ST ALBANS PRESENTED WITH STATUE OF FORTUNA BY ITALIAN TWIN TOWN A statue of the Roman goddess Fortuna was presented to St Albans by the Mayor of the City’s Italian twin town of Fano.

The artwork is a modern artistic interpretation of the statue of Fortuna that stands in a fountain in Fano’s main square. The Roman town of Fano was originally named Fanum Fortunae, or ‘the shrine of Fortuna’, the Roman goddess of Fate. Fano is the most recent of the City and District’s twin towns, with the link established in 1998. It is a resort town on the east coast of Italy, close to the airports of Rimini and Ancona and has a similar population size to St Albans District.

Cllr Geoff Harrison, Mayor of St Albans City and District, unveiled the statue of the goddess of luck, fate and fortune in the Alban Arena. The presentation was made by Fano’s Mayor, Sig Massimo Seri, accompanied by Italian consular official, Sig Luciano Rappa. Cllr Geoff Harrison, Mayor of St Albans City and District, said, “I am very grateful to Fano, its Mayor and other representatives for their generosity in giving St Albans this statue to remember them by. The gift marks the strong links between the twin towns, both of which have Roman heritage.” Sig Massimo Seri, Mayor of Fano, said: “On behalf of Fano, I am delighted to present this statue of Fortuna to the people of St Albans as a symbol of our twinning relationship. Fortuna has a very special place in our hearts and we trust that she will bring good fortune to everyone in St Albans City and District.” 4

St Albans City and District Council is looking at putting the statue on display once a suitable long-term location has been identified.

FLAMSTEAD SCARECROW F E S T I VA L The very popular and highly successful annual Scarecrow Festival will be held between Friday 21st (Mid-day onwards) Sunday 23rd August 2015. Since starting in 2002, as a means of raising money for the upkeep of the Village Church and the Herts Multiple Sclerosis Therapy Centre, the festival has gone from strength to strength. Every year there have been over 90 scarecrows on display and over 5000 people have visited the village to take a peek. Visitors can walk around the village (free parking, and a free mini bus, is available) and marvel at the scarecrows on display. Voting forms are available around the village, so don’t forget to vote (voting closes on Sunday at 5pm.)

In addition to the scarecrows, there will be lots of other things to see and do. The village pubs and shop, as well as the Pavilion on the Recreational Ground, will be open over the weekend selling a range of food and drinks. The village hall will be selling teas and cakes and there will be a range of craft stalls in the hall. There will also be live music available – this really is a typically British Summer event!

HERTFORDSHIRE SUPERFAST BROADBAND ROLLOUT RECEIVES £13.9 MILLION BOOST Hertfordshire received a broadband boost today as plans were announced to increase high-speed fibreoptic broadband coverage in the county to more than 98 per cent of premises. This improvement is thanks to additional funding of £13.9 million for the Connected Counties programme.

Connected Counties – the partnership made up of Hertfordshire and Buckinghamshire county councils and BT – is already well on the way to ensuring over 90 per cent of both counties have access to fibre broadband by the end of March 2016 as part of the current £18.06 million rollout. With the additional £13.9m now in place, in total over 44,000 homes and businesses in Herts will be able to access fibre broadband through the Connected Counties programme.

Fibre broadband gives businesses a fast and reliable tool that also opens up new opportunities for working with technology, such as shared online workspaces, video communications and online data storage.” Bill Murphy, BT’s Managing Director for Next Generation Access, said, “Hard work and commitment to this project has secured further investment which will make fibre broadband available to thousands more home and businesses in Hertfordshire. 

“The most important aim is to ensure that as many people as possible can benefit from fibre broadband and in as quick a timeframe as possible so this is great news for both businesses and households across the county.”

It builds on BT’s commercial fibre broadband programme which has already made the highspeed technology available to more than 400,000 households and businesses in the county.

 The additional funding has been sourced from contributions of £3.57m from Hertfordshire County Council, £0.5m from Hertfordshire Local Enterprise Partnership and a match contribution of £4.07m from the Department of Culture, Media and Sport. BT will be contributing £5.8 million over the term of the contract.

Help us beat Duchenne Muscular Dystrophy

Andy Farrell was a guest at Harpenden Rugby Club’s U18’s Awards dinner, where they had an auction for the charity for which he is an ambassador of.The Joining Jack charity is part of the Duchene Muscular Dystrophy Charity, one of the most common fatal genetic conditions in the world. The Harpenden Rugby Club dinner raised £2,575 on the night. Andy also organised a Duchenne Charity Dinner with celebrity guests such as Jeffrey Archer, Martin Bashir, John Snow,Adrian Charles and Rugby legends such as Owen Farrell, Stuart Lancaster, Sean Edwards, Jason Robinson along withVernon Kaye who presented the evening.The two ladies Alex and Emily pictured above are driving the charity “Duchenne Muscular Dystrophy” and “Joining Jack”. Their sons have the disease where the symptoms start at seven years and usually die a cruel death in their 20’s. It’s a race against time to help these two boys who are desperate to be the first children to be treated with a cure.The evening raised a total of £250,000 but there is obviously a long way to go. Duchenne Muscular Dystrophy is one of the most common fatal genetic disorders to affect children around the world.Approximately one in every 3,500 boys worldwide is afflicted with Duchenne Muscular Dystrophy with 20,000 new cases reported each year in the developed world. It is a devastating and currently incurable muscle-wasting disease, associated with specific inborn errors in the gene that codes for dystrophin, a protein that plays a key structural role in muscle fibre function. Symptoms usually appear in male children before the age of five. Progressive muscle weakness of the legs and pelvis eventually spreads to the arms, neck, and other areas. By age 10, braces may be required for walking, and most patients are confined to a wheelchair by age 12. Eventually, this progresses to complete paralysis and increasing difficulty in breathing, requiring ventilation. The condition is terminal, and death usually occurs before the age of 30. The outpatient cost of care for a non-ambulatory DMD boy is among the highest of any disease. There is currently no cure for DMD, but for the first time ever, there are promising therapies in or moving into clinical development. For more information about DMD visit www.treat-nmd.eu. COMMUNITY PROJECTS FOR YOUNG PEOPLE AND FAMILIES TO RECEIVE £300K OF COUNCIL GRANTS Projects supporting vulnerable families

and women suffering domestic abuse are among those to receive grants totalling £300k, over three years, from St Albans City and District Council. Community Partnerships Funding has been awarded, over the three years 2015-18, to: • Hightown Praetorian & Churches Housing Association’s Mother and Baby Service, providing support to young women who are pregnant or have a child aged under 2 years; • Homestart for recruiting and training volunteers to support parents with young children at home; • St Albans and Hertsmere Women’s Refuge for providing support and safety to women and women with children who are suffering domestic abuse. The Grants Panel also decided to make three year grants to the following projects:

• Bereavement Matters, offering free help and advice to bereaved adults and children; • Kids @ The Base, providing young people in London Colney with a safe place to meet, with activities and support; • The Living Room, providing treatment and support to those living with addictions, and to their affected families, children and friends; • Youthtalk, offering free and confidential counselling to young people aged between 14 and 25 years. St Albans City & District Council distributes funding to community groups and projects through the Voluntary and Community Sector fund (VCS). The VCS fund is aligned to the Council’s priorities, helps deliver the Inclusion Strategy and has a positive impact on the community in terms of outcomes. The Community Partnerships Fund supports voluntary and community sector organisations that are delivering important services to the most vulnerable communities.

HELP CHILDREN LEARN TO READ TODAY!

Nationally, 1 in 8 children left primary school last year behind the reading level for their age. If that surprises you, the figure for Luton was 1 in 5 children. You can read this but many 11 year olds can’t and for them it’s a slippery slope, falling further behind in secondary school. Many leave school unable to apply for jobs or courses or to complete the paperwork we take for granted in running our lives. So many young people give up and become trapped in a life of poverty or crime.

Volunteer reading helpers are improving children’s lives and their prospects. With training and ongoing support from Beanstalk, you can change the future for a primary school child. Beanstalk is a national charity which recruits, trains and supports volunteers who will go out into schools. Volunteers go into schools twice a week and read, chat and play the games provided with three children for 30 minutes each. This formula works! Together you have fun and each child’s confidence grows through that caring time with an adult. However, the feeling you get from making a difference is immeasurable! 22

CLASSICS ON THE COMMON 2015 THIS YEAR’S EVENT WILL BE HELD ON WEDNESDAY 22ND JULY Since 1994, for one day a year, Harpenden Common hosts what has become the biggest mid-week classic car show in Britain. Whatever the weather, nothing stops most of the pre-registered owners of more than 1200 classic vehicles, motorcycles and scooters from driving to Harpenden from all over the UK to display their cherished vehicles. Up to 10,000 spectators spend hours admiring the mouth-watering collection. A classic vehicle should be at least 20 years old but visitors can usually spot one or two from around a century ago, such as a 1900 Daimler Type A and a 1913 model T Ford. Every decade following is well represented, too, from Rolls Royces and Maseratis to Austin A40s and Morris Minors. Classics on the Common was the brain-child of classic car enthusiast Peter Madden, a Harpenden resident and Metropolitan Police officer. The first year’s show attracted 125 cars. When Peter decided to make the 2008 Classics his last he asked HarpendenVillage Rotary Club to take over responsibility for organising and running the show. At heart, Classics on the Common remains a community event. Its charity fundraising is significant, too; over the show’s 21-year span more than £110,000 has been distributed to local, children’s, national and international charities. Classic vehicle owners make a donation to enter and, although there is no entry charge to the public, spectators have always responded generously when approached with collecting buckets. Local businesses support, too, by taking banner advertising. In 2014 they raised a record £30,000. The main recipients were Community Meeting Point, Alzheimer’s Society (local branch), Youth Talk, Macmillan Cancer Support and Guildford Rotary Eye Project.

COMMEMORATIVE PAVING STONE TO BE LAID FOR ST ALBANS VC HERO A Victoria Cross commemorative paving stone was laid at St Albans war memorial on Friday 1st May. It honours First World War hero Private Edward Warner who was born in the City. Private Warner’s family laid the stone in front of the war memorial in St Peter’s Street at a special ceremony. The stone-laying ceremony was part of the Government’s campaign to honour Victoria Cross recipients from the First World War. The ceremony took place 100 years to the day from Private Warner’s act of bravery that led to the award of the Victoria Cross. Private Warner defended a trench from attack before dying shortly after from the effects of gas poisoning. His name appears on the Menin Gate Memorial to the Missing in Ypres, Belgium, for British soldiers who died on near-by battlefields during the First World War. Pupils from Aboyne Lodge School, the nearest school to Private Warner’s home in Cannon Street, read the citation detailing his act of bravery.

ROMAN GOLD COIN HOARD PURCHASED FOR ST ALBANS DISTRICT St Albans City and District Council has purchased the Sandridge hoard of Roman gold coins with the aid of National Lottery grant funding and donations. The coins will go on public display at Verulamium Museum, Saint Michael’s Street, St Albans from mid-September. The display will be accompanied by a programme of talks and activities for children and families. Fifty-five coins were found by a metal detectorist on private land in the north of the district of St Albans, Hertfordshire, in 2012. On investigating the site, archaeologists then recovered a further 104 coins. Together they make up one of the largest hoards of Roman gold coins found in the UK and date from the late fourth to early fifth centuries. The coins were purchased for £98,500 through the British Museum’s Portable Antiquities’ Scheme, a voluntary initiative to record archaeological objects found by members of the public. This was made possible with the generous support of the Heritage Lottery Fund, St Albans Museums and Galleries Trust, local donors and an overseas benefactor. The individual donors wish to remain anonymous. Cllr Annie Brewster, Portfolio Holder for Sport, Leisure and Heritage at the Council, said: “What an incredible story.These beautiful solid gold coins are a rare and significant find as no similar hoards of this period or size have been found in the UK. I am delighted they are staying with us permanently as a result of many people’s passionate support and generous financial backing. “The site of Verulamium was the third largest city in Roman Britain yet it is still unbelievable that this ‘pot of gold’ has been sitting nearby for so many centuries. I would like to thank everyone for making it possible for these coins to go on display at Verulamium Museum, alongside objects and mosaics from our Roman city so we can all enjoy them.” 26

Almost £150,000 has been raised to acquire the coins and to display them appropriately with supporting activities. The Heritage Lottery Fund made a grant of £105,000 towards the purchase price of the coins and to fund an accompanying programme of activities. St Albans Museums and Galleries Trust also contributed over £ 11,000 (including £10,000 from two local residents), the overseas benefactor £24,000, and the Council a further £6,000. David Thorold, Prehistory to Medieval Curator at Verulamium Museum in St Albans, said: “Gold coins, known as solidi, were extremely valuable and were not traded or exchanged on a regular basis in Roman Britain. They would have been used for large transactions such as buying land or goods by the shipload. “Evidence suggests these coins formed part of a buried hoard that had been disturbed at some point during the last couple of hundred years by, for example, ploughing. During the Roman occupation of Britain, people buried coins for two reasons, either as a sacrifice to their Gods or as a form of secure storage. In the latter case, this would be a temporary measure to protect their wealth when faced with a threat of war or while undertaking a long journey.” “The coins date to the closing years of the fourth century and start of the fifth. They were issued under five Roman emperors: Gratian, Valentinian II,Theodosius, Arcadius and Honorius.They would have been made in the western mints of the Empire, mostly in the Italian cities of Milan, Rome and Ravenna.”

HEARTWOOD FOREST CAR PARK TO CLOSE FOR REFURBISHMENT FROM 1ST JUNE URGENT REPAIRS EXPECTED TO LAST 8 WEEKS The Woodland Trust will be closing the public car park at Heartwood Forest, Sandridge from 1 June for around eight weeks to carry out essential maintenance, upgrade the surface and create an all ability route. Since building the car park in 2011 the site has become increasingly popular with visitors from around the county, with the existing surface badly degrading as a result. The Trust plans to create a tarmac surface along the entrance road, covering approximately 700 metres. Louise Neicho, Woodland Trust site manager, said: “We apologise for the short term inconvenience to visitors, but the long-term outlook for the car park will be much better once the resurfacing work is completed.

And we hope by carrying out the work in the summer it will at least be better weather to leave the car at home and visit on foot!� The Trust will also create an all-access track through some of the more recently planted areas of land near the car park, which will lead up to Langley Wood. Heartwood Forest is supported by individual donors, charitable trusts, Disney Store UK, Forestry Commission, The Veolia Environmental Trust and Biffa Award, with the latter two grants being awarded through the Landfill Communities Fund. Wimbledon Fortnight 2014 runs from June 23th until July 6th. Whether you like tennis or not you cannot deny the rich history which surrounds the tournament and the associated ritual and attention to detail. 1.

The Wimbledon Championships date back to 1877 but did not take up residence at Church Road until 1922, where the ground now has a capacity of 35,000.

Up to 40,000 tennis balls will be used during the tournament, each one hand-tested for weight, bounce and compression and stored at exactly 68 degrees

THE 2015 HARPENDEN HIGHLAND GATHERING The Highland Gathering is organised by the Harpenden Lions Club and is held annually in Rothamsted Park.The event takes place from 10.00am to 5.00pm and is rumoured to be one of the largest Gatherings outside of Scotland.There are various attractions such as piping, highland dancing and highland games competitions, Fun fair, crafters village, food and licenced bars, charity and trading stalls and much more. Harpenden Lions Highland Gathering is a great day out with a ‘Scottish flavour’ offering four pipe and drum bands, highland dancing competitions and displays as well as solo piping. There are plenty of amusements for children including a funfair, climbing wall, rugby and golf challenges organised by Harpenden Rugby Football Club Minis and Harpenden Common Golf Club, the popular Kids’ Circle for younger children, opportunities to make sand art pictures and to use a potters’ wheel, face painting and electric Go-karts. And there’s lots of food and drink too with beer and cider stalls run by local pubs. Major charities that will benefit from the event are The Bone Cancer Research Trust, Luton & Dunstable Hospital Dementia Care Project along with charities supported by Lions; many local organisations will also benefit. ADVICE FOR PARENTS OF CHILDREN STARTING SCHOOL IN SEPTEMBER (TAKEN FROM THE NHS WEBSITE) THE FIRST DAY AT SCHOOL CAN BE TOUGH FOR CHILDREN AND PARENTS, BUT WITH A LITTLE PREPARATION IT’LL BE EASIER FOR YOU TO COPE.

It helps if your child has the practical skills schools expect before they start. “He or she should know how to sit still, wait and listen,” says parenting expert and mother of three Dr Pat Spungin. “This can be especially hard for little boys, who are very physical. “They have to be toilet trained and know how to undress and dress themself for PE. So ask yourself whether your child is ready to do those things. If not, it’s a good idea to teach them those skills. “They will probably be quite nervous about starting. But you can’t always tell who will settle and who won’t.A sociable child won’t necessarily fit into school straight away. “The idea of ‘big school’ can be very appealing for children, but it can also be quite frightening. It’s useful to let your child know what’s coming by reading them books about starting school and talking to them about it.That will reduce their anxiety.”

Whatever your child’s reaction to school, remember that the teachers will have seen it all before. Schools are familiar with children who are worried in their first few weeks. “They usually have a system to help children adjust,” says Dr Spungin. “Some schools have a ‘buddy’ system where children are paired with those already established at the school. Or some children might attend for half a day.” Find out what system your school uses, and then help prepare your child by letting them know what to expect. Some schools also have open days where children can meet the teacher and see their classroom before they start. This helps them get used to their new environment. Continued on page 46

STARTING SCHOOL continued School isn’t easy for everyone. During the first few weeks of school it’s essential to keep communicating with your child and take care to notice signs that things aren’t going well. “It’s not uncommon for a child in their second week not to want to go to school. They’ll say, ‘I’ve been to school now and I don’t need to go back’,” says Dr Spungin. “The excitement of the first week has worn off, but they still feel nervous.” Dr Spungin says you can watch your child’s behaviour as well as listen to what they say. “Look at your child’s behaviour in the morning when you get ready for school. Are they bright and lively, or dawdling? How do they react when you ask them how their day was?” Keep your questions simple. “It’s difficult for a fiveyear-old to answer a question about whether they’re happy at school.You’ll get more information if you ask specific questions, such as who did you play with? Who did you eat lunch with? Are there any naughty boys or girls in your class? Your child might not even know what the word ‘bully’ means.”

Talk to the teacher Make the teacher the first person you contact if you think something is wrong. “Start by passing on what your child said,” says Dr Spungin. “For example, point out that your child started off by really enjoying school, but is now nervous and has told you that somebody kicked him. Or mention that your child says he doesn’t have any friends.The teacher will know whether that’s the case or not.” It can be hard to cope when you see your child lining up in the playground for the first time. This is normal, says Dr Spungin. “It’s your child’s first real step to independence. It’ll be a world that they know and you don’t.When your child settles down and enjoys school, it’s a tribute to how well you have raised him or her, so try to look at it positively.”

WINNERS OF MAYOR’S PRIDE AWARDS 2015 CELEBRATED A local milkman, a community radio station, St Albans Special Olympics and a young carer are among the winners of the Mayor’s Pride Awards 2015. The awards recognise and celebrate unsung local heroes that go the extra mile and outstanding groups working for the benefit of the community. Eight awards were presented to people and groups nominated by members of the public. A panel of judges selected the winners from more than 50 nominations.Winners included milkman Mick Tutton, who was named Community Champion of the Year, and young carer Emma Cox, who won the Young Person of Distinction Award. In addition, the Mayor presented his special Mayor’s Recognition Award to Terry Dean, who recently celebrated 50 years working in Clarence Park. Cllr Geoff Harrison, the Mayor of St Albans City and District, said, “I congratulate all the award winners and thank them for their efforts and hard work for the community. I was amazed by the achievements of all the individuals and organisations nominated for the awards and it was a difficult task to select the winners. These awards honour and recognise the work and generous spirit of local community heroes who may otherwise go unnoticed.” All shortlisted nominees were invited to the awards evening where they were treated to live entertainment and an inspirational talk from Paralympian David Clarke. David scored 128 goals 48

during his time playing for Great Britain and England football teams for blind and visually impaired players. He was also a stadium torch bearer at the 2012 summer Paralympics in London. The awards evening also included performances from this year’s mayoral charity Living the Dream and from the St Albans Gospel Choir. St Albans City and District Council delivers the awards in association with the Herts Advertiser, Radio Verulam and St Albans District Centre for Voluntary Service (CVS). All the winners are listed below: Community Champion of the Year – Mick Tutton Mick has been ‘more than’ a milkman for 38 years serving St Michaels, Kingsbury and Camlet Way in St Albans. He combines delivering the milk with chatting to older people, doing their shopping and taking the frail on walks round the neighbourhood. Cultural Innovation of the Year – Andrew and Simon Salter for a Testicular Cancer awareness campaign The two brothers won the award for raising awareness of testicular cancer, particularly among young men, through their social media Check One Two campaign #feelingnuts. The campaign led to Channel 4’s The Feeling Nuts Comedy Night.


Community Oriented Business of the Year­- Computer Friendly This non-profit organisation delivers low-cost computer training to the community.The 30-strong team of Computer Friendly volunteers and trainers help more 500 people locally each year, including disadvantaged, unemployed, retired and disabled people from diverse groups. Young Person of Distinction Award – Emma Cox Emma gives devoted loving care to her mother who suffers from Multiple Sclerosis and who is wheelchair dependent. Emma rose to the challenge of caring for her mother after her father died when she was only a young girl. Environmental Champion of the Year – Andrei Lussmann Andrei aims to make sustainable dining accessible and affordable to everyone through Lussmann’s Fish and Grill Restaurants group.Andrei visits suppliers to ensure they meet his standards for ethical procurement and adapts the menu to maximise the welfare, sustainability and seasonality of ingredients. Voluntary Sector Award – Radio Verulam Volunteers at this local community radio station worked hard over a nine-month period to overhaul the studios, systems and transmitters which were in some state of neglect.The massive project would have cost more than £50,000 had the station had to pay for this work. Inclusive Communities Award – Don Dell Don is former Chairman of the local branch of the British Legion. He is involved in organising various acts of remembrance, including wreath laying, for Armed Forces Day, Burma Star events and Remembrance Day in November. He also organises the poppy collection in St Albans which raised more than £71,000 in 2014. Mayor’s Recognition Award – Terry Dean Terry has just celebrated 50 years working in Clarence Park specialising in maintaining the cricket pitch and bowling green. Terry first started working for the Council in the park back in 1964. He continues to work there three days a week for the Council’s grounds maintenance contractor John O’Conner.

UNIVERSAL CREDIT ROLLS OUT TO ST ALBANS DISTRICT

Universal Credit, the new single payment benefit for people out of work or on a low income, is coming to St Albans District from Monday 18 May. This first stage will apply to single people with no dependent children.

St Albans City and District Council has been selected by the Department for Work and Pensions (DWP) to help spearhead the introduction of Universal Credit in Hertfordshire. Universal Credit replaces a range of benefits for working age people, including income-based Jobseekers’ Allowance, Income Support, Housing Benefit and Working and Child Tax Credits. Single people with no dependent children who become unemployed in the District will now be invited to apply for Universal Credit, rather than Jobseekers’ Allowance, where eligible. They can apply for the benefit even if they are already claiming Housing Benefit and tax credits. Universal Credit is being introduced in different parts of the country in stages up until 2017 when it will be available to the majority of benefit claimants. Earlier this year, the DWP selected the Council, along with Broxbourne Borough Council, to start the roll out of Universal Credit in Hertfordshire. Minister of State for Welfare Reform, Lord Freud said:“We’ve been working closely with St Albans City and District Council to bring Universal Credit to the area, and I am pleased that people will soon see its benefits. Universal Credit will allow employers and workers greater flexibility and will ensure that work always pays.” Cllr Brian Ellis, Portfolio for Housing at St Albans City and District Council, said: “The Council is working closely with the DWP and partner agencies to ensure advice is available for benefit claimants at the Civic Centre Local Services Hub.This include 50

completing the application for Universal Credit and budgeting advice to make it easier for claimants to manage their finances in the future.” People can apply for Universal Credit online at https://www.gov.uk/apply-universal-credit. People without internet access or who need support completing their application can access help at St Albans Job Centre or at the Civic Centre Local Services Hub. The standard monthly Universal Credit payment for a single claimant aged under 25 years is £251.77, and for single claimants aged 25 and over it is £317.82. Claimants who pay rent will also get an amount towards their housing costs. For claimants in Council accommodation, this will be equal to their rent, minus any deduction for ineligible services such as heating and hot water charges. Deductions may also be made if claimants are considered to have more bedrooms than their household requires. People are expected to receive virtually the same benefit value with Universal Credit as under the existing system. However, claimants who move into work may find themselves better off.With Universal Credit there are no limits to the number of hours claimants can work in a week. Payments will be reduced gradually as claimants earn more and the rate at which benefit is withdrawn is designed to be more generous than the existing system.

REDUCTION IN FEES FOR COUNCIL’S MULTI-SITE NCP PARKING PERMIT HOLDERS

Many parking permit holders using the District Council’s NCP car parks are to benefit from a reduction in the fees they pay for their permits.A new pricing structure will be put in place this summer. St Albans City and District Council has agreed a new deal proposed by NCP that brings down the annual cost of an NCP Parking Season Ticket for new customers. Over the next 6 months existing customers will be approached to discuss their individual requirements The new prices are set out below: Current NCP permit price

By encouraging the use of the lesser used car parks in the pricing structure, this will help free up space in our central car parks for visitors and shoppers. Explore the town’s fascinating past with Harpenden & District Local History Society Town Trail No. 1 Starting from The George and returning to the Harpenden Arms, a fascinating walk back in time along Harpenden High Street.

Ever wondered about Harpenden in days of yore? Harpenden is a thriving town, but to older residents it remains ‘the village’. Many of the buildings and other landmarks from that earlier era are still with us, though their history is sometimes not readily apparent. Other important features from the past are now only memories, but the Society seeks to keep these alive, by bringing Harpenden’s heritage to a wider audience. In the Society’s archive collection are many thousands of historical pictures, books, maps and other fascinating documents and artefacts. The History Centre at Park Hall is open on Tuesday afternoons, and otherwise by arrangement, for academic study as well as for anyone wanting to browse and know more about the gradual evolution of the area and it’s community through past decades, and indeed centuries, to the present day. Supported by Harpenden Town Council, St Albans District Council and Hertfordshire County Council, and with the co-operation of the Harpenden Society, the Local History Society plays a vital role in giving Harpenden its unique identity within Hertfordshire.

1. The George is first mentioned in 1507, but maybe not on this site. It was rebuilt in C19 and is seen here in the 1930s. The site of the garage to the south (now Pizza Express) was a tea garden in Victorian times, when parties drove in by wagonette for ‘Beanfeasts’ and dancing on the lawn. 2. Kingston House, No. 6 High Street was built in 1912 as Edgar Salisbury’s hardware shop on the site of Dr Kingston’s house. Later occupants were Halford’s, C&A stores and M&Co. Note the shields above the windows marking Industry, Strength, Goodwill and Service; also the Harpenden and Hertfordshire coats of arms. 3. TheWhite Lion at No. 28 High Street was a small Victorian pub, with decorative moulded bricks. The Perfect Pizza sign hangs from a bracket which once supported a model of a white lion, see left. 4. The Old Cock Inn has traces of a C17 timber-framed building and is more than likely the site of still earlier hostelries.

2. 72 High St - Another much altered C17 timber-frame structure lies behind the brick façade. It is believed to have formed part of an even earlier & larger group of hostelry buildings. It was the Old Red Lion in the early 1900s, and Rolts cycle & pram shop in the 1960s, until it was refurbished as shops in 1976. 62

6. 73-75 High Street, at the corner of Sun Lane. A late C17 timber-framed structure, the end of which was demolished to widen Sun Lane in 1931. The remaining section was converted into shops in July 1955. The Sun pub was here from about 1637 until 1800 (or maybe 1877). It was owned by the Hawkins family in the 1780s. 7. 65-69 High Street. The C17 timber-framed cottages at 67 (The Limes) and 65, had early C18 wallpaintings imitating panelling, which were destroyed when the building was refurbished in the 1970s. In the 1850s No. 65 was Harpenden’s first post office. No. 69 (Tollgate Cottage/Hotel) was added in the 1870s.‘Tollgate’ refers to the barrier controlling traffic from Luton, just south of Sun Lane, when the Turnpike Trust was formed in 1743. 8. The Foresters Arms, a pub which has given its name to the 2012 housing development behind, became an off-licence, before conversion into an estate agency. The Foresters were a self-help charity founded in the early C19. 9. Bowers Parade was built in 1936 in the gardens of Bowers House, which still stands behind. Though a handsome parade, the fact that it concealed Bowers House was highly controversial at the time, which helped give birth to the Harpenden Society. 10. Cross Keys pub - formerly the White Hart.A much altered early C18 building. The innkeeper in 1830 was Henry Oldaker who moved to The Bull (The Old House, Leyton Road) and helped start regular horse racing on the Common in 1848. 64


11. Brewery House - built in 1871 as his home by James Mardall, who owned the Peacock Brewery (on the site of the Methodist Church), one of two breweries then in the High Street. In 1951 the house was sold and converted to shops (currently Harpenden Interiors and WH Smiths). 12. Vaughan Road was cut through in the 1890s, following the demolition of cottages in Lower High Street, with Pellants (clock makers/repairers) at the corner. Willmott’s grocery was replaced by the County & Westminster Bank (now NatWest).

13. Home Farm and Chestnut Cottage were pulled down in 1894 to build Ridley’s ironmongers’ shop at the Corner of Station Road (formerly Staker’s Lane) - now HSBC. 14. Classics on the Common Classics on the Common, which is organised by Harpenden Village Rotary Club, is an annual event held in July each year on the Common. Harpenden Beer Festival 2015 After the success of Harpenden’s 2014 Beer Festival the landlords and landladies from four local pubs are busy planning the next one. St Albans Clock Tower Built between 1403 & 1412, the Clock Tower is the only medieval town belfry in England. It was first & foremost a political statement; the townspeople used it to assert their freedom, power and wealth in the face of St Albans’ Abbey. The Tower’s bell, which has survived over 600 years of use, allowed the town to sound its own hours and, until 1863, the Curfew. It also gave the alarm in case of “fire or fray”. Its bell rang out the first Battle of St. Albans during the Wars of the Roses in 1455. Today you can climb to the top of the Tower & enjoy magnificent views of St Albans & the surrounding countryside. STAYING SAFE IN It is important to protect your and your children’s skin in the sun to avoid sunburn and heat exhaustion. Here is some useful advice from the NHS to help us all stay safe in the sun this summer. What sun protection factor (SPF) should I use? Use sunscreen with a sun protection factor (SPF) of at least 15. The higher the SPF, the better. Go for broad spectrum sunscreens, which protect against harmful UVA and UVB rays. Make sure the product is not past its expiry date; most sunscreens have a shelf life of two to three years. And don’t use little, it takes 9 teaspoons to cover an adult from head to toe… which is a lot more than most of us use. What is broad spectrum and the star-rating? Broad-spectrum products provide protection against the sun’s UVB and UVA rays. The sun protection factor, or SPF, is a measurement of the amount of UVB protection; the higher the number, the greater the protection. In the UK, UVA protection is measured with a star ratings; snscreens has from 0 to 5 stars. The higher the number of stars, the greater the protection. 84

How long can I stay in the sun? Don’t spend any longer in the sun than you would without sunscreen. Sunscreen should not be used as an excuse to stay out in the sun; instead, it offers protection when exposure is unavoidable. The summer sun is most damaging to your skin in the middle of the day so spend time in the shade between 11am and 3pm, under umbrellas, trees, canopies or indoors. Should I reapply sunscreen if I swim? Water washes off sunscreen and the cooling effect of the water can make you think you’re not getting burned. Water also reflects UV rays, increasing your exposure; even “waterproof” sunscreens should be reapplied after going in the water. Are children more at risk of sunburn? Young skin is delicate and very easily damaged by the sun. Use at least a factor 15 sunscreen and choose a broad-spectrum brand that has a four or five-star rating. Apply it to areas not protected by clothing, such as the face, ears, feet and backs of hands. Choose sunscreens that are formulated for children and babies’ skin, as these are less likely to irritate their skin.

BUNIONS:

A STEP IN THE RIGHT DIRECTION For some of us, putting on open shoes is an uncomfortable experience. As well as looking unsightly, bunions can also be very painful. Bunions will get worse with time and gradually the second toe can become deformed and painful. For this reason, you may consider surgical treatment to correct the bunion, which realigns the big toe and relieves the pain of the bump on the side of the foot.

Surgery can be carried out under a local or general anaesthetic and is a day case procedure. Mr David Gordon, Consultant Foot and Ankle Surgeon, performs bunion surgery using a new minimally invasive technique where several very small incisions are used rather than one large cut. This has the advantages of smaller scars, less swelling and less chance of permanent stiffness in the big toe.

Mr Gordon’s tips for those suffering with bunions: • Make sure your shoes are comfortable & fit well, especially by increasing the width. Although they may look great, tight pointy high heels are the worst offenders and should be avoided for long term wear.

• Use a bunion pad to reduce pressure on your toe.

I am writing this short article in hopes that you, dear reader, will try yoga (if you haven’t already). In reading this you will have your own idea of what yoga is –however vague or clear that may be. What I think is important to state here is that, yoga is notonlya series of physical exercises (but please still come to class if getting fit is your aim!) As you attend more and more classes perhaps the yoga will start to draw you in, perhaps it will start to bring you a sense of calm, perhaps you will notice that you feel better after class than you did before class and perhaps you will become interested in cultivating a peaceful mind. My teacher Baba HariDass, the silent monk who first introduced me to yoga in the early 1990s says, “The aim of life is to attain peace. No one can give us peace.We can’t buy or borrow it.We have to cultivate it by practising yoga.” Yoga is a practice which encompasses the whole human being and the benefits can be profound – beyond purely physical. Prawn Ratatouille Method:

Starter Ingredients:

Place large tomato in hot water for 10 seconds, transfer to cold water bowl & peel away skin. Cut away top and bottom of tomato and remove pips to make a ring of the tomato flesh. Cut all stuffing ingredients into small cubes, season & sautĂŠ til al dente, remove from heat & drizzle olive oil & lemon zest, place inside ring. SautĂŠ prawns in small amount of chilli oil, cool them and cut in half, and place on top of tomato.

How to reduce the risk of burglary Many burglaries are opportunistic and not planned, so they are easy to prevent. Residents can help prevent burglary by following these tips: • Join your local Neighbourhood Watch Scheme. Together you can help protect your homes by keeping a look-out for suspicious behaviour in your street. • Keep front, patio and back doors closed and locked when you are elsewhere in the house or the garden. • Ensure that all windows and external doors are not only closed but locked at night or when you are out of the house. • Remember to close downstairs windows when leaving a room, to deter the opportunist thief. • Fit good locks to doors and use them. • Have window locks fitted to older windows; a burglar is less likely to break in if they have to smash a window. • Fit and use a door chain. • Change locks when you move into a new home. • Fit a good quality alarm from a reputable supplier. A visible burglar alarm can also act as a deterrent. • Leave spare keys with someone you trust, not close to external doors or windows. • Install external lights. They will welcome genuine visitors & deter the criminal who wishes to work undetected. • Set lights on a timer switch to give the impression that someone is in. A living room or a bedroom light will give the impression of occupancy; leaving only a hall or landing light on may not have the same effect. 102

• If light timers are not available, leave a light on if going out at night and draw curtains/blinds. • Don’t leave curtains closed during the day. • Keep all keys away from windows and external doors so they are not visible/ accessible to an opportunist thief. • Leave a television or radio on to create the impression that someone is in, if you are out for a short period of time. • If you see anyone acting suspiciously in your street, call the police on the non-emergency number 101. • Look out for your neighbours’ property if they are away for a few days.

Rogue traders Hertfordshire Trading Standards is advising residents to always say NO to traders who turn up uninvited on the doorstep. Rogue builders and gardeners often trick people into paying high prices for unnecessary or shoddy work and give false names and addresses. HOW TO KEEP THE FLIES OUT OF YOUR HOME THIS SUMMER! I love summer, but my one bug (no pun intended) bare is the flies; annoying and unhygienic, I cannot stand them buzzing through every open window and door. This year I thought I’d try some natural remedies to keep them at bay; fingers crossed one of them will work….and if they don’t, at least my home will smell nice! 1. Basil Apparently flies do not like the strong smell. You can also plant mint, lavender or marigold in your garden to get rid of flies outside. 2. Essential Oils Essential oils, such as lavender, eucalyptus, peppermint, and lemon grass, not only possess gentle aroma, but they also work effectively in keeping away the house flies. Spraying such oils around your home should keep you fly free. 3.Apple and Clove Apparently, flies cannot bear the smell of cloves; stud an apple with cloves and hang around the home.

4.Apple Cider Vinegar Put some apple cider vinegar in a bowl; to create some surface tension, add some washing up liquid. The flies will be attracted to the smell, but won’t be able to escape. 5. Cucumbers Placing cucumber slices on the top of your rubbish bin is an effective way that prevents flies from laying their eggs there – again, it’s the smell they don’t like. If all else fails, you could always try a good old-fashioned fly swat. You can go traditional, or if you, like my husband, like a gadget you can get electric versions!

THE WATER VOLE

Herts and Middlesex Wildlife Trust’s Water Vole Conservation Officer, Martin Ketcher explains;

An ambitious project to reintroduce water voles into the river Stort reaches a critical phase this week. Herts & Middlesex Wildlife Trust’s nature reserve at Thorley Wash will soon be home to over 100 endangered water voles, translocated from Essex Wildlife Trust’s Fingringhoe Wick nature reserve. The much-loved water vole, brought so vividly to life by Kenneth Grahame’s ‘Ratty’ in The Wind in the Willows, is in danger of becoming more fiction than fact. Once abundant in our waterways, water voles have suffered a catastrophic population decline in recent decades, to the point where they are now the ‘UK’s fastest declining mammal’. This steep decline owes partly to the loss of river bank habitat but is chiefly due to mass predation by invasive American mink.

“Without urgent action it is possible that water voles could become extinct within the county as they have already been lost entirely from several Hertfordshire rivers including the Stort. Once this has occurred problems with habitat loss become much more significant. Populations become isolated and the need for conservation on the whole of the river becomes important if the species is to re-colonise. Although there is some recent evidence of water voles spreading gradually in some places across Hertfordshire and Middlesex this is very limited.The opportunity to re-introduce the species on such a large scale is a tremendous boost to their overall conservation.” 160 water voles will be released to the Hertfordshire reserve as part of a joint project with Essex Wildlife Trust, which is flooding a section of its Fingringhoe Wick nature reserve, near Colchester, as part of a separate inter-tidal habitat creation project.

The water voles have now been carefully collected by experts and await introduction to their new Hertfordshire home, at Herts and Middlesex’s Thorley Wash nature reserve which provides an abundant and well-established water vole habitat. Once established at Thorley Wash, it is hoped that the water voles will be able to spread along the corridor of wet flushes, ponds, channels and the main Stort Navigation. “The water vole is in dire straits; this is a very important project,” Darren Tansley, Essex Wildlife Trust’s Water for Wildlife Officer, who is leading the translocation, said. “The Stort is ideal for water voles but there are none there. With mink control in place, the necessary removal of voles from a part of Fingringhoe Wick has presented a wonderful opportunity for ‘Ratty’ to thrive along the Stort again. Thorley Wash is the perfect place to start and Essex Wildlife Trust is delighted to be working so closely with our sister Wildlife Trust in Herts & Middlesex. I would especially like to thank the Environment Agency and Thames Water, for generously funding this truly collaborative project.”

Motors Everyone who uses a vehicle on the road must keep it in a roadworthy condition; the MOT test checks that vehicles meet road safety and environmental standards. The first MOT test for a vehicle is required when it’s three years old (there are different rules if it’s used as a taxi.) The MOT looks at some important items on your car to see that they meet key legal requirements at the time of the test. Body or vehicle structure and general items Free from excessive corrosion or damage in specific areas. No sharp edges likely to cause injury. Towbars for security, condition, inappropriate repairs or modification. Correct operation of 13 pin electrical socket. Speedometer condition and operation. Engine mountings.

Brakes Condition including inappropriate repairs or modifications, operation and performance (efficiency test). Note the removal of the road wheels and trims are not part of the test. ABS or electronic stability control (ESC) where fitted. Check of the MIL for ABS, electronic stability control, electronic park brake and brake fluid warning.

Fuel system No leaks. Security and condition of pipes or hoses. Fuel cap fastens and seals securely. Note the fuel cap will need to be opened. Make sure the key is available.

Tyres and wheels Condition, security, tyre size and type and tread depth. Spare tyres are not inspected. Note: vehicles first used on or after 1 January 2012 - check of the MIL for tyre pressure monitoring.

Exhaust emissions Vehicle meets the requirements for exhaust emissions, dependent on the age and fuel type of the vehicle.

Registration plates Condition, security, colour, characters correctly formed and spaced.

Exhaust system Secure. Complete. Catalyst missing where one was fitted as standard. Without serious leaks and is not too noisy.

Lights Condition, operation including HID and LED headlamps for cleaning, self levelling and security. Headlamp aim. Main beam warning light.

Seat belts All the seat belts fitted are checked for type, condition, operation and security. All mandatory seat belts must be in place. Check of the malfunction indicator lamp (MIL) for air bags and seat belt pre tensioners. Seats Driver’s seat can be adjusted. All seats for security and seat backs can be secured in the upright position. Doors Latch securely in closed position. Front doors should open from inside and outside the vehicle. Rear doors should open from outside the vehicle. Hinges and catches for security and condition. Mirrors Minimum number required, condition and security. Load security Boot or tailgate can be secured in the closed position.
