relationships that are often created among Operators and regular passengers. “It’s a very rewarding job,” said Secord, who

currently handles the Riverdale route. More than a dozen Operators and other Transit personnel were recognized during the annual event. “Employees are encouraged to wear their safe driver and safe worker pins as a symbol of their professionalism in the transit industry,” said Tapp. In 2015, Cornwall Transit will provide more than 800,000 individual trips, including 41,000 Handi-Transit trips throughout the community.

The ‘new’ city council wrapped up its first year on the job this week, with the conclusion of its final meeting of 2015 on Monday. Guess that means we can drop the ‘new’ from now on. This, for better or worse, is your city council. The first year for the municipal body has brought with it a hodgepodge of successes and failures with everything from front-yard hockey rinks and worm-selling to tax hikes and police charges dominating the political landscape. About a year ago I penned a column suggesting this council be given a bit of latitude to start its term. With a rookie-laden roster one had to expect some growing pains (and pains in the butt) to kick things off. Now, it’s fair to say, is time for council to get to work. There’s already one budget under its belt, and the 2016 document is set to be debated in just a few short weeks. But let’s take a look back at 2015, to see how far we have come.

THE GOOD The city hall youth movement. Like a lot of people I was skeptical of the shift towards a younger, inexperienced collection of municipal leaders. And it did take a few months for people like Carilyne Hebert and Justin Towndale to get their feet beneath them. There’s nothing wrong with that, and both are growing into their respective roles around the council table. The challenge moving ahead for both will be to continue to shrug off perceptions from others. In some circles many believe Coun. Elaine MacDonald to be Hebert’s

barometer, and Towndale is still known only to some as ‘Angelo’s son.’ It says here both are on their way to carving a niche for themselves.

THE BAD The shell game continues. City council is elected to lead…and sometimes the decisions it will be forced to make are unpalatable or unpopular. Case in point was last week’s water and sewer budget where taxpayers were looking at a five per cent hike before council took $500,000 from a $4-million reserve to lower the increase to 1.88 per cent. This happened at the same meeting where councillors were told there are about 70 km of underground water mains (worth $40 million) that are ripe for failure. Council has done this in the past, where it takes money from its savings accounts or delays a project/expenditure to a later date in the guise of saving taxpayer money now. Of course saving that money is a great idea…but council should spend more time putting in policies that find efficiencies where spending can be shelved forever, instead of one year at a time. Former mayor Bob Kilger used to say: “Pay me now, or pay me later.” He’s right. I can already hear the complaints from city council as we approach 2016 that “this will be the toughest budget year ever.” Followed two months later by plenty of backslapping and: “We dodged a bullet this year.” Meanwhile the shells keep getting shuffled before our very eyes.

The embattled city councillor was every bit the distraction I said he could be after word came out this summer Quebec polie had charged him with offences related to his tenure as owner of the Cornwall River Kings. If there was a nadir to this first year on the job for our city council it was Frost. Where else but city hall would you find the architect of the nearlycompleted code conduct also facing accusations of fraud and forgery? The good news is he returned from his European vacation this fall and realized life was better in Ottawa, and resigned…for real. THE UGLY Veteran Denis Carr has returned to city hall in Two words: Brock Frost. And two more: B-bye. his place, thanks to Guy St-Jean’s decision to move

to Florida and fill our Facebook pages with photos of palm trees and geckos (thanks for rubbing it in, Guy).

LOOK AHEAD The kid gloves have to come off. Newbies like the aforementioned Hebert and Towndale, not to mention Claude McIntosh and council returnees Leslie O’Shaughnessy and Mark MacDonald have had a year to see how things work at 340 Pitt Street. That experience, combined with a veteran presence from the balance of city council, means there are no more excuses to be found around the council table. It’s time to get to work…for real.

Editor: A riveting concern now for Canadians is the Syria immigration crisis. We are conflicted between our humanitarian principals and our love of country. We fear trouble may be brewing if these refugees are not properly vetted. This was not such a public dilemma when the Europeans immigrated. Why is there such a resistance now for the Syrians? Canadians believe the migrants are largely Muslim. It appears that the more information people have about Islam, the more cautious they are. The uninformed seem to be more open, more welcoming. What the informed know, is this: It is clear from the teachings in the Koran, that Muslims

are favoured by Allah as the chosen people. To be anything else is a sin against Allah. All others, the ‘infidels’, must be subjugated or killed as must all apostates (those who leave the faith). Islam is fundamentally a political ideology that has to take over the world. One argues, ‘Oh well, Islam is not like that today.’ Unfortunately, true Islam is like this today, and it is the same as 1400 years ago because the Koran, Islam’s holy book, was inspired by the word of God and it is unchangeable. To change or question it, is punishable by death. We have a stunning example in ISIS of the ways of Mohammed, the prophet of Islam. They are warring and barbaric, just as Mohammed was. This is

lead to a divided population and may forever change the cultural and political landscape of our great country. Being critical does not make anyone racist, and if it seems not-so-politically correct to resist the migrants, remember that political correctness can be the noose around the neck of free societies because it renders people too correct, and therefore unable, to identify and criticize a malevolent force. A phobia is an irrational fear, but this fear is real. Let’s be informed. All things considered, let’s expect our politicians to do the right thing for all. Christine Dorothy Martintown, On

The slaughter by terrorists in Paris a few weeks back has had an impact on the quiet village of Canton, N.Y., just across the border. School authorities have decided, in the wake of the attacks, that France is an “unsafe environment” for a dozen or so students from the local high school. The students had planned to spend several days in the country in March, staying in a village about 200 kilometres from the French capital. With all the gun violence in America, seems strange that school authorities in that country would consider a quiet village in France, far removed from the attacks, unsafe. There are far more dangerous places in the Western world for visiting exchange students. Most, if not all, are in the United States. A good weekend in Chicago is five murders. On the July 4th weekend, the city outdid itself. It had 82 shootings and 16 murders. Between 2010 and 2014, 114 Chicago school children were murdered. In the last five years, Chicago has had 2,284 murders. A retired homicide police investigator said he investigated 402 murders in a 24-year career. That is an average of 17 a year. In many Canadian cities, homicide investigators don’t handle that many murders in a career. Things are so bad in Chicago, which is expected to have at least 480 murders and 3,000 shootings on the books this year, Jesse Jackson urged President Obama to declare a state of

emergency in Chicago. It isn’t much better in Miami, Detroit, Cleveland, Los Angeles, Dallas, New Orleans, Houston and New York City. It’s not just a big city problem. Flint, Mich. population 99,700 (slightly more than Brantford, Ont.) - averages 62 murders a year. Jackson, Miss. - population 172,000 (comparable to Barrie, Ont.) - averages 51 murders a year. According to the FBI website, there were 12,445 murders in the United States last year. Most involved guns. California led the country with 1,697 murders. Not far behind was Texas with 1,141 murders. Texas executes more murderers than any other state. So much for the death penalty being a deterrent. A school in United States shouldn’t be concerned about sending students to France. The folks in that small French village should be concerned about sending their kids to the United States. **** Back in November when he learned that the traditional Christmas tree in front of the Justice Building, next to City Hall, was not going to be erected, Staff Sgt. Brian Snider decided to do something about it. The veteran Cornwall Community Police Service officer, last year’s Citizen of the Year recipient, started making telephone calls. On Dec. 1 lights on a 25-foot handsomelydecorated tree were turned on. Snider, working with Neil Dixon at Municipal Works, knocked on the doors of several

Toronto was going to the first major city in Canada to ban retailers from offering plastic bags as of Jan. 1, 2013. This never happened. Many other cities were going to follow Toronto’s way and ban plastic bag. If Montreal is serious, many cities will follow this lead. The huge opposition in Toronto came from the Ontario Convenience Stores Association and the Canadian Plastic Bag Association. Quite a few countries around the world have banned plastic bags. And according to available reports the ban is working fine. Bags made from cloth can be washed with other clothes. Let us hope that more and more municipalities across Canada will impose a complete ban on plastic bags. Plastic bags are an environmental problem. We all have to do all we can to improving the environment.

Canada’s largest city Toronto tried and failed after a huge protest. Now, the country’s second largest city Montreal wants to ban plastic bags, more commonly known as the society’s main symbol of wastefulness. The final decision is still more than two years away. I will believe it when it does happen on Earth Day 2018. Montreal’s environmental committee has recommended the city ban plastic bags. Other cities around the world have done this successfully. Plastic bags in Montreal will be replaced by re usable or re recyclable bags. Exceptions will be made for hygienic bags used to handle certain foods, carry medication and dry cleaning. The idea to ban plastic bags was brought forward by Montreal Mayor Denis Coderre more than a year ago. “Personally, I think we should ban them...but we have to consult properly so that all players in

society can contribute fully,” he said. Environmental groups in Quebec and everywhere around the globe say plastic bags have been a vexing source of pollution because they end up littering parks, rivers, beaches and oceans. Plastic bags can accumulate in the ocean and up in the bellies of fish and other marine life. However, over the years, the use of plastic bags has fallen dramatically in Quebec due to public awareness campaigns as well as a five cent charge brought in by retailers. Several years back Toronto was going to ban plastic bags. Then it changed its mind. Now, Canada’s second largest city is seriously considering condemning plastic bags. This may not happen. This is the way I look at the proposal. Canadians use around 10 to 15 billion plastic bags every year. Some experts say if we tied 10 billion bags together, it would circle the earth more than 55 times.

Dr. Kodsi grew up in Toronto where he completed an Honours Bachelor of Science degree in Biological Sciences at the University of Toronto, graduating with high distinction. taxpayers will fork out for all the same work will be less. But I tend to agree with Councillor Clément – it’s a shell game. I come from the old school that says if it looks too good to be true, it probably is. Councillor Murphy wonders where the $40 million backlog in water line replacements came from all of a sudden. If “all of a sudden” means before the last few years, when it has been consistently mentioned in budget briefings, he may have a point. I’d say that recent technology has improved the ability to survey and map the wear and tear on underground systems so the staff can better estimate the magnitude of the problem. So, like the elephant in the room, it was always there – it’s just that now we can see it. $40 million is huge for a city this size. Many of

City council reduced the planned five per cent increase in water and sewer rates to below 2%, which no doubt makes a lot of taxpayers happy. My concern, though, is with how they did it and what it all means for the long term. They took $500,000 from a $3.9 million sewer reserve. The fast talkers will say that it makes sense because Council didn’t cut any capital projects, so the amount of work the city was planning to do next year will not change. Also, sufficient money remains in the sewer reserve to meet most unexpected contingencies. And they don’t have to pay it back. So, on the surface, the amount of money

how things could go wrong very quickly. The older the infrastructure, the greater the vulnerability, even to minor events like that one. We were lucky… this time. For a council that said it was going to change the way things are done, this is a disappointment. They chose the same route taken by countless previous councils. When the going gets rough, rather than look for ways to deal with the problem, they rob the savings account instead. It’s council’s job to provide leadership and to ensure the effectiveness of city services over the long term. The current focus, however, is on shortterm, knee-jerk reactions designed to please taxpayers. That isn’t leadership; it’s pandering. And that’s the way I see it.

Those systems are the backbone of city services and no household would survive for too many days without them. In terms of criticality, they trump fire, police and ambulance. CORNWALL, Ontario – The clock is still ticking down to a potential closure of Aultsville Theare in Cornwall. The venerable performance house held its annual general meeting Thursday, where talk swirled around its future…or maybe lack thereof.

Although it was a successful year for Aultsville in terms of events held there is still no clear indication that a sustainable funding model for the facility is in the offing. “We were up in attendance, up in rentals and up in revenues, so that’s all solid and exciting,” said Janet Martel, Aultsville Theatre general manager. “In terms of the events that came through, we saw big and small. Ones that we

managed beautifully and others challenged us from a staffing and a technical perspective.” “That’s not new to us.” But Martel explained Aultsville is at the end the life-cycle for some internal systems, original to the theatre, which was built in 1976. “We know that we are in dire need of changing our lighting and sound,” she said. Being on the 401 corridor, she explained,

Aultsville Theatre manager Janet Martel. and competing with venues in Montreal, Brockville, Kington, and Ottawa, would require a $750,000 upgrade for Aultsville to remain competitive. “Too often we are forcing the promoters to augment what already exists in the theatre through equipment rentals. That impacts their bottom line, and ultimately deters them from considering us,” she said. To that end, the board has hired a grant researcher and writer for that very purpose and a dialogue between the partners - the city, the college and the board – is ongoing. “We’re optimistic that this is something that we will achieve for the 2016 season,” she said. Although struggling on the technical aspects, artistically there are many successes to celebrate. Some of the events, last year, included Gordon Lightfoot. “That was a major show for us, not only for the calibre of artist, but also on a technical perspective, one of the larger shows that we’ve tackled.” The theatre also saw the return of the Seaway Valley Theatre Company - their major musical and kids’ show - Barra MacNeils, Ryan Lalonde Magic and Misdirection, a new two-day dance competition called Move with the Beat, Seaway Winds, Cornwall Concert Series, Aultsville Film Festival, and Wednesday Night Movie Series. In other good news, the board has maintained a solid base of volunteers. “Volunteers are essential. You see, it in many areas in the theatre, with the volunteer board and ushers. They are all very important as they are the face of the theatre, when it comes to customer service and the profile. It’s their professionalism that people meet first hand when they come and see the events.” All successes aside, however, said Martel, if the lights and sound fail, the theatre will be dark, permanently. “We’re done. If you can’t hear, if you can’t see a performance, we’ve lost our purpose.” Martel hopes that the community sees the value in Aultsville Theatre as a cultural asset. “I hope to see the continued support that we’ve had.”

A couple of days after Cornwall stole two points from first-place Jonquiere on home ice, the River Kings snagged Desjardins from the Marquis. Développement économique: quatre scénarios sur la table pour les élus certaines responsabilités en ce qui concerne les aspects politiques, stratégiques et complémentaires. Le dernier scénario ressemble au troisième, puisque la Ville se garde les mêmes responsabilités. Mais le reste du travail est séparé entre différents organismes au lieu d’un seul. Le document réalisé par le comité de pilotage présente les avantages et les désavantages de chacun de ces scénarios. Aucune recommandation n’est explicitement faite aux élus qui devront prendre la décision. Par contre, un tableau synthèse des quatre propositions est fait et des points positifs et négatifs ont été accordés aux différents aspects. C’est le troisième scénario qui obtient ainsi le plus de points, suivi du premier scénario. Fait à noter, dans tous les scénarios impliquant un organisme externe, il est mentionné que le poste de président ne serait pas occupé par un élu. C’était une des volontés du maire Maxime Pedneaud-Jobin après l’élection de modifier cet aspect pour De-CLD puisque le maire agit comme président du développement économique. La décision devrait être prise par le conseil municipal le 19 janvier prochain.

Quatre scénarios ont été proposés dans les derniers jours aux élus pour trouver une nouvelle méthode de s’occuper du développement économique dans la Ville de Gatineau. Les changements gouvernementaux dans les dernières années combinées avec la fin du protocole d’entente entre la Ville et Développement économique-CLD Gatineau a lancé un processus pour revoir la façon de fonctionner. Le document de travail établi à la suite de tout ce processus a été envoyé aux élus gatinois la semaine dernière. Tc Media a obtenu une copie de ce document qui propose quatre scénarios. Le premier scénario prévoit que le développement économique est entièrement intégré à la Ville de Gatineau. Un nouveau service serait créé pour s’occuper de tout cet aspect dans l’organigramme de la Ville. Dans le deuxième scénario, le travail serait donné entièrement à un organisme à but non lucratif qui s’occuperait du développement économique. La Ville aurait un regard sur le bilan de l’année, mais les initiatives viendraient de l’organisme. Le troisième scénario prévoit aussi la création d’un OBNL, mais la Ville se garderait

Le karaté est un sport qui te permet d’apprendre à te défendre et surtout à te mettre en forme et à interagir avec les autres avec respect. Les cours sont offerts par l’école de “Mike’s Contact Karate” à l’heure du dîner. J’ai appris que dès l’enfance il est important d’apprendre à pratiquer les sports qui nous intéressent pour qu’à l’âge adulte, on ait déjà développé des habiletés. Je trouve ça génial que l’on puisse apprendre ce sport à l’école. Le karaté nous apprend aussi à être discipliné et à l’écoute. M. Mike nous enseigne aussi que la discipline n’est pas seulement pour l’école mais pour la maison. Cela doit rendre plusieurs parents contents! Then I leave the longings of a ten-year old boy in the early Fifties and fast forward to the 20 to 50 year-old male of today who’s thinking of a gift for his partner. Lingerie comes to mind: skimpy, revealing, impractical, sheer. It’s supposedly for his wife’s pleasure, but… I’m sure you have some gifts you received for Christmas, birthday or wedding that are still in the dark recesses of some cupboard, your attic, the garage or the U-Store complex down the road. Buying a tie for a man is a no-no; a

Since the time of gifting is but a few sleeps away, I’ve decided to share a bit of what I’ve learned from more than seven decades of giving and receiving. That last option is certainly in the true spirit of Christmas: selfless giving of oneself in order to meet the genuine need of the recipient.

CORNWALL, Ontario - Donations are continuing to trickle in as the United Way of SD&G makes its final campaign push. The campaign is set to end Friday, and has raised 70 per cent of its $710,000 goal. Cornwall Electric presented the local charitable organization with a $13,053 cheque recently. “Every year, United Way receives support corporately from Cornwall Electric, as well as its employees, who give generously through payroll deduction,” said Michael Galvin, 2015 Campaign chair. “We are extremely grateful for their ongoing generosity, which will change lives in our community.” The City of Cornwall is also a proud supporter of the charity. This year, a contribution of $10,901.98 is being made by way of

payroll deductions from city employees (including Cornwall police). That’s in addition to other fundraiser events organized by employees throughout the year, including: a summertime barbecue ($255); dress down Fridays ($468); the sale of old city street banners ($410); book sale ($550); and a donation from CUPE 234 at the Local Government Week event in October. The United Way of SD&G is halfway to its campaign goal. CORNWALL, Ontario - When young Yanik Carriere was born premature two years ago, Cornwall rallied around his new parents like we always seem to do. Things were tough, Yanik was in the hospital for several months after birth and the family wanted to ensure their newborn son got a photo taken with Santa Claus for his first Christmas - so his dad Daniel bought a suit and dressed up like the man in red for the photos. Now Carriere and his wife Estelle Lauzon are giving back - and pulling the suit out once more. The couple has organized a free photo with

Santa event at the Cornwall Civic Complex Dec. 20. “We wanted to pay it forward,” said Lauzon. “People were very supportive of us. We received food, financial support and even Christmas gifts.” Carriere said he wanted to ensure the event was free so that everyone could benefit. “A lot of people don’t have money to spend to get a picture with Santa Claus,” he said. “So I thought ‘I’ve got the suit. I could do it.’” The photo session, which runs from 12:30 to 2:30, also coincides with a Cornwall Colts game shortly after. Every child who gets a picture taken with Santa will also receive a free ticket to the game.
