CORNWALL, Ontario - About a hundred participants dressed up in Christmas spirit to shuffle through Lamoureux Park for a good cause.

The 2018 Santa Shuffle in support of the Cornwall Salvation Army took place on Saturday, Dec. 1, 2018.

Organizer Julie Leroux of the Salvation Army said that she hoped to see $1,500 raised at the event that day, all of which would be used to support those in need in the Cornwall area.

The Santa Shuffle is one of three big fundraisers that the Salvation Army relies on during their Christmas appeal, the others being their Carol and Brass fundraiser and the Christmas

The Santa Shuffle had two courses, one 1km route and another that was 5km. This was the fifth year that the Salvation Army held the Santa Shuffle in Cornwall.

Hundreds protest in front of McDonell’s office over Francophone representation CORNWALL, Ontario - Roughly 300 people came out to a pro-Franco-Ontarian protest infront of Stormont, Dundas and South Glengarry MPP Jim McDonell’s office on Second St. in Cornwall.

The Francophone community was galvanized against McDonell’s Progressive Conservative Party after leader and Premier Doug Ford announced his intention to cut the office of the French Language Commissioner and delay the creation of a French language university in Toronto.

Ford back-tracked on these moves to a degree. While there are still no immediate plans to build a French language university, he did say that the responsibilities of the French Language Commissioner would be folded into the office of the Ombudsman.

McDonell briefly spoke to the crowd that had gathered in front of his office.

“We’re here, I’m here taking this message to Queen’s Park,” he said.

McDonell went on to defend the government’s decision to not go forward with a French language university in Toronto and cutting the officer of the French Language

Commissioner, citing budgetary concerns by the government.

McDonell’s address to the crowd was met by a loud chorus of anger. After finishing his remarks, McDonell left the protest to head to Lancaster for their annual Christmas parade.

“It is very courageous for him to come here today,” said Dianne Poirier, one of the organizers of the event. “We want him to listen to us.”

Poirier said that the cost of the French language university was less than one percent of the provincial budget.

She said that what she and many other Franco-Ontarians wanted was a restablishment of the office of the French Language Commissioner and the construction of the new French language university.

She also praised Glengarry-PrescottRussell MPP Amanda Simard who left the Progressive Conservative party earlier this week over the government’s stance on Franco-Ontarian issues.

“Mme Simard is a courageous woman and she is doing what an MPP should,” she said.

QUEEN’S PARK, Toronto – Jim McDonell, MPP of Stormont-Dundas-South Glengarry, is making strives to level the playing field for organic famers and businesses.

McDonell tabled Private Member’s Bill 54 ‘Organic Products Act, 2018’ which has passed a second reading.

The bill seeks to harmonize provincial and federal certification of organic products, thus increasing consumer confidence while minimizing duplication of assessments and red tape.

Ontario houses the country’s largest organic market with over $1.6 billion in sales, yet it is one of four provinces that does not have provincial organic legislation.

“Time and again, our Government has pledged to make Ontario ‘Open For Business,’” said McDonell. “If passed, Bill 54 will do just that for our important and growing organic food industry.”

McDonell is encouraged by the support he has received for Bill 54 from producers and growers. Keith Currie, President of Ontario Federation Agriculture (OFA) also believes the bill will act in the best interests of provincial growers and consumers.

“This bill will simply bring Ontario into harmony with other provinces and ensure that all organic businesses are meeting federal requirements,” said Rob Wallbridge, Organic Council of Ontario (OCO) President, in a press release.

“There are also positive implications for trade with the necessary certification in place - businesses are free to expand into new markets.”

CORNWALL, Ontario - NASA Astronaut Andrew Feustel will be visiting Cornwall in December and his first speaking engagement will be at the Team Cornwall Year in Review meeting on Dec. 12.

Dr. Feustel most recently served as Commander of the International Space Station, returning to Earth just a few weeks ago on Oct. 4, 2018.

“We are very happy to be able to welcome Dr. Feustel to Cornwall to share his experiences as an astronaut,” says Peter Gault, Chair of Team Cornwall. “Drew has viewed Cornwall from the most unique of perspectives - 400 km up.”

Dr. Feustel will be joined on this trip by his wife and Cornwall native Indira. Dr. Feustel will share highlights of his mission and Indira will provide her insight from the family support perspective.

The couple made a similar visit in 2010.

Dr. Feustel recently spent months providing hands-on support for scientific research in lowEarth orbit on the International Space Station, working to keep the orbiting laboratory fully operational, and performing three spacewalks.

He and the crew of Expedition 55/56 completed hundreds of experiments during their 197-day expedition in space. Highlights included an investigation to study ultra-cold quantum gases using the first commercial European facility for microgravity research, and a system that uses surface forces to accomplish liquid-liquid separation.

Dr. Feustel most recently served on Expedition 55/56 which launched from Baikonur Cosmodrome in Kazakhstan in March 2018.

GLENGARRY-PRESCOTT-RUSSELL, Ontario Glengarry-Prescott-Russell MPP Amanda Simard has left the Progressive Conservative party to sit as an independent.

The rookie MPP was elected to the government in the provincial election in June, but recently split with her party over their stance on Francophone services.

Earlier in November, Premier Doug Ford announced the cancellation of a French language university in Toronto and also announced the abolishment of the office of Commissioner of Francophone Affairs. After backlash from the Francophone community, Ford backtracked and promised to fold the office of Francophone Commissioner into the office of the Ombudsman.

On the morning of Nov. 29, Simard sent a letter to Ted Arnott, Speaker of the Legislative

Assembly of Ontario, to inform him of her decision to leave the Progressive Conservatives and sit as an independent MPP. In a post made on Facebook last week, Simard explained her dissatisfaction with her party.

“The decisions made last week concerning the Office of the Commissioner and the FrancoOntarienne University disappoint me greatly, and I share this disappointment and fruastration today, having initially worked as much internally as possible to reverse these decisions,” Simard said in a post on Facebook, translated by Seaway News. “I asked the Premier to reconsider these measures.”

“I always have the reflex to use the diplomatic channels to resolve situations, and that’s what I did, before reacting publicly, as soon as I became aware of these decisions (which was just minutes before the official announcements),” she wrote. “By the way, I read somewhere that MPP Simard “might be upset”. False.

At the beginning of the school year, students had the opportunity to choose to be a part of an athletic program, technology and science program or arts program. Throughout the school year, students of each group will have the opportunity to be involved in activities pertaining to their selection. The athletic program enticed 37 students. So far, these students have had the opportunity to play with the Ottawa 67s.

Lalonde said the initiative is specific to his school, however the Catholic District School Board of Eastern Ontario (CDSBEO) is encouraging schools to adopt specialized programs.

Lalonde believes that because students are offered chances to engage in something that meets their personal interest, they are generally more excited about their learning environment and excel in other subjects.

Emilie LeCavalier, 11, chose the athletic program and was excited to play alongside the Fury.

“I like sports and I thought it would be good for me because I like it a lot,” said LeCavalier, describing why she chose to take part in the athletic program. She especially loves soccer and enjoys playing ball hockey.

Woman allegedly assaults hospital staff

SOUTH GLENGARRY, Ontario - On Nov. 26, 2018, at approximately 10:11 a.m., members of SD&G OPP responded to a traffic complaint and intercepted a stolen car on Hwy 401, South Glengarry, Ontario. The investigation revealed that a male youth was in possession of a stolen car from Toronto, ON. A 15 year-old male of Toronto, ON was arrested and charged with; - Possession of property obtained by crime over $5,000 He was released and is scheduled to appear at the Ontario Court of Justice in Cornwall on Dec. 20, 2018. The name of the accused is being withheld in accordance with the Youth Criminal Justice Act (YCJA).

Cornwall, ON – Stephane Deguire, 34, of Cornwall was arrested on Sunday, Dec. 2 and charged with the following: • Assault police x 2 • Possession of a weapon for a dangerous purpose • Resist arrest • Breach of probation (for possessing a weapon and failing to keep the peace) It is alleged on Dec. 2, while investigating an unrelated matter, the man brandished a razor blade in the direction of two police officers.

After a brief struggle, the man was taken into custody, was charged accordingly, and held for a bail hearing.

CORNWALL, ON – Kayla Piche, 29, of Cornwall was arrested on Sunday, Dec. 2 and charged with the following: • Assault x 3 • Assault with a weapon x 3 • Mischief under $5000 • Threats x 13 It is alleged while at the hospital on October 17, the woman threatened and assaulted staff using a shoe and a door.

It is further alleged on December 1, the woman assaulted staff with a pencil, damaged a sanitize dispenser, and made threats to harm multiple staff members and damage their properties. Police were contacted and an investigation ensued.

On December 2, the woman was taken into custody, charged accordingly and held for a bail hearing.

CORNWALL, Ontario - Cornwall’s new police Chief Danny Aikman says that during his time in office he hopes to promote the safety and wellness of his officers and strengthen ties with the community. Aikman was sworn in as the new Chief of the Cornwall Community Police Service (CCPS) on Nov. 16. He had previously served as Deputy Chief since 2003.

“I’ll be satisfied if people say Danny Aikman had the best interests of his officers and the community at heart,” said the new Chief in an interview with Seaway News.

One of the first initiatives that Aikman will have to tackle is the implementation of a police wellness program as mandated by the 2018 Safer Ontario Act. “I want to make sure that our wellness program meets our own unique needs,” he said.

Aikman said that he would be working closely with City of Cornwall administration and council on the implementation of a wellness program for CCPS. Other focuses for Aikman include ensuring that CCPS continues to operate within their budget and continue to provide the best service possible for the citizens of Cornwall.

“I think that anyone who knows me knows I’m a strong advocate of working within our budget,” he said. “I think we’ve had reasonable success in doing that. We provide a level of service to our community that is above what many other similar size police services are able to provide.”

CORNWALL, Ontario – The cast and crew of Elf the Musical Jr. met on Sunday, Nov. 25 to rehearse their upcoming holiday production, presented by Seaway Valley Theatre Company.

With an energetic cast of 45 actors between the ages of 6 and 18, and a story based on the hit movie Elf, Director Corey Disotell anticipates that the production will be a success.

“Because it’s a Christmas show at Christmas (time), it’s that much more magical,” said Disotell. “I think it’s really motivating the kids to do awesome.”

The performance follows Buddy, played by Haydn Preston, on a journey to New York City to find his birth father and his true identity. As a young orphan, Buddy mistakenly crawled into Santa’s bag of toys and was raised as an elf at the North Pole. With Buddy’s birth father on the naughty list, he is determined to renew the Christmas spirit within his family and the entire city.

The musical will be performed on Saturday, Dec. 8 at 1:30 p.m. and 4:30 p.m. and on Sunday, Dec. 9 at 1:30 p.m. at Aultsville Theatre.Disotell said that he is certain the play will instill a great sense of holiday spirit in those who attend. He believes that audiences of all ages will enjoy the production.

In the past, Disotell directed a cabaret. For his first musical, he is thankful to have an amazing team, including the choreographer, musical director and volunteers. He is also proud of the cast that

Aikman pointed to a 45 percent reduction in youth crime over the past 10 years as an example of some of the recent successes of the service. They have also seen a significant reduction in break and enters in Cornwall. One area of concern is around sexual assaults. Cornwall saw 91 sexual assaults in 2017, a more than 20 percent increase from the year before.

“There has been an increase in sexual assaults after a leveling out and we are investigating why that is,” said Aikman. “We are all working collectively to reduce the instances of sexual assault. The positives are that these numbers show that people are confident that if they report to us, we will investigate.”

“From day one, their enthusiasm was infectious. I would say about half of the cast has been with us before and the other half are new,” he explained.

“We are always looking for people to come out and support us, whether it’s on stage or behind the scenes, or just coming to watch the shows,” said Disotell.

Disotell said that tickets are selling fast, with one of three shows almost completely sold out.

The largest protest that I’ve ever seen in Cornwall took place this past Saturday in front of Progressive Conservative MPP Jim McDonell’s office.

Over 400 Franco-Ontarians and their supporters made their displeasure heard after Ontario Premier Doug Ford announced cuts to Francophone services in the province. Ford said he wanted to cut the office of the French Language Commissioner and he has delayed the construction of a French language university in Toronto.

Ford eventually backtracked to a point on the issue of the language commissioner, folding those responsibilities into the office of the Auditor General. This didn’t satisfy MPP Amanda Simard, who left the Conservative party to sit as an independent and it doesn’t seem to have satisfied many other Franco-Ontarians.

There were major protests across the province on Saturday, not just in Cornwall. Dianne Poirier, one of the organizers of the demonstration in Cornwall, told me that this was just the beginning, given that the Ford government has a majority in the legislature and can do what it likes for the next three and a half years, I hope so for the sake of their cause.

It is going to be difficult for them to keep this

issue on the agenda until the next election especially without a strong voice of support within the government. The more I think about it, the more I think it was unnecessary for Simard to leave the Conservative Party, especially this early.

I doubt that Ford would have kicked her out of the party no matter how loudly she spoke out, and by staying in the government, she could have been a voice of continuous discontent on the way her party was handling Francophone issues. By leaving, I worry that Simard has left her riding, and her cause in a weaker position.

Jim McDonell for his part, did address the protest in front of his Cornwall office, which was a brave move, because they were not warm to him. McDonell tried to explain that the reason for these cutbacks all came down to dollars. His explanation was met with a chorus of boos from the crowd.

I don’t think that delaying one university or cutting one person’s salary will make that much of a difference in the grand scheme of things for the budget, especially when you consider that the cost of the university was less than one percent of the provincial budget. So that begs the question, why would the Ford government make a move like this that would cost them so many political points with the Franco-Ontarian

demographic? Does Ford think that FrancoOntarians only vote Liberal, so they’re of no political use to him anyway? When you boil it down, I think that the Ford government calculated that by doing this so soon in their mandate, they can win points with their base, and that most Franco-Ontarians will have forgotten about it three and a half years from now.

Unless Franco-Ontarians can keep this on the provincial political agenda, which in itself will be a great feat, I doubt it will have any

bearing on Doug Ford’s political fortunes even in a few months from now. How FrancoOntarians fight against a majority Conservative government on this issue I don’t know, but what I do know is that this weekend showed that at the very least, they are politically organized.

During the 1971 Cornwall mayoral campaign voters were warned that electing a 32-year-old soft drink plant manager with a blank page on his political resume would be a huge mistake.

Voters didn’t listen to the warning.

On Dec. 6, Ed Lumley, a native of Windsor, became the youngest mayor elected by Cornwall voters.

This was when municipal elections were held across Ontario on the first Monday in December.

He didn’t just win; he won big, taking down one of the city’s most experienced municipal politicians backed by a high-powered political machine and a sizable war chest.

Incumbent Nick Kaneb, who served as mayor for 10 of the previous 12 years and was first elected as an alderman in 1950, finished 7,050 votes behind his young opponent. It was the biggest mayoral margin of victory on record. Lumley won all but six of the 91 polls.

Kaneb and his supporters were shocked.

“I never dreamed it would go this way. I expected to win. I didn’t expect this (kind of defeat),” Kaneb told the Standard-Freeholder.

“I don’t think anyone can do better than I did.”

Ald. Angelo Lebano, who openly supported Kaneb, had a warning for the freshlyminted mayor: “If I think Mr. Lumley isn’t doing his job, I’ll run in the next election (against him).”

What voters didn’t realize on the night of Dec. 6, 1971 was that they had launched a political career that would see Lumley

elected Liberal MP (Stormont-Dundas) before his first and only mayoral term expired.

He would go on to become a key cabinet minister before becoming the victim in 1984 of arguably the city’s biggest local political upset when he was booted out of office by an unknown Conservative challenger. Many had seen Lumley as a rising star in the Liberal party and a potential future leader.

But there was no need to hold a tag day for the defeated MP. New Mayor and Council sworn in Nick Seebruch

CORNWALL, Ontario - Bernadette Clement was sworn in as Mayor of Cornwall in a ceremony at the Civic Complex on Monday, Dec. 3, 2018 alongside a new Council for a four-year term.

The new Council is composed of Claude McIntosh, Elaine MacDonald, Syd Gardiner, Dean Hollingsworth, Carilyne Hébert, Maurice Dupelle, Glen Grant, Todd Bennett, Justin Towndale and Eric Bergeron.

The new council was announced by Town Crier Wes Libbey and they were piped into the room by a Scottish Bagpiper.

They each then took a turn at taking the oath of office before family, friends and supporters as well as City administration.

Unique for an inaugural ceremony of a new council, those gathered in the room were entertained by the Cornwall Sea Cadets band, a band from Holy Trinity that sang a rendition of Hallelujah, and finally a musical trio.

Each Councillor was given a chance to address the room.

“Being elected to Council is not a right, but a privilege,” said Claude McIntosh. “to those not elected, I would thank you for putting your name forward and taking the time to share your ideas on how to make Cornwall a better place.”

Councillor Glen Grant, who had previously served on Cornwall City Council for 12 years, spoke to the experience of himself and his colleagues.

“A couple of friends asked me, ‘why are you

running again, you’re too old,’” he said. “Then I thought of a heroine of mine, Hazel McCallion and she was in her 90s the last time, so I have a long way to go.”

New Mayor Bernadette Clement outlined her vision in her inaugural speech, but first spoke to the significance of her election to the office.

“You may have noticed the rather intense media attention following this election,” she said. “It was a bit overwhelming as during the campaign, the matter of my gender and of my heritage and of my language was not a significant subject of discussion. But it pleases me to think that my election may provide some encouragement to a diversity of people to engage in public life.”

Clement is the first female of colour to be elected Mayor in the province of Ontario.

“I am most honoured to be the first woman Mayor of Cornwall,” she said. “I have had a few little girls tell me that they would run for Mayor one day. That is a beautiful thing.”

Clement pledged to move forward on developing Cornwall’s Port Lands in partnership with the Mohawks of Akwesasne.

“Few areas of Canada hold in their hands such an extraordinary opportunity to truly engage in a respectful and meaningful partnership and as Mayor, I look forward to pursuing measures with Council that will fully embrace this unique moment,” she said. “Working closely with the Mohawk Council of Akwesasne, we will make the imaginative development of our jointly acquired Waterfront Port Lands. Wes. It’s time.

Clement thanks outgoing Mayor Leslie O’Shaughnessy for his support during the transition and went on to outline some of the key policy areas she hoped to focus on.

“We face many challenges,” she said. “That is nothing new. But we have been dealt a far better hand than some may think, and we must not fear to use it wisely, because it is indeed time to move forward in so many areas, be it the future of our waterfront and the Port Lands, economic and social progress, the appropriate formula for our Centre for the Arts, electoral renewal, and many others.”

Clement also emphasized affordability and paying attention to the budget and long-term financial plan to keep the City in a balanced situation between taxes and services.

In her closing remarks, Clement called the City to action.

NATION SUD, Ontario - La Conservation de la Nation Sud (CNS) a annulé l’alerte de sécheresse en vigueur depuis cinq mois, déclenchée par un printemps et un été secs.

Depuis juillet, l’Équipe d’intervention en cas de bas niveau d’eau de la CNS, composée de représentants des gouvernements municipaux et provinciaux, de la communauté agricole et d’autres groupes d’intérêt, s’est fréquemment La rivière Nation Sud au Crysler.

La CNS a noté que les effets de la sécheresse peuvent être ressentis par les arbres pendant un certain nombre d’années. L’évaluation des taux de survie des plantations d’arbres de la CNS révèle une survie inférieure à la normale en première année. En particulier, certains semis de feuillus ont subi une chute prématurée des

feuilles et de certains conifères se sont desséchés.

La CNS continuera de surveiller les précipitations et les débits et émettra des mises à jour au besoin.

Team Cornwall will host the popular Year in Review meeting on Wednesday December 12.

Once again the meeting will be held at Galaxy Cinemas on Second Street. Doors will open at 7:00 a.m. and the meeting will begin at 7:30 a.m. sharp.

The Year in Review report summarizes major development activity that has occurred in Cornwall over the past 12 months.

“2018 was another busy year in Cornwall, with positive activity in a

variety of sectors,” said Bob Peters, Division Manager of Economic Development with the City of Cornwall.

Team Cornwall has hosted the meeting since 1998, and although its members make up a large portion of the audience, the meeting is open to all. As always, the meeting is expected to attract a number of special guests from outside the region.

“Cornwall Economic Development does an excellent job in preparing the Year in Review presentation,” said Mr. Gault.
