Spowart elected to Ontario Association Fundraising begins for Labour & Delivery Unit of Chiefs of Police Executive Board Your CCH Checkup CORNWALL COMMUNITY HOSPITAL FOUNDATION

Our Cornwall Community Hospital Foundation is excited to start a new project benefitting CCH’s Labour and Delivery Unit. With two fundraisers on their way in August, we’re eager to reach our $90,000 goal supporting local parents and their babies. Working with donors across our community, our fundraising will help purchase a new birthing bed, a dedicated space for breastfeeding support and education, and three new vital signs monitors. Every delivery is different, and a new birthing bed will offer patients the latest in ergonomic design and comfort, improved access for clinicians, battery back-up in case of power loss, improved lumbar support, a 500-pound patient weight limit, and a wide sleep deck to provide new parents with more room to care for their babies while in hospital. Funds raised will also create a private, comforting space for parents seeking help with breastfeeding. This new area will require some construction, comfortable seating, and other equipment to support healthcare professionals, new parents, and their babies. Vital signs monitors are used to measure blood pressure, temperature, and oxygen saturation for both pregnant mothers and their newborns. These monitors will arrive complete with roll stands so nurses can move them from

patient to patient, assessing their vital signs and updating patient charts. So, how can you get involved? Two local events are coming up in August to help raise funds. First, Cruisers 4 Kids, supported by the 731 Chapter of the Southern Cruisers Riding Club, is revving up on August 13. O’Neill’s Pub in Long Sault will play host to this daylong event, starting at 11AM and featuring a variety of entertainment options including a poker run, bike night, live music, BBQ buffet, and 50/50 draw. All vehicle types will be welcome to participate in the Poker Run, with the first 50 vehicles to pre-register receiving a free embroidered patch. Cornwall, ON - The Cornwall Police Services Board is pleased to announce that Chief of Police, Shawna Spowart, has been elected as a Vice-President on the Board of Directors for the Ontario Association of Chiefs of Police (OACP). The announcement was made on June 14th, 2022 at the Association’s 2022 Annual Conference. Chief Spowart will proudly join six other Chiefs of Police from across the province in order to govern the affairs of the OACP and actively discuss ongoing policing matters being experienced across Ontario. Established in 1951, the OACP was developed to provide a voice for Ontario’s police leaders. The Association provides a channel for sharing ideas and working collaboratively in order to develop solutions for challenges being faced in policing. Chief Spowart will assist in providing leadership for the 1200+ OACP members across the province, including law enforcement professionals from the rank of Staff Sergeant and above, as well as members from associated law enforcement organizations. “On behalf of the Cornwall Police Services Board, I want to congratulate Chief Spowart on this outstanding accomplishment,” said Chair of the Police Services Board, Elaine MacDonald. “This opportunity is a credit to our Chief and our Police Service, that will undoubtedly help advance any local issues at the provincial level.”

In the past two years, many of us have experienced grief related to the pandemic. Maybe it was grief associated to the loss of a job or the loss of a loved one. Grief is part of being human, but that doesn’t mean we have to go through the journey alone. What is grief? Grief (also called bereavement) is the experience of loss. Many people associate grief with the death of an important person or pet. However, people experience grief after any important loss that affects their life, such as the loss of a job or relationship. Grief after diagnosis of an illness or other health problem is also common. People experience grief in many different ways—and experience many different thoughts or feelings during the journey. People may feel shocked, sad, angry, scared, or anxious. Some feel numb or have a hard time feeling emotions at all. At times, many people even feel relief or peace after a loss. Grief is complicated. There is no one way to experience grief. Feelings, thoughts, reactions, and challenges related to grief are very personal. What can I do about it? In most cases, people navigate through grief with help from loved ones and other supporters and, in time, go back to their daily life. Some people need extra help from a mental health professional. A type of counselling called grief counselling supports people through difficulties around grief. Here are some tips to help you through your journey: • Connect with caring and supportive people. This might include loved ones, neighbours, and co-workers. It could also include a bereavement support group or community organization. • Give yourself enough time. Everyone reacts differently to a loss and there is no normal grieving period. • Let yourself feel sadness, anger, or

Loved ones may want to give you privacy and may not feel comfortable asking you how you’re doing, so don’t be afraid to ask for their support. • Take care of your physical health. Be aware of any physical signs of stress or illness, and speak with your doctor if you feel that your grief is affecting your health. • Make a new beginning. As the feelings of grief become less intense, return to interests and activities you may have dropped and think about trying something new. How can I help a loved one? Many people feel like they don’t know what to do or say when a loved one if experiencing loss. One of the most important things you can do is to simply be there for your loved one. Grief can feel overwhelming, but support and understanding can make a huge difference. Here are some tips for supporting a loved one: • Understand that a loved one needs to follow their own journey in their own way and express their feelings in their own way. • Ask your loved one what they need, and regularly remind them that you’re there for support if they aren’t ready to talk with others yet. Remember to offer practical help, too. • Talk about the loss. It’s common to avoid the topic and focus on a loved one’s feelings instead, but many people find sharing thoughts, memories, and stories helpful or comforting. • Help your loved one connect with support services if they experience a lot of difficulties. Speeding – what is your hurry????

New name for Ontario Health Team located in Eastern Ontario Following several weeks of engagement with stakeholders and partners, the Upper Canada, Cornwall and Area Ontario Health Team has a new name: Great River Ontario Health Team (OHT). Ontario Health Teams are being formed across the province by the Government of Ontario and are supported by funding provided by the Ontario Ministry of Health. The intent is that Ontario Health Teams will provide better integrated care by breaking down barriers that may exist between healthcare providers and geographic areas. Great River OHT covers the United Counties of Stormont, Dundas and Glengarry, City of Cornwall, Akwesasne, and also parts of Russell Township and rural south-east Ottawa. Its membership is made up of more than 30 healthcare providers from across these regions who are working together towards a common vision of more integrated and better coordinated care for patients. The creation of Great River OHT was announced last fall with the temporary name Upper Canada, Cornwall and Area OHT, which had been assigned during the original application process until a permanent name could be selected. “We spent the past weeks gathering feedback from local patients, healthcare providers and the community on the name for our OHT. Their feedback was that it should be inclusive and descriptive of the unique communities and geographical areas that we serve, which includes the St. Lawrence River, the Mohawk

community of Akwesasne and our large Francophone population,” stated Christine Penney, Co-Chair of the Great River OHT Collaboration Council. Based on the feedback received, OHT members chose Great River as the OHT’s new name. Great River is translated from Kaniatarowanénhne, the Mohawk place name for the St. Lawrence River. “By choosing the name Great River, we are acknowledging that we work and practice on the traditional lands and waters of Indigenous peoples, highlighting our OHT’s commitment to reconciliation, inclusivity and moving forward, together,” adds Tracy Crowder, Co-Chair of the Great River OHT Collaboration Council. Great River OHT is now focusing on the development of its branding and public facing communications, which includes a new logo and website, to begin raising awareness and promote community engagement. They have also established a steering committee and several working groups to help address three priority areas: mental health and addictions; frail older adults with complex care needs; and supporting and building capacity in primary care. “We thank everyone who engaged with us during this exercise and we look forward to delivering a local patient-centred healthcare system in which partners work together to connect people with the services they need in a more structured and timely manner,” says Crowder.

Over the past number of weeks I have received many phone call, emails or Facebook messages complaining about vehicles speeding on residential and main streets in our city. The majority of these messages identify vehicles of residents in that particular neighbourhood. These calls are not restricted to one particular area of the city. It does not seem to be a problem of the type of street (one way or two way), parking arrangements or the number of stop signs. It has to do with driver behavior. It does not seem to bother drivers that children are playing in neighbourhood parks that run parallel to the streets My question is “WHAT IS THE HURRY?” Have you considered the consequences associated with speeding in neighbourhood streets? Hitting a pedestrian impacts the person that is hit but

also impacts the driver of the vehicle. The increase in insurance, a fine, loss of your driver’s license, the emotional impact and potential jail time. IS SPEEDING WORTH IT???? The city has various strategies for enforcement, such as, traffic calming devices, police presence etc. that help in the short term but seem to be ineffective in the long term. There has to be more effective methods of capturing data and preparing solutions to reduce and hopefully eliminate this speeding problem. A couple of weeks ago, while attending an Ontario Association Police Service Board meeting there was a presentation on a new tool that is available to capture data on vehicle behavior. This data is then analyzed, and recommendations are submitted for implementation. This tool can be very effective in demonstrating the problem areas. I will be requesting that a presentation be given at our next Cornwall Police Board meeting. My request to Cornwall residents is “SLOW DOWN BEFORE YOU HURT OR KILL SOMEONE”.

A champion for small business

A couple of weeks ago the Cornwall and Area Chamber of Commerce held its signature event of the year – the Business Excellence Awards. Typically held in the dead of winter, the event has been unofficially deemed by some as Cornwall’s version of the Academy Awards. Local dignitaries, business owners and unsuspecting award winners attended the event in February which usually included a healthy dose of glitz and glamour. The normally formal event celebrates local business, as well as the efforts of awards winners like the Citizen of the Year. Things have changed, though. While events of the past were typically held on a Saturday night, and included a full meal, entertainment and all the bells and whistles one would expect of a formal night out, this not the case today. This year’s event was held during the week on a Thursday night. The ticket prices were cheaper, and the event was a little light on the glitz and glamour we referenced earlier. That’s a good thing. The chamber of commerce, thanks to circumstance and the undeniable impact of the pandemic, finds itself at a bit of a

crossroads. Once again, that is a good thing. For years the chamber of commerce found itself caught between obligations and necessities. As a group that should be dedicated to the businesses and entrepreneurs that keep our local economy chugging along, the chamber had a fairly clear mandate to advocate on behalf of its members. But for years that mandate became coupled with the chamber’s status as not only an advocacy group, but a landlord and a service provider. The chamber operated a Service Ontario licence bureau, and also owned the building it resided in – leasing surplus space to tenants. In addition to its role as a property owner and service provider the chamber also held a myriad of events throughout the year, including the awards night, a golf tournament and the annual spring home show. At the same time as running all these events, owning a building, dealing with tenants, and handling long lines at the Service Ontario queue, one has to wonder where the chamber found time to actually advocate on behalf of its members.

We’re not saying the chamber and past boards didn’t try…but now there’s an opportunity to place a renewed focus on its members. The chamber has sold the building it once owned. It has gotten out of the licence bureau business. And now, either by design or necessity, the chamber appears to be scaling back its events. These are good things because it is presumed all of these changes are being done so that the chamber of commerce can refocus on its core tenet – being a resource and a champion for local small business. Sure, there will still be events… but they’ll likely be just a bit different. Take, for example, the recent Business Excellence Awards. Award winners came

into the night KNOWING they had won something. It gave them an opportunity to talk about their businesses, or their local passions, instead of very-much looking like a deer caught in headlights. Business owners took an opportunity to talk about what they do, in a room filled with like-minded individuals. It was networking on a grand scale. THAT is what chamber events should be about…especially now as local business emerges from the pandemic. Kudos to the chamber of commerce for seeing its value in the local business community. Let’s hope these changes are an indication of more positive refocusing efforts that will benefit our business people.

Straighten up and fly right! Occasionally, our ship watching activities along the St. Lawrence Seaway provide us with something out of the ordinary. Periodically, ocean-going vessels carrying a deck cargo of wind turbine blades pass through. The arrival a of new cruise ship designed to ply the Great Lakes during the summer and explore the Antarctic waters when summer goes to the South Pole was a treat. A deck cargo of a set of arch bridges manufactured in Halifax have passed through. However, we got a touch of excitement when we spotted a foreign vessel heading toward the Iroquois lock. Juliet had spotted something unusual. “Take a close look at the two courtesy flags flying above its bridge!” Zooming in with my 250 mm telephoto

lens I noticed that an American courtesy flag on the starboard was flying upside-down. Not only that, but it should have been on the port side, the American side of the river, where the Canadian flag was incorrectly flying. Ordinarily, an upside-down flag is a signal of extreme distress, including being overwhelmed by pirates. We quickly drove to the lock’s security gate and used the intercom to contact the lockmaster. Obviously, the ship’s captain was then contacted. The upside-down flag was taken down, then righted. Almost instantly it was once-again taken down, as was the Canadian flag. Protocol states the Canadian flag should be flying on the Canadian side of the river, the Stars and Stripes on the American. They were reversed. Once again, the flag upper and downer was put to work.

Got a taste of the made-in-Canada airport mess on July 2. Plan was to drive my daughter to Trudeau Airport in Montreal for an evening Air Canada flight to Boston booked days in advance, a flight she has taken before with no departure wrinkles. On June 30 with the evening flight a possible no-go, she paid an extra $100 to be re-booked on an early morning (July 2) flight, figuring that even with delays she could still get to Boston for a connection to Rhode Island later in the evening. On the evening of July 1 she received a notice that the flight had been re-scheduled to later in the morning. So, instead of leaving for Montreal at 4:30 a.m., we left at 6 a.m. Somewhere around the Quebec border she received another text message. A new departure time. The flight would leave an hour earlier. Traffic was light so we could still make it with time to spare. This was soon followed by another notice that the departure time again had been adjusted. Then about five miles from the airport, the coup de grace. Air Canada had cancelled the flight to Boston for the day. The text message blamed staffing

costumed dancers. The orchestration was also beautifully done, subtly creating the mood for each interpretation, weaving those well known tunes from the musical throughout. The scene which interpreted Mathew’s death was electrifying! Tears of emotion flowed throughout the audience, as the dancers interpreted the impact of his death. For 2-1/2 hours the Aultsville Hall audience was carried away to Avonlea in Prince Edward Island for a glimpse into a much simpler time in Canadian history, a beautifully compelling story told in a new way! Later in the day I’m reading in the Toronto Sun that the federal transport minister has washed his hands of the mess. He called it a world-wide problem that is beyond his reach. But the Sun said statistics show Canadian airlines – with Air Canada at the top – have the most delayed/cancelled flights in the world. Well, they can’t blame this one on V. Putin. The Sun said the ArriveCAN app screening process extended by the feds is playing a big role in the delays and cancellations. Perhaps the federal transport minister should come down off the mountain and hangout at a Canadian airport for a day. He can explain to the unwashed why there is

Happy Canada Day to one and all! Spring and summer so far has brought us closer to achieving our objectives – a clean, safe, healthy law-abiding community. Like the song goes there is no stopping us now! We are optimistic our district will bring positive changes that we have been craving for a long time. We deserve no less! Since last Canada Day our Association has initiated consultations with those who are in a position to influence much-needed change and innovation. The Association will continue to broadcast what our district is all about and what it needs to meet the above-noted objectives. There is tremendous potential in the district. It simply needs to be tapped. It is therefore our hope that whatever happens in the district between this Canada Day and the next it will benefit its residents. Cornwall, juin 2022 – La pandémie a encore été cette année au cœur du quotidien du Centre de santé communautaire de l’Estrie (CSCE) et c’est dans cet esprit que nous vous invitons à consulter notre rapport annuel 2021-2022 en ligne (www.cscestrie.on.ca). Grâce au dévouement, à la résilience et à l’engagement de son personnel, le CSCE a su relever avec brio les nombreux défis en assurant le maintien d’excellents services et en soutenant ses partenaires du système de santé local. Une assemblée annuelle en mode virtuel Le CSCE a tenu le mardi 21 juin 2022 sa trente-deuxième assemblée annuelle en format virtuel. Madame Shirley Racine, présidente du conseil d’administration, et Monsieur Marc Bisson, directeur général du CSCE, ont animé la rencontre. Ils ont entre autres présenté le nouveau plan stratégique 2022-2027 du CSCE, le rapport du comité de mise en nomination des postes à pourvoir au sein du conseil d’administration et le rapport financier 2021-2022. Ils ont également reconnu le travail des membres sortants du conseil d’administration et du personnel œuvrant au CSCE depuis un certain nombre d’années. Voici des faits saillants qui illustrent quelques réalisations du CSCE en 2021-2022 : • Lutte contre la pandémie de COVID-19 (cliniques de vaccination, centre de dépistage,) • Contribution au développement des équipes Santé Ontario (ÉSO) locales • Le Relais santé : un nouveau programme pour la clientèle vulnérable • Gérer la demande croissante en santé
