At 72 an alcoholic put down the bottle and embraced family Todd Lihou todd.lihou@tc.tc

CORNWALL, Ontario - Two years ago Josip Kupina gave his family the greatest gift of all - a new father and husband. After decades of drinking and abuse, Kupina was able to put down the bottle at age 72 and enjoyed 16 months of sobriety before, tragically, he succumbed to an aggressive form of latestage cancer. The years of drinking had shattered his life, and fractured his family. But those 16 months of sobriety allowed his family to heal, and gave them back a person they never really knew until the end. “He was really counting his blessing right up until his death,” said his son Joe, a teacher in Cornwall. “One of the fears is that he would kill someone while driving, or kill himself while driving. I think he just felt so blessed to get through that and be sober and be in the love of his family.” Josip lived in Hamilton, but was born in Croatia. His drinking began at a young age, in a place where alcohol is as readily available as water. His drinking pushed his family away in many cases, but a decision in 2013 while visiting Joe in Cornwall, helped Josip return to a world of clarity. “It was pretty clear once he got here he was sick and going through withdrawal,” said Joe, adding his dad hadn’t even made it 24 hours without a drink before he started to suffer from shakes and nausea. “In less than 24 hours he was

showing severe signs.” Josip was taken to the hospital, where Joe was bracing himself for judgment, but instead found compassion. “We approached him and said he should go to the hospital. His heart rate was really high and he was vomiting and shaking. And he agreed immediately. He didn’t put up a fight,” said Joe. “They were amazing. I was a little bit afraid you would get judged at the front desk, but they were fantastic. The nurse in triage told him ‘I can see you’re suffering and we’re going to help you out here.’ “He was saying things along the lines of, I’ve got to change. He was saying the right things and the next morning I was kind of poking around asking ‘Is there a program?’ I spoke to a nurse who is the intake worker from that program. “My dad said ‘I want to give it a shot.’” What followed was a three-week program that Josip, incredibly, jumped into with both feet. He followed it up with membership in Alcoholics Anonymous in Hamilton when he returned home, as well as other social supports. For the first time in his life he had a purpose other than getting drunk. In a video shot by the Cornwall Community Hospital Foundation, Josip gives a frank, almost haunting account of his life in a bottle. “In my drunken life I know I did a lot of damage to my kids and to my wife,” he said. “Alcohol – what it does to you it destroys you. It makes you cheat and it makes you lie. It makes everything worse that could possibly happen.

“The gift that I received in Cornwall…it’s priceless. “I didn’t see it before that somebody would worry about my dignity…I am entitled to that dignity. No one can take that away.” Sadly, his life ended just 16 months after he finally put the bottle down. Josip took his last drink in October 2013, and breathed his last breath in March of 2015. His family will tell you that those 16 months were amazing. “We had him as him, not his alcoholic self,” said Joe. “I understood when he broke the news to us (about the cancer), I understood where he was coming from. We’re a Catholic family and we have faith there is something beyond this life and he felt this was God’s plan. “To have him sober was absolutely incredible for me, my mom and my siblings.” Joe and his family keep a special place in their hearts for the team at the Cornwall Community Hospital that helped Josip exactly when he needed it. “I was happy we were going, and even accepting I might get judged. But I knew we had to go,” he said. “It was comforting to know at the other end, the way we were received, was not with judgment but with compassion. “They were clearly professionals. They didn’t talk down to him…they made it clear that ultimately he was responsible. Through what he learned in the program he had to make some good decisions if this was going to stick. “From what I have learned, it’s up to the individual to take that first step, but it’s beautiful to

Joe Kupina know there is support available…like services at the CCH. Because when he was ready that program was exactly what he needed when he needed it. “It was a perfect fit. Once you make that decision, that’s one thing, but then what? And that program was there filling all those gaps and answering all those questions.” The hospital is in the midst of a construction project that will see a new addictions and mental health hub created at its sprawling campus on McConnell Avenue. The $9.3-million project includes a new building on the former paramedic headquarters north of the hospital on McConnell Avenue. A fundraising campaign has already begun, with the Cornwall Community Hospital Foundation providing $1.2 million towards the end goal.

CORNWALL, Ontario - A Cornwall woman who helped raise thousands of dollars for cancer research and put on the bravest of faces despite a terminal diagnosis has passed away. Carol-Ann Rattray passed away last week, succumbing to breast cancer. Her husband John is remembering his wife as a champion, suggesting even in her last days Carol-Ann was as upbeat as ever. “It was her determination to continue to fight breast cancer,” she said. “But it was also her determination for the family that kept her going all this time.” Rattray was diagnosed in 2011 with metastatic breast cancer. In an interview last year, when she was putting the final touches to ‘Curl for the Cure’ - a fundraiser for oncologist Mark Clemons and his Ottawa-based cancer research centre - Carol-Ann’s supreme confidence quick-

ly bubbled to the surface. “My philosophy is you can’t change the cards life has dealt you,” she said. “I was very sick when I was diagnosed. But I’ve never lost a wink of sleep. “You just get up the next morning and get on with your day.” Curl for the Cure will take a one-year hiatus, said John, but will return in 2017. “As in everything she did, when Carol-Ann was diagnosed with cancer she navigated the ordeal with grace,” he said. Even when time was short this past autumn, Carol-Ann ensured that a $15,000 donation to Clemons’ cancer research work was submitted. Family and friends of Carol-Ann are being welcomed at the Lahaie and Sullivan Funeral Home on Seventh Street Jan. 12 from 7 to 9 p.m. and Jan. 13 from 2 to 4 and 7 to 9 p.m. A funeral service will take place Jan. 14 at 11 a.m. at St. Williams Church in Martintown.

CORNWALL, Ontario - City councillors got their first look at the 2016 municipal budget document Monday, which has a 1.95 per cent tax increase built in for a typical residential property. That would translate into an additional $45 on an annual bill. Councillors still have to go through the

budget exercise and there’s plenty of time to reduce, or even increase, that number before the document is finalized weeks from now. But many councillors are pleased with the fact that budget discussions will kick off with one of the lowest estimated levy hikes to start the process in years. In 2015, for example, bean counters presented a budget with a 5.58 per cent levy increase, before council pared it down to 2.4. “For the initial submission they’ve done a good job,” said Coun. Maurice Dupelle. “But there’s

still things we need to look at. But it’s under two per cent and I think people are satisfied.” Dupelle was asked if there is the potential for a tax freeze this year, given that councillors almost always make some cuts from the initial budget document that is submitted at this time of year. “There could be, if there’s enough will around the table,” he said. “Council will review everything. “But there’s different views around the table. There are some councillors who have no problem

with a huge tax increase.” Coun. Elaine MacDonald suggested council should take a wait-and-see approach to the budget before a bunch of back-slapping. “1.9 per cent seems almost too good to be true,” she said. “What I’m going to look at is what will we get for that? “What I’m more concerned about is sustaining the programs that people need.” Last year’s 2.5 per cent increase resulted in an additional $54 on the typical residential bill.

Father will continue to clean county road where daughter is to be memorialized CORNWALL, Ontario - For nearly 30 years Glen Runions has been cleaning up County Road 20, mostly collecting refuse in garbage bags that he leaves for township trucks to pick up - and mostly alone. That is expected to change soon, as South Glengarry is expected to erect signs at both ends of the busy country thoroughfare, in memory of the daughter he lost just weeks ago. Runions daughter Tracey Runions-Firth, passed away in Guelph unexpectedly due to a blood clot. To say the passing of their daughter has left a hole in the Runions family would be an understatement. But they are taking some small solace in the fact that she will be memorialized on County Road 20, where she grew up, and where her father has been working for 27 years to remove garbage people leave strewn in the ditches. “She would help me a little bit, in high school,” Runions said with a smile. “But not much. She told me I was nuts to do it.”

Tracey was living in Guelph, with a top-level job at the Canadian Animal Health Institute when tragedy struck on Nov. 8. She succumbed to a blood clot at the age of 42, leaving behind her husband Jon. “Good,” was how Runions understated the feelings that will well up when he considers having his daughter remembered on the same stretch of road he has helped to keep clean all these years. He also suggested Tracey would not have approved of the fuss. “She wouldn’t have wanted all this, I don’t think.” Runions won’t be back out cleaning County Road 20 until May, when the last of the snowmelt is finally gone. Last year he collected in the neighbourhood of 100 bags of refuse, mostly pop cans and water bottles that drivers and passengers likely chucked out the window as they whizzed along. Runions has campaigned in the past for the reintroduction of a deposit system for bottles “It shouldn’t be that way,” said Runions. “You and cans that would, in a small way, give people an incentive to return the items instead of wouldn’t believe what people are throwing out.” throwing them away.

City may be ‘inadvertantly’ discriminatory: councillor CORNWALL, Ontario – A city councillor says there are not enough women in key positions at city hall, and wants to know if the city is “inadver tently ” being discriminatory. Coun. Elaine MacDonald was successful in getting a motion passed Monday night which calls for studying the feasibility of introducing a survey for municipal staffers that will cover everything from gender to race and sexual orientation. MacDonald is concerned that the city may be staffing roles, including key management positions, without an eye for equality. “Overwhelmingly the structures of the

city’s administration show male dominance,” she said, pointing to a budget document discussed Monday night that had 18 names on one page, and just three women. “When something like this does happen…I think it’s just a case of going with the flow and tradition. And we should see if that is serving us well. “I look at the table of managers around us and I see two women. Yay. Not enough.” Her motion was supported by Coun. Bernadette Clement. “We want to make sure we benefit from all the diversity out there,” she said. “What happens is that we don’t realize unconsciously we might be sending out a message that is not as inclusive as we might be.

“I don’t think this motion accuses anybody of being racist, or prejudiced. But sometimes we don’t realize.” Those kinds of comments, though, elicited some strong denials about any wrongdoing, inadvertent or not, by city staffers. “All the jobs we fill we go with the best candidate available,” said Coun. Andre Rivette, also the chair of the city’s personnel committee. “We’re doing what we have to do to get the best person for the job. I hope this is not going on, but if it is I want to know about it.” City HR manager Geoff Clark agreed, suggesting he does not believe there are issues of discrimination when it comes to staffing municipal jobs.

CORNWALL, Ontario - When Alysha MacDonald returns to school on Monday, it’s likely her classmates will have trouble recognizing her. The 11-year-old Rothwell Osnabruck Grade 6 student’s trademark waist-length hair is now trimmed back to just above her shoulders, and a streak of hot pink runs through her bangs. MacDonald had 15-inches taken off for the non-profit organization ‘Locks of Love’ at Studio Phase II in Cornwall on Saturday (Jan. 9) - her first haircut in seven years. “I want to challenge or inspire other kids to follow me - grow your hair and donate it,” said MacDonald. It took one year for the Long Sault girl to shear off her light brown locks, after her mother, Melanie Lascelle, suggested making the donation. “Her hair means the world to her,” said Lascelle. MacDonald is also hoping her experiences with autism and ADHD will help others embrace their differences and helps others embrace theirs, too. “She wanted people to know that even though you have a disability, it doesn’t mean you can’t help others,” said Lascelle. MacDonald is already anxious to hop back in the salon chair to make her next donation. “I want to help children with cancer get wigs,” she said. According to its website, Locks of Love provides hairpieces to financially disadvantaged children in the United States and Canada under age 21 suffering from long-term medical hair loss from any diagnosis. ‘AIN’T GONNA HAPPEN’: Councillors unlikely to spend more on outside agencies CORNWALL, Ontario - With about $1.2 million worth of requests from outside agencies for taxpayer money rolling in, some city councillors have a message for those groups - no way. Last year the city forked over about $525,000 to agencies like Cornwall and Seaway Valley Tourism and Aultsville Theatre, but now four new community groups have their hands out, pushing the total grant request to its highest level ever. Some city councillors are saying it’s too much money, and they won’t be voting to increase the funding envelope. “It ain’t gonna happen,” said Coun. Andre Rivette.“They’re all good agencies, but

we have to know what kind of business we are in. “We’re going to listen to them all...but I can’t see us going with any more than we spent last year.” In 2015 The Art Gallery - Cornwall had its funding cut, and others were politely told ‘no.’ But the message that council has had its fill of outside agency submissions hasn’t resonated. “I don’t think (the message) ever does,”said Coun. CORNWALL, Ontario - New traffic laws that came into effect on Jan. 1 mean Cornwall motorists have to wait for all students to completely cross a street - with the help of a crossing guard - before proceeding. Some in Ontario have been complaining about getting crossed up at crossovers and crosswalks as new provincial legislation went live in 2016. New rules about just what constitutes as cross walk and a crossover, and who is allowed to proceed when, has created consternation in some circles. But the good news for Cornwall is the new rules only apply at crossing where young people are making their way to and from school property with the help of a crossing guard. We no longer have any crossovers (like the one on Montreal Road near Nativity Co-Cathedral that was replaced with traffic lights) that are creating

headaches in other parts of Ontario. In Cornwall, though, only when pedestrians and school crossing guards are safely on the sideCornwall police walk, can drivers and cyclists proceed. Const. Matt Dupuis. If the crossing guard is not present it is business as usual, said Cornwall police Const. Matt Dupuis. He added officers will be issuing tickets if they find a motorist contravening the new rule. “If we get a complaint then we’d investigate it,” said Dupuis. “They should be stopping for the crossing guard anyway.” Drivers will be fined $150 to $500 and three demerit points for offences at pedestrian crossings, school crossings and at crosswalks where there are traffic signals. The maximum fine for running a red light, a practice that puts pedestrians at risk, is $200 to $1,000. Fines are doubled in community safety zones, near schools and public areas. NOTICE OF STUDY COMMENCEMENT PRELIMINARY DESIGN AND CLASS ENVIRONMENTAL ASSESSMENT Highway 138 Improvements from Highway 401 to Highway 417 (GWP 4015-08-00) The Ontario Ministry of Transportation (MTO) has retained Stantec Consulting Ltd. to undertake a Preliminary Design and Class Environmental Assessment (Class EA) Study for operational and safety improvements to approximately 35 kilometres of Highway 138 between Highway 401 and Highway 417 in the City of Cornwall and the Townships of North Stormont and South Stormont. The purpose of the study is to identify a Recommended Plan for improvements as part of the Ministry’s ongoing review of safety and operational needs for the provincial highway network. The improvements could include intersection improvements, turning lanes, passing lanes, drainage improvements, possible carpool parking, corridor access and entrance reviews, and snowdrift mitigation. This study will include reviewing existing conditions and the development and evaluation of a range of reasonable

alternatives

to

determine

the

most

appropriate short, medium, or long-term improvement plans. A Recommended Plan will be selected and designated (protected) at the completion of the study. THE PROCESS This study is a Group ‘B’ project under the Class Environmental

Assessment

(EA)

for

Provincial

Transportation Facilities (2000) and includes undertaking environmental and engineering field investigations and seeking input from the public, local municipalities, external ministries/agencies, and businesses. Two Public Information Centres (PICs) are planned, and notices of the PICs will be placed in local newspapers and sent to the project mailing list. Upon completion of preliminary design, a Transportation Environmental Study Report (TESR) will be prepared and made available for public review. According to WeddingBells Magazine, December remains the most popular month for Canadians to get engaged. And with the new year, comes wedding planning. For some couples, achieving a picture perfect smile becomes part of their wedding wishlist, and it can take time to prepare properly. Assuming all basic treatment has been completed, and the bride or groom to-be is in good oral health, there are a few cosmetic options to consider. Possibilities range from simple procedures to deeper commitments to make smiles sparkle. Whitening is the least expensive option when it comes to cosmetic dentistry, but it’s also the least predictable. Some people achieve fantastic results, but other individuals experience less drastic changes. Certain patients may find the bleaching process makes teeth sensitive though this isn’t the case for everyone. Patients should benchmark a timeframe of two-four weeks for treatment, with touchups if red wine or coffee is consumed regularly, or if the bride or groom to-be smokes. Some patients want to address crooked teeth ahead of their wedding. While comprehensive orthodontics can take three to four years to complete, short term cosmetic procedures generally take six to nine months. Shortterm straightening prioritizes aligning the front six teeth, rather than solving all issues in the back of the mouth. If this option is of interest, patients should meet with their dentist early on in their engagement to plan ahead. Crowns and veneers may be an alternative for patients who have chipped, broken down or heavily repaired teeth. Crowns may be required to create a more solid foundation than the existing tooth surface can provide, and veneers are effective for minor shape and colour adjustments. These treatments can make it appear that you’ve moved your teeth without requiring the time it takes to actually straighten them. Generally speaking, crowns and veneers have a timeframe of two to three weeks once basic restorative work and planning is done. That said, this is also the most costly of the options we’ve discussed. For the most part, cosmetic dentistry isn’t covered by personal dental plans because it’s elective, so cost may be a consideration within your overarching wedding budget. Book a consultation with your dentist to discuss your options and plan ahead for that picture perfect smile.

CORNWALL, Ontario - It may only be January, but thanks to the second round of an outdoor festival, a cold beer on a hot summer day feels within reach. Organizers Sebastien Manigat, director of the Seaway Food Festival, and Ian Bentley, food & beverage director of the NAV Centre,

announced Cornwall’s Summer Beer Fest is returning to the Jet Set Pub patio on Saturday, July 9, from 11 a.m. to 7 p.m. “This was by far the largest craft beer event Cornwall has ever seen, and now we hope to deliver an even better social experience for our community,” said Manigat. Last year’s inaugural festival drew over 1,250 guests to the heart of the Nav Centre, with a mix of live entertainment, 15 breweries on site offering over 35 beers and ciders, and local vendors

serving gourmet fare, including Love Love Food, Bar Q, Table 21, Truffles Burger Bar, Schnitzels European Flavours. “This year, we will be releasing 2,000 tickets, and our expectation is that this will be another sell-out event,” said Bentley. Tickets will go on sale starting May 30. “We’ve already received confirmations from restaurants, breweries, partners, and sponsors,” said Manigat. “Everyone is eager to get to work and make this happen.”

The final list of participating breweries and restaurants will be released in the upcoming months. Festival-goers will be able to purchase coupons (2/$5 or 5/$10) on site that they can exchange for alcoholic or food consumptions. City hall isn’t discriminatory, inadvertantly or otherwise Todd Lihou todd.lihou@tc.tc

A man is walking on the beach and sees a person drowning out in the water. He runs to the lifeguard and exclaims: ‘Why aren’t you out there saving him?’ The lifeguard replies: ‘I can’t swim.’ The man:‘You can’t swim?!? Why the hell are you the lifeguard?’ The lifeguard: ‘I’m bilingual.’ In that vein Councillors Elaine MacDonald and Bernadette Clement were successful in getting a motion passed Monday night that will see the city determine how feasible it will be to study the race, gender and sexual orientation of the municipal roster. You can probably lump in religious beliefs too. Their point is that the city, inadvertently, is trending towards being a white-male dominated place of work and perhaps it’s time to get to the root of that ‘problem’and make sure we are as diverse as we can be. Does that mean we’re racist or discriminatory? MacDonald and Clement say no – at least not on purpose. They believe the city may be mistakenly discriminatory…hiring the way we have for years, in some cases, just because that’s the way it has been done. But I can’t think of anything more suggestive than standing up to say: “We’re not really racist… but let’s do a study just to make sure.” To be fair no one will deny that most of the faces at city hall are white, and in many cases they belong to men. I just don’t think there is a conspiracy, tacit or otherwise, that suggests the city will only hire white men to fill positions. Women in three key

management positions within the city just retired, including parks and recreation manager Christine Lefebvre. The scuttlebutt around city hall is finance manager Maureen Adams could be the next CAO. I think if we’re going to study anything about hiring at city hall it might be the number of family members, spouses or ex’s of employees who seem to find themselves with a job paid for with municipal tax money. That could be a fun exercise. But let’s look at the motion approved Monday night from the other side. Suppose a survey is approved and it comes back showing that most people who work for the city, especially in key management positions, are white men. It most assuredly will. Does that mean city council will then discuss a policy whereby a certain number of positions must be filled by visible minorities, women or people of different faiths? From this desk that’s exactly the point of such an exercise – and would be a mistake. The most qualified person for the job should always be the individual chosen for that role, regardless of race, gender or belief. While much time has been spent in this space railing against the shortcomings of city hall, I have to believe the municipality employs a collection of smart people, who are not engaged in a plan, inadvertent or not, to only select a particular group for employ. MacDonald pointed out Monday night the fact that there were only a handful of female managers in the council chambers for the meeting. Likewise just three female city councillors occupy office in Cornwall. The solution to those two issues is simple, in my book: more women should be running for office and applying for jobs at city hall. It would be fun to

find out the gender of all those who have applied for municipal work in the last five years. Likely an impossible task, but it would provide some interesting input. But in the here and now has anyone gone to the Cornwall Public Library to argue for more men to be hired in what is clearly a female-dominated environment? What about heading to any of the hospitals in our region, to ask administrators why there are more female nurses than male? How about SCM, where there are more men than women shunting cargo from one trailer to another? Or any of the car dealership/garages where you would be hard pressed to find more than a handful of female mechanics. And if one wants to play the race card, perhaps we don’t have a large number of minority groups represented at city hall because we continue to be

a white-dominated community. This exercise smacks of creating a problem where there is none, which casts doubt on the people in charge of the hiring at city hall. I am told human resources manager Geoff Clark was a little flabbergasted at Monday night’s spectacle. He’s still new to the job, but defended the hiring practices of the city. I guess my point is you can’t talk out of both sides of your mouth on this issue. If a survey is done with an aim to uncovering even an unintended discriminatory bend, then the cat is most definitely out of the bag and the perception of a problem becomes reality. Council is caught on this one. It says here a survey will most likely be done. The big question is whether a male-dominated council with have the testicular fortitude to stop things there.

There were lots of gifts. All the food left over was given to anyone who wanted to take it home. There were containers and they were all used. For myself, I can say it was a miracle. I too would have been alone to eat at Christmas.

I voluntarily sat down with people I did not know. All hugs and kisses to the volunteers. We will keep you in our hearts. To my friends: until next Christmas. We will do it again with the help of the two main organizers and all the volunteers. Count me in. May you all have a Happy New Year.

Editor: A free Christmas meal was held at the Agora Centre in Cornwall over the holidays. Oh yes, that’s what it was for young and old. It was for anyone that would have been alone for Christmas. This was all done by two main organizers and many, many volunteers. The menu included buns, turkey, ham, mashed potatoes, carrots, peas, stuffing, gravy and cranberries. The hall was decorated beautifully with red

table cloths and centre pieces on every table. Also many desserts including apple pie and so much more were available. It was a total success. The hall was full from 11:45 a.m. to 2:30 p.m. This could not have been done without the two organizers and all the volunteers. They all worked like a well-oiled machine. My heart goes out to the dishwashers. They had their hands full and were always smiling. Now for all the people who came: so many of

The slaughter by terrorists in Paris a few weeks back has had an impact on the quiet village of Canton, N.Y., about a 30-minute drive from the St. Lawrence River border crossing. The village’s nervous school authorities decided, in the wake of the attacks, that for now at least France is an“unsafe environment”for a dozen or so students from the local high school. The Canton students had planned to spend several days in the country in March, staying in a village about 200 kilometres from the French capital. This decision is a real head shaker. With all the gun violence in America, it seems strange that school authorities in the U.S. would consider a quiet village in France, far removed from the attacks, unsafe. There are far more dangerous places in the Western world for visiting exchange students. Most, if not all, are in the United States. Take Chicago which has wrestled the Murder Capital title from Miami and seems determinted to keep it. A good weekend in Chicago ends with five murders. On the July 4 weekend, the city outdid itself. It had 82 shootings and 16 murders. Between 2010 and 2014, 114 Chicago school children were murder victims. Most innocent victims. In the last five years, Chicago has had 2,284 murders. A retired homicide police investigator said he investigated 402 murders in a 24-year

career. That is an average of 17 a year. In many Canadian cities, homicide investigators don’t handle 17 murders in a career. Things are so bad in Chicago, which had 480 murders and 3,000 shootings in 2015, Jesse Jackson called on his pal President Obama to declare a state of emergency in Chicago. There are parts of the city that even the police call unsafe. It isn’t much better in Miami, Detroit, Cleveland, Los Angeles, Dallas, New Orleans, Houston and New York City. And it’s not just a big city problem. Flint, Mich. - population 99,700 (slightly more than Brantford, Ont.) - averages 62 murders a year. Jackson, Miss. - population 172,000 (comparable to Barrie, Ont.) - averages 51 murders a year. According to the FBI website, there were 12,445 murders in the United States last year. Most involved guns. California led the country with 1,697 murders. Not far behind was Texas with 1,141 murders. Texas executes more murderers than any other state. So much for the death penalty being a deterrent. A school in United States shouldn’t be concerned about sending students to France. No. It is the folks in that small French village who should be concerned about sending their children to the United States on an exchange visit. CORNWALL, Ontario - Snow removal is still a hot topic for Stephanie White. For the second winter she’s lived at her Westmoreland Avenue home, heavy equipment used for clearing the fluffy white stuff has left its mark on the front of her interlocking brick

driveway. In addition, White says snow is plowed up to 10-feet from the curb on the east side of Westmoreland Ave., for a short length between Osborne Avenue and Second Street. “It’s not only causing me to fix my lawn each spring, but it will cost me a fair amount of coin to repair the driveway,” she said.

White says she’s been fighting the recurring problem for years, having owned the Riverdale property for the last decade. The cost to repair the driveway damage is estimated between $1,500-$2,000. White contacted the municipal works department and was told the first 15-feet of her property belonged to the city. “While I have no issues with snow being plowed onto the yard, a little common sense would indicate that cutting across the driveway would result in damage - and is something that a citizen should not have to experience,” she said. White emailed city council for answers. Coun. Maurice Dupelle replied that he is currently looking into the matter. “The city should train the drivers how to plow roads and install winter indicators, spikes or posts in the ground, to indicate where the road really is,” said White. The Riverdale homeowner ran for city council in the 2015 municipal election, and wihdrew her name after securing an employment opportunity that would require extensive travel. White is also a club champion of Summerheights Golf Links in Cornwall.

When you put your home on the market, renovations can be worth their weight in gold if you invest your time and money in the right places. Some renovations can help you sell more quickly, but other changes could just be a waste of money in terms of resale value. Here are some tips on how to renovate wisely. The Cornwall boxer (20-3-0) was slated to fight Eduardo Montoya (15-4-1) for the vacant WBC Latino Lightweight title on Friday (Dec. 4) at the Ernst & Young Centre. But the match was postponed to Jan. 29. “I regret to inform everybody that my fight has been canceled - a second time,” Luis stated on Facebook. “I am disgusted with the unprofessionalism on the promoter’s part. No fighter enjoys training for months and have nothing to show for it.” The news of the cancellation delivered a hard blow for fans of the 27-year-old WBC Continental Americas Lightweight champion. Cornwall show promoter Mark Vincent, of Off Your Rocker promotions, had organized a bus trip to the event with Shoeless Joe’s Sports Grill. “We are very disappointed with the news,” said Vincent. “Cornwall was really rallying behind Tony - we were going to need a second bus. Everyone was looking forward to watching him obtain the title. But we will do it again for his next fight in the area.”

Benson Group completes $6-million expansion CORNWALL, Ontario - The Benson Group has completed a $6-million expansion to their tire distribution centre and retread plant in their home base of Cornwall, Ontario. The expansion to the building at 805 Education Road is the latest component to position the Benson Group as the largest distributor of Goodyear Tire in Canada. It includes

building repairs, enhancements, racking, monorail as well as retread and warehouse equipment. It’s the first retread tire plant in Eastern Ontario. In addition to the financial investment, the expansion has also means an additional 45 new staff to the Benson Team.

“This investment is a sign of our commitment to calling Cornwall home,” said Benson Group President Marty Benson. “It’s allowed us add staff as well as solidify our position as a leader in tire distribution.” The Benson Group now has more than 485,000 square feet of warehouse space in Cornwall’s Business Park when factoring in the

latest expansion with the auto parts warehouse from a couple of years ago. The Benson Group also employs more than 300 people in Cornwall and area and over 1,500 people throughout its network in Ontario and Quebec. Those figures include auto parts and repair experts as well as office and warehouse staff.

Geneviève RB & Alain Barbeau: une vitrine, un album et beaucoup de projets Couple dans la vie comme sur scène, Alain Barbeau et Geneviève Roberge-Bouchard ont terminé une année musicale bien remplie, pour commencer 2016 sur une note tout aussi chargée. Ce mercredi, ils seront en vitrine à Contact Ontarois. Un objectif que c’était fixé le duo en revenant s’installer dans la région, après un passage à Granby, alors que Geneviève étudiait à l’École nationale de la chanson là-bas. «Notre objectif est atteint», lance d’entrée de jeu cette dernière. Pour la prochaine année, les deux artistes souhaitent se faire connaître comme duo et auteurs-compositeurs-interprètes. En participant à un évènement comme Contact Ontarois, même s’ils ne savent pas encore ce qu’il en ressortira, ils estiment avoir une belle occasion de se faire voir par les diffuseurs. «C’est une belle carte de visite qui s’offre à nous», enchaine-t-elle. Pour Alain Barbeau, il se n’agira pas d’une première expérience à Contact Ontarois, lui qui avait accompagné Stef Paquette, en 2014, sur la scène de l’évènement, puis dans la tournée de plus de 150 spectacles qui a suivi son prix Coup de foudre du Réseau Ontario. Premier album en duo En plus de prendre part à cette vitrine à Contact Ontarois, Geneviève Roberge-Bouchard et Alain Barbeau lanceront aussi leur premier album commun en mars prochains. Ils ont d’ailleurs eu la chance d’être bien entourés, que ce soit avec la participation de Nicolas Pellerin qui joue notamment un morceau de violon sur une pièce plus «trad» ou le soutien de Jeannot Bournival dans le processus d’enregistrement. Puis, ils pourront compter sur la participation dans une autre chanson de Willie Porter, l’idole d’Alain Barbeau. «C’est un de mes artistes préférés et j’avais fait ça première partie au Festival folk des Galeries Aylmer», raconte-t-il. Intitulé On est les deux, l’album proposera un noyau folk, auquel se greffera tantôt un enrobage pop, tantôt un son aux influences françaises. Certains textes ont été composés par Alain, tandis que Geneviève en a écrit aussi une partie. Son passage à l’École nationale de la chanson de Granby a d’ailleurs été très important dans son processus de création. «Ça m’a permis de me monter un bon répertoire», raconte-t-elle. Chose certaine, entre les compositions d’Alain et celle de Geneviève, le duo a voulu garder une continuité tout au long de l’album. «Quand on l’écoute, on a pas l’impression que c’est une chanson de l’un ou de l’autre», note-t-elle. C’est en août dernier que les deux artistes et auteurs-compositeurs-interprètes ont décidé d’unir leur carrière en tant que Geneviève RB & Alain Barbeau. «On s’intégrait tout le temps dans le spectacle de l’autre», explique Alain, qui en sera pour sa part à son second opus, lui qui

AVIS DE DÉBUT D’ÉTUDE CONCEPTION PRÉLIMINAIRE ET ÉVALUATION ENVIRONNEMENTALE DE PORTÉE GÉNÉRALE Améliorations à l’autoroute 138, entre l’autoroute 401 et l’autoroute 417 (GWP 4015-08-00) Le ministère des Transports de l’Ontario (MTO) a retenu les services de Stantec Consulting Ltd. afin d’effectuer l’étude de conception préliminaire et d’évaluation environnementale de portée générale des améliorations opérationnelles et de sécurité à l’autoroute 138 sur environ 35 kilomètres, entre l’autoroute 401 et l’autoroute 417, dans la Ville de Cornwall et les cantons de North Stormont et South Stormont. L’étude a pour but d’identifier un plan recommandé pour les améliorations, dans le cadre de l’examen continu de la sécurité et des besoins opérationnels pour le réseau provincial d’autoroutes, effectué par le ministère. Les améliorations pourraient notamment porter sur les intersections, les voies de virage, les voies de dépassement, le système de drainage, stationnement de covoiturage potentiel, les examens des accès et des entrées aux corridors, et l’atténuation de la poudrerie. Cette étude inclura un examen des conditions existantes et l’élaboration et l’évaluation d’une gamme de solutions raisonnables afin de déterminer les plans d’amélioration les plus appropriés à court, moyen et long terme. Un plan recommandé sera sélectionné et désigné (protégé) à la fin de l’étude. LE PROCESSUS Cette étude est un projet de groupe « B » en vertu de l’Évaluation environnementale de portée générale pour les installations provinciales de transport (2000) et inclut des enquêtes sur l’environnement et l’ingénierie sur le terrain ainsi que la sollicitation des commentaires du public, des municipalités locales, des ministères ou organismes externes et des entreprises. Deux Centres d’information publique sont planifiés, et des avis à ce sujet seront publiés dans les journaux locaux et envoyés aux personnes dont les noms figurent sur la liste d’envoi du projet. À la fin de l’étude de conception préliminaire, un rapport d’étude sur l’environnement du transport sera préparé et mis à la disposition du public à des fins d’examen. Ingredients 1 dried fig, diced small 2 shallot, divided use (1 minced, 1 sliced thin) 3/4 cup Port, divided use Olive oil, as needed 1 ounce chicken livers, trimmed 4 ounces fresh ground pork sausage meat (forcemeat)

1 pinch cinnamon 2 pounds spinach, rinsed and trimmed, divided 1 package Semi-Boneless Quails 4 Black Mission figs, stems removed 4 thin slices prosciutto, or Jambon de Bayonne 2 tablespoons Duck Fat Salt and freshly-ground black pepper, as needed FOR THE VEGETABLE GARNISH 1/2 cup chicken stock 3 tablespoons butter 1 bunch baby turnips, washed, trimmed, peeled and quartered 1 bunch red radishes 1 sprig fresh thyme 1 clove garlic, smashed 1 tablespoon olive oil FOR THE SAUCE & PLATING 1 fig, diced 3 ounces Duck and Veal Demi-Glace

Preparation Make the stuffing: Soak the fig and minced shallot in 1/4 cup of the port wine for at least 5 hours. Heat a small sauté pan with a thin layer of oil over high heat. Season the chicken liver with salt and pepper. When the pan is quite hot, add

Heat a large sauté pan with the duck fat and sear the quail on all sides until golden brown; then transfer to the oven skin side up. Bake for approximately 7-10 minutes, basting at least twice; until browned and cooked through. Rest at room temperature for 3-4 minutes before serving. For the glazed vegetable garnish: In a large sauté pan, bring the chicken stock and butter to a light simmer then add the turnip, radish, thyme, garlic and a sprinkle of salt and pepper. Continue to simmer until vegetables are tender and glazed (add more water if needed while reducing). Discard thyme and garlic; check seasoning and reserve warm. For the sautéed spinach: Heat olive oil in a medium sauté pan over high heat. Add remaining pound of spinach, remaining garlic clove and a sprinkle of salt and pepper. Sauté until spinach is wilted and cooked. Discard garlic, check seasoning; reserve warm. Sauce: In a small pot, reduce 1/2 cup of port, fig and sliced shallot to 1/3 of the volume. Add demi-glace and bring to a simmer until reduced by 1/3. Check seasoning and keep warm. To plate: For each serving, place a spoonful of spinach in the center of a warm dinner plate. Place roasted quail on top and arrange glazed vegetables around. Drizzle with sauce and serve immediately.

In a medium bowl, combine chicken livers, port reduction, pork sausage meat and cinnamon with a sprinkle of salt and pepper. Reserve; chilled. Prepare the spinach: Bring a medium pot of salted water to a boil; set a bowl of ice water on the side. Boil 1 pound of the spinach leaves for a few seconds, and then immediately chill in the ice water. Make 4 flat discs of spinach by delicately opening the leaves and laying them on a piece of parchment paper; slightly overlapping to make 4-inch-diameter circles. Stuff the qail: Lay the quail on a cutting board breast side down and using a paring knife, delicately trim the two tenderloins out of the inside of each quail without piercing the skin. Move the tenderloins to the back of the quail to evenly distribute the meat and protect the skin. Season the quails with salt and pepper on all sides and in the middle. Wrap one spinach disc around each fig, divide the sausage mix into 4 equal portions and shape around the figs. Finally, wrap each fig in prosciutto, and then place one portion into the cavity of each quail. Using the palms of your hands, re-shape the quails back to their original form, cross the legs, and tuck the wings behind the back. Roast the quail: Preheat oven to 425 degrees

Somewhere in the disputed battleground of Ukraine, a vodka-emboldened soldier in a non-Ukrainian uniform shouts, “Hey! Hold my bottle. Watch this.” With that, he stabs at his missile’s launch button. With a blinding flash and a roar, the SAM streaks skyward, seeking out the tiny silver object slowly making its way across the deep blue sky. Moments later, from a rapidly expanding fireball, chunks and fragments of an Airbus 321 flutter to earth from 30,000 feet. He is proud of what he has done. In the shadow of the towering shrines that have survived since before medieval times, a soldier emerges from a cluster of his equally ragtag rebels. “Hey! Hold my AK-47. Watch this.” He drags his load of explosives to the base of the ancient shrine, makes some adjustments, then scurries away. Moments later, as the dust and smoke settle, nothing more than a jumbled mound of broken marble and masonry remains.

As we eavesdrop on the exchange between a waiter and a just-arrived diner, we can overhear this: “What do you have on today’s menu that’s dairy-free, lactose-free, free-range, fair trade, all natural, organic, with no peanuts and locally raised?” At any car service centre, this is a common exchange between driver and mechanic. “What sound does it make?” “Whrrr, whrrr, kss, kss, kss.” “High-pitched?” “No, more like whurr, whurr…” “How about more like whurrump, whurrump, rump.” “Yes, that’s it.” “I’ve no idea what that might be, but I know it’s not covered by warranty.” To capture the following conversation, take a place on a river bank that about a mile upstream from a giant waterfall. This is what you can hear from a passing canoe. “I’m not sure what that roar around the bend is, but it’s probably from construction equipment, or a train, or something like that.” This last exchange is just from last week. It may have been about a camera that was just unwrapped on Christmas day, or a laptop that was plugged in for the first time, or a piece of furniture that came from a box marked ‘IKEA’. It goes something like this: “I guess we should have read the instructions.” 2016 is sure to bring all sorts of sounds, so listen carefully.

It’s so cold, I saw a lawyer walking down the street with his hands in his own pockets! During the cold winter months, most Canadians retreat to the warm comfort of their homes. Wildlife is no different. They, too, need shelter from the cold northern winds. One way you can help backyard wildlife through the winter is by building a brush pile. Build brush piles out of woody debris, such as branches and clippings from pruned shrubs and trees. These protective shelters will help many birds and other animals through the long, cold winter and serve as summer nesting sites for small mammals and invertebrates.
