CHANGES IN POLICING: A Glance Back at Then and Now

Thank you to the Cornwall Seaway News for the opportunity to periodically update its readers on news relevant to community safety issues and policing in Cornwall. As the New Year dawned, I had a one of those “you know you’re getting old when” moments as I visited our Police/Fire Dispatch Centre. A young dispatcher smiled as she congratulated me on commencing my 40th year with the Cornwall Police Service (CPS). She followed it up with, “Chief did you know that you’ve been a police officer nine years longer than I’ve been alive?” Sort of ironic, in an Alanis Morissette way, given how many times earlier in my career I was told I looked too young to be a police officer. I laughed as I sheepishly trudged back to my office contemplating how the years have passed by so quickly and how policing,

during the course of my career, has changed in so many ways. Beyond the obvious physical changes, such as the modernizing of police uniforms and patrol vehicles, many changes behind the scenes have altered the way today’s police officers carry out their duties. An area that has seen significant change over the decades has been technology. In the 1980’s patrol officers were limited to filing written reports and communicated over an encrypted radio system which provided many people in our community a source of entertainment as they monitored police calls and transmissions between officers. On more than one occasion I was greeted by someone saying “you’re Cst. Aikman, I’ve been listening to you on the radio for years.” Computers were first introduced to our Service in 1989 with the implementation of the predecessor of our current Records Management System. Today, the CPS deploys over 200 computers and mobile devices with officers able to be dispatched via Mobile Data Terminals and a fully-encrypted radio system which keeps our transmissions private. One challenge we now face is the managing and storage of digital evidence, which will continue to accumulate as technology evolves to provide more efficiencies in the

Criminal Justice System. The founding father of modern policing, Sir Robert Peel, established the basic principles of policing in the early 1800’s, one of which states, “Police, at all times, should maintain a relationship with the public that gives reality to the historic tradition that the police are the public and the public are the police.” This ethos was in place as I began my career but, with the continuing evolution of the community policing era, we now work far more closely with community partners in such initiatives as the Situation Table of Cornwall and S.D.&G. and the Vulnerable Sector Mobile Acute Response Team (VSMART). Our Police Service has taken tremendous strides forward in serving the needs of those most at risk in our community. In the near future, these efforts will be enhanced by the implementation of City of Cornwall Council’s, recently-approved Community Safety Plan titled “Vibrant Communities – Our Safety and Well-Being Plan” – SDGCA. Another of Peel’s Principles of Policing states, “The Basic mission for which the police exist is to prevent crime and disorder.” To me this is the core function of policing and the reason for many of our ongoing operational activities. CPS continues to engage and mentor youth in our community with the goal of reducing

crimes attributable by young persons. We continue to emphasize evidence-based targeted enforcement through road safety strategies, including enhanced visibility and presence. These activities all derive from our Strategic Plan 2018-2020 which can be found online at cornwallpolice.ca. The men and women of the CPS, sworn and civilian, are its most important resource. Collectively, they strive to improve client services while developing and promoting innovation in the workplace. A recent initiative developed by a committee of our members is the Employee Wellness Plan. The plan emphasizes improving the health and well-being of our members and I am confident this plan, upon full implementation, will help our members lead healthy and productive lives while serving our community. The vision of the CPS is, “a safer Cornwall for all to enjoy.” Through this quarterly column, I look forward to providing updates to the community on our success and the challenges we face. Former Medical Officer remembered by EOHU soneill@seawaynews.media

CORNWALL, Ontario – Dr. Jean-Robert Bourdeau was the Medical Officer of the Eastern Ontario Health Unit (EOHU) for nearly 22 years before he retired in 2007. Dr. Bourdeau passed away on Wednesday, Jan. 15. “Dr. Bourdeau was an innovator who worked tirelessly to improve public health in Eastern Ontario,” said Dr. Paul Roumeliotis, current EOHU Medical Officer, in a press release. “On behalf of all staff and the Board of Health, I wish to extend our sincere condolences to Dr. Bourdeau’s family for their loss.”

The EOHU is honouring the memory of the former employee this week by flying its flag at half mast at the Cornwall office. Throughout his career, Dr. Bourdeau was celebrated for numerous accomplishments. In 1987, he was the first in the province to change the health unit’s organizational structure to reflect new, mandatory Ministry programs. He also led the EOHU to adopt a ‘multidisciplinary and population-based approach’ to health protection, health promotion and disease and injury prevention. Due to this approach, the EOHU was the first health unit to hire a Health Educator and Health Promoter to the province.

Committed to reducing tobacco use and the impacts of second-hand smoke, Dr. Bourdeau encouraged the City of Cornwall to become the first municipality in the region to pass a bylaw making all public places completely smoke-free in May of 2003. This included workplaces, bars and restaurants. Dr. Bourdeau also commissioned the writing of the book Primarily Prevention – A History of the EOHU 1935-2005. The book highlights the EOHU’s contributions in the region, showcasing the talent and dedication of people who worked in the shadows to advance public health into the spotlight. Dr. Bourdeau acknowledged the vital role of

A new decade

A new decade has begun, and South Glengarry is excited to be working on projects to encourage growth, communication, and partnership for our residents and the township. In January, skating has been a great winter activity and community members of all ages were able to enjoy a holiday skate with MPP Jim McDonnell, cheering a cup of hot chocolate to the new year. Our recreation staff and volunteers are working hard to open our outdoor skating rinks and are excited to say our Bainsville Rink at Jack Danaher Park is open for the season. It is also with great excitement that our facility staff announce the Peanut Line Bridge has been repaired and is now reopened for recreational use. Thank you to our staff and crew who worked so diligently to restore this vital link of South Glengarry’s recreation trail. On January 9th, community representatives, as well as culinary and agricultural entrepreneurs, gathered at the tasting room of the Upper Canada Cider Company in Glen Walter for a collaborative networking event to discuss a new approach to tourism for the Akwesasne, Cornwall, and United Counties of SD&G region: Agri-Tourism! This focus on rural tourism aims to provide more experiences and bring more Agri-minded connoisseurs to the area. Keeping with Agri-Tourism, South Glengarry attended an information session on January 13th for tourism funding opportunities hosted by Cornwall Tourism to explore options for Township businesses. An inspiring beginning, South Glengarry continues to stand behind rural tourism, and we intend to encourage its growth as we enter this new decade. SUMMERSTOWN, Ontario – The Royal Canadian Air Force (RCAF) Association presented Barry Franklin, Regional Director for Wing Five of the Air Cadets a $15,106 cheque for bursaries for student pilots on Tuesday, Jan. 14. Every summer Air Cadets have the opportunity to get their pilots license through a six week course. The most accomplished students have the opportunity to be awarded a $2,500 bursary that can go either towards their academic studies or for furthering their career in aviation. There are roughly 60 pilot graduates in

Ontario annually; last year there was one graduate from the Air Cadet squadron in Cornwall and one from the squadron in Alexandria. “Programs like the pilot program teaches the cadets leadership qualities, discipline, and how to monitor weather habits,” said Bob DiMillo, President of the Ontario Group of the RCAF Association. DiMillo pointed out that there was a rapidly growing need for pilots, with 1,000 to 1,500 commercial pilots needed in the next few years, as well as about 900 pilots needed for the RCAF. “RIDE EASY” A&W CELEBRATES LES FOULDS’ 100TH BIRTHDAY

CORNWALL, Ontario – A&W on Ninth St. wanted to take some time Friday morning to celebrate the 100th birthday of one of their favourite customers, Les Foulds. Foulds is a regular at A&W, and still drives himself there. The staff knowing that his special day was coming up wanted to do something special for him, so they bought him a birthday ribbon and a cake. “It feels the same as being 99,” said Foulds when asked how it felt being a centenarian. He put down his longevity to good genes,

avoiding confrontation, and learning to “ride easy”. Les Foulds has a lot of experience in riding, easy or otherwise. His long life saw him serve as a member of the ground crew of the Ninth Night Fighter Squadron in England during World War II. Foulds would later go on to be a street car driver for the City of Cornwall and later a bus driver after street cars were phased out in 1949. “I retired from his professional life 35 years ago and have been coming here everyday since,” Foulds said of A&W. “I like the people who work here, they have always been so nice to me.”

CORNWALL, Ontario – The Ontario Curling Championships have swept into Cornwall. The event began on Jan. 27 at 1 p.m. at the Cornwall Civic Complex with eight teams taking to the lanes. According to the schedule posted on the

CurlON website, eight games were played on Monday, 16 on Tuesday, Wednesday, Thursday and Friday with tie-breaker games on Saturday and the finals on Sunday. In total, there will be nine mens teams and nine womens teams competing, including a team Skipped by Cornwall’s own Matt Camm. Steve Chernier, Executive Director of CurlON said that he was happy to host this

year’s provincial championships in Cornwall. “This is a great facility,” Chernier said of the Complex. “It is in an excellent location for us and the people have been great. This facility is designed for an event like this.” Chernier said he was impressed of the 18 plus person team who in less than 72 hours transferred the rink ice in the Complex to four lanes of curling ice.

They say that those who live in glass houses shouldn’t throw stones. With the rocks flying in Cornwall this week, there must be a few people in town who live in concrete bunkers. Of course, I’m referring to the amazing curlers who are in town this week for the Ontario Curling Championships. This event is just another example of the hard work that the Cornwall Tourism team has been doing to bring new and exciting events to the city. Over the past two years, there have been several changes that have happened in the tourism sector in Cornwall. This includes the attraction of new events, and City Council’s creation of the Tourism Fund. The Ontario Curling Championships are just the latest success. After Cornwall Tourism submitted a bid to CurlON, the City of Cornwall was awarded with the honour of hosting this important annual tournament. This bid promises to be well worth the money. In addition to putting a spotlight on Cornwall and growing our reputation as a curling town, hosting this tournament also promises to be an economic driver, generating $1.6 million over the course of this week according to CurlON. This is just the latest example of important events the Cornwall Tourism has managed to pull off in the last few years. Of course, there is the annual Shorty Jenkins Classic that has been hosted in Cornwall for the past several years which established our reputation in the world of curling, but Tourism has also brought in other sports and events. Last fall, Cornwall Tourism attracted the Cirque du Soleil show AXEL. This on ice show was performed for the first time in Cornwall and the Cirque du Soleil team used the Cornwall Civic Complex to prepare and practice. The show was so popular that an additional show was added to the schedule. As a sidebar, both AXEL and the Ontario Curling Championships shows the versatility and utility of the Cornwall Civic Complex. Both events required the temporary but rapid transformation of the Ed Lumley Arena, something that Facilities and Rental Coordinator Janice Robinson and the whole team at the Cornwall Civic Complex should be given credit for helping make possible. For the past two years, Cornwall Tourism has also brought OHL exhibition games to Cornwall between the Kingston Frontenacs and the Ottawa ‘67s, both years, this event was well attended. So far, we’ve only talked abut the events that take place at the Cornwall Civic Complex, but Tourism has supported many other events that happen year-round throughout the city. What’s next for Tourism? Well, September 2020 will see the 5km Foam Fest fun run at the Cornwall Civic Complex, this will be the first time this event has been held in Cornwall. Also, I expect to see more funding announcements from the Cornwall Tourism Fund. So far, it seems like many of the projects that have received support through the Tourism Fund have been event based. I hope that in future, the Tourism Fund Board considers backing attractions that are not exclusively event based, while events do attract tourists to the city, attractions, whether they be businesses or features of historical or artistic significance, like the tunnel in Brockville for example, would help to generate jobs in Cornwall while also giving tourists something to see and do year-round. Seymour and a constable brought the men back to Cornwall. The next day they pleaded guilty and were soon off to Kingston Penitentiary to serve three and two-year sentences. ALSO THIS WEEK IN 1930 - Ten prisoners being held at the United Counties Jail were transferred to reformatories while two others were moved to Kingston Penitentiary. That left 18 prisoners at the local jail. ... A Maxville man, convicted of selling illegal alcohol, was sentenced to four months in the local jail and an additional 15 days for not being able to pay the fine. ... Cornwall cab drivers asked city council to approve a fare increase to 50 cents from 25 cents for each call. Arthur Tessier and Augustus Hamel, representing the cabbies, said it was difficult to make a living with the current fare structure..... Speaking at a conference at Cornwall Collegiate, a McGill University professor said future wars would be fought with air power which would cause a great loss of life and property. He said it was doubtful if future air speed could surpass 700 miles per hour. ... City council approved a plan to use firefighters to help clear snow on city streets and sidewalks. ... A large hole at the Athletic Grounds was filled with ashes and soil. ... Milton Anderson, son of Mr. and Mrs. W. A. Anderson of East Front was off to Florida on his motorcycle. SPORTS STUFF After missing the Christmas Rona draw playoffs and battling his way into the playoff picture in the Gordon’s Jewelers draw to finish eighth, Gilles Viau turned on the after-burners in the 12-team final with a convincing 15-1 win to take the title. Despite the lopside victory, Viau won the title by just half-a-point over George Dolejsi and Eric Riviere, who took second place because of his higher standing in the regular draw. Viau’s supporting cast was third Joe Lemire, second Robert Leroux and lead Dave Hill. Riviere’s rink included third Don McIntosh, second Larry

Strange as it sounds, it is not always easy for victims of a criminal act to squeeze justice out of the justice system, which at times is more concerned with the rights and welfare of the accused than the victim(s). A good example is a three-year-old criminal case currently grinding its way through the Ottawa court system. On Dec. 4, 2016 a man was charged with impaired driving and criminal negligence causing the deaths of a husband, 69, and wife, 66, whose car he struck. Finally, he was found guilty last July. Sentencing arguments given by the Crown, who wants an eight-year sentence, and the defence lawyer begging for a slap-on-the-wrist two-year sentence, which he called the “therapeutic approach,” were held last week. He will be sentenced next month. You can bet the judge, after saying a clear message has to be sent, will come in at around four years, which translates to about two years. Not exactly harsh punishment for an impaired (by drugs) driver who killed two folks whose only fault was being in the wrong place at the wrong time. In what amounts to a pathetic legal Hail Mary heave, the defence lawyer told the judge, with a straight face, that his client (aka scoundrel) is a victim in this tragedy. On the night of the accident his client was stoned on a cocktail of illegal drugs. The defence argument was that as a teenager the accused became addicted to drugs after being sexually assault. Thus, claimed the lawyer, he too is a victim and deserves mercy and leniency. This warped defence is right up there with the old Flip Wilson line, “The devil made me do it.” HERE AND THERE She isn’t in Donald Trump’s league when it comes to telling tall tales but Elizabeth Warren who wants to be the Democratic candidate in November’s presidential election has told some dandies. First when running for the Senate she promised voters that if elected she would

serve out the six-year term. Few months after she was elected, she announced that she would seek the Democratic presidential nomination. Then she claimed to be part native American. Not true. Then she said her kids went to public schools. Turned out they went to high-end private schools. After she said her father was a janitor, her brother announced that it was not true. He was not a janitor. ... A Malone-based State Trooper suspended without pay is either a heck of a marksman or just plain lucky. During a highspeed chase on Jan. 19 he shot out a rear tire of the car he was pursuing after it sped off during a traffic stop for exceeding the speed limit. THIS AND THAT The last place young people should be looking for role models is that enclave of screw-ups called Hollywood. ... Good luck to Standard-Freeholder city hall reporter Alan Hale who moves up the Postmedia chain with a transfer to the Kingston Whig-Standard. ... Cornwall native Kelly Burke, Ontario’s freshly-minted French Language Commissioner, is daughter of Neil Burke, former pro hockey player, Peterborough Petes coach and successful businessman. ... Retired city copper Thom Racine on the mend at home after successful surgery in Ottawa. FROM THE VAULT A Cornwall taxi cab stolen from the front of Victoria Arena on Jan. 28, 1930 was recovered near Brockville after a wild chase by a Brockville police constable who had commandeered a passing taxi to assist in the pursuit. Ed Lauzon found his cab stolen when he came out of the arena after taking in the Cornwall-Russell hockey match. Cornwall police notified law enforcement departments along Highway 2. Shortly after, a Brockville constable on foot patrol in the downtown spotted the stolen cab. He flagged down a passing cab and instructed the driver to give chase. During the hot pursuit he fired three shots at the fleeing vehicle while leaning out the side window. Two of the bullets hit the vehicle which crashed into a tree. The two occupants were arrested at gunpoint and taken to the Brockville lockup. The next day Cornwall Police Chief Fred

NATION SUD, Ontario - Il n’est pas trop tôt pour commencer à planifier vos projets d’embellissement de propriété pour ce printemps! Les résidents des 4 384 km² du territoire de la Conservation de la Nation Sud (CNS), dans l’Est de l’Ontario, peuvent encore passer des commandes d’arbres en vente libre directement auprès de l’Office de protection de la nature, à un coût subventionné, jusqu’au 1er mars 2020. Le prix par semis peut être aussi bas que 0,58 $ selon l’espèce, et un minimum de 100 semis en multiples de 50 par espèce peut être commandé jusqu’à épuisement des stocks. Les arbres en vente libre de la CNS sont issus de cultures locales et sont

indigènes à l’Ontario. Les autres essences d’arbres disponibles à l’achat sont les suivantes : érable argenté, érable noir et érable à sucre; peuplier; saule noir; pin rouge et blanc. Les résidents sont invités à contacter la CNS pour obtenir une liste complète des espèces encore disponibles. « Au vu des commandes passées à ce jour, plus de 145 000 arbres seront ajoutés au paysage local en 2020 », indique Cheyene Brunet, technicienne en foresterie à la CNS. « Cela portera le nombre total d’arbres plantés par la CNS à 3,4 millions depuis 1990. » La CNS offre également une subvention aux propriétaires fonciers pour la plantation

CORNWALL, Ontario – The Social Development Council (SDC), Social and Housing Ser vices Cornwall, Vibrant Communities, and their partners will be presenting a one-day Bridges out of Poverty workshop designed to inform the public on the impact that poverty has on individuals and on the community as a whole. The workshop will be taking place on March 11 at the Cornwall Civic Complex from 9 a.m. to 3 p.m. Holding the workshop is the first step towards bringing a chapter of Circles®Canada to Cornwall. Circles® Canada is a non-profit organization dedicated to the elimination of poverty. Stacey Ferguson Administrator of Social and Housing Services for the City of Cornwall advocated for bringing the Bridges out of Poverty workshop to Cornwall and explained its importance.

“The Social and Housing Services department provides services to some of the most vulnerable residents of Cornwall and SD&G,” said Ferguson. “The department regularly searches for innovative ways to provide high quality service to those residents and to ease the effects of social and economic challenges and improve their circumstances. The idea of Circles® was brought to my attention by another Service Manager whose community had greatly benefited by the implementation of Circles® Canada. After discussions with the Social Development Council, it was determined that this initiative would align with the mandate of Vibrant Communities and as a poverty reduction strategy.” Ferguson explained that there are currently 2,042 affordable housing units available in Cornwall through Social and Housing Services and that over 700 were on the waiting list. Carilyne Hébert, Executive Director of the SDC explained some of the challenges for those living in poverty as well as some of the

causes. “Poverty is quite complex and is usually caused by a number of situations. Income being a big factor along with disabilities and illness, the labour market, lack of access to education or to food or the right health care. For most people it is a number of things,” said Hébert. According to Hébert, about 12 per cent of Cornwall is living below the low income cut off. The Bridges out of Poverty workshop will be presented by Dr. Ruby Payne, PhD. Those interested in joining the workshop can sign up through Event Brite. The SDC is also looking for those interested in supporting the event either through volunteering or sponsorship. CORNWALL, Ontario – The Seaway Valley Theatre Company (SVTC) is bringing the musical classic Mamma Mia! to the stage. Premiering Feb. 14 at Aultsville Theatre, SVTC will be holding seven performances of the show in total. Starring Lacie Petrynka as Donna and Stephanie Charette playing her daughter Sophie, Mamma Mia! is a musical love story show based on the classics of ABBA. Lesley Ellam, who directs and designed the set of the show said that SVTC has made another must see performance. “I think our company is getting a good reputation for putting on a quality show,” she said. The show scheduled for Feb. 16 is already nearly sold out. “It is the title too, who doesn’t want to see a show full of music and fun,” Ellam said. “I

hope I was able to capture the feel of Greece in the set design. The colours and the lights are wonderful.” The action on the stage will be spiced up with a special cameo, unique to each performance. Local celebrities that will be making cameo appearances in the show include MP Eric Duncan, Mayor Bernadette Clement, Police Chief Danny Aikman, Darryl Adams, Thom Racine, Dave Barnes and Tony Luis, audiences should keep an eye out for them.
