CORNWALL, Ontario - What are Cornwall’s worst intersections? Ninth Street East and Sydney Street is considered most dangerous, according to the Cornwall Community Police Service 2015 annual ‘motor vehicle collisions’ report released on Wednesday (Jan. 13). The intersection ranked top among the city’s worst 20, with a total of 14 crashes, involving 28 people, which resulted in five seperate injuries. “I don’t think there’s a problem in that area we just have a lot of traffic flowing through, especially since Ninth Street is a four-lane roadway,” said CCPS Const. Matt Dupuis. In total, police statistics show there were 1,318 collisions in Cornwall in 2015, compared to 1,306 in 2014. “What did stand out about this report was there were two fatals,” said Dupuis.

In July 2015, a 70-year-old cyclist, was critically injured while riding his bike near the intersection of Ninth and Sydney streets. He later died in hospital. Dupuis noted a 22 per cent reduction in collisions in the Second Street area in 2015 after the bike lanes were installed. Cornwall’s worst 10 intersections also include: Marleau and McConnell Avenues (13 incidents/3 injuries), Brookdale Ave. and Ninth St. W. (12/4), Ninth (W.) and Pitt Streets (11/2), Eleventh St. E. and McConnell Ave. (10/3), Brookdale Ave. and Thirteenth St. W. (10/3), Brookdale Ave. and Seventh St. W. (10/3), Marlborough St. N. and Second St. E. (9/3), McConell Ave. and Second St. E. (8/6), and McConell Ave. and Tenth St. E (8/3). Dupuis said Cornwall police will be targeting drivers with obstructed plates and tinted windshields this January as part of their Traffic Action Plan.

The Raisin Region Conservation Authority, which is in the midst of organizing another tree seedling program, estimates only about a 30 per cent forest coverage in the areas of SD and G and Prescott-Russell - just barely enough to continue with a healthy ecosystem. RRCA forestry expert Normand Genier said things look a little more dire when one considers the actual number of trees that have been removed. “It’s huge,” he said in an interview. “It seems to be getting tougher with the land being cleared. It’s a big challenge.” Typically the land is being cleared for agricultural purposes, said Genier, who added a report is being finalized that will determine just how many football fields we’re talking about in this region. The RRCA is offering residents within the local watershed the opportunity to beautify their property with a variety of conifers as well as deciduous trees and shrubs. Whether your goal is to plant a windbreak, provide wildlife habitat, improve the shoreline or simply add to existing landscape – this program will help. Genier, though, concedes programs like the tree-seedling arrangement will only help up to a point. “Well, it won’t hurt,” he said. “We’re doing everything we can in our power.” All seedlings are indigenous species often

CORNWALL, Ontario - Although new to the Cornwall campus of St. Lawrence College, Debbie Stava is no stranger to the responsibilities that accompany the role of dean. Stava recently moved to the Seaway City after working for over 25 years at Northwest College in Terrace, British Columbia, where she was most recently the associate vice-president. “I’m settling into the new position really well,” said Stava in an interview with Seaway News after completing her first two weeks on the job on Friday (Jan. 15). “Most of my professional career was formerly as a campus principal, a position very similiar to this.” After visiting the city and campus in summer 2015, the decision to relocate was pretty simple. Stava took over at the start of this semester from outgoing SLC dean Don Fairweather, who retired last year. “Cornwall looked like a place I could make a home in. So I started here in January and I’m very pleased with that decision,” she said. Stava says the role of a college is to work with community, industry and business partners to prepare students for both employment and to fill professional roles. “From what I see, St. Lawrence College is doing a great job on that,” she added. “Everyone is very professional and caring and here for the right reasons. Students are first and foremost in everything that they do.” Stava is also a former president of the Prince Rupert & District Chamber of Commerce.

Lung cancer and age cannot keep this 66-year-old from the gym Todd Lihou

right lung. About half of that lung had to be removed, and she began a recuperation that included chemotherapy and seven months away from the gym. When she returned about a year ago she was understandably concerned about the road ahead. Turns out that road was just another place to train - metaphorically, of course. “I didn’t think I would be able to breathe,” said Heath, who has also been diagnosed with chronic obstructive pulmonary disease (COPD). “But that wasn’t an issue.” Not even a little bit. Heath turned her diagnosis into a rallying cry that includes regular running - she completed five kilometres before heading to Caveman Strong Monday morning for more training and a newspaper interview. “It’s what keeps me going,” she said. “This gym - it’s still a big part of my life.” Elaine Heath and Tyler Touchette at Caveman Strong in Cornwall. Tyler Touchette, owner of Caveman Strong, said the key to health is focusing on a drive said. “She came when she could and left when hugged me and said I’m all clear! CORNWALL, Ontario - She’s 66 years old and only has one and a half lungs - but she can still run circles around you. Elaine Heath has a message for those who might be on the other side of 60 (and others who are not) about the benefits of regular exercise and a positive attitude: “It saved my life.” Heath, at about age 60, made the decision to begin a regular exercise regimen. She joined a gym, Caveman Strong in Cornwall, and took up the mantle of someone who put health first. At the time she was a smoker, had not considered workouts in a gym setting, and got a real wakeup call from Caveman Strong owner Tyler Touchette. “I gave it to her straight up,” he said in a social media post. “She said ok, ok, sure thing...and she stuck by her word.” Did it ever. But things took a turn in the summer of 2014 when doctors found cancer in her

Code of conduct, the United Way and a new look to the Justice Building property Todd Lihou todd.lihou@tc.tc

The code of conduct that has been booted around city hall for months has been sent back for more revision. City councillors got another look at the document Monday night at a special council meeting that sometimes bordered on the mundane, nitpicking every last word in some cases. “I feel like I’m back in high school,” moaned one city councillor, as the meeting dragged on. I countered with: “Hey look – some paint is drying.” In a nutshell, the code is a litany of policies and protocols that cover a variety of rules from being impartial when it comes to making decisions, providing transparency and avoiding criticism of staff members that calls their credibility into question. You know…common sense. Councillors, though, are taking it seriously enough…maybe even too seriously. Coun. Andre Rivette noted that in places like Belleville and Kingston the code is just two or three pages long. Cornwall’s draft stretched for 17 cumbersome pages when it arrived in the hands of councillors before Monday’s special meeting. It has been pared down a little since then, and is expected to be condensed even more before it is finally approved. A code of conduct is a gimme…a list of rules we don’t need cast in stone, but expect of our

elected officials anyway, from the time they take office. Let’s not waste more time on what is clearly becoming just that – there are more pressing issues our council can be engaging. A UNITED FRONT On its surface it looks like the United Way has failed two years in a row. Nothing could be further from the truth. The upper-tier charity that disperses hundreds of thousands of dollars to more than a dozen community-minded agencies in Cornwall and area announced its final (sort of) 2015 campaign totals this week. While more money could trickle in, about 91 per cent of the $710,000 goal was raised – or about $646,000. In a chat with United Way board chair Danny Aikman this week the point was made that “$646,000 is $646,000 more than when we started the campaign.” True enough…and I can’t think of a tougher job than going every year, cap-in-hand, to Cornwall and area residents looking for money. It’s true that fundraising has become an industry unto its own. United Way, Agape Centre, the Cornwall Community Hospital Foundation, Rachel’s Kids, Big Brothers/Sisters, service clubs and a host of others have their hands out all year, looking for money. I should know – we write stories all year long (we’re happy to do it) about these agencies and the good work they’re doing.

I just wonder if we’ve reached a tipping point – are there too many irons in the fire? Too many people chasing the same dollar? Maybe. There’s no doubt we live in an incredibly generous community. But if there’s no more money… what then? EXPENSIVE FACELIFT A new look for Cornwall’s seat of government was discussed at length at Monday’s planning advisory committee (PAC) meeting. The plan calls for a major league update to the courtyard that surrounds the justice building, city hall and the fire station at the corner of Pitt and Fourth streets. The plan looks impressive, and would include everything from a revamping of the concrete

pads to a new fountain, public gardening space, perhaps a skating rink and even a statue of a famous Cornwallite. But city councillors are suggesting it will never see the light of day unless a massive influx of federal grant money is on the horizon. The early estimate, which includes the design fees, pegs the total project at about $2.4 million. There is a brand new Liberal government in Ottawa with its finger on the infrastructure funding button. That button will have to be clamped down with cement if the grand design discussed Monday night is to ever see the light of day. I sure hope it becomes a reality. Even city officials are criticizing the architecture in that part of the city…but any facelift won’t come cheap.

We are looking for serious financial planning The city’s budget process is underway again, beginning with a potential tax rise of less than 2 per cent. The aim will be to reduce it somewhat before it’s done. Basically councillors will cherry pick items to cut costs – most likely items that need to be done anyway, possibly at a higher cost later due to inflation. They’ll also likely dip into one or more reserve funds. Most of it is just to meet some arbitrary tax target. I’m not convinced it’s the best way to manage the city’s budget. In any event, there will be no serious discussion about how to change things at city hall. Nor will

they be discussing the means to achieve the financial sustainability they all pay lip service to. Any dreams that this council will bring in promised tax reductions are slipping away with each budget iteration. Of course, the elephant in the room is the size of the city workforce. Until that is addressed, there won’t be any meaningful tax reductions. Also, the city’s population remains stagnant while more and more users of the services and facilities we pay for live outside the city’s jurisdiction, while our taxpayer base remains stagnant. Whenever these items come up during budget deliberations it’s always ‘not the right time’ to

discuss them or ‘it can’t be done in time’ for budget implementation. Maybe it’s time to ‘make time’ for them; to put them on the table and develop a plan that will better position the city for the needs of the future. What if, for this year only, council just approved the proposed budget with the 1.95% increase without going through the entire process? It’s a very realistic document and should not need much change. Besides, it would help rebuild some needed trust in the staff. Then they could proceed immediately to a series of ‘budget’ meetings to begin laying out parameters for the 2017 budget, including discussion of issues like those mentioned above. Waiting until

the normal budget process is done will be too late. That discussion also needs to include the growing list of aging infrastructure the city must maintain and how to ensure sustainability as replacement costs begin to rise well above current levels. This would allow nearly a whole year to identify the issues, investigate options, discussions with various stakeholders, further debate and so forth so that when the 2017 budget is put together next winter, it can, ideally, reflect some meaningful change. We didn’t elect these folks to kiss babies and cut ribbons – we need to have them engaged in some serious financial planning. And that’s the way I see it.

Bob Turner - a man of many firsts

All of them anonymous. One night while driving home from a city council meeting he noticed a car following him. It pulled alongside and tried to run him off the road. Minutes after a shaken Turner arrived home, the telephone rang. The caller had a terse, chilling message. “We’ll get you next time.” Click. Fearing for his young family’s safety, Turner contemplated leaving Cornwall. But the forces of good stepped up to the plate. An angry Mayor L. G. Lavigne, one of Turner’s strongest supporters, went on the radio and called out the perpetrators as “vicious, vulgar, slanderous cowards.” The mayor’s condemnation lit the fuse. The community rallied behind Turner. Scores of residents called him, begging him to stay. Dozens of letters of support poured in to city hall. Prior to a city council meeting, a hundred or so kids, carrying placards in support of Turner, marched in front of city hall. An emotional, grateful Bob Turner announced that he was staying. The community cheered like never before. A few months later, Turner was honoured at a sold-out testimonial civic banquet. The Standard-Freeholder noted that Turner had become an idol for thousands of Cornwall kids who had reaped the benefits of his ground-breaking recreation programs. Total enrolment in the programs soared to 9,000. His dream of a recreation centre was realized in 1961 when the $306,000 facility on the east side of

opinion the Athletic Grounds was opened. In late April of 1962 Turner died a few days after slipping into a coma during a minor operation at Cornwall General Hospital. He was 35. The community was in a state of shock. Thousands of residents filed past his casket in St. Paul’s United Church. Weeks later, city council named the recreation centre The Bob Turner Memorial Centre. It also commissioned a bronze bust of the beloved recreation director. Sadly, when “The Bob” was torn down city council turned a blind eye to replacing the honour. His legacy has been reduced to a mere footnote in the dustbin of time. What a shame. TRIVIA ANSWER: Wayne Lafave not only knew that the church steeple above the entrance to the Parkway Hotel was from St. Paul’s United Church (First and Sydney streets) but that the bricks used to remodel the inside of the hotel came from the church. The church bricks also found their way into the construction of two homes on Laflin Avenue, noted Lafave. St. Paul’s was among several buildings (among them Pearson’s Furniture/Hall and Halliwell’s garage) torn down during the re-alignment of Sydney Street and construction of Cornwall Square. TRIVIA: This auto dealership was on Second Street West across the street from the Hotel

Another would be the water fountain in front of the civic complex that never worked and was mercifully removed. ... Reader says he is convinced the dryer lint is the cremated remains of missing socks. ... The odds of winning $50,000 in the record-breaking $1.6 billion (U.S.) jackpot were 1 in 913,000, but a Malone resident beat the odds. The $50,000 was the third largest prize available. It took four of five numbers plus the powerball number. FROM THE TIME CAPSULE A lot the Baby Boomer generation will recall the Cornwallis Hotel (aka The Corn) and its downstairs beverage room. They might also recall that they consumed a draught or two illegally in that beverage room. Some might recall a headline in the Feb. 9, 1977 edition of The Standard-Freeholder “Cops raid the Cornwallis, arrest 18 minors”. Some might remember the call to their parents from the old Pitt Street police station. ... Reader sends along a picture of Club 23 (circa 1960s) on First Street, just east of Pitt Street. The address was 23 First thus the name. It featured local bands. It was a no-alcohol teen club and had about a two-year run. The building is long gone and the site is an empty lot.

Claude McIntosh On Monday in the United States, one of the country’s most modern holidays - Martin Luther King Jr. Day - was observed. The holiday honours American’s greatest civil rights leader who was assassinated on April 4, 1968 in an atrocious act of violence that shook the foundation of the civil rights movement. In light of the celebration of King’s legacy it is worth retelling the story of Bob Turner and his battled against racism right here in our backyard. In 1958 the 31-year-old Turner was hired as Cornwall’s first full-time recreation director. He was the first black employee in the city’s history. A few years earlier, in 1954, Colborne (population 1,500 at the time) made him Ontario’s first black recreation director. Some believe that he was Canada’s first black municipal recreation director. Turner grew up in the United States, so he was familiar with racism, but he was blindsided by an attempt by anonymous hatemongers to run him out of Cornwall not long after he arrived. Many believed that the naked racial discrimination was rooted in Turner’s campaign to have the city build a recreation centre, which some dinosaurs thought too extravagant. But the plain fact was it was all about the colour of his skin. It started with hate-filled letters laced with profanity and the n-word. Then the telephone calls took over, some of them in the middle of the night.

The garage door is the biggest door of the house and it is the one that requires the most attention. In the first place, it has to be chosen well, since it can increase the value of your home by up to 4 percent. Second, it has to be well maintained in order to avoid many of the inconveniences that can arise with a poorly cared-for garage door. The right choice: A garage door represents up to 30 percent of your home’s frontage. It is therefore extremely important that it blends with the overall style of the house. Wooden doors are perfect for country-style houses; coated or embossed steel doors blend well with conventional styles; and aluminum doors with transparent, matte, coloured, or frosted glass options are ideal for a modern look. There are two main types of doors on the market. Up-and-over garage doors are available with a canopy gear or retractable gear mechanism. These doors come in one piece and roll on rails towards the ceiling. Then there are sliding doors, whose panels slide on rails, either on the ceiling or wall. Square, rectangular, or arched windows can be added to all these models. You just have to match the colour and texture of the windows to the house, according to your taste. Another aspect that should not be overlooked is the door’s insulation. It helps to keep a stable temperature in the garage and also increases the insulation of adjacent rooms. Proper maintenance A thorough inspection of the garage door should be done once a year. Open and close the garage door manually so that a broken wheel or misaligned panel, which usually results in friction on the rails, will be more obvious. This exercise will also allow you to check the tension in the springs. Any misalignment of this type prevents the door from remaining at a standstill when it is ajar and makes it very heavy to lift. Such a problem puts a strain on the door’s

CORNWALL, Ontario - The downward spiral of Amy Winehouse is expected to headline the 2016 edition of the Aultsville Theatre Film Festival later this month. ‘Amy’ became the highest-grossing British documentary of all time in 2015 and will be shown on opening night of the three-day film festival that runs Jan. 29 to 31 at the theatre. “We’re trying to find movies that are independent and thought-provoking,” said Andréa Filion, a member of the organizing committee for this year’s event. “We want them to be unique.”

Amy was slammed by the famed British singer’s father, but welcomed audiences in droves last year, raking in high praise from critics as well. It’s one of eight films that will be shown during the film festival that celebrates its 10th anniversary. “We love to have the film festival (at Aultsville) because it shows people what their money is going towards,” said Filion. The festival is presented in partnership with the Toronto International Film Festival and begins on Friday Jan. 29 at 6:30 p.m. with the French film Seraphine, followed by Amy. Three films will be screened on Saturday beginning at 1 p.m. with The Second Mother, a Brazilian film, followed by Argentina’s Wild Tales

at 3:30 p.m. and Canada’s My Internship in Canada at 7 p.m. Things begin earlier on Sunday with the U.S.’s Unbranded at 11:30 a.m., Canada’s Remember, starring Christopher Plummer and directed by Atom Egoyan, in the afternoon at 2:30 p.m. and England’s What We Did on Our Holiday, rounds things out at 4:30 p.m. Tickets are on sale now at the Civic Complex Box Office and cost $125 for a weekend pass, which includes all eight films, plus two receptions. Five-movie passes are $90 including the receptions. Single tickets are $15 and students are $10. TC Media is a proud sponsor of the film festival.

CORNWALL, Ontario - After an unseasonably warm start to winter, the ski and snowboard season in Cornwall is picking up some traction. “We’re finally open - and hoping for cold weather to help keep the facility open until midMarch,” said Big Ben Ski Centre operator Jack Ruest. “Everyone likes natural, white powder, but the weather has not been very cooperative this year. Fortunately, we’re used of that.” Big Ben is fully-operational Wednesday through Friday, from 5:30 p.m. to 9:00 p.m. as well as Saturday and Sunday, from 10 a.m. to 4 p.m.

With dozens of youngsters registered so far, skiing and snowboarding training programs are filling up, but sign-up will remain open for at least the next week. Snowboard lessons are held on Thursday evenings. Equipment rentals are not available on site. “We’re seeing a lot of kids out on the hill, wanting to learn and enjoy the outdoors,” said Ruest. Meanwhile, ski instructor Kate Collette led Joelle Comtois out onto the slope for her first lesson of the season. The six-year-old listened eagerly as Collette suggested pushing her ski tips together in a wedge, otherwise known as the “pizza”

formation, while her father, Claude Comtois, cheered on the sidelines. “We’ve been coming together for three years,” said Claude, who previously worked at Big Ben with Ruest. “We’re lucky to have this facility in our backyard. It’s a perfect for beginners, we don’t have to travel hours away and the fee is great.” Admission is $9. Between 2-4 p.m. is $5.75.
