Putting St Albans ‘City of Expertise’ on the map for professional services Local professional services firms are working with St Albans City and District Council to raise the profile of St Albans as a ‘City of Expertise’. A group has been set up to promote St Albans District as a centre for professional services expertise on the local, regional and national stage. It has launched the ‘City of Expertise’ campaign to highlight the combined skills of the cluster of professional services firms working in St Albans District. A website has been developed, www. cityofexpertise.com, to showcase the skills available in St Albans along with a logo for use on local firms’ corporate literature.
St Albans is home to around 80 Chartered Accountancy firms, 50 legal firms and many firms of chartered surveyors; the City is also located in one of the top 10 areas for employment in professional services occupations in England. The idea to bring local firms together and put the spotlight on the expertise and knowledge in St Albans came out of the Council’s economic development work. The Council’s Leader Cllr Julian Daly, who is a board member of Hertfordshire’s Local Enterprise Partnership, has led this initiative at the Council. He recognises that local professional services firms play a key role in helping to develop the local and regional economy. Continued on p.6

HARPENDEN TOWN FOOTBALL GROUND LEASE RENEWED St Albans City and District Council has granted Harpenden Town Football Club Limited a new 15 year lease to its football ground in Rothamsted Park.
Under the new lease,the club is taking on responsibility for maintaining the building’s structure. This was previously the Council’s responsibility. To help with the refurbishment, the Council has given the club £20K to replace the roof.
The club has plans to refurbish its building over the next 12 months. It needed a new lease to apply for funding and its existing lease was due to expire shortly.

JEREMY’S MARATHON CHALLENGE TO SUPPORT CHILDREN WITH CANCER
On 26th April I shall be running my first ever London Marathon in aid of Children with Cancer. I’m not naturally a runner, but the London Marathon is something that, every year, I’ve watched in admiration as over 40,000 people pound their way through the London streets raising millions of pounds for charity. This year, I managed to achieve a place in the ballot and have been training since the middle of last year to complete the 26 mile long course. It’s not easy when you’re over 50 and you discover that your knees are not quite as strong as they used to be!
But the preparation is progressing and, with just under two months to go, I’m really looking forward to the event. As a father, I can’t imagine what it must be like to learn that your child might have contracted cancer, The charity that I’m running for, Children with Cancer, dedicates itself to researching the causes of cancer in children and supporting families as they move through the diagnosis and treatment phases.They do some outstanding work and make a real difference to the families affected. If I was going to run 26 miles, I thought that this would be a really worthwhile cause for which to raise money. Join the crowds and line the four-and-a-quarter mile course from Putney to Mortlake on Saturday April 11 2015 to catch all the action. Club Open Day Saturday 16 May 2015 The Brambleton Model Railway Club Open Day will take place on Saturday 16 May 2015 at our grounds adjacent to Highfield Oval, Ambrose Lane Harpenden, Hertfordshire. NEW SIGNS HELP POINT ST ALBANS’ VISITORS IN THE RIGHT DIRECTION St Albans City and District Council has installed new monolith signs to help people find their way to St Albans’ attractions, facilities and historical buildings. The modern signs include easy-to-follow maps showing destinations that are popular with visitors & the main shopping areas. They feature images of the City’s landmarks and the new visitor ‘St Albans: Choose Your Story’ logo. A Quick Response (QR) code that directs smart phone users to the visitor website www.enjoystalbans.com is incorporated in the design. The concept was tested in 2013 using two signs installed at the old Town Hall, St Peter’s Street and at the main entrance to the City Station. The new monolith signs are located at: · · · · ·

Cllr Beric Read, Community Engagement and Localism Portfolio Holder at St Albans City and District Council, said, “This new network of modern, bespoke signs will make it easier for visitors to find their way round St Albans. They are designed to reflect the City’s heritage by including images of the Cathedral, roman mosaics and other historical landmarks.” The signs were developed in consultation with a range of local societies and groups. This followed the Council’s adoption of a Public Realm Delivery Strategy identifying the need for clearer pedestrian signage to improve the visitor experience.

CONCERN EXPRESSED ABOUT DETERIORATION OF THAMESLINK SERVICE St Albans City and District Council’s Local Services Scrutiny Committee registered concern about the deteriorating standard of the Thameslink service at a meeting. Committee members voiced concern about the service after questioning senior management from Govia Thameslink Railway (GTR) and Network Rail. They also raised more than 20 questions about Thameslink’s performance sent by members of the public to the Committee in advance of the meeting. These included questions about the late running of trains, cancellations, overcrowding and use of four carriage trains at peak hours. During questioning, senior management from GTR admitted that performance of the Thameslink service had been in decline since September 2013. They said this had continued after GTR took over the franchise on 14 September 2014.They explained that the deterioration was due to a combination of poor weather and a number of incidents and project work along the route. GTR senior management also admitted that many trains were old and nearing the end of their lifespan and that more drivers were needed. They promised to recruit more drivers. They also described details of their plans to introduce new trains over the next few years.

One of the recurrent themes was anger and frustration that Govia’s performance has been worse even than its predecessor, First Capital Connect. “At the meeting Govia accepted that there had been a deterioration since they took over the franchise blaming a range of factors including train and track unreliability, driver non-availability and changes at London Bridge. Committee members questioned why Govia had apparently failed to foresee these problems.
They said that from 2015 there will be more fast trains to St Albans between 10pm and midnight and by 2018 almost all fast trains will comprise 12 cars. GTR is also planning to provide better customer information and ticket purchasing options and improvements to St Albans station.
“Figures show that 23.6% of trains were over 5 minutes late in the period 12 October to 8 November 2014. This bore out the complaints of many questioners whose daily experience is of a service where punctuality is the exception and unreliability the norm. What neither Govia nor Network Rail could cast any light on was when the Holy Grail of a good level of service would be achieved.

RETAIL VACANCIES DOWN IN ST ALBANS DISTRICT

The percentage of vacant retail units in St Albans District fell from 4.49% at the end of March 2014 to 3.75% at the end of December 2014. It is the first time a report has been produced on retail vacancy rates for shops, restaurants and pubs across the District using this data. The figures, broken down by parish and unparished areas, are available in the Council Performance & Budget Summary. Previously, the Council monitored vacant retail units in St Albans City centre based on a site survey carried out by officers of shops, pubs and restaurants. The last city centre retail site survey for December 2014 showed a drop in vacant units to 5.10% from 8.15% in the previous quarter. This survey covered a smaller area of St Albans city centre than the business rate database which shows a lower retail vacancy rate of 3.87%. In order to provide a comparison across the whole District, the business rate database will be used by the Council in the future to monitor vacancy rates 26
Cllr Beric Read, Community Engagement and Localism Portfolio Holder St Albans City and District Council, said, “St Albans has in recent years reported to have among the lowest retail unit vacancy rates in the country. The Council’s business rates database suggests an improvement. Our figures also show very low vacancy rates for Harpenden, the District’s other main retail centre. “This justifies steps taken by the Council to boost the local economy by developing St Albans as a vibrant visitor, shopping and leisure destination. We organised events, such as the popular Christmas market to attract people to St Albans and help increase footfall for retailers, pubs and restaurants. A new visitor website and promotional branding for the District are also used.” “In addition, we are working with local businesses through the City Centre Partnership to improve the trading environment for retailers in St Albans. It recently appointed City Centre Manager, Richard Marrett to lead on this.”

KNICKERS MODEL’S OWN!
Caroline Jones’ mother died of breast cancer in October 2014. In her memory Caroline has embarked on a unique and inspiring fundraising challenge - to wear charity shop outfits every day for a year.
Caroline Jones’s mother Mary Benson had volunteered in the Cancer Research UK shop in Harpenden for 13 years. But sadly in October 2014, at the age of 72, she lost her life to Cancer.
Caroline and her mum both loved fashion; together they went shopping, talked style, noted seasonal trends and fell about laughing in mirrored changing rooms often dealing with a zip issue. Fashion was one of the many things that tied them together. So, when her mum passed away Caroline decided to celebrate her life through the fashion lens. Ms Jones, 46, has said “other than her pants” she will get her look from the Harpenen Cancer Research store’s “treasure trove”. She hopes her Knickers Model’s Own campaign will not only raise money through her Just Giving page but will encourage others to visit charity shops. 34
Ms Jones, who also volunteers as a window dresser at the shop, started wearing charity clothes on 1st January and posts a daily picture on social media. “It’s not a weird world I am entering, I’ve always mixed up my wardrobe with new and pre-loved pieces - but this year I am not buying any new clothes,” she said. “I will buy some new knickers occasionally though, I think I’m allowed that.”

ST ALBANS COUNCIL’S MUSEUMS MAKE THE GRADE A sum of £1.7m needs to be raised to turn the project into a reality. In the New Year, we will be announcing many exciting ways in which residents can help us deliver this brilliant new museum and art gallery.” The Council is working with St Albans Museums and Galleries Trust and the University of Hertfordshire Galleries to deliver the £6.75m project.
Arts Council England has awarded the Museum of St Albans and Verulamium Museum accreditation for achieving nationally agreed quality standards for museums. This authoritative benchmark shows that the two museums manage collections effectively for the enjoyment and benefit of visitors.
Work is now underway to design the new museum and art gallery. This project has already secured a £282K development grant from the Heritage Lottery Fund. The Council is committed to contributing £2.25m to the project and is working to secure a total £2.8million from the Heritage Lottery Fund. In addition, the St Albans Museums and Galleries Trust is seeking to raise a further £1.7 million from the public, charitable trusts and local businesses through ‘renaissance: St Albans’.To pledge a donation or find out how you can become involved in the ‘renaissance: St Albans’ campaign, visit www.renaissancestalbans.org.uk.
Both museums are run by St Albans City and District Council and will hold the accreditation for a three year period. This builds on the successful accreditation of the museums by the Museums Libraries and Archives Council in 2011. The Arts Council Accreditation Scheme for Museums aims to raise standards in museums. Under the scheme, the museum team was assessed for their skills in collection management and forward planning and their ability to respond to visitors’ needs and expectations. ST ALBANS YOUTH COUNCIL WORKS WITH DISTRICT COUNCIL TO ERADICATE CONFLICT MINERALS The Council will promote its conflict minerals policy to suppliers where appropriate and encourage them to adopt similar policies towards eliminating conflict minerals in their supply chain. Subject to procurement constraints, preference will be given to suppliers that are conflict mineral free or have clear policies & plans to become so.
St Albans City and District Council is working to minimize the use of so called ‘conflict minerals’ from its IT infrastructure. Following work by St Albans Youth Council, the District Council has adopted a new operational policy that sets out guidelines for the procurement of new IT equipment. The Council is also promoting its conflict mineral policy to IT suppliers to encourage them to adopt similar policies in their supply chain. Minerals such as tantalum, tin, tungsten and gold and are often used when manufacturing electronic equipment.The background to the policy is concern about a connection between mining of these minerals and the funding of armed conflict in various parts of the world. A joint initiative by the Global e-Sustainability Initiative (GeSI) and the Electronic Industry Citizenship Coalition (EICC) is working to establish validated conflict free sources of these minerals. In early 2014, the Youth Council presented a report to elected members of full Council raising their concerns and asking for a policy to be developed. The Portfolio Holder for Resources, Cllr Alec Campbell, undertook to work with the Youth Council to see how the Council could take their ideas forward. 42
Cllr Alec Campbell said: “We believe St Albans is one of the first Councils in the UK to adopt an operational policy on use of conflict minerals in our IT infrastructure. We listened to and worked with St Albans Youth Council when they brought to our attention concerns about the connection between minerals mining and the funding of armed conflict. As a result, the Council is actively encouraging suppliers to minimise and where possible eradicate the use of such minerals in our IT equipment.” Chair of St Albans Youth Council, Ellie Appleyard, said: “We became aware of the serious issues around conflict minerals about two years ago.We have been working to bring it to the attention of those who can effect change ever since. “Working with the Council to get a new operational policy on conflict minerals adopted in St Albans serves as a great example of what teenagers can do. We hope schools, libraries and other publicly funded organisations will follow suit. Ultimately, we hope that everyone in the District will let their suppliers know they are no longer happy to buy electrical equipment that is not conflict free.”

HARPENDEN CARNIVAL 50TH ANNIVERSARY SAT 6TH JUNE FROM 12PM – 6PM Preparation for the 2015 Harpenden Carnival is now well underway and they are planning a big celebration to mark the 50th anniversary. There will be some big changes to this year’s event, the first being that this year’s Carnival will be organised in partnership by Harpenden Town Council as well as Harpenden RoundTable. This year’s event will be FREE to enter and we will be starting with a procession through the High Street which will finish at a new venue on Harpenden Common.
As well as a wide range of entertainment, craft stalls, a fun fair, bouncy inflatables, children’s activities along with food and drink we will be having a sheep show, a dog competition, ferret racing and much more to be announced in due course.
Come down and enjoy the fun! This year’s charities that will be supported are The Mayors Charity, Harrison’s fund, NOAH Enterprise Luton and Community meeting point.
The carnival will stretch from outside the Public Halls all the way up to the Cricket Pitch. We will have Art on the Common running at the same time (see below for details) and also activities going on in Park Hall and The Public Halls (there will be no separate Discovery Day event).

This year Art on the Common (6th & 7th June) will be staged alongside the Harpenden Carnival (6th June only). Art on the Common is an annual 2 day event to celebrate local artists and craftsmen and has been successfully running for more than 30 years. It is a showcase of original work featuring painting, ceramics, fine art photography, jewellery and handmade greeting cards. Many of the exhibitors have supported the event for many years, for others this is their first time at this family friendly venue. The cost of exhibiting is very reasonable, making it an ideal place for artists to test the market for their work.
A small percentage of sales go to a charity, this year we are again supporting Cancer Research UK, whose assistance in staging the event is greatly appreciated. BEATING THE BOUNDS Beating the Bounds is a traditional ceremony dating back to medieval times and involves members of the community walking the boundary of St Albans. During the ceremony, people taking part in the event will be invited to beat the‘bounds’ with willow wands at key locations along the 3 mile route. The procession, led by the Mayor and officers of the district council, will follow the medieval boundary of the town as defined in 1327. The procession takes around 2.5 hours and is free. The route will follow the ancient boundary as closely as possible and will take approximately two hours. At four key points along the way, the Mayor’s Chaplain will say a short prayer and willow wands will be beaten on the ground. The four locations are: • The Pudding Stone, Kingsbury Mill, • Boundary mark near the ‘Jolly Sailor’ public house, • Keyfield Car Park, Old London Road,
• River Ver, the bridge next to ‘Ye Olde Fighting Cocks’ public house,Verulamium Park. Beating the Bounds in St Albans is thought to have started in the mid 13th century when the Tonman ditch was used to help define the boundary. Following a riot by the townspeople against the authority of the Abbot, twenty-four burgesses walked around the town in 1327 to confirm a clear boundary. This became known as the Beating the Bounds ceremony. The walk was carried out to impress upon the townspeople the boundaries of the town and the privileges they were entitled to. Although the townspeople did obtain somefreedoms, these were later quashed. Today the ceremony is held to celebrate the medieval townspeople who fought to establish their rights as citizens of St Albans.

MILLIONAIRE LAWYER TURNED HUMAN CANNONBALL BLASTS BACK TO ST ALBANS TO ENTERTAIN FAMILIES THIS EASTER A FORMER millionaire lawyer who turned his back on the City to pursue his dream of owning his own circus returns to St Albans this Easter, bringing his unique show and free circus skills workshops to the area’s families.
Gary Stocker, 31, gave up his wealthy lifestyle to set up and run Chaplin’s Circus after collaborating with a friend and fellow street performer – Gary had been doing street performances on and off since the age of 14 when he performed in Covent Garden. After a successful tour around southern England last year, Chaplin’s Circus will be open at Highfield Park from March 28th to April 7th. Inspired by the circus formats of Europe and Asia in particular, the performance itself is narrative driven, telling the story of a 1920s circus with only two hours remaining to repay its debts to the bank and avoid permanent closure. Gary explained:“The show is based on the following storyline: It is the 4th of August 1924. Chaplin’s Circus has just two hours remaining to repay its debts and save itself from bankruptcy and everything is riding on the success of this one performance.While the Ringmaster has an exciting plan to bring in the crowds and reverse the circus’ ailing fortunes, it seems that Chaplin’s creditors will stop at nothing to ensure this performance fails.” He added:“The show, which is totally animal free, is aimed at both the youngest of children and the eldest of adults and is a cost effective, alternative family outing for the holidays.” For the entire first half, the audience is made to feel as though they are seated backstage, which Gary explained was essential to the success of the story’s format which has veered away from the traditional ‘act after act’ set up of most circuses and focused on more novel takes on traditional feats and the individual characters performing them. However, as Gary realises an audience coming to see a circus expects the glitz and the glamour of a live performance, in the second half of the production the Big Top is rotated 180 degrees and delivers a spectacular circus show—the finale of the show that the story has been building up to. Gary himself is the ‘Great Herrmann’ the human cannonball which rounds off the show when his is fired across the full length of the stage into a barrel of water - requiring the team to have created arguably the largest touring Big Top in the UK. Chaplin’s Circus uses West End performers, which this year also includes China Soul, singer and daughter of David, of TV’s Starsky and Hutch fame. The team is also committed to giving back to the communities it visits.This year it is partnering with Home Start St Albans in a fundraising initiative, as well as running free circus skills workshops, teaching juggling, hula hooping, ribbon twirling, plate spinning, mime, diabolo, magic tricks, rope walking, balloon modelling, devil sticks, face painting and uni cycling. “This year our focus is on charities which help support young families and single mothers, in particular.We believe that as a business we should make a positive contribution to each community that we frequent and this is one of the ways we hope to realize that vision,” concluded Gary.

Explore the town’s fascinating past with Harpenden & District Local History Society Town Trail No. 1 Starting from The George and returning to the Harpenden Arms, a fascinating walk back in time along Harpenden High Street.
Ever wondered about Harpenden in days of yore? Harpenden is a thriving town, but to older residents it remains ‘the village’. Many of the buildings and other landmarks from that earlier era are still with us, though their history is sometimes not readily apparent. Other important features from the past are now only memories, but the Society seeks to keep these alive, by bringing Harpenden’s heritage to a wider audience. In the Society’s archive collection are many thousands of historical pictures, books, maps and other fascinating documents and artefacts. The History Centre at Park Hall is open on Tuesday afternoons, and otherwise by arrangement, for academic study as well as for anyone wanting to browse and know more about the gradual evolution of the area and it’s community through past decades, and indeed centuries, to the present day. Supported by Harpenden Town Council, St Albans District Council and Hertfordshire County Council, and with the co-operation of the Harpenden Society, the Local History Society plays a vital role in giving Harpenden its unique identity within Hertfordshire.

1. The George is first mentioned in 1507, but maybe not on this site. It was rebuilt in C19 and is seen here in the 1930s. The site of the garage to the south (now Pizza Express) was a tea garden in Victorian times, when parties drove in by wagonette for ‘Beanfeasts’ and dancing on the lawn. 2. Kingston House, No. 6 High Street was built in 1912 as Edgar Salisbury’s hardware shop on the site of Dr Kingston’s house. Later occupants were Halford’s, C&A stores and M&Co. Note the shields above the windows marking Industry, Strength, Goodwill and Service; also the Harpenden and Hertfordshire coats of arms. 3. TheWhite Lion at No. 28 High Street was a small Victorian pub, with decorative moulded bricks. The Perfect Pizza sign hangs from a bracket which once supported a model of a white lion, see left. 4. The Old Cock Inn has traces of a C17 timber-framed building and is more than likely the site of still earlier hostelries.
2. 72 High St - Another much altered C17 timber-frame structure lies behind the brick façade. It is believed to have formed part of an even earlier & larger group of hostelry buildings. It was the Old Red Lion in the early 1900s, and Rolts cycle & pram shop in the 1960s, until it was refurbished as shops in 1976. 60

6. 73-75 High Street, at the corner of Sun Lane. A late C17 timber-framed structure, the end of which was demolished to widen Sun Lane in 1931. The remaining section was converted into shops in July 1955. The Sun pub was here from about 1637 until 1800 (or maybe 1877). It was owned by the Hawkins family in the 1780s. 7. 65-69 High Street. The C17 timber-framed cottages at 67 (The Limes) and 65, had early C18 wallpaintings imitating panelling, which were destroyed when the building was refurbished in the 1970s. In the 1850s No. 65 was Harpenden’s first post office. No. 69 (Tollgate Cottage/Hotel) was added in the 1870s.‘Tollgate’ refers to the barrier controlling traffic from Luton, just south of Sun Lane, when the Turnpike Trust was formed in 1743. 8. The Foresters Arms, a pub which has given its name to the 2012 housing development behind, became an off-licence, before conversion into an estate agency. The Foresters were a self-help charity founded in the early C19. 9. Bowers Parade was built in 1936 in the gardens of Bowers House, which still stands behind. Though a handsome parade, the fact that it concealed Bowers House was highly controversial at the time, which helped give birth to the Harpenden Society. 10. Cross Keys pub - formerly the White Hart.A much altered early C18 building. The innkeeper in 1830 was Henry Oldaker who moved to The Bull (The Old House, Leyton Road) and helped start regular horse racing on the Common in 1848. 62
11. Brewery House - built in 1871 as his home by James Mardall, who owned the Peacock Brewery (on the site of the Methodist Church), one of two breweries then in the High Street. In 1951 the house was sold and converted to shops (currently Harpenden Interiors and WH Smiths). 12. Vaughan Road was cut through in the 1890s, following the demolition of cottages in Lower High Street, with Pellants (clock makers/repairers) at the corner. Willmott’s grocery was replaced by the County & Westminster Bank (now NatWest).
13. Home Farm and Chestnut Cottage were pulled down in 1894 to build Ridley’s ironmongers’ shop at the Corner of Station Road (formerly Staker’s Lane) - now HSBC. 14. Harpenden Arms Hotel built as the Railway Hotel in 1870 by James Mardall (owner of the Peacock Brewery), the landlord in 1890 was Richard Longland, a wine and spirit dealer, corn and hay merchant, and proprietor of the Livery Stables behind the hotel further up Station Road. 63

St Albans Clock Tower Built between 1403 & 1412, the Clock Tower is the only medieval town belfry in England. It was first & foremost a political statement; the townspeople used it to assert their freedom, power and wealth in the face of St Albans’ Abbey. The Tower’s bell, which has survived over 600 years of use, allowed the town to sound its own hours and, until 1863, the Curfew. It also gave the alarm in case of “fire or fray”. Its bell rang out the first Battle of St. Albans during the Wars of the Roses in 1455. Today you can climb to the top of the Tower & enjoy magnificent views of St Albans & the surrounding countryside. It is important to know how your breasts look and feel normally, so that if you notice a change, you can present to your doctor. Most women’s breasts change during the month and many women find selfexamination difficult or daunting. I therefore recommend a few simple ways of regularly checking your breasts: • In the bath or shower, flatten the fingers of one hand and slide firmly over the breast tissue, also checking for any lumps in the under-arm area (axilla). Is there a lump or thickening to the breast that feels different to the rest of the breast tissue? Look at your breasts in the mirror once-a-month: • Has there been a change in the size or shape of either breast? • Are there any new changes to the nipples, eg. Inversion (change in the protrusion or flattening), rash around the nipple skin? • Are there any lumps bulging out of the skin or dimples in the skin? With your arms raised above your head look at the outline, shape and the bottom of the breasts. • Does one look very different to the other? • Is there a discharge of fluid or blood from the nipple? • Do you have constant or persistent pain in the breast or in the arm-pit? ______________________________________________________________________ Family History of breast cancer The risks of inherited breast cancer have recently been highlighted in the media, with the diagnosis and treatment of high profile celebrities such as Angelina Jolie. STAYING SAFE IN It is important to protect your and your children’s skin in the sun to avoid sunburn and heat exhaustion. Here is some useful advice from the NHS to help us all stay safe in the sun this summer. What sun protection factor (SPF) should I use? Use sunscreen with a sun protection factor (SPF) of at least 15. The higher the SPF, the better. Go for broad spectrum sunscreens, which protect against harmful UVA and UVB rays. Make sure the product is not past its expiry date; most sunscreens have a shelf life of two to three years. And don’t use little, it takes 9 teaspoons to cover an adult from head to toe… which is a lot more than most of us use. What is broad spectrum and the star-rating? Broad-spectrum products provide protection against the sun’s UVB and UVA rays. The sun protection factor, or SPF, is a measurement of the amount of UVB protection; the higher the number, the greater the protection. In the UK, UVA protection is measured with a star ratings; snscreens has from 0 to 5 stars. The higher the number of stars, the greater the protection. 90
How long can I stay in the sun? Don’t spend any longer in the sun than you would without sunscreen. Sunscreen should not be used as an excuse to stay out in the sun; instead, it offers protection when exposure is unavoidable. The summer sun is most damaging to your skin in the middle of the day so spend time in the shade between 11am and 3pm, under umbrellas, trees, canopies or indoors. Should I reapply sunscreen if I swim? Water washes off sunscreen and the cooling effect of the water can make you think you’re not getting burned. Water also reflects UV rays, increasing your exposure; even “waterproof” sunscreens should be reapplied after going in the water. Are children more at risk of sunburn? Young skin is delicate and very easily damaged by the sun. Use at least a factor 15 sunscreen and choose a broad-spectrum brand that has a four or five-star rating. Apply it to areas not protected by clothing, such as the face, ears, feet and backs of hands. Choose sunscreens that are formulated for children and babies’ skin, as these are less likely to irritate their skin.

Starter Ingredients - Serves 5 Veloute: 50 gr Butter 60 gr Flour 1 ltr Vegetable Stock 3 bunches of Parsley Nutmeg 100gr Semi-Skimmed Milk One finely chopped Onion Walnut Crunch: Ingredients: 60 gr icing sugar 40gr flour 1 egg white 40gr soft butter finely chopped walnuts 92
Method - Veloute Melt butter & saute onions on a low temperature, adding the flour stirring slowly, & add warmed milk, as it thickens leave on a low flame to cook out the flour, for 10 mins. Blanche the parsley leaves for 5 mins in boiling water, remove and place in iced water. Remove from water and blend into a puree, strain, then add to the warm volute, season with salt, pepper & nutmeg. To finish, add a cappuccino foam of milk & nutmeg, garnish with garlic cress. Method - Walnut Crunch Mix all ingredients together, then make small circles on a baking tray of the mixture, place in oven at 180 until golden, remove and bend into shape, serve on the side. CHECK RESTAURANTS’ HYGIENE RATINGS Under the Food Standards Agency’s Food Hygiene Rating Scheme, St Albans City and District Council inspects local food businesses for compliance with food safety and hygiene regulations and gives them a score. The food hygiene ratings run from 0-5, with five representing a very good level of hygiene and a zero indicating that urgent improvement is required. The Council puts all its ratings on the Food Standards Agency’s website at: www.food.gov.uk/ratings. Local restaurants and food businesses are also given a Food Standards Agency green and black sticker to display on their windows; the sticker shows their food hygiene rating. You can’t tell a restaurant’s hygiene standards by how clean and tidy the staff look or by how romantic the décor and ambience is. It’s the things you can’t see, like germs spread by bad hygiene practices, that you need to consider when booking a restaurant. There’s one easy way to set your mind at rest - check the food hygiene rating. If there is no green and black sticker in the window or you spot a low rating online, you can make an informed choice about where to book.

A number of steps have been taken by St Albans City & District Council to improve the handling of planning applications following an internal audit. In 2013, the audit found that while existing procedures and controls were acceptable overall, 22 recommendations were also made for improvements. The Audit Committee members had asked the Council’s Cabinet to consider the appointment of additional staff resources to help implement several of these improvements. At a meeting the Audit Committee heard that 21 of the recommendations have now been implemented satisfactorily. Actions taken include: • the recruitment of additional technical staff to help process an increasing level of planning applications. • a review of pre-application procedures & fees to ensure they cover staff costs in giving advice.

RECYCLE FOOD WASTE, YOGHURT POTS AND MICROWAVE FOOD TRAYS A survey has highlighted a need to make residents in St Albans District aware that food waste, yoghurt pots and microwave food trays can be recycled. The results of St Albans City and District Council’s survey showed that 98% of residents said they used the recycling service all or most of the time. Just over 7,000 residents participated in the doorstep survey which took place in October and November last year and a further 361 responded online. However, the survey also revealed that there were low participation rates for the recycling of certain materials. For example, only 42% per cent put yoghurt pots and 38% microwave food trays in their recycling boxes. Half of respondents do not recycle cooked and uncooked food waste. The survey results will be used by the Council to help improve its recycling service and to increase the household recycling rate to more than 60%. Food waste can be collected in a caddy before being transferred to a green wheelie bin. Residents can use a paper liner for their caddy or wrap the food tightly in newspaper, paper bags or kitchen towel to keep their bin clean. Paper liners are available at many supermarkets and online.

WHAT IS VAMPIRE ENERGY? Vampire Energy is the energy used by household appliances when they are left on standby or plugged in but not in use. These appliances slowly suck energy and cost the average household an extra £50-80 a year on energy bills (www.growourherts.co.uk). This only occurs because some devices claimed to be “switched off” on the electronic interface, but are in a different state from switching off at the plug, or disconnecting from the power point, which can solve the problem of standby power completely. In fact, switching off at the power point is effective enough, there is no need to disconnect all devices from the power point. In the past, standby power was largely a non-issue for users, electricity providers, manufacturers, and government regulators. In the first decade of the twenty-first century, awareness of the issue grew and it became an important consideration for all parties. Up to the middle of the decade, standby power was often several watts or even tens of watts per appliance. By 2010, regulations were in place in most developed countries restricting standby power of devices sold to one watt and half that from 2013. Turning power off to appliances will save energy and reduce fire risk.

What has caused Climate change is caused by the release of carbon dioxide and other gases collectively known as greenhouse gases (GHG) and is one of the most serious environmental threats facing our world. Since the industrial revolution, the man-made emissions of these gases has been increasing at a steady rate. Carbon dioxide (CO2) is the main greenhouse gas, accounting for about 84 per cent of total UK greenhouse gas emissions. Before the start of the industrial revolution CO2 was found in our atmosphere at 280 parts per million (ppm) but is now believed to exceed 389 ppm and is continuing to rise. What are the expected changes and impacts globally? The term ‘global warming’ only describes part of the problem. Whilst average temperatures are expected to increase there are other expected impacts including sea levels rising and patterns of drought and flooding changing with more intense weather related disasters. Some of these changes to our climate are already occurring.
The Department of Energy and Climate Change (DECC) and United Nations report that the average temperature of the atmosphere near the Earth’s surface has already risen by about 0.75°C since 1900 and even if all greenhouse gas emissions were to stop now, then the world is already committed to around 0.6°C of further warming. If no action is taken to reduce our emissions then temperatures are expected to rise even further. Depending on future levels of greenhouse gas emissions global average temperatures may be between 1.1 and 6.4°C higher and average sea levels could rise by 18 to 59 centimeters by the end of the century. As temperatures rise, agricultural yields are expected to drop in most tropical and sub-tropical regions (and in temperate regions too). Diseases, such as those spread by mosquitoes, could spread to new areas of the world and millions of people are expected to be exposed to increasing water stress. Continued on page 116

In addition, extinctions of large numbers of plant and animal species are expected. What are the expected changes and impacts locally? Whilst the most severe impacts of climate change may be in other countries some changes and impacts will also affect our region. Data published by the UK Climate Impacts Programme, expects the following changes to be felt in our region; For the 2080’s the central estimate of: · • increase in winter mean temperature is 3ºC; it is very unlikely to be less than 1.6ºC and is very unlikely to be more than 4.7ºC. • increase in summer mean temperature is 3.6ºC; it is very unlikely to be less than 1.9ºC and is very unlikely to be more than 5.9ºC. • change in winter mean precipitation is 20%; it is very unlikely to be less than 4% and is very unlikely to be more than 44%.

The conclusion from the above data for our area is for both significantly warmer summers and winters, but with wetter winters and drier summers. Skip hire do’s and don’ts! If your skip needs to be placed on the public highway (any road adopted or maintained by the council) you will need a valid permit from your local council. Spring is here; the weather is getting warmer (hopefully,) and the days are getting longer. Now is the perfect time to give your garden a little TLC. Early Spring • Prune roses • Sow hardy annuals outdoors & half hardy annuals in a heated propagator in the greenhouse or on a windowsill indoors • Tidy borders, weed and mulch with compost or manure • Lift and divide herbaceous perennials

For more information about the show please visit www. rhs.org.uk Here are some things you might not know about the world’s most famous flower show… • The RHS Chelsea Flower Show is organised by the Royal Horticultural Society which was founded in 1804. • The Show has been held on the grounds of the Royal Hospital Chelsea since 1913. • The first RHS Chelsea Flower Show was staged in a single large tent. • The first RHS Chelsea Flower Show was officially called ‘The Great Spring Show’, however the name ‘The Chelsea Flower Show’ quickly caught on. • The first Show consisted of a total of 244 exhibitors, under half of what you would find today. • The first RHS Chelsea cost the RHS £3,365 to stage and made a profit of £88 (£150,000 and £4,000 respectively in today’s money). The profits were distributed to gardening charities. • Japanese dwarf trees, now known as bonsai, were first seen at the first Show in 1913. • Despite the First World War, the Show was held in 1914 – 1916, but cancelled in 1917. • In 1927 there was a campaign to get the RHS to ban foreign exhibits from RHS Chelsea to reduce competition with British firms. The RHS refused saying, ‘horticulture knows nothing of nationality.’ 122
• In 1932 the rain at the Show was so severe that a summer house display fell to pieces. • One very wet year an exhibitor named it ‘The Chelsea Shower Flow’. • RHS Chelsea was cancelled during the Second World War, and the site of the show was used by the War Office to station antiaircraft guns. • In 1947, to help fill the space left by exhibitors still recovering from the War, a portion of the marquee was devoted to flower arrangements for the first time. Flower arranging became a regular feature. In 1956 it was allocated its own separate tent.

THE NEW VAUXHALL VIVARO BUILT TO TAKE IT ALL Vauxhall’s Luton plant has been churning out vehicles since 1905 and Vivaro panel vans since 2001. The originalVivaro stood up to the ravages of time superbly over its epic 12-year lifecycle. Close to 950,000 of the vans rolled off the Luton line in that period but now Vauxhall is looking to the future with a £185m investment in facilities to build the latest model. The Vivaro model range is reasonably straight forward with two wheelbases and two roof heights. Beyond that there’s a Combi minibus, plus a double cab crew van with a second row of seating and a platform cab ready to take specialist modifications. All models get the same front end with a bold grille and huge headlights that are supplemented by LED daytime running lights on the up-spec Sportive models.Vauxhall has increased the interior quality in this Vivaro and the cabin now has an upmarket carlike feel that’s a match for anything in the class. Carrying capacity is also up across the panel van range thanks to 100mm of extra load length in all versions but the width and height of the load area remain largely unchanged, enabling existing Vivaro owners to transfer their interior racking across to the latest model. In the engine bay there’s an advanced line-up of 1.6-litre CDTi diesels, the more powerful of which have twin-turbochargers. The twin turbo version has won a major innovation award, and coupled with ‘Efficiency’ and ‘Ecoflex’ technology makes it a very fuel efficient engine. The star of the show is the 120bhp BiTurbo unit, with its 47.9mpg and emissions as low as 155g/km making it an altogether more cost-effective and eco friendlier van in its class, without the loss of engine performance. For further fuel efficiency savings Vauxhall also offers an Eco Mode button on the Vivaro’s dash. 126
This engages a more efficient engine map with reduced torque, less power and slower throttle response. As well as setting a very high standard for engine efficiency, the Vivaro’s ride comfort and refinement stand out most. What’s likely to strike you about the Vivaro’s interior is how un-van-like it is; the driving position and dashboard design make it feel much more like a people carrier than a commercial vehicle. Special mention must go to the Vivaro’s driving position, which offers a wide range of adjustment both from the seat and the steering column. The Vivaro has an outstanding reputation for reliability forged over the original model’s 12 years in service. Safety is paramount in New Vivaro, whatever application you put it to, so all versions of the Vivaro now come with Electronic stability control (ESC), Anti-lock braking system (ABS), Electronic brakeforce distribution (EBD), Hill start assist (HSA), Traction control (TC) and more, as standard. There’s also a driver’s airbag thrown in and the Sportive models get rear parking sensors. On the security front,Vauxhall fits all its Vivaro’s with deadlocks and an engine Immobiliser while a smart keyless entry system is on the options list. The Vivaro’s 1.6-litre engines may be smaller in size than the previous 2.0-litre unit in the old van but it has much more power, torque and notably better fuel economy, making it an all-round unbeatable vehicle.

MAKE YOUR CAR SPARKLE THIS SPRING • Always wash your car in the shade! This will keep your car wash shampoo from drying on the car before it is rinsed off. • Use two buckets; one is for your shampoo solution and the other is clean rinse water. • Fill a 5-gallon bucket 2/3 full with cool water. Add the proper amount of shampoo to the water as recommended on the label instructions. Using a strong jet of water, fill the bucket to fully activate suds. Fill the second bucket with clean, water for rinsing. • Thoroughly rinse the vehicle’s surface to remove the loose dirt and grime before you begin. • When washing your vehicle remember to always go from top to bottom, never the opposite. Generally the dirtiest parts of your vehicle are those parts closest to the ground.
• Rinse your vehicle with clean water. • When you dry your car gently dry the surface without much pressure. You don’t need to rub the surface – you’re just picking up the bulk of the water! Once you have picked up the bulk of the water, & the first towel is saturated, use a second towel to lightly pick up any remaining streaks or droplets.
