Blossom Park officially renamed Ray Lalonde Memorial Park CORNWALL, Blossom Park was renamed on Friday, May 20, in honour of Ray Lalonde, the late Cornwall alderman and community volunteer. Members of the Lalonde family, city officials, and local students gathered at an unveiling ceremony this afternoon at the park, which is located in the city’s east-end on Blossom Park Drive. Lalonde’s son Perry said his father would be looking down and smiling on this proud

moment. “He thought it was so important to give back to the community you came from,” said Perry, who followed in his father’s footsteps and became a city councillor himself. Lalonde was a long-time community volunteer who lent countless hours to minor sports and other causes in the city. He was also a city councillor, serving from 1978 to 1996. He eventually resigned due to his battle with Multiple Sclerosis which he battled since the age of 29. Cornwall Councillor Andre Rivette said Lalonde was a great role model for others to

follow. “He was about working at the grassroots and working for the people and doing whatís best for them,” said Rivette, who brought the park renaming motion to the council table. “He treated everyone with respect.” Students from nearby Marie-Tanguay Elementary School were on hand for the celebration as were some members of the Cornwall Community Police Service. Among other things, Rivette said Lalonde was a voice for seniors and persons with disabilities. He championed the original chairlift at city hall to make sure everyone had an

On the sports front, he held different executive positions with various minor sports groups and he helped create the successful Bantam hockey tournament that still exists today. In 1977, Mr. Lalonde was recognized with the Jacques Richard Memorial Trophy for his many years in minor pro sports.

cornwallseawaynews.com - See the full story on our website When Gale Nowickyj’s mother passed away last October, Gale was left with a collection of framed documents with no apparent connection to her family, which had been hanging on the walls ever since she was a child. One was a land deed, part of the original United Loyalist land grants from the Province of Canada to Hugh Christie, dated September 9 1853. She approached Rick Larin, a volunteer at Genealogie et archives Saint-Laurent, located in the Cornwall Public Library, with the thought of donating the material to the centre. When examining the document, Rick made an unexpected discovery. Hidden behind the picture frame was a $1,000 bond dated November 29, 1904 issued to Aeneas McPhaul by the Catholic Order of Foresters of the St Columban’s Court District 227. The relative face value in today’s dollars would be about $30,000.

FOOD FOR FINES Local food banks are now benefiting twice a year from a popular county library initiative. The SD and G County Library’s ‘Food for Fines’ program is now taking place twice a year, in both May and November. Clients who have fines to pay at the library can instead offer nonperishable food items that go to benefit the needy in our area. For every non-perishable food item donated, one dollar in overdue fines is waived. The campaign will run from May 21 to 28, and library staff will bring the donations to food banks within SDG. “After talking to some local food bank

administrators last November, we learned that food banks can have a tough time meeting the demands during the spring and summer months,” said Susan Wallwork, communications and marketing librarian. “By offering the program in May, it can help to offset some of the need.”

Cornwall man dies A Cornwall man has succumbed to massive head injuries following a car accident Friday in Ottawa. CBC News is reporting the man, who was not named, died after his condition was upgraded to stable in hospital. The man was brought in with life-threatening head injuries. Emergency crews had been called to a single-vehicle crash at Kinburn Side Road near Dunrobin Road around 11 p.m. on May 20. The man was alone in the vehicle. Ottawa police are continuing to determine the specifics of the crash.

“We have a good core here in Cornwall,” said Desjardins. “We have to add to that core now.” Meanwhile, preparations are well underway for the River Kings’ fifth season. “It’s good to have Bob coming back,” said general manager Rick Lalonde. “We have been working closely together preparing for the draft in June and looking at options to continue to improve our team.”

Funders forum

Three Cornwall and SD&G organizations hosted a Funders’ Forum on Wednesday. The Cornwall Chamber of Commerce, Cornwall & The Counties Community Futures Development Corporation – My Community Futures, and the Cornwall Business Enterprise Centre hosted the free event at Ramada Cornwall. “There are close to 20 funding agencies scattered throughout Cornwall and the United Counties that may have the financial resources designed to help you,” said Lezlie Strasser, executive manager at Cornwall Chamber of Commerce. “We will have them all — under one River Kings ready roof.” Bob Desjardins is going nowhere. Funding programs presented will include The veteran bench boss will return in the fall the Starter Company and Summer Company as the team’s head coach for the 2016-17 LNAH programs, offered through the Cornwall season. Woman seriously injured A woman was seriously injured when her foot was struck by the bucket of a bucket-truck at a construction site on Ninth Street. The woman’s foot was nearly severed, said a witness, who did not wish to be named. The witness was helping at the scene when she saw the severity of the injury. Cornwall police secured the scene as Ministry of Labour officials investigated the incident. Police have not confirmed specifics of the incident, but have indicated a woman suffered a serious foot injury. Cornwall police Const. THOMPSON ISLAND: Getting back to nature on the St. Lawrence River CORNWALL, Ontario - Not far from Cornwall is a camp that is steeped in the traditions of some of our founding people...and hundreds of years later their practices live on. Isaac Cole and more than a dozen other teenagers are learning about the history of Akwesasne and the First Nations beliefs at the Thompson Island Cultural and Eco-Tourism Camp. The camp is located just east of Summerstown in the middle of the St. Lawrence River. The sprawling 80-acre facility is only accessible by boat. And that’s just the way campers Like Cole, and administrators of the property, like it. “When I first came here...it feels like home,” said Cole, a 17-year-old Cornwall Collegiate and Vocational School student. “We have elders who speak to us. It’s different that going through a textbook.” On this day Cole and other students are learning first-hand some of the ancient treatments First Nations people employed to help with ailments, courtesy of medicine man Eddie Gray. Akwesasne is marketing the camp, and other amenities within the reserve, to outside peoples as a way of educating non-natives about First Nations culture. “Any beliefs that First Nations have should be shared with non-native people,” said Bob Stevenson, camp organizer and survivalist. “Especially when it comes to the environment.”

The camp has welcomed students, and others. “Thompson Island has also been utilized when educating our neighbors and visitors about the Mohawks of Akwesasne through staff retreats and cultural sensitivity trainings,” said Waylon Cook co-organizer of events at the camp. Agencies like the St. Lawrence River Institute, Environment Canada, Department of Fisheries and Oceans and Parks Canada have all spent time at the camp. Cole and his fellow students are spending an entire week on Thompson Island, learning about local wildlife, how to prepare traditional First Nations meals and enjoying physical activity like canoeing and kayaking. “It’s a good place for you to come and release the stress of school,” said Cole. “They give us the freedom to do what we’re interested in.” The island has become a focal point of education when it comes to explaining the heritage of the First Nation community for both visitors and residents. “Thompson Island is one of the only ecotourism sites in Akwesasne open for school groups and families who want to enjoy the outdoors and the St. Lawrence River,” said Stevenson. “We try to host at least 40-50 people at a time…in our classrooms, the kitchens and on our trails.” The camp has provided an opportunity for Akwesasne residents to reconnect with their history and culture, and has also allowed visitors the opportunity to learn more about their neighbours.

Medicine man Eddie Gray teaches students about some of the ancient remedies employed by First Nations peoples. “Mohawk council recognized the need for an outdoor venue that would bring community members back to the lands and designated roughly 80 acres of Thompson Island to allow us to build a camp,” said Stevenson of the decision 18 years ago to create the camp. “It’s great because elders and youth can gather in one place and return to our old traditions for a day.

“Today, students are addicted to technology. When they come to the camp they unplug. There are many opportunities to experience the island and enjoy the outdoors through the trails fields and fun and games.” More information on Thompson Island can be found by calling 613-575-5011.

Brulée returns to Cornwall with a completely different genre Todd Lihou todd.lihou@tc.tc

CORNWALL, Ontario – Mel Brulée is returning to her roots – and she’s bringing some new material. The Cornwall songstress who made the move to the music scene in Toronto a few years ago, will play a one-night show as part of a double bill with her friends Jen Lane and John Antoniuk at Schnitzel’s May 27 at 9 p.m. (tickets $12). As part of the opener Brulee will be joined by Kevin Neal on the pedal steel guitar. She’s bringing with her a collection of new material that’s about as different from her past

work as a French-Canadian as one can find: country music. Brulée recently toured the American Midwest with friends in an RV, including a stopover in Nashville – the Mecca of all things twang, pickup trucks and Budweiser beer. “Being influenced by riding down Route 66 and being in the biggest music city in the world, inspired all of that stuff,” she said. “It’s kind of like what does the song want to be? I just had a real big burst of inspiration. Sometimes I go through periods for months where I don’t write, and then I stress out and think I will never be able to write again. But in those moments you have to just not

write. You need to be inspired.” Brulée said her transition to country music from her roots as a French-Canadian songwriter isn’t as far-fetched as one might think. In fact during her stay in Toronto she has taken up with ‘Ole Fashion’ – a popular country band that plays regularly at Opera Bob’s in the Big Smoke. “I’ve been playing in this country band for years now,” she said. “My mother especially still loves country music. It’s like going back home and to my roots. “I tend to write in a lot of different styles. In my head right now I have about four albums of different genres I am planning. For me it’s not about

switching anything on or off. It’s a smooth transition from one to the other.” Lane and Antoniuk are headlining the show at Schnitzel’s. The pair, from Saskatoon, regularly play at the Cameron House in Toronto and recently had a show at the Rockwood in New York City. Brulée said she has become fast-friends with the two. “We try to do shows together,” she said. “We decided on this one together. I’ve been to eastern Ontario with them before. So when they were saying they were thinking of doing Kingston, Cornwall and Montreal, I said I would happily be there.”

A return of capital is not taxable to the investor, but will generally reduce the adjusted cost base of the securities held for tax purposes. If the adjusted cost base falls below zero, investors will realize capital gains equal to the amount below zero. Distributions are automatically reinvested unless an investor elects to receive them in cash. Investors should not confuse a fund’s distribution rate with its performance, rate of return or yield. Cornwall police Chief Dan Parkinson regards the agreement as an important training tool for his frontline officers. “We hope that we can bring…even more sensitivity to help people deal with their victimization,” he said, adding new recruits and veterans are schooled on the benefits of the ASAP program and helping victims of assault. Kaplan said reporting the crimes, and seeking treatment, is beneficial to victims. “When someone is assaulted they don’t often know where to go,” she said. “The sooner you get help, the less complicated your symptoms will be…and the shorter they will last.”

CORNWALL, Ontario - Cornwall and area police, as well as representatives from the hospital, have signed an updated service agreement to help victims of sexual assault. The agreement, which dates back to 2006, spells out in detail the responsibilities of both police and staff at the assault and sexual abuse program (ASAP) at the hospital when it comes to following up on the attacks from both a law-enforcement and treatment perspective. An updated agreement is signed annually, and this year happened to coincide with both Police Week and Sexual Assault Prevention Month. “We often don’t recognize the amazing

Council vote to support fluoridation ties 5-5 Todd Lihou todd.lihou@tc.tc

8 - Thursday, May 26, 2016 - Seaway News - www.cornwallseawaynews.com

CORNWALL, Ontario – Cornwall’s drinking water will remain fluoride free. A motion from Coun. Andre Rivette, that specifically asked council members if they were in favour of water fluoridation ended in a 5-5 tie. Mayor Leslie O’Shaughnessy interpreted the move as the discontinuation of fluoridation in city water, though some city councillors are disputing that suggestion. The problem lies in the fact that city policies mandate that Cornwall’s water must be fluoridated. Coun. Denis Carr floated the idea that a two-thirds majority of council must vote to change that sentiment, but he was overruled by the mayor. Regardless of that vote, council did not vote on - or even discuss - spending $340,000 on upgrades to the water filtration plant that must be completed before fluoridation can resume in Cornwall. O’Shaughnessy said the sentiment in the community was overwhelmingly against water fluoridation. “Ten people have emailed me to tell me they want fluoride, as opposed to the hundreds who have told me they don’t want it,” said the mayor. “I’ve listened and reviewed the material sent to me…therefore, what I have been doing is listening to the people. Overwhelmingly the people have said they don’t want fluoride in their water. Whatever their reason doesn’t really matter. They are telling me to support them.” O’Shaughnessy, as well as councillors Claude

McIntosh, David Murphy, Maurice Dupelle and Carilyn Hebert voted against the continuation of water fluoridation. The balance of city council, minus Coun. Justin Towndale who is on leave, voted to maintain the practice. Coun. Bernadette Clement moved a motion, that was seconded by Coun. Elaine MacDonald, to have the issue put to the public by way of a question at the next municipal election. That move was resoundinly defeated by council. The city has been without fluoridated water for nearly three years, since a valve broke at the water filtration plant. To repair the valve and complete other health and safety upgrades would have cost $350,000.

Parents left reeling following autism treatment cuts TODD LIHOU

todd.lihou@tc.tc

CORNWALL, Ontario - The provincial government’s decision to terminate intensive therapy for autistic children in Ontario is being interpreted as a slap in the face by parents. Dominique Chabot-Payment, the mother of two young boys in the spectrum, said the termination of Intensive Behavioural Intervention (IBI) therapy for those aged five and above will make it more difficult to help children early. “They say early intervention is key....yet they take the key away from us,” she said, and the scoffed at the government’s decision to provide families with up to $8,000 to hire their own therapists. “They give us money in hopes to recruit our own therapists, a needle in a haystack, and run with it.” Chabot-Payment ridiculed the government’s offer to families seeking the money to hire a therapist. She said a typical therapist charges an average of about $40 an hour to treat a child.

At that rate the $8,000 from the province can be used up in a matter of weeks - leaving families to cover the balance on their own. “It works out to about six weeks of IBI - not enough,” she said. This week the provincial Liberals voted against a Progressive-Conservative motion to reinstate the life-changing autism therapy for children over the age of five. Local MPP Jim MCDonell said his heart goes out to parents of these children. “Families of autistic children have spent years waiting for life-changing IBI therapy only to be told they no longer qualify,” he said. “Over the last couple of months, the PC Caucus has shared the stories of families that were counting on IBI as a ray of hope for their child’s future and those of children whose lives were changed by IBI. The government’s callous cut of IBI eligibility for autistic children over the age of five deprives them, and their families, of the brighter future they deserve and IBI offered.”

The government’s decision to cut autism therapy has been met with disbelief by affected families. By the Ministry of Children and Youth Services’ own numbers, approximately 85 per cent of children who receive IBI therapy are over the age cut-off. “Autism doesn’t end at five, but the Liberal government continues to cut autism therapy even though it has benefitted so many children above the age cut-off,” said McDonell. “Parents and families are pleading with the premier and this Liberal government to reverse the cuts and afford children the best chance to succeed in life, they deserve nothing less. After years of mismanaging the province’s finances, the Liberals are now making autistic children and their families pay. It is unacceptable.” Chabot-Payment said her eldest son Kalem enjoyed IBI treatment for four days a week, seven hours a day for two years. “He can move mountains now,” she said. “Not only are the parents having to do all of the leg

Sam and Kalem Payment.

work in finding a therapist, they cannot work while the therapist works with the child. Someone needs to be present as IBI is mainly conducted out of the family’s home. I had to quit my job when Kalem did IBI. “So on top of everything parents need to do for their special needs kids they need to recruit a therapist and create a plan and be there from start to finish. Don’t we have enough on our plates in dealing with the day to day?”

Nearly a ton of unwanted meds collected by Medi Drop program where people can anonymously dispose of their meds. “The Medi Drop boxes offer a secure, easy and environmentally-friendly way to get rid of unwanted medications,” said police chief Dan Parkinson. The Medi Drop initiative was developed to help reduce the risks that can be created by keeping unwanted or unused medications at home. The drop-off bins are located at both police stations and the Cornwall hospital. A recent survey

in Ontario showed that 20 per cent of teens have taken a prescription medication to get high, and that 75 per cent of those stole it from home. According to Parachute (previously Safe Kids Canada), medications are involved in two-thirds of unintentional poisonings in children under 14. Dropping off unwanted medications in Medi Drop boxes or returning them to a local pharmacy are the best ways to get rid of unwanted meds. JAMMIN’ FOR JUSTIN: O’Neill’s Pub raises more than a glass for the Lascelle family Adam Brazeau adam.brazeau@tc.tc

LONG SAULT, Ont. ñ The outpouring of support for an Avonmore man killed in a crash on March 4 continued Sunday (May 22), with a concert to benefit his wife and three young children. Amanda Lascelle (nÈe Heuston) admits that all the love and financial support sheís been getting from across SD&G has been both amazing and overwhelming. The 26-year-old Cornwall native lost her husband almost three months ago, just two days after the birth of their daughter. Justin Lascelle died after his southbound vehicle left the roadway on County Road 15 near Avonmore, Ont., at about 7 a.m., and struck several trees and rolled over. He was 34, and left behind three children: Samuel, 4, Alex-Andre, 1, and Amelie, two-and-a-half months old. “The support from Avonmore and everywhere is amazing. My family, in-laws, and friends have really been there for us,” Amanda told Seaway News at the event. “This (Jammin’ for Justin) is awesome, too. It’s a fun night...which is nice.” Pub owners Mike and Krista O’Neill organized

the benefit concert, helping to raise over $2,000 for the cause. Performers included Eric & Grace Willison, Put It In Park, Switchgear Trio, and Kilts, Riffs & Spurs. “We don’t personally know the Lascelle family, but after hearing their heartbreaking story we decided to have fundraiser with bands here all day,” Krista said. “Since we took over in August 2014, we’ve had a lot of fundraisers and the community always comes out to show support know matter what the cause is.” Monique Lascelle, Justin’s mom, thanked the O’Neill’s for their “beyond heartwarming gesture.” “This event will help to secure the children’s future a bit more,” Monique said. “Our hearts are all still torn apart. You can’t make sense of a tragic event, but the way this community and surrounding communities have come together is outstanding. It does give us the strength to a certain point.” She encourages friends and family to visit an online memorial site (www.forevermissed.com/ justin-lascelle) to share pictures and stories of Justin. “It’s for the children, so they can learn more

Giving back this prom season Adam Brazeau adam.brazeau@tc.tc

CORNWALL, Ont. ñ A group of Cornwall-area high schoolers spent Friday morning (May 20) getting pampered for prom, thanks to the SDG Makeover Project. “This experience is surreal,” said RothwellOsnabruck Grade 12 student Kiera Coulter as Chantale Leger, owner of The Loft Salon in downtown Cornwall, styled her long, glossy brown locks. “I waited so long for prom to come, and it’s so nice that it has been made extra special.” Karley Gagnon (Hott Stylz) and Allison Belanger (Poppin’ Makeup and More) are the brains behind the first-ever SDG Makeover Project.

“We’re competitors, but we came together because prom is a very big deal for a young girl ñ it’s a new chapter in their life,” said Belanger. The duo secured sponsorships for up to 17 students from 13 Cornwall-area high schools to be selected for a makeover in time for their prom. The estimated value for each pamper package is over $450. “We live in a really good community ñ it’s important to give back,” said Gagnon. “Plus it’s great for local girls’ self-esteem.” Here’s how it works: on the day of prom each of the school’s winners - chosen by Belanger and Gagnon - are pampered at The Loft Salon. Food (Moustache Joe’s), flowers (Blooms), makeup and nails (Hott Stylz and Poppin’ Makeup and More), teeth whitening for five students (Dr. Rachel

Navaneelan Family and Cosmetic Dentistry) as well as before and after photography (Carol Grant and Kelsey Lindsay) will be provided free of charge. “It’s nice to see the excitement on their faces, especially girls who may not get dressed up very often when they realize how stunning they are,” said Leger. “It takes me back to high school. We’re proud to be a part of this local initiative.” The SDG Makeover Project will continue every weekend until prom season wraps up in early June. “We’re definitely planning on doing it again,” said Gagnon. “Ideally, we want to have 26 students (two from each high school).” Belanger added: “Next year, will be bigger and even better.”

But when the airlines refused to provide a free trip, Landry jumped into action. CORNWALL, Ontario - A Cornwall man who saw first-hand the devastation created by the Fort McMurray wildfire did “his part” to help the evacuees from that city - one kilometre at a time. Jacques Landry transported more than 200 prom dresses to Edmonton (he left Cornwall early last Tuesday morning) atop an open-air trailer he has attached to the back of his SUV. He affectionately referred to his vehicle as

the “McMurray Gown Express.” And if the drive out to Edmonton wasn’t enough (it’s 7,000 km roundtrip), he had to travel all the way to New Brunswick to pick up the dresses, which had been donated by families in the Halifax, N.S. area, and then returned to Cornwall late last Monday night. By 4 a.m. Tuesday he was back on the road, headed west. “It makes me feel great. The reason for me was to do my part. Everyone wants to do their part,” said Landry, who works for Aircon

OPINION

I hate to say I told you so, but council finds a way on fluoride Todd Lihou todd.lihou@tc.tc

I hate to say I told you so, but… I floated the idea last week that maybe, just maybe, city council could end up in a position where the rulebook suggests we must fluoridate water in Cornwall – but a tie council vote could throw some confusion into the mix. Guess what happened Tuesday night? Instead of simply voting on whether or not to complete upgrades at the water filtration plant (completing the work automatically ensures fluoride returns to our water) Coun. Andre Rivette called an audible of sorts and decided to ask councillors individually if they support water fluoridation or not. His motion was totally unscripted and not included in the meeting agenda. And, as someone who kind of predicted last week this might happen, the vote ended in a 5-5 tie. Those against water fluoridation, including Mayor Leslie O’Shaughnessy, interpret this as the official end of the practice here in Fun City. But proponents of fluoridation are having none of that. Coun. Denis Carr, for example, thinks the mayor is wrong and plans to do some research to determine just what Tuesday night’s decision means. He thinks a two-thirds vote from council must take place to reverse the previous fluoridation policy. He’s not alone. The five others who voted to keep Cornwall’s water fluoridated are likewise trying to find something, anything, that will keep this issue alive.

Not long after Tuesday’s vote I turned to a fellow sitting beside me and muttered something about this city council and its efforts to organize a two-car funeral. This issue, which has been about as polarizing as you will find, could have finally been put to rest Tuesday night if council simply followed the agenda and voted on the motions put forward. A vote on the water filtration plant upgrades would have finally ended this whole shemozzle. A vote against the upgrades kills fluoride. A vote for them means fluoride returns. It’s that easy. Instead your city council, thanks to Rivette and his short-sighted idea to ask councillors specifically about their support for fluoride in general, resulted in not only a tie vote, but real concern that this issue could continue to be debated at city hall as politicians knit-pick over procedures. Things were supposed to be finally put to rest Tuesday night. But instead you should fully expect to see more fluoride headlines in the days and weeks ahead. The real problem with that is there finally appears to be a razor-thin council majority being created, in spite of Tuesday’s tie. In addition to O’Shaughnessy, councillors Claude McIntosh, David Murphy, Maurice Dupelle and Carilyn Hebert are against water fluoridation. You can also throw Coun. Justin Towndale into that group as well. Before he left for basic training Towndale made comments that suggest he is against water fluoridation. Even if council finds its head and actually gets around to voting on the filtration plant upgrades, it appears any vote to complete the work is likely

to end 6-5 against. So, let me make this one suggestion: let the fluoride issue go. Those who lost the vote Tuesday night don’t have the support they need to see the practice resumed in Cornwall. Any moves to suggest otherwise would be a colossal waste of our time – and we’ve already beaten this subject to death.

WE WON As a fellow who was against water fluoridation, Tuesday’s events at city hall have to be taken as a victory. We all knew the vote on fluoride would be a close one, and even a 5-5 tie has to be taken as a win by anyone who wants to see fluoride continue to sit on the shelf. I feel happy for the workers at the water filtration plant. Their job just became a whole lot safer

now that they don’t have to worry about hydrofluorosolicic acid, the highly toxic substance that is added to water to create fluoride. And finally this makes sense from an economic perspective. The $340,000 to complete upgrades at the filtration plant, in addition to annual operating cost increases, can now be set aside and spent on something else. If we were getting more bang for our fluoride buck I might think otherwise, but with most of our fluoride being used to wash our clothes and cars, water our lawns and flush our toilets, does it really make sense to spend so much money on the practice? I still say no…and thankfully just enough people agree with me and the thousands of others in the community against fluoride. See you at the dentist’s office ;)

and poor messaging. The federal NDP can now renew itself under a friendly, progressive leader who inspires people, who listens to the party members, and who works with our allies in the community. Going forward, the NDP must be true to its social democratic values and principles and make income inequality, tax fairness, climate

When I looked around the lobby, there was no mention of this on the billboards and I had to ask the attendant if indeed there was a performance. At $15 per person, there is no way that paltry sum would cover the expense of bringing

this performance to the movie house. Hopefully the Cineplex management will see fit to a commitment of PR and advertising and bring more of the HD performances to Cornwall which, I am sure would be well attended if the public knew about them.

What disturbed me was the few people who knew about it. There were eight patrons who sat through a two-hour performance by Jonas Kauffman

I am sure the patrons who come regularly to the HD operas from the Met must not have known anything about this outstanding performance. There is an old saying that you can pick your friends but you can’t pick your relatives. Perhaps that was what Annie Dingwall was thinking when she re-did her will while spending her final days living in a Hotel Cornwallis suite. At the time, the downtown hotel was a hospitality Crown jewel and few local folks could afford to take up residence in the hotel. Unfortunately for the unrelated beneficiaries who thought they were sharing her estate (aka considerable wealth) an Ontario judge sided with the unhappy relatives. The Cornwall spinster, a shrewd business person who lived a frugal lifestyle, just happened to be one of Cornwall’s wealthiest residents with an estate valued at $525,000. Her wealth was what is sometimes called “old money.” Might not sound like a huge estate by today’s standards, but it was a major pile of cash in the 1950s, a time when the average family income was $4,200, a new car sold for $2,200 (no tax), you could buy a house for $10,000 and 35 cents got you a movie ticket. Today, Annie’s estate would be worth around $4.5 million, which is why her next of kin, upon discovering that they had been excluded, couldn’t get to the court house fast enough to file a legal challenge. Her estate was left to two much respected city physicians - Dr. Samuel Aber and Dr. Charles McGuire, who had cared for the 85-yearold, her two faithful private duty registered nurses, and Cornwall General Hospital. Dr. Aber, who had filled in for Annie’s regular family physician, Dr. McGuire, when he was

unavailable, was left a whopping $450,000. Dr. McGuire was given $5,000 while the two private duty nurses each received $2,500. The hospital received $50,000. The will was contested by her brother, Roderick, an 82-year-old Cornwall lawyer, along with five nephews and three nieces, none of whom lived in Cornwall and had had little contact with the reclusive Annie. The case was not only the talk of the town, as the say, but received wide-spread coverage across the country. There had never been a case like it in Cornwall and SD and G. After hearing all the legal arguments and poring over evidence during a five-week period, the final three weeks in a Toronto court room, Mr. Justice R. I. Ferguson delivered his decision: the will was invalid. The exclusion of family members, he said, was “unjust.” Noting that evidence showed Annie was in feeble condition and in a poor mental state when the will was re-written a year before her death, Justice Ferguson called her decision to exclude next of kin and reward non-relatives, one of whom was not her regular doctor, “suspicious.” ‘SCENE’ THROUGH A LENS A former Cornwall resident who walked away from a teaching career in the 1970s to pursue a passion for wildlife and wilderness photography has become one of the most published nature calendar photographers in the world. Tim Fitzharris, a Cornwall Collegiate and Vocational School graduate now based in New Mexico, is the author and photographer of 28 books on wildlife and wilderness. His work has

CORNWALL, Ont. ñ The Cornwall Community Police Service is celebrating Police Week in the community. Bishop MacDonell students visited the CCPS east-end station open house as part of Police Week in Ontario (May 15-21) on Thursday (May 19). Students examined the uniqueness of fingerprints rough dusting and lifting them with the help of Const. Carole Lalonde. Lalonde, a member of the forensics unit since 2013, told students that in Canada, unlike the U.S., a university degree is not required to be a forensic identification officer. If a cop exhibits

the skills needed and a genuine interest, the service recommends training. Meanwhile outside, the tasty smell of a barbecue fundraiser for Special Olympics Ontario wafted in the stationís parking lot, as students and local residents visited with representatives of several law enforcement agencies and community support groups. A series of information kiosks with equipment on display were manned by the SD&G OPP, SLC police foundations program, Canada Border Service Agency (CBSA), Ministry of Natural Resources, Seaway Valley Crime Stoppers, Cornwall Emergency Response Team (CERT), CN Rail police, Triple P program of SDGPR&A, Victim Services of SDG&A, and the Sexual Assault Support Services (SASS) of SDG&A.

SOUTH GLENGARRY NEWS

Council ready to share water with South Glengarry properties Todd Lihou todd.lihou@tc.tc

CORNWALL, Ontario – City council wants to provide water to several properties across the municipal border in South Glengarry. City councillors agreed to provide as much as 1,200 cubic metres of water a day to existing buildings on the east side of Boundary Road. A negotiated agreement still needs to be completed. “From an economic point of view - any prosperity on our border reflects on us and it’s good for us,” said Coun. Elaine MacDonald. “It’s a great idea.” The move won’t cost city taxpayers anything as any costs associated with the plan will be borne by South Glengarry. South Glengarry Mayor Ian McLeod has indicated increased development on Boundary Road spurred his community to make the

request. “We’ve seen over the last couple of years Boundary Road…certainly has had many, many changes. It’s no longer just a connecting link. It has become an employment centre,” he said last month. “I think it is acknowledged by everyone in business that you require full municipal services. “It’s working, but it’s not working nearly as well as it should.” There is some concern though. Many have expressed concern that more development outside the city could occur, meaning tax revenue could go to South Glengarry instead of Cornwall. Cornwall’s industrial park is right next door to the area in South Glengarry which will be serviced by the city water. CAO Norm Levac indicated there will be a term limit on the agreement, so that city officials can re-evaluate its success in the future.

Cornwall’s municipal water system can easily accommodate the request. Mayor Leslie O’Shaughnessy said the water works in Cornwall currently operates at just 30 per cent of its capacity. MacLeod said only properties on the east side of Boundary Road, from Tyotown Road north to Highway 401, would be serviced by city water, if the agreement becomes a reality. It’s believed any costs associated with the plan would be borne by South Glengarry.

Mental health program in area schools renewed for another year Todd Lihou todd.lihou@tc.tc

A program to educate area students on how to address mental health issues has been renewed for another year. The Cornwall Canadian Mental Health Association announced Wednesday more than 100 posters will continue to hang in schools throughout SD and G and Prescott-Russell, imploring young people to seek help if they are coping with a mental health problem. Joanne Ledoux-Moshonas, manager of mental health promotion at the CMHA, said the campaign is more than just hanging decorative posters in school cafeterias. “(Students) need to know there are resources to help out there,” she said, adding the campaign covers topics including depression and

suicide. “Within the friends in their circle, or in their family life...at least one person will have some form of mental health struggle in their lives. “The sooner we can lead students to resources, the sooner recovery can begin.” Eric Genier, principal at Ecole Secondaire L’Heritage in Cornwall, said the campaign is paying dividends already. This new generation of students is a lot more open about mental health,” he said. “They’re really conscious and the parents are really conscious of the issue. The dialogue is there.” Thirty-three high schools in the region will see the posters hanging throughout next year, mostly in cafeterias. The posters will also be displayed at arenas throughout the area. The poster campaign is being sponsored by The Brister Group and Heartland Farm Mutual.

The Fun ‘n’ Friends in the Park Program, Camp SpArts will be taking place this summer from July 4th until August 19th (7 week sessions) from 8:00 am to 5:00 pm for ages 6 to 12. Each week is a different theme. To register for camp, visit the Programs and Activities page on our website or contact the Char-Lan recreation Centre at 613-347-2411, 19470 John Street in Williamstown.

WILLIAMSTOWN, Ontario - The United Counties of SD&G is looking to rid an unwanted pest from several rural roadways in the upcoming weeks. The counties roads department will be spraying noxious weeds with approved herbicides to control the growth of undesirable vegetation. Depending on weather conditions, the work will begin the week of May 16 and should be completed by June 30. “The program which will be undertaken targets unmaintained rural roadsides where the proliferation of these weeds can impact adjacent fields,” said Benjamin de Haan, director of transportation and planning services for the United Counties of SD&G. “The roads that have been selected for treatment are roads with the highest weed pressures.” If you do not want your home to be treated, place ‘no spray’ signs at the start and finish of your property. The counties also mows unmaintained ditches from the shoulder of the road to the fence line once per year (depending on the steepness of the ditch and weather conditions). Mowing begins in June and finishes in October, while tree and brushtrimming occurs from spring to fall. Information about the annual vegetation management program, roads which will be treated, how to erect ‘no spray’ signs, can be found at www.sdgcounties.ca.

Cornwall Chamber launches small business campaign CORNWALL, Ont. ñ The Cornwall Chamber of Commerce, in partnership with the Ontario Chamber of Commerce, has launched a campaign focusing on small businesses. On May 5, the Cornwall Chamber launched Small Business: Too Big To Ignore ñ a six-month campaign that will highlight the important contributions of small businesses within local communities and investigate barriers to small business growth. Coinciding with the launch of this campaign, the OCC also released its report, Top three Obstacles to Small Business Success. The report is aimed at starting a conversation about the underlying challenges that are weighing on small businesses and stifling job growth. In the report, the OCC notes the obstacle of the rising cost of doing business as a major impediment to small business growth. In fact, OCC survey results show that one in twenty businesses in the province expect to close their doors in the next five years due to rising

electricity prices. In addition, 38% will see their bottom line shrink, with the cost of electricity delaying or canceling investment in the years to come. In addition to the rising cost of doing business, the OCC report also lists key infrastructure gaps and a lack of access to skilled workers as the top three obstacles weighing on small business. According to a recent OCC survey, 39% percent of employers have had difficulty filling a job opening over the past year and a half, an increase of 11 percentage points since 2014. ìThe alarming rise in the cost of doing business is just one of the many elements putting pressure on Cornwallís small business sector,î

said Cornwall Chamber president Rory MacLennan. ìThe Cornwall Chamber is partnering in this campaign to take a look at how we can mitigate these types of costs by engaging both government and business leaders in a productive conversation to the answer the question, ‘what is ailing small business?’î ìBuilding a 21st century workforce has been a cornerstone of provincial chambersí advocacy efforts for quite some time,î continues MacLennan. ìWeíve seen progress over the past few years but we recognize the need to foster greater connections between skilled workers and employers.î Over the next six months, the Cornwall

Chamber along with chambers of commerce and boards of trade, province-wide will hold consultations with small business owners throughout the province to identify the barriers that they face. The Cornwall Chamber said nearly 3 million Ontarians are employed by small businesses of 100 or less employees, but the rising cost of doing business in the province is stunting their growth, according to the Commerce. ìSmall businesses of 100 or less employees are the core of our membership and employ nearly 3 million Ontarians, which is why weíve decided to undertake the Small Business Too Big To Ignore campaign,î said Allan Oí Dette, president and CEO of the OCC. ìThe insights gained from the local chamber consultations will inform an upcoming OCC report to be released during Small Business week in October 2016. Weíre really looking forward to the feedback.

CORNWALL, Ont. ñ For Erica and Jacob St. Denis, a tragedy unfolding across the country has turned into a lesson in caring. The Cornwall siblings will be hosting a fundraising yard sale on Saturday, May 28 to support Canadian Red Cross fire relief efforts in Fort McMurray. The event runs from 8 a.m. to 2 p.m. at 1333 Notre Dame Street. “I wish I was an adult. I could go there (Fort McMurray) to put out the fires,” said Jacob St. Denis, 8. “After I watched the video of someone’s house burning and talked about it at school, it made me really sad. So I really wanted to help.” And Jacob’s big sister is backing him up. “I really want to help out because I always try to put myself in other people’s shoes,” said Erica St. Denis, 11. The duo are asking for donations of items to be sold at the yard sale. “Please spread the word so that we have lots of items to sell, a great turnout, raise money for a good cause...and to prove that kids can make a difference,” said event organizer Adele St. Denis, Erica and Jacob’s mom. Proceeds will go to the Canadian Red Cross to help the victims of the Fort McMurray fires. The donation will also be matched by the Government of Canada. Any unsold items will be brought to the Agape Centre at the end of the day. For more information, visit www.facebook. com/events/224957004556411/.

It’s not recommended to make your maiden outing of the season be a full round. Devote your first baskets of balls to your short game, using your 8 and 9 irons as well as your pitching wedge. Apart from sparing your body, you will master shots of less than 100 metres more quickly. This aspect of the game often makes the most difference on a score card. You can then gradually continue your preparations with longer irons, finishing off with your woods. Always take about ten minutes to do some stretching exercises before each round of golf. And it is wise to plan to spend some time on the practice green in order to improve your concentration. Regular visits to the practice range are always a good idea in order to correct errors or to re-establish your routine. A few lessons with a pro can also be of real benefit. Have a great golf season!

Prepare for your best golf season yet If you haven’t been in a sunny climate all winter, the time to prepare for your golf season is right now. But before you head out to your first tee-off, think about adopting a good training program that will help you avoid injury. It cannot be repeated often enough: good physical fitness plays an important role in even this slow-moving sport. Regular exercise helps with flexibility, cardio health, and the smoothness of your swing. It will also help you prevent injury to the back, shoulders, and hips. Even simple stretches will help to improve your flexibility and balance. Don’t hesitate to seek the advice of a professional who will know how to adapt the appropriate exercises for your physical capabilities and requirements. On May 15 Tina Paine and her daughter Elizabeth Paine travelled to Ottawa to compete in The Marital Artist Open. Elizabeth has a green belt, and her mother just started and is a white belt. The pair showed off their skills and each earned medals; Elizabeth a fourth place, and Tina a second place. Sensei Dave Wattie is very proud of both ladies.

Paramedic Services Week is being marked from May 22 to 28 and the local service is feted for the good work it does in our region. Ambulances are constantly moving throughout the city and counties day and

night to ensure safe and rapid response to any call for service. In addition, paramedics are providing valuable in-home care through the Community Paramedic Program. “Each shift, paramedics go to work prepared to meet the unexpected. They equip themselves both mentally and physically to deal with the challenges they will face in serving the community and its citizens,” said Paramedic Services Chief Myles Cassidy. To ensure quality care, paramedics engage

in thousands of hours of specialized training and continuing education throughout the year to acquire and enhance their lifesaving skills. “The highly trained paramedics who serve Cornwall and SDG respond to disaster scenes, medical emergencies, motor vehicle accidents and other emergencies, providing everyone with quality emergency care,” said Cassidy. “Appropriate medical care in an out-of-hospital setting dramatically improves the survival and recovery rate of those who experience

Shar’s Tip of the Week Fabric wallpaper can only be dusted and easy to do with a hand held vacuum cleaner, any cleaning solution may damage and stain the fabric. If your non-washable wallpaper is stained, try an art-gum eraser and gently rub it. Here’s a noval way to clean washable wallpaper with detergent suds. Mix 1/4 cup of liquid dishwashing soap with 1 cup of warm water and beat until suds form a stiff foam. Scoop up only the foam and pat gently with a cloth. You can also transform your regular wallpaper into washabale wallpaper by giving it a coat of wallpaper sizing, then one coat of clear shellac.

Sherlock’S camping Trip

Sherlock Holmes and Dr. Watson went on a camping trip. After a good meal and a bottle of wine, they laid down for the night, and went to sleep. Some hours later, Holmes awoke and nudged his faithful friend. “Watson, look up at the sky and tell me what you see.” Watson replied, “I see millions and millions of stars.” “What does that tell you?” Watson pondered for a minute. “Astronomically, it tells me that there are millions of galaxies, and potentially billions of planets. Astrologically, I observe that Saturn is in Leo. Horologically, I deduce that the time is approximately a quarter past three. Theologically, I can see that God is all powerful and that we are small and insignificant. Meteorologically, I suspect that we will have a beautiful day tomorrow. What does it tell you?” Holmes was silent for a minute, then spoke. “It tells me that someone has stolen our tent.”

Former mayor Bob Kilger was touring Cornwall a little bit on the long weekend. He looks to be in fine shape and has taken a new job. He works as a liaison, connecting the private sector with government bureaucrats concerning business opportunities.

Back to fluoride: don’t read too much into council’s vote Tuesday to remove the existing HFSA acid at the filtration plant. The acid, used to create fluoride, was going to have to be removed from the plant regardless of whether council voted to continue water fluoridation, or end it.
