CORNWALL, Ontario – Isabelle Paquette, 9, has raised over $7,000 for various charitable organizations to date — something that many individuals do not achieve in a lifetime.

Her philanthropy has not gone unnoticed.

Isabelle discovered yesterday that she will receive a Governor General’s Sovereign Medal for Volunteers on November 14. The medal will be presented to her at a private breakfast in Ottawa before a We Day event at the Canadian Tire Centre.

Kim Secord-Paquette, Isabelle’s mother, said that her Physical Education teacher at Longue Sault Public School, Ian Callan, worked on a nomination application for her for about a year, enticing others to write letters of support along the way.

“I feel proud,” said Kim. “I get goose bumps when I think about everything she does for others.”

Isabelle’s biggest fundraising venture to date includes her efforts for the Children’s Treatment Centre (CTC).

“Three years ago, it started as a challenge at her school,” said Kim. “The top fundraiser could win a prize. She raised $1,000. The following year, without the idea of an award or a prize or anything, she decided on her own that she wanted to raise more money than she had before.”

For the last two years, Isabelle has taken the initiative to bake and sell cupcakes for the cause, inspired by her cousin who has a passion for baking. Last year, she raised over $4,000 from cupcake sales alone.

“I thought (my cousin) was a really good cook, people like cupcakes, maybe I could raise

According to Kim, Isabelle’s other volunteer work includes but isn’t limited to programs at her school promoting health and wellness, attending a WWII Veteran lunch in Trenton, participating in a TD shoreline clean-up, tree planting, answering the phone during a CHEO Telethon and donating her hair to the Canadian Cancer Society.

“To say that I’m proud, I think is an understatement,” said Kim. “She is so full of love and kindness and has such a giving spirit.”

“I’m proud that I’m getting this award and I’m excited about everything,” said Isabelle.

CORNWALL, Ontario – Eleven vendors participated in the first pop-up fundraiser for Studio C Dance School on Saturday, Nov. 10 at the Benson Centre.

One of the vendors was Mackenzie Tait, 10, who was selling her homemade lip products.

She calls her work Mackie’s Makeup, and started making her all-natural products last year with the help of her mother. Tait is also a competitive dancer at Studio C Dance School.

According to Candy Pollard, organizer of the craft show, funds earned from the event will go towards competitive dance team entry fees.

Local dancers will be competing in two competitions in the spring, Dance Canada and Kick It

On November 7th at the 32nd annual convention of St-Hubert Bar B.Q. Ltd., the Cornwall restaurant won the Gold award for ranking first overall in the St-Hubert Excellence Program.

The program evaluates 126 restaurants under the St-Hubert banner in New Brunswick, Ontario and Quebec.

In the last 12 years, Cornwall has won 10 awards, Three Bronze, One Silver and Six Gold. This latest award was presented to Karen McMillan & Lloyd Lalonde, franchisees, along with members of their team. CORNWALL, Ontario – Dan Parkinson, Chief of the Cornwall Community Police Service (CCPS) will be celebrating his retirement on Nov. 15 at the Best Western in Cornwall. He has chosen that his party be open to the public and that part of ticket sales go to support Cornwall’s Boys & Girls Club.

Parkinson has been a long-time believer in youth outreach, which is also a part of the CCPS Crime Prevention strategy.

“The sooner you reach out to youth the sooner you can affect their trajectory and keep them out of the formal justice system,” Parkinson said. “The evidence is in that in the development of children there are three distinct opportunities to interject into a child’s life, when they’re 0-6, 7-12 and 13-18.”

CCPS has started and maintained programs targeted at youth outreach including their annual Christmas Street Hockey Tournament, Bikes & Badges, and Cops & Kids Fishing Day. Part of this outreach has included work with the Boys & Girls Club.

“CCPS has worked collaboratively with the Boys & Girls Club at every opportunity to expose kids to a safe environment and keep them out of the justice system,” said Parkinson.

Boys & Girls Club Jacquie Richards credits Chief Parkinson with helping to bring the organization to Cornwall.

Local doctor believes cannabis should not be last resort for treatment Shawna O’Neill

and Sativex, a specific cannabinoid derivative, which have been approved.

“There’s a lack of knowledge, and not only that, a lack of evidence-based medicine — randomized controlled studies,” he added. “This is how drugs are developed through the pharmaceutical industry. You do years of research with hundreds or thousand of patients…that hasn’t happened with medical marijuana yet, primarily because of difficulties accessing it.”

Dr. Ducas said that most medical marijuana studies are conducted outside of the U.S., where marijuana is a schedule one drug. Thus, research is more uncommon as most drug studies are conducted in the U.S. Since 2014, Dr. Ducas has hosted four presentations amongst doctors in the community discussing and educating about medical marijuana.

Over the past four years, Dr. Ducas has seen many cases of success amongst patients to whom he has authorized medical marijuana.

“When it comes to pain management, I have observed a substitution effect,” he said, explaining that in certain cases patients have reduced or replaced opioid dosages with cannabis. He has also observed cases of improved sleeping habits, reduced anxiety and improvement of overall quality of life. Dr. Ducas screens patients for Cannabis Use Disorder

CORNWALL, Ontario – Dr. Dean Ducas, a local family physician, has been authorizing patients to use medical marijuana since 2014. He believes that he is the first Clinical Cannabinoid Consultant in Eastern ON. According to Dr. Ducas, the Canadian Medical Association (CMA) recently released a controversial statement. The Association suggested that the medical stream of marijuana should be abolished because Canadians no longer need to see a doctor to have access to the drug. Dr. Ducas has already witnessed patients losing access to different medical strains.

“If you take away regulations, I believe you will have more harms,” said Dr. Ducas.

“Medical strains are different from recreational strains,” he added, maintaining that medical strains contain a higher concentration of Cannabidiol (CBD) than Tetrahydrocannabinol (THC).

Dr. Ducas said that statistically, only one in nine physicians in Canada are willing to authorize the use of cannabis.

“Doctors don’t feel comfortable authorizing for something that isn’t approved by Health Canada or the Food and Drug Administration (FDA),” he said.

Dr. Ducas acknowledges that there are exceptions, including Nabilone, a synthetic cannabinoid,

before authorizing use, as well as potential drug interactions.

“But we have to go slow and observe as cannabis is not meant for everyone,” he said. In Dr. Ducas’ experience, every two of three patients referred to him are cannabis experienced, meaning they have tried the drug before, and thus have a greater success rate. Cannabis naïve patients, who have no prior experience with the drug, see approximately a 60 per cent success rate.

According to Dr. Ducas, for neuropathic pain, the Canadian Pain Society (CPS) has rated opioids as a ‘number two,’ second-line therapeutic pharmaceutical drug, while cannabis is felt to be a third-line drug.

“They only recommend (cannabis) as the last resort when standard pharmaceuticals fail,” he said.

Dr. Ducas doesn’t agree with this order of classification as he acknowledges that statically the Opioid Overdose Crisis claimed approximately 4,000 Canadian lives in 2017 and 65,000 American lives in 2016. A report published by Canada’s Chief Public Health Officer on Oct. 23 suggested that the Opioid Crisis may be causing a drop in the life expectancy of Canadians.

“I personally feel there should be a flip…I feel that there are more harms with opioids than there are with cannabinoids,” said Dr. Ducas.

individuals as young as 19 in Ontario have access to recreational marijuana, whereas medical marijuana patients are recommended to be over the age of 25.

Dr. Ducas said that health professionals have cited a number of studies that suggest early use of cannabis alters individuals’ brain chemistry, hence the recommended age of 25.

Despite marijuana being legalized in Canada on Oct. 17, regulations to access marijuana for medical purposes were created in July of 2001.

Every Remembrance Day reminds me that I’ve been lucky. My father worked in an essential war industry, so he was spared the horrors of the war front. Unlike my wife who lived in war-torn England, my early childhood years were in Canada.

For a brief time during the mid 1960s, I was working in California until a teaching contract obliged me to return to Canada. There I received a letter from Uncle Sam that was forwarded to me. He was inviting me to join the many American men

who were being trained for possible service in Indo China. Since I was barely out of my teens, I thought, “Hey! That would be really interesting: travel, flights in all sorts of airplanes and helicopters, meeting all sorts of interesting people…” In the wisdom that comes with age, I realized that I once again escaped becoming a victim of the juggernaut that is war.

The technologies associated with all sorts of transportation and logistics fascinate me. I study all sorts of things about aircraft, ships and vehicles, civil or military, serving in peace or in war.

In my travels, I’ve visited numerous museums.

Nearby: Trenton, Rockcliffe, Gatineau, Downsview, Hamilton… Farther away: South: Pensacola, Florida; east: Hendon, England; west: Comox, B.C. Rhyming these places off reminds me

of Johnny Cash’s and Stompin’ Tom’s “I’ve been everywhere, man…” Yes, all those places deal with battleships, aircraft carriers, submarines, bombers, fighters…

I got a first-hand sampling of how WW II aviators felt when I succeeded in getting flights in military types such as a B-17 Fortress, B-24 Liberator, B-25 Mitchell, PBY-5A Canso and C-47 Dakota.

Unlike our brave veterans, I’ve not experienced flak rising up from hostile ground far below, or tracers being fired from the Hun coming out of the sun.

It was sobering to visit the BCATP (British Commonwealth Air Training Plan) Museum at Brandon, Manitoba. Engraved in the sombre black granite of the 300-foot long

wall are the names of the 19,000 Commonwealth aircrew who died in training or combat. The 131,533 aircrew in total who were trained are commemorated in many ways across the nation: cemeteries, cenotaphs, ceremonies.

That granite wall reminded me of the Viet Nam memorial that could have included my name too, if fate, circumstance, luck and providence hadn’t intervened. When I gazed at that 493-foot wall in Washington, D.C., I was thankful that there was no Nick Wolochatiuk engraved on it. Sadly, there are 58,320 other names.

Go to your local cenotaph on the eleventh - or any other day of the year. Let us be grateful that our names are not there, but be forever indebted to the many whose sacrifice bought our freedom.

CORNWALL, Ontario – Hundreds gathered around the Cornwall Cenotaph at Legion Memorial Park on Sunday, Nov. 11 to honour all past and present citizens who have dedicated their lives to serve our country.

The ceremony featured our national anthem, a brief sermon, a moment of silence, a speech presented by a member of the Royal Canadian Legion branch, the reading of In Flanders Fields and the laying of wreaths at the Cenotaph.

This year marks 100 years since the signing of the Armistice, which ended the First World War, otherwise known as The War to End All Wars. In honour of this significant milestone, church bells will ring 100 times at 4:30 p.m. in the city in commemoration.

In a speech made by a member of the Royal Canadian Legion, the importance of acknowledgment was emphasized, encouraging citizens — especially youth — to be aware of what our forces have done for us, today, in WWI, WWII and other wars, such as the Korean War and the War in Afghanistan. The speaker also reminded attendees that war injuries can be visible and invisible, and affect many.

“Unlike those killed in battle in Europe (during WWI), our returned Veterans lay in ordinary graves for the most part, unrecognized for the remarkable sacrifices that they made,” said the speaker.

“We are honouring sacrifice and celebrating peace; lest we forget,” he added.

Clarence Couture of Cornwall, who was in attendance at the ceremony, joined the Royal Canadian Air Force (RCAF) in 1957 and served until 1992; he then worked at the National Defense Headquarters.

“I served all overseas, and all across Canada,” said Couture, who was a technician on military aircraft. His last posting was working on helicopters in Saint-Gabriel-de-Valcartier.

For more than two years now, I’ve been publishing your local stories on a daily basis here at Seaway News. That’s right, Cornwall Seaway News is a daily paper, we publish local news everyday, especially breaking stories.

Our website, along with our weekly print edition gives us a large reach across Cornwall and the United Counties of SD&G. Ever week our print edition goes to more than 38,000 homes and we reach nearly five times as many people online every month.

We are a strong community publication and we are growing all the time. I’m not writing this to pat us on the back, well, that’s not the only reason. I’m writing this because I want people to know that their community paper is still going strong because a healthy community has a healthy community paper.

A study published this past Spring done by the University of Notre Dame in the U.S. showed that in communities were local newspapers closed, the cost to taxpayers increased. One of our most central tasks as a community paper is to keep local government to account. We need to ask our local elected representatives why certain sidewalks haven’t been maintained, how they are negotiating with their unionized employees, why school boards choose to try and close some schools and much more. All of this, for the sake of the readers and your tax dollars; this is how we bring value to all of our readers.

There is much more value that Seaway News provides to the community beyond covering local news. I’m an Editor, I’m a storyteller and I love working in this community and being able to tell local stories. I couldn’t do this job however, with out the support I get from our local businesses through our sales department.

I believe that Seaway News offers a unique and valuable service to local businesses. Local businesses get the best value for their advertising dollar in their local paper. Whether it be in our print edition, online or in one of our successful magazines, like Holiday Tymes, TASTE, the Visitor Guide or Cornwall Living, we have the product to showcase any local business and reach customers. Again, I’m not in sales, but I care about this community and I’m proud to work at a place that intersects with so many different parts of life in the region and that includes business and the local economy.

Our industry is facing some challenges, which is why as someone who loves what they do, I’m thankful to work at a newspaper that feels so strong. Since I started here two years ago, Seaway News has begun publishing a new magazine, TASTE, added a new full-time staff member in my editorial department, Shawna O’Neill, all the while, continuing to print three other magazines, a map and a newspaper 52 weeks a year. Our online presence has grown, we have begun producing videos to cover breaking news, debates, and advertisements for our clients all to better serve our community and readers.

Canada and globally is tough. Many papers have cut editions, gone exclusively online or closed completely. Again, I am thankful to be at a paper that still produces a strong product online and in print and I firmly believe there is still a place for both mediums and newspapers as a whole in this market. All of this, is thanks to you, the readers. Your dedication to Seaway News is what makes us so strong, and allows us to serve you by trying to inform you of the most important stories in your lives, your stories, the local news.

World Diabetes Day on November 14 Shawna O’Neill I still remember the moment I found out I have type one diabetes when I was 10-yearsold. I was in my living room playing with Barbies when my mom appeared from upstairs, phone in hand, having received a call from my doctor.

The next thing I knew my dad hoisted me up in his arms, crying. I started crying too because I didn’t know what was happening to me, but I knew that I was sick.

I remember my mom gently explaining to me that my life was about to change forever and that it would become a little bit harder. She said that I couldn’t have as much sugar anymore.

While my mom was in the shower and my dad went to get gas for our trip up to the Children’s Hospital of Eastern Ontario (CHEO), I thought to myself ‘This is it, I can never have sugar again.’ I sauntered over to my fridge, dramatically swung the door open, grabbed a large bottle of Dr. Pepper and savored every glass that I knew I shouldn’t be having.

For months prior to my diagnosis, I had been experiencing the tell-tale signs of hyperglycemia: excessive thirst, excessive urinating, extreme fatigue, weight loss, trouble concentrating and blurred vision. I was in grade five at the time and I would bring money from my piggy bank to school for extra water from the

vending machine. I would get in trouble for asking to go to the washroom too many times.

Having just finished sixth in Canada in my age category for highland dancing, I suddenly barley had enough energy to walk on stage; I felt like I was letting everyone down.

Type one diabetes is an autoimmune disease that currently has no cure. In 1922, Canadian scientists Frederick Banting and Charles Best successfully developed insulin injection treatments, ultimately saving the lives of millions.

Prior to the use of insulin injections, type one diabetics could live up to two years from diagnosis through a ‘starvation diet’. Type one diabetics rely on the use of insulin to survive;

I personally take six injections daily. Type one diabetes is often confused with type two diabetes, but type two diabetes may be treatable through diet and exercise.

Type one diabetes presents daily challenges, including multiple injections and finger pricks, balanced rest, diet and exercise and dealing with symptoms of hyperglycemia and hypoglycemia. For the first time in 77 years, the StandardFreeholder will not publish six days a week, after Postmedia pulled the plug on the Monday edition.

No big surprise. The surprise is that it didn’t come sooner. For years the Monday edition was on life support. When the S-F was part of the Sun Media stable there was talk of axing the Monday edition. At the time, publisher Milton Ellis, who had a strong circulation background, fought to keep the Monday paper coming off the press.

What is happening in the wake of plunging paid circulation numbers, currently believed to be around 4,300, is the proverbial death by a thousand cuts. (An old rule of thumb for daily newspapers was one newsroom employee for every thousand papers sold). The next step will be to chop the Wednesday edition, probably in late 2019, then do away with the print edition and go with an electronic-only edition. Hard to support a five-day-a-week print edition with a paid circulation under 4,000, which is where the paid circulation number is headed.

It doesn’t seem all that long ago (1990) that the daily had a paid daily circulation a shade under 20,000, and a newsroom with 20 staffers.

The Saturday edition had 48 to 50 pages with four sections. It covered the city and district like the proverbial wet blanket. Today, the paper tries to put out a print edition, now five days week,

with two general assignment reporters, a sports writer and an editor and claim that it is providing the same in-depth print edition coverage.

No can do.

He also played the worn-out “I’m so sorry” card. The victim’s family said there was no justice.

LIGHTING One major hazard with winter driving is less daylight, especially on your commute home. La sécheresse continue sur une partie du territoire de la CNS Communiqué de presse de la CNS NATION SUD, Ontario - Suivant un automne pluvieux, l’équipe d’intervention en cas de bas niveau d’eau de la Conservation de la Nation Sud (CNS) a rétrogradé l’avis de faibles niveaux d’eau pour le territoire.

En septembre, l’équipe avait émis un avis de sécheresse modérée (niveau 2) dans la région supérieure du bassin versant de la rivière Nation Sud, qui s’étend de la source de la rivière Nation Sud dans le comté d’Augusta jusqu’au village de Casselman. Le reste du territoire était dans un état de sécheresse mineure (niveau 1).

La région a reçu suffisamment de pluie au cours des 2 derniers mois pour faire augmenter les débits d’eau. L’état de faibles niveaux d’eau

a été rétrogradé de modérée (niveau 2) à mineure (niveau 1) pour la zone supérieure de la rivière Nation Sud. Le reste du territoire n’est plus en état de faibles niveaux d’eau car les débits sont revenus à la normale.

La CNS continue de conseiller aux propriétaires fonciers, aux entreprises et aux autres industries de l’ensemble du territoire d’utiliser l’eau de manière prudente et de limiter les utilisations non essentielles. Pour pouvoir étudier les impacts de la sécheresse, on demande aux personnes ayant des problèmes de puits de contacter la CNS. De plus, toutes les actions des caisses fusionnées seront converties en actions de la caisse issue de la fusion, à raison d’une action pour chaque action convertie.

At the meeting, you’ll be asked to vote on the adoption of an amalgamation agreement between Caisse populaire d’Alfred Limitée, Caisse populaire de Cornwall Inc., Caisse populaire de Hawkesbury Ltée, Caisse populaire de la Vallée inc., Caisse populaire Nouvel-Horizon inc., Caisse populaire RideauVision d’Ottawa Inc., Caisse populaire Trillium Inc., Caisse populaire Sud-Ouest Ontario Inc., Caisse populaire Vallée Est Ltée, Caisse populaire Vermillon Inc., Voyageurs Credit Union and the Fédération des caisses populaires de l’Ontario Inc. If the amalgamation agreement is adopted by the members of the caisses and the FCPO, all existing membership shares will be converted to membership shares in the new credit union. Similarly, all shares from amalgamating caisses will be converted to equivalent shares in the new credit union. Shares will be converted at a rate of one new share for each old share.

Members may consult the amalgamation agreement at the caisse during regular business hours.

Santa Clause Parade

CP Holiday Train in Finch

CORNWALL, Ontario – The 2018 Cornwall Santa Claus Parade is set to kick off the holiday season on Saturday, Nov. 17.

The parade will start at 5 p.m. at St. Lawrence Secondary School and make its way down Second St. all the way to Augustus St. “The theme this year is Christmas movies,” explained Terry Muir, parade organizer and Optimist Club President. “I think it will be an interesting year. That’s a pretty wide-open topic—movies.”

Muir, who has been involved with the parade and Cornwall Service Club Council for as long as he can remember, emphasized that the parade

is funded by donors rather than the City. Due to the reliance on local business involvement, the parade has changed accordingly over the years.

This year, Muir is expecting 250 to 300 individuals involved in the parade and has been told that over 20,000 residents attend and watch the procession. Last year’s parade theme was 150 years of Christmas.

Between 8:30 a.m. and 10:30 a.m., residents can attend Breakfast with Santa at the Cornwall Civic Complex with a donation fee. There will also be a Santa Street Hockey Challenge on Montreal Rd. “It typically kicks off the Christmas season,” said Muir. “Kids love it, no matter what age they are...just watching the smiles along the route is amazing…especially when Santa goes by.”
