Cornwall dad in Toronto to protest provincial autism support cuts Todd Lihou todd.lihou@tc.tc

CORNWALL, Ontario – A Cornwall man was front and centre Monday at a Toronto rally to protest cuts to autism funding in Ontario. Local Internet radio personality Alain Legault spoke at the rally Monday at Queen’s Park as protesters once again called out the provincial government for terminating intensive therapy for autistic children after age five. “It doesn’t stop at age five,” said Legault, a father of three including a son who is on the autism spectrum. “The message is very simple.” Critics have said the termination of Intensive Behavioural Intervention (IBI) therapy for those aged five and above will make it more difficult to help children early. A previous rally in Toronto saw about 300 attend, said Legault. “I was impressed and unimpressed. Impressed that the opposition fought for our cause realtors hard and strategically. Was unimpressed with how the current government refuses to answer direct questions,” he said of his time in Toronto. “After the rally, we learned that the City of Hamilton decided to take funds from their budget and pay Hamilton families IBI therapy until theLliberal government reverses their

decision.” Legault said fathers can especially feel the effects of raising an autistic child. “When people see you in the grocery store, and your child is having (an episode)…you will hear people ask ‘Where’s the mother?’” said Legault, who hosts The Dad Show on dunet.ca. Local support for reversing the government decision has been growing. Dominique ChabotPayment, the mother of two young boys in the spectrum, ridiculed the government’s offer to families seeking the money to hire a therapist. She said a typical therapist charges an average of about $40 an hour to treat a child. At that rate the $8,000 from the province can be used up in a matter of weeks - leaving families to cover the balance on their own. “It works out to about six weeks of IBI - not enough,” she said. Recently the provincial Liberals voted against a Progressive-Conservative motion to reinstate the life-changing autism therapy for children over the age of five. Legault joined members of the Opposition parties at Queen’s Park in speaking at the Monday rally. “My son has been affected by this decision from the Liberal government and many more,” he said.

2017 city budget talks begin with meeting this week Todd Lihou todd.lihou@tc.tc

CORNWALL, Ontario – It’s not even summer yet, but city hall is already wading into next year’s municipal budget. Councillors met Wednesday at the OPG Visitor Centre in west-end Cornwall to begin discussions on how to best spend your tax dollars in 2017. Mayor Leslie O’Shaughnessy and city council said during this year’s budget talks that plans were being put in place to have the 2017 document ready by the end of the calendar year. But just how such a plan will impact the municipal bottom line is still unknown. “We’re not quite sure how it will impact. But certainly the earlier we can go out to tender

there’s an opportunity for savings,” O’Shaughnessy said in an interview. “Jan. 1 we’re ready to hit the ground and administration has their direction for the year.” The meeting at OPG is not being run by the city, but instead St. Lawrence College’s Greg Libitz has been retained to facilitate discussion from council on what its priorities will be for next year. “It’s a rap session for council to voice their concerns going into budget deliberations,” said O’Shaughnessy. “It’s more or less charting the course.” Earlier this year city council approved a budget that came with a 1.0 per cent increase – or about $24 more on a typical residential bill. BOOK IT: Signing this weekend for look back at Doug Carpenter’s hockey life CORNWALL, Ontario - Doug Carpenter’s hand shook just a bit before he put pen to paper, and then looked up. “I’m more nervous than when I signed an NHL contract,” he quipped. The famed major junior and NHL coach was signing the first official copy of ‘A Royal Career Conversations with Doug Carpenter’ for friend and fan Wes Libbey.

The book was put together by Cornwall Judge Gilles Renaud, who lives beside Carpenter west of the city. The neighbours, at the urging of Renaud, collaborated on the book which is now on sale. Orders (cost is $30, tax included) can be made though, by emailing ConversationswithDougC@ hotmail.com. There will be a book signing Saturday at 1 p.m. at the Cornwall Public Library. All proceeds from the sale of the book will go towards the

Children’s Treatment Centre. Renaud had often thought of penning a local sports biography - but the hard part was convincing a modest and very private Carpenter to spend hours talking about an athletic journey that took him from learning to play hockey on neighbour Otis Cain’s outdoor rink to the bright lights of the National Hockey League. Renaud wouldn’t take no for an answer. He admitted to “harassing” the former NHL coach until he finally gave in last year. The result is a

splendid account of one of Cornwall’s bestknown sports personalities, said Seaway News columnist Claude McIntosh. “It is a book that is long overdue and a must read for the thousands of fans who followed his career,” said McIntosh. Carpenter was head coach of both the New Jersey Devils (1984 to 1988) and the Toronto Maple Leafs (1989 to 1991). He won a Memorial Cup as head coach of the Cornwall Royals in 1980.

Introduction of Asian carp to St. Lawrence River a ‘game changer’: Ridal

MUSICFEST: Trio of powerful performers unveiled for new Cornwall festival Todd Lihou todd.lihou@tc.tc

CORNWALL, Ontario – A St. Lawrence River expert says the introduction of an invasive fish recently caught east of the city has the potential to be a “game changer” locally. CBC reported on the weekend that anglers in Lanoraie, Que. caught an Asian carp – perhaps the only one in the St. Lawrence River – but it was enough to set off alarm bells among fishery types who fear that the introduction of the fish will decimate the local population of perch, pickerel and bass. “Think about how zebra mussels changed the St. Lawrence River,” said Dr. Jeff Ridal, executive director of the St. Lawrence River Institute. “We have seen this whole process of zebra mussels come in and it took over - and the native clams are no longer present. “We also now have the round gobies. And anyone who fishes knows about their impact. Some species have done well. Bass seem to be eating round goby. But when you have a fish like (the Asian carp), which can grow up to 60 pounds, it’s a complete game changer.” The scary thing – when it comes to Asian carp – is its ability to eat and reproduce. The fish can consume up to 20 per cent of its body weight in plankton each day and reproduce to the point of pushing out other native species. When asked if fish like our beloved perch, pickerel and bass could be impacted by the introduction of Asian carp, Ridal said that is a worry. “There is a real concern amongst all groups this could have fundamentally the largest impact we have ever seen on the Great Lakes and St. Lawrence River,” he said.

CORNWALL, Ontario - The lineup for the newest summer festival in the city includes a trio of high-caliber talent. Cornwall Musicfest headliners include Brad Roberts of the Crash Test Dummies, Sean McCann of Great Big Sea and The Paul Deslauriers Band – which is fronted by the city’s own guitar virtuoso. The acts performing at the Aug. 20 event were unveiled at an 8 p.m. party at the Jet Set Pub at the Nav Centre. The Nav Centre will be the host venue for Musicfest, which also includes a tidal wave of other performers. ‘One of These Nights’ – an Eagles tribute band, is also on the playbill. Acoutis performers include Ryan and Amanda, Tommy Heatly, Chris Benton, Bruce Ciccarelli, Mena Hardy, Jesse Ferguson and Nick Seguin.

While the fish caught in Quebec could be the only one, in recent years the Asian carp has been found in a small section of Lake Erie. And last summer, nine were caught in the Toronto area. All of those waterways feed the St. Lawrence River. “The Asian carp is something that has certainly been discussed quite a bit as a potential invader to the Great Lakes,” said Ridal. “We know it is in the Mississippi River. “They are very prolific. They produce a lot of offspring. They have great potential to spread and they sort of…they can almost take over the ecosystem and disrupt the normal food chain that lives in the St. Lawrence River. It’s very hard to predict how big of an impact and what the impact will be.” The Asian carp has also been the subject of some online viral videos. Schools of fish have been known to jump out of the water at the passage of a boat - which might seem humourous, until passengers get smacked.

Sean McCann

Canadian rockers Cardboard Crowns will also perform. Cornwall Musicfest tickets go on sale at the announcement party, both online and at the Nav Centre Cafe. The event takes place at the Nav Centre and will have a number of stages for different acts. The event is a 19-and-over affair. “We encourage you to purchase your tickets early in effort to not miss out on the biggest party of the year,” said Musicfest organizer Jason Mitchell. Tickets information has been posted on social media.

NEWS Service Ontario office closures put on hold: MPP Todd Lihou

todd.lihou@tc.tc

CORNWALL, Ontario - Local MPP Jim McDonell welcomed news Monday that the planned closure of nine Service Ontario offices has been put on hold. The government plans to further review the closures in the interim. “Local communities came out in force against this plan,” said McDonell. “Hundreds of constituents signed petitions to save their local Service Ontario outlets. Smaller communities count on these locations to deliver essential government services that aren’t available at privately-run locations. “Many residents, furthermore, don’t have access to a computer, don’t have the mobility to drive long distances or their cases require the intervention of a supervisor. This is why preserving in-person service in smaller communities is essential. The fate of the Morrisburg, Embrun and Kemptville Service Ontario offices is still in the balance, but they have been granted a reprieve. I will continue to fight to preserve the delivery of in-person government services in smaller communities.” The closure would have affected both Service Ontario and the Land Registry Office in Morrisburg. “Moving the Morrisburg Land Registry Office to Prescott makes no sense,” said McDonell. “Municipal officials and legal professionals would need to travel out of their own county to consult essential records. It would impose additional costs and inconvenience on all residents of Dundas County. It was an absolute travesty that the ministry even considered such a move.”

CORNWALL, Ontario - One of Cornwall’s largest employers will be expanding. Morbern has announced an 18-month project to add 20,000 sq. ft. of additional manufacturing space to its existing manufacturing facility in the Cornwall Business Park. The expansion is to accommodate a new state of the art, high-speed coating line. In all, the project represents an investment of $9 million. “This will allow us to continue our expansion into our various markets and will allow us to offer better products than our existing technology allows,” said Mark Bloomfield, Chief Executive Officer of Morbern. “As well, this line will allow us to better compete with competitors from countries throughout the world. This is a big step forward for Morbern, and for Cornwall, and we are very excited here.” The project has been under development for 9 months, with construction started in earnest in April. The new building will be erected over the summer by local contractor, Perras-Distefano. The new equipment will arrive by fall, and will be fully implemented by the New Year. The new printing line will incorporate a great deal of new technology. The equipment was sourced through a comprehensive purchasing review, with 7 international bidders in the process. The equipment is highly specialized, with a 55 week lead time from initial purchase order to full release to Morbern. “Some of the things we are doing on this line have never been done in our industry. We are taking best-practices from other industries, and incorporating them in this new line. It’s going to be an amazing sight,” said Jacques St. Denis, President of Morbern. “Our capabilities here in Cornwall are going to be world class.” The expansion was completed with help of the Canadian government, through financing from the Business Development Bank of Canada (BDC). “Over 75% of the financing requirements will be through a new term debt loan from BDC,” said Bloomfield. The Ontario government also contributed with a grant from the Eastern Ontario Development Fund.

Passport to Our Past goes later this month Todd Lihou todd.lihou@tc.tc

CORNWALL, Ontario - A popular autumn event that allowed visitors to our region to enjoy some of the best attractions is turning up the heat and moving to summer. Passport to Our Past takes place June 18 and 19 in Cornwall and SD and G. The event replaces Doors Open, a similar affair that took place in early autumn each year. Stephanie Levac, administrative assistant at Cornwall and the Counties Tourism, said the change allows for greater efficiencies with local

partners. “We wanted it in the heat of the summer so people could make use of their volunteers and students at different venues,” she said. Passport to our Past will give visitors free access to some fantastic historical sites throughout Cornwall and the counties. Some of these locations are typically only available to the public during select times of the year. The Cornwall Community Museum, Cornwall Jail, Lost Villages and Glengarry Pioneer Museum are just a few of the area venues participating in Passport. The event is completely free.

MS breakthrough heralded by local advocates Todd Lihou todd.lihou@tc.tc

CORNWALL, Ontario – Local advocates of multiple sclerosis patients are heralding news that a breakthrough in research could one day see the disease treated before symptoms surface. Karen Torrie-Racine, volunteer office manager at the MS Society of Canada’s local office was thrilled to learn that Canadian researchers have found a genetic link to multiple sclerosis, which would alert doctors early on to the fact that an individual is likely to develop the disease. Doctors told CTV News such a discovery in a patient would mean reams of drugs could be administered early on to such a patient, potentially extending their life. “Ultimately we’d like to get a cure, but if we

can slow down the disease…many other people can be helped,” said Torrie-Racine, herself an MS patient for more than 30 years. The research uncovered this week deals specifically with primary-progressive MS – a condition not unlike ALS that can quickly overwhelm a patient with neurological symptoms that lead to death. Torrie-Racine grapples with relapsing-remitting MS, a condition that flares up from time to time but has been more effectively treated with medication. “Many of our clients have passed away because they have had primary progressive. You never get a relapse, you just continue to get worse,” she said. “There wasn’t a lot out there, but now there is some hopeful stuff.” CTV News reported that while only one in 1,000 MS patients have the mutation in their

Karen Torrie-Racine, centre, during last year’s Ms Bike Tour. DNA, its identification will help reveal the bio- its symptoms. This country has the highest rate of the MS, logical pathways that lead to the most serious form of the disease, and aid the development of with about 100,000 Canadians living with the new treatments that target its cause rather than auto-immune affliction.

CORNWALL, Ontario - ALS Canada held its Walk for ALS in at St. Lawrence College in Cornwall on Saturday, June 4. Dozens came out in support of the Walk to find treatment and raise awareness for this terrible disease which has no known cause or cure. ALS is a degenerative disease which slowly shuts down muscle function. Three Canadians are diagnosed with the disease every day and there are at least 1,000 suffering from it in Ontario. ALS Canada has been organizing walks across the country since 2004 and Cornwall has been having them for more than ten years. The goal of the walk this year was $30,000, a number which Lianne Johnston, the Regional Manager for ALS Canada for Eastern Ontario felt was well within their reach. Prior to the day of the event, the Walk had already raised nearly $17,000

Douglas was diagnosed with ALS last July and Donna says that the support they have received from ALS Canada has been phenomenal. “Its a two-fold disease,” Donna said. “We are both on a roller-coaster.” Donna and Douglas also had the distinction of being the most prolific fundraisers for this year’s Walk. Together they raised approximately $6,000. ¢ $ 00

New Agape board member will speak from experience Todd Lihou todd.lihou@tc.tc

CORNWALL, Ontario - The newest member of the Agape Centre board is hoping to bring some fresh ideas - and valuable experience - to the table. Rachel Larin has accepted a position as a board member. When Larin speaks at meetings it will come with an air of experience. She has been a client of the Agape Centre services in the past. “I want to offer my input...to help bring ideas from the front line to the table,” she said. Larin is a mother of three and also holds a bachelor’s degree from the University of Ottawa. She has worked with the National Aboriginal Women’s Association as a communications director and was a manager at the St. Lawrence Parks Commission. But in 2005 she fell on hard times. Following a difficult separation she was left with debt and full custody of her children. “I couldn’t make ends meet,” said Larin. “On paper it looked doable, but my reality was that I was struggling to maintain a full-time job and still afford to feed my three kids.” As someone who visited the Agape Centre food bank for a period of time, Larin said she can understand what people who are using the services are going through - and hopes to

bridge the link between clients and services. Leadership changes abound at the Agape Centre. Former executive director Alyssa Blais has officially left her post, and the local charity announced Tuesday it is seeking new people like Larin on its board. “We need community members with a passion for helping the disadvantaged, especially around food security and social programs, to re-energize the board,” said board chair Jim Healey. The board of directors is made up of volunteers who set the tone and direction for the local food bank and community kitchen, providing oversight and leadership. Healey is in his fifth year as Agape chair. “For me, the issue of the working poor really touches me,” he said. “There are people working, but maybe at minimum wage and they need a little leg up, a little help to get over the hump and three or four days of food is sufficient to keep that family going.” Johanne Gauthier has been named the interim executive director of Agape while a selection process takes place to officially fill the position. “It’s business as usual,” said Gauthier. “You need to have a point of contact.” For more information or to submit an application contact Healey directly at jim@roadsigns.ca, or visit the Agape Centre website.

Rachel Larin has accepted a position as an Agape Centre board member.

Annual Rachel’s Kids Garden Party a hit Nick Seebruch Special to TC Media

CORNWALL, Ontario - The 12th annual Rachel’s Kids Garden Party was held on Saturday, June 4 at the Ramada Inn in Cornwall. Rachel’s Kids began when local dentist Dr. Rachel Navaneelan wanted to do something to support the victims of the 2004 Tsunami that ravaged Southeast Asia. She organized a garden party in her own backyard with the proceeds going to victims of the tsunami in her native Sri Lanka. Rachel’s Kids has grown significantly since then and now supports kids locally and internationally. Last year, the Garden Party raised $140, 000 and they are hoping to surpass that this year with 500 people in attendance. Of the money raised, 80 percent of it remains in Cornwall to help the community. “Cornwall has been good to me and I want to encourage others to get involved with helping kids,” Navaneelan said. Tickets to the garden party were $60 each, and there were many silent and live auction items to bid on. All auction items were donated to the event.

Some items included jewelry from Sri Lanka, a new BBQ and Blue Jays tickets. Some of the money will be used to complete the new Rachel’s Kids Centre on Boundary Rd., which Rachel’s Kids Executive Director Kim Lauzon hopes will be completed in September. One feature of the centre’s work will be the House of Hope, which plans on providing a fun and therapeutic environment for children with autism. While most of what Rachel’s Kids does remains local, it does provide aid to the less fortunate overseas and particularly in Sri Lanka, where they run an educational sponsoring program. For $75 a year, a child in Sri Lanka can be sponsored through school. This gives the young student the support they need to get an education. So far, the program has guided 300 Sri Lankan children to Grade 12 graduation. Before this program, few students in Sri Lanka would make it past grade three or four. Some students go on to college, while others become entrepreneurs, like one boy who decided to open his own mechanics school. Money raised by the Rachel’s Kids Garden Party also goes toward programs like Small

Despite the date on the calendar, city hall wades into budget Todd Lihou todd.lihou@tc.tc

It’s not even Father’s Day yet, but city council is wading into the 2017 budget already. Mayor Leslie O’Shaughnessy and city councillors will sit down to discuss next year’s municipal budget at a brainstorming session Wednesday at the OPG Visitor’s Centre. By the time you read this the meeting will be over, but the fact that this meeting is taking place shows how serious city hall is about getting to the meat of budget issues before the New Year’s Day hangover sets in. O’Shaughnessy, during a year-end interview to close out 2015 mused that he would like to see budget talks begin sooner than has typically taken place in the past. As winter wound down this year city council rammed through all the speed bumps that typically slow the process down and wrapped up the 2016 budget in record time – costing you an extra $42 (on average) in taxes this year…or an extra 1.9 per cent. The sweet spot for municipal budgets in Cornwall seems to be found in the two per cent range. Any tax hike beyond that and people start to get uncomfortable. But if the tax hike comes in less than two per cent, often it can be attributed to the cost of inflation and doing business in today’s economy – a more palatable option, to be sure.

I suggested to one municipal manager, at the conclusion of this year’s budget session, that the exercise looked to be something akin to councillors allowing the city to run itself, while a focus was maintained on big-ticket items like a new scoreboard at the Ed Lumley Arena and that splash pad in Riverdale under construction. “Well put,” the manager said. So what does this new found efficiency mean for taxpayers moving forward? Good question – because no one seems to exactly know just yet. Not even the mayor. “We’re not quite sure how it will impact” the bottom line, he said in an interview last week. But one thing is for sure, said O’Shaughnessy: “Certainly the earlier we can go out to tender there’s an opportunity for savings…Jan. 1 we’re ready to hit the ground and administration has their direction for the year.” True enough. In a year like this when young west-end Cornwall children who don’t have a pool in the backyard are looking to a place to cool off in the summer, an earlier start for something like the construction of a splash pad would have been huge. Instead the final details of the tendering process was only wrapped up recently – which means it will be late summer (if at all) before kiddies can enjoy the new Riverdale splash pad before returning to school.

So there’s likely to be some benefits that John Q. Public can enjoy by seeing the budget process wrapped up sooner. Wednesday’s budget session this week is expected to include a liberal dose of discussion surrounding priorities for the coming year. It’s being facilitated by the good folks at St. Lawrence College – which means there is likely a whole lot of hot air to go along with the usual dose of politics. O’Shaughnessy called it a “rap session.” This will be an opportune time for council to show that it is jelling together and could (for the first time in a while) show that everyone is pulling in the same direction on a similar file. Or not. If the recent fluoride decision is any indication, this council can show itself to be pretty fractured on hot-button issues.

We’ll see if things have changed.

FISHING FEARS We followed up on a CBC report this week concerning the fear that Asian carp, as invasive an underwater species as you will find, could one day soon be a permanent fixture in the St. Lawrence River. A pair of anglers pulled one from the river east of Montreal last week. The fish has already decimated the Mississippi River and has been found in parts of the Great Lakes. If it ever makes its way to Cornwall our beloved perch, pickerel and bass stocks will take a pounding. Some who are really worried say our fishing future will never be the same again. If there was ever a time for our fisheries people to snap into action, now is the time.

THIS AND THAT: During the fluoride debate, the medical officer of health issued a dire warning that a dental crisis of biblical proportion would inflict Cornwall if council did not vote to keep fluoride in the water system. He said without fluoride in the water supply local dentists would be working “24/7” to keep up with the demand on dental services. Council voted against fluoride. No world yet on Saturday and Sunday office hours. ... Hollywood hunk Ryan Gosling, who calls Cornwall his hometown, told an entertainment news reporter that he thinks it is time for a female to take control of the White House. He stopped short of endorsing HRC, but she’s the only female in the race. ... Kudos for local city motorcyclist and cancer survivor Bob Kikkert who completed his 10th Ride for Dad fundraiser for prostate cancer research on Saturday. The $3,499 he raised brought his 10-year total to $23,700. AROUND AND ABOUT: Police warn against taking the law into your hands. Still it is nice to hear about the tables being turned on the bad guys. Like the two mutts who were beaten up by residents of a Melbourne, Australia home they busted into. Both culprits suffered, among other injuries, fractured skulls. ... News flash. Fitness guru Richard Simmons taken to hospital after exhibiting “bizarre behaviour.” How did they know it required medical attention? ... Chicago got the “slaughter season” (aka warmer weather) up and running on the Memorial Day weekend with six people killed in shootings and 63 wounded. Most were in black neighbourhoods and involved mostly young males. The youngest victim was 15. Some victims were identified as gang members. Others were in the wrong

place at the wrong time. The city is broke and can’t hire more police officers. Chicago had 82 shootings deaths in the first three months of 2016. Police fear the toll could surpass 400 this year. That’s about four times more murders than in all of Ontario. ... Starting salary for a Detroit firefighter - $32,000. Things are so bad, firefighters use duct tape to repair worn out boots. TRIVIA ANSWER: The King George Hotel, a downtown Cornwall landmark circa 1820s, was destroyed by fire on Feb. 14, 1997. At the time, the fire marshal called the fire suspicious. TRIVIA: During the Great Depression squatters on this large tract of property north of the city limits erected makeshift homes, many of the dwellings best described as shacks. What was the name given to this area? SPORTS STUFF: Judge Gilles Renaud and former National Hockey League coach and Cornwall native Doug Carpenter will launch their book “Conversations With Doug Carpenter” - on Saturday afternoon at Cornwall Public Library. The launch is set for 1 o’clock. Money made with the book is being donated to the Children’s Treatment Centre. Carpenter, a Cornwall native, spent six years as an NHL coach with New Jersey Devils and the turbulent Toronto Maple Leafs during the Harold Ballard years. He launched his coaching career with the Flint Generals of the International Hockey League in 1973. In 1980 he guided the Cornwall Royals to their second Memorial Cup victory. His last coaching position was in 1992-93 with Halifax Citadels of the American Hockey League. He was the first recipient of the Jacques Richard Memorial Trophy.

engaged and married. Frances noted that Bob proposed after dating her for just two weeks. Said Bob, “I didn’t want to rush things.” ... Donald Trump handing out cheques on the campaign trail. Think back to the last municipal election. Who does that remind us of? ... Can never understand why some cyclists use Vincent Massey Drive between Tollgate Road and the city limits instead of the nearby, and much safer, bicycle path. ... A mother goose and several goslings spotted crossing busy Ninth Street at Brookdale Avenue. They had the walk light. ... For three days in 1958 Cornwall became Beachwood, the fictitious name for a National Film Board documentary on fire safety - “Fire in Town” - that made use of Cornwall Fire Department’s resources. Some great scenes of the old downtown. Local folks were used in many of the scenes. House fires in the documentary were homes that were not being moved by the Seaway project and were torched. The documentary has resurfaced on the Internet. Check it out. HERE AND THERE PART TWO: Get the feeling that the race for the White House has become a race to the bottom. ... The Clintons have made one of the greatest financial comebacks in American history. In a CNN interview shortly after the family returned to private life 16 years ago, Hillary said the family was “dead broke.” Since then, the Clintons have become multi-millionaires. ... The Donald keeps talking about how Latinos love him, but the polls keep telling us that it is anything but a love affair. ... The polling firm owned by the provincial Liberals’ campaign chair was awarded a $900,000 contract for “research services.” Are we to be surprised that a political party rewards its friends using the taxpayers’ dime?

OPINION

Plain packaging hasn’t hurt big tobacco one bit Claude McIntosh Another “World No Tobacco Day” has come and gone with the World Health Organization (WHO) calling on governments to implement plain packaging of tobacco products. One of the (many) election promises made by the Liberal government was plain packaging for tobacco products. So, on one hand the feds want to give the wicked tobacco companies another gentle kick in the groin in an attempt to put them out of business, and save lives, while it opens the flood gates to smoking marijuana, something that concerns many health experts just as much as inhaling tobacco products. Plain packaging sounds good, but the fact is the contraband tobacco industry in Canada has been using plain packaging since the late 1980s. And it hasn’t hurt business. In fact, business has never been better. Nobody knows for sure, but one estimate is that at least 25% of smokers in Eastern Ontario purchase illegal cigarettes which are easily obtained. Some suppliers even offer home delivery. And because the price of illegal smokes is about 75% cheaper, teen-age smokers are more likely to shop the contraband market. Plain packaging and strict enforcement have zero effect on this segment. Health units spend a lot of time and money policing legal vendors, often using undercover minors made to look older, one would be hard-pressed to find a case where an illegal vendor has been charged with selling to a minor. HERE AND THERE Last week’s flashback to 1952 brought back memories for Bob and Frances Bedingfield of Ingleside. It was the year they were

The Starter Company Program was launched a mere 18 months ago and is already helping over 20 local young entrepreneurs live their dreams of owning and operating their own small businesses. Each business is different and each entrepreneur has a different skill set, however all have some things in common, says Candy Pollard of the Cornwall Business Enterprise Centre. “Each of our program participants not only had a viable business idea, but they also had the drive to act on it and build a solid business and financial plan.” The Starter Company program provides mentoring, training and capital of up to $5,000 for youth between 18 and 29 years of age to start or grow a small business. Starter

Company is funded by the Government of Ontario and administered by the Cornwall Business Enterprise Centre. One entrepreneur to successfully join the program is Daniel David, owner of Handy Dan D Renovations. Mr. David specializes in kitchen and bathroom renovations and installation. “Without Starter Company I would not have been able to build my business so quickly,” says Mr. David. “The guidance and encouragement of the program staff was great, and gave me the confidence and funding I needed to move forward.” Those comments are echoed by Cassondra Ruest, owner of Hips And Heels. Ms. Ruest offers heels dance classes that fuse burlesque and hiphop dance styles, making fitness fun and sexy for those over 18 years of age. “The program provided me with the funding I needed to secure a location, purchase some equipment and advertise” says Ms. Ruest. “With the Starter Company help I was able to begin my business on a more solid foot.”

Focused on leveraging technology to facilitate business functions, Ryan Seale of Seale Projects works to equip and train organizations with time saving and revenue generating online tools. “With the assistance of Starter Company, I was able to purchase much needed office equipment and software. The program helped accelerate the growth of my business,” says Mr. Seale. The positive experience of Starter Company participants is best summed by Cassondra Ruest. “The encouragement and assistance of the Cornwall Business Enterprise Centre staff helped me to build a strong business plan and gave me the confidence to move forward in starting my business. ‘Super pest’ joins River Kings roster

Prepping your car for summer Tim Houle Auto Talk No matter where you live in Canada, winter can be rough on your car, even if it was stored in a nice, dry place. Indeed, any vehicle that has been kept unused or, worse, one that has been run during the harshest season of the year needs to be carefully detailed before we hit the warm days of summer. Of course, each and every mechanical maintenance chore has to be done every spring, from the oil change to the tire inspection, and don’t forget the visual inspection for any loose or missing parts or burned lights. Cars and light trucks that were subjected to winter usage require even more attention. They, too, need to see their drive train maintained, but more time must be spent cleaning and detailing the body. Even unseen parts of the car might be covered with salt, sand, and road dirt that have accumulated in the undercarriage and the trims. This kind of detailing requires a complete wash of the vehicle, starting with a going-over or two in a no-contact car wash (a car wash using only water spray, without

“He’s exactly the type of player we need right now here in Cornwall,” said Desjardins. “He’s a tough character and Martin brings leadership into our dressing room as he’s won before in this league.” In 33 games with the Assurancia last season, Lariviere compiled 210 penalty minutes. Last season, Vachon appeared in 11 games with Cornwall, picking up 84 penalty minutes. “We’d like to thank Maxime for his time with the River Kings,” said Desjardins. “We loved having him in Cornwall but this is a deal we had to make.” Up next for the River Kings is the LNAH draft, which will take place Saturday, June 18 in Sorel. brushes). This step will remove the bulk of the grime. Nevertheless, such an operation always leaves behind a film of dirt or some light deposits behind the trim. That is where a manual wash comes in handy. Only the human eye can detect hidden dirt and give the vehicle the tender loving care it needs to stay nice and shiny for years. And only the human hand can give a car the super detailing touch it deserves for longer years of reliable use. Remember that next Saturday morning — if Mother Nature cooperates!

CORNWALL, Ontario - The Cornwall River Kings have acquired super pest Martin Lariviere from the Thetford Assurancia. Cornwall sends Maxime Vachon to Thetford. The 10-year LNAH veteran is already well known to Cornwall fans and will quickly become a fan-favourite at the Civic Complex. In 303 regular season games with Sorel, St-Hyacinthe and Thetford, Lariviere has earned 2,026 penalty minutes. The 33-year-old will bring leadership into the River Kings dressing room. Head coach and assistant general manager Bob Desjardins is thrilled to have Lariviere in the fold for the 2016-17 season.

CORNWALL, Ontario - One of the most popular summertime golf tournaments of the season has just a few spots left – and you better bring an appetite. The 2016 Dairy Queen Golf for Kids Sake takes place July 20 at the Cornwall Golf and Country Club to benefit the Cornwall and District Chapter of Big Brothers/Big Sisters. If you start the tournament hungry, chances are by the 18th hole you’ll be plenty full. “Bacon-wrapped everything,” laughed Stephanie Allen, fundraising co-ordinator with BBBS. “You’ll go home full. At every hole you’ll have something to eat.”

Last year the golf tournament raised some $28,000. “Typically we raise between $25,000 and $28,000,” said Allen. “We’re aiming for $25,000 but obviously we would love to exceed that.” The money is important for BBBS’s bottom line. “It helps us fund the seven free mentoring programs - and this shows how much community support we receive,” said Allen. BBBS helps 400 area children connect with adult mentors. To register for the tournament, or to get more information, contact BBBS at 613-933-8035. TC Media is a proud sponsor of the event.

Smoke is composed of timy particales of oils, tars, resins, nicotine, and water vapor floating in the air. When washing, we’re usually talking about the yellow film that builds up on surfaces where these particles come to rest. A degreaser works well for cleaning walls, ceilings etc. Add 1 part isopropyl alcohol to 5 parts window cleaner to help cut the oily film on windows or glass.

The farmers market runs 7 a.m. to noon every Saturday until Thanksgiving. Brunet said starting July 6 the market will also open Wednesdays.

CORNWALL, Ontario – Local food producers were strutting their stuff last weekend as a popular local farmers market opened for the season. The Seaway Valley Fruit and Vegetable Growers Association farmers market opened Saturday at 7 a.m. in the parking lot of The Brick on Pitt Street. Market manager Marc Brunet said in an interview there’s already plenty of local produce ready for hungry patrons.

“The produce will be onions and asparagus this weekend. Strawberries are coming soon,” he said. “There’ll be greenhouse tomatoes this weekend as well. Honey and preserves are available too and home-baked goods.” New this year will be some information sessions set up by the growers association. The weekend of June 11 will see a gardening demonstration for anyone who might want to get some tips on how to plant their own produce. “Over the last couple of years we have done customer appreciation days and we just thought this would be a way to expand and

Wife - “Where have you been? You said you’d be done with golf by noon!” Husband - “I’m so sorry Honey, but you probably don’t want to hear the reason.” Wife - “I want the truth, and I want it NOW!” Husband - “Fine. We finished in under 4 hours, quick beer in the Clubhouse, I hopped in the car, and would have been here at 12 on the button. On the way home, I spotted a girl half our age struggling with a flat tire. I changed it in a jiffy, and next she’s offering me money. Of course I refuse it, then she tells me she was headed to the bar at the Sheraton and begs me to stop so she can buy me a beer. She’s such a sweetie, I said yes. Before you know it one beer turned to three or four, and I guess we were looking pretty good to each other. Then she tells me she has a room at the Sheraton less than 50 steps from our table. She suggested we get some privacy while pulling me by the hand. Now I’m in her room, clothes are flying, the talking stopped and we proceeded to have fun in every way imaginable. It must have gone on for hours, because before I know it the clock says 5:30. I jumped up, threw my clothes on, ran to the car, and here I am. There. You wanted the truth...you got it.” Wife - “That’s a lie! You played 36 holes, didn’t you!.”
