AFFORDABLE HOUSING BUILT IN BATCHWOOD Ownership of the sites has been transferred to the associations, although all of the homes for rent will go to people on the Housing Register. A few of the homes were made available for shared ownership.

Twenty-five affordable houses have been built in the Batchwood area by St Albans City and District Council. They will all be made available for rent to people on the Council’s Housing Register with the first families due to move in this summer. The homes are a mix of one, two and three bedroom properties and are located in Ladies Grove, Partridge Road and Blundell Close. They were built on three Councilowned garage sites that were no longer fit for purpose. The development is part of an ambitious £6 million regeneration project the Council has been working on since 2013. A number of garage sites that had fallen into disrepair were identified and earmarked for development into affordable homes. The Council has retained ownership of the Batchwood properties - the first largescale addition to its housing stock of some 5,000 properties since the 1980s. Work to construct a further 23 homes on two sites in Sandridge is due to be finished later this year. The Council will also own and manage these homes. The Council has also been developing 34 affordable homes at seven of its other garage sites in partnership with a number of local housing associations. 4

Councillor Brian Ellis, Portfolio Holder for Housing and Inclusion, said: “The regeneration of our old garage sites has been a very exciting, imaginative and worthwhile project. “It is also a demonstration of this Council’s commitment to creating muchneeded affordable housing for the District. “I am very pleased with the high quality of the homes and the fact that we are turning unsightly, run-down garage blocks into attractive residential areas. “The Batchwood development is the first large scale addition to the Council’s housing stock for three decades and we can be proud of that achievement.”

Never leave your dog alone in a car on a warm day. If you see a dog in distress in a hot car, dial 999. Many people still believe that it’s ok to leave a dog in a car on a warm day if the windows are left open or they’re parked in the shade, but the truth is, it’s still a very dangerous situation for the dog. A car can become as hot as an oven very quickly, even when it doesn’t feel that warm.When it’s 22 degrees, in a car it can reach an unbearable 47 degrees within the hour. What to do if you see a dog in a car on a warm day: In an emergency, the RSPCA may not be able to attend quickly enough, and with no powers of entry, they’d need police assistance at such an incident. Don’t be afraid to dial 999, the police will inform the RSPCA if animal welfare assistance is required. Help a dog in a hot car: • Establish the animal’s health and condition. If they’re displaying any signs of heatstroke dial 999 immediately. • If the situation becomes critical for the dog and the police are too far away or unable to attend, many people’s instinct will be to break into the car to free the dog. If you decide to do this, please be aware that without proper justification, this could be classed as criminal damage and, potentially, you may need to defend your actions in court. • Make sure you tell the police what you intend to do and why. Take pictures or videos of the dog and the names and numbers of witnesses to the incident. The law states that you have a lawful excuse to commit damage if you believe that the owner of the property that you damage would consent to the damage if damage would consent 6

to the damage if they knew the circumstances (section 5(2)(a) Criminal Damage Act 1971). Each recipient exemplifies the very best of our nation from our oldest recipient, 103 year old Rosemary Powell receiving an MBE for her charitable service, to the youngest at 20 years old, Menna Fitzpatrick. Menna, Team GB’s most decorated Winter Paralympian, receives an MBE for her services to Paralympic Winter Sport alongside her guide, Jennifer Kehoe. In total 1,057 people have received an award including are very own local heroes: Claire Elizabeth Robins, headteacher of Sir John

Lawes School and member of the North West London South Central Headteacher’s Board, has been awarded an OBE for services to education.

ST ALBANS MUSEUM + GALLERY St Albans Museum + Gallery opened to the public in June and is a world-class centre for arts and culture at the heart of one of Britain’s most historic cities.

HAPPY 80TH BIRTHDAY

HARPENDEN PUBLIC HALLS

The Public Halls were built on land which had been part of the garden of Harpenden Hall. They were opened in 1938 to replace the old Public Hall now known as Park Hall in Leyton Road, which had been used for public events and proclamations since the late 1890s.

The plans for both buildings have been developed through extensive community engagement. Who knows what will become of the Harpenden Public Halls building, however it has been speculated they could be turned into housing.

The design was typically modern for the period, but had a mixed reception from local people. Some compared it to the new London Underground stations of the time. However, the new hall offered improved facilities compared with the old one.

In the late 1980s the main hall and foyer were refurbished as a memorial to Eric Morecambe who had lived in Harpenden.The main hall was named The Eric Morecambe Hall, while the Small Public Hall became the Southdown Room.

Above the canopy of the main entrance can be seen a Portland stone replica of the original Harpenden ‘arms’ as designed in 1937 by Frank Salisbury for the Urban District Council’s official seal. Once the new integrated leisure centre is built on the Harpenden swimming pool site, the existing sports centre will become a new arts and cultural centre integrating a museum display area dedicated to Harpenden’s historic past. It will have a larger theatre than the Public Halls, additional function rooms, and an extensive bar and refreshments area. 12

10 things you may not have known a bout Wimbledon

Wimbledon Fortnight 2018 runs from July 2nd - July 15th. Whether you like tennis or not you cannot deny the rich history which surrounds the tournament & the associated ritual and attention to detail. 1.

The Wimbledon Championships date back to 1877 but did not take up residence at Church Road until 1922, where the ground now has a capacity of 35,000.

Up to 40,000 tennis balls will be used during the tournament, each one hand-tested for weight, bounce and compression and stored at exactly 68 degrees

Yellow balls were first used in 1986 and will this year be collected by a total of 200 ball boys and girls who have all undergone a rigorous training programme.

More than 27,000 kilos of English strawberries are likely to be eaten by spectators, topped by 7,000 litres of cream.

5. In 1968, when prize money was first awarded at Wimbledon, the total was ÂŁ26,150. 6.

The trophy for the men’s singles at Wimbledon is one of the most recognisable

in sport and dates back to 1887. The magnificent gold cup stands 18 1/2 inches high & has a diameter of 7 1/2 inches, but the eagle-eyed might notice the pineapple design which adorns the top of the lid.

The longest match lasted 112 games, between RA (Pancho) Gonzalez & Charlie Passarell, both from the US, in 1966. The first set alone was 46 games long.

COULD YOU ‘JOIN OUR TEAM’ AS AN ON-CALL FIREFIGHTER? Half of Hertfordshire’s fire engines are crewed by parttime fire fighters, on-call to respond to emergencies alongside their normal jobs, but the fire service needs to recruit more local people to train as firefighters to ensure a full crew is on standby near every station at all times. On-call firefighters come from all walks of life – we have plumbers, IT consultants, florists and financial advisers to name but a few – all ready to drop everything and pull on their firefighting kit when their community needs them. They need to live or work within four minutes of a fire station and be on standby to attend emergency incidents. In return we offer full training and a basic annual retainer as well as payments for call-outs to incidents. HARPENDEN BEER FESTIVAL 21st & 22nd SEPTEMBER 2018​ From 12pm until 12am After the huge success of Harpenden’s 2017 Beer Festival the landlords and landlady from three local pubs are busy planning this year’s event. Sid and Daren from The Plough and Harrow, Pete from The Engineer and Tony from The Carpenters Arms, are hosting Harpenden’s Eighth independent Beer Festival on Friday 21st and 22nd September 2018 at the Royal British Legion. This year’s festival promises to be even better than 2017; with over seventy real ales, Perry’s and Ciders, food will be available all day along.This year’s live music is supplied by two very popular local bands: Carnegies on Friday and no7 on Saturday. RESPECT OUR PUBLIC SECTOR WORKFORCE We all like to be treated with respect and to feel safe, especially at work. Unfortunately, that is not always the case. Like many other public sector organisations, Hertfordshire County Council have launched a campaign asking people to ‘Respect our Workforce’ amid increasing concerns about abuse directed at a number of people who work for them. Sadly there have been occasions where some employees have been harassed, threatened with physical harm or verbally abused.

For added protection HCC’s contractors have issued staff with body cameras which they can turn on should they feel under threat. The CCTV body cameras are visible to members of the public who will be made aware if it is felt there is a need for them to be recorded. It is hoped this will act as a deterrent against unacceptable behaviour and reduce the instances of abuse against people just trying to do their job. It will also ensure safety and respect for both staff and residents alike.

Classics on the Common This year’s event will be held on Wednesday 25th July 2018 from 11.30am – 8pm

Since 1994, for one day a year, Harpenden Common hosts what has become the biggest mid-week classic car show in Britain. Whatever the weather, nothing stops most of the pre-registered owners of more than 1000 classic vehicles, motorcycles and scooters from driving to Harpenden from all over the UK to display their cherished vehicles. Up to 10,000 spectators spend hours admiring the mouth-watering collection. A classic vehicle should be at least 26 years old but visitors can usually spot one or two from around a century ago, such as a 1910 Triumph, a 1913 model T Ford and a 1916 Stanley steam engine car. Every decade following is well represented, too, from Rolls Royces and Maseratis to Austin A40s and Morris Minors. At heart, Classics on the Common remains a community event. Its charity fundraising is significant, too; over the show’s 25 year span more than £200,000 plus has been distributed to local, children’s, national and international charities. Classic vehicle owners make a donation to enter and, although there is no entry charge to the public, spectators have always responded generously when approached with collecting buckets. Local businesses support us too, by taking banner advertising. With reasonably good weather in 2017 and through the generosity of our exhibitors, advertisers, trade and industry support and our spectators, we had a fantastic result raising £33,000 for charity.

Our main charities for 2018 are: Essex and Herts Air Ambulance, Macmillan Cancer Support, Shelterbox Trust and Keech Hospice Care. FLAMSTEAD SCARECROW FESTIVAL Friday 17th August - Sunday 19th August

Each year, residents from the village of Flamstead create fabulous scarecrows and display them in their front gardens and around the village for the public to view.

Along with traditional scarecrows you will also see your favourite characters from TV and Film with other imaginative scarecrows. With a competition for the best scarecrow, the residents really go all out to win, so it well worth a visit. The festival is run for Charity, as a fundraiser by volunteers and RELIES ENTIRELY ON DONATIONS from those attending to help make the festival a success.

This year the festival will be run for the sole benefit of the St Leonard’s Church, which is under threat of closure if the roof is not repaired. The Ancient 13th century Grade 1 listed Church has stood at the heart of Flamstead village for almost 900 years and serves not only as a place of worship, but also as a valuable community hub for the village. This very special building is currently under threat due to damp conditions and urgent roof repairs which unless carried out, will result in the building having to be closed to the public. This year all funds raised from the festival will be donated towards saving this church, so come along and enjoy a good day out and help raise funds to save our Church.

Our focus is on profiling the best in national and international live music of all genres from acoustic to big bands and DJs. This year we have Grandmaster Flash, Dr & The Medics, Live/Wire The AC/DC Show, and Showhawk Duo headlining, as well as acts like Rothwell and Orla Gartland so as you can see it’s quite a mix.

The event takes place on August bank holiday weekend on a farm in between Codicote and Hitchin, in Hertfordshire. This is the tenth year of the festival and over the years we’ve grown it from a free local one-day event that was started to profile local music and raise money for charity; to a three-day festival that now raises money for two charities and has artists like Grandmaster Flash on the bill. We’ve raised over £20k for Isabel Hospice over the last 9 events and for the last three years we’ve also been supporting Willow Foundation. My husband started the event and ran it on his own, aside from his full-time job and now we work with a small group of volunteers as a team, putting on a professional event. We’re expecting between 3,000 - 5,000 people this year.

We also offer a ton of street food and drinks from local sustainable companies, which beat most large events offerings, as its all fresh and locally supplied. Dan Snow An Evening with Dan Snow will feature the well-known historian, broadcaster and TV presenter recount anecdotes of memorable experiences from his very successful career. Classics in the Walled Garden 2018 Classics in the Walled Garden is an evening picnic within and around the historic Walled Garden on the Luton Hoo Estate. As in 2010 a part of the Walled Garden has been taken by a semi-permanent marquee. Spaces will be allocated as entries are received, the first 150 entrants will be inside the Walled Garden, the next 150 in the area immediately outside the Walled Garden, with the remaining places in the paddock field nearby. St Michael’s Folk Evening Traffic will give way to music and dance on 4th July when St Michael’s Street will be closed from 8pm – 10pm to become the venue for up to 30 dance shows. Up to 11 dance groups, including pupils from St Michael’s School, perform in open-air shows, while there is live music in the two pubs and the churchyard. The St Michael’s pupils dance at the Lower School Maypole and music in the pubs normally goes on until closing time. Usually, we get fine weather and St Michael’s village is full to overflowing with spectators and unusually, nobody asks the audience for money; all the musicians and dancers perform for FREE ! Harpenden Lions Highland Gathering is a great day out with a ‘Scottish flavour’ offering five pipe and drum bands, highland dancing competitions and displays as well as solo piping. Each year, residents from the village of Flamstead create fabulous scarecrows and display them in their front gardens and around the village for the public to view. St Albans Clock Tower Built between 1403 & 1412, the Clock Tower is the only medieval town belfry in England. It was first & foremost a political statement; the townspeople used it to assert their freedom, power and wealth in the face of St Albans’ Abbey. The Tower’s bell, which has survived over 600 years of use, allowed the town to sound its own hours and, until 1863, the Curfew. It also gave the alarm in case of “fire or fray”. Its bell rang out the first Battle of St. Albans during the Wars of the Roses in 1455. Today you can climb to the top of the Tower & enjoy magnificent views of St Albans & the surrounding countryside. STAYING SAFE IN It is important to protect your and your children’s skin in the sun to avoid sunburn and heat exhaustion. Here is some useful advice from the NHS to help us all stay safe in the sun this summer. What sun protection factor (SPF) should I use? Use sunscreen with a sun protection factor (SPF) of at least 15. The higher the SPF, the better. Go for broad spectrum sunscreens, which protect against harmful UVA and UVB rays. Make sure the product is not past its expiry date; most sunscreens have a shelf life of two to three years. And don’t use little, it takes 9 teaspoons to cover an adult from head to toe… which is a lot more than most of us use. What is broad spectrum and the star-rating? Broad-spectrum products provide protection against the sun’s UVB and UVA rays. The sun protection factor, or SPF, is a measurement of the amount of UVB protection; the higher the number, the greater the protection. In the UK, UVA protection is measured with a star ratings; snscreens has from 0 to 5 stars. The higher the number of stars, the greater the protection. 74

How long can I stay in the sun? Don’t spend any longer in the sun than you would without sunscreen. Sunscreen should not be used as an excuse to stay out in the sun; instead, it offers protection when exposure is unavoidable. The summer sun is most damaging to your skin in the middle of the day so spend time in the shade between 11am and 3pm, under umbrellas, trees, canopies or indoors. Should I reapply sunscreen if I swim? Water washes off sunscreen and the cooling effect of the water can make you think you’re not getting burned. Water also reflects UV rays, increasing your exposure; even “waterproof” sunscreens should be reapplied after going in the water. Are children more at risk of sunburn? Young skin is delicate and very easily damaged by the sun. Use at least a factor 15 sunscreen and choose a broad-spectrum brand that has a four or five-star rating. Apply it to areas not protected by clothing, such as the face, ears, feet and backs of hands. Choose sunscreens that are formulated for children and babies’ skin, as these are less likely to irritate their skin.

NEW CAMPAIGN TO ADDRESS THE DANGERS OF HOME DRINKING Hertfordshire County Council’s Cabinet Member for Public Health, Richard Roberts, said: “Many of us like to enjoy a couple of drinks at home in the evenings or at weekends; it’s a typical way to unwind with a partner or friends after a long day or week at work. Hertfordshire County Council has launched a new campaign to encourage men to make better choices when it comes to drinking alcohol. The ‘Have a Little Less, Feel a Lot Better’ campaign helps men understand that even cutting down by just one or two drinks each time they drink can significantly reduce their risk of heart and liver disease, mental health issues, weight gain, erectile dysfunction and cancer. In 2016/17 in Hertfordshire 13,325 men were admitted to hospital with a condition linked to alcohol consumption (a rate of 2,685 per 100,000), more than double the rate for women (1,205 per 100,000). Whilst these rates are lower than the England average, this masks pockets of higher incidence. In Watford for example, the rate is 3,349 per 100,000, equivalent to 1,182 hospital admissions. (1) Nationally, almost half of all alcohol-related admissions are as a result of cardiovascular disease. The next most common cause is mental and behavioural disorders and then cancer. (2) 76

“This campaign is simply about encouraging men to reflect on how their alcohol intake is stacking up through the week and just ‘Have a Little Less’ each time they drink.” Dean admitted he drank out of habit and during the course of the challenge to ‘Have a Little Less’ he asked his family to help keep him on track. Since having a little less, Dean has realised that he was drinking for all the wrong reasons and now focuses on savouring what he has instead of falling back into old habits. Method:

Ingredients:

1. Melt butter in a medium saucepan over medium heat. Stir in garlic, onion and chicken livers. Reduce heat to low, and simmer approximately 10 minutes, until chicken livers are tender and no longer pink.

Method:

Cook: 20 minutes

Preheat oven to 350 degrees F.

Ingredients:

Apply cooking spray on one side of a sheet of aluminium foil large enough to fold over the entire salmon.

2lb Salmon 1 (teaspoon) dry sage leaves

Arrange salmon on the prepared side of the foil. Sprinkle with sage, thyme, paprika, and pepper.

1 (tablespoon) dried thyme

Fold foil over salmon to enclose.

1/2 (teaspoon) ground paprika 1/2 (teaspoon) ground cayenne pepper

Bake salmon 20 minutes in the preheated oven, or until easily flaked with a fork.

Dessert Blueberry Cheesecake Serves 6 Ingredients: Base 150g · 5oz digestives broken up 60g · 2½ oz unsalted butter Filling 4 gelatine leaves (for example Dr Oetker) cut into broad strips 400g · 14oz low-fat cream cheese 200g · 7oz golden caster sugar 1 tsp vanilla extract 400g · 14oz sour cream Topping 200g · 7oz blueberry jam 2 tbsp lemon juice 300g · 11oz blueberries Method: Have ready a 20cm · 8in loose-bottom cake tin (or 18cm · 7in square tin) about 5cm · 2in deep. Whiz the biscuits to crumbs in a food processor (or crush inside a strong plastic bag using a rolling pin). Gently melt the butter in a small pan over a low heat, tip in the crumbs and stir to coat them. 82

Press the biscuit mixture evenly into the base of the tin and pop the tin into the fridge while you prepare the filling. Place the gelatine in a medium bowl, cover with cold water and leave to soak for 5 minutes, then drain. Pour over a couple of tablespoons of boiling water and stir to dissolve. Place the cream cheese in a small pan with the sugar and gently heat, stirring constantly with a wooden spoon until the mixture liquefies and the sugar has dissolved (give it a quick whisk to get rid of any lumps). The mixture should be warm, about the same as the gelatine solution. Beat the gelatine into the cream cheese mixture, followed by the vanilla extract, then transfer to a large bowl and allow to cool, until just lukewarm. Add the sour cream to the cooled cream-cheese mixture and whisk together. Pour the mixture carefully over the crust, using the back of a spoon as a chute to avoid disturbing the crumbs, and smooth the surface. Cover with cling-film and chill overnight until set. Meanwhile, gently heat the jam in a small pan until it liquefies, pass it through a sieve into a bowl, stir in the lemon juice, and leave to cool completely. Set aside or chill until ready to use. Remove the cheesecake from the fridge about 15 minutes before serving to let the crust soften just a little. Stir the blueberries into the jam. Run a knife around the collar of the cake and remove from the tin. Serve with the blueberry mixture to spoon over separately.


GREEN LIGHT FOR DEPOSIT RETURNING SCHEME (DRS) Germany and Sweden where the deposit price ranges from 8-22 pence and recycling rates for drinks containers. In Germany, a DRS was introduced in 2003 and 99% of plastic bottles are recycled. Michael Gove, the environment secretary said “We can be in no doubt that plastic is wreaking havoc on our marine environment,”

Consumers across the country are soon to see the prices of plastic, glass and metal drinks containers go up as the government launches a Deposit Return Scheme (DRS). The Deposit Returning Scheme sees consumers pay an additional charge on a drinks container, which is then redeemed upon the return of the bottle to a designated location, in a bid to reduce litter polluting on land and sea. Retailers will then be responsible for recycling the returned containers and many could introduce “reverse vending machines” to streamline the process. Earlier this year, Tesco became the latest retailer to pledge its support for proposed scheme, following both Iceland and the Co-op. This system is used in other European countries like Germany and Sweden where the deposit ranges from 8-22 pence and recycling rates for drinks containers is high.

It is absolutely vital we act now to tackle this threat and curb the millions of plastic bottles a day that go unrecycled.We have already banned harmful microbeads and cut plastic bag use, and now we want to take action on plastic bottles to help clean up our oceans.” Other “Green Charge” incentives like the 5p charge on single-use plastic bags, are working well, where in England has contributed to a reduction of nearly 80 per cent in their use, in a clear demonstration of what can be achieved by targeted official action and the country has followed the US and others in banning plastic microbeads in personal hygiene products. However, another environmental scheme touted by ministers, a scrappage scheme for highly polluting diesel cars, appears to have been dropped.

At present just 43% of the 13bn plastic bottles sold each year in the UK are recycled, and 700,000 are littered every day.This system is used in other European countries like 83

St Albans City and District Council are committed to reducing unnecessary engine idling as a means to improving local air quality, preventing health impacts and reducing greenhouse gas emissions. As part of the ‘Switch Off For Cleaner Air’ campaign we are asking drivers to switch off their engines if they are to be stationary for longer than a minute.
