Pedestrian tragically killed in Brookdale Avenue accident Todd Lihou todd.lihou@tc.tc

CORNWALL, Ontario – The husband of a woman tragically killed while walking on Brookdale Avenue says his family is touched by a tidal wave of community support – but they don’t want any money. Peter Brodka’s wife Claudia Ordonselli was killed Friday, while on a trip to purchase groceries, after being pinned among vehicles involved in a traffic accident on the busy street. Brodka was surprised to learn that a gofundme fundraiser had been initiated online, as neither he nor his family had authorized such a plan. “If you hadn’t called me I would have had no idea it had begun,” he said. Brodka believes the confusion began when supporters reached out to him late Saturday and asked if he and his family would accept money raised to help with funeral costs and other bills. Brodka said it was too late Saturday to respond, so

he waited until Sunday to phone back and say thanks but no thanks. In the meantime, though, the gofundme account had already been created and had been circulated hundreds of times on social media – raising more than $700 in the process. The fundraiser has since been cancelled and the online page removed. “That money should go back to the people who pledged it – or to the next deserving family,” said Brodka, who conceded he and his family experienced some tough economic times, but things are better now.“I’m now working, and I have an income coming in. My work is in Montreal. “Our funeral costs…we have it covered. We’re not destitute.” His wife, 61, who worked at Tim Hortons on Brookdale Avenue, was loved by all who knew her, Brodka said. “Over the last couple of years she’s been at Tim Hortons and she developed quite a reputation,” he said. “She was loved by everybody. She wouldn’t

harm a fly. She was the best individual - she was never down or anything. “She was just doing groceries, minding her business. It was the wrong person at the wrong time.” Organizers of the online fundraiser have told Seaway News refunds have been issued to those who wish their money returned. Police are still investigating the crash. Brodka and his daughter Kristen will celebrate Claudia’s life in a funeral that will take place in Montreal closer to family and friends. Meanwhile the mourning is continuing at the Brookdale Avenue Tim Hortons where Ordonselli worked. Her boss, owner Darryn McPhail, said Ordonselli was a valued member of the team who made customers and other staff members feel wlecomed. “The sky was always bright and everything was shining with her,” said McPhail. “Everybody loved Claudia. You couldn’t not. She always had a smile that covered her whole face. The team definitely

will have a hard time with it. “When new people came in she gravitated to them. Claudia always made sure the new people were brought in. She touched so many people every day with her warmth.”

agencies, thanks in large part to a motion put forward by Coun. Bernadette Clement, who wanted another $20,000 added to the bottom line for Cornwall and the Counties Tourism. The tourism budget was cut by about that much. “Tourism is obviously a huge economic driver for our community and this is a fairly limited budget,” she said. “We want to become a place for people to come and visit us along the river. “I know that tourism has a limited budget and does what they can with that marketing budget. If

we cut them that $20,000 they can’t use that money to leverage other forms of funding.” The addition of the $20,000 would have added about a dollar to a typical tax bill. But the majority of other councillors were having none of that – and many went as far as suggesting the funding mechanism for outside groups is broken. “The whole outside agency thing is a disaster. I don’t think we should be doing it,” said Coun. Carilyne Hebert. Many others agreed changes need to be made. “It’s really a mess,” said Coun. Claude McIntosh. “Boy we have to take a look at his system. It is really

a bad system.” Typically every year councillors hear from about a dozen outside groups petitioning for taxpayer money to do their job, including agencies like tourism, the historical society and Aultsville Theatre. Coun. Maurice Dupelle said the way the system is now, with funding capped at about $544,000 for outside groups and a list of approved groups nearly cast in stone, it is difficult to add new agencies to the list. “Unless there is a mechanism in place, you’re never going to be able to support a new group,” he said. “I don’t think there’s any other way out of it.

Tax hike set at 1.9 per cent - finally Todd Lihou todd.lihou@tc.tc

CORNWALL, Ontario – What was supposed to be a rubber stamp of the 2016 budget degenerated into round-table discussion on how to effectively fund outside agencies in Cornwall. Council finally put the seal of approval on the 2016 budget, which comes with a 1.9 per cent tax hike that equates to a $42 increase on a typical bill. But on the way to the final vote councillors got sidetracked on how to effectively fund outside

New $400k chemotherapy unit unveiled at Cornwall hospital Todd Lihou todd.lihou@tc.tc

CORNWALL, Ontario – The grand opening of the Cornwall Community Hospital’s $400,000 chemotherapy unit took place before a packed house Friday afternoon. The new unit, which will allow local cancer patients to be treated with life-saving chemo, will go online next week when its first patients arrives Tuesday. As many as 275 cancer patients a year are expected to be treated at the Cornwall hospital.

The unit even comes equipped with a bell, that cancer patients will ring upon completion of their final treatment. A local fundraising campaign helped to finance the massive project which local cancer patients consider a godsend. They can now avoid making the arduous trek to places like Ottawa for their chemotherapy. “It feels great to deliver on such an impactful commitment,” said hospital CEO Jeanette Despatie. “Donors, staff and our health care partners should all be proud today. We know that this

service will have a tremendous impact on the lives of patients and families across our community.” As many as seven patients at a time will be treated at the chemotherapy unit. Patients are still overseen by oncologists in Ottawa, said hospital spokesperson Jolene Soares. The Cornwall Community Hospital Foundation took centre stage for much of the fundraising work. “We knew the hospital needed help to cover the $400,000 capital costs for the new unit,” said foundation executive director Erin Killoran. “With the help of many generous

donors, we were able to raise the funds required for the specialized sterile preparation room as well as the patient care equipment in just 12 months.” For something like a lung cancer diagnosis a patient could begin with an x-ray, CT scan or bronchoscope here in Cornwall, before being referred to the Ottawa hospital and appointments with an oncologist. After that, depending on treatment options, the patient could have their chemo administered in Cornwall. The unit will be open during regular hospital hours.

Free tuition comes up short

Yes, the emails from a Ghana businessman and Canada Revenue Agency about free money and unpaid taxes are indeed from a scam artist. With fraud prevention month coming up in March, the Ontario Association of Police Chiefs and Cornwall Community Police Service are raising awareness of the dangers of financial crimes and fraud. The campaign theme is ‘Know Who You’re Dealing With.’ “Police dispatchers are receiving numerous calls about online and phone scams involving taxes and utilities,” CCPS Const. Dan Cloutier told Seaway News on Thursday (Feb. 25). E-mails claiming to be from the CRA have been circulating that request you to complete a form with your social insurance number and date of birth. The jubilation created this week concerning the provincial government’s decision to cover tuition costs for low-income families could be short-lived, said local MPP Jim McDonell. McDonell, a Progressive-Conservative, said the Liberal budgetary promise is likely to only cover about 30 per cent of the students it purports to help...if that. “Our studies show less than 30 per cent of families will benefit from this,” he said. “They won’t fit the criteria is the main reason.” The Kathleen Wynne government said in the budget on Thursday that most college students whose family income is less than $50,000 a year will receive grants large enough to cover their whole tuition. The move was lauded by students’ groups and post-secondary educators.

The union representing city police officer has exchanged proposals with the Cornwall Police Services Board. Cornwall Police Association president Dave MacLean confirmed the news Friday. Maclean said dates for contract talks are slated to begin later this year, with a total of six sessions set aside in both April and May. Maclean could not get into the specifics of what each proposal contains, citing the upcoming negotiations, but he said the framework of a deal is available if both sides continue to work together. “In my opinion the outlook is positive,” he said. “I feel as though the board and the association are both realistic in their individual proposals. Bishop Cup 10 years later... Thom Racine

Another Bishop Cup is set for next Thursday March 10th. Make it the 10th annual no less. It really is hard to believe that ten years has passed since HT’s Zac Guindon scored 2:31 into that first game lifting the roof of the old Si Miller. That goal in 2007 along with Tyler Barnhardt’s in 2010 still

stand as the fastest ever to open games. How about Allan Waddell scoring three goals in helping St. Joe’s come back and win the first ever game 7-3. That night when it was all said and done, I had an inkling the game would be a success for years to come. So, even with last years game being the best

food bank makes you forget, the lob sided score in the last couple of games. I hope the schools will always support the game with their spirit and enthusiasm and hopefully the fans and alumni will continue to support the game too. The Bishop Cup tradition and history is to create a memory for the kids, ask Scott Read from St. Joe’s, if his goal with 18 seconds left in 2009 breaking a 2-2 tie isn’t something he might look back on every now and then. Or Kevin Dionne’s overtime winner the next year to give the Falcons their first Cup. Then, there was HT’s Alex Boileau 53 save performance in 2011. St. Joe’s Cole Beckstead will surely recall his 6 point game last year. Yes, the Falcons from 2014 and 2015 will all tell you, while everyone hates to lose in a lob sided fashion, they will give you the stiff upper lip, because they played in the game and that has to count for something. attended charity classic to date, the quality of the game is in question. Nine years ago, when we had this idea, we always wondered about the possibility that one school was going to dominate at some point and we decided that we would have to live with it. Hec, there have been Stanley Cup final sweeps and blow out Super Bowls, so why would it be a surprise that the Bishop Cup might suffer the same fate every now and then. As an organizer, wanting the best caliber game possible, I have to defer to the main points of the game. Our focus is the money collected for charity’s and non perishable food items for our food banks. The big smiles at the St. Vincent de Paul

LINDSAY, Ont. – The St. Lawrence College Sharks women’s hockey team won the Fleming College Invitational – again. SLC Sharks cleaned house on Friday (Feb. 19), making them back-to-back champions, just after dominating the University of Toronto-Scarborough Invitational in mid-Janaury. Prior to the tournament, the OCCCR released the latest power rankings with the Sharks in second place, only a few points behind the University of TorontoScarborough Maroons. With the victory and wrapping up the regular season, the Sharks have the potential to capture first overall with the Challenge Cup Championship looming in March. Finals vs. Fleming College: W 2-0

While it was a little closer than the team and coaches would have preferred against the host Fleming Knights, considering Fleming only had two players on the bench, the Sharks were able to come away with the 2-0 victory. Julie Curtis opened the scoring a little over four minutes into the game, shoveling the puck past the Knights goalie. From there until late in the third period, the Sharks grew increasingly frustrated with not being able to solve the Knights goalie, as she made several difficult saves look routine. Regardless, SLC kept the pressure against Fleming through the Championship game, finally getting rewarded with Pascal Lacroix scoring with one minute left in the third, leading to the 2-0 victory. Samantha Turcotte stood tall for the Sharks, making big saves when she was called upon for the shutout.

eotb - MAKING IT WORK

Youth hard at work CO R N WA L L , O n t a r i o – B r a n d o n MacDonald has always wanted to use his talents to make a living. Now those talents are turning into a career thanks to the Eastern Ontario Training Board’s Jobs Now program – an initiative that allows employees to gain valuable on-the-job training, while also earning regular hourly pay. “If I didn’t have this opportunity I’d still be working in fast food,” said MacDonald, who is now an employee at Shorteez Urban Hair Shop in Cornwall. “I’ve always wanted to make a living by using my talents.” The partnership between the training board and Shorteez owner Rony Macarone has been invaluable as well. “It’s awesome that there are programs like this one to help people,” said Macarone. Meanwhile in Chesterville, Shawn Munro was eager to put his newly acquired skills to use after having completed a retail clerk program at TR Leger. Shawn was still a bit anxious that his lack of experience would hinder his chances for employment and his aspiration to work in retail. But thanks to the Jobs Now program, Shawn is applying those skills while getting paid, and loving every minute of it. Currently working at Cotnam Hardware in Chesterville, Shawn is not only gaining the hands-on experience he was lacking but the opportunity to obtain an excellent reference valued by employees and employer alike. “I obtained the skills and now have the opportunity to gain the experience as well,”

said Shawn. “This program has allowed me the chance to get my foot in the door... and the job I always wanted. I have flourished since I’ve started working with the gang at True Hardware, and my confidence has sky-rocketed.” “Really it’s a win-win situation. The program helps us pay the employee’s wages which gets us the additional help to operate the store, and Shawn gets the experience he needs for the future,” said Terry McElroy, Cotnam Hardware store manager. Jobs Now is funded by The Government of Canada’s Skills Link program and is being managed locally through the Eastern Ontario Training Board. It is designed to assist unemployed youth aged 15-30, who face employment barriers when trying to enter the active workforce. Those barriers could be a lack of formal qualifications, such as a high school diploma, a criminal record, a lack of work experience, a visible or ethnic minority, a disadvantaged background and so forth. “This program allows for both training and jobs. Our participants are given the opportunity to not only learn skills that are sought after by employers but to apply what they have learned at a job they have also obtained through the program ,” said training board assistant manager Martha Woods. “We want to give our participants as many opportunities as we can to succeed in the workforce”, said program manager Kimberly Hickey.

Brandon MacDonald works on a client along side Shorteez owner Rony Macarone.

Tracey Merkley, Shawn Munro, Terry McElroy and Bob Harper.

OPINION

Hug your friends and family as often as you can Todd Lihou todd.lihou@tc.tc

There’s an Internet meme that makes the rounds every now and then on Facebook, and suggests that you should hug your children, spouse, or parents as often as you can. Life, it seems, can change in an instant – all you have to do is read the headlines last week in Cornwall. In a tragic case of getting caught in the wrong place at the wrong time, pedestrian Claudia Ordonselli was trapped amidst the carnage of a two-vehicle collision on Brookdale Avenue at midday Friday. The specific details are not yet known, but we can tell you the vehicles rocketed to the side of the road. The pickup truck involved in the accident, its front end smashed, came to a stop on the sidewalk. Ordonselli was found beneath one of the vehicles, clinging to life. She later died, police confirmed. I’m reminded of another tragic story with similar circumstances. A few years ago a vehicle was backing out of a Second Street property and accidentally hit a pedestrian. The pedestrian, if memory serves, hit their head on the pavement during the incident and later died in hospital. In both cases a seemingly innocent activity – like walking down the street – ended in tragedy. We often think of people like paramedics, police officers, firefighters and others who deal with emergencies regularly as the type you might hug a little longer as they journey off to work.

But this latest tragedy in Cornwall shows that when we head out the door to go for a walk, grab some milk at the corner store or meet some friends we can never tell what is waiting for us around the corner. Last week it was a car accident that caught an unsuspecting woman who was out grocery shopping. To make matters worse the news on that bleak Friday went beyond municipal boundaries. We found out that Cornwall River Kings forward Alexandre Gauthier was fighting for his life in a Quebec hospital bed. Gauthier was involved in a head-on collision while driving in Saint-Gédéon, Que. Word from the team was that he was severely injured and in a coma. Photos of the accident scene, posted by a Saguenay-area radio station, showed two vehicles that had been nearly obliterated. Just hours before both Gauthier, and poor Claudia, hadn’t a care in the world. Now one of them is dead, and another might not survive. Typically these kinds of stories happen in a vacuum. We read the headline, or take a passing glance at a story, and then move on to something else. These kinds of things don’t happen in Cornwall – and they certainly don’t happen to people connected with our region. Sadly, that’s exactly what happened – twice. So if we can learn anything it is this…hug your children, spouse and parents as often as you can. It’s painfully clear that tragedy can strike at a moment’s notice. BUDGET SNAPSHOT Democracy nearly took a back seat to politics

Monday night at city hall. Council was all set to approve the budget before Coun. Bernadette Clement and other allies stood up to demand more money for Cornwall and the Counties Tourism - $20,000 to be exact. The problem was that councillors already had a motion on the table to officially set the budget. Council, if you’ll recall, split itself in two this year to cover the budget with half the members dedicated to the outside agency file. The others worked on the budget itself – and many of those people (including Clement and Coun. Elaine MacDonald) wanted to try one last time to get the extra money for tourism as they were not on the outside agency committee.

With councillors of a more Conservative bend lining up on one side of the table seemingly in a hurry to get the budget over with before more spending could be added, Clement and her supporters complained they were not being heard – a hallmark of any democracy. In the end the motion to pass the budget was removed and Clement made her case for the funding. It failed. And while there are arguments to be made on both sides to spend the money, Clement and MacDonald were right about one thing: they deserved the opportunity to at least make the argument.

the target age group of children may only drink 1% of the water volume that the water department will purify. We are a city of under 50,000-people, not a metropolis of 5-million and the water department is easily accessible to citizens who have access to a vehicle. It may cost $2,000 per year to add medical grade fluoride compound to a small amount of drinking water, that families with

young children who are concerned about their children’s dental health, could obtain by refilling their water containers from a tank at the city water department. With regard to water at public school, most kids in the junior grades who are the target group for fluoridated water, arrive at school with either a carton of milk or a container of juice or soda pop in their lunch boxes. Harry Valentine, Cornwall

LETTERS Editor, Todd Lihou raised some good points about Cornwall’s fluoride issue in his column. While the issue of water fluoridation is both contentious and divisive, there may be ways by which to satisfy both sides of the issue. The medical profession trusts parents to administer prescription medication to their ailing children who are sich at home. These parents could add a small

amount of fluoride compound at home, to jugs of water for their children to drink. Many people buy bottled water at supermarkets. The city water department could install a tank at their premises to hold fluoridated drinking water to allow interested citizens to refill large containers. Instead of spending $50,000 per year on hydrofluorosilicic acid, the cost could drop to about $500 per year given that

If it is going to take more than a year to figure out if Alexandria-Cornwall Diocese will continue to have a bishop, the safe bet is that Marcel Damphousse will go into the books as the last sitting bishop of the diocese. THIS AND THAT Last week two more U.S. police officers killed on duty. Virginia female officer shot and killed (first day on the job) and two officers wounded while answering a call. In Colorado, officer killed and partner wounded, while answering call. In New York City, two detectives shot and wounded. Meanwhile Bernie Sanders continues to scream that U.S. cops are trigger happy. ... Five black teens arrested for the alleged sexual assault of a white female in New York City have been freed after six weeks in custody. Turns out the victim made up the story. Interesting thing here is that Hillary R. Clinton says that too many young blacks are being wrongfully incarcerated. She also says that when women report being sexual assaulted they need to be believed by authorities (the exception being when Willy is accused). So, which is it? FROM THE FILES After Mayor Gerald Parisien cautioned his council colleagues that they faced some tough decisions in the upcoming 1976 budget, a motion by Ald. Larry Keen to freeze council (mayor and aldermen) salaries gained unanimous approval. The mayor’s salary was frozen at $15,000 and aldermen at $3,500. Mayor Parisien said council members could find themselves rethinking their priorities in budget talks. If not, he warned that property taxes could go “sky high.” Parisien proposed a “think tank session” for council as a pre-amble to budget talks.

When it comes to the so-called sin taxes - booze and cigarettes, and in the not-too-distant future, marijuana - the provincial and federal governments speak with a double tongue. The increases are trumpeted as necessary to reel in the unhealthy consumption of these products, especially when it comes to tobacco, by making them more expensive. Following this logic, it is safe to assume that the method behind Hydro One’s skyrocketing price increase madness (average Hydro One bill up 68% over the last nine years) is to eliminate the use of electricity. But at the same time the governments don’t want to kill off a good thing, at least not all at once. Like it or not, smokers and drinkers contribute billions of dollars to the cash-starved provincial and federal coffers. The gatekeepers lecture the unwashed that higher taxed booze is needed to discourage overconsumption. But at the same time the provincial government, through the LCBO, spends millions of dollars on marketing alcohol. The aim is to sell more, not less. Revenue statistics demonstrate that the LCBO is a marketing success story. When it comes to tobacco, tax increases are sold as part of the on-going, never-ending fight against a dangerous product that is responsible for thousands of deaths each year, which makes one wonder why it isn’t outlawed the way most deadly chemicals have been put on the consumer taboo list? So, when the tax on a carton of smokes was hiked in last week’s budget, it was, according to the finance minister, to encourage people to quit

smoking. No, It was to put more money in the cash register. Or at the very least, not put less in. Tax increases have a minimal impact on smoking rates. That is because the illegal cigarette market is alive and thriving. Illegal cigarettes are just as easy to purchase as the legal product. In some cases, easier. Unlike the corner store, some suppliers offer home delivery. Nobody has to prove they are of legal age. Has anybody heard of a smoke cop busting somebody for selling an illegal pack of smokes to a 16-year-old near a high school? There is plenty of incentive to buy illegals. A pack-a-day smoker can save thousands of dollars a year. Ever wonder how folks standing outside a food bank can afford to smoke? If law enforcement is the solution, the illegal cigarette business would be history. Illegal cigarettes have been flooding the Canadian black market since the 1980s and despite a major increase in law enforcement, more illegal cigarettes are sold. The number of factories supplying the black market has increased. Every cigarette tax increase gives the illegal tobacco business a financial shot in the arm. They should be sending the finance minister a thank-you note. TRIVIA ANSWER George Samis defeated Conservative candidate Guy Leger to win the 1974 Stormont by-election called to replace long-time Conservative MPP Fern Guindon who stepped down to run against Ed Lumley in the federal election. Samis, the only NDP member, provincial or federal, to represent Cornwall, won three more provincial elections before retiring. TRIVIA Fluoridation was introduced into Cornwall’s water system in a) 1954, b) 1962, c) 1970,

Just because you’re cooking for one doesn’t mean you can’t fire up the grill. Justify the effort by preparing yourself a mean steak. No fancy techniques or ingredients needed; simply buy the best steak you can afford and throw it over the coals. While the steak comes to room temperature before grilling, prepare a blue cheese, date, and almond salad to serve with it. INGREDIENTS
(1-1/4- to 1-1/2-inch-thick) New York strip or beef rib-eye steak
 Vegetable oil
 Kosher salt

$

1140-A Brookdale Ave. • 613-933-7000

Freshly ground black pepper INSTRUCTIONS Remove the steak from the refrigerator and let it come to room temperature, about 30 to 45 minutes. Heat a gas or charcoal grill to high (about 450°F to 550°F) and rub the grates with a towel dipped in vegetable oil. Meanwhile, season the steak on all sides with salt and pepper. When the grill is ready, place the steak on the grates and cover the grill. Cook, undisturbed, until grill marks appear on the bottom and the steak’s lightly charred on the edges, about 4 to 5 minutes. Flip, cover the grill, and cook until the steak’s medium rare, about 4 minutes more. To check for doneness, use your finger to press on the meat: It should be firm around the edges

but still give in the center. You can also use an instant-read thermometer; it should register between 125°F and 130°F. Transfer the steak to a cutting board and let it rest for at least 5 minutes before serving.
