PRICE TRENDS IN HERTFORDSHIRE Since June 2016 the market has changed in interesting ways across Hertfordshire. According to one source, on average, asking prices have edged down by 1% per month to £648,604 with flats taking the biggest hit, but semi-detached properties seem to be popular having gained 4%.
The actual selling price of properties shows a slight increase of 4%, but alarmingly the actual value shows £441,747 of completed transactions. This shows that 46% of the property value in Hertfordshire failed to materialise either due to Sales not completing or owners and agents over estimating value - the split is unclear. The average property takes 105 days to sell, perhaps unsurprisingly detached properties are taking their time at 129 days, although this is down from 132 days from last year, but overall properties are taking longer to sell. In 2016 a semi detached home would have been sold in 66 days on average, but this year home owners are waiting 87 days to sell.

The bulk of the Hertfordshire housing market is priced in the £500,000 to £1m price bracket, with 1840 homes listed and an average time to sell of 86 days. When examining the data, it’s important to note the distinct correlation between asking price, selling price and time on market - it’s clear to see that supply and demand will have a huge stake in determining whether or not your sale will be a success or a flop. Veolia, the Council’s street cleaning, recycling and waste collection contractor crews have special vehicle technology that records their progress as they complete their collection rounds. The smart technology feeds live data back toVeolia’s customer contact centre in St Albans. The crew’s record information such as bins not presented for collection, contaminated containers and excess waste. The contact centre staff use the information to help respond to customer queries. For example they use it to explain why contaminated recycling was not collected, or to make decisions about whether to instruct crews to return for missed bins. August Bank Holiday Collections Collections will be one day later than usual during August bank holiday week. Monday’s collections will be on Tuesday, Tuesday’s on Wednesday, and so on. Crews will work on Saturday 2nd September to catch up.

HARPENDEN NEW SECONDARY SCHOOL NAMED The Katherine Warington School emerged as the favourite name at a meeting of the Harpenden Secondary School Trust.
Harpenden Secondary Education Trust proudly announces the chosen name of the new secondary school to be built in Harpenden. The school will be called the Katherine Warington School after the scientist who lived in Harpenden for 90 years and pioneered research into the beneficial impact of boron and boric acid on plant and bean fertility during her working life at Rothamsted Research. The name was one of over 700 suggestions from pupils at primary schools in and around Harpenden. These were narrowed down to a list of ten. Further research and investigation led to a final shortlist of three names.
The name was initially suggested by Elizabeth Gilardo, an 8 year old pupil from St Dominic Catholic Primary School. Elizabeth said: “I wanted to suggest a name that had something to do with Harpenden and someone who had made an impact. I searched the internet and liked the name Katherine Warington. I felt it was different from lots of the other schools that are either named after men or trees. I also liked that she was a woman working in science all those years ago. ‘I was surprised that Katherine had not been fully recognised for her achievements so her name becoming the school name would help that.”

The Trust look forward to seeing her name above the door of the new secondary school.We wanted the name to reflect not only the town but also the high achievement which is a characteristic of all the secondary schools in Harpenden and is very much what the parents in our community want too.
Through the course of this selection process, living relatives of Katherine Warington were contacted and asked for their permission to use her name in this manner. The living family were delighted at the prospect of their pioneering relative being remembered and honoured in such a way. Andrew Warington Wickham, great nephew of Katherine said: “The family all feel deeply honoured and proud that the school will be named after a female scientist.”

Since 1994, for one day a year, Harpenden Common hosts what has become the biggest mid-week classic car show in Britain. Whatever the weather, nothing stops most of the pre-registered owners of more than 1000 classic vehicles, motorcycles and scooters from driving to Harpenden from all over the UK to display their cherished vehicles. Up to 10,000 spectators spend hours admiring the mouth-watering collection. A classic vehicle should be at least 25 years old but visitors can usually spot one or two from around a century ago, such as a 1900 Daimler Type A and a 1913 model T Ford. Every decade following is well represented, too, from Rolls Royce’s and Maserati’s to Austin A40s & Morris Minors. At heart, Classics on the Common remains a community event. Its charity fundraising is significant, too; over the show’s 20+ year span more than £170,000 has been distributed to local, children’s, national and international charities. Classic vehicle owners make a donation to enter and, although there is no entry charge to the public, spectators have always responded generously when approached with collecting buckets. Local businesses support us too, by taking banner advertising. With good weather in 2016 again and through the generosity of our exhibitors, advertisers, trade and industry support and our spectators, we had a fantastic result raising £33,000 for charity. Our main charities for 2017 are: Prostate Cancer UK, Hope and Homes for Children, Samaritans (Luton and Harpenden) and Herts Young Homeless. The organisers, Rotary in Harpenden, thank all who supported the event last year and look forward to another record breaking show this year! LOCAL MUMS VOLUNTEER TO HELP DEMENTIA FRIENDLY CAFÉ

A team of local mums have volunteered their time to help support a new Dementia Café, which has been launched by local at-home care company, Home Instead Senior Care. The Dementia Café was the idea of Home Instead owner, Fiona Harrall, a Dementia Friends’ champion who aims to make St Albans a more dementia friendly city for the local community. The first café was held in May at St Mary’s Church in Marshalswick and was a huge success with nearly 40 people attending. The aim of the café is to provide a safe and welcoming place for local people who are living with dementia.
The group offers attendees the opportunity to meet new people, socialise, reminisce and share experiences. Fiona Harrall, owner of Home Instead said, “Here at Home Instead many of our clients are living with Alzheimer’s and other forms of dementia, so we understand the challenges faced by those living with the condition. We have been working towards launching a Dementia Café for some time now, and we’re delighted that we have finally secured a wonderful venue for the group. “Our first café has been a great success, the session was full of people from the local community and we had an overwhelming response for volunteers, which is how we came across the wonderful local mums who supported us through our first session.” The Dementia Café will run every second and fourth Wednesday of each month, at St Mary’s Church in Marshalswick from 10.30am until 12.30pm. It involves spreading a thin layer of new road surface to seal the road from the elements, even out bumps and dips and restore grip. By sealing any cracks, it can prevent the formation of widespread potholes. The treatment is quick to apply and adds years to the life of the road. Rob Smith, Deputy Director of Environment, said: “This programme will help improve many of our local roads, particularly those that carry low or moderate levels of traffic.
“We know improving road condition is very important to local residents and road users and this work will improve the surface of these roads and help head off potholes before they form. The new surface will last for years and, because it can be applied quickly, we’re able to improve the condition of more roads countywide. “This programme of micro surfacing is just one example of our commitment to improving Hertfordshire’s road network.” The process works by spreading a liquid mixture of stones and bitumen in a thin layer directly onto the existing road surface to form a type of hard-wearing asphalt.

With micro surfacing the mixture is laid cold by a special machine, which saves energy and is better for the environment. The surface is safe to drive on after a couple of hours, but it will take a few weeks to bed in and dry out fully. At first the road may look quite rough with loose stones so drivers should watch their speed while the new surface settles. Once it has dried out we return to sweep up, raise ironwork, such as manhole covers, to the new road level, and re-paint road markings.

Explore the town’s fascinating past with Harpenden & District Local History Society Town Trail No. 1 Starting from The George and returning to the Harpenden Arms, a fascinating walk back in time along Harpenden High Street.
Ever wondered about Harpenden in days of yore? Harpenden is a thriving town, but to older residents it remains ‘the village’. Many of the buildings and other landmarks from that earlier era are still with us, though their history is sometimes not readily apparent. Other important features from the past are now only memories, but the Society seeks to keep these alive, by bringing Harpenden’s heritage to a wider audience. In the Society’s archive collection are many thousands of historical pictures, books, maps and other fascinating documents and artefacts. The History Centre at Park Hall is open on Tuesday afternoons, and otherwise by arrangement, for academic study as well as for anyone wanting to browse and know more about the gradual evolution of the area and it’s community through past decades, and indeed centuries, to the present day. Supported by Harpenden Town Council, St Albans District Council and Hertfordshire County Council, and with the co-operation of the Harpenden Society, the Local History Society plays a vital role in giving Harpenden its unique identity within Hertfordshire.

1. The George is first mentioned in 1507, but maybe not on this site. It was rebuilt in C19 and is seen here in the 1930s. The site of the garage to the south (now Pizza Express) was a tea garden in Victorian times, when parties drove in by wagonette for ‘Beanfeasts’ and dancing on the lawn. 2. Kingston House, No. 6 High Street was built in 1912 as Edgar Salisbury’s hardware shop on the site of Dr Kingston’s house. Later occupants were Halford’s, C&A stores and M&Co. Note the shields above the windows marking Industry, Strength, Goodwill and Service; also the Harpenden and Hertfordshire coats of arms. 3. TheWhite Lion at No. 28 High Street was a small Victorian pub, with decorative moulded bricks. The Perfect Pizza sign hangs from a bracket which once supported a model of a white lion, see left. 4. The Old Cock Inn has traces of a C17 timber-framed building and is more than likely the site of still earlier hostelries.
2. 72 High St - Another much altered C17 timber-frame structure lies behind the brick façade. It is believed to have formed part of an even earlier & larger group of hostelry buildings. It was the Old Red Lion in the early 1900s, and Rolts cycle & pram shop in the 1960s, until it was refurbished as shops in 1976. 52

6. 73-75 High Street, at the corner of Sun Lane. A late C17 timber-framed structure, the end of which was demolished to widen Sun Lane in 1931. The remaining section was converted into shops in July 1955. The Sun pub was here from about 1637 until 1800 (or maybe 1877). It was owned by the Hawkins family in the 1780s. 7. 65-69 High Street. The C17 timber-framed cottages at 67 (The Limes) and 65, had early C18 wallpaintings imitating panelling, which were destroyed when the building was refurbished in the 1970s. In the 1850s No. 65 was Harpenden’s first post office. No. 69 (Tollgate Cottage/Hotel) was added in the 1870s.‘Tollgate’ refers to the barrier controlling traffic from Luton, just south of Sun Lane, when the Turnpike Trust was formed in 1743. 8. The Foresters Arms, a pub which has given its name to the 2012 housing development behind, became an off-licence, before conversion into an estate agency. The Foresters were a self-help charity founded in the early C19. 9. Bowers Parade was built in 1936 in the gardens of Bowers House, which still stands behind. Though a handsome parade, the fact that it concealed Bowers House was highly controversial at the time, which helped give birth to the Harpenden Society. 10. Cross Keys pub - formerly the White Hart.A much altered early C18 building. The innkeeper in 1830 was Henry Oldaker who moved to The Bull (The Old House, Leyton Road) and helped start regular horse racing on the Common in 1848. 54 54
11. Brewery House - built in 1871 as his home by James Mardall, who owned the Peacock Brewery (on the site of the Methodist Church), one of two breweries then in the High Street. In 1951 the house was sold and converted to shops (currently Harpenden Interiors and WH Smiths). 12. Vaughan Road was cut through in the 1890s, following the demolition of cottages in Lower High Street, with Pellants (clock makers/repairers) at the corner. Willmott’s grocery was replaced by the County & Westminster Bank (now NatWest).
13. Home Farm and Chestnut Cottage were pulled down in 1894 to build Ridley’s ironmongers’ shop at the Corner of Station Road (formerly Staker’s Lane) - now HSBC. 14. Harpenden Arms Hotel built as the Railway Hotel in 1870 by James Mardall (owner of the Peacock Brewery), the landlord in 1890 was Richard Longland, a wine and spirit dealer, corn and hay merchant, and proprietor of the Livery Stables behind the hotel further up Station Road. 55

Wimbledon Fortnight 2017 runs from July 3rd - July 16th. Whether you like tennis or not you cannot deny the rich history which surrounds the tournament & the associated ritual and attention to detail. 1.
The Wimbledon Championships date back to 1877 but did not take up residence at Church Road until 1922, where the ground now has a capacity of 35,000.

Up to 40,000 tennis balls will be used during the tournament, each one hand-tested for weight, bounce and compression and stored at exactly 68 degrees

Yellow balls were first used in 1986 and will this year be collected by a total of 200 ball boys and girls who have all undergone a rigorous training programme.

After the huge success of Harpenden’s 2016 Beer Festival the landlords and landlady from three local pubs are busy planning this year’s event. Sid and Daren from The Plough and Harrow, Pete from The Engineer and Tony from The Carpenters Arms, are hosting Harpenden’s seventh independent Beer Festival on Friday 8th and Saturday 9th September at the Royal British Legion. This year’s festival promises to be even better than 2016; with over SEVENTY real ales, Perry’s and Ciders, food will be available all day along. This year’s live music is supplied by two very popular local bands: Number 7 on Friday Night and the Carnegies on Saturday. Admission is £5 including branded festival glass. The Australian drummer played in several Melbourne bands, such as Buster Brown and the Coloured Balls, before joining up with rock giants AC/DC in 1975. Park Street & Frogmore Society presents - Going Wild in the Hebrides by Phil & Ann Farrer.
Many of you will remember Phil & Ann’s previous excellent talks but this is a new one for the PSFS. Ann and Phil have travelled to many parts of the world in pursuit of their joint interest in birds and they present a series of talks based upon these journeys. Each talk is well illustrated using their own photographs and has birds as the main theme but also includes aspects of environment, animals and plants. Ann was Group Leader of the Hemel Hempstead RSPB Members’ Group for 12 years and Phil is a Chartered Biologist and keen photographer. Both have been very involved with the Red Kite release project in the Chilterns. This talk is a compilation of many visits made at different times of the year. It looks at the birds and other wildlife on both the Inner and the Outer Hebrides. This talk is a little longer than normal so there will be a short break in the middle for refreshments. St Albans Clock Tower Built between 1403 & 1412, the Clock Tower is the only medieval town belfry in England. It was first & foremost a political statement; the townspeople used it to assert their freedom, power and wealth in the face of St Albans’ Abbey. The Tower’s bell, which has survived over 600 years of use, allowed the town to sound its own hours and, until 1863, the Curfew. It also gave the alarm in case of “fire or fray”. Its bell rang out the first Battle of St. Albans during the Wars of the Roses in 1455. Today you can climb to the top of the Tower & enjoy magnificent views of St Albans & the surrounding countryside. Disabled access is difficult as there is a restricted entrance and 93 narrow steps to the top. Open Saturday and Sunday only (and selected Bank Holidays), Easter to end of September 10:30am - 5pm.

STAYING SAFE IN It is important to protect your and your children’s skin in the sun to avoid sunburn and heat exhaustion. Here is some useful advice from the NHS to help us all stay safe in the sun this summer. What sun protection factor (SPF) should I use? Use sunscreen with a sun protection factor (SPF) of at least 15. The higher the SPF, the better. Go for broad spectrum sunscreens, which protect against harmful UVA and UVB rays. Make sure the product is not past its expiry date; most sunscreens have a shelf life of two to three years. And don’t use little, it takes 9 teaspoons to cover an adult from head to toe… which is a lot more than most of us use. What is broad spectrum and the star-rating? Broad-spectrum products provide protection against the sun’s UVB and UVA rays. The sun protection factor, or SPF, is a measurement of the amount of UVB protection; the higher the number, the greater the protection. How long can I stay in the sun? Don’t spend any longer in the sun than you would without sunscreen. Sunscreen should not be used as an excuse to stay out in the sun; instead, it offers protection when exposure is unavoidable. The summer sun is most damaging to your skin in the middle of the day so spend time in the shade between 11am and 3pm, under umbrellas, trees, canopies or indoors. Should I reapply sunscreen if I swim? Water washes off sunscreen and the cooling effect of the water can make you think you’re not getting burned. Water also reflects UV rays, increasing your exposure; even “waterproof” sunscreens should be reapplied after going in the water. Are children more at risk of sunburn? Young skin is delicate and very easily damaged by the sun. Use at least a factor 15 sunscreen and choose a broad-spectrum brand that has a four or five-star rating. Apply it to areas not protected by clothing, such as the face, ears, feet and backs of hands. Choose sunscreens that are formulated for children and babies’ skin, as these are less likely to irritate their skin.

HOW TO KEEP THE FLIES OUT OF YOUR HOME THIS SUMMER! I love summer, but my one bug (no pun intended) bare is the flies; annoying and unhygienic, I cannot stand them buzzing through every open window and door. This year I thought I’d try some natural remedies to keep them at bay; fingers crossed one of them will work….and if they don’t, at least my home will smell nice! 1. Basil Apparently flies do not like the strong smell. You can also plant mint, lavender or marigold in your garden to get rid of flies outside. 2. Essential Oils Essential oils, such as lavender, eucalyptus, peppermint, and lemon grass, not only possess gentle aroma, but they also work effectively in keeping away the house flies. Spraying such oils around your home should keep you fly free. 3.Apple and Clove Apparently, flies cannot bear the smell of cloves; stud an apple with cloves and hang around the home.
4.Apple Cider Vinegar Put some apple cider vinegar in a bowl; to create some surface tension, add some washing up liquid. The flies will be attracted to the smell, but won’t be able to escape. 5. Cucumbers Placing cucumber slices on the top of your rubbish bin is an effective way that prevents flies from laying their eggs there – again, it’s the smell they don’t like. If all else fails, you could always try a good old-fashioned fly swat. You can go traditional, or if you, like my husband, like a gadget you can get electric versions!

Nearby, damaged fencing at the tennis courts is to be replaced. We have done more silt removal at the lake and are introducing additional measures to help keep the water clean. Our current work with the Environment Agency is about finding long term solutions to the water quality issues there. Elsewhere, work has begun to renew the playground at the Victoria Playing Fields in St Albans, with additional funding raised by local people.The Foxcroft playground will undergo a similar transformation later in the year. In Harpenden, repairs to brickwork at Luton Road Bridge have now been completed.

FIXED PENALTY NOTICES & FLY-TIPPING The Council has new powers to issue £400 fixed penalty notice fines for smaller scale fly-tipping offences. In the past, councils have found it difficult to take action in Magistrates Courts to tackle smaller scale fly-tipping. Such crime costs local tax-payers thousands of pounds each year. It also angers law-abiding residents greatly. We’re determined to do what we can to stop those who do it. Fixed Penalty Notices can also be used to fine people using the services of a contractor who is not a licensed waste carrier. WHAT HAPPENS TO YOUR GARDEN WASTE?
Garden waste collected at the kerbside is taken to a composting site where it is turned into a nutritious soil conditioner. Veolia, the Council’s street cleaning, recycling and waste collection contractor, operates twelve composting sites where green waste from across the UK is processed. When the garden waste arrives at the composting site any material that is not compostable is removed, the remaining waste is then shredded and then laid out in a long pile to decompose, usually in the open air. WHAT HAPPENS TO YOUR GARDEN WASTE? Continued
The process at a composting site is similar to that that takes place in home compost bin, but is actively managed to speed up the process. However, due to the amount of material the temperature reached is a lot higher than in a normal household compost bin.Temperature can reach up to 60°C.This higher temperature means that the enzymes and bacteria are quickly put to work resulting in finished compost in just a few weeks. The material is turned frequently to provide much needed oxygen to micro-organisms that help decompose the material. High temperatures kill off any harmful microbes, weeds and plant diseases. The final part of the process involves screening the compost to remove any remaining contaminants and to grade the material for various end uses. Any compost that is still oversized or hasn’t decomposed enough can then be put back through the process until it has composted down sufficiently. The whole process takes between 8 and 16 weeks, depending on the final use for the compost. The composted green waste is made into Pro-Grow soil and lawn conditioner, an environmentally friendly alternative to peat-based garden products and imported chemical fertilisers.

NEW WOODLAND PATH OPENS!
A new woodland footpath has been created in a scenic part of Harpenden, linking Crabtree Fields car park with the Lea Valley Walk. 10th Harpenden Scouts, who have their hut near the route, came up with the idea and have taken on responsibility for the path’s upkeep. It has been paid for with a £5,000 grant from the Fields in Trust charity, plus money contributed by property developers for local amenities and infrastructure. Check it out!

It reduces your vehicle’s fuel economy, costs you money and creates pollution which is harmful to health. The trouble is that stationary cars release up to 20 times more exhaust emissions than when the car is moving at 30 mph. These pollutants have detrimental effects on human health and contribute to respiratory illness, cancer and premature deaths. Children and the elderly are especially vulnerable. It is estimated that poor air quality leads to 40,000 premature deaths each year in the UK. Compare this to the 1,713 deaths from road traffic accidents and we can see that this is a significant problem. People can be affected by poor air quality even if they never experience any noticeable pollution related-health effects such as breathing problems because some of the effects are chronic and long-term. St Albans City and District Council are committed to reducing unnecessary engine idling as a means to improving local air quality, preventing health impacts and reducing greenhouse gas emissions. As part of the ‘Switch Off For Cleaner Air’ campaign we are asking drivers to switch off their engines if they are to be stationary for longer than a minute. We are looking for volunteers to help raise awareness about this important matter locally.
