CORNWALL, Ontario - A couple with Cornwall roots is in mourning to start 2016, following the tragic passing of their two-year-old son Wyatt. Josh and Stacey Fraser lost their son Wyatt to complications arising from viral pneumonia on Dec. 29. Jan. 1 would have been his third birthday. The Cornwall couple often drew strength from their little boy, who was diagnosed with cerebral palsy shortly after birth. “I think it’s just as rewarding, it’s just different,” said Josh of being a prent to a special-needs child in

It really does change your perspective on life…for the good. “It really changes what you kind of think as being important in your life. We had a chance to move far, far away (for work) but we turned it down because it wasn’t the right thing for Wyatt. Everything we do now, we do it for him.” The Frasers were born and raised in Cornwall but now make their home in Belleville. They continue to family members and many friends who live in the Seaway City. Many of those supporters have leapt to

social media to express their sorrow at Wyatt’s passing. “Your love and strength as parents and partners is an inspiration,” wrote Amanda Patino. “Your special little man touched more people than he could have possibly known.” Funeral services for Wyatt will be held Jan. 9 at St. Thomas Anglican Church in Belleville, 201 Church Street. Visitation from 11 a.m. to 1 p.m., with the service at 1 p.m. A reception will follow. Donations may be made to the University Hospitals Kingston Foundation/Kingston General Hospital Pediatrics Department.

It cost $466,000 to replace an aged bus this year, which was covered through gas tax funding. In a couple of years taxpayers will be on the hook instead. Tapp also said route delays are becoming a focus of concern. “Right now our afternoon buses are running between five and 10 minutes late,” he said. “We’ve put a spare bus out there (to mitigate the delay). But now the community bus route has lesser service. “Right now we’re trying to find out where the problem is.” “(And) we could use five more buses. They’re getting older. The cost to maintain them is obviously getting higher.” City bus rates are set to go up in May, to $2.90 from $2.75 for a regular fare, and $64 from $63 for a monthly pass.

CORNWALL, Ontario - A petition with nearly 400 signatures is making the rounds online to see Cornwall institute Sunday service for its transit service. But such a move won’t come cheap. The best estimate suggests taxpayers will have to fork over another $400,000 (give or take a few bucks) annually to cover the added expense of putting buses on the road Sundays. Petitioners have said they’d like to see Cornwall follow in the footsteps of other communities, including large centres like Toronto that have seven-day-a-week service. “It is very hard to get from one end of town to the other by walking on Sundays, especially if you have to be on your feet all day at work,” reads the online petition. “Please do not say it is a budget issue because the fact is people purchase monthly passes and bus tickets that they can’t use on Sundays.” But the budget is very much part of the decision-making process. City Transit manager Len Tapp added users of the service could also expect an increase in fares, as well as the cost of a monthly bus pass, to help cover the costs of buses on the road an additional day. “That would be eight hours a day…three routes and the Handi Transits,” said Tapp. “They would be community routes - we would have to create the routes to try to get as many people moving as we

could.” There is an argument in some quarters from people who suggest that most businesses are open all week - and employees need an option to transport them to work. Kamala Wright, creator of the petition and a regular user of Cornwall Transit, said bus service on Sundays would be integral to her job. “I work at the Best Western and I work Sundays,” she said. “It’s pretty hard to get to work. I take a taxi, but if it’s really nice I walk.” All the way from her home in east-end Cornwall on Belmont Street – not exactly a stroll in the park considering the Best Western is located way up on Vincent Massey Drive. Wright said she would pay more for the bus if it meant Sunday service. “I’m just a person who takes a bus. If it goes up I will pay for it,” she said. Wright has an ally in Coun. Justin Towndale. “Maybe that’s something we should look at,” said Coun. Justin Towndale, an advocate of exploring the issue in spite of the costs. “Everything is open. A lot of these are shifts, or minimum-wage jobs. All these places are open on Sundays and you can’t just not show up because you can’t get to work. “It’s not fair to the employees.” Tapp, while supportive of the move in principle, suggested there are more pressing issues in his department outside of a move to create a Sunday service. We sat beside four people from Pembroke, met a couple from Iroquois and of course, we ran into Luc and Matt Richer from Cornwall on a father and son trip. Was it worth it? It was expensive and our dollar is dreadful right now, but creating another memory as a parent, no matter what age they are, is PRICELESS.

If you watched the game, you know what it looked like, but being there as part of the 67,246 fans, created quite a memory. Jay ran up and down the steps near our seats, ‘high fiving’ the infrequent Habs supporters, all the while incurring the rath of Boston’s most loyal fans. Ten minutes prior to the game, I headed off to the rest room, coat zipped up and anonymous. Problem was, I forgot I was wearing my Habs touque. I got tapped on the shoulder, “So, you brought your own toilet seat” laughter followed. My touque, damn! He continued, “did you eat your poutine this morning?” I let it pass, I was there to pass something else, although I did think of turning around mid stream. The game; Its tough to say that you could really watch the game as you would in an NHL rink, our seats were great, but they were a ‘football field’ away from center ice. The Jumbotron and flat screen TV’s above our seats afforded everything we needed. When the Habs scored early, it set the tone for a great afternoon. I would guess, at least a quarter of the crowd was there supporting les tri-colour. Oddities; After driving in from Cornwall to Foxboro on Thursday and attending the alumni game, I was in bed at 9pm and asleep at 9:05pm. I do not remember ever missing a New Years Eve. Next morning, I jokingly asked if there was a Tim Horton’s in the area, “Whats that” was the reply from

There are some things that are on our ‘Bucket Lists’ and others that by chance, just happen. Such was the case last week, when the family attended the Bridgestone Winter Classic in Foxboro, Ma. It would be a different Christmas present, especially since the Habs were playing and our son Jay is a fanatic Bleu Blanc Rouge supporter. Even with Habs and Bruins hype, the event itself, without question trumped the game. It was all about the experience. Shortly after 10 am, I forked over $50 for parking in Lot 7 and amid the aroma of sausages, steak tips, chicken wings, bacon and eggs, we entered a sea of Gold and Black clad seemingly friendly tailgaters tossing bean bags, frisbees and footballs. The four of us looked at each other and sheepishly started to snicker, we were clearly in enemy territory, intimidation settled in. My son Jay, decked

out in his head to toe Habs ‘Onesy’ exclaimed, “lets get it over with.” Out he jumped, followed bravely by girlfriend Terah-Lyn. His fashion statement instantly bombarded with boo’s, then not so subtly, he was chirped with a serenade of one liners, “wrong lot,” “long drive for beating,” “you’ve got bawls” and an imaginative “look, its a red Youpie.” Even my Karen got int the act, running into a group of B’s fans, arms raised yelling Go Habs Go.” At that point, I played Judas and disowned them both. I zipped up my coat covering my colours and hoped my car wouldn’t be on rims upon our return. Bruins fans are tough like their team, passionate too, just don’t use that word. The venue; Gillette Stadium, home of the New England Patriots is a tremendous facility, its also a shopping mall replete with restaurants and everything a sports fan could want. Inside the main gates, Jay continued to hear it from the fans, but many praised his in your face support of his team. Many

Nearly 50 get work experience while getting paid Ontario Training Board. That program is designed to assist unemployed people, aged 15-30, who face employment barriers when trying to enter the active workforce. Those barriers could be a lack of formal qualifications, such as a high school diploma, or a criminal record, a lack of work experience, a visible or ethnic minority, a single parent, a disadvantaged background and so forth. The aim is to assist its participants gain access to employment all the while reduce the impact for employers while the employees get settled into the job. The reimbursement occurs once the employee has completed the 14 weeks, though it is our hope that the employees will retain employment after the subsidy has been exhausted. The Training Board offers coaching assistance where necessary, to help both employee and employer get settled. Jobs Now is another program managed by the Training Board. It is designed to assist unemployed people of any age who have self-identified disabilities, but who are still capable of entering the workforce and completing assigned duties. Four such candidates are currently enrolled in the Manufacturing Operator course at the college. Jobs Now also reimburses employers, and it subsidized the cost of training for the students as well. The Training Board is also available to offer coaching assistance to both employers and employees where necessary. The Warehouse Worker Training Program at the college recently graduated eight Jobs

Now participants. The course was specifically created to meet emerging employment needs generated by the growing number of warehouse distribution centres in the area. It included classes on problem solving, team building, communication and mathematics as well as work specific subjects such as forklift training, handling of dangerous goods, and occupational health and safety. CORNWALL, Ontario – Nearly 50 young people are getting paid to learn some valuable on-the-job skills through a partnership involving local agencies and the Canadian government. The Eastern Ontario Training Board’s Jobs Now and Skills Link programs are placing 47 people with a variety of employers throughout Cornwall and area to help them gain valuable work experience while also getting paid. “This will allow them to earn some money and give them something important to include on their resumes as they transition to the workforce,” said training board assistant manager Martha Woods. “They also have the option of returning to school with the experience they have gained.” Employment and Social Development Canada is covering the lion’s share of the hourly rate that is paid to the participants of the programming. The participants in both programs have the option of going to school, including St. Lawrence College and the Academy of Learning, and have completed courses in administrative roles, warehouse management and manufacturing, as examples. “It’s not only limited to those kinds of fields,” said Kimberly Hamilton-Hickey, the program manager. “We want to give our participants as many opportunities as we can to succeed.” Service Canada’s Skills Link Program is being managed locally through the Eastern

CORNWALL, Ontario - Enjoy the big taste of Little Italy at an annual fundraiser with a mafioso twist on Friday, Jan. 15. Italian Night - the popular event hosted at the Royal Canadian Legion Branch #297 by the MS Society of Canada - Cornwall & District chapter - includes a buffet dinner with four entree choices (including veggie

and gluten-free options), Caesar salad, coffee, and dessert. And there will be no shortage of entertainment either, with the Kealey-Greer All Star Band set to take the stage. Italian Night typically draws a crowd of 300 guests and raises thousands of dollars for the non-profit. The event kicks off at 6 p.m. “This vital fundraiser ensures we can make each day for those living with MS a

little bit brighter,” said Karen Torrie-Racine, volunteer office manager for the local MS Society. The dollars raised will assist the non-profit organization in providing quality client services, such as home care, alarm care, mobility aids, and equipment. Since they receive no government funding, the local chapter relies on community support. “We have no paid staff. We’re completely volunteer-based,” said Torrie-Racine.

The goodfellas from Perkins Rona Home Centre and TC Media/Cornwall Seaway News will be guest servers as well. It’s time to close the outside agency portfolio Todd Lihou todd.lihou@tc.tc

We’re just days away from the silly season – city budget 2016. Councillors have been provided with their budget packages for the year, and will be receiving a live update from finance manager Maureen Adams Monday during a regular meeting where we will all find out what needs to be done to mitigate a tax increase here in Fun City. This is the year where we should expect to see more from our municipal leaders on the budget front. With so many rookies 2015 was basically an excuse for council to get its financial feet wet. Now that the mayor and councillors have had a chance to get one budget exercise under their belt it’s time to see what they’re capable of. One area that needs attention is the sky-rocketing increase in requests from so-called outside agencies. In what has become a broken-record of sorts, every year a slew of local groups visit city hall, cap in hand, looking for a municipal handout. Last year about $525,000 was sent out to groups like the Seaway Senior Citizens Club, Centre Charles Emile Claude, Aultsville Theatre and the tourism authority to name a few. This year it has gotten downright exorbitant, with nearly $1.2 million being requested of city hall, headlined by a $350,000 ask from Rachel’s Kids for a development centre, among a slew of others. It says here it’s time to pull back the reins…big time. To be fair there are agencies that should receive funding to help with operations. The tourism authority and community museum come to mind.

Tourism is an anchor of any municipality and the museum is located right in the middle of a city park. You can lump Aultsville Theatre, and to a lesser degree the arts in general into that mix of groups who should receive some municipal infusion. After that, though, I think it’s time to politely but firmly send a message that the till is empty. We shouldn’t be without a social conscience in this community, but I think individuals should decide for themselves which agency they want to support, be it through monetary donations or volunteering. City council should not be reaching into my pocket (or your’s) to provide hard-earned tax dollars to an agency that you wouldn’t ordinarily help. This should not be read as an indictment of the agencies coming to city hall. Much like every city councillor queried on the subject let me also add that every one of the groups looking for municipal money this year does good work, and we would sorely miss them if they ceased operation. But the fallback position for many of them seems to include running to city hall every year hoping for a bailout. I’ve heard from many corners the suggestion that ‘there’s no harm in asking’ and that’s why many have fired off a request in the hopes that city council will say yes. But there is the potential for fireworks...and problems. This year council will split itself into two groups to cover as much budget ground as possible. One committee will handle the budget proper, while the other will listen to the requests from outside agencies. Mayor Leslie O’Shaughnessy, as of press time,

had not yet decided how council will be split up – but it’s likely most of the free spenders who make up council will get the outside agency portfolio, while the hawks who keep the purse strings tight are to be saddled with the budget itself. Now, city council as a whole will put the final stamp of approval on the budget, but what happens to groups who walk out of city hall following an outside agency presentation filled with optimism after being told how valuable they are to Cornwall? The city tried this a few years ago, and one councillor told me: “Every agency that left the room must have thought their money was in the bag. All we did was tell them how great they are.” Imagine their consternation when the cheque

never arrived. Council, years ago when this outside agency monster was created, opened a Pandora’s box full of budget holes. Every year more money seems to be siphoned out. This week we ran a story about Sunday service for Cornwall Transit, complete with the $400,000 annual price tag it would create. A reader suggested it could be paid for if we turf the outside agency portfolio. It’s a little drastic, but there’s a point to be made…a lot of the money we spend on outside agencies could be used elsewhere, to fund areas that a municipality SHOULD – instead of areas we could.

Employment outlook is continually adjusting The local employment situation is continually adjusting to a variety of economic forces. However, as baby boomers reach retirement age, workforce aging is becoming an important factor as well. Here is a brief look at the aging workforce as presented in the Eastern Ontario Training Board’s recent Labour Market Plan. Based on the National Household Survey collected by Statistics Canada in 2011, there are about 46,000 people in the SDG and PrescottRussell workforce in 136 occupational categories that cover everything from soup to nuts. Of that number, some 28,000 or 61% were over 45

years of age. Chart 1 provides a visual breakdown. The survey is now four years old, so that age group has probably advanced to about 50 years of age today. So over half of today’s employees could leave the workforce within the next 15 years as a result of age. The total could vary because growing numbers continue to work past age 65. The number of children under age 15, who will enter the workforce during that same period, will be hard pressed to replace them. On the one hand, this offers flexibility to employers who want to downsize their workforce, perhaps because of advances in

technology, without resorting to layoffs. On the other hand, it could pose problems for some employers to find replacements for essential positions. The outlook for filling those 28,000 positions appears in Chart 2. The prospects for the majority are fair to good. In 11 occupations, however, the outlook is limited. They include: administrative assistants; firefighters; cabinetmakers; various industrial technicians, inspectors and assemblers; chemical technologists; tailors, dressmakers and furriers; and travel counsellors. In 2011 about 2,500 people over age 45 were in those 11 occupations, 1,500 of whom were administrative assistants.

Also, 75% of some 2,200 ‘managers in agriculture’ (farmers) were over age 45. The outlook for replacing them was not assessed. The message for prospective employees or for people looking to move up into vacant positions is that education matters. As Chart 3 shows, two-thirds of the 28,000 positions usually require some level of university or college education. Only 9% of them rely on employerprovided on-job training alone. TRIVIA This family-owned dairy was on Second Street West across the street from West Front Public School. When the dairy closed, it became a feed store. Today it is home to a hair salon. IN THE REAR-VIEW MIRROR When it cost $5 to sign up for minor hockey and the 10-game schedule was played on one of two outdoor rinks at The Grounds (aka Athletic Grounds). The season didn’t start until early December. Only the “rich” kids had new skates and hockey pants. The refs were volunteers and did double duty as time keepers. The only travelling you did was from your house to the rink. The $1.20 hockey stick your parents bought you was expected to last the season, which might explain why few dared to take a slap shot. By March the worndown blade was nicknamed a toothpick. You wore skates that your older brother outgrew and made up for the one-size difference by wearing an extra pair of wool socks. Picking a local year-end newsmaker can be a challenge. Not for 2015. Unless you spent the year in a coma, Brock Frost is a hands-down winner. The politically ambitious real estate agent, wanna-be millionaire hit the municipal election landscape running on high octane. Unfortunately, a few months after a respectable eight-place finish (4,178 votes) in the October 2014 municipal election, he ran right off the cliff. From start to finish, it was the kind of stuff that is hard to make up. During the official election campaign, he dodged most of the debates. In his two appearances - public library and labour council - he mysteriously ducked out. At the labour event, he left the auditorium minutes before the speaking started, leaving his coat on the back of his chair. The library gathering was bizarre. He got up before his name was called, went to the washroom and never returned. When council incumbent Maurice Dupelle went to the washroom to check, he found Frost sprawled on the floor. He was taken to hospital by ambulance. He returned minutes after the event concluded. It had to have been a new ER discharge record for an ambulance case. He became the only city councillor ever to be given police protection during a council meeting. After the meeting, he was ushered down the second-floor fire escape. He claimed that he had received threats. Then there was the “I resign, no I haven’t”

fiasco. An email from his account said he had moved to Ottawa, where he now worked, a couple of months earlier and that he no longer paid attention to what was said or going on in the city. An email said he was resigning his seat. Few days he wasn’t quitting. He blamed the media. Nobody believed the story. He had just signed his political death certificate. Then there were the fraud and forgery charges from his days as the River Kings owner. For weeks he denied being charged. Police in Levi, Que., who laid the charges, said he had been charged. There was even a court date in Quebec City. Then it was “Oh, those charges.” Again, he blamed the media for taking things out of context and misquoting him. Then came the announcement that he needed to get away from it all. He was taking a leave of absence from council. He was off to Europe. Even talked about visiting war-torn Ukraine, not exactly a tourist mecca these days. This was followed by another “I will resign.” This time he meant it. On the night council made his resignation official, only one member, Bernadette Clement, stood to thank an absent Frost for his abbreviated service. Most were happy to see the end of a sideshow that had become an annoying distraction. In some ways his political demise is a pity. With his youth, good looks, charm, wit and intelligence, he had the makings of a good politician, not just at the municipal level, but beyond. As it stands now, he couldn’t get elected dog catcher.

Devant le succès du premier Brewfest d’hiver en 2015, l’équipe qui est aussi derrière les évènements du Festibière sur la rive québécoise revient à la charge pour une seconde année, les 12 et 13 février prochain, au parc Lansdowne. Remove each breast from the pan and make a small incision on the bottom, about an inch deep- this helps to cook the inside of the breast more easily. Now wrap each breast in foil and place in the oven for 4 – 5 minutes, until the inside is cooked until pink in color. If the inside is still red, continue cooking for another few minutes. Remove from the oven and let the meat rest covered in foil for 10 – 15 minute. Drain the fat from the fry pan; over medium heat, add some water or stock to the pan and use a spatula to scrape the brown ‘cooked bits’ off the bottom of the pan. Stir and then add this liquid to the Orange Sauce (continued from step # 6). To finish the Orange Sauce, add the Cointreau or Grand Marnier that was used to soak the orange julienne slices. Continue to whisk the sauce over medium heat until it reduces further. Combine the white cornflour and port together to make a paste and then add to the Orange Sauce to help thicken it further.

Ingredients 3 – 4 duck breasts – bones removed Salt and pepper for seasoning Garnish 2 oranges – sectioned with the peel cut into thin julienne pieces 1/4 cup (60 ml) Cointreau or Grand Marnier Orange Sauce 2 Tbsp (30 g) sugar 1/4 cup (60 ml) red wine vinegar 2/3 cup (160 ml) orange juice 1 1/4 cup (310 ml) chicken stock To thicken the sauce: 3 Tbsp port or red wine 2 Tbsp arrowroot or white cornflour Directions Pre-heat oven to 360 °F (180 °C). To prepare the orange peel garnish, cut the orange peel into rough strips, about 1/2 inch wide. Avoid including the white pith when you cut the strips, as it has a bitter taste. Square off the edges of each strip using a sharp knife and then slice each strip into very thin julienne. Place the julienne pieces into a shallow pan of cold water, bring to the boil and

blanche for two minutes (this will soften any bitter taste remaining in the orange peel). Transfer the orange julienne pieces to a bowl and add the Cointreau or Grand Mariner on top of the orange peel; allow to soak. Now section the orange pieces: with the remaining orange pulp, slice off the very top and bottom of the orange. Using a sharp paring knife, remove each individual orange section, cutting in-between each membrane. Place the orange slices in a bowl and cover with a bit of orange juice to keep moist while you prepare the rest of the dish. Now prepare the orange sauce: place sugar and red wine vinegar together in a saucepan and whisk over medium high heat for several minutes until the mixture turns a deep reddishbrown color. Add the orange juice and chicken stock and whisk over medium heat until the sauce reduces to about 2/3 of the orginal volume- this will take about 5 -6 minutes. Remove the pan from the heat and set aside. Prepare the duck breasts: trim the fat around the edges of each breast and score the top of each breast (the white fat part) using a sharp knife. Your knife should only slice through the fat and not puncture into the duck meat. Season both sides of each breast with salt and pepper.
