Mega-volunteer Rogalsky named Cornwall’s top citizen Todd Lihou todd.lihou@tc.tc
CORNWALL, Ontario - A man with a genuine desire to help others has been named the 2015 citizen of the year. Herman Rogalsky, who has helped more than a dozen local agencies with everything from fundraisers to event judging and volunteering, was feted at a gala ceremony Saturday night during the Cornwall Chamber of Commercen Business Excellence Awards. Rogalsky, fresh off bypass surgery for an ailing heart, could only spend a few minutes at the event, but the memories of the evening will last a lifetime. “I’ve never believed this could happen in my life. I really, really feel honoured,” he said. “My biggest thing – it was an honour to (volunteer) because 99 per cent of it was for kids. Every time I got involved in something it was for kids.” Rogalsky’s numerous achievements,
including as a board member, 50-50 ticket seller and a host of other activities, were noted. Rogalsky said when he was named a Big Brother of the Year, thanks for countless events where he raised thousands of dollars for the local agency, the feeling was immeasurable and resonates to this day. “When I won the big brother of the year, I was never a big brother. To win that award, and what I had done for them, it made me feel so great,” he said. “I just kind of gave it my all because it was for my kids. What would you do without kids?” Rogalsky has also volunteered at the Bowl for Kids Sake, Relay for Life, Special Olympics and the Liver Foundation. In addition Rogalsky has also been named Optimist of the Year and a Government of Canada Award as a top volunteer. He thanked his family. “I couldn’t have done it without them. I don’t know if they knew anything about it. No one

CFDC provides a big bang for the buck Adam Brazeau adam.brazeau@tc.tc
CORNWALL, Ontario ñ A new report is touting the impact of the Community Futures Development Corporationsí lending program on the Ontario economy. Researchers from the Conference Board of Canada determined the CFDC provided about $4.50 worth of economic bang for every buck it loaned to local businesses from 2009-2014. ìWe find that the program, which is meant to ease credit conditions for small and mediumsized businesses in rural communities, has significant economic clout,î the report says. Lesley Lang, executive director at Cornwall & The Counties CFDC, is hoping the report is an eye-opener for people who are unfamiliar with their services. “The key to this program has always been its grassroots focus,” said Lang. Each year, the Cornwall & The Counties CFDC typically hands out 25 loans of $60,000. “When the volunteers and staff see, every day, the positive impact our loans have on our businesses, and when we hear that our neighbours are thriving, it drives us to push forward and confirms to us that the CFDC lending program remains significant and beneficial to Ontarioís economy,” added Lang. The Cornwall & the Counties CFDC delivers financing, collaborative small and mediumsized enterprises (SMEs) support, strategic community planning and economic development

CORNWALL, Ontario ñ What’s better than money? Free money. The Cornwall & The Counties Community Futures Development Corporation is assisting businesses, groups and individuals with possible funding applications as well as to learn more about the services they have to offer. “We are now accepting applications for the Eastern Ontario Development Program (EODP) for 2016/2017,” said Melissa Ferguson, project officer at Cornwall & The Counties CFDC. Applications are assessed on their potential
to stimulate the local and regional economy. Ferguson says all decisions are made locally by the 11-member volunteer CFDC board of directors, which considers projects throughout the United Counties of Stormont, Dundas & Glengarry, the City of Cornwall, and Akwesasne. Eligible recipients may include: not-for-profit organizations, commercial enterprises; aboriginal organizations, or post-secondary institutions. Applications will be accepted until March 18. A second intake will take place between May 30 and June 30. For full details, visit: www.mycommunityfutures.ca.

CORNWALLSEAWAYNEWS.COM - SEE THE FULL STORY ON OUR WEBSITE Taxpayers in SD and G will notice a slight increase in the United Counties portion of their bill this year. The upper-tier municipality has approved the 2016 budget with a 1.2 per cent increase, or about $14 on a typical residential property in the United Counties. “County council is very pleased with our 2016 budget,” said SDG Warden Jamie MacDonald. “Due to a number of positive factors we were able to approve a document that places great emphasis on upgrading and maintaining our vital road and bridge infrastructure, while at the same time respecting our taxpayers by holding the increase to the rate of inflation. “I am particularly proud of the very robust capital program the county will be completing in 2016, where we plan on spending $13.44 million on roads and bridges. The county is also very well positioned to access federal and provincial infrastructure dollars when they become available later this year, with a variety of priority ‘shovel ready’ projects available.”
‘National Day of KINdness’ The Kinsmen Club of Cornwall sure know how to make a great first impression. Just ask Krystal Fontaine and Samantha Bradley. “I put my groceries through and they paid for it...that’s a great introduction,” said Fontaine, of Lunenberg, as club members Dan Carbonnell, Darryl Adams, and Kerry Adams packed her groceries. “It’s seasonal, of course,” said owner Mike Merriam, a Finch-area pork, beef and honey producer who opened his business in Cornwall because of what is believed to be a high demand. “People were telling us Cornwall needs something like this.” The plan is to source only options from producers within 100 km of the city because Merriam believes going with locally-produced food is more than just a passing fad. “It’s my belief the producers are so busy producing that they don’t have the time to concern themselves with marketing,” he said, adding that’s where Marrow and Spice comes in.
Food Basics on Saturday (Feb. 20) to lend a helping hand, and spend $2,100 in gift certificates on unsuspecting customers for the fourth annual ‘National Day of KINdness’ event. “They took my breath away,” said Bradley, holding back tears, as her son four-year-old son David Turner looked on from the shopping cart. “We really appreciate it. This means a lot, especially since we just hit a big financial bump.”
A farmer’s market with more Marrow and Spice opened days ago on Pitt Street in Cornwall, promising a return to the fundamentals of food, with everything from hot sauce to honey and meat products that have all been produced within a 100-km radius of the Seaway City.
10 apartments to be cleared
Ten units at a city-controlled apartment building are being cleared as repairs are completed to a burst pipe. The pipe at 540 Adolphus burst a week ago, raining water into the units from the third floor down within the 105-unit building. Peggy Fulton, the manager of the Cornwall and Area Housing Corporation, said one unit has already been vacated and two more are on their way to being cleared. She said all 10 units will be vacated before the repair work is completed. “Definitely because we have to...make sure there is no mould growth,” said Fulton. Dozens of artists sign petition seeking inclusive environment supporters like Tracy Davis, Rse Desnoyers, Heather Smith, Jacqueline Milner and Roland Besner, was put online late Sunday, and the number of signatures that have appeared thus far indicates to Taylor-Hedges artists are speaking with one voice. “It tells me people are behind us,” she said.
“We weren’t wrong.” The debate concerning an arts centre in Cornwall was expected to come to a head Wednesday when an open house took place at the civic complex to discuss the idea. The open house took place in the salons at the complex.

CORNWALL, Ontario - Dozens of local artists have signed a petition in support of creating an arts space that is inclusive of all individuals, and mediums. At last count 144 signatures appear on the online petition, created by a group of local artists who want to show the city they are committed to working together to advance the local arts scene. “We’re not sitting around taking it anymore,” said Sandra Taylor-Hedges, one of the architects of the petition. “The truth is we’re not divided. “This show we have a vision of what we want, and what it should look like.” The arts community has been labelled as fractured in the past, with different artists advocating on behalf of their particular craft. Wyatt Walsh, president of The Art Gallery
- Cornwall, said as much in an interview with Seaway News a couple of weeks ago. But Taylor-Hedges and other artists are having none of that, and want to make the point that they plan to work together to see an arts centre created in Cornwall. “We want the arts centre to look like the artists are inclusive, we want it to be transparent,” she said. “We need to show the city we are not divided.” The petition, sparked by a group including

Vagina Monologues benefits SASS Adam Brazeau
adam.brazeau@tc.tc
CORNWALL, Ontario ñ ‘The Vagina Monologues’ takes centre stage in support of sexual assault victims in the area at Truffles in Cornwall Saturday evening. “From coast, to coast, to coast in Canada ñ (it’s called) a beaver,” a performer shouted as the volunteer group rehearsed at the downtown burger bar on Sunday (Feb. 21). In Eve Ensler’s award-winning play, the most private part of a woman’s body, also referred to during the monologues as a ‘vajayjay’ and ‘coochie,’ among other unconventional and traditional names, finds itself thrust into the spotlight. “It’s one of our biggest fundraisers, and it’s a huge awareness event that starts a great conversation,” said Jillian Reed, public education and volunteer coordinator at Sexual Assault Support Services for Women of SDG&A. Event proceeds will help the non-profit
cover day-to-day operational costs. SASS offers one-on-one counselling services, group therapy, healing circles, art therapy sessions, bilingual crisis lines, public education and prevention programs (for groups, schools, agencies, and workplaces), and accompaniment services (to the police station, hospital, and court). Reed says SASS served nearly 150 women last fiscal year, and delivered over 1,000 counseling hours. Tickets are $50 and can be purchased at Echo Trends Clothing (54 Pitt Street) and Giroux Sewing Centre (511 Montreal Road). Doors open at 6 p.m. on Saturday, Feb. 27, with a silent auction, featuring donations from artists, artisans, and businesses. A three-course meal will be served at 6:30 p.m. The performance will begin at 8 p.m. For further information, visit sassforwomen. ca, check out www.facebook.com/ events/174214162936875/, or call SASS at 613932-1755 ext. 27.

10 apartments to be cleared at city building thanks to burst pipe Todd Lihou todd.lihou@tc.tc
CORNWALL, Ontario - Ten units at a city-controlled apartment building are being cleared as repairs are completed to a burst pipe. The pipe at 540 Adolphus burst a week ago, raining water into the units from the third floor down within the 105-unit building. Peggy Fulton, the manager of the Cornwall
and Area Housing Corporation, said one unit has already been vacated and two more are on their way to being cleared. She said all 10 units will be vacated before the repair work is completed. “Definitely because we have to...make sure there is no mould growth,” said Fulton. She said tenants are responsible for their own accommodations while their apartments
are repaired. “They have to go through their insurance company,” Fulton said, adding “varying degrees” of damage have been sustained within individual units. Asbestos is located within some of the damaged areas, and Fulton said protocols for dealing with that substance are being followed. “Asbestos has been in the building for years,”
she said. “We have asbestos plans in place. “So there’s no need for the tenants to worry.” Fulton said units are being sealed off while repair is completed to mitigate any worries concerning asbestos contamination. It’s not known specifically when repair work will be completed. “We had the restoration company in there within a few hours of it happening,” said Fulton.

CORNWALL, Ontario - Kim MacLennan can remember standing in line at the license bureau, like we’ve all done, and recalls the clerk behind the counter asking a person about signing up for organ donation. “The woman said ‘Do you want to participate in the donor program?’ and the customer said ‘I don’t see any use for that,’” recalls MacLennan. “I wanted so badly to say ‘I’m a use for that.’” Indeed. MacLennan, nearly two years ago, was the recipient of a liver transplant that saved her life. A massive cyst had taken over her liver and a lifesaving surgical procedure saw the organ removed and replaced. But like so many transplant patients, her story didn’t end there. Not by a longshot. Depression and anxiety disorders appear during most transplant cases due to psychological stressors, medications and physiological disturbances. But that message is often lost on family and friends, who expect to see their loved one return with the vim and vigour they had before taking ill. “One thing you’ve got to remember is transplants are not a cure. It’s a treatment. We’re all thankful for it because in many cases it saves our lives,” said MacLennan, who was approached by Seaway News for this story. “But each transplant is not the same as the next. They’re very unique to the person.” And in MacLennan’s case the struggle is not over. Her new liver is too big for her body cavity, which puts pressure on her diaphragm, making it difficult for her to take a deep breath. On top of that, doctors are confounded as to
why her new organ could be on its way to developing NASH disease - a condition which may lead to cirrhosis and ultimately another date with the transplant team. “It’s a different life. Life does go on, in the theoretical sense. But in the physical sense it’s a different life and it’s a struggle in many ways. Physically and mentally,” MacLennan said. Mike Scott knows exactly what she is talking about. It’s been about nine months since the Cornwall man had to undergo a heart transplant at the age of 37. Not unlike MacLennan he would dearly love to return to work...but his condition prevents it. “I seem to do well, then I’ll get sick (with a cold) and it’s right back to starting from the beginning,” said Scott, who initially shocked doctors at his healing ability. He left the hospital just three weeks after the surgery, but now finds himself working every day to augment his strength while at the same time dealing with the frustration of not being able to do things he once took for granted. “I’m lucky that I have people in the neighbourhood who will come over and do my driveway for me,” he said. “When I catch a cold, I’m in bed for a week.” Online message boards are filled with reams of posts from individuals who are in the midst of post-op care following a transplant. Many also express concern about the psychological impact the procedure has had on their life. Some have even wished for a return to life before surgery. “I said that once,” said MacLennan. “It was just a moment of being sick and tired of feeling sick and tired. “When people don’t understand it is difficult.
PHARMACY
Mike Scott, standing outside the University of Ottawa Heart Institute following a successful transplant. No matter how much I try to talk about it…we feel isolated. We’re different. We have to watch the environment we’re in. I would so love to go back to work, but I can’t physically right now. “When you are a transplant (patient)…you seem to somehow become part of a new community. And it’s with people who have gone through what you have. And those are my support unit.” Scott said grappling with his new reality wasn’t necessarily something he had prepared for. Many transplant patients don’t know when their surgery will take place, and the results can be a whirlwind of elation at receiving the good news and being rushed to the operating room. Things become real when the surgery is completed and the long road of recovery begins. “They thought I might be back to work now,” said Scott. “But I can’t see it. I don’t want to go back when I’m not ready and ruin everything.
PHARMACIE
Kim MacLennan shows of the pill bag she uses to keep track of her medication intake. “It’s very stressful.” MacLennan knows all about the stress...and the isolation. “While you’re recuperating you have your get-well cards and stuff like that,” she said. “But when you’re in a moment of healing, all that is gone. People’s responses are ‘I’m waiting for you to call.’ What they don’t understand is what a transplant person goes through because they can’t be the one to initiate all the time. In my cases I’m tired all the time. “And what do I talk about? My days are consisting of these walls.” But neither MacLennan nor Scott are complaining, nor are they looking for a pity party. It’s just reality. “It’s so important that people register to be a donor because so many people are waiting,” said MacLennan. “And so many people don’t make it. They die.”

CORNWALL, Ontario - Nikolai Adams loves movies...even the ones many of us have forgotten about. The self-confessed movie geek has penned local reviews of Hollywood blockbusters and other productions in local media, but is now striking out on his own with Filmizon - a website dedicated to all things ‘lights, camera and action’ with a local flavour. And things are paying off – big time. The university grad who hopes to one day be a teacher has parlayed his love of film into occasions where he gets to rub shoulders with Hollywood actors like Ron Perlman and behind-the-scenes mainstays including Joe Kraemer, composer of the blockbuster films Jack Reacher and Mission: Impossible – Rogue Nation. “I have to thank my parents,” said Adams. “From a young age I watched old movies. Old movies can be interesting, and fun.” Like The Godfather, often heralded as one of the best movies ever made, which is featured liberally at filmizon.com. “There are some many websites out there doing the same thing,” he said. “You see so many personalities talking about what they’re doing now. “We’ve heard Tom Cruise answers the same

Cornwall teacher reflects on Uganda aid mission ADAM BRAZEAU adam.brazeau@tc.tc

She is also a long-standing member of the Cornwall Rotary Club and the Catholic Women’s League with St. Peter’s Parish. “The students had no text books, just pencils and papers. That’s it. Otherwise they’re doing chores at home with no electricty. They work hard to survive,” she said.
Sauve told Seaway News the school where she volunteered was in poor condition, and that the neighbouring St. Anne Boys’ Primary School with 180 students was in even worse shape. “They (male students) wore pink uniforms,” she said. “I have a picture of a classroom wall that looks like a bomb has gone through it.”

Upon returning to Canada, Sauve felt what she described as “reverse culture shock.” “You can’t help but come back and have a new appreciaiton of life,” she said. Sauve is continuing to raise funds and awareness for the charity work happening in Uganda through presentations based on her experience.

CORNWALL, Ontario - Helene Sauve has a new perspective on life after a charity mission in East Africa. The semi-retired Cornwall school teacher spent November in Goli, Uganda, providing childhood education. “I discovered many things about the schools and children of Uganda,” said Sauve. “In comparison with what we have, they have so little but yet they are much happier.” The local do-gooder described her international aid mission as extremely rewarding, and fairly gruelling. After a long flight, it mostly rained four hours a day, with a high humid index, creating impassable road conditions. Sauve hiked five kilometres every day to and from the school and medical site. “People are afraid of high rain season, because with it comes illnesses and death,” she said. “There are more mosquitoes and children get sick, because they are unable to get warmed up or dry.” During her stay, a five-year-old village boy tragically died after being infected with malaria. Sauve used her expertise to teach in classrooms during days, nights and weekends. The local do-gooder also handed out 500 pencils, amongst many other supplies. “The students were all so attentive in the classroom. Whether they had shoes or not - it was always a very calm situation. Working with them gave me a new perspective on life,” she said. Sauve has been a teacher for over 32 years; a

Councillors, mayor at odds over information flow Todd Lihou todd.lihou@tc.tc
CORNWALL, Ontario – A war of words between councillors and the mayor over confidential harbour negotiations is glowing red hot. Mayor Leslie O’Shaughnessy is being accused of providing little concrete information concerning the plan to assume ownership of the harbour-area lands. The city, Akwesasne and Transport Canada are in the midst of negotiations on the file. Councillors this week called the mayor out for not providing effective updates on the matter, and in subsequent interviews those same members pointed a finger directly at O’Shaughnessy.
“In this case everything is so hush-hush. You know as much as we do around that table,” said Coun. Andre Rivette. “We’re not getting anything. “He should put out an email…not wait until two weeks down the road.” Coun. David Murphy agreed, and said the public deserves some answers too. “Part of the issue is there has been a long time since we’ve had a large update,” he said. “It’s my belief public sessions should be held. “There won’t be too many details…but it will ease the public’s concern.” O’Shaughnessy balked at suggestions that his office has been willfully withholding information, or lagging in updating council members or the public.
“Negotiations just began yesterday. There was nothing to report,” he exclaimed, adding council will likely receive an update at its March meeting. “You cannot report on negotiations when negotiations had not begun.” The city, feds and Akwesasne have been meeting off and on for the past 18 months to discuss the port divestiture file in Cornwall. The move took place in the wake of construction of controversial chemical tanks on the waterfront in 2013. The city wishes to assume ownership of the land in hopes that such a move won’t happen again. Akwesasne is being included in the mix because of an unresolved land claim in the area. It is unclear what will happen with the property
after the divestiture process is wrapped up, but Rivette is fearful that Akwesasne could be angling to create a no-tax zone in the area, which he worries would compete directly with Cornwall businesses. The mayor, though, is having none of it and challenged Rivette’s assertions. “I find this, at this point in time, so ludicrous,” he said, adding such a scheme would have to be instituted on a First Nation reserve. “Clearly when people make that statement they do not understand the tax system in Ontario or Canada. “You cannot make a tax free zone in the City of Cornwall, regardless if Akwesasne is a partner in the transaction.” Negotiations between all three parties are expected to continue March 1.

Hundreds rally for injured South Glengarry firefighter

SOUTH LANCASTER - It’s not just an angel watching out for Randy Robertson, but the entire Township of South Glengarry, and beyond. Robertson, who survived a harrowing rollover accident on Highway 401 nearly three weeks ago, sat in a wheelchair, covered in bandages and a sling on his right arm, surrounded by hundreds of supporters at a spaghetti supper fundraiser at the South Lancaster Legion on Sunday (Feb. 21). “I wasn’t expecting this whatsoever. All this support is overwhelming, because I’m a giver, not a taker. So this is hard for me to accept,” said Robertson, fighting back tears as he stared into the lively crowd of all ages, including numerous firefighter departments from across SD&G. “I don’t know what to say to these people, other than thank you. And it makes me stand more proud with my brothers and sisters (in various fire deparments), because I wouldn’t be where I am right now without their dedication.” Supporters stood outside in cold winds for up to 15 minutes just to get into the event. With standing room only, many had to leave with empty stomachs, clutching their piping hot meals in styrofoam containers tight to their sides. Despite the unwelcoming weather and lack of seating, the fundraiser received a warm reception. The fire truck Robertson was driving on rolled multiple times on a snowy Saturday morning (February 6), while responding to another accident on the busy provincial thoroughfare.

My spine, head, and ribs...I take it one day at a time. I can only walk a certain amount of time and then I have to sit down. I’m lucky to be alive. And I’m slowly but surely trying me best to get better.” Robertson’s wife Debbie Julien told Seaway

News in an interview barely 24 hours after the accident: “He told me our nephew Alexander was watching over him.” Alexander is better known to our readers as Alex ‘The Warrior’ Lazore ñ a little cancer fighter who sadly succumbed to the disease a week before Christmas. The South Glengarry Station 4 Firefighter Association hosted Sunday’s fundraiser. Organizers expect to collect over $5,000 to help the Robertsons cover ongoing medical expenses.

We should permanently shelve water fluoridation Todd Lihou todd.lihou@tc.tc
The political football that is fluoride in our drinking water is getting booted down the field once again, thanks to the placekickers at city hall. Councillors are set to once again wade (pun fully intended) into the debate concerning the practice of water fluoridation, when “experts” from both sides of the debate will plead their case at a meeting next month. In the meantime you are likely to hear plenty from proponents, and critics, of fluoridation as city councillors have circled this spring as the time to finally make a decision on a subject that has gone unanswered for the better part of three years. It says here we should keep the status quo, and shelve the practice of water fluoridation in Cornwall for good. As I’ve said in the past, it’s got little to do with the conspiracy theorists that are ready to suggest death looms behind every drop of fluoridated water. It doesn’t. Instead, I think the issue in Fun City boils down to wasting taxpayer money and ensuring the safety of the guys that keep our drinking water flowing. It will cost $300,000 in up-front expenses and about $50,000 a year to fluoridate drinking water in Cornwall. It might not seem like much when considered within a city budget of $160 million, but it adds up over time. And where is much of that money going?
Probably down the drain. Most of our drinking water ends up going right back into the St. Lawrence River instead of the mouths of Cornwallites. Think about it, more water is used in Cornwall for washing clothes, dishes, flushing toilets, keeping lawns green and bathing instead of drinking or even cooking. People are still getting fluoride from sources like tooth paste and mouthwash. And in the U.S., studies have shown that sodas, juices, sports drinks, beers, and many other processed foods, including infant foods, now have elevated fluoride levels – which leads me to think we’re getting the fluoride anyway, like it or not. So, if we’re already being exposed to fluoride, and most of the fluoridated water created in Cornwall is simply getting a one-way trip to the sewers instead of first passing through human bodies, then perhaps the guys who work at the water filtration plant are being subjected to undue risks. Cornwall’s water isn’t treated by simply adding fluoride to the system. Instead highly corrosive and potentially dangerous hydrofluorosilicic acid is added to create fluoride in our water. This stuff is bad news. City environmental services manager Morris McCormick said the acid can cause severe burns. And I was once told holes in the ground (not a lot, but some) had been created at the filtration plant, where hydrofluorosilicic acid has dripped and eaten away at anything it
touches. If we were getting more bang for our fluoride buck I would argue the practice should be maintained and the guys at the filtration plant would have to live with the reality. But we aren’t. Most of the fluoride is not being consumed…which creates an undue risk for water filtration plant staff. In the two-plus years since the practice was stopped city council has booted the issue around time and again. Medical professionals have long suggested the benefits of water fluoridation, especially in terms of dental care, far outweigh other concerns. The doctors may well
have a point about how important dental care is to the socioeconomic stability of a community…but that would be in a perfect world where most of the fluoride in the municipal water supply was actually being consumed by residents. The practice was started in the 1940s, when we weren’t as educated about dental health, or as affluent as we are right now. Times have changed and I would argue it’s time for the public to police itself when it comes to dental health. We would be saving money, and potential injury for water treatment plant workers, if we discontinue water fluoridation.
Off the Shelf: News from SD&G County Library enthusiastic about the topic, it stirs the listener to want to experience the same feeling. Reading, listening and watching are three areas that often seem to inspire passionate reactions. Previews and reviews of books, music and movies are designed to make the audience want more. And the best of these projects will invoke excitement in the audience that they want to share. excited to share their experience (including any twists and surprises). But Star Wars is an obvious example. What about when you meet someone in line for your morning coffee and the conversation turns to sharing about that book they have in their hand? They speak with conviction, share just the right amount of information and elicit a response from you. Even if it’s not your favourite genre of book, their reaction makes you want to read it too! It’s a feeling that can’t be beat. At the SD&G County Library, we’re extremely lucky that we get to experience this on a daily
basis. Our patrons have such enthusiasm for what they’ve read or seen, that it often inspires our staff or other patrons to check it out. It’s not just the library professionals that provide great recommendations – they can come from just about anywhere and from anyone. Listen closely to the cues – your next read (or film) might be in there somewhere! A positive approach to fluoride Editor: The fluoridation of municipal waters has been debated since it was first introduced in the 1940s. Studies have shown that 95% of the municipal water treated is used to wash ourselves and our cars, to water our lawns and gardens. That is a waste of tax dollars. Health Canada has never approved the use of the fluoride compound used to fluoridate water systems. The Health Unit’s stance is that the fluoride is necessary for the prevention of cavities in children,
never having looked at the obvious solution. If, according to all Health Units, the children are the target benefactors, and that toothpastes have a high level of fluoride, (1200 ppm versus .7 ppm for fluoridated water) why not have the health units and municipalities, provide free toothbrushes to schools and day care centers. Why not make them available , and have Health Unit staff visit the schools and offer courses to the children on brushing properly? Paul Brisebois, Cornwall

FROM THE FILES When built in 1928 and opened with much fanfare, Hotel Cornwallis called itself fireproof. Ironically, some 49 years later it was fire that damaged parts of the hotel, which had become an eyesore, and helped speed its demise. Shortly after it was torn down. It is now an empty lot. The beginning of the end came in the early 1960s when the hotel ownership declared bankruptcy. The hotel owed creditors $1 million. The arrival of motels in the city and area, along with Highway 401 which bypassed the city, siphoned off a large chunk of the hotel’s business. The hotel staggered along until the fire but it was a shadow of its once glorious past. It became better known as a watering hole than its hotel rooms. A hotel ad from the early years boasted 85 rooms and 40 baths. All rooms, it noted, had running water. Guests were reminded that the hotel was across the street from a theatre (Capitol) which featured “talkies”. The ball room had been christened the Queen Elizabeth Room in honour of the monarch. In 1959, during a stop in Cornwall during a Royal Visit, the Queen visited the hotel. It was to be a civic luncheon with the Queen and Prince as guests of honour. However, guests went ahead without the Queen after fog along the St. Lawrence River put the Royal Yacht behind schedule and delayed the Royal arrival.

The Ontario goverment wants to rewrite the law that governs police forces in the province, and one of the changes it has put on its to-do list is the contentious issue of suspended police officers being paid. Under the current act, police chiefs do not have the power to suspend officers without pay, regardless of the seriousness of the criminal charge. The power to suspend officers without pay is something the chiefs have sought. Of course, when most were members of a police union they had a different take on the suspension thing. It now appears the chiefs will be given that power under the new act. Until recently, when he pleaded guilty in a Quebec court to child exploitation charges and received a jail sentence, a city police officer had been suspended with full pay (and benefits) for almost four years. That’s to the tune of around $450,000 (pay and benefits). This doesn’t include the overtime bill for replacing the empty spot on the shift roster. It is estimated that in Ontario there are 50 suspended police officers receiving full pay and benefits after being charged with various criminal code offences, some serious, some not-so serious. Even when an officer is found guilty of attempted murder, as with Toronto officer James Forcillo, he or she can continue to be paid until sentenced to time in the slammer. The problem with the suspension without pay - police or anybody else - is that that the court system moves so slowly. It can take years for a case to reach trial. In one Toronto area case, it took almost six years from the time the officer was suspended to the day
he decided to plead guilty. By then he was ready to receive his pension. Another case took nine years to resolve. There is not a lot of public support for paying suspended police officers. Certainly not for three or four years. However, if police chiefs are to be handed the delicate job of deciding who is suspended without pay and who is shifted to office duty with full pay, the speed bumps in the court system have to be paved over. Those wanting to prove their innocence shouldn’t be put in a holding pattern for years while shouldering a financial burden. Nor should the court system be manipulated by those who want to keep the paycheques coming in for as long as possible. Reform of the police act and the speed at which the courts operate need to go hand-in-hand. CORNWALL, Ontario - City officials, including staffers and council members, have met behind closed doors with proponents of a plan to see a multi-million dollar gymnasium built at the Benson Centre in Cornwall, Seaway News has confirmed. John Dilabio, a spokesperson for the group that wants to see the two-level gymnasium built, along with a pair of outdoor soccer fields, said in an interview the addition to the Benson Centre is not expected to be covered by municipal taxpayers. “It wouldn’t cost the city basically anything,” he said, suggesting a fundraising campaign combined with cash from the federal government would cover most if not all of the construction cost for the gym. Dilabio suggested rental fees charged by the city to use the facility would be enough to cover operating costs. None of this has been confirmed by city hall, and there has been no commitment from Ottawa about funding such a plan. It was suggested to Seaway News earlier Tuesday by a source that such a facility could cost at least $2 million. “My gut feeling is that it’s going to be much more than that,” Dilabio said. Meetings between Dilabio’s people and city officials have not taken place in a public setting, but are instead being requested by the proponents in an unofficial capacity directly with staffers and elected officials to gauge support for the construction of such a facility. More meetings will take place this week and will involve elected officials. In an interview Mayor Leslie O’Shaughnessy conceded proponents of the plan met with him Friday and outlined their idea. O’Shaughnessy said he urged members of the group to bring a proposal forward to all of council. “I’ve suggested to them they put it out to council as a whole,” he said. “It’s their plan. It’s their idea.” Coun. Andre Rivette said council as a whole should be informed of what is going on, instead of meetings taking place piece-meal. “I don’t know what the mayor has told them,” said Rivette, who would be supportive of a gymnasium, so long as the city isn’t handed a bill. “If they’re paying for it, I have no problem with that.” A source close to the issue said the plan was to approach councillors before a public meeting as a courtesy, before going public with the scheme. The gymnasium would also include soccer fields and would be built on the western part of the Benson Centre property. There is still several hundred thousand dollars left in a city account that was created during the fundraising component of the Benson Centre construction. Dilabio said that money could help offset the construction of the soccer field component to the Benson Centre, but that gymnasium construction would have to be covered by a completely different funding scheme. Council could officially hear from proponents at its next regular meeting March 29. Dilabio said at that time schematics for the addition to the Benson Centre would be made public.

HOME IMPROVEMENT
owner/operator shar’s private cleaning services
A kitchen renovation is delightful in spring (NC)—Spring – the time of renewal – is a time to freshen up your home. Many Canadian homeowners may be inspired to tackle a renovation project, such as a kitchen upgrade. The focal point of your home, the kitchen is where we have family dinners or drinks with friends, or catch up with our loved ones over a morning coffee. There are simple ways to make your kitchen more comfortable and inviting for all. “A kitchen is important to homeowners because it is central to all types of social interaction,” says Cheryl West, insulation expert at Owens Corning. “Homeowners want this reflected in the comfort and overall ambiance of this often neglected living space.” When renovating your kitchen, keep in mind these tips. Stick to basics. Keep minimal
appliances. Clear clutter, and think twice before you add another decorative detail. Make sure there is quality living space in your kitchen that you can enjoy with your family and friends. And while you’re at it, don’t forget about upgrading insulation. There is othing more inviting than a warm, quiet and comfortable kitchen, and that’s what you can achieve by upgrading your insulation. Owens Corning QuietZone® acoustic batts will help minimize noise and prevent sounds from the dishwasher drifting up to the bedrooms. But that’s not all. With PINK™ FIBERGLAS® insulation products, made from over 70* per cent recycled content, you will help turn waste into useable products and protect the environment. And it only gets better. grants and incentives available to homeowners for energy efficient renovations can help you save even more. The ecoENERGY Retrofit – Homes program is offering a grant of up to $5000 from the Government of Canada for energy efficiency renovations, which have not yet started. Some energy utilities and provincial governments offer additional funding. With all these reasons to update your kitchen, stop waiting and start renovating. Toilet Bowl Ring
If you live in a hard-water area, you’ve undoubtedly noticed that your toilet will form a ring on the inside of the bowl, right at the waterline. The ring is simply minerals left behind at the point where water meets air and evaporates. The longer you let it go, the heavier it will grow. When a ring is young and tender, an enthusiastic brushing with acid bowl cleaner will do. An old ring is a real encrustation that calls for mightier measures. Bleach isn’t the solution because it may take the color out of the ring, but the ring itself remains and keeps on building up and coming back. Take a pumice stone/bar, wet it in the toilet water, and rub it on the ring, being sure to keep it wet the whole time. Do not use on coloured or plastic fixtures.

THE SCIENCE OF SLEEP: Apnea and its Implications DR. STEVEN DENEKA Over the course of a lifetime, the average person can spend the equivalent of 25 years sleeping. While a good night’s sleep can leave us refreshed, the benefits go deeper: improving memory, curbing inflammation, improving heart health and even sparking creativity. But some individuals never feel rested, no matter how much they sleep. According to a study by the University of Laval, 40 per cent of Canadians suffer from sleep disorders. Disorders can range from insomnia to poor sleep habits, but the most concerning may
be sleep apnea. Apnea is a sleep related breathing disorder that can have serious implications on a person’s health, characterized as a series of episodes in which a person stops breathing for 10 seconds or longer during sleep. Anyone, at any age, can suffer from sleep apnea, and it is often, but not always, caused by an obstruction. Enlarged tonsils, inflamed adenoids or poor alignment of the jaw and tongue can limit airway space and cause apnea. While snoring is an obvious indicator of obstructive sleep apnea, not everyone with apnea snores, and not everyone who snores has apnea. The size of a person’s neck – over 17
inches in men, and 15 inches in women – can be an indicator of obstruction. In fact, sleep apnea has been identified as up to five times higher in football players than the average person. People experiencing sleep apnea may have symptoms including tiredness and lethargy, morning headaches, irritability and dry mouth from nights snoring or gasping for air. Though Dentists can’t diagnose obstructive sleep apnea, they can be suspicious of apnea and point you towards your physician to obtain a definitive diagnosis. In partnership with your physician, they can help make your sleep healthier. If you suffer from obstructive apnea, one
way your dentist can help is by creating a custom oral appliance to help reposition your jaw and tongue during sleep. These appliances look similar to an athletic mouth guard and are typically easy to wear. More severe cases of apnea require more advanced treatment such as using a continuous positive airway pressure system (CPAP). I am sure that almost everyone knows someone with a CPAP machine. Treatments for apnea are only helpful as long as they are used. If you think you may suffer from sleep apnea, speak with your dentist or physician. Sweet dreams!
Eve on a raft and wreck ’em’. Their lingo was all Greek to me At that time, I didn’t have access to the luxury of Google, but today I do. Here’s one website’s translation of those terms: ‘Jello’, ‘garlic’, ‘side order of hash’, ‘buttered toast with jam’ and ‘two scrambled eggs on toast’. Me, I usually order my eggs ‘once over lightly’ to see if the cook and waiter can coordinate the cooking with the serving. It’s an art: griddle temperature must be just right; frying time and flipover times must be right on, delivery to the table must be without delay. The buttered toast must be served butter side to butter side. I was 10 years old when I went to a diner for breakfast for the first time. It was at the Tennessee Restaurant on Queen Street West, near Sorauren Avenue. I had to order ‘Adam &
Eve on a raft and wreck ’em’. Let me explain. In response to the server’s query, “And how would you like your eggs?” I responded, “yushka”. The puzzled and very busy waitress repeated her question three times. I finally blurted out “Scrambled – please.” Why not ‘sunny side up’, as is my wont? Ukrainian was the only language I spoke until I was almost five years old. ‘Yushka’ means ‘sunny side up’ in Ukrainian. If you ever go to Ethelbert, Manitoba, even today you can still order your eggs done ‘yushka’ at its main street diner. They’ll understand, for both Ukrainian and English are still used at Q’s Bar N Grill, 37 Railway Avenue North, Ethelbert, Manitoba. Yes, there are still some places where we can return to our childhood.
“Whatta ya havin’?” NICK WOLOCHATIUK DANCES WITH WORDS NUTHILLTOOGMAIL.COM Who’s busiest? Is it a pilot trying to land his Boeing 747 that has three of its engines out, on a short gravel runway that has a gusty crosswind? How about a single parent with three young children trying to get them off to school, day care and nursery school before he leaves for his job at the paper mill? Maybe Santa trying to harness his nine reindeer on Christmas Eve, or a one-armed paper hanger doing a room with ten-foot ceilings. The correct answer is none of the above. No-one can be busier than a short order cook at a busy breakfast diner. How these guys handle orders amazes me. I’m thinking about a Boston diner I ate at
about ten years ago. All the two dozen or so places were occupied by people enjoying their breakfasts. There was a line-up of customers that extended out onto the sidewalk. The menu was great, but we weren’t there for what was on the plate or in the coffee mug. As far as I was concerned, the bill for the well-prepared food was just the ‘cover charge’. It was the entertainment value that brought us there. The short order cook wasn’t short, but the way the orders were shouted out to the cook was. Just as the military, the medical profession and pilots do, the waiter and cook had developed a vocabulary comprehensible between themselves only. I couldn’t even attempt to decipher what these phrases might mean: ‘Nervous pudding’,‘Bronx vanilla’,‘Gentleman will take a chance’, ‘Shingle with a shimmy and a shake’ or ‘Adam &

Mr. Peabody, the local banker, saw his old friend Tom, an 80-year-old rancher, in town. Tom had lost his wife the year before. Rumour had it he was marrying a ‘mail order’ bride. Mr. Peabody asked Tom if the rumour was true. Tom replied, “Yes, it is true.” Mr. Peabody asked, “May I ask the age of your new bride to be?” Tom replied, “She’ll be 21 in November.” Mr. Peabody, being a wise man, knew the sexual appetite of a young woman could not be satisfied by an 80-year-old man. Mr. Peabody wanted Tom’s remaining years to be happy. So he tactfully suggested that Tom should consider getting a hired hand to help him out on the ranch, knowing nature would take its own course. Tom thought this was a good idea and said he would look for a hired hand that very afternoon. Four months later, Mr. Peabody saw Tom in town again. Mr. Peabody asked, “How is your new wife?” Tom replied, “Good. She’s pregnant.” Mr. Peabody was pleased his sage advice had worked out so well. He asked, “And how’s the hired hand?” Without hesitating, Tom said, “She’s pregnant too!” Never underestimate old men.
