CDSBEO welcomes new Director of Education
EDUCATION MATTERS TODD LALONDE
The last few weeks have been marked by significant changes for the students and
staff of CDSBEO, and these changes seem to parallel the changes in our seasons: from winter to a spring full of promise for our students, staff, and families. All of the work that is undertaken at CDSBEO centres in keeping with our theme: I belong here; together we are God’s Good News. In that spirit, we welcomed Laurie Corrigan, our new Director of Education. We also marked the beginning of our Lenten journey, celebrating Shrove Tuesday
and Ash Wednesday with liturgies that were presided over by Father John Whyte, our Faith Animator and Chaplaincy Team Lead. Father John and the Religious and Family Life Education Team have been working with our Grades 7 and 8 classes focusing on the importance of positive and inclusive language for our students. This time also marks for us changes in our schools that will now be aligning them with the community. Over the last two years
our schools, students, and families have all been incredibly impacted by the pandemic. Now that Provincial Public Health and the Ministry of Education have made changes to restrictions in schools, we know we must go forward together in community, in patience, and in kindness. We thank our students, staff, and families for all they have undertaken and continue to undertake this school year.
Housing march draws attention to affordability crisis in Cornwall MARC BENOIT, SPECIAL TO SEAWAY NEWS CORNWALL, Ontario - Cornwall residents took to the streets on Sunday, March 13, 2022 to bring attention to the high cost of living and other major issues surrounding affordability. Today’s demonstration was in direct response to the mass eviction at Cumberland Gardens, announced at the end of February. “I’m one of the residents who received one of the [eviction] notices,” said Madison Bennet who braved the cold to bring attention to the affordability crisis. “We noticed a lot of elderly residents in our community who don’t have people to let them know what’s going on… Honestly, it broke my heart. It’s not feasible for everyone to find new housing.” A group of about 20 people met at Cornwall’s City Hall, where supporters listened to
speeches from local politicians and residents of Cumberland Gardens. They then carried their signs and slogan to bring awareness to the affordability issue through most of Cornwall’s downtown area, ending at MPP Jim McDonnell’s office on Second Street. “My dad always told me, if you want to make change you gotta get up and do something about it because complaining does nothing,” said Bennett. “We’ve had so much support from the community.” “We’re hearing a lot about housing and food security issues,” said Kelsey Catherine-Schmitz, a key organiser for today’s demonstration and local United Way board member. “People are really nervous…affordability is becoming a major issue.” FOR THE FULL STORY, VISIT WWW.CORNWALLSEAWAYNEWS.COM
Fire destroys picnic shelter at Gray’s Creek SOUTH GLENGARRY, Ontario - A fire on the morning of Sunday, March 6 completely destroyed a picnic shelter located at the Gray’s Creek Conservation Area. A statement from the Raisin Region Conservation Authority (RRCA) which manages the site says that there are currently no indications that the fire was intentionally set. There are suspicions that the fire could have started in a garbage can that was adjacent to the structure. Security camera footage has revealed no further clues as to the possible cause of the fire. South Glengarry Fire Services arrived on scene on Sunday morning to extinguish the fire. The RRCA say that they currently have no cost or timeframe for replacing the picnic shelter.

Cornwall Community Hospital Expands its Digital Portfolio by Adding SeamlessMD for Pre and Post-Surgical Monitoring PROVIDED BY THE CCH CORNWALL, Ontario - Cornwall Community Hospital (CCH) has launched SeamlessMD, a Digital Patient Engagement platform used by hospitals and health systems across North America, to improve the surgical patient experience. The hospital will implement SeamlessMD across several surgical service lines including Total Hip and Knee Replacement, Shoulder, Breast, Colorectal, and for all Emergent General Surgery. With SeamlessMD, patients undergoing surgery at CCH are guided from pre-surgical preparation through post-surgical recovery via personalized education, progress-tracking, and post-op symptom monitoring using their own device (e.g. smartphone, tablet, computer). After surgery while recovering at home, patients can access education and self-report data such as pain scores, symptoms, Pictured here are staff in the Dialysis Unit and Dr. Hesketh, nephrologist (kidney doctor), who range-of-motion, and share photos of their comes to CCH 3 times a week to support the team in Cornwall to assess kidney functions. wounds through the platform remotely. #kidneyhealth #cornwallcommunityhospital #CCH Providers at CCH can monitor patients on dashboards allowing for personalized care recommendations and faster intervention from the surgical care team if necessary. the cleaned or filtered blood is returned to the NICK SEEBRUCH Increased engagement with surgical nseebruch@seawaynews.media body. patients through SeamlessMD will also help People requiring dialysis usually come in 3 March 10 is World Kidney Day, and CCH like to highlight our Dialysis Department and its times a week for 4 hours at a time for their treatment. CORNWALL, Ontario - As part of its $572.3 million investment, the Ontario government is providing $13,590,963.53 to reimburse local hospitals across the province for their lost revenue during the pandemic. This investment by Ontario will provide hospitals with financial stability, and continue high quality patient care. “From the start, the government wanted to ensure our health care heroes were given the tools they needed to keep patients, staff and visitors during the pandemic,” said Jim McDonell, MPP for Stormont-Dundas-South Glengarry. Local hospitals will be receiving the following: Cornwall Community Hospital - $2,147,019.33 Winchester District Memorial Hospital - $594,812.20 Religious Hospitallers of St. Joseph of Cornwall - $59,667
Glengarry Memorial Hospital - $2,181,316 This funding is part of the province’s overall investment of over 1.2 billion to help hospitals recover from financial issues caused by the COVID-19 pandemic. “Ontario’s hospitals have been on the frontlines of the COVID-19 pandemic and our government is using every tool at our disposal to ensure that they are supported,” said Christine Elliott, Deputy Premier and Minister of Health. “This funding will help ease the financial pressure on hospitals so that they can continue to provide high-quality care and ensure our healthcare system is prepared to respond to any scenario.” Ontario has worked with its hospital parents to build unprecedented capacity to ensure that Ontarians have access to care. Ontario spent $5.1 billion to add 3,100 beds across the province, a total of approximately 17,000 medical and surgical beds, and a total of 2,436 adult and paediatric ICU beds.

ROYAL LEPAGE PERFORMANCE REALTY DEREK BISSONNETTE SALES REPRESENTATIVE
Most buyers ask this question when purchasing a house and it is a great question to ask. First, you want to consider the neighborhood factors. Are there any major employers
moving in or out of the area? Are there any other changes happening (new developments, transportation routes, etc.)? SD&G has several new major employers moving to the area. A rail yard is scheduled to begin construction in Long Sault, Ford is building a plant in nearby Casselman and commercial land in Cornwall is selling very quickly. The developments are going up fast. From these points, we stand to be in a very good place. Let`s now assume the worse! A large housing crash happens which brings down the market by 30%. This amount is about as high as ever. This would bring housing prices down to
the prices that were seen in the middle of 2021. With a crash like that, interest rates would also increase quite a bit. Therefore, the cost of mortgages, even though prices of homes dropped significantly, would be relatively the same as now. According to Scotiabank Vice President and head of Capital Markets Economics Derek Holt, there remains very little risk of a market crash. The former CEO of the Canada Mortgage and Housing Corporation (CMHC) says the many factors contributing to Canada’s increasingly hot housing market, while notable, are not cumulating in a housing bubble. We have multiple high level people in the
industry saying not to worry. Will the market crash? Probably not. If it does crash, will it affect us? Probably not. Given our location, our pricing, and the types of jobs in the area, we are sheltered from the bulk of a crash. What can we expect? Cornwall area is usually 3-6 months behind major cities. Those cities are still seeing increased pricing, which means we likely still have at least another year of increasing prices before any correction happens. As crazy as it may sound, now’s still a good time to buy.
Furniture Partners move into new space on Montreal Rd. NICK SEEBRUCH

CORNWALL, Ontario - Two local non-profits the Agapè Centre and Habitat for Humanity Cornwall are ready to launch their new joint business, the Furniture Partners. Located at 327 Montreal Rd., the Furniture Partners will be a place where used furniture and other goods can be sold by both organizations rather than going into the trash. This business will not only help support the operations of both organizations, but will also help keep items out of Cornwall’s rapidly filling landfill site. Lee Taggart, Executive Director of Habitat for Humanity Cornwall said that this will give her organization an opportunity to sell items that are not a good fit for the showroom floor at the ReStore on Vincent Massey Dr. “We saw at the ReStore that there were more items to direct away from the landfill,”
she said. Prices at the Furniture Partners Taggart said will likely be lower than what you might see at the ReStore, and that items might need a bit more TLC. The store’s hours for now will be from Tuesday to Saturday from 9:30 a.m. to 5 p.m. with the first opening day planned for Wednesday, March 9. “We are very excited for opening day,” said Lisa Duprau, Executive Director of the Agapè Centre. The Furniture Partners was made possible through donations received from the Ghost Walk for Charity, and from a grant from the City of Cornwall. Those who would like to donate items to the Furniture Partners store are asked to continue to drop off their donations either at the Habitat for Humanity ReStore at 1400 Vincent Lee Taggart, Executive Director of Habitat for Humanity Cornwall (left) and Lisa Duprau, Massey Dr., or at the Agapè Centre at 40 Fifth Executive Director of the Agapè Centre at their new partnership thrift store, Furniture Partners, on Montreal Rd. in Cornwall on Tuesday, March 8, 2022 (Nick Seebruch/ Seaway News). Keeping the river clean

NICK LAURIN CORNWALL, Ontario - The St. Lawrence River is recovering from a long history of negative impacts, after being named an Area of Concern in 1987, under the Canada-U.S. Great Lakes Water Quality Agreement. A Remedial Action Plan (RAP) was developed with the goal to improve the health of the river, and local ecosystems. The St. Lawrence River Restoration Council (SLRRC) was formed in 1998, in order to contribute to RAP. Over the years, many
memberships made up of local organizations, community members, rightsholders, and agencies including: the Mohawk Council of Akwesasne, Raisin Region Conservation Authority, the River Institute, local municipalities, and more are involved with this project. One of the current challenges facing the St. Lawrence River and RAP are known as Beneficial Use Impairments (BUI’s). “Out of the 14 original environmental issues, known as Beneficial Use Impairments (BUI’s), there are 5 left that are ‘imparied’
and 2 that ‘require further assessment,” said Georgia Bock, RAP Coordinator. “We will also have some issues that will need to be dealt with in the long-term. E.g. The Cornwall Sediment Strategy: this Strategy requires long-term monitoring and protocols to make sure the older sediments are not suspended in the water column.” added Bock. Individuals who want to get involved with RAP can do so by participating in groups like the Great River Network, who host river clean-

Ontario to lift mask mandates in most settings by March 21 NICK LAURIN ONTARIO - On Wednesday, March 9, 2022, Dr. Kieran Moore, Ontario’s Chief Medical Officer of Health announced that Ontario will remove COVID-19 masking requirements for most settings as of March 21, 2022. “With continued improvements in trends, Ontario will remove the mandatory masking requirement for most settings on March 21, with the exceptions of select settings, such as public transit, health care settings, long term care homes, and high risk congregate settings,” he said. Moore emphasized that current indicators show that the COVID-19 pandemic is beginning to ebb in the province with hospitalization rates and fatality rates decreasing. “It has now been more than a week since we
have lifted most of the remaining provincial, public, health, and workplace safety measures in our cautious phase approach in Ontario,” said Dr. Moore. “Key public health indicators continue to remain stable, or are improving in most areas of the province. The per cent positivity of tests is generally stable, and new admissions to hospitals and ICU have been stable, or declining”. Dr. Moore also gave an update on the Omicron variant in the province. “With the peak of Omicron behind us, Ontario has been able to cautiously, and gradually move through its reopening milestones,” said Dr. Moore. “We are now learning to live with, and manage COVID-19 for the long term,” he added. Dr. Kieran Moore emphasizes that removing
mask mandates does not mean that the risk of COVID-19 is gone, as COVID-19 transmission is still occurring across Ontario. The mask mandate being removed may cause an increase in cases and hospitalisations he warned. “In fact, we can expect indicators such as cases and hospitalisations to increase slightly as Ontario increasingly interacts with one another,” said Dr. Moore. “However, thanks to our high vaccinations rates, and our natural immunity that is developing, as well as the arrival of other therapeutics and antivirals, Ontario has the tools necessary to manage the impacts of this virus” On March 1, Dr. Kieran Moore revoked the instructions for mandatory COVID-19 vaccination policies for the Ontario public service, and for post secondary institutions. Currently, there
is a process underway to revoke all directives and instructions by the end of April. Dr. Moore gave information on changes to Ontario’s isolation guidelines. “The changes include, updating isolation recommendations for household members, and close contact of individuals who test positive for COVID-19, or have symptoms of COVID-19. Previously, everyone in the household of someone who was sick, or had tested positive had to stay home. With these new changes, household members do not have to stay at home if they are 18 years older, and have already received their booster dose, or if they are 18 years of age and under, but are fully vaccinated,” he said. Cornwall families host 13 international students through MLI education program NICK LAURIN CORNWALL, Ontario - MLI Homestay welcomed over 500 international students into host families across Canada early February 2022, primarily in British Columbia and Ontario. Students that just arrived have travelled from countries around the world including Japan, Germany, Italy, Austria, Brazil, Spain, Switzerland, Turkey, Vietnam, Belgium, Hong Kong, and Mexico to study in Canada for two to twelve months. There are currently 13 international students studying and staying in homestay in Cornwall, Ontario Prior to their entrance in Canada, MLI added extra safety protocols to ensure students arrived to their host families COVID free. Students were asked to isolate a week before their flight, and required a negative COVID test
to fly. After arriving in Canada, students were tested again and quarantined in a hotel until a negative test result was received, before being able to visit their host family. The international students participating in MLI Homestay are seeking to learn more about Canadian culture. “A large part of the experience international students hope to have while in Canada includes participating in “Canadian Life” with their host family. This could be enjoying various foods they have heard or read about, participating in the weekly family routine, and extracurricular activities they may not have at home such as skating, hiking through a forest, or even going to a local supermarket to see the various foods,” reads a statement from MLI Homestay. Hosting an international student is a great way of learning about somebody else’s
culture. “There are also many benefits for the host family from this experience, as students share their own culture and traditions, and it adds positivity to a family dynamic hosting a student for a short time. Many of us have been unable to travel the last 2 years during the COVID-19 pandemic, and this is a great way to learn about a new culture,” said MLI Homestay. MLI is looking to bring international students into Cornwall late August for school in September from various locations around the world, and are looking for host families in Cornwall. If interested in hosting, to please email Jody at cornwall1@mlihomestay.com or Skyler at cornwall2@mlihomestay.com or to visit www.mlihomestay.ca FOR THE FULL STORY, VISIT WWW.CORNWALLSEAWAYNEWS.COM

Having said that, we do promote post-secondary education for local women and girls through 12 generous scholarships that we award every year. How have we managed during the pandemic
years? Usually the club meets monthly for dinner and discussion. As well as enjoying some good food and great conversation, we have a speaker or a specific focus at most of our meetings. Since face-to-face meetings have not been possible since March 2020, we decided to give Zoom meetings a try. Our members met the challenge and we’ve enjoyed getting together virtually each month. Recent guest speakers include a presentation about the Butterfly Project’s approach to caring for people with dementia, a youth panel who spoke eloquently about their generation’s concerns for the environment, and a discussion

The importance of service clubs NICK SEEBRUCH
nseebruch@seawaynews.media
This week I want to talk about a group of individuals that I don’t feel truly get appreciated enough, ser vice club members. While not being a member of a service club myself, through my work I do see the incalculable impact that they have on the community. Whether they be Kinsmen, Kinettes, Lion’s Club, Optimist Club, Young Optimist Club, Knights of Columbus, Kiwanis, or Rotary Club our local service club members do a lot for our community, and we would be in serious trouble without them. Most of the fundraising done in our community is done through service clubs, and there are non-profits who heavily rely on that funding such as Carefor Hospice Cornwall, the Cornwall Community Hospital Foundation, the Agapè Centre and many more non-profits are supported by fundraisers conducted by service clubs. Many local amenities in Cornwall and the surrounding area were created with the help of local service clubs such as the Kinsmen soccer field in the west end of
Cornwall, or the Rotary Club outdoor gym in Lamoureux Park. A lot of local family friendly events are organized by service clubs as well, whether it be wing nights at the Knight’s of Columbus Hall, or the Kinette’s Princess Ball, or the Santa Claus Parade which is organized by the Service Club Council. Something that most of these organizations have in common though is that their membership is getting older, and people aren’t joining to become new members as much as they used to. Without new active members who want to pitch in and give a helping hand, many of these service clubs won’t be able to continue contributing their vital work to the community. Being a part of a service club is a great way to affect positive change in your community and be a part of something bigger than yourself. Even beyond all of the things that service clubs do for the community, they also serve as a natural place for members to socialize and support each other. This column isn’t meant to be just an advertisement for service clubs. The loss of active service club members I feel is a real issue facing this community and
could present a serious problem for the community if they were to disappear. Even through the pandemic, service clubs have continued to give. Look at all of the things that I mentioned above, and there is a lot I didn’t mention. Without service clubs, we wouldn’t have beloved events, like the Santa Claus parade. We wouldn’t have a lot of local amenities that they have raised funds for, like the Benson Centre, and the Aquatic Centre. Organizations like the Agapè Centre and Hospice would struggle without their support. Kinsmen has donated
tens of thousands of dollars to the Cornwall Community Hospital which has allowed them to buy equipment to help care for members of the community. Like I said, I personally am not a member of any local service club, but I have considered it. If you want to make a real impact in this community and have fun while you are doing it, then maybe joining a service club would be right for you. What do you think readers? Polonius gave that advice to Laertes before his son set off for Paris. Those words may apply if a someone may be considering lending money to a friend, but there are situations where it does not apply. On bike trips, I’ve sometimes had to borrow a specialized repair tool. I gladly lend items to travellers in their times of need. How dreary our English language would be if we did not borrow from others. I’ll use the rest of my column to illustrate how we Anglophones do not follow the advice of Polonius. Eating is one of my favourite activities, so I’ll start with that. Finishing off a day on the mountain with some après-ski camaraderie at a café, bistro or brasserie, it’s the ambiance that plays an important part, not any hâute cuisine. The sommelier appears soon after the mâitre d’. I have a choice of menus, table d’hôte or à la carte. The hors d’oeuvres
are sure to whet my appetite. After that I may opt for a fondue. Being a bit of a messy eater, I ask for a serviette. To finish off, a croissant or a crêpe for dessert, followed by a celebratory glass of champagne. If a couple of aperitifs also preceded the meal, it would be in order to have a chauffeur pick up your car at covoiturage and take you home. Otherwise, you’d be likely to take a detour and end up in a cul-de-sac. En route, it would be advisable to stop off at one of the Highway 401’s ‘en route / on route’ rest stops. Gaslighting
IN THE KNOW WITH SASS DEVIN COUCHMAN
Gaslighting has become a buzz word lately. It seems that so many people have started using gaslighting as a blanket term without the full understanding of what it means. Gaslighting is especially important in the
world of sexual assault and abuse because it is something that can be used by a perpetrator to minimize a survivor’s experience of abuse. To start, gaslighting is a form of manipulation and control that is used to undermine a person’s perception of reality. The abuser will create a false narrative where the victim will begin to second-guess themselves, their memories, recent events, and perceptions of these events. This can leave the victim feeling dazed and wondering if there’s something wrong with them or that they’re losing their sanity. We mainly see gaslighting in romantic relationships, but it can also occur in friendships and between family members.
Gaslighters tend to be habitual liars. It is typical for them to blatantly lie and never back down from their lies even when being called out. They may say something like “That never happened”, “That’s not how I remember it” or even “you’re crazy”. They will also minimize your thoughts and feelings to gain power over you by using statements like “calm down” and “you’re overreacting”. These statements work to minimize how you’re feeling and communicate that you’re wrong. Gaslighters also frequently shift the blame no matter the situation. Think “if you wouldn’t have made me so mad, I wouldn’t have hit you”. They will also re-write history and stick to that story until you yourself
believe their version of events. For example, if you were shoved against the wall, someone who is gaslighting you may say “you tripped and I was trying to steady you, which caused you to fall into the wall”. If you feel like you’re being gaslit, there are a few things you can do. If you can take a step back from the relationship, do so. It can help you gain clarity on what’s really happening. Saving the evidence can be helpful – keep texts or emails and keep a journal so you can remind yourself of your reality. Set some boundaries of behaviour that is acceptable and unacceptable in a relationship. Remember, SASS is always here to help. 613-932-1755

Long before Donald Trump invented “The Steal”, a defeated Cornwall mayoral candidate accused his opponent of “stealing” the December 1952 mayoral election. City real estate broker Robert Revie alleged that Aaron Horovitz’s re-election campaign team was guilty of numerous misdeeds to secure the victory, among them a rigged ballot count. In the wake of the allegations, a judicial recount of the ballots was made in Toronto with the same result: a Horovitz victory. Revie didn’t stop there. He produced a laundry list of what he said were violations that included the use of taxpayer money to help finance the Horovitz campaign and the use of city hall staff. On March 14, 1953 Mr. Justice J. M. King listen to arguments from the Revie and Horovitz lawyers. J. J. Robinette, one of the province’s most distinguished legal minds, represented Horovitz. He called the hearing a “waste of time and public money.” After two days of arguments and testimony from a dozen witnesses, the judge tossed Revie’s charges, calling them baseless. The judge commended the city clerk and city treasurer for their testimony. It was a costly loss for Revie. The judge ordered him to pay Horovitz’s legal costs. No figure was made public but considering Robinette’s credentials, it would have been far beyond chump change.
Horovitz, Cornwall longest-serving mayor (18 years), was defeated in the 1956 election by former Cornwall Township reeve Emile Menard. In a tragic twist of fate, Horovitz died of a heart attack in May. Many said he died of a broken heart. Menard’s term ended in August when he died of a head injury after slipping in his home. Ten days later council voted to have Ald. L. G. (Archie) Lavigne take his place. ALSO IN MARCH 1953 – Cornwall had its first physio therapy clinic. It was set up at the General Hospital. One of the city’s oldest homes on the northwest corner of York and Second Streets was being torn down to make room for a gas station. The property was purchased by the Cities Service Oil Co. ... In fact, many jobs never get posted online, and there are companies that don’t have the time or resources to advertise jobs to the public. Additionally, many employers rely on recommendations from their staff to find the perfect candidate. WHY TARGET THIS MARKET? If you apply for a job that hasn’t been advertised, you may be one of the few candidates in the running. This can improve your chances of landing the position.

St. Lawrence River RAP Update CURRENT PROJECTS & INITIATIVES nada Watersheds Ca Project Site
Did you know that the St. Lawrence River at Cornwall is an Area of Concern? Poor environmental conditions in the St. Lawrence River at Cornwall and Massena resulted in it being named an Area of Concern in 1987 under the Canada-U.S. Great Lakes Water Quality Agreement. Governments along with local communities work together to carry out the St. Lawrence River (Cornwall) Remedial Action Plan. Many years of restorative actions have occurred in the area, and this hard work has resulted in noticeable improvements. The river is recovering from a long history of negative impacts.
What is the RAP? A Remedial Action Plan (RAP) was developed with the goal of defining water quality issues and identifying specific remedial actions needed to improve the health of the river and local ecosystems. The plan focuses on restoring environmental challenges (otherwise known as Beneficial Use Impairments (BUIs)) resulting from historic pollution and degradation of the land. As actions are completed for the RAP, BUIs are assessed against re-designation criteria, if the re-designation criteria have been met, the BUI is then considered to be not impaired. The RAP process and AOC-focused remediation/monitoring will continue until all of the BUIs are considered not impaired or, in other words, all our relations are healed. For more information on BUI’s and their status, visit stlawrenceriverRAP.ca. Please see graphic below for BUIs that we are still working on:

Who is Involved in the RAP? The. St. Lawrence River Restoration Council (SLRRC) was formed in 1998 in order to contribute to the RAP and oversee its progress. Over the years, membership has been made up of a variety of local organizations, community members, rightsholders, and agencies including; the Mohawk Council of Akwesasne, Raisin Region Conservation Authority, local municipalities, the River Institute, local environmental groups, members of the public, industry, as well as provincial and federal agencies. Many members of this group are also leading or involved in projects or initiatives to monitor and restore the AOC.

Welcome Tanice!
This year, The MCA Environment Program welcomes Tanice Jock as the newest addition to the team. Tanice works as an Environmental Project Aid and Liaison with Watersheds Canada and is helping to lead MCA’s involvement in The Natural Edge Program - Shoreline Restoration in the St. Lawrence River (Cornwall) Area of Concern project. Tanice is pursuing a degree from the University of Guelph in Wildlife Biology and Conservation, and is passionate about floriculture and horticulture.
Last year, the Raisin Region Conservation Authority (RRCA) and its partners provided local farmers with funding and access to local expertise to help implement agricultural stewardship best management practices (BMP) projects within their operations. Agricultural BMPs, such as nutrient management planning, erosion control, cover crops, and windbreaks can lead to improvements to a farm’s economic and environmental sustainability, while also benefitting the health of the local watershed. For example, practices such as fertilizer application methods, establishing grassed waterways, and maintaining or planting natural buffers along watercourses can significantly minimize the amount of nutrients
(e.g., nitrogen, phosphorus) running off into a stream or river and potentially disrupting its ecosystem. To encourage local implementation of agricultural BMPs, the RRCA offered an advisory service which provided funds to pair local farmers with various local BMP industry experts, including professional agrologists, certified crop advisors, foresters, nutrient management specialists, drainage consultants, and various suppliers. A series of online “lunch and learn” workshops for farmers provided a chance to learn about and discuss common BMPs, funding opportunities, and online agronomic tools. The RRCA also produced two virtual farm tours,

visiting six local farmers who guided viewers through some of the BMP projects they have implemented in their operations. The farm tours and workshops, as well as information, resources, and funding opportunities for BMP projects can all be found by visiting the RRCA’s agricultural stewardship webpage at

Fish Contaminant Study The Mohawk Council of Akwesasne and St. Lawrence River Institute have finished sampling for their 2-year fish consumption study. This project came to being as a means to help address concerns regarding the total polychlorinated biphenyls (PCB’s) and mercury content in local fish. It also provides the additional benefit of filling in a data gap along the southern shore of Kawehnoke (Cornwall Island). The field sampling was completed this year and now the samples are at the lab to be assessed.

Eutrophication Monitoring
Tanice Jock, Environmental Project Aid and Liaison for Water sheds Canada
The River Institute in partnership with the Mohawk Council of Akwesasne and the Raisin Region Conservation Authority will be undertaking a two-year eutrophication monitoring project. The purpose of this project is to conduct water quality monitoring in tributaries, at tributaries mouths, and at offshore areas within the St. Lawrence River Area of Concern (AOC) at Cornwall and Akwesasne. The data will be used to assess the status of the Eutrophication and Undesirable Algae beneficial use impairment for the AOC.
Cornwall Sediment Strategy Over the course of more than 70 years of industrial activity along the Cornwall waterfront, contaminants were discharged into the St. Lawrence River and accumulated in sediment along the waterfront. As they currently exist, historically contaminated sediments in the three zones along the waterfront are stable and covered with a cleaner layer of sediment. In 2005, a science-based strategy, called the Cornwall Sediment Strategy (CSS), was created by a group of government and nongovernment partners to address these zones. Administrative controls (planning, approval and permit control mechanisms that different levels of government use to regulate waterfront activities) have been established to ensure the contaminated sediments be undisturbed, allowing a natural recovery process to occur over time. Long-term monitoring occurs regularly to ensure that the contaminated sediment stays in place.

Watersheds Canada
Watersheds Canada, in partnership with the Mohawk Council of Akwesasne, Raisin Region Conservation Authority, the River Institute, and the Great River Network are excited to announce the launch of a new project ‘the Natural Edge Program’ in the St. Lawrence River Area of Concern. This will be a 3-year project (2021-2024) with funding to work with 50 individual property owners in the Cornwall and Akwesasne areas to restore waterfront property by planting native species. This project is being funded through the Great Lakes Protection Initiative under Environment and Climate Change Canada and addresses two environmental challenges that the RAP is working to restore: ‘Eutrophication or Undesirable Algae’ and ‘Loss of fish and wildlife habitat’. A series of workshops will be held throughout the project where community members can learn about the importance of shoreline restoration and actively help to restore vital riparian areas. A total of 12,500 native trees, shrubs and wildflowers will be planted to restore 12,500m2 of riparian habitat and 3km of degraded shoreline. We are looking for landowners with waterfront property in need of restoration along Lake St. Francis and on Akwesasne land If you are interested in learning more about the project or connecting with project staff, contact us at

Cornwall Water Purification Plant Secondary Intake Environmental Assessment The City of Cornwall owns and operates Cornwall’s drinking water system. This includes the Water Purification Plant, which provides potable water to the City of Cornwall and surrounding area. The Water Purification Plant obtains water from Lake St. Lawrence, next to the R.H. Saunders Power Dam. The City is proposing to install a secondary water intake. Risks have been identified at the existing intake. If a catastrophic event takes place, and the existing water intake is unusable, a secondary intake would provide redundancy.

James (Jim/Jimmy) O’Neill, aged 85, passed away at the Ottawa General Hospital with his family by his side on March 6, 2022, after a long and courageous battle with deteriorating health. Jim will be deeply missed by his beloved wife, best friend, and partner of 64 years, Cecile O’Neill (née Desforges), who lovingly referred to him as James Aloysius. Much loved Dad/ Da of Peggy McRae (Harold), Brian, Debbie, Randy (Jocelynne Menard). Cherished Papa of Benjamin McRae (Cindy), Sara McRae (Mathew Ladouceur), Kyle Handy (Melissa Rowe), Tracy Handy (Kevin Butler) and Alexandre Menard. Proud great-grandfather of Madison and Abigail McRae, Addisyn and Ainsley Ladouceur, and Audrey Butler. Jim is also survived by his loving brother Sandy O’Neill (Lois). Lovingly remembered by his nieces and nephews. Predeceased by his parents: Michael and Margaret (née Kennedy) O’Neill, his brother, Patrick O’Neill (Evelyn), and his nephew Shawn O’Neill. Jim was a long-term employee of Domtar Fine Papers while at the same time enjoying a side hustle as a flooring installer. This afforded him the opportunity to meet many people (Bobby Orr) some of whom would become lifelong friends. Jack-of-all-trades, a tinkerer, the go-to for anything broken, about to be broken, or beyond repair, for family, friends, and strangers alike. Jim was an accomplished athlete having played fastball and hockey for many years throughout his life. He was a die hard Detroit Red Wings fan. He was a proud member of the Hubs hockey club and the Domtar fastball team, where he was a catcher. His family was everything to him. He was a rare combination of someone who had a love of life and a firm understanding of what was important – the simplicity of living a life with those you love. He never missed an opportunity to get his family together. He was a proud Irishman, and he touched many people’s lives with his larger-than-life personality and his huge heart. Jim was a long time member of the Knights of Columbus. He was a friend to all. The family would like to thank the devoted staff at the Cornwall Dialysis clinics (CCH and Brookdale Ave), the nurses and doctors at the Cornwall Community Hospital as well as the Ottawa Hospital who referred to him as an “Angel”. The Family will receive relatives and friends at Lahaie & Sullivan Cornwall Funeral Homes, West Branch – 20 7th Street West, Cornwall, Ontario on Wednesday, March 16th 2:00 pm to 4:00 pm and 7:00 pm to 9:00 pm and on Thursday from 9 am until time of Funeral. Funeral services with Mass of Christian burial will be held at Blessed Sacrament Catholic Church, Cornwall, on Thursday, March 17th at 11:00 am. Rite of committal to follow in Notre Dame Cemetery, Cornwall. In lieu of flowers, Memorial Donations to the Cornwall Community Hospital would be greatly appreciated by the family. Messages of condolences may be left at www.lahaiesullivan.ca.

Would like to give “Three Thumbs Up” to the young Security Guard named Jackson, who helped myself and my friend Bev out of a jam on the evening of February 22nd. When we went to leave, we saw how much Freezing Rain had fallen and that everything was covered in Ice. The Security Guard (my sister had called him over) helped me walk to the vehicle and then proceeded to help with scraping the windows. Bev wanted to give him something for his help, but he wouldn’t accept it. We really appreciated all his help and kind gesture. We thank you sincerely for all your help.

Jane in Bonville says. Listen up folks.... I was quite upset to see new higher price on my oil bill per liter, so I checked around at few other delivery companies. One person said “unless you qualify for the seniors discount.” Naturally I was gobsmacked! I called my company and well what do you know they do have that. Turns out it’s only 4 cents, and if you need to be over 60, but hay it’s better than a kick in the head. You didn’t hear this from me....... On Thursday, February 24, 2022 at approximately 3.25 p.m. when I was out for a walk, 2 dark aircrafts flew over. They were flying at low altitude, had Delta wings, pointy long noses - what I would call fighter jets, but I’m no expert on aircrafts! They were flying eastward, and were spotted near County Road 18, the Avonmore Rd. I’m curious, with everything that’s going on in our country, and the world, as to why these aircrafts were in our area. I could speculate but will refrain from doing that!

André Charlebois, a 96-year-old resident at the Glen-Stor-Dun Lodge and a WW2 veteran, is hoping to make a favorite song of his famous locally. About 55 years ago, on his way back from the Royal Canadian Legion Br 297, he heard The St. Lawrence River’s (My Home) on the radio. Ever since then, the song, which is sang by Mitch Miller, has stuck with him. Search for Mitch Miller St. Lawrence River on YouTube to give it a listen.
