PROUDLY SUPPORTING THE HARPENDEN VACCINATION CENTRE

If you have driven past the Harpenden Public Halls at any point recently, the chances are that you would have noticed the Harpenden Trust team in their purple tabards ready to welcome those invited to receive their first Covid-19 vaccination.

The Harpenden Trust has been busy over the past couple of months, working closely with the doctors’ surgeries in the local area to ensure everything runs smoothly at the Harpenden vaccination centre. On putting out an appeal to the local community to come forward and volunteer to help deliver this, the Trust were overwhelmed at the huge response, with over 600 offers of assistance in just one week! Two formal references were required for those new to (and joining) the Trust, DBS checks were completed at the GP Federation’s request, and then all these offers of help could be organised into a weekly rota, covering four time slots each day, Monday through Saturday. Volunteer roles have been broad, covering areas such as both indoor and outdoor marshalling, administration support at the main entrance desk and staffing the post-vaccination Observation Room. Richard Nichols, Chairman of the Harpenden Trust, said, “It has been such an amazing community response and a joy to have been part of. On behalf of the Harpenden Trust, I would like to say a big thank you to the huge number of local residents who stepped forward following our appeal for help to support the vaccination process in Harpenden. It has been a huge project to manage but has been made substantially easier with the help of our fantastic volunteers, both new and old. We are so pleased to have played our small part in supporting our local GP practices and local residents through this critical period. 4

The Trust is reliant on the goodwill and involvement of volunteers to support the individuals, families and organisations across Harpenden that need our help. Our fundraisers efforts support our work in the Harpenden area. To enable the Harpenden Trust to support local individuals and families, its Care Fund needs some £100,000 a year, a lot of which comes from the Christmas Appeal; we hope that others will seek to donate and that local businesses and other organisations that raise funds for charity will remember the Trust

N MAY! I Y A S R U O Y HAVE Important local elections are due to take place on Thursday 6 May with measures in place to make polling stations COVID-secure. Last year’s District Council elections were postponed because of the pandemic but will now go ahead. There will be elections for one seat in each of the 20 wards apart from Colney Heath and Sandridge. Altogether, 18 of the Council’s 58 seats will be contested. Taking place on the same day are elections for all seats on Hertfordshire County Council and an election for the county’s Police and Crime Commissioner.

This is a chance for residents to have their say on major local issues that impact their day to day lives. The Council’s elections team will ensure social distancing is observed at polling stations with floor markings installed to help with this. Hand sanitiser will be available and voters will be requested to wear face masks unless they are exempt on medical grounds. Of course if people are concerned about voting in person, they can apply for a postal vote. Application forms can be downloaded from the Electoral Commission’s website at

FUSED GLASS BY ANNA CROXEN Anna Croxen is a local fused glass artist based in Harpenden. She has lived in the area for 25 years and is originally from Letchworth.

She creates her fused glass art work from her home studio and loves experimenting and trying different techniques. Her range includes pictures, free standing glass panels, sun catchers and bowls.

Her passion for glass started many years ago when she was given a taster session as a gift for a workshop at a studio in Hertford. She then went on to complete a six week part time course at the University of Hertfordshire and then further developed her skills by having lessons at a number of local studios.

Her designs come in a variety of sizes and styles and Anna is always thinking of new ideas.

Anna particularly loves how glass reflects the light and the amazing patterns and shapes that can be achieved. Half the beauty is what happens in the kiln and how you fire the glass. Anna uses a variety of glass sheets, powders and frits together with metal inclusions, enamel paints and murrine cane (which is handmade in a specialist kiln). These are included within the piece being created and then heated in a glass kiln to specific temperatures to achieve the desired results. Her pieces often involve multiple firings in the kilns and a range of techniques.

Orders can be posted or collected from Anna’s studio in Harpenden. She also offers a “virtual shop” via a video call to show you the pieces she has available. She has previously exhibited at craft fairs and plans to do a pop up shop in the town centre once lockdown eases.

Anna enjoys a challenge & takes commissions. She likes creating special pieces for gifts or for clients homes.

EVERYONE IS WELCOME AT THE RACE FOR LIFE HERTFORDSHIRE

People across the region are being encouraged to look beyond the lockdown we’ve just had by making a date to join Cancer Research UK’s Race for Life in Hertfordshire.

The charity’s much-loved events are aiming to return to Hertfordshire but with socially distanced measures to help keep participants safe. COVID-19 has caused a devastating loss of research funding. Cancer Research UK is predicting a staggering £300 million drop in income over the next three years which could put future medical breakthroughs at risk. That’s why the charity is calling on men, women and children to fight back against the devastating disease by entering a Race for Life event.

Money raised will help scientists find new ways to prevent, diagnose and treat cancer, helping to save more lives. Participants will set off on the course either alone or in small socially distanced groups. Hand sanitiser will also be provided at all events with participants encouraged to use it before and after the event. The Race for Life events take place across Hertfordshire, with the St Albans 5k & 10k scheduled for 18th July 2021, and are open to people of all ages and abilities. Explore the town’s fascinating past with Harpenden & District Local History Society Town Trail No. 2 Starting at 2 Southdown Road behind the Harpenden Arms and returning to Yew Tree Farm (Prezzo restaurant)

Ever wondered about Harpenden in days of yore? Harpenden is a thriving town, but to older residents it remains ‘the village’. Many of the buildings and other landmarks from that earlier era are still with us, though their history is sometimes not readily apparent. Other important features from the past are now only memories, but the Society seeks to keep these alive, by bringing Harpenden’s heritage to a wider audience. In the Society’s archive collection are many thousands of historical pictures, books, maps and other fascinating documents and artefacts. The History Centre at Park Hall is open on Tuesday afternoons, and otherwise by arrangement, for academic study as well as for anyone wanting to browse and know more about the gradual evolution of the area and it’s community through past decades, and indeed centuries, to the present day. Supported by Harpenden Town Council, St Albans District Council and Hertfordshire County Council, and with the co-operation of the Harpenden Society, the Local History Society plays a vital role in giving Harpenden its unique identity within Hertfordshire.

1. The George is first mentioned in 1507, but maybe not on this site. It was rebuilt in C19 and is seen here in the 1930s. The site of the garage to the south (now Pizza Express) was a tea garden in Victorian times, when parties drove in by wagonette for ‘Beanfeasts’ and dancing on the lawn. 2. Kingston House, No. 6 High Street was built in 1912 as Edgar Salisbury’s hardware shop on the site of Dr Kingston’s house. Later occupants were Halford’s, C&A stores and M&Co. Note the shields above the windows marking Industry, Strength, Goodwill and Service; also the Harpenden and Hertfordshire coats of arms. 3. TheWhite Lion at No. 28 High Street was a small Victorian pub, with decorative moulded bricks. The Perfect Pizza sign hangs from a bracket which once supported a model of a white lion, see left. 4. The Old Cock Inn has traces of a C17 timber-framed building and is more than likely the site of still earlier hostelries.

2. 72 High St - Another much altered C17 timber-frame structure lies behind the brick façade. It is believed to have formed part of an even earlier & larger group of hostelry buildings. It was the Old Red Lion in the early 1900s, and Rolts cycle & pram shop in the 1960s, until it was refurbished as shops in 1976. 3658

6. 73-75 High Street, at the corner of Sun Lane. A late C17 timber-framed structure, the end of which was demolished to widen Sun Lane in 1931. The remaining section was converted into shops in July 1955. The Sun pub was here from about 1637 until 1800 (or maybe 1877). It was owned by the Hawkins family in the 1780s. 7. 65-69 High Street. The C17 timber-framed cottages at 67 (The Limes) and 65, had early C18 wallpaintings imitating panelling, which were destroyed when the building was refurbished in the 1970s. In the 1850s No. 65 was Harpenden’s first post office. No. 69 (Tollgate Cottage/Hotel) was added in the 1870s.‘Tollgate’ refers to the barrier controlling traffic from Luton, just south of Sun Lane, when the Turnpike Trust was formed in 1743. 8. The Foresters Arms, a pub which has given its name to the 2012 housing development behind, became an off-licence, before conversion into an estate agency. The Foresters were a self-help charity founded in the early C19. 9. Bowers Parade was built in 1936 in the gardens of Bowers House, which still stands behind. Though a handsome parade, the fact that it concealed Bowers House was highly controversial at the time, which helped give birth to the Harpenden Society. 10. Cross Keys pub - formerly the White Hart.A much altered early C18 building. The innkeeper in 1830 was Henry Oldaker who moved to The Bull (The Old House, Leyton Road) and helped start regular horse racing on the Common in 1848. 38

11. Brewery House - built in 1871 as his home by James Mardall, who owned the Peacock Brewery (on the site of the Methodist Church), one of two breweries then in the High Street. In 1951 the house was sold and converted to shops (currently Harpenden Interiors and WH Smiths). 12. Vaughan Road was cut through in the 1890s, following the demolition of cottages in Lower High Street, with Pellants (clock makers/repairers) at the corner. Willmott’s grocery was replaced by the County & Westminster Bank (now NatWest).

13. Home Farm and Chestnut Cottage were pulled down in 1894 to build Ridley’s ironmongers’ shop at the Corner of Station Road (formerly Staker’s Lane) - now HSBC. 14. Harpenden Arms Hotel built as the Railway Hotel in 1870 by James Mardall (owner of the Peacock Brewery), the landlord in 1890 was Richard Longland, a wine and spirit dealer, corn and hay merchant, and proprietor of the Livery Stables behind the hotel further up Station Road. 61

Hundreds of jigsaws will be displayed and available for sale or simply to view. All the proceeds will be divided equally between Azalea (a Luton based charity which reaches out to women trapped in sexual exploitation) and Workaid (a Chesham charity which collects and refurbishes unwanted tools for use in disadvantaged communities abroad). An event organiser, Jon Carr from the Developing World Group, at Our Lady of Lourdes Church, who suggested the idea after witnessing a similar event in Lancashire, is delighted that during these difficult times the local community is already coming together to help preparations.

Local residents have been busy during the pandemic assembling jigsaw puzzles, not only for their own enjoyment and helping to overcome loneliness and possible boredom, but as part of the Harpenden Jigsaw Festival (HJF). The Festival, the first in Harpenden, which will be held on 4 & 5 June next year, is a charity event being organised by Our Lady of Lourdes and High Street Methodist Churches.

All from young to old are welcome to participate in this community event now by assembling their own or donated jigsaws, or by donating jigsaws themselves for others to make up.

HOW THEY COULD SAVE A LIFE! Each year in Britain around 30,000 people are affected by sudden cardiac arrest outside of the hospital environment.Anyone can be affected, at any time - from young children at school, to adults when they’re at home, work or out in public places. If victims are not treated properly, more often than not, cardiac arrests are fatal. Statistics from the British Heart Foundation show that only one in ten victims survive.This is where some basic knowledge on the use of and location of a defibrillator can make the biggest difference in the survival rate of victims. Whenever cardiac arrest strikes, there is absolutely no time to lose. Every minute without CPR and defibrillation reduces a victim’s survival rate by around 8 per cent.Without immediate treatment, 90-95 per cent of cardiac arrests prove fatal. The stages of reaction to a sudden cardiac arrest are outlined as follows. Obviously, the quicker everything is done, the more chance there is of saving a life. 1. CALL 999 The emergency services should be immediately alerted to the problem to organise immediate specialist help and will be able to advise you of the closest defibrillator to your location. 2. START CPR AND LOCATE DEFIBRILLATOR Once the emergency services have been called, if you are willing and able to, CPR should be administered as soon as possible. Now is also the time for you to locate a nearest defibrillator and put it to use by following the automated instructions given by the machine itself. 3. CONTINUE UNTIL EMERGENCY SERVICES ARRIVE Continue to give CPR (if being offered) and follow the instructions given by the defibrillator until the emergency services arrive to take over the victim’s care.The most effective way of treating a victim is by carrying out CPR alongside the use of a defibrillator, 44

but not everyone feels competent enough or are willing to carryout out CPR,but figures show that if just a defibrillator is used within 3-5 minutes of a cardiac arrest, survival rates can jump from 6 per cent to 74 per cent – which is huge. Modern day defibrillators are all easy-to-use models that talk its user through the whole process and clearly communicate what to do, making it almost impossible for them to be used ineffectively.A defibrillator provides high-energy, powerful electric shocks to the heart through pads which are placed on the chest near the heart. Starter Method

Watercress soup with Labneh and spiced oil Ingredients - Serves 4 For the labneh • 450g organic full-fat goat’s milk yogurt For the soup • 30g butter • 1 tbsp olive oil • 1 onion, finely chopped • 2 leeks, sliced, white part only • 2 garlic cloves, sliced • 3 floury potatoes, such as king edward, chopped • 1 litre good quality fresh vegetable stock • 300g watercress • Squeeze lemon juice (optional) For the spiced oil • 1 tsp cumin seeds • 1 tsp fennel seeds • ½ tsp nigella seeds • 50ml extra-virgin olive oil You’ll also need • 2 x muslin squares and kitchen string

1. To make the labneh, put the yogurt and a pinch of salt in a large double-thickness square of muslin and tie the corners together with string. Loop the string over a wooden spoon handle, then balance the spoon over a large mixing bowl in the fridge so the bag is suspended with a good gap below. Chill for at least 12 hours (see make ahead) – the liquid from the yogurt will drip into the bowl.When the yogurt has the consistency of cream cheese, remove it from the bag and keep chilled in an airtight container. 2. Heat the butter and olive oil in a heavy-based heatproof casserole or large pan over a medium-low heat. When the butter is foaming, add the onion, leeks and garlic and gently cook for 5 minutes or until soft, stirring occasionally. 3.Add the potatoes and stock, then bring to a simmer. Cover and cook for 15 minutes or until the potatoes are tender. 4. Meanwhile, make the spiced oil. Gently warm the spices in a small frying pan over a medium heat for 1 minute, then add the extra-virgin olive oil and cook for 1 minute or until fragrant. Set aside. 5.Add 100g of the watercress to the soup and cook for 2 minutes. Remove from the heat, then blend with a stick blender, adding the remaining watercress a handful at a time as you do so (see tip).Taste and season; add a little lemon juice if needed. 6.To serve, ladle into warmed bowls, then add a dollop of labneh to each and swirl over a little spiced oil, making sure you have a mixture of the spices. Drizzle the remaining spiced oil over the rest of the labneh for people to help themselves. 48

Ingredients:

1. Season the lamb with salt. Heat the oil in a heavy frying pan over a high heat.When the oil is smoking hot, sear the lamb until golden brown on all sides. Remove from the pan and place on a board.

For the Lamb: 1.8 –2.2kg whole leg of lamb Sea salt 3 tbsp groundnut oil 12 anchovies in extra virgin olive oil, drained and sliced in half lengthways 6 garlic cloves, peeled and halved (germ removed) 20g pack fresh rosemary (7–8 sprigs) For the sauce: 100ml dry white wine 500g Heston from Waitrose Chicken Stock 1 tbsp wholegrain mustard

2. Using a sharp knife, cut slits in the surface of the lamb at regular intervals. Use a small spoon to enlarge the holes and stuff them with the anchovies, garlic and half the rosemary. 3. Place the remaining sprigs of rosemary in the bottom of a roasting tin and place the lamb on top. Pour 150ml water into the bottom of the pan and cook as recommended on the packaging (25 minutes per 500g plus 25 minutes for medium), or to your liking. When cooked, remove the lamb from the oven, wrap it in foil and allow to rest for at least 30 minutes. 4. While the meat is resting, make the sauce. Place the roasting tin over a medium-high heat, allow the lamb juices to come to a boil then reduce by half. Add the wine and use a spatula to scrape all the delicious bits from the bottom of the pan. Allow the liquid to reduce by half. Add the chicken stock and, again, reduce by half. 5. Pour off the excess fat then strain the liquid through a fine sieve into a bowl. Stir in the wholegrain mustard then pour into a warm jug to serve with the lamb. 49

Dessert Rhubarb and strawberry meringue pots Prep time: 20 minutes Cooking time: 15 minutes Ingredients - Serves 8: 435 g rhubarb raw, 1 bunch, trimmed, chopped 2/3 cup(s) caster sugar, (150g) 250 g fresh strawberries, hulled, halved 1 tsp vanilla bean extract 2 medium egg white Toasted flaked almonds for decoration

The ultimate in show-off cooking, these light, fluffy yet tangy treats look impressive but are simple enough to make and sensational to eat.

Method Preheat oven to 220°C or 200°C fan, gas mark 7. Combine the rhubarb, 2 tbs sugar and 2 tablespoons of water in a medium saucepan over medium-high heat. Bring to the boil. Reduce heat to low and simmer, covered, for 5 minutes or until the rhubarb is tender. Add strawberries and simmer, covered, for 2 minutes. Stir in vanilla. Divide rhubarb mixture among four 1 cup (250ml) capacity ovenproof dishes. Using electric beaters, beat the egg whites in a clean, dry bowl until soft peaks form. Gradually add the remaining sugar, 1 tablespoon at a time, beating well after each addition until sugar dissolves. Top rhubarb mixture with meringue and bake on middle shelf for 8-10 minutes or until golden brown, top with the flaked almonds and serve. 51

Harpenden Neighbourhood Sergeant Mark Essam said: “Fly-tipping and anti-social behaviour in local parks remains a priority for us in Harpenden and the villages. Inconsiderate parking and causing an obstruction during school drop off and pick up times has been replaced with the new priority of speeding. This has come from information provided via the Constabulary’s community voice platform ‘echo’ and from feedback from members of the public, who play a huge part in the decision making. Residents will see work being conducted to tackle these issues, which will include increased police presence and targeted enforcement.” 52

The new neighbourhood priorities are: Fly-tipping - we will continue to work with landowners, residents and St Albans city and district council to reduce fly-tipping in the more remote areas including Wheathampstead and Redbourn.We will continue high-visibility and plain clothed patrols. The council have installed CCTV in hot spot areas. Fly-tipping is a criminal offence and if convicted, offenders face a fine of up to £50,000 and/or 12 months imprisonment.You could be liable if you pay someone to get rid of your waste and dump it illegally. Anti-social behaviour in local parks in Rothampstead Park,The Common and Prava Close. This priority has been extended to also include Redbourn recreational ground, Wheathampstead playing fields including the tennis and football pitches and Oakley Road. We are working with the local town council and partner agencies. We have given out warnings and made several arrests for drug offences. We have also used community resolutions and fines. We will continue our high visibility patrols.


Speeding in Redbourn Road, Marford Road, Station Road, Lower Luton Road, Roundwood Lane, Brewhouse Hill and The Hill.We will be carrying out operations where speeding drivers will be fined or summonsed directly to court for excessive speed. Sergeant Essam added: “Feedback from members of the public is vital to ensure that local policing resources are focusing on the issues that matter most to you. The recycling rate for St Albans District – as measured by weight – for 2019/20 is 63%, up from the previous year’s 62.1%. We are among the top 10 recycling areas in England. To help us improve further, residents are reminded they can recycle small electricals, batteries and textiles. Fast charging points for electric vehicles have been installed at Westminster Lodge car park to help motorists switch from fossil fuels. The initiative is part of the Council’s commitment to cut harmful carbon emissions and tackle the climate emergency. The three dual charging points, which can be used by up to six vehicles at time, are part of a pilot scheme. It is intended to install further points across the District, including Harpenden, once the outcome of the trial has been evaluated.
