BEFRIENDING SERVICE SOARS Life post COVID-19 looks very different, but over the past few months, the Harpenden Trust has been at the heart of supporting the rapidly evolving needs of the community.

Over that time, one of the key aspects of the Trust, while managing the Harpenden Cares Contact Centre, has been their befriending service. Since lockdown, it has seen a three-fold increase in people seeking befriending support, showcasing the key role the Trust plays in supporting the community. Initially started in 2016 as a support for isolated people, the befriending service has steadily grown – but post-lockdown demand has grown exponentially. At the start of lockdown, the Trust team quickly set up a 17 strong socially distanced call centre and calls poured in. As well as advertising it through leaflets and GPs, the Trust also assisted in the setting up of a system of 220 street coordinators, who would check and liaise with their local area and connect those who needed it with help. Through the call centre, the team logged over 60 calls for befriending or social contact, which befrienders managed via telephone through lockdown. The demographic of requests has also changed, with the number of men requesting the service jumping from 1% to 30%. Sally Arbuthnott, Team Leader, Befriending, explains: “We don’t see befriending as a temporary solution, we are connecting people for lasting friendships. It’s not only those befriended who benefit, but it also offers the opportunity to meet people with years of experience, with different ideas and views on life. We work not only to support people, but match befrienders and befriendees through hobbies or mutual interests.” 4

While life has undoubtedly been challenging since lockdown, a positive to emerge is that is has enabled many more of the community to be connected to support. As well as befriending, the call centre received requests covering shopping, prescriptions, financial support and many ad hoc issues besides, which the team worked closely with The Salvation Army and Bethany Church to address. The experience also meant call handlers themselves formed strong bonds – 4 of the 17 call centre handlers have now gone on to become befrienders for those they talked regularly to through the call centre. With demand for befriending never being higher and several volunteers now supporting more than one befriendee, the Harpenden Trust is now urging the community to get in touch if they feel they could support a more vulnerable neighbour with regular contact. WORK TO LEVEL ROTHAMSTED PARK EVENTS AREA HAS BEGUN Work to level an events area in Harpenden’s Rothamsted Park with spoil from the nearby leisure centre development has begun.

I am delighted that this is now underway as it is an initiative with a double purpose in terms of environmental sustainability and improvements to the outdoor leisure activities in the park.

Around 10,000 cubic metres of subsoil has been excavated during the construction of the new centre.

We are reusing a huge amount of material that would otherwise be wasted in landfill and we will be carrying out much-needed leveling work on a football pitch where other events are sometimes held.

It was originally planned to remove the material from the park by a fleet of trucks and take it to a landfill site. However, a more eco-friendly initiative to retain the soil, using it to contour a football pitch and surrounding area, is now underway. This will not only make good use of the soil but also avoid the need for around 1,400 lorry journeys back and forth to the landfill site. The pitch has now been fenced off and work will begin next week to transfer the soil and start the levelling works. The area will then be seeded with the project likely to take up to nine weeks. It will remain fenced off until the grass is established. Contractor Willmot Dixon is carrying out the work on behalf of St Albans City and District Council which owns the park. The Council is creating new leisure and cultural centres in the park at the cost of around £20 million. Planning permission for the spoil project was obtained earlier this year while environmental tests confirmed it was free of asbestos or other contaminants and suitable for reuse. Councillor Robert Donald, Portfolio Holder for Commercial, Development and Wellbeing, said: The spoil has been safely stored on site while preparation work for the contouring was undertaken. 6

There will also be a significant reduction in construction traffic that will result from relocating this spoil within the park itself and is a further demonstration of our commitment to improve the environment. The improved football pitch together with the impressive new leisure and cultural centres we are creating will make Rothamsted Park an even more desirable place to visit and enjoy. The swimming pool building in the park is being transformed into a state-of-the-art leisure centre. It will include an improved gym, new café, sports hall, sauna, steam room, learner pool & refurbished main pool. The nearby sports centre is being converted into a multipurpose cultural centre fit for the 21st century, replacing ageing Harpenden Public Halls in Southdown Road. It will include a 511-seat theatre, two function rooms, an exhibition space, bars on two floors and a café overlooking the park. The leisure centre is due to open this winter and the cultural centre is set to open in mid-2021. For more information visit:

LOCAL HELP TO TACKLE MONEY WORRIES Mounting personal debt is an increasing problem as many people struggle to pay bills because of the impact of the ongoing Covid19 pandemic on our finances.

In its first four months, Harpenden Cares answered over 1800 Contact Centre calls & emails, delivered over 1100 food bank parcels, completed 500 assisted shopping runs, and made 178 medication deliveries. EMERGENCY ACTIVE TRAVEL FUNDS SHOULD BE SPENT LOCALLY The allocation of emergency funds for active travel should be brought under greater local control, a St Albans City and District Council Committee has agreed.

Now the Secretary of State for Transport is to be asked to ensure the criteria for future spending decisions for cycling and walking routes in Hertfordshire can be made locally. The move follows a Government rule that priority should be given to establish new routes in urban rather than rural or semi-rural locations. Active travel is being heavily promoted as it is good for people’s physical and mental health. It is also less costly than road transport and can improve the environment by reducing pollution. A presentation on Active Travel in Hertfordshire was made to a meeting of the Council’s Community, Environment and Sport Scrutiny Committee on Thursday 3 September. This was given by an official from Hertfordshire County Council (HCC) which is the highways authority for the District. Daniel Pearman, a Strategy and Programme Manager, said there had been “a massive increase” in walking and cycling during the Covid-19 pandemic. This had led to the Government releasing money to improve cycle routes across the country through its Emergency Active Travel Fund. The money awarded to HCC had allowed it to finance high street closures in St Albans and Harpenden as well as other population centres in the county. It had also enabled the setting up of two temporary cycle lanes, in Watford and Welwyn Garden City, as well as improvements to some cycle parking facilities. Further funds were to be made available, but HCC was unable to include all suggested schemes in its bid for the finance, including two in St Albans District. These included a scheme for a cycle route on the A5183 road between St Albans and Redbourn which would link the existing cycle routes of the Nicky Line, the Green Ring and the Alban Way. One reason for not pursuing this scheme was that it did not conform to the Government’s criteria which favoured urban routes. A scheme to provide better cycle connections between Wheathampstead, St Albans, Harpenden, Luton, Hatfield and Welwyn was also not put forward. Again, this was in part because it was not an urban project utilising existing road space. Instead, cycle routes would need to run adjacent to roads or cross country such is the historic nature of the District’s roads. Mr Pearman said, despite this setback, HCC would continue to bear both schemes in mind and look to carry out feasibility studies to make them ‘shovel ready’ for when funding is available. Councillors on the Committee agreed with the Chair, Councillor Annie Brewster, that she should write to the Transport Secretary to argue that future funds for walking and cycling routes should be allocated by Hertfordshire County Council and not by central Government.

Hundreds of jigsaws will be displayed and available for sale or simply to view. All the proceeds will be divided equally between Azalea (a Luton based charity which reaches out to women trapped in sexual exploitation) and Workaid (a Chesham charity which collects and refurbishes unwanted tools for use in disadvantaged communities abroad). An event organiser, Jon Carr from the Developing World Group, at Our Lady of Lourdes Church, who suggested the idea after witnessing a similar event in Lancashire, is delighted that during these difficult times the local community is already coming together to help preparations.

Local residents have been busy during the pandemic assembling jigsaw puzzles, not only for their own enjoyment and helping to overcome loneliness and possible boredom, but as part of the Harpenden Jigsaw Festival (HJF). The Festival, the first in Harpenden, which will be held on 4 & 5 June next year, is a charity event being organised by Our Lady of Lourdes and High Street Methodist Churches.

MAYOR RENEWS CHARITY APPEAL AS DOMESTIC VIOLENCE CASES SOAR St Albans Mayor Janet Smith has renewed her plea for charity donations after a rise in domestic violence cases during the Covid-19 lockdown.

Councillor Smith made St Albans and Hertsmere Women’s Refuge (SAHWR) her charity for this Mayoral year. Figures published In September show that there has been a 33% increase across the UK for services like SAHWR which supports domestic abuse victims. Cllr Smith’s term as Mayor of the City and District of St Albans was extended for an extra year in May after local elections were cancelled because of by the Covid-19 emergency.

When I started the new term, I said that the lockdown would lead to an increase in domestic abuse and for that reason I chose SAHWR to be my charity. Sadly, I have been proven correct and there has been a significant rise in demand for the services offered by SAHWR. I have been doing what I can to raise funds, but like everyone else my activities have been disrupted by the Covid-19 pandemic. I haven’t been able to get about as much as I would like, so for that reason I would urge people in the District to spare a thought for domestic abuse victims and to consider making a donation to SAHWR. CHRISTMAS IN HARPENDEN Although Harpenden’s Christmas celebrations will be different than usual this year with the cancellation of the Christmas Carnival and the Southdown & Batford light switch on events, Harpenden will still be getting in the Christmas spirit! The beautiful Christmas lights displays throughout the Town Centre, Batford and Southdown will still be on show as planned and will be switched on starting in late November. The Town Council events team is also working hard to plan smaller Christmas events that can be run safely and in accordance with government guidance. Local retailers are also, as in previous years, being encouraged to show off their creativity and make the town come alive with Christmas cheer by taking part in the Mayor’s Christmas Window Competition. The competition is a favourite with residents and the displays throughout the high street and local shopping areas aren’t to be missed! Pumpkin Carving Tips Top Tip:

Before you start remember, removing the top of your pumpkin, not only messes with the structural integrity of the pumpkin, it also cuts off the vine, which supplies the fruit with nutrients and moisture, so when you cut around it, you’re kind of cutting off that lifeline that’s keeping the pumpkin fresh. Likewise, cutting off the bottom is a bad idea too because pumpkins give off so much water when you cut them, that all that liquid can start oozing out.Your best bet is cutting a hole in the back of the pumpkin instead. 1. Choose your pumpkin wisely Part of the fun of pumpkin carving is that pumpkins come in so many shapes and size, the lines on the skin could form a witch’s wrinkles, while a misshapen pumpkin could provide a devilishly different canvas. 2. Use a template to perfect your spooky design Create your own or find some inspiration from the internet by searching for “Pumpkin carving templates” for some fun and spooky designs. 3. After you have found your template, stick it to the front of your pumpkin then carefully trace the image by poking holes along the lines. 4. Try shaving parts of your pumpkin rather than cutting all the way through and this will give your design a two-tone effect and add depth. 5. Once finished, remove the template and carve. 6. After you finish carving, light from the inside, ideally with a torch rather than a naked flame and watch your design come to life. 32

To add an extra colour, put coloured tissue paper or if lighting with a candle, use flameretardant tissue, just behind the front face of your pumpkin to create a coloured filter or make your pumpkin shine from the inside out by using multicoloured Christmas lights to add a new dimension to simple styles, or try using a red bicycle light, set to flash, for a really sinister touch.

Shun the traditional orange pumpkin for a ghoulish green variety… or try your hand at transforming a watermelon. The process is the same, but it will certainly make your neighbours look twice!

If you don’t fancy carving your pumpkin painting your pumpkin can work too, especially if you want to keep little hands away from sharp objects they’ll also look great in the daytime. Either paint a design over the whole pumpkin, or use paint to add accents to an already carved squash. 33

Harpenden Common

Harpenden Common is a place of natural scenic beauty. A Green Flag Award winning site since 2007, the Common stretches almost 2 miles from the centre of Harpenden southwards and provides residents and visitors alike with an unsurpassed amenity and recreational resource.The Common is home to numerous types of wild and plant life and is recognised as a county wildlife and protected species site. Over the decades Harpenden Common has had varied uses including grazing for sheep, horseracing, hunting, ice skating, athletics, football, cricket, golf, circuses and fairs. Presently, the Common is home to a football club, two cricket clubs and a golf club.Throughout the year events such as fairs, circuses, classic car meetings and art exhibitions are still held on the Common. Although the horseracing has stopped, a permissive horse ride loops the Common. Residents and visitors can also enjoy a picnic area, Southdown Ponds, a nature trail, the Brickle Dells (where once bricks were made from the clay extracted) and the Hayfield with numerous wildflowers and grasses - something for everyone! Rothamsted Park Harpenden

Rothamsted Park is a 56-acre (230,000 m2) public park in Harpenden, Hertfordshire. The park was formerly part of the Manor of Rothamsted, later Rothamsted estate, owned by Sir John Lawes. He initiated agricultural experiments in 1843, which led to the founding of the nearby Rothamsted Experimental Station. He also created the formal entrance from Leyton Road to what is now the Park and planted the avenue of Lime trees. In 1931, the family decided to sell the estate, and after a successful public appeal, the Experimental Station was able to finance its purchase of the estate in 1934. In 1938 the Harpenden Urban District Council purchased the land now known as Rothamsted park from the Experimental Station, in order to provide playing fields and to preserve an important open space. Rothamsted Park is also home to Harpenden Town FC. The Park’s main entrance gates were removed for salvage during the Second World War, and after the war the restoration of the entrance was paid for by the Friends Provident Insurance Company. In 1975 the nearby sports hall was opened by the Mayor of St Albans City and District, as one of the first major projects of the newly formed St Albans District Council. LYDEKKER PARK AN OASIS IN CENTRE OF HARPENDEN

The park is sited on land that was part of the grounds of Harpenden Lodge, which was built in 1803 and bought by the Lydekkers, one of Harpenden’s oldest families, in 1857. The property remained in the Lydekker family until 1987. The last surviving member of the Harpenden branch of the Lydekker family, Miss Hilda Lydekker, lived in Harpenden Lodge until 1979, when she left at the age of 93 to move into a nursing home. Her uncle, Captain Arthur Lydekker, was for six years the Chairman of Harpenden Urban District Council, from its inception in 1898.

This was to be completed by the developers of the newly created housing estate surrounding the park and donated in a finished state to the Council. As St Albans District Council was the successor Council to the former Harpenden Urban District Council, it became the beneficiary of this gifted land.

In 1937, Hilda Lydekker had entered into an agreement with the former Harpenden Urban District Council that the 11 acres of land attached to Harpenden Lodge should become private open space. It was her intention that part of it be preserved as a memorial to her loved ones lost in the 1914 – 1918 War. With the demise of the Urban District Council in 1974, this agreement passed to the newly created St Albans District Council. Following the death of Miss Lydekker in 1987, shortly before her 101st birthday, St Albans District Council entered into an agreement with the executors of the Will to retain a total of three acres as public open space with a car park.

The HarpendenTown Council of that time made strenuous efforts to have the public open space and car park retained in the ownership of Harpenden Town Council. Following discussions with the District Council, an agreement was reached in 1998 that Harpenden Town Council would lease Lydekker Park and the new 93 space fee paying car park from St Albans District Council at a peppercorn rent. In 2012 after much campaigning Lydekker Park and car park were devolved back from the District Council into the ownership of Harpenden Town Council. The Council has now created a 5-year management plan for the park which can be viewed here. Two new interpretation boards were installed in the park in August 2017 and feature a background to the history of the park, and information about the wildlife that inhabit the ponds. In July 2017, Lydekker Park was awarded its very first Green Flag Award, joining Harpenden Common as one of the UK’s very best open spaces.

Batford Springs Nature Reserve Batford Springs is a 3.5 hectare Local Nature Reserve in Harpenden.. It is owned and managed by Harpenden Town Council. The majority of the conservation and maintenance work on the site is undertaken by Batford Springs Volunteers with assistance from the Council and other contractors. Such works are detailed in a 5-year management plan put together by the Volunteers with continuing input from a number of specialist advisors including the Herts and Middlesex Wildlife Trust. In 1995, the area was accredited as a Reserve by Natural England. Its principal features are the fresh springs that serve a small network of chalk lined streams and ponds. The River Lea with its riverside walks flows through the site and there is open grassland and a small wooded area to explore. Locally the River Lea from its source in Luton through Harpenden down to Wheathampstead has been made a focus for the Upper Lea Catchment Management Plan. In January 2015 the Batford Springs Local Nature Reserve was extended with the purchase of land in Marquis Lane. The land runs from the corner of Marquis Lane, eastwards to the bottom of Piggotshill Lane.A plan for to incorporate this area into the nature reserve is being drawn up in conjunction with the Batford Springs Volunteers and the Herts and Middlesex Wildlife Trust. A fully accessible path across the new area was installed in November 2016.

Heartwood Forest Heartwood Forest’s 347-hectare (858-acre) site rises from what was once mainly agricultural land. It’s so big that it’s now the largest continuous new native forest in England; a place where everyone can find space, peace, wildlife and miles of beautiful woodland to explore. Heartwood Forest is owned and managed by the Woodland Trust along with more than 1,000 sites all over the UK and supported by more than 250,000 members. Why simply imagine the dazzling spectacle of fields ablaze with flowers in rich shades of blue, yellow, red, pink, purple and white? Come and see them for yourself between May and August. Exploring Heartwood A network of paths, including a public footpath and two bridleways, run in and around Heartwood Forest, as well as through the existing ancient woodlands.You can also explore the site by bike, horse or on foot. Nomansland Common

Nomansland common is approximately 130 acres (52.5 ha) of common land of which Wheathampstead parish council owns 35 acres (95 ha) the remainder being owned by the Althorp Estate and located in Sandridge parish. Nomansland is reputed to have got its name because of the bitter rivalry and frequent disputes between the monasteries of St Albans and Westminster. Both claimed the land was within their respective parishes of Sandridge and Wheathampstead. It is believed that this area was used for grazing as early as 4000BC.

Horse races were held here regularly between 1829 and 1837. In 1829 King George VI won the St Albans cup and it is thought the first proper steeplechase in England was held here in 1830. There used to be a river running parallel to the main road from Wheathampstead to St Albans but this has now gone underground and runs where the outfield of the cricket pitch dips and turns under the cricket pavilion.

During the 1700s Nomansland was notorious for highway robberies, Dick Turpin and Tom King used to meet there regularly on their way to other counties. The most infamous robber in these parts was Lady Ferrers of Markyate, dubbed the Wicked Lady. During this time a gibbet (gallows ) was erected at the top of the hill towards St Albans, as a warning for thieves.

In 1429 a Puddingstone was placed to mark the boundary between Sandridge and Wheathampstead. This stone can be seen on the outfield of the cricket pitch close to the road. Bejewelled Salad With the jewel like colours of the pomegranate and figs, this salad makes an impressive starter. It is quick and easy to prepare but looks, and tastes, amazing. If you donâ&#x20AC;&#x2122;t like (or canâ&#x20AC;&#x2122;t source) figs, peaches and nectarines work just as well; as do other leaves -I love it with pea shoots and water cress or baby spinach. Serves 4 Ingredients: 90g wild rocket 4 ripe figs cut into wedges 80g Parma ham (or similar) 50g pecorino shavings (or similar) 2 tbsp of snipped chives 60 g pomegranate seeds 1tbsp pomegranate molasses 2 tbsp lemon juice 1 tbsp olive oil

Method: 1. Arrange the rocket and figs on a platter 2. Tear over the Parma ham 3. Add the shavings of pecorino 4. Sprinkle over the chives and the pomegranate seeds 5. Whisk together the pomegranate molasses, lemon juice and olive oil; drizzle it over the salad 6. Finish off with a grinding of freshly ground pepper

Make the marinade; rub into the chicken thighs and then pop in the fridge for at least an hour. Marinade: Make the yogurt by whisking the ingredients together and then 2tbsp sumac put in the fridge. 1 tbsp pomegranate molasses Preheat the oven to 180°C. 1 tbsp tomato puree Put the chicken in a roasting tin, drizzle with the olive oil and roast ¼ tsp chilli flakes in the oven for 30 minutes. Squeeze of lemon juice Put in a bowl and cover; leave to sit for at least 5 minutes. On a floured surface flatten the dough with the heel of your hand Yogurt: 200g self-raising flour (& extra for dusting) – you are aiming for a thickness of about 2-3mm. Score the bread on one side (about 4 cuts). ½ teaspoon baking powder Heat an oiled griddle pan; when hot, cook the bread for about 2 200g Greek yogurt minutes on each side - they should puff up during the cooking Oil process. 200g spinach leaves (roughly chopped) Spread the yogurt on the flatbread, add the spinach leaves and then top with the chicken (making sure you pour over the cooking juices). For the James Marshall Foundation CIO, the immediate impact was a surge in the number of applications for laptops, so that pupils could access their schoolwork online. Since 1 April 2020, James Marshall Foundation (JMF) have been able to provide over 50 new or reconditioned laptops to eligible applicants from Year 3 upwards. JMF are grateful to schools and family support workers for referring concerned parents to the Foundation. Paul Ramsay at Harpenden Computer Services enabled JMF to swiftly supply fully set up laptops to pupils, minimising the disruption to their education from the lack of access to technology. Requests were made to the local community for any spare laptops that might be suitable for reconditioning and JMF appreciate all those in the community who were able to assist in supporting young people in need. REVIEWING PLANS FOR THE COUNTY’S WASTE Hertfordshire County Council is reviewing its Waste Local Plan to ensure that the county has the right mix of facilities to deal with the waste produced by residents and businesses. Hertfordshire is projected to be producing 4.4 million tonnes of waste a year by 2033 – an increase of almost 1m tonnes a year from current levels. Hertfordshire already produces more waste than it can manage locally, and with the county’s population expected to rise by up to 175,000 by 2031, and up to 100,000 new homes and 100,000 new jobs being created over the same period, we will need significantly more capacity to recycle, recover and dispose of our waste in future. As the Waste Planning Authority for Hertfordshire, the county council needs to set out strategic policies for managing the county’s waste, and identify the types of facilities needed.These could include recycling centres, transfer stations, composting facilities or disposal facilities. Although the new plan will not identify particular sites for new facilities, it will set out the broad areas where growth is expected in the county, and where new facilities are likely to be needed. It will also set out design principles for facilities. Derrick Ashley, Cabinet Member for Growth, Infrastructure, Planning and the Economy, said: “We produce millions of tonnes of waste in Hertfordshire every year, most of which is commercial and industrial waste, and we’re going to need more facilities to help us manage all this waste responsibly.We’re expecting significant growth in the county over the next 15 years and we need to plan now to make sure we have the infrastructure in place to make sure that we benefit from that.” The draft Waste Local Plan will, if it is supported by a meeting of the County Council, be put out for public consultation for 10 weeks from 11 January. The current Waste Local Plan was adopted in 2014 and now needs to be reviewed following a number of changes to the planning system and national policies in the intervening years.

TREE PLANTING FUNDS SECURED A grant to help finance the planting of 1,500 trees in St Albans District has been awarded by the Forestry Commission.

St Albans City and District Council has been given £1,700 from the Commission’s Urban Tree Challenge Fund. The Council will also contribute towards the trees which will be sited in open spaces at Holyrood Crescent, St Albans, and Tallents Crescent, Harpenden. The planting of oak, hornbeam, hazel, birch and other species is scheduled to take place between November and next March, the tree planting season. Established by the Government two years ago the UTCF has been provided with £10 million for the planting of 10,000 large and 20,000 small trees across England. Councillor Jamie Day, Portfolio Holder for Planning, said: I’m delighted that we have secured these funds for major tree planting programmes. It shows our commitment to our key priorities of improving the environment and tackling climate change. NEW £250,000 CHILDREN’S PLAYGROUND

Work begun in September on a new £250,000 children’s playground at Verulamium Park in St Albans. The attraction will include 30 features and will be divided into zones that reflect the City’s rich history. These include a Roman-style basilica, a mini-amphitheatre, a market street and a main pathway named Watling Street. Among the features are a multi see-saw, five-way swing, a battering ram group swing, stepping posts, two carousels, Roman-numeral hopscotch and a picnic area. It will be placed on the site of three ageing tennis courts which will be removed, close to the park’s outdoor gym, mini-golf and beach volleyball courts. The existing playground, which was installed around 25 years ago and had reached the end of its life, will be dismantled when the new one is completed around mid-November. This area of the park will then be grassed over and returned to its natural state. St Albans City and District Council, which owns the park, organised efforts to provide the new playground with help from community group Verulamium at Play. Verulamium at Play was set up to campaign for the facility and raised more than £60,000 of funds for the project. Additional funds for the project came from S106 payments given to the Council by property developers. This is money for community infrastructure in recognition of the impact a new development may have.
