New Rachel’s Kids care centre planned for Boundary Road CORNWALL, Ontario - Rachel’s Kids is opening a new community building to help families in need in our region. The agency has secured space at 850 Boundary Road to open a resource centre for children with disabilities and families in need throughout our area. A sensory room is being created to provide a space for children who suffer from sensoryprocessing disorders and autism-spectrum disorders. The hope is the room will foster their

sensor y develop ment, enhance their co-ordination and provide the opportunity for self-regulation. In addition, a community room will be created that will be designed to help families by giving them access to services that they may not be able to have at home.

“We would have a computer for families to use, a printer/copier, tables and chairs, and resource pamphlets informing them on services our community offers, as well as a small library, “ said Kim Lauzo, executive director of Rachel’s Kids. The agency was founded by Dr. Rachel Navaneelan, a local dentist. Rachel’s Kids is in the midst of moving in to the new location. It is anticipated it will be ready to service area families later this summer. “While we may not be able to change anything about the amount of poverty that is

present in our community, we can change the quality and type of programming that is offered to the children and families that are struggling to provide for their (children),” said Lauzon. “The need in our community is present and we want to give the children who had a less fortunate start a leg up on starting their educational journey.” This Saturday will mark the 2016 Rachel’s Kids Garden Party, which runs from noon to 5 p.m. at the Ramada Inn. Last year the garden party raised $141,000. Tickets for the garden party can be purchased by call 613-933-3946.

Fire rips into Ontario Hockey Academy Todd Lihou todd.lihou@tc.tc

CORNWALL, Ontario – Firefighters were at the scene of a blaze on Vincent Massey Drive at the Ontario Hockey Academy last Thursday, which has caused extensive damage. The fire began burning just before 7 p.m. It’s unclear what sparked things, but the city’s public information department confirmed everyone from the facility, including students, had been accounted for. There were no injuries.

The city’s fire service brought in more resources from South Stormont to help with the situation. Thick black smoke was billowing from the building and flames were screaming into the air as firefighters worked on dousing the fire. By nightfall much of the facility was a smoking ruin, and firefighters were pouring water into the charred structure. The fire is believed to have originated in the dormitory section of the academy, the city said in a media release.

Firefighters had used chainsaws to vent the structure and a man at the scene said flames then began to shoot into the sky. “After some time the fire broke through and started burning the roof,” said Aaron White. “The more flames became visible the more heat we could feel.” A massive crowd had gathered at the scene. “The crowd was small at first then grew very, very large,” said White. Firefighters from both Cornwall stations were called in to fight the flames, as well as off-

duty people. The Ontario Hockey Academy is a private high school where students live on a residential campus with classmates, while also receiving heavy doses of instruction both on and off the ice. Ninety-five residents from the hockey academy were put up at the Ramada Inn for the night. A neighbouring care facility has been evacuated as a precaution.

Off-duty firefighters unreachable during last week’s massive blaze CORNWALL, Ontario – Last week’s massive blaze at the Ontario Hockey Academy is raising alarm bells with the city’s fire department and its ability to call in off-duty personnel. Both the fire service, and its union, concede there are significant problems with a system that must resort to a person, typically a dispatcher, sitting down to manually call in offduty people. The problem lies in the fact that at the time of a major incident, like last week’s fire, dispatchers are already swamped with work, including monitoring the scene and answering a flood of 911 calls. During last week’s fire at OHA the city had to

resort to requesting firefighters from South Stormont – while it was at the same time trying to call in a number of its own people who either declined to come in, or didn’t get the call. “The problem here is we’re doing it in the stone ages,” said Jason Crites, president of the Cornwall Professional Firefighters Association. “To call us back they have manually sit there and call us. The worse the scenario, the worse it works. “It sounds like they missed the better part of one shift.” No one is ready to make the leap yet and suggest that the South Stormont firefighters wouldn’t have been necessary had enough Cornwall firefighters been called in. But the questions are being asked. “It’s hard to tell, because how many guys

would they have got. They would have had more of our guys in,” added Crites. “This has got more to do with the call-back system that everyone knows has been broken for 10 years. “It’s not so much activating mutual aid as it is exhausting our own resources first.” Fire chief Pierre Voisine was not available for comment, but deputy chief Bruce Donig concedes there are problems with the system. “We definitely have some challenges in relation to that call and getting ahold of our offduty guys,” he said, adding the fire service is working the problem to find efficiencies. “Dispatch was obviously very busy and dealing with us and the police in dealing with the size of that incident and the scene. “We made the determination for the wellness of our firefighters who had been on the

scene for two hours…that’s why we went ahead and called in Long Sault to come and help us.” It’s unknown how much that call will cost the city. Donig said calculations are still being finalized when it comes to South Stormont firefighter hours and the like. About a dozen from South Stormont helped fight the city fire. Donig declined to say how many off-duty city firefighters were being sought to fight the fire, but Crites suggested more than a dozen ultimately made the trip in to help. Crites also said the union is in the midst of readying grievances that the city will have to answer. The union would like to see a high-tech solution to the problem that includes automated calls seeking help from off-duty fierfighters.

Benson Centre gymnasium operating costs could be covered by user fees - report Todd Lihou todd.lihou@tc.tc

CORNWALL, Ontario - City hall thinks it might be able to offset the cost of a new gymnasium at the Benson Centre by way of increased user fees. A report going before city councillors next week suggests a new gymnasium being considered for the Benson Centre will cost $6.3 million to build, and will add $100,000 to municipal parks and recreation budget. But rental fees for the new multisport facility could see as much as $124,000 raked in annually, according to a city hall report.

“Excluding annual debt charges, it has been determined that there would be little impact on the overall recreation services’ operating budget, as the department would utilize existing staff to manage the bookings and maintain the space,” parks and rec manager James Fawthrop said in the report. “(User fees) collected from the proposed facility would offset additional operating costs.” Of course just when, or if, a gymnasium will be built at the Benson Centre is still very much a matter of debate. City council has not approved such a scheme and there are plenty of projects in the city vying for government support.

BE READY FOR A HOT SUMMER Rent To Own and Relax • Air Conditioning System • High Efficiency Natural Gas • Single or Two Stage Heating

“We have competing interests here,” said Coun. Bernadette Clement, pointing to other projects like an arts centre and Pointe Maligne celebrations that will likely require municipal support – and money. “The federal government has said they have (grant money). We have to determine what is most important for the community. I would think community support for

this is critical. “We’re going to have to have community discussions – how do we work out all these competing interests?” Mayor Leslie O’Shaughnessy agreed. “It’s not just the people who have initiated this,” he said. “The public will have to be included.”

Dupelle slams poor communication between city hall, residents Todd Lihou todd.lihou@tc.tc

CORNWALL, Ontario – A councillor is slamming what he feels is a lack of communication between city hall and taxpayers. Coun. Maurice Dupelle Tuesday night railed against shortcomings the city needs to address when it comes to speaking with residents about projects in their particular neighbourhood. “We don’t consult enough as we should, and then we’re here to stand up on our feet and make a decision when the residents haven’t been given an opportunity to give proper feedback,” he said. “And if we’re not looking for their proper feedback then let’s not ask.” Dupelle’s outrage was sparked thanks to a massive reconstruction on Anderson Drive in Cornwall. Residents on the street have signed a lengthy petition asking that the city reconsider some of its reconstruction which includes sidewalk work, sewer replacement and changes to the width of boulevards. The councillor suggested not enough time was afforded residents to learn of the specifics of the project, and voice concerns. “The residents I have heard from have said anywhere from the day before to a few days, and that’s kind of unacceptable,” said Dupelle. “We do a poor job in communicating and getting public feedback. People work two jobs (and) until something is in your face and they’re ready to respond…I don’t

Councillors have decided to hold off on giving their assent to modifications to the construction work until more dialogue between the city and residents takes place. Council is expected to revisit the issue in June.

Todd Lihou • Number of Units Purchased: 5747.13 • Monthly Distribution Amount: $0.047**

*Actual amount may vary. **Targeted monthly distribution rates are based on the net asset value per unit of a fund as at the fund’s previous yearend. Target distributions are not guaranteed and may change at any time at the discretion of the fund’s Manager. If distributions paid by the fund are greater than the performance of the fund, distributions paid may include a return of capital and an investor’s original investment will shrink. A return of capital is not taxable to the investor, but will generally reduce the adjusted cost base of the securities held for tax purposes. If the adjusted cost base falls below zero, investors will realize capital gains equal to the amount below zero. Distributions are automatically reinvested unless an investor elects to receive them in cash. Investors should not confuse a fund’s distribution rate with its performance, rate of return or yield. CORNWALL, Ontario - Plans are beginning to take shape for the new $350,000 splashpad in Riverdale Park, which could be ready for young splashers this summer. The splashpad – the third such facility in Cornwall – will be located east of the existing playground structure. It is hoped the facility will be operational by the middle of August. At the May 24 city council meeting, councillors awarded the splashpad construction tender to Grant Marion Construction of Cornwall. Work is expected to begin on site this week. Construction fencing will likely be installed

this week. In addition, work on the electrical components of the project will likely begin this week. This will cause temporary disruptions to the lighting for the nearby tennis court. The tennis court lights will be out of service during the construction of the splashpad and they will be returned to service as soon as possible. “We know residents are excited to see this new addition to Riverdale Park,” said James Fawthrop, Division Manger of Parks and Recreation. “We have worked hard to accelerate the tendering process in order to get the splashpad operational for a portion of this summer.” Funds for the new splashpad in Riverdale Park were incorporated into the 2016 city budget. The project is being financed over eight years.

Latour broke regulatory rules, says panel CORNWALL, Ontario - The former head of a Cornwall business advocacy group broke the rules when he accepted and failed to repay nearly $652,000 in loans from clients. Gilles Latour, who for a time led Team Cornwall, has not yet repaid the money he obtained from at least three clients dating back some nine years.

The Mutual Fund Dealers Association, in a decision released Monday, said Latour’s acceptance of, and failure to repay the money contravenes its rules. Latour, said the MFDA, also failed or refused to provide documents and information, as well as attend an interview, as requested by MFDA staff

during the course of an investigation into his conduct. The MFDA hearing panel said it will issue written reasons for its decision as to misconduct at a later date. Submissions with respect to penalty will also take place later.

The MFDA hearings are not part of the dozens of criminal charges Latour has found himself saddled with, which are scheduled for preliminary hearing next month in a city court. The MDFA is a self-regulating body overseeing more than 80,000 approved mutual fund dealers across the country.

DENIM AND DIAMONDS: How to combine casual with bling? Todd Lihou todd.lihou@tc.tc

8 - Thursday, June 2, 2016 - Seaway News - www.cornwallseawaynews.com

CORNWALL, Ontario – Denim and Diamonds, an annual fundraiser for the Cornwall Community Hospital Foundation, is all about being fashionable, while also remaining comfortable. We’ve all been to formal events that require a black tie and long evening gowns, not to mention a healthy dose of bling. Denim and Diamonds has taken the best of both worlds, and allows patrons to remain comfortable in a pair of jeans or a denim shirt, while also frosting themselves with some classylooking jewelry. But how does one combine the two? Seaway News’ resident Fashionista Todd Lihou sat down with Lisa Coleman, CEO of Rent frock Repeat and Annie Cooper, diamond specialist at Pommier Jewellers, to find out how to pull off a great look at Denim and Diamonds. FASHIONISTA: How do you combine denim, something people associate with the weekend and cut-off shorts, with diamonds, something you associate with dressing up for a formal event? LISA: “It’s something we see in every day fashion. People do sort of a dress-down, but then throw on some heels and some really fun jewelry with it. We love the combination of doing something less feminine but then grounding it with some jean material. Whether it’s a denim shirt or jeans, it’s part of any everyday fashion world.” ANNIE: “Diamonds can be worn in a casual way – sometimes it depends on the length of the necklace or how you wear the bracelet. You should not overdo it with chandelier earrings and a traditional diamond necklace – do one or the other.” FASHIONISTA: If you’re going to this event for

the first time, how should you approach your look and prepare? LISA: “If it’s a first event…Google and see the pictures from year before. It’s a great place to start. Chances are you will get a glimpse into what people are doing.” ANNIE: “I think going with your own sense of style and what you’re comfortable with wearing. With jewelry you can’t really go wrong. As long as you don’t go all-in. If you’re going to do something chunky, don’t do chunky earrings and a chunky necklace. Mix it up a little bit. Take a few little elements from each category. If you’re going to layer your bracelet, don’t layer your necklace too.” FASHIONISTA: Should you be looking to get something brand new, or will a more casual look suffice? LISA: “You can do something that is straight out of the closet. That’s what is great about this event. When someone has an event to go to the first thing they wonder is ‘What am I going to wear?’ And the great thing they have done with this event is making it all about showing up in the jeans you had last year but dressing it up with something fun like a new blouse or a piece of jewelry. Anything goes…and that’s why so many people keep coming out every year.” ANNIE: “If you haven’t updated your wardrobe in a while you probably have very traditional pieces so, of course you still want to be able to wear it. So choose one of your traditional pieces… and add something more casual to wear to maybe dress down your formal piece.” Denim and Diamonds, to benefit the construction of a new mental health wing at the Cornwall

2016 CORNWALL LIVING: Latest edition of popular magazine launched at downtown party Todd Lihou todd.lihou@tc.tc

CORNWALL, Ontario - When you’re this big, you better Dress for Success. The 2016 edition of Cornwall Living, a popular magazine that showcases the city, United Counties and surrounding communities, was unveiled Thursday at a launch party at Esca Gourmet and Pizza Bar. At 132 pages the latest edition of Cornwall Living is the largest ever produced by TC Media and its contributors including the economic development department at the City of Cornwall. “As our theme this year we chose ‘Dress of

Success’, because our community has worked hard to not only market itself as a destination for new families, new business and fun leisure activities, but we have made an extra effort to beautify Cornwall and area,” said TC Media Cornwall general manager Rick Shaver. “Our waterfront continues to see the Cotton Mill District evolve, and there has been millions of dollars invested in new construction throughout our region.” The 2016 cover includes Lisa Coleman, CEO of Rent frock Repeat, a Cornwall-based that meets the needs of thousands of women, via online sales, from coast-to-coast. Cornwall economic development officer Bob Peters interviewed Coleman for the 2016 edition of

the magazine and said the local businesswoman is an inspiration to others. “Rent frock Repeat offers women the chance to wear high-end designer dresses, hot off the runways, for a fraction of the retail cost,” said Peters. “It’s great to have a home-based business here in Cornwall that links people who have a common interest in fashion. Shaver thanked advertisers, clients and readers for making the 2016 edition of the magazine an unqualified success. “The reason our magazine is so popular is the magarelationships we have made with so many important members of our community,” he said. “Their sup- zine a leader in marketing the great work port and commitment to our work makes the that has made our region famous.”

Limantzakis weighs in on water fluoridation; hosts free dental clinic Friday Adam Brazeau

adam.brazeau@tc.tc

CORNWALL, Ont. – Dr. George Limantzakis of Seaway Family Dental is weighing in on the long-standing issue of putting fluoride in the drinking water supply. Limantzakis says that tooth decay rates go up when communities stop fluoridating their water, using nearby Dorval, Que., as an example. “It’s too bad council voted against it, the decision to remove fluoride from the city’s drinking water is detrimental for people who can’t afford to visit the dentist and/or have soft

teeth,” he said. “I strongly believe cavity prevention starts with fluoride. I’m not sure if it was more of a financial decision, because of upgrading costs and maintenance fees. But there are health issues, too. Fluoride if added to water correctly is supposed to be safe.”

To help prevent tooth decay, Limantzakis recommends using fluoridated toothpaste, in addition to brushing, flossing, using mouthwash, and regular dentist visits. Meanwhile, Seaway Family Dental’s fifth annual Dentistry from the Heart event takes place this Friday (June 3). Starting at 8 a.m., Limantzakis and his staff of hygienists and dental assistants as well as other dental professionals from the area will treat patients on a first-come, first-serve basis, for free until 3 p.m. Registration starts at 7:30 a.m. “It’s very important for us to treat people

La Poutine Week: And the winners are...

CORNWALL, Ont. – The Seaway Food Festival has announced the winners of the city’s inaugural La Poutine Week (May 24-28). The concept was pretty simple: local selected restaurants developed special poutine dishes and customers voted for their favourite one. Thirteen establishments battled in this friendly competition where three awards were up for grabs: People’s Choice Award, Jury Award, and Poutine Of The Year. After over 1,000 votes cast and 1,500 poutines sold, the winners are: People’s Choice Award: Chef In A Bun’s ‘The Great Canadian Poutine’ People’s Choice Award runner-up: Rod’s Fry Shack – ‘Fully Loaded Chicken Poutine’ Jury Award: Eight Zero Zero’s ‘Triple Crown’ Jury Award runner-up: Nautica Grill & Wine’s ‘Tagine Poutine’ Poutine Of The Year: Bar Q’s ‘The Q uintessence’ Honorable Mentions: Sheep’s Head Bistro’s ‘Sea-cilian’ and Truffles Burger Bar’s ‘Ragù Il Verro.’ “We are completely blown away on how quickly and positively this concept was embraced by the restaurants and the community,” said Sebastien Manigat, director of the Seaway Food Festival. “Surely the competition aspect is what drove

NOTICE OF PUBLIC INFORMATION CENTRE (PIC) 1 PRELIMINARY DESIGN AND CLASS ENVIRONMENTAL ASSESSMENT

EOTB-MAKING IT WORK

Highway 138 Improvements from Highway 401 to Highway 417 (G.W.P. 4015-08-00) The Ontario Ministry of Transportation (MTO) has retained Stantec Consulting Ltd. to undertake a Preliminary Design and Class Environmental Assessment (Class EA) Study for operational and safety improvements to approximately 35 kilometres of Highway 138 between Highway 401 and Highway 417 in the City of Cornwall and the Townships of North Stormont and South Stormont. The purpose of the study is to identify a Recommended Plan for improvements as part of the Ministry’s ongoing review of safety and operational needs for the provincial highway network. The improvements could include intersection improvements, turning lanes, passing lanes, drainage improvements, possible carpool parking, corridor access and entrance reviews, and snowdrift mitigation.

Date: Wednesday June 15, 2016 Time: 4:00 p.m. to 8:00 p.m. Location: Cornwall Township Lions Club, 17413 McPhail Road The project team is seeking information about local carpool/commuter behaviours as part of this PIC. We encourage you to visit the project website at www.highway138study.ca to complete the carpool/ commuter survey to assist with this process. Copies of the survey will also be available at the PIC. THE PROCESS This study is a “Group B” project under the Class Environmental Assessment (EA) for Provincial Transportation Facilities (2000) and includes undertaking environmental and engineering field investigations and seeking input from the public, local municipalities, external ministries/agencies, and businesses. A second PIC is tentatively scheduled for the fall of 2016. Upon completion of preliminary design, a Transportation Environmental Study Report (TESR) will be prepared and made available for public review. Notices will be published in local newspapers to advise the public of the TESR public review period.

Mayor Leslie O’Shaughnessy, standing left, congratulates new chamber president Rory MacLennan. Seated from left are treasurer Shawn Filion, first vice-president Meagan MacDonald, second vice-president Lesley Lang and past president Denis Carr.

Cornwall chamber launches small business campaign CORNWALL, Ont. – The Cornwall Chamber of Commerce, in partnership with the Ontario Chamber of Commerce, has launched a campaign focusing on small businesses. On May 5, the Cornwall Chamber launched Small Business: Too Big To Ignore – a six-month campaign that will highlight the important contributions of small businesses within local communities and investigate barriers to small business growth. Coinciding with the launch of this campaign, the OCC also released its report, Top three Obstacles to Small Business Success. The report is aimed at starting a conversation about the underlying challenges that are weighing on small businesses and stifling job growth. In the report, the OCC notes the obstacle of the rising cost of doing business as a major impediment to small business growth. In fact, OCC survey results show that one in twenty businesses in the province expect to close their doors in the next five years due to rising electricity prices. In addition, 38% will see their bottom line shrink, with the cost of electricity delaying or canceling investment in the years to come. In addition to the rising cost of doing business, the OCC report also lists key infrastructure gaps and a lack of access to skilled workers as the top three obstacles weighing on small business. According to a recent OCC survey, 39% percent of employers have had difficulty filling a job opening over the past year and a half, an increase of 11 percentage points since 2014. “The alarming rise in the cost of doing business is just one of the many elements putting pressure on

Cornwall’s small business sector,” said Cornwall Chamber president Rory MacLennan. “The Cornwall Chamber is partnering in this campaign to take a look at how we can mitigate these types of costs by engaging both government and business leaders in a productive conversation to the answer the question, ‘what is ailing small business?’” “Building a 21st century workforce has been a cornerstone of provincial chambers’ advocacy efforts for quite some time,” continues MacLennan. “We’ve seen progress over the past few years but we recognize the need to foster greater connections between skilled workers and employers.” Over the next six months, the Cornwall Chamber along with chambers of commerce and boards of trade, province-wide will hold consultations with small business owners throughout the province to identify the barriers that they face. The Cornwall Chamber said nearly 3 million Ontarians are employed by small businesses of 100 or less employees, but the rising cost of doing business in the province is stunting their growth, according to the Commerce. “Small businesses of 100 or less employees are the core of our membership and employ nearly 3 million Ontarians, which is why we’ve decided to undertake the Small Business Too Big To Ignore campaign,” said Allan O’ Dette, president and CEO of the OCC. “The insights gained from the local chamber consultations will inform an upcoming OCC report to be released during Small Business week in October 2016. We’re really looking forward to the feedback.”

Problematic call-back system at fire hall needs to be fixed - now Todd Lihou todd.lihou@tc.tc

I was walking through Walmart last Friday, minding my business while trying to find that damn coffee whitener my wife just has to have, when I happened to bump into a Cornwall firefighter. “Surprised to see you up and about today – you guys had a heck of a night last night,” I said. He looked at me with a smile and replied: “Not me – I never got a call.” Turns out he wasn’t alone. While there are no specific numbers being release at this point, I’ve heard that more than two dozen off-duty firefighters were sought by the service to help battle the flames at the Ontario Hockey Academy last Thursday. Firefighter union president Jason Crites said about a dozen responded, but I’ve heard it might be less than that – a lot less. And while no one is officially suggesting the lack of support from off-duty people (be it those who could not be reached, were not reached, or declined to come in) resulted in Cornwall activating its mutual aid agreement with South Stormont to bring in outside firefighters to battle the blaze, it sure looks that way from this desk. And that’s bad news for a fire service that is in dire need of a public relations overhaul. Last Thursday, when Cornwall firefighters had bravely spent two hours in sweltering conditions

to douse the flames at OHA, the mutual aid agreement was exercised. We’re still waiting to find out just how much this will cost city taxpayers when South Stormont officials present us with their bill. What is known is that during a hectic situation when extra hands are required to fight a massive fire we have to resort to what Crites suggested to me is “stone ages” technology and manually call individuals in to work. Someone, typically a dispatcher who is already swamped with 911 calls, radio traffic and other responsibilities, has to grab a list and pick up a phone. This is a city that already has an automated service that is activated when something as simple as a water main break occurs in your neighbourhood. You get a call from a computer that advises you how long the water is expected to be out of service. Yet when buildings are burning and lives could potentially be at stake, we have to resort to lists and the speed with which someone can punch a telephone keypad. That’s scary, and if it doesn’t concern you, it darn well should. Imagine if your home, or your neighbourhood was ablaze and the fire service couldn’t call in the backup needed to beat back the flames. It could happen. A former Cornwall fire chief told me once that tinder dry conditions in Cornwall’s east end, combined with fire, a strong

wind and the close proximity of homes could take out several groups of buildings in one event. It kept him up nights, he said. Poor Bruce Donig, the likeable deputy fire chief had to answer questions on this matter on Monday when I reached out to the service. Chief Pierre Voisine, another likeable character, was out of the office for the day. Donig said the fire service is examining the issue and looking for efficiencies. Management at the service is bracing for an onslaught from the union. Crites said his association is putting together grievances on the matter to illustrate the problems it foresees with the archaic callback system.

But let’s not wait for this issue to get bogged down in politics and union complaints. Both sides agree there is a problem. It’s not often the fire service and its union will agree on anything, but in this case they concede the callback system needs an overhaul. Let’s get it done – even if it requires some offduty firefighters to wear pagers in the short term while we figure out a more permanent solution. This time it is only likely to cost us money, when South Stormont delivers its invoice. God forbid the next time it costs us more…like someone’s life.

in Europe. European countries, particularly Italy, Greece and others are simply unable to cope up with troubling situation as turmoil in Libya, Syria and other Middle Eastern countries continue to worsen. Most refugees are desperately trying to reach Europe in unworthy smuggling boats. The latest shipwreck , which occurred even as rescue ships saved thousands of others in daring operations, appear to account for the largest loss of life reported in the Mediterranean since April 2015. At that time a single ship with an estimated 800 people were trapped inside the ship. Wars and conflicts are going to continue. And smugglers will try their very best to

Rescue

profit from such conflicts. Many humanitarians sincerely believe many migrant ships sink without any trace. Refugees on these ships drown and are never ever heard of. Do human lives no longer matter? Warmer waters and calmer weather of late have only increased the migrant’s attempts to reach Europe. According to Italian authorities, the number of refugees rescued in the last couple of weeks has reached more than 15,000. Europe is trying to deal with swelling exodus, some countries are trying to downsize seek and rescue border protection in a bid to deter them. Other countries and the United Nations

High Commission for Refugees want a more peaceful solution to help the helpless migrants. The best solution would be to arrest and prosecute people who are enriching themselves by encouraging people to take the treacherous voyage to safety and then quickly abandoning them and leaving them to drown and die. A concerted international effort is urgently needed to locate and stop people traffickers, many of whom have flourished during the chaos among warring clans in Libya. Libya has become a transit point for migrants fleeing conflict, repression and poverty in countries such as Eritrea, Niger, Syria, Iraq and Somalia.

Opinion Column – Sultan Jessa The international community, particularly in the Western world, has to take immediate and urgent action to prevent deaths of people of innocent people who are fleeing their homelands in search of peaceful lives. In the past few years, several thousand people have drowned in the Mediterranean Sea. More than 700 immigrants are feared death in the most recent Mediterranean shipwreck. The real death toll could be much higher. The United Nations with co-operation from world leaders has no choice but to deploy naval warships in the Mediterranean to prevent these deaths of people who are fleeing their troubled and conflict infested regions to find a safe haven

OPINION

The game was a lot tougher back in the day was Compo Records. HERE AND THERE: Prime Minister Justin Trudeau showed a lot of class on the weekend when he paid tribute to former PM Stephen Harper at a Liberal convention in Winnipeg. Showing less class was a member of the audience, former Ontario premier Bob Rae who was caught giving the gag gesture during Trudeau’s tribute. After realizing his smart-ass gesture was caught by cameras, Rae expressed great regret for his action. Fact is, what Rae most regretted was being caught in the act. ... There they were, a few hundred war veterans cheering Donald Trump at a rally on Sunday. This is the same Trump who used his family’s influence to “dodge” the Vietnam War draft four times and ridiculed John McCain for being shot down and held captive by the North Vietnamese for six years. SPORTS STUFF: If Game 7 is needed to declare a Stanley Cup champion, it will be played on June 15. The earliest the series can end is June 6. The final game in the 1966 Stanley Cup was played on May 5. ... Last coach to enjoy a four-game championship round sweep (Colorado) is Marc Crawford, new associate coach of the Ottawa Senators. Only four others have piloted a final round sweep - Jacques Lemaire, Claude Ruel, Harry Sinden and Cooney Weiland. Cooney Weiland? He coached the 1940-41 Bruins. IN THE REAR-VIEW MIRROR: Restaurants have come and gone but none faded as quickly as Gumbolini’s Crab Chack on First Street East. Opened with much hype as Cornwall’s premier eatery, it barely got past its first annivesary date. ... Those that enjoyed more success but are no longer around

include The Uptown Restaurant, 401 Montreal Rd. - New Castle’s Restaurant, 19 Second St. E. - Shirley’s, 23 Second St. W. - F. W. THIS WEEK IN 1952: Elvis was a 17-year-old student at Hume’s High School in Memphis. George Strait was two weeks old. Juice Newton was four months old. ... The Vatican banned the books of French writer Andre Gide, which meant everyone wanted to read one. ... Cornwall retail stores were closing at 6 o’clock on Friday nights but remained open until 9 o’clock on Saturdays. Sunday shopping was banned. So were Sunday sports. ... Cornwall retail shops were not allowed to open Wednesday afternoons. The 48-hour work week was common. The minimum wage in Ontario was 75 cents an hour. ... Cornwall Golf and Country Club had a new club house. It replaced the one destroyed by fire a year earlier. ... Leslie Frost, a Lindsay lawyer, was premier of Ontario. ... Mayor Aaron Horovitz was mayor of Cornwall. ... The city’s western limit was Cumberland Street. The eastern limit was Marlborough Street. The “Welcome to Cornwall” sign said “Population 17,030”. ... If you were born in 1952, chances are you were named James, Robert, Linda or Mary. Lawrence Marion looks down at the newspaper photo of the Toronto Blue Jays Jose Bautista pulling back from a punch aimed at his jaw by Texas Rangers Rougned Odor. “Call that a punch. That’s a joke. What a wimp. He wasn’t even hurt,” declares the 86-year-old, who points out the “punch” barely brushed the Toronto outfielder. His 90-year-old friend, Bill Wereley, sitting across from him, agrees. “Now that was a punch,” says Marion looking over at his pal. He is talking about the vicious sucker punch Wereley’s jaw absorbed in a 1951 Border Softball League game between Lancaster and Summerstown. Werely played for Lancaster. Marion was with Summerstown. The game was a lot tougher in those days. This was a time when only catchers and first basemen wore gloves. And if a player could afford them, he wore steel cleats which could become a weapon when it came to sliding into a base with feet up. Time and circumstances have reunited the former sandlot foes. Both have found themselves residing at Chateau Cornwall retirement home where they have become good friends. They recall the incident some 65 years ago as if it happened yesterday. It started with an innocent play. Wereley beat out a bunt. But, as he put it with a sly smile, the first baseman got in the way and there was physical contact. As the 6-foot-2 Wereley, who worked as an Ontario Hydro lineman, crouched for a possible

dash to second, the 5-foot-6 first baseman wholloped him on the jaw. Hard. Wereley, who never saw it coming, went down but he bounced to his feet with, as they say, fire in his eyes. To say he took exception to the wallop would be an understatement. Wereley doesn’t remember much of the melee which Marion, who was playing third base, says lasted about 10 minutes. “They told me it was quite a tussel,” says Wereley. Turned out, the sucker punch fractured Wereley’s jaw. In the true spirit of sportsmanship, Marion visited Wereley in the hospital. “I was concerned,” says Marion, who agrees that it was a dirty punch. Wereley later took up umpiring in the Border league for $1.25 a game and soon discovered it had its hazards, too. “We had these big heavy steel masks with not much padding on the edges,” he recalls. “I’m doing a game and the first pitch hits me on the side of the mask and cuts me. The second pitch hits me on the other side and cuts me. The third pitch hits me square on the forehead. So I say to the catcher, ‘You’re going have to starting catching them (pitches).’ And he says, ‘How can I catch them? I can’t even see them.’” TRIVIA: A fire on Valentine’s Day 1997 destroyed this city landmark that had been part of Cornwall since the mid-1820s. TRIVIA ANSWER: The former subsidiary of Decca Records and the Music Corporation of American (MCA) that at its peak in the 1960s employed 350 people at its Montreal Road plant

Solution: Fortunately there is simple solution. Go to the practice range and take a golf ball. Place the golf ball underneath your back foot (please make sure that ½ the ball is in the ground so that you don’t fall over). If a ball is uncomfortable use a towel or something that is at least an inch off the ground. The ball/object should be placed underneath your back heel in order to ensure that you have no weight transfer and that your back shoulder does not dip in your backswing. Then simply take your normal swing. If you choose you can hit a ball or you can just take a few practice swings. Focus on not dipping your shoulder in your backswing (keep your back shoulder up and not down). I guarantee that if you master this drill you will make solid contact with the ball on a more consistent basis. This drill will force you to practice a swing with no weight shift back and away from your target and simultaneously help you with dipping your back shoulder. Practice this drill and be aware that if you are having difficulty hitting behind the ball at any point in your round, the problem could lie in shoulder position in your backswing.

We teach a fairly horizontal swing plane in comparison to most. Even though there are major benefits to this version of the golf swing certain complications can arise very quickly. This tip in particular was designed to keep golfers from hitting behind the ball. My objective is to inform you of all areas of the golf swing so that when certain situations arise, you can adjust accordingly. And ultimately checkpoints pre-established. Problem: The player(s) back shoulder in his/ her backswing dips down; meaning that the back shoulder is lowering towards the ground. This is hard to do when you have no lateral movement or weight shift back and away from the target, as we teach. However, this is very common among players who have a horizontal swing plane. The tendency is to lower your back shoulder as your swing plane becomes more horizontal. Please understand that if you dip your back shoulder in your backswing this could cause many different problems in you swing. Your timing, hand position at impact, weight shift through the ball, and follow-through position could all be negatively affected.

River Kings ready for fifth season CORNWALL, Ont. – Bob Desjardins is going nowhere. The veteran bench boss will return in the fall as the team’s head coach for the 2016-17 LNAH season. “I’m really looking forward to starting the season in Cornwall,” said Desjardins, who came to town in the middle of the last two seasons. “We will be ready.” Desjardins would like his team to be built with character players who play with passion and emotion.

“We have a good core here in Cornwall,” said Desjardins. “We have to add to that core now.” Meanwhile, preparations are well underway for the River Kings’ fifth season. “It’s good to have Bob coming back,” said general manager Rick Lalonde. “We have been working closely together preparing for the draft in June and looking at options to continue to improve our team.” The big focus right now for Lalonde and Desjardins, who also serves as Cornwall’s

assistant GM, is the LNAH draft. The River Kings have the 1st and 2nd overall picks. “With the top two picks, it gives us so many options and we are exploring them all,” said Desjardins. Talks are always ongoing with players who will not be returning to Europe or the United States as well. In the meantime, season tickets are currently on sale for the 2016-17 season. River Kings fans who purchase season

tickets online prior to July 1 will receive a free replica jersey. The tickets can be purchased at www.cornwallriverkings.ca. Ticket prices are as follows: Adults: $250, Seniors: $180 (65+), Students: $180 (13-18) and Children: $70 (5-12). For more information, please call the River Kings Operations Office at 613-933-9797. The office is open during the off-season on Wednesday (12-5), Thursday (3-8) and Friday (12-5).

Champs living up to its namesake CORNWALL, Ontario - Champs Eastside Boxing Club claimed some bragging rights at the 2016 Imperium Cup Boxing Tournament in Quebec in mid-May. Jacob Villeneuve won Gold in the Juvenile Boys Novice 61kg division by defeating Jordan Perry of BC. The 49kg Novice division was claimed by Sahil Waheed with victories over two Quebec boxers. Mobeen Waheed claimed Gold in the 46kg Novice Cadet Boys division. Maximus Bourgon defeated Esteban Rodriguez (Levi, QC) in the Open Class 51kg division. Rodriguez was this year’s Canadian Cadet

Boys Champion but Bourgon was not intimidated. Bourgon was a buzz saw during the bout administering two standing eight counts to Rodriguez while clearly winning all three rounds. Bourgon couldn’t make weight by 1kg forfeiting his opportunity at a Gold medal but boxed the Gold medal winner of the heavier 54kg division in an even tilt. “These boys worked hard and earned every victory in a tough field of boxers,” said Champs Club Head Trainer Jorge Luis. “They should be proud of how well they did, I know I am.” Champs Eastside Boxing Club has also produced professional boxers in world ranked Lightweight Tony Luis and Ronnie Robidoux, whose first pro bout is in June.

From left are Jacob Villeneuve, Maximus Bourgon, Sahil Waheed and Mobeen Waheed.

Paul Deslauriers Band returns to its roots for new album release Todd Lihou

Deslauriers said he is feeling the love in his hometown. As a consequence, PDB booked The Port to showcase its new material. “We actually held back to playing in Cornwall for over a year…because I wanted to come back with the new record,” said Deslauriers. “I think it’s a great venue for us. It’s an appropriate venue for us – I probably saw Star Wars there when I was a kid. It holds a lot of cache. It’s just such an iconic place. It’s got a real cool vibe about it. “There’s room to get up and dance…and you can have a drink. It’s a much more laid back type of venue. It’s a fun place to play.” ‘Relentless’ includes completely original material. “This is really an effort that was written from scratch,” said Deslauriers. “The

CORNWALL, Ontario – Cornwall guitar virtuoso Paul Deslauriers believes the title of his band’s newest album speaks for itself – and the Seaway City will be the first place it is played live. The Paul Deslauriers Band will premier ‘Relentless’ at The Port theatre June 2 (doors open at 7 p.m., tickets $20 in advance, $25 at the door). In an interview the famed bluesman said the title for the new release is all about summing up the last couple of years for PDB, which included a second place finish at the International Blues Challenge in Memphis, Tenn. this winter. That’s on top of winning the Quebec To Memphis Challenge sponsored by the Montreal Blues Society in October. Oh yah - all three members of PDB were nominees at the 2015 Maple Blues Awards; DesLauriers for guitarist of the year, Sam Harrisson for drummer of the year and Greg The Paul Morency was not only nominated but won the Deslauriers Band award for bassist of the year. includes “The mood and music is reflected that way. Deslauriers, It’s a hard driving album,” said Deslauriers, who Sam Harrisson recently signed the book of recognition at city and Greg Morency. hall during a council meeting. “It explains everything that has gone on, and our attitude of the last couple of years.” fact that we were three ‘Relentless’ comes at a time when PDB is hitguys sitting in the room and ting its stride. Not only have there been accolwriting riffs – you sense that ades from industry experts and fans, but unity between all of us. You

get that sense of unity. “As an artist you can never be 100 per cent sure what you’re creating is going to be accepted. The culminating event for that was the International Blues Challenge. We didn’t try to change because it was a judged event. We just went down trying to be the best Paul

Deslauriers Band we could.” ‘Relentless’ will be available for digital download, and on CD, June 3. The first 200 to purchase a ticket for the Cornwall show will receive a sampler of the band’s previous material, and other goodies.

Kitchen or bathroom, sinks are the most used and noticed fixture in the house. A clean sink’s biggest enemies are 1. clutter on and around it, 2. the use of abrasive cleansers that scratched it, 3. stains that have been left over time. Sinks are a cinch if cleaned right after use. Keep a white nylon-backed scrub sponge right on or by the sink. Once you’ve worked it over with this, even plain water will flush away clinging dirt.

make them look oiled and natural, even if they aren’t. Choose light through mid-tones for wood floors – but not bleached and not black. Black is too formal. When it comes to furnishings, antiques that are sturdy and practical, unfinished or gently refinished are best, because their flaws will help relax the room. “And mix in things that don’t match,” suggests Janice Lindsay, of PINK colour

PPG says this palette is meant to work with the landscape, which provides abundant complementary greens. Another suggested rule of thumb: when you are going for comfort always choose matte finishes over shiny ones. Matte is what happens to shiny surfaces over time. What makes a beautiful room? Interior designers tell us it’s not how fancy and ornate it is, but how comfortable. Country rooms, for example, are typically geared to being more comfortable than presentable. But even in the city, we usually prefer being in the den to being in a formal living room. Beauty, designers insist, is not how a room looks, as much as how it feels. At heart, most of us simply love to put our feet up. Things that are old, worn and familiar give us comfort. Everything from slippers and jeans to couches and kitchen tables—entire rooms—feel better when they lose the perfection of newness. We can easily create comfortable rooms if we trust our natural inclinations and choose what feels good, instead of decorating for guests. For clues, look to rural life and choose things that evoke a time when the pace of life was slower and furnishings were simpler and made closer to home. Country colours are

Betty E Stuart, aged 94, died peacefully at home on May 15, 2016 with family and her pet cat Symm by her side after a brief struggle with pancreatitis. Working as a dental assistant for 28 years for a local dentist and at retirement she volunteered her time with Meals on wheels, Tri-County Literacy Council as a teacher of a second language and CNIB as a reader and helper for the blind. She will be greatly missed. In lieu of flowers a donation to the Cornwall Humane Society would be appreciated.

CORNWALL, Ont. – Grocery shoppers at Food Basics got quite a surprise when they got to the cash register and learned their groceries were free. Cornwall Kinsmen Club members visited the Second Street East store on Saturday (May 28) to help bag groceries and spend hundreds of dollars in gift certificates (donated by Dynamic Closures in Long Sault) on unsuspecting shoppers. “What a wonderful gesture,” said customer Sarah MacIntosh after club members

picked up her grocery tab. “Cornwall is such a giving community and this is another example.” Macintosh paid it forward immediately after by giving a donation to a local cause on her way out to the parking lot. Kinsmen members included: Wes Libbey, Bill Riley, Dan Carbonnell, Darryl Adams, Tim Sage, and Scott Beck. The service club also offered shoppers free cookies (supplied by Allstate Insurance) and coffee (supplied by McDonalds). For more information, visit www.volunteercornwall.ca/kinsmen-cornwall.

CORNWALL, Ont. – The Franco-Ontarian identity and culture in Cornwall has found a new home. The Centre culturel de Cornwall opened its doors to the public Friday (May 27) for an open house at its new location inside the Care Centre – the former site of the Cornwall General Hospital on Second Street East. “What better way to showcase our new location than the day before Semaine Francaise...but we’re inviting everyone, not just French people,” said Lucie Hart, board president at Centre culturel de Cornwall. “We’re very happy with the space, it’s a good fit. And we love the proprietors, Matt Cinnamon and Dan Orr.” The centre’s new space is located on the bottom floor of the Care Centre, which boasts a long corridor full of local art pieces, known as the Corrid’Art, featuring several offices and leading to a large ‘community room.’ Cornwall and SD&G artists are encouraged to contact the centre about showcasing their artwork. The centre is open between Mon. to Fri. from 9 a.m. to 5 p.m. The Centre culturel de Cornwall was previously located at 124 Anthony Street, and for a

brief time after at the corner of Alice St. and Montreal Rd. The opening event also coincided with ‘Semaine Francaise’ celebrations being held at the centre from Saturday (May 28) to Saturday (June 4). For more information, visit centrecultureldecornwall.org.

Cystic fibrosis walk aims to make the disease history Adam Brazeau adam.brazeau@tc.tc

CORNWALL, Ont. – Dozens of people tied up their laces and hit the pavement Sunday to raise money in the battle against cystic fibrosis. Over 85 people participated in the ‘Carstar Walk to Make Cystic Fibrosis History’ fundraising event Sunday (May 29) at Lamoureux Park in Cornwall. “It’s our commitment to end cystic fibrosis and find a cure,” said Kim Baird, president of the local chapter of Cystic Fibrosis Canada. “With your help here today, we’re one step closer.”

In 2015 the event raised over $5,000 for CF research and support services. About a dozen people in SD&G have identified themselves as CF sufferers. Baird added the number could be more, as only those who have allowed their diagnosis to be shared can be

identified as such. The Kinette Club of Cornwall helped organize the event and the Kinsmen Club of Cornwall manned a free barbecue station. For fans of the green, there’s another way to help fund research, clinical care, advocacy, and supports. The fourth annual Marc Belanger Memorial Golf Tournament takes place on Sunday, Aug. 7, starting at 12:30 p.m., at the Cornwall Golf & Country Club. For more information, search ‘Cystic Fibrosis Canada - Cornwall Chapter’ on Facebook.

Planting a garden? Consider growing a row of produce for the Agape Centre. Pet Tip of the Week: Heat can kill! Do not leave your pet in your car, even for a few minutes. A quick run into the store could cost your pet its life. For more precautions to keep your pets happy, healthy and safe during the hot summer months, visit: nohotpets.ca Summer is here again – please remember not to let balloons go into the air. When they burst, fish and birds eat them. Animals also get entangled in the strings of balloons. Biodegradable balloons aren’t the answer. Summer Barbecuing Tips: - Biggest tip: never leave your grill! - Patience is very important - When using high heat, the lid is open - When using low heat, the lid is closed - Never entertain with a recipe you’ve never made before - Don’t use your friends as guinea pigs

From the SD and G Highalnders Museum: Last Thursday our Museum was inspected by two uniformed members of the Canadian Army. We went to lunch at Wing Hing Chinese Buffet. At one point during our meal our waitress informed us that a gentleman had paid for both their meals. By this time the fellow was leaving the parking lot and we were unable to thank him. We would like to take this opportunity to thank their nameless benefactor. They were very touched by his gesture.”

“My dog just ate two bags of unpopped popCoTiCon’s annual cosplay photo shoot corn!” yelled a panicked client to the receptionist returns to Lamoureux Park this Saturday at 1 at our veterinarian’s office. “What should I do?” p.m. Clearly not as alarmed as the worried pet owner, the receptionist responded coolly, “Well, the first thing I would do is keep him out of the sun.” Kudos to Rachel’s Kids for opening a new community building to help families in need in our region. The agency has secured space at 850 Boundary Road to open a resource centre for children with disabilities and families in need throughout our area. A sensory room is being created to provide a space for children who suffer from sensory-processing disorders and autism-spectrum disorders. The hope is the room will foster their sensory development, enhance their co-ordination and provide the opportunity for self-regulation. In addition, a community room will be created that will be designed to help families by giving them access to services that they may not be able to have at home.

The WeaTher ForecasTer Was Fired Although he was a qualified meteorologist, a local broadcaster ran up a terrible record of forecasting for the TV news program. He became something of a local joke when a newspaper began keeping a record of his predictions and showed that he’d been wrong almost three hundred times in a single year. That kind of notoriety was enough to get him fired. He moved to another part of the country and applied for a similar job. One blank on the job application called for the reason for leaving his previous position. In the blank he wrote quite honestly, “The climate didn’t agree with me.”
