CORNWALL, Ontario - The Cornwall Community Police Service (CCPS) recognized the efforts of their volunteers in the Mobile Community Watch (MCW). The Chief presented awards recognizing the years of service to four members of the MCW. Vince Taillon was recognized for 10 years of volunteer service. In that time he has been out on patrol 196 times for a total of 595 hours and

7, 268km. Barbara Marchand, also recognized for 10 years, had been on patrol 171 times for 533 hours and 5, 254km. The final 10 year receipient was Jean-Marc Leroux, who could not be in attendance for the award presentations. He had been on patrol 101 times for 327 hours and 6, 566km. David Cottreau was recognized for five years of volunteer service. In that time Cottreau had been on patrol 105 times for 310 hours and 1, 906km.

CORNWALL, Ontario - The competition was fierce at the second annual Celebrity Chopped BBQ, with six local celebs firing up the grill in support of Maison Baldwin House. The theme of this year’s competition was southern-style barbecue, which contestants integrated into each of their three courses. Competing for the champion title at this year’s event were Dr. Rachel Navaneelan, Todd Lihou, Coun. Carilyne Hebert, Marc Renaud, Sue Stewart, and Dan Allaire, who was last year’s runner-up chef. Reflecting on last year’s competition, Allaire said that he’s had to re-evaluate his strategy. “I’m really just trying to keep it simple,” said Allaire. “So far, I think it’s working out well for me.” Judging the competition were local culinary experts, Sheep’s Head Bistro’s Lewis Meehan, Peppermills’ Fabien Clement-Lynch, Mike and Roger of Marrow and Spice, and

Keitha Fisher. “We had a great panel of judges last year,” said event organizer, and Maison Baldwin House Executive Director, Debbie Fortier. “We wanted to give other restaurants the opportunity to showcase their chefs, and we’re really excited with our wonderful judges.” Celebs had the difficult task of creating three complete dishes which incorporated some of Maison Baldwin House’s most commonly donated food items. “Some of the competitors have gotten really creative with their items,” said Fortier. “And the spirit of competition is really fun. There’s been some Celebrity Chopped smack going on, which we love.” With Todd Lihou coming in a close second, this year’s Chopped Champion was none other than Coun. Carilyne Hebert. Celebrity Chopped is Maison Baldwin House’s signature fundraiser of the year, and helps provide support to women in need. For more information about Maison Baldwin House, visit their website.

Collaboration a success story Press Release from Dr. Tremblay’s office CORNWALL, Ontario - The population of the Cornwall and SD&G are now familiar with the role of Nurse Practitioners. Thousands of patients have received medical care by dedicated nurse practitioners working in government funded community medical clinics (Seaway Valley Community Health Centre, Centre de Santé Communautaire de L’Estrie, Glengarry Nurse Practitioner-Led Clinic, Nursing Homes and at the Cornwall Community Hospital). In the next few weeks, Isabelle Cabot NP will finalize her integration into a team of Primary care providers working at the medical clinic located in the St. Lawrence College. Mrs. Cabot will continue to provide medical services to the ex-patients of Dr. Behar who retired in January, but she will move her office location to the St. Lawrence College medical clinic in August. This Clinic is also a Teaching Facility for future Health Care Providers supporting Students from Queen’s and Ottawa University in their clinical placements. Dr. Clara Leigh MD, Mrs. Christie Thomson NP, Dr. Ronald Tremblay MD and Mrs. Isabelle Cabot NP will now be providing medical services to more than 5000 patients. The students at the College and the registered patients will not only have access to the usual primary care services but also to urgent care clinics with appointments in less than 48 hrs (usually the same day).

CORNWALL, Ontario – Shauna Baggs, the United Counties Tourism Coordinator says there is a lot to discover this summer in Stormont, Dundas and Glengarry. Shauna took on the job of promoting tourism in the Counties eight months ago and has had some great successes and is off to a great start. “The Visitor’s Guide is a great bridge between last year and this year,” she said. “Every day we are learning about new things that the Counties have to offer.” One great success has been the introduction of the Escape Room to the United Counties Jail in Cornwall. The Escape Room challenges visitors to solve puzzles and a mystery to escape the jail and be exonerated. The Escape Room at the jail is being run in partnership with Escape Manor and they have

been running the program since the Spring and plan on capping it off with a fun Halloween event in the Fall. Escape Manor is an Ottawa based company who specialize in running Escape Room experiences. Escape Manor has been operating for three years and has done Escape Room events at the Ottawa Museum of Nature and the Diefenbunker. “Shauna took this on without a lot of previous experience,” said United Counties Warden Jim Bancroft at the soft opening of the jail’s Escape Room. “She took this job by the horns and today is one of the really good results.” “I called them at the right time,” said Shauna. “They rent the space and do all the escapes. They’ve also created jobs locally by hiring local actors.” The Escape Room was funded through a Ontario 150 grant. Going forward, Shauna says she will continue growing the brand of the United Counties of SD&G.

Two weeks ago, Ontario Minister of Education Mitzie Hunter announced that the government would be reviewing the Pupil Accommodation Review (PAR) process as well as its funding model for rural education. What this new funding model will provide and how PARs will be handled in the future remains to be seen. The process of overhauling the PAR process in itself could take more than a year. However, what is more certain is that the decision to close schools under the old process is questionable. If the PAR process is even suspected to be somehow flawed then are not the decisions that resulted from that process also flawed? This nearly yearlong process has seen parents and students protest the decisions of their school board trustees. Those parents and students desperately fought to keep their schools open and feel that they offered workable alternatives. Parents and students of schools that are closing, such as Rothwell-Osnabruck’s high school program, have already had their faith in their school board deeply shaken and to proceed with the decision to close their high school after Minister Hunter’s announcement

just further damages their relationship with the region’s public school board. The second part of Minister Hunter’s recent announcement further highlights the need to pause the decision to close schools like R-O’s high school program. Minister Hunter had said that by September there would be a new funding formula for rural schools. The entire premise behind the PAR process started by the Upper Canada District School Board (UCDSB) was because the Ministry of Education’s funding model demanded that they reduce empty class spaces. If that funding model is under review and will presumably be changed in favour of rural schools like R-O, then shouldn’t the school board wait for September and see what the impact will be? What if come September it is no longer necessary to close R-O’s high school program and to ship those kids out of their home community? If that is the case and R-O’s high school program can be kept open, then that is what should be done. Remember, busing kids out of South Stormont to Tagwi Secondary School will cost the school board over $400, 000 according to their own estimates. The school board does not gain money by closing R-O’s high school program, so, the prudent course of action would be

to see if this new funding model for rural education can not only save R-O, but also save the UCDSB money, if saving money was really the objective all along. Furthermore, the Township of South Stormont is trying to give the school board every reason to keep R-O’s high school open, by offering to help with funding for improvement projects. Additionally, as a community, South Stormont is growing and closing the township’s only high school would hinder that growth. If

Dear Editor: We are addressing this letter to the Trustees of the Upper Canada District Board. Our hope and wish is for all trustees supported by the Chair and senior staff to provide the opportunity to revisit the closure of Rothwell Osnabruck (RO), Ingleside, Ontario and Benson Public School in Cardinal, Ontario. Both of these communities will face a serious loss not having the ability to provide a High School in the case of RO and a public school in Cardinal. In preparing this letter the writer is fully aware of similar correspondence being prepared by the Mayor of Edwardsburgh Cardinal for delivery to the media surrounding his municipality. Anyone following the results of the PAR review by the UCDSB is probably asking why continue the fight while still attempting to save our schools. The easy answer is the parents

and students do not want to have their children taken from their home community. Closing schools located in a community hub tears away a piece of the social fabric and an important pillar of any Community. In the case of Rothwell Osnabruck the following is a few details that flies in the face of the Boards decision to reduce costs: - RO is on full municipal services for wastewater and water. Similar to Benson Public in Cardinal. - Utility costs are approximately $75,000 at RO vs $375,000 at the new designated school. - Closing RO based on the Final Board report reflects an expense of $430,619. - From 2011 to 2016 South Stormont has had the most students age 0-14. - Trustees you are aware South Stormont was prepared to assist with Capital improvements at

RO to cover construction and equipment for programming such as shops to the upper limit of $700,000. Minister Hunter’s announcement on June 28, 2017 clearly stated a new funding formula is coming in September. Surely Trustees you would want to hear what impact it will have on your ability to provide services, as well as new programming including French Immersion. Trustees, we have the time to stop the process in closing our schools. Some Trustees are satisfied the decision to close is responsible. Trustees, we all have second and third sober thoughts. We know you may not want to hear our concerns. However our parents, families continue to reach out hoping for all of us to find a solution where our schools remain open in September 2017. Our position and the community of Cardinal know if we really wish to

hear the voices of these communities a positive solution will be reached in time for the new school year 2017-2018. The Ontario Government announcement on June 28, 2017 did indicate school boards were not obligated to review the current PAR review. Trustees this same communique outlined how important our schools located in these small villages are vital and need to be preserved. Trustees reach out to our municipalities and find common interest to save these schools. Trustees our students will be forever grateful. In closing Trustees of the Upper Canada District Board, please hear the voices of our communities and let’s find a partnership favourable to all parties. that is something that can be avoided, then it should be in the school board’s interest in doing so. Financially it makes sense, and it also makes sense in real student numbers. According to the township itself from 2011 to 2016 South Stormont has had the most students age 0-14. It took a long time, a lot of meetings and a lot of arguing before the school board came to its decision to close R-O’s high school program, but no one should stand by a bad decision just because they spent a lot of time and effort making it.

THIS WEEK IN 1961: Police and Colonial Coach officials were praising bus driver Roger Seguin of Cornwall for his “calm, cool action” that avoided what could have been a tragedy. When a tractortrailer heading in the opposite direction skidded out of control on Highway 2 just west of Parco Village and into the bus’ lane, Seguin managed to avoid the head-on collision by steering the bus with 22 passengers into the ditch. The passengers were shaken but not injured. • Construction projects under way in the city included the Sisters of Notre Dame Convent at Fourth and Augustus streets at a cost of $125,000. The new St. Columban’s Parish Hall was being built and a new Ontario Provincial Police District 11 headquarters was being built in the new town of Long Sault. It would replace the outdated headquarters on Augustus Street in Cornwall. • Mayor Nick Kaneb called Cornwall Canal pollution “alarming” and called on the body in charge to increase the flow of water from the Robert Saunders Generating Station. He said the health of residents was at stake. • Standard-Freeholder city news editor Hal Lee died after a short illness. • E.J. Villeneuve Three-Star Meat Market, 524 Augustus St., offered free delivery. • Father Francis Lefebvre was transferred to St. Francis de Sales parish from St. Felix de Valois parish. • Cornwall Cable Vision Ltd. said it would build a transmission tower on a piece of the Copeland Farm in east Cornwall to replace the tower at Eleventh and Guy streets. • Colonial Coach Bus Lines was offering round trips to Upper Canada Village for $1.45. • The go-kart track - Cornwall Kartway - at Eamer’s Corners was open daily 2 p.m. to 9 p.m. • City council received a petition to have Fifth Street from Guy to St. Felix streets paved. • A petition was received asking that the old city dump

site on Ontario Street be turned into a park. • Cal Kirkey nailed a pair of home runs to help Hodgin’s Lumber beat up on Crown Diamond 7-0 in a North End Fastball League game. Larry Keen was the winning pitcher. • Toronto Argonauts fullback Cookie Gilchrist signed the longest contract in Canadian pro football history. It was for five years at $22,000 a season. The previous longest contract was a fouryear deal given to quarterback Jackie Parker by Edmonton Eskimos. HERE AND THERE: When it comes to politics timing, as with many things in life, can be everything. So it is with the $10.5 million payment to Omar Khadr that has enraged so many Canadians. Unfortunately for the opposition Conservatives it is a case of bad timing. If the country was gearing up for a federal election, it would be a campaign gift. One that would have the Liberals on their heels. But the election is far off and by the time it arrives this hot button issue will have cooled. To a lesser degree, the timing does not favour the Conservatives because it comes during the summer recess. ... Khadr said the apology is important because it will allow him to get on with his life. Wonder if he had a choice of $10.5 million or an apology which he would have jumped on? THIS AND THAT: There is one word for the weather forecasting in this country - sucks! ... If you want a more accurate weather forecast for this area, tune into WMSA Massena. Their guy, Kevin Williams out of the national weather office in Syracuse, trumps (no pun intended) the attempt to forecast on this side of the border. Labour groups and a taxpayers’ association opposed the restrictions, as did many residents. The bylaw was struck down in a 5-3 vote and the city’s retail shopping landscape was changed. Larry Keen, Ralph Carrara, Lionel Gauthier, James Ross and Doug Warner voted to repeal the bylaw. Against were Norm Baril, Aurele Clement and George Charlebois. Mayor Elzear Emard along with Gerald Parisien and Harold Shields declared conflicts. Keen, showing much foresight, warned that the restricted hours would hurt small retail stores down the road, not help them. Keen predicted that shopping centres would build outside the city where they could offer extended shopping hours. He expressed concern over the animosity the controversy had created. “People are beginning to hate each other,” he lamented. “And we call this The Friendly City.” Gauthier, a veteran alderman, said the bylaw brouhaha had sparked the biggest controversy, and most pressure, he had experienced. The meeting ended with two downtown merchants screaming insults at those who voted to repeal the bylaw. It wasn’t the city’s finest hour. TRIVIA ANSWER: Canned goods and other food were collected in Cornwall and sent to the people of England as the City of Cornwall’s wedding gift to Princess Elizabeth and Prince Philip. The wedding took place on Nov. 20, 1947 at Westminster. Food rationing was still part of life in war-torn England. TRIVIA: In 1957 this Cornwall native was elected MP for the Quebec riding of Laurier. He was re-elected three times before retiring from politics.

Sunday Shopping Claude McIntosh ~ Mac’s Musings On a sticky August evening in 1965 the City Hall air conditioning system struggled to provide relief inside the jam-packed council chambers. It was standing room only in the council chambers with dozens more spectators in the hall way. Just as hot as the steamy evening air was a contentious issue that had driven a sharp wedge into city council: retail store closing hours. The crowd sweated for 90 minutes before the agenda worked its way down to the issue that brought them to city hall. One alderman was under police protection because of a threat to do him physical harm if he voted to rescind the bylaw. Two others said they received veiled threats. One alderman was away on “vacation”. With today’s mega-shopping hours, the idea of forcing a store to close at noon on Wednesdays and locking the doors at 6 p.m. other nights seems pretty draconian. But that wasn’t the case in 1965 when nobody would even think of opening a store on Sunday, and a time when doctors closed their offices on Wednesday afternoons. It wasn’t until 1961 that the city approved Sunday sports to be played, but only between 1 p.m. and 6 p.m. The store closing bylaw required noon-hour closing on Wednesdays, 6 p.m. on Mondays, Tuesdays and Saturdays and 9 p.m. on Thursdays and Fridays was being debated at the Aug. 9 council meeting. The bylaw was supported by retail merchants in the downtown core and east end. They argued that longer hours would leave little family time for small family-operated businesses which made up the bulk of retail stores. Extended hours, the said, would increase the cost of operating the stores.

LONG SAULT, Ontario - The Seaway Train Show had a seventh successful year in Long Sault. The event started on Saturday, July 15 and ran until 3 p.m. Sunday. Once again, the Long Sault Arena served as the perfect host. One organizer said that she estimated more than 4, 000 people visited the event this year, which she says is great for the economy of the region.

A major attraction of the event is all of the vendors and exhibitors. Combined, there were more than 50 vendors and exhibitors for people to see. The event goes to support the Parade of Nations, which itself celebrates its tenth year this year. The Parade of Nations goes to support young artists with disabilities. This year, the money raised by the train show will go to support Brandon, an 18-year-old youth from Lancaster who writes fan-fiction. Brandon hopes to go see a Harry Potter exhibit at Universal Studios and Parade of Nations hopes that with the money raised from the train show, that they will be able to do that. This event receives strong community support every year throughout the region. For the first time this year, they received support from Hometown TV12, a radio station from Brockville. The organizers of the event feel that this demonstrates the far reach of the train show. In just a short amount of time, the train show has started to welcome guests from as far away as Quebec City, and parts of upstate New York. The organizers also go as far as to welcome exhibitors into their homes every year. “This event brings a lot of peoepl to see what Cornwall and the surrounding area has to offer,” one organizer said. They also feel that the Long Sault arena is the perfect venue for the event as vendors and exhibitors are able to drive their displays right up to their tables.

CORNWALL, Ontario - Selina Pescar and Jasmine Delage have been matched as a Little and Big for more than two years now. Both have gained experiences that would not have been possible without their participation in the Big Brothers/ Big Sisters (BBBS) program in Cornwall. “We have a lot of fun,” said Selina, age 9. “We do Zumba together, we went to Calypso together and we do arts and crafts.” Her Big Sister Jasmine said that she was proud of how much Selina has grown out of her shell since they first met. “I remember she was so quiet the first time I picked her up,” Jasmine said. “Now I think seeing Selina laugh is the best part of being a Big Sister and getting to see her grow-up.” Jasmine, a teacher, got involved with BBBS because she felt that there was something missing for her in life, but was hesitant at first because she was worried about the time commitment.

“I was worried about getting involved in this because I don’t have a lot of free time, but now I don’t think about it because it is so fun,” she said. For her part, Selina said she would do it all again if she had the chance and would recommend BBBS to friends. “Its very fun,” she said. “You get to go on trips and you get to meet a lot of people.” Jasmine hopes to be Selina’s Big Sister right up until she is 22. This coming Wednesday, July 19 BBBS will be holding their annual charity golf fundraiser at the Cornwall Golf and Country Club. This annual event is important in helping BBBS offer its programs and find matches like Jasmine and Selina. Anyone hoping to support the tournament can consider becoming a T-hole sponsor, make a donation for the auction or they could also always volunteer with BBBS and become a Big Sister of Brother themselves. BONVILLE, Ontario - The Cornwall Township Lions Club grounds were filled to the brim with classic cars this Saturday, July 15 for their sixth annual Car Show. Event organizer, Chantal Lalonde says that with well over 100 entries, the event has made huge strides since its inception in 2011. “I think this is our biggest one yet,” said Lalonde. “We’re very fortunate. We have several car clubs from as far as Gatineau that came by just to show their support.” It was a true summer day, with the sun making a rare appearance after a long string of rainy weekends. “Mother Nature decided to give us a break, and we actually had a beautiful day,” said

Lalonde. Roger Ladouceur was there with his ’51 GMC, which was a true labour of love. “It had to be a ’51,” said Laduceur, who was born that same year. Ladouceur took seven years to restore the truck in his small Cornwall garage. “I worked at it slowly – I wanted something to pass the time, and that’s what I did,” said Ladouceur. Lalonde says that one of her favourite parts of the event is seeing the cars roll in in the morning. “We have a fair amount of people who register day-of,” said Lalonde. “The lineup of cars is always really beautiful to see.” All money raised during the event will directly benefit the Apple Hill Scout Reserve.

The Browns sued the Cassidys, but the Court dismissed the case citing the doctrine of caveat emptor otherwise known as “let the buyer beware”. Let’s look at what went wrong for the Browns and how you can avoid making the same mistakes. First off, the Browns failed to carry out a proper inspection of the property. They relied on the honest representations made by the sellers, looked over the property themselves, but did not hire an experienced home inspector to carry out an inspection. The law puts the onus on homebuyers to discover for themselves defects or issues which would be apparent following an ordinary inspection. These are called patent defects. If you do not perform a proper inspection of the property and you discover a problem after you purchase you cannot then complain about it. You are responsible and run a significant risk when you buy a property without inspecting it first. If on the other hand, there is a defect with the property that cannot be uncovered during a routine inspection than the seller could be held responsible. These are called latent defects, but you still have to prove that the seller knew about the latent defect, concealed the defect or made representations to you with reckless disregard to the truth. No easy task. Secondly, the Browns claimed that the water

Had they retained an experienced real estate lawyer they might have been advised to include a warranty clause from the sellers regarding the condition of the property, or to make the offer conditional upon obtaining a satisfactory inspection report. The cost to retain a lawyer before signing the agreement of purchase and sale is often very modest and pales in comparison to the legal fees that the Browns, or you, might incur if you have to sue a seller. Another benefit to both retaining a lawyer and obtaining an inspection report is that if your inspection reveals problems with the property you can use the report to negotiate a more favourable purchase price. A price that takes into account the expected costs to rectify the issues with the home. An inspection report obtained from an independent home inspector will also give you much more credibility in your negotiations with the seller to reduce the purchase price. To avoid an expensive lawsuit and being stuck with a home plagued with problems – get an inspection report, if the seller assures you of something about the condition of the property put it in the agreement and speak to a lawyer before you sign the agreement of purchase and sale.

The Browns purchased a bungalow privately from the Cassidys in Forest, Ontario which turned out to contain an extensive amount of mold, water leakage problems and issues with the rear deck totalling more than $85,000.00 in damages.
