Akwesasne Pow-Wow is a cultural celebration and competition Heather Armstrong, Special to TC Media AKWESASNE - The 16th Annual Akwesasne International Pow-Wow, took place at the A’nowara’ko:wa Arena on Cornwall Island on Saturday Sept. 10 and is a celebration of First Nation cultures. This year, as special guests, the Tlacopan Aztec Dancers from Mexico preformed traditional dances included the Rabbit Dance and Fire Dance. Co-chair Romaine Mitchell said,“The Pow-Wow is a cultural celebration and a gathering of First Nations People so they can spend time together.” He also explained this Pow-Wow is a competition. “There are 263 registered dancers”, he said,

“and 43 tiny tots (2 to 5 years old). They (tiny tots) are often introduced to dancing as soon as they can walk.” The competitions for dancing included Traditional, Fancy, and Smoke dancing in males and females categories. The Jingle dance is exclusively for females, while the Grass dance is males only. As well there are Drum and Singing Competitions. The competitors come from across the United States and Canada. There are also vendors selling traditional crafts and homemade Native food. The Akwesasne International Pow-Wow continued on Sunday.

The United Way’s Inspirational Kickoff CORNWALL, Ontario - Emily Grant is a mother of four who struggled with math and reading much of her life. She always wanted to be the kind of parent who could help her kids with their homework. The Tri-County Literacy Council helped her become that kind of mother and she shared that story at the United Way 2016 fundraiser campaign kickoff breakfast on the morning of Friday, Sept. 9. In her address to the packed house at Cornwall’s Legion hall on Second Street West, Grant described how she struggled at public school and never had the one-on-one learning that she needed. She said that before Tri-County Literacy she was at a Grade 2 level in math and a Grade 5-7 level in reading. Now, she has her GED in math and is reading at a Grade 11 level and this would not have been possible without support she received from organizations like Tri-County Literacy and the United Way. Her story is just one made possible by the money raised every year by the United Way of SD&G. Friday morning, United Way 2016 campaign chair Bill Makinson revealed that the fundraising goal this year is $700, 000. Makinson explained that he has seen the impact that the United Way has had on organizations in the SD&G area. “In my work with Cogeco I get to go around

and see these stories,” he said. “I remember following Meals on Wheels as they made a delivery to an elderly man who said that they were the first people they saw all day and probably the only people they’d see that day. Most people think that Meals on Wheels just drops off the food and they’re done, but its more than that. The volunteers are there to check-up on the seniors and make sure that they’re well.” Makinson thanked the sponsors who were already supporting the campaign. Your Credit Union is sponsoring a travel prize. Anyone who donates $25 or over will be entered into a contest to build their own dream vacation. At the kickoff breakfast, RBC donated $12, 500. Andre Pommier of Pommier Jewellers announced that they would be donating $5, 000 worth of specially crafted Winter Angels holding a gold star. “The star represents the community coming together and everyone in this room,” Pommier said. Pommier Jewellers $5, 000 donation was matched by Scotiabank and together they handed over a cheque for $10, 000.

Neon Nights brings fun and awareness to childhood cancer month Marc Benoit, Special to TC Media CORNWALL, Ontario - As people with neon glow sticks walk around Holy Trinity Catholic High School, and Deadpool and Spiderman pose for photos, people seem to be in good spirits on a warm Friday night. But, for the Tourangeu family, Neon Nights was about a little bit more than just the superhero costumes. “Tonight is about fun. It’s about celebrating our survivors, and our superheros. They’re getting awareness about pediatric cancer in a fun way, because it can be a really scary road to be on,” said Cheryl Tourangeu, who has been organizing Neon Nights at Holy Trinity for two years now. Neon Nights is a fundraiser to bring awareness and raise support for pediatric cancer, and to help support survivors in the local area. It began two years ago when city council declared

September childhood cancer awareness month, with the provincial government following suit this year. “We want to raise awareness, that childhood cancer is not rare, it does hapen. And, we want to raise money to fund pediatric cancer research...to eventualy have cancer only exist in history textbooks,” said Tourangeu. “Although we have an 85 success rate, that means 15 per cent of kids don’t make it. And, of those who do survive, two thirds will have a long term side effect from treatment.” This is something Cheryl has learned a lot about in the past few years of her life. Her son, Alex was diagnosed with Leukemia in 2013, when he was only ten years old. “Never give up no matter what, and keep on going no matter what,” said Alex, as he took a break from walking the track around Holy Trinity. Dressed like the other walkers, with a

cape and carrying a toy sword, Alex continued walking the track with his mother. Tourangeu also works with the cancer society throughout the year to promote pediatric cancer awareness. Their Facebook Page, Paint Cornwall Gold, will be promoting the gold ribbon as a way to show support for those struggling so early in life. By working together for awareness, and sharing their struggles, the community in Cornwall directly effected by pediatric cancer hopes that people will understand how common this is, and how it can be addressed. Local Celebrities Fire up the Grill for Baldwin House Alycia Douglass, Special to TC Media CORNWALL, Ontario - Local celebrities put on their aprons this Friday, September 9th to face off in the ultimate challenge of culinary ingenuity. The event, which is based off of the hit television show, ‘Chopped,’ was organized by Laura Ellam to raise funds for Cornwall’s Baldwin House. “We needed to think of a fundraiser that we could coin as our own,” said Ellam, who is a public educator and volunteer co-ordinator with Baldwin House. “It’s shaped up to be a lot bigger than we thought it would be, and it’s been overwhelming, in a good way.” Set to the picturesque backdrop of the Cornwall Golf and Country Club, the event was sponsored, in part by Royal Lepage Performance Realty and Scotiabank. CORNWALL, Ontario - The Tri-County Literacy Council celebrated literature and local history during the 50th Anniversary of International Literacy Day on Thursday, Sept. 8. To highlight Literacy Day and the Tri-County Literacy Council’s history, they invited Cornwall’ Little Historian to come and visit them from 2 p.m. to 4 p.m. Sara was on hand to answer history questions from local visitor’s and was taught some new things herself. The Tri-County Literacy Council is housed in the former Rectory of the Trinity Church on Second Street West. Tri-County Literacy Council Executive Director Dina McGowan explained that the first minister of the church was actually an impostor and a fugitive on the run from the United States. The Literary Council wanted to open their doors on Thursday so people could come and learn their history and about the services that they offer. Beyond providing basic literacy skills, the TriCounty Literacy Council also provides daycare worker training, Microsoft Excel classes, healthcare worker training and above all they say, a connection to employment. “Our goal is to create a workforce that attracts employers to Stormont, Dundas and Glengarry,” McGowan said. The United Way is greatly involved in the work of the Tri-County Literacy Council and one of their success stories, Emily Grant-Gray spoke at the United Way 2016 Kickoff Breakfast on Friday, Sept. 9 to tell them about the impact the United Way and the Tri-County Literacy Council has had on her life.

CORNWALL, Ontario - All of the Tim Hortons’ in the Cornwall area, as well as the one in Lancaster are giving the money raised from the sale of their Smile Cookies this year to Rachel’s Kids. Rachel’s Kids support sick kids in the Cornwall an SD&G area. One such kid who has been helped by Rachel’s Kids is Kohen Paschek. 4 year old Kohen was home recovering from his fight with advanced brain cancer when Rachel’s Kids bought and built for him a special playe centre in his backyard. The play centre was specially designed so that it was more easy for Kohen to navigate. Kohen was not able to go out to other jungle gyms or play structures while he was recovering because his immune system was weakened by his treatment. “Giving the gift of play is the most amazing gift anyone could have given him,” said Kohen’s mother Jessie McDonald. Each smile cookie costs $1 and 100 percent of that $1 will go to Rachel’s Kids so they can help sick children in Cornwall and SD&G.

Parkinson’s is a progressive disease of the brain and nervous system and about 8,000 people in the Eastern Ontario region have been diagnosed with it. More than 10, 000 people are expected to participate in this year’s SuperWalk, which is Parkinson Canada’s largest national fundraiser. Money raised goes into research, as well as back into the community to help those affected by the disease. CORNWALL, Ontario - The weather was perfect on the morning of Saturday, Sept. 10 with participants and organizers of the Parkinson SuperWalk emphasizing what a difference the sunshine can make. “Last year it rained a lot so this time around the sun came out and we were super happy that the weather was nice so people could enjoy their walk” said Shauna Quinn, events and partnerships associate for Parkinson Canada. Fortunately, the weather was not the only thing that improved since the last event, with this year’s SuperWalk seeing improved attendance and a grand fundraising total of $5, 061. Quinn explained “Our numbers grew a lot from last year which is really exciting and gives us a lot of hope for next year’s walk, as well”. The event was held at the Cornwall Civic Complex with walkers completing a short but very symbolic walk to bring awareness to Parkinson’s disease and help raise money for the cause. This was the fifth year the fundraiser took place in the area and one of the organizers, Brian Mulligan, said “There was a big upturn this year and the day turned out even better than expected. It’s nice to see more and more people coming out from all over SD&G”.

the kitchen and have their tea (we would give them a sugar cube and a creamer). Last summer I had the honour to witness Kelli Shaver get married and now she and her husband, Mark Campeau,w are having a baby (okay, now I feel old). “ The close-knit teamwork at Seaway News makes it a very supportive environment to work in, as Sales Coordinator Jennifer Mayer explained. “We’ve had a great staff over the years and there is always someone making a joke, bringing in baked goods or doing something silly,” she said. “Someone is also always there to help amuse or keep an eye on your kids or pets when they are in the building, to push you out of the snow when you are stuck or even just to do a run to Tims.” Jennifer has been with Seaway News for 30 years, almost

CORNWALL, Ontario - The Sip & Scoop dessert shop at 710 Fourteenth Street near Vincent Massey Drive and Brookdale Avenue was broken into over the weekend. The break-in happened sometime between Saturday night and 11 a.m. Sunday morning. The thieves took the cash from the register, as well as the smartphones and tablets that were on-site. More than the theft, the owners of Sip & Scoop worry that their store was targeted by someone who wanted to damage their business rather than just steal their money. Jenny Shorish, one of the co-owners of Sip & Scoop said that the damage the thieves left behind was extensive. “The police did say that all of our product was splattered over the floor, and that the product is contaminated so everything has to be thrown out,” she told Seaway News. “Clorox bleach was over the floor and maybe on our product too and product was on the floor (bubble tea jellies, powder, syrups). The ice cream machine was turned off, so all the ice cream was melted. The soft serve machine was tampered with. All cash was stolen, the cash register was broken into, the cash safe was broken into as well. Decorations were all over the floor, vases were broken and glassware was broken too.” Shorish said that she worried this was a hate crime because of the extensive damage inside the store. She said that in the previous week, someone had vandalized their lobby by splattering their walls with milkshakes. She said she did not think much of it at the time, but that now the incident stands out and she worries that they might be connected. Shorish also said that the business has received hateful messages in recent months. The Cornwall Community Police Service is investigating the break-in and told Shorish that they recovered a vase they believed was use to break a front-door window in order to gain entry into the store. Shorish said that she was very upset when she learned of the break-in when she arrived to open the store on Sunday morning. “(The Sip & Scoop is) a family business and we are truly disheartened this has happened,” she said.

CORNWALL, Ontario - In Sept. 2015, Cornwall Hospital learned about some deficiencies in our Falls Prevention Program through its Accreditation Process (where independent surveyors evaluate the quality, patient safety aspects of the day to day hospital operations). Hospital staff had great success at assessing our in-patients for risk, but the program needed to be broadened to include patients in the Emergency Department. Reassessments were also required while patients transitioned during their hospital stay. Cornwall hospital’s falls committee introduced new standards and documentation tools to their fall prevention program. The initiative was a huge undertaking; staff had to be trained on new standards for fall prevention and screening. Time is limited in areas like the Emergency Department, (ED), so the outpatient risk assessment was designed to be quick and straightforward for triage nurses to complete. Post fall huddles were introduced and a documentation checklist was added to all inpatient charts. “This makes it so much easier for nurses to document and implement strategies to prevent falls” said fellow RPN on JMP 2. Now, caregivers can refer to standard guidelines and tools, making falls screening and prevention consistent from patient to patient. In March 2016, CCH received official notification from Accreditation Canada that their new falls prevention program met all the

What’s a Baby Boomer?

on or the whistle from the local mills announced it was time to go home. It was called a curfew. Cars had names like Chevrolet Bel Air, Mercury Monterey, Nash Rambler, Plymouth Fury, Studebaker and Pontiac Catalina. Power steering, a radio, automatic transmission and air conditioning were extras; gaudy hood ornaments and running boards. Learning hand signals before cars came with signal lights. When every car came with a regular spare tire. Stay-at-home moms made clothes and did repairs on a Singer sewing machine. Kids wore mitts knitted by mom. Darning needles were used to mend a hole in a sock. City elementary pupils walked or rode their bicycles to school and went home for lunch. This was before crossing a street could be a neardeath experience. Elmer the Safety Elephant banner flew below the Union Jack on the school flag pole. A strap was kept in the principal’s desk. But worse than a couple of licks of the strap was the dreaded call home. Day-care was being watched by the neighbour or an older sibling while mom ran an errand. Each public school day started with the Lord’s Prayer, pledge of allegiance (to the Queen) and God Save the Queen. A teacher was expected to handle 35 kids on their own. Most elementary principals also taught a grade. Rambunctious kids lined up outside the

The other day one of the urchins (aka rug rats), between texting, iPoding and whatever else, popped the question, “What’s a Baby Boomer?” Well, I explained, it is somebody who was born after the Second World War, when all the soldiers came home. “What’s the Second World War?” Okay, let’s try this again. It is somebody who was born between 1946 and 1964, or as historian Landon Jones described it, “A time when the cry of babies was heard across the land.” Got the “duh” look. Okay, let’s try this one more time. When Baby Boomers were kids Coke was a soft drink that came in a glass bottle (in Cornwall it was bottled at a plant on Amelia Street near Central Park which had the only outdoor public pool in the city). A pop sold at the corner store for 10 cents. An empty was worth one cent and was treated, by kids, like gold. Six empty pop bottles got you a bag of candy at the corner store. This was recycling before recycling. We had Sony transistor radios, vinyl records, black and white portable TV sets with rabbit ears. The Cadillac of entertainment centres was the television-radio-three-speed automatic phonograph combination cabinet taking up a lot of space in the living room. Before cable television, viewing on the family 21-inch black and white set was confined to six, at times, fuzzy channels. The country’s best-known TV weatherman was the CBC’s Percy Saltzman with his signature chalk-toss at the end of each forecast. (Saltzman died in 2007 at age 91). New technology was the ball point pen and

dial telephones. A big breakthrough in the communications industry was private telephone lines. There were mouse-ear hats and The Mickey Mouse Club, coonskin hats and Davy Crockett, Hula-hoops, Buck Rogers sonic ray guns, cap guns, Roy Rogers holster sets, walkie talkie sets, Mr. Potato Head and Easy Bake ovens. Grass was mowed, often with a push mower. Pot was something moms used for cooking the family supper. Making out was how you did on the final exam in June. A chip was a piece of wood and hardware was a store. Gay was being in a good mood. Clothes came out of the closet. Some folks still had ice boxes with the iceman delivering a block of ice once a week. Nobody went to the store for bread and milk, it was delivered to the door. Before deep freezers folks had vegetables from the garden canned at the cannery. A kid would be sent to the neighbourhood butcher store with a note for one-pound of ground beef ... to be put on the bill. People got married, almost always in a church, then lived together. Most funeral services were in a church. In the country wakes were often held in a home. Neighbours brought food to the grieving family. Monday was wash day using a wringer washer that was stored in a corner of the kitchen. Clothes were hung out to dry on a clothes line. In winter, clothes were dried on a wooden rack placed over the coal furnace register or next to the oil burner. Workers were paid by cheque on Thursday, which was grocery shopping day. Families bought potatoes in 50-pound bags. Saturday night was bath night, when kids in large families shared the bath water. Fast food was how quickly you ate lunch so you could get back to the neighbourhood park and play with friends until the street lights came

governments of Manitoba and British Columbia are willing to consider it. The federal justice minister is changing her tone on the possibility of criminalizing distracted driving. Many provinces are in favor of stiffer penalties for deaths caused by distracted drivers are now outpacing those caused by drunk drivers in some provinces. In Ontario, the number of distracted drivingrelated deaths was double those caused by impaired driving between the start of the year and the middle of August. The Ontario Provincial Police (OPP) investigated 38 deaths related to inattentive drivers compared to 19 caused by drunk driving. Quebec’s Premier Philippe Couillard called distracted driving a “recipe for disaster.” Each year, about 1,300,000 people are killed in road accidents. This is a mind-boggling number of deaths for the worst reason in the world. This has been made even worse because of the age of technology. Now testing and driving is causing a real carnage on our roads. You don’t have to go far to see what is going on. We don’t even talk to each other now because of texting. Even people who are walking are seen texting while crossing roads. What can be more important than your life and life of others?

Why are we are paying for non produced power In 2014 and in 2015 Ontario diverted or spilled water as they call it at our hydroelectric power stations in the amount of 3.2 terawatt-hour each of those years which is roughly enough hydro to power three hundred and fifty thousand homes for a full year which was not produced because Ontario is over producing power and wind and solar farms have top priority to the power grid and if you are wondering OPG was paid 47 million per terawatthour for power not produced. The Liberals are also paying the owners of wind farms two hundred thousand dollars a megawatt for non-produced power also solar farms are getting paid not to produce hydro. The Akokan biomass plant runs at less than 10% capacity, the Thunder Bay biomass plant runs at 2% capacity, Ontario Power Generation still employs 25 people to run the closed Lambton coal plant.

Also the Liberals continue to add more solar and wind farms in Ontario.so why are the Liberals overproducing hydro to this extent? Glenn Murray has clearly stated home heating will have to come from other sources other than natural gas but now Premier Wynne and Glenn Murray say they have no plan to ban natural gas, how can you trust them and now you can see why we have the highest hydro rates in North America. Also I would like to note back in 2010 the Liberals stated they wanted to triple or quadruple our peak rates as an incentive for us to conserve hydro and back then our peak rate was 9.9 cents a kilowatt-hour why should we conserve when we now produced enough excess hydro to fully supply Nova Scotia for 5 years and why are our rates the highest in North America Ross Ayotte, Smiths Falls, ON

Until recently, impaired driving was a widespread problem with a tragic human cost According to available statistics, there were 75,000 impaired driving cases in the country in 2014. But, today we have a much deadlier threat which is mushrooming to new heights. This is people texting and driving. And Canada needs to toughen its rule for this new wave of deaths on our roads. Warning about the dangers of texting and driving has miserably failed to prevent carnage on our roads and destroying families. This is not only a big problem in Canada. Only a few days ago, a bus driver in India was responsible for the deaths of nearly 50 people because of texting. Several provinces, among them Quebec, have called on the Liberal government of Prime Minister Justin Trudeau to make distracted driving a federal crime. Texting and driving has become such a colossal problem that even the Federal Justice Minister Jody Wilson-Raybould agrees she is willing to discuss treating distracted driving the same as impaired driving. Quebec wants it to happen. And the

CORNWALL, Ontario - Cornwall City Council passed a by-law at their Sept. 12 meeting to allow unnamed proponents to enter into negotiations with an unnamed semi-pro hockey league to bring a new team to Cornwall. Specifically, the by-law creates a rental agreement for the Civic Complex between the City of Cornwall and these unnamed proponents The interested parties could not be named as the negotiations were ongoing. The measure was added as a New Business item to the meeting and the Council had to vote to suspend normal rules in order to vote on the by-law right away. The need for this rush is because the

unnamed proponents needed to inform the hockey league in-question that they had some form of guarantee from the City before negotiations could go further. During the conversation over the new bylaw, Councillor Andre Rivette excused himself due to a conflict. Namely, that his son Rodney was involved in these negotiations. Rodney Rivette was sitting in the audience throughout the meeting and gave a little fist pump when the by-law was unanimously passed. During an impromptu press scrum outside of the Council Chambers after the vote, Rivette said that he could not disclose a lot of details at the moment because negotiations were ongoing, but said that a press conference would be happening in the very near future. Rivette did disclose some details however.

“This team will not be the same as the River Kings,” he said. “The group involved in this project is much smaller than what we tried to do with the River Kings.” Before the River Kings folded, Rivette had tried to raise $500, 000 per year for five years to fund the team. The plan to do this was to make the River Kings into a fan supported and fanowned team. Rivette had sought to find 1, 000 individuals to commit to paying $500 per year for five years to keep the River Kings alive. The River Kings’ league, the LNAH, gave Rivette one-week to raise the money. Ultimately the plan fell short, but not before raising $150, 000 in four days. From what Rivette said, it sounds like the group funding this new team is much smaller. Rivette said that the current idea began right after the end of the River Kings.

CORNWALL, Ontario. - The bar space at 113 ½ Pitt Street, behind Kastner’s, has changed hands many times over the years but this time around, the location’s newest nightclub is changing its ambience instead of its owner. The Crooked Cashé held its grand opening on Saturday, September 10 to show off its newest updates and fresh features. A packed house full of party goers danced the night away celebrating the revival of the well-known bar space. Owner Matthew Girgis had also owned the previous bar at the same location, Vu Night Spot, since 2014 after being an employee there since 2011. When it became apparent that the crowd was deteriorating and the clientele didn’t quite meet what he had envisioned for Vu, it was decided the time had come for a facelift and a complete re-brand. Girgis explains his reasoning: “I really just wanted to raise the bar a little bit—no pun intended. It was time to appropriately brand what we have here instead of trying to be something we’re not”. “The building is 110 years old and it’s literally crooked so that’s where the name came from” added Girgis. To help maintain its new image, the Crooked Cashé will have theme nights and drink specials that will appeal to an older crowd. With the upstairs area modified into a more café-like space, the bar has brought Game Nights onto its roster. Every Thursday night, patrons can play one of the bar’s board games or bring their own if they prefer. “The goal is to bring Cornwall together, whether it’s over drinks on the weekend or by enjoying some friendly competition playing ‘Risk’ on a Thursday” said Girgis “People always complain there’s nothing to do in this city but we want to change that mindset”. The Crooked Cashé is open every Thursday through Saturday from 9 p.m. to 2 a.m.

Progrès dans la sécurité des patients à l’Hôpital de Cornwall CORNWALL, Ontario - Plus du tiers des personnes âgées sont victimes de chutes, ce qui peut avoir des effets dévastateurs tant sur le plan physique que psychologique. Ces chutes peuvent entraîner une invalidité, de la douleur chronique, la perte d’autonomie, une baisse de la qualité de vie et même la mort. Les chutes sont la cause principale de blessures chez les personnes âgées, en plus de constituer un fardeau important pour le système de santé, car, au Canada, le coût des soins directs que nécessite une chute est estimé à 2 milliards de dollars annuellement. En septembre 2015, grâce au processus d’agrément dans le cadre duquel des évaluateurs autonomes évaluent la qualité et certains aspects de la sécurité des patients dans le fonctionnement quotidien de l’hôpital, l’Hôpital de Cornwall a appris qu’il y avait des lacunes dans son programme de prévention des chutes. Le personnel hospitalier réussissait très bien à évaluer les risques pour nos patients hospitalisés, mais le programme devait être élargi pour inclure les patients qui visitent le Service d’urgence. Il fallait en outre refaire l’évaluation pendant que les patients hospitalisés faisaient une transition durant leur séjour.

Le Comité des chutes de l’Hôpital de Cornwall a ajouté de nouvelles normes et de nouveaux outils de documentation à leur programme de prévention des chutes. Cette initiative représentait un engagement énorme, car il fallait former le personnel relativement aux nouvelles normes de prévention et de dépistage des chutes. Or, le temps est limité dans des services comme celui de l’urgence. Pour cette raison, l’évaluation du risque des patients en consultation externe a été conçue pour que le personnel infirmier au triage puisse l’utiliser rapidement et facilement. Des rencontres postchutes ont été organisées et une liste de vérification de documentation a été ajoutée à tous les dossiers des patients hospitalisés. « Cela facilite tellement le travail des infirmières pour documenter et mettre en oeuvre les stratégies visant à prévenir les chutes, affirment des infirmières auxiliaires autorisées du niveau PJM2. Maintenant, les soignants disposent de normes directrices et d’outils, ce qui rend le dépistage et la prévention des chutes égales pour tous les patients. » En mars 2016, l’HCC a reçu un avis officiel d’Agrément Canada que le nouveau programme de prévention des chutes satisfaisait

Council votes to bar pigeon coops from downtown cores Nick Seebruch nicholas.seebruch@tc.tc

CORNWALL, Ontario - Cornwall City Council voted by a margin of 10 to 1 to accept the recommendations of the Property Standards Advisory Committee (PSAC) to amend the City’s Pigeon Keeping by-law. The amendments will bar the keeping of pigeons in the City’s downtown cores. The resolution removes all existing pigeon keeping coops in the Downtown area, from Water Street in the South to Fifth Street in the North and from Adolphus Street in the East and York Street in the West at its greatest extent. The resolution also includes the Le Village area of Montreal Road and bars pigeon keeping from Malborough to St. Felix Street along Montreal Road. This section of the resolution removes domesticated pigeons in these areas that were grandfathered into the by-law when it was passed in 2013. In 2013 when the City passed the Pigeon Keeping By-law, but individuals keeping domesticated pigeons in the downtown and Le Village areas were allowed to keep them. Finally, the resolution would also require that all new pigeon coops build in City boundaries be a minimum of 10 meters from property lines. The current requirement is 3 meters. Any existing pigeon coops outside of the downtown areas that are less than 10 meters from property lines are allowed to remain in

place. In PSAC’s report to Council they stated that in their view, personal pigeon keeping can create friction with business interests. “The Pigeon Keeping By-law has been in force since 2013 and with exception of the City’s commercial core, experience has been that some grandfathered rights ensconced in the bylaw have struck a balance between existing pigeon keeping hobbyist, neighbours and their rights to enjoyment of property,” the report reads. “In the City’s commercial and high density residential core, conflict has persisted between these two parties, particularly involving the right to one’s enjoyment of property which is within the general welfare realm.” Councillor Elaine MacDonald questioned Chief Building Officer (CBO) Chris Rogers as to why the need for this amendment a rose. “There have been persistent complaints related to pigeons being kept in these denser areas,” Rogers said. “The complaints are related to aromas in the summer, and pigeons flying in people’s windows.” Councillor MacDonald asked if pigeon keepers in the downtown areas had been informed of these complaints and Rogers replied that they had. MacDonald went on to ask how many pigeon coops there were in these areas, to which Rogers replied “one”. Councillor Maurice Dupelle spoke in support of the amendments. “You’re talking about pigeon coops being in

We don’t get any complaints from other areas. Amending the by-law, to me, makes sense.” Mayor Leslie O’Shaughnessy was the only member of Council to vote against the decision. His concerns with the amendment stem from the sudden change from pigeon keeping being made illegal.

“Now you are going in and changing the rules,” the Mayor said to CBO Rogers. “People who have been there, you’re telling them now they have to leave. Are you sure that this move is legal?” Rogers replied that PSAC had sought legal advice on this issue. “We are of the opinion that what is legal today can be illegal tomorrow,” Rogers said.

Fall leaf collection will begin in Cornwall on Monday Sept. 19 and will run until Nov. 25. Residents are asked to have it at the curb prior to 7 a.m. Please use compostable paper bags or clean reusable containers such as a marked garbage can. Plastic bags will not be collected. Last year, the City of Cornwall composted 1, 285 tonnes of leaf and yard waste. This material was reused in gardens throughout the community.
