Angelic support for the United Way NICK SEEBRUCH
nseebruch@seawaynews.media
CORNWALL, Ontario – The 19th edition of the of Pommier Jewellers Christmas Angel are now available. For the past 19 years, Pommier Jewellers has created Christmas Angels and sold them with the proceeds all going to support the United Way of Cornwall, SD&G, and Akwesasne. The star features eight angels forming each of its points. In the heart of the medallion is the message “We’re all in this together,” a fitting message for 2020, and on the reverse are the details; that the medallion was produced by Pommier Jewellers for The United Way of Cornwall, SD&G, and Akwesasne. Andre Pommier, owner of Pommier Jewellers said that being a United Way that supports the whole region is just one way that he has seen the organization grow over the years. “The United Way of today understands that even $1 million wouldn’t meet all of the needs of the region,” he said, explaining that

the past 19 years with the annual Christmas Angel and that the appreciation for the angel itself has grown year after year. This year will see Pommier Jewellers provide the most angels than any other. Typically, Pommier produces and sells 500 angels, this year they have already ordered an additional 200. Each angel is $20 plus taxes with all proceeds going to the United Way. “It just keeps growing and growing, people want to get their angels,” said Pommier. Last year the campaign raised $5,000. “I have got United Way tattooed on my heart,” Pommier said. “The United way is really a part of our community.

CORNWALL, Ontario - The Eastern Ontario Training Board (EOTB) and regional partners, are working together to coordinate their services and better support both local job seekers, and employers. The COVID-19 pandemic has made this coordination even more essential. EOTB and agencies in related fields meet regularly to try improve service and identify any gaps. Participating organizations include Ontario Works, ODSP, Tri-County Literacy, Job Zone, GIAG, Le Centre Moi j’apprends and more. “We are trying to work together in a holistic way,” said Kim Hamilton of the EOTB. “We were meeting quarterly, but have begun to meet more
frequently because of the pandemic. We all wanted to talk about how to better meet the community’s needs.” These collaborations help to deliver employment and literacy services throughout Cornwall, SD&G, Prescott-Russell, and Akwesasne. The level of coordination between the organizations has also helped develop labour market data that can be shared with the community and used to identify needs for skills training. Upcoming partnership projects include a virtual seminar for employers on recruitment and retention of employees. “In the last year or two we have really strengthened our partnerships and enhanced our collaboration and communication in order to best support our clients,” said Hamilton.

SOUTH GLENGARRY, Ontario – South Lancaster resident Dr. Robin Poole has been awarded the Order of Canada. Poole is one of 114 new appointees to the Order of Canada that were announced by the Governor General that were announced on Friday, Nov. 27. Born in England, and getting his doctorate at the University of Reading, Poole’s life work is centered around the study of arthritis. Particularly, Poole developed biomarkers to identify osteoarthritis. These biomarkers helped identify individuals with active osteoarthritis in clinical trials. Poole explained that these biomarkers are present in an individual’s cartilage, blood, and urine. The bulk of this work was done through McGill University out of a lab that Poole was hired to build at the Shriner’s Hospital in Montreal. “When I started, we didn’t understand how arthritis was created,” Poole said. “We didn’t have any drugs to stop osteoarthritis, we still don’t but we are getting there.” Poole said he was honoured to be recognized for his accomplishments in his chosen field of
study. “Canada gave me an opportunity to do my work, and I’m incredibly honoured to get an award for my work in Canada,” he said. Poole moved to Canada in Robin Poole. 1977 and stepped PhotoA. credit: Stephany Hildebrand. down from his position at the laboratory in Montreal in 2005. He still lives in South Lancaster close to the water and near Cooper Marsh. Poole has become involved in the local science and conservation community in the region, being both the fundraising chair for the Conservators of Cooper Marsh and sitting on the board of the St. Lawrence River Institute. Poole remains involved with the field of osteoarthritis, maintaining contact with several former students and colleagues in Canada, the UK, and the United States.
A warm welcome for Dr. Amy Margaret Chung YOUR CCHF CHECKUP
AMY GILLESPIE CORNWALL COMMUNITY HOSPITAL FOUNDATION
Thanks to local donors and support from partners like the City of Cornwall, our Hospital Foundation is pleased to officially welcome Dr. Amy Margaret Chung to CCH. Dr. Chung is the 2020-2021 recipient of CCHF’s Adopt a Medical Resident project, funding Emergency Medicine training for
physicians at CCH, in partnership with Queen’s University. Dr. Chung is the third resident from the Family MedicineEmergency Medicine (FM-EM) program to serve local patients. I had the opportunity to speak with Dr. Chung recently and thought readers of this column would be interested in getting to know her better, too. The following Q&A is an excerpt from our discussion. What does your FM-EM training through the “Adopt a Medical Resident” program mean to you? “The FM-EM program through CCH is my ideal training program for Emergency Medicine. I’m fortunate to learn from the many clinician teachers at the CCH. Through its par tnership with Queen’s
University, I’m also able to benefit from a strong academic curriculum.” What does CCH, and Cornwall, mean to you? “I was born and raised in Cornwall. My maternal grandparents were farmers and most of my extended family lives in the Cornwall area. I feel a responsibility to contribute to the community in which I grew up. I think it’s important that physicians understand the needs of the community in which they work to provide high quality care. Emergency Medicine is a team sport and I enjoy working with the amazing healthcare professionals at CCH.” What do you most enjoy about working in an Emergency Department? “I enjoy all of it! Emergency Medicine has
often been described as “anyone, anything, anytime”. I love the diversity, complexity, and excitement of Emergency Medicine. I enjoy the problem solving, organizational and procedural skills needed for this specialty. It is a privilege to provide critical care to patients in a time of need.” Do you have a message you’d like to send to donors of our Hospital Foundation this holiday season? “I’d like to thank the Hospital Foundation for this opportunity to do what I love in the community where I am from. I wish everyone a wonderful and safe holiday season!” On behalf of our Foundation, we’re so proud to welcome Dr. Chung to CCH.

SOUTH STORMONT, Ontario – Dave Smith, Deputy Mayor of South Stormont, has organized a new program to help South Stormont businesses during this critical Christmas shopping season. Dubbed “The Gift that Keeps on Giving” the initiative encourages shoppers to buy a gift card from their favourite South Stormont business, and gift it to someone. “I started thinking of ways to support local businesses and decided to go and get a couple of gift cards,” Smith said. “I started giving them to people I would see, my mail lady, the recycling guy, a few people at long-term care homes. I think it meant a lot to people and they were excited to get them.” “I thought, it is Christmas time and what a

CORNWALL, Ontario – It is a year where being together has had its difficulties, and being at home has been encouraged. This year’s Christmas magazine produced by Seaway News, titled Christmas at Home, celebrates shopping local, having some fun, at celebrating the holidays with the family. “Now, perhaps more than ever, it is important for us to take time to pause and reflect on our family, friends and neighbours,” said Rick Shaver, Publisher of Seaway News. “Our new magazine celebrates the people, merchants, and restaurants that make our city and counties such a wonderful place to live, work and play.” Across the 60 page glossy magazine readers will find fun activities, a 8-page holiday recipe cookbook with delicious holiday recipes from Baxtrom’s Independent Grocer,
Christmas Carols, and more. With 14 pages of gift ideas and eight pages of recipes, both stockings and stomachs will be full this year. “The magazine shows the wide selection of gifts that can be bought from our local stores and retailers. It’s about shopping local, supporting Cornwall and SDG,” said Shaver. Copies of the magazine can be found at Baxtrom’s Your Independent Grocer, the Cornwall Civic Complex, the Benson Centre, as well as at the stores many local retailers who can be found within the pages of Christmas at Home. Last week, Doug Ford’s Progressive Conservative government passed a bill that does two, seemingly unrelated things. Bill 218 the bill Supporting Ontario’s Recovery and Municipal Elections Act, 2020, affects long term care facilities, and also as it says, how we vote in municipal elections. The first part of the bill protects operators of long-term care facilities from liability related to certain issues around COVID-19. The second part of the bill fundamentally interferes with the way municipalities can setup their elections. Each municipality has a little bit of leeway when it comes to how they run their election. Municipalities can decide how many elected positions there are on council, they can decide if their council is elected based on a ward system, at large, or a mix and up until the passage of Bill 218, they also could choose the way residents voted for their representatives. Municipalities can be limited in how democracy is managed in their jurisdiction by the province through the Municipal Act of 1990. Bill 218 amends the Municipal Act in just one specific way, it prohibits any Ontario municipality from using a ranked ballot voting system. How a ranked ballot vote works is fairly simple, there is a list of candidates and the voter ranks them in order of preference. For example, at the last municipal election in Cornwall in 2018 there were three candidates for Mayor. If at the end of the night there was a tie between two of the candidates, then the candidate with the most second ranked votes would win.
Our current system of voting is First Past the Post, under which the person with the most votes with the election. Winning the most votes however, does not always mean that that candidate has the support of the majority of the public, and this is especially true in elections with many candidates. Going back to our example of the last Mayoral election in Cornwall, if the vote was split with the winning candidate getting 40 per cent, and the other two candidates each getting 30 per cent, then nearly two-thirds of the voting public would have a mayor that didn’t have their support. This is the main problem that Ranked Ballot Voting tries to address. Other advantages of ranked ballot voting according to supporters at FairVote.org is that it discourages negative campaigning, as candidates want as broad an appeal as possible rather than doubling down on support from a small but vocal base. Also, ranked ballot voting discourages strategic voting and vote splitting. An example of this would be if there are four political parties, A, B, and C. One voter might prefer C, but A has a better chance of winning so they vote for A, even if they don’t fully support their ideas, but they don’t want B to win. With ranked ballot, a voter can list C as their preferred choice with A as their second, meaning that even if C doesn’t win, they are still getting the result they want by keeping B out of office. The main benefit of ranked ballots though is that elected officials are more representative of and have more support of the voting populace. This I believe is the most important part of having a healthy representative democracy, that it is in fact representative which is something we are not always achieving with a First

Shopping locally
Dear Editor, All of us have read and heard the message of “Shopping Locally” and it absolutely makes a whole lot of sense. We are agreed that we should and must support our local businesses to ensure their survival, particularly during these challenging times! However, our local merchants seem to be on a mission to make that nearly impossible for
Past the Post system. I reached out to our MPP, Jim McDonell, who is Parliamentary Assistant for the Minister of Municipal Affairs, and he explained that the government chose to put a stop to rank ballot voting out of a financial concern for municipalities. The municipality of London, Ontario already has a ranked ballot system and are upset over this move by the Ford government, which they say no municipality has asked for. The cost of using ranked balloting in the London 2018 municipal election was over $500,000 with the election costing a little over $400,000 overall than the 2014 election. The City of Kingston has also made moves toward ranked ballots, which would likely have that system in place already if not for COVID19 related delays. Municipalities in our region have taken notice of this move by the province, with the
Township of South Glengarry recently voicing their support for petitions to the Ford government to overturn this decision. “I think that is a step backwards for that option to be striped away. I think municipalities should have the flexibility to run elections in the best way they see for them,” said Councillor Stephanie Jaworski at South Glengarry’s most recent council meeting with Mayor Frank Prevost also voicing his support. Ranked ballot or not, I think the Ford government has bigger issues to deal with right now than to micro-manage the way municipalities elect their representatives. I especially don’t see why it is ranked ballots specifically they wish to bury. What do you think readers? Are you happy with first past the post voting, or do you feel that it isn’t representative for most voters? Email me a Letter to the Editor at nseebruch@seawaynews.media

wishing to cross Vincent Massey Dr have to peer around their car structure to properly see traffic approaching. This same traffic is driving at a very fast speed as there are no traffic calming measures on Vincent Massey for quite some distance. I have frequently had to
wait 4 or 5 minutes to find a safe moment to cross. I have a proposal: why not install a roundabout? This would solve several issues. It would encourage drivers on Vincent Massey to observe the posted speed limit in both directions, allow drivers on Tollgate to safely
cross Vincent Massey, and improve the flow and esthetic of this intersection. The two roundabouts in Long Sault work great. Why not do the same in Cornwall? Andrew Kellogg Cornwall, Ontario
local shoppers. Here’s a fresh example that occurred to me just today...Black Friday! Supposedly the mother of all shopping days. I received a fancy and likely very expensive flyer this week advertising all kinds of neat electronic gadgets available today at a reduced price, only on Black Friday. I zeroed in on a $200 item for my son and showed up at the store promptly at 9:30AM!
“Sorry, we don’t carry this item here but we have this other item you might be interested in. It’s a different, cheaper model but not the colour you are looking for!” So I left and ordered it on line from Amazon for $190, delivered...pretty sad! There are other examples such as grocery stores, where repeated searches for common cheeses for instance, are in and out of stock!
Certain brands of coffee...seemingly never in stock...on and on! Women’s clothing...just ask our wives or significant other about this one! There is precious little available locally with any style and original enough that you would want to spend your money on, so you go out of town without even trying locally. Shoppers are undoubtedly getting very frustrated. Pierre Marcotte, Cornwall, Ontario

Parisien was far less diplomatic. In a stinging low blow, he accused Robert Hamilton, the much respected city treasurer, of submitting an “unethical, biased, slanted” report on the issue designed to keep the project from going ahead. The alderman tried to soften his low blow by adding that he considered Hamilton a “good treasurer.” The report simply showed that the cost of supplying the water line had increase to $112,000 from $72,000 and the study would cost $16,000. Ralph Carrara, who represented Ward One, said the cost would be too much for taxpayers (in the other five wards) to bear and that the proposed project should be put on the shelf until a more affordable time, as if there ever was going to be an “affordable” time. ALSO THIS WEEK IN 1965 - Dixie Lee Fried Chicken, 1400 Second St. W., had a snack pack special for 89 cents. ... Viscount Alexander won the city public school volleyball championship. Team members were Garry Lalonde, Doug Patterson, Kirk Stidwill, Danny Follows, Andrew Pent, Blake Bingley, Billy Bulbuc and John Dixon. Coach was Bryan McEwen. ... Gas prices “jumped” two cents a gallon across the city putting the price of regular at 45.9 cents. ... City police had issued 75 $1 overnight winter parking tickets since Dec. 1. Ald. Ralph Carrara criticized the crackdown, calling it a “financial burden” for motorists. ... Retired city police sergeant Dave McCracken died at age 72. He was a fixture at Pitt and Second streets calling out motorists making wrong turns and pedestrians who ignored red lights. Somebody suggested that the intersection should be called “McCracken’s Corner”. A First World War veteran, he joined the force, then with just seven officers, in 1937. He retired in 1959. ... Defenceman Pete Prevost scored three goals as Cornwall Royals turned back Pembroke Lumber Kings 5-3 in a Central Junior Hockey League game. Dave Woodward and Bill Snelgrove had the other goals. Goaltender Harold Murphy was outstanding, blocking 41 shots. TRIVIA Prime Minister Lester Pearson took part in the opening of the Simon Fraser Public Library (a Cornwall Centennial Project) on July 6, 1967. Also taking part in the ceremony were Mayor Nick Kaneb, Stormont-Dundas MP and Speaker of the House Lucien Lamoureux, Ontario tourism minister James Ault and a provincial premier: 1) John Robarts, 2) Leslie Frost, 3) William Davis, 4) Robert Stanfield, 5) Robert Bourassa. TRIVIA ANSWER George Samis had a pretty easy time of it winning two previous elections by comfortable margins, but the first NDP elected to the Ontario Legislature from Cornwall Riding (now part of StormontDundas-South Glengarry) got a run for his money in the 1977 campaign. He held off a strong challenge by Progressive Conservative Jim Kirkey, winning by just 486 votes. Previous to the nail-biter, Samis defeated PC candidates Rev. Rudy Villeneuve and Guy Leger by 2,682 and 2,704 margins. QUOTED – “A liberal is a conservative who has been arrested.” - Author/journalist Tom Wolfe.

Cornwall Police Services Board will have two major items on its plate when the calendar flips to 2021. The first is a new contract with the Cornwall Police Association (CPA). The current five-year pact expires on Dec. 31. And while the association hasn’t yet tipped its hand on what it wants in the new deal, association president Sgt. Troy St. Germain said one thing is certain. “It won’t be a five-year deal,” said St. Germain who was elected to the post last month, succeeding long-time president, Sgt. Dave MacLean. St. Germain said the association will be negotiating for a shorter time period, probably three years. During the last five years, the local cops have fallen behind their neighbours, the firefighters, on the salary scale, but St. Germain said the association will be using other police forces of similar size as a comparable and not the fire department. But, noted St. Germain, his members are “aware” that they have fallen behind the firefighters. Money is important but the association president said there are other concerns such as benefits, officer safety and mental well being. As for the mental health file, he said Chief Danny Aikman and Deputy Chief Shawna Spowart have worked hard on safe guards. The board could also be dealing with the hiring of a new police chief in a few months. Aikman’s three-year contract runs out at the end of 2021. It can start looking for a new chief – the front runner would be Spowart – or it can negotiate an extension – probably one year - with Aikman, the longest serving member
of the force. Aikman, who joined CPS in 1981, is the first chief to rise through the ranks since Earl Landry became chief in 1974, succeeding Allan Clarke. Aikman spent 15 years as deputy chief. Chiefs Tony Repa and Dan Parkinson came from large outside forces, Halton and Peel. If the extension conditions (aka contract) are satisfactory, the feeling is that staying on the job for one or two more years is Aikman’s call. He has scored high job approval numbers with the board and CPS rank and file. ********** LOOKING BACK North-end residents who were part of the former Cornwall Township that was annexed by the city in 1957 showed up at a city council meeting on Dec. 6, 1965 with lawyer, George Stiles in tow. The group was demanding water services to replace wells. Stiles told council that his clients were entitled to the kind of basic services (water and sewer) “one expects in an urban area” and they were tired of the service being derailed each year at budget time. The lawyer (a future county court judge) said it was difficult to obtain a mortgage for a home in the unserviced area and the lack of hydrants jeopardized fire protection. Council yet again had voted to delay extending water services to the area north of Tollgate Road for at least another year to provide time for an engineering study. This did not sit well with the two councillors - George Charlebois and Gerald Parisien - who represented the ward that included most of the residential properties. Parisien and Charlebois said the study was being used to delay the project. Charlebois suggested, with tongue-incheek, that it might be best if the residents asked the provincial government to return them to Cornwall Township. “Council,” said Charlebois, “had a duty to provide a service so necessary to life.”

Cornwall Christmas Parade 2020 NICK SEEBRUCH
nseebruch@seawaynews.media
CORNWALL, Ontario – The Cornwall Santa Claus Parade, like all events, had to adapt to the realities of the COVID-19 pandemic. Taking place on Saturday, Nov. 28 the Cornwall Santa Claus Parade was a drive thru experience this year. With over a dozen floats set up at the Cornwall Civic Complex east parking lot, the event ran from 4:30 p.m. to 9 p.m.
Leclerc, Parade of Nations, the Service Club Council of Cornwall, the City of Cornwall, and of course Santa Claus had floats represented in the parade. The Optimist Club was collecting letters to Santa, Leclerc was handing out tasty treats, and the City of Cornwall was handing out swim passes and candy canes. For the event, Cornwall Transit offered free fares starting at 3 p.m. and had a decorated bus carrying passengers through the parade.
The Leclerc team was handing out treats at the 2020 Santa Claus Parade in Cornwall on Saturday, November 28, 2020. (Nick Seebruch/ Seaway News).

People have always been in search a shelter, some sort of a place they can call ‘home’. When the end of day comes, explorers, soldiers, refugees, recreational campers and travellers of all sorts look for what a home provides. In the mid-1940s the pent-up demand brought on by WW II was dealt with by the construction of Victory Homes. Remnants of local examples can be found in the area northeast of Cornwall’s Pitt and Eleventh. They were appropriately named Dieppe, Dunkirk and Vimy. The houses were simple, affordable and adequate. In recent years many have been enlarged and up-dated. Today, many who have just joined the working world, or who have just been ‘down-sized’
(i.e. made redundant, laid-off) or who have just retired or have arrived as refugees, are also searching for housing that is simple, affordable and adequate. Property values have skyrocketed. Those ‘one percent’ are buying up two or three adjacent houses, clearing the lots they once occupied, replacing them with mega-houses, mansions. Some in the 99-percent flee to suburbs and surrounding towns, paying an inflated but somewhat lower price than in the core of cities. The drudgery of a tiring and expensive commute is part of the cost incurred. The newbuilds are unimaginative ticky-tacky row houses with postage-stamp yard allowances. So what option is left to those in need of a home, but cannot afford traditional offerings? For a select number, there is the RV (Recreational Vehicle) option. Before you split your sides in laughter, hear me out. Renting out accommodations can be profitable for property owners. Renters pay rent, but
over the years they build up no equity. Condominium owners are at the mercy of others occupying the same property, who may insist on adding amenities or doing unnecessary renovations. Some of those in need of affordable housing have discovered the RV option, what was exclusively considered to be a recreational vehicle. Initially, RVs were only used as holiday accommodations, as tenting, hotelling and motelling were either too expensive, too inconvenient or too difficult to find. In my loose definition, ‘RV’ can range from a station wagon with fold-down back seats, a high-mileage windowless commercial van that has served a florist, grocer and contractor for many years, a classic VW Westfalia pop-top, a professionally converted Mercedes Sprinter all the way up to a waddling 54-foot-long Prevost Motor home with AC, satellite reception, flush toilet and tow-behind Audi. They all can serve as a ‘motor home’. Some of the better-off homeless find basic overnight
refuge in their barely roadworthy 1978 Pontiac. There are migrant farm workers who use a cube van as their home as they go from harvest to harvest job. Those who have computer-based careers have the freedom to relocate and work out of a Ford Transit that spends time parked beside a Tim’s or McD’s that emits a free Wi-Fi signal. There are many websites replete with motor home conversions, both professional and DIY. The most recently emerging RV devotees are retirees who want to travel without the expense and chores of owning a traditional home. Until 2020 many were living the dream: exploring Canada for six or seven months, then finding a winter refuge in the sun in Florida, Arizona or California. Then came COVID-19, with its travel restrictions and border closures. Goodbye, palm trees. Just how many RVs can Vancouver Island put up, or put up with, during this Canadian winter?

Dear Santa,
My name is Sadie MacCuaig. I am 1 years old. My mommy and daddy say that I have been very good this year. Daddy says that I bring such a big smile to his face. He says that I have been very good and that I have been learning a lot this year. I am very excited for Christmas. For Christmas I would like some blocks and cars to play with my big brother. Fraser says that I need my own cars to play with. I love to play cars with him. Please give Dasher a hug for me and say Hello to Mrs. Claus. Merry Christmas and Happy New Year, Sadie MacCuaig

I can’t wait to hear how many pounds of food this campaign collected in support of the Agape Centre, Salvation Army, and St. Vincent de Paul food banks! We are creeping towards the end of 2020, and while it has been one of the most difficult years for many of us, I hope we can all take a moment to find gratitude. Your kind words may make the difference in someone’s day. Your contribution, big or small, to an event like Cornwall Curbs Hunger or Holiday Sparkle, can help bring light to you and your neighbours during a challenging time. Stay kind and stay safe. Dear Santa, My name is Fraser MacCuaig and I am presently 3 years old. I have been a very good boy this year. I help my mommy every day. Mommy says that I am a big boy and big helper. She says that I am very good with my little sister, Sadie. For Christmas, I would like to get anything from Paw Patrol. I really like Chase, Marshall, and Rubble. I also like cars. Mommy says those are my favourite. I promise to leave some carrots for the reindeer as I know they have been working hard at pulling your sleigh and I will leave some milk and cookies for you as a treat. Please say hello to Rudolph for me! Merry Christmas and Thank you, Fraser MacCuaig

This elderly lady would like to thank the two young men who picked her up on Brookdale and Ninth Street and drove her home. She had two heavy bags of groceries, had missed the bus home and was heading to Walmart to get a taxi. She didn’t get their names but would like to say thank you to them.
Reader asks: Once again we see government bureaucracy at its finest. We will now have two Service Ontario offices about seven blocks apart. Can anyone figure out why the new office was not properly located in the east end of the city to provide a more complete coverage of the area?

If most drivers in Cornwall drove the way they do when they took their drivers test, many would fail the test! Red lights and stop signs aren’t suggestions, they actually mean you have to come to a complete stop! Also, when turning on to a multi lane road, you turn into your lane closest to you, not across it into the next lane!
