LIBRARIES LEAD THE WAY IN ATTRACTING VISITORS Latest figures reveal Hertfordshire County Council’s libraries are more popular than some of the country’s top tourist attractions.
Last year the county’s libraries were visited by 3.7m people (and 2m people visited online); more than the Science Museum (3.4m), the Tower of London (2.8m) and London Zoo (1.3m). The popularity of Hertfordshire’s libraries is due to the wide range of events and activities for young and old alike; from baby rhyme time and toddler tales to coding clubs for youngsters and tablet taster sessions for older people.These events ensure that libraries remain a place for everyone and help to create a community hub where people can meet like-minded others, learn new skills and get involved.
Teresa Heritage, Cabinet Member for Libraries, Localism and Health at Hertfordshire County Council, said: “We know how important libraries are to our residents which is why, with the support of local communities and many dedicated volunteers, we have not only kept our libraries open but also developed new services that embrace technology for everyone’s benefit. “We’re throwing open our doors so that every part of the community can get involved with their library. Our libraries are not only a place to borrow books, they are a hub for local arts, culture and heritage, and a place where people can develop new skills and create new support and social networks.” A new five year national strategy for libraries, ‘Libraries Deliver’, was published by the Department for Culture and Sport this month. It outlines the need for libraries to focus on meeting community needs, demonstrate their value and raise awareness of the services they provide. Hertfordshire’s ‘Inspiring Libraries’ strategy is clearly aligned to this. ‘Inspiring Libraries’ aims to make the library service more accessible and increase the number of people using it, while costing the taxpayer less. The strategy is helping the council to deliver a modern service and keep all 46 libraries in the county open.This includes developing community libraries and increasing digital usage. By doing things differently at a time of significant financial challenge, the council will save £2.5m each year by 2017/18 while building a more modern service and without the need to close any library buildings.

A STRONGER FUTURE FOR NOMANSLAND COMMON WOODLANDS Important woodland management works are being carried out on Nomansland Common to help conserve the woodlands as places of natural beauty.
Every few years’ similar work is carried out to help maintain the woodlands at Nomansland Common. Active management such as this is essential to ensure the long-term sustainability of any woodland.
The aim is to provide valuable habitats for wildlife and attractive, accessible woodland that the public can enjoy for years to come. The work is being delivered by St Albans City and District Council and the Hertfordshire County Council’s Countryside Management Service (CMS).
Nomansland Common is owned by the Althorp Estate and Wheathampstead Parish Council. The work is set out in the approved management plans for the site. It is being funded by the District Council and managed by CMS. Contractors are set to be on site to carry out the work in late November.
It will involve the coppicing of poor quality hawthorn trees that are crowding some of the woodland areas. This will make more space for the beautiful oak trees that characterise the woodland. More light will also reach the woodland floor, helping to stimulate new tree seedlings and encourage ground flora to develop.
Cllr Beric Read, Portfolio Holder for Community Engagement and Localism for St Albans City and District Council, said: “This work will help maintain the woodland so that it continues to provide a home for wildlife and a beautiful natural environment for everyone to enjoy.”

ST ALBANS SINKHOLE!
Before a permanent repair could be carried out, investigations into the cause of the hole were needed. A full survey of the ground took place to establish the cause of the collapse and, more importantly, if there were further issues that needed to be addressed. Expert investigators found that ancient chalk excavations in the bedrock beneath an historic clay pit on which the area was built was the most likely explanation for the sinkhole.
A St Albans cul-de-sac plunged into turmoil in 2015 when a sinkhole appeared under the road finally re-opened in December 16. Residents of Fontmell Close and neighbouring Bridle Close have welcomed the return to normality and expert assessments confirming that the road is safe. One-year-old Finley Bagshaw, whose expectant parents Ben and Gemma were evacuated from their home immediately following the collapse, helped the Mayor of St Albans cut the ribbon in December before he returned to the family home for the first time. The Mayor of St Albans, Cllr Frances Leonard, said: “This is a joyful day for the residents of Fontmell Close and Bridle Close. I know that it’s been a very difficult time for everyone. Looking back, I have been particularly impressed by the way people have worked together to make the best of things and look after each other. I’m also pleased that the various agencies have been able to work together to ensure that the road reopens before Christmas.” When the cavity – some 12 metres wide and 10 metres deep – opened in Fontmell Close in the early hours of 1 October 2015, 52 properties were left without gas, electricity and water supplies. In the aftermath, Hertfordshire County Council and its highways contractor, Ringway, worked to make the area safe, filling the hole with 48 lorry loads (535m3) of foamed concrete. A temporary access road was created with a shuttle service ferrying residents between the temporary car park at the old fire station site and the end of Bridle Close. Dealing with the immediate impact on residents, St Albans City and District Council arranged shelter and found temporary accommodation for a number of displaced residents. 12
Once it was established that there was no further cause for concern, work began to reconnect the utilities to affected homes and then reinstate the road. The county council called on utility companies to work together closely to reconnect services as quickly as possible:Thames Water rebuilt their sewers; Affinity Water completed their repairs to water mains; National Grid re-established gas supplies; UK Power Networks restored electricity; and BT and Virgin installed phone and cable television connections. Cllr Terry Douris, Cabinet Member for Highways, said: “I’m delighted that we’ve reached the stage where this nightmare is almost over for residents and they can resume their normal lives. We appreciate it has taken some time to get to this stage, but we owed it to residents to make sure the area is safe, which it is, and that the reinstatement job is done properly. We are very aware that this has been an extremely stressful time for the residents and it is good that they can start returning their lives to normal.”

LOVE THY NEIGHBOUR Hertfordshire County Council is calling on residents to take time to catch-up with older and vulnerable neighbours after a recent survey revealed that two fifths of people speak to their neighbours less than once a week or month. We asked Hertfordshire residents how often they have conversations with their neighbours as part of our campaign to reduce loneliness in Hertfordshire and to raise awareness of its effect on the health and wellbeing of older and vulnerable people. Almost four hundred residents took part in our survey and these are the results: • 21 per cent speak to their neighbours less than once a week • • 19 per cent speak to their neighbours less than once a month • • 26 per cent speak to their neighbours once a week • • 34 per cent speak to their neighbours every day • Colette Wyatt-Lowe, Cabinet Member for Adult Care and Health, said: “Loneliness can have an awful effect on the health and wellbeing of older and vulnerable people but it is something we can all play our part in reducing. So why not pop in and say hello to your neighbours, invite them in for a cuppa, or find out if there are any jobs or tasks that you could help out with.” Loneliness can be felt by people of all ages, although older people and those with physical and learning disabilities are particularly vulnerable. Statistics reveal that people aged over 80 are twice as likely to report high levels of loneliness than any other adult age group. The impact of social isolation can be significant; research suggests being lonely can be as bad for your health as smoking 15 cigarettes a day and can be far worse than obesity and physical inactivity. So, getting to know and spending time with your neighbours has a positive effect on your health and wellbeing. 68 year old John O’Connor from Hertfordshire gave up after spending over 50 years’ smoking and Hertfordshire County Council wants people to know that whether you have smoked for one year or 50, it’s never too late to quit. While studies show that two-thirds of smokers want to quit, nearly one in five adults in Hertfordshire continue to smoke as a result of an addiction usually acquired in childhood. John said: “I started smoking when I was 12, which wasn’t unusual at the time. I have tried to give up a few times but failed, even when I knew I should give up because I had plenty of reasons to, like in 2009 when I was diagnosed with throat cancer and went through a lot of serious radiation and surgery.” John went to his local Hertfordshire Stop Smoking Service to have another try at quitting just before he was going on a holiday which involved long haul flights. He said: “This time round I went to the surgery and after a consultation started on sprays and patches. At the start I was vaping with 12 per cent nicotine; now I am down to 0 per cent.That is all I do now.”

Harpenden based Josh Rose age 17, is one of the world’s top junior tennis players and in January 2017 he will hold an International ranking of 200 on the ITF Global Junior Tennis Circuit. Stephen Ramsbottom, Head of Geography at STAHS, is in the unusual position of also being a Ghanaian Maala Na (Chief of Development) through the work he has done with his charity, Savannah Education Trust (SET). The Trust came into being following Stephen’s visit to northwest Ghana, one of the poorest regions in the world, in 2000, when he met a chief who told him how desperate they were for a village school. In 2006 the charity’s first school was opened in Bagri Village. In Lawra District, Upper West Region, Ghana they have now built 13 schools, educating 1600 students; trained 55 teachers and provided 250,000 free meals per annum. This is having a big impact in the region which prompted the Paramount Chief, Naa Puowele Karbo III, to invite the charity’s trustees to the Kobine festival (a national harvest and cultural festival) to be ‘enstooled’ as Maala Naa or Development Chief.This is the first time this honour has been given. Conferring the Maalu-Naa title, the Chief described SET as: “A worthy development partner and a lifeline of the children’s education in the district, considering the huge investment made in education and the remarkable achievement of the Trust to making education available and accessible to children in deprived communities. The trust’s unique approach in delivering its projects relies on the local people and is a model worthy of emulation by all NGOs and charity organisations. 34
“The impact of the Trust on the education sector and in the lives of the children and communities in which it operates is immense. It cannot be overemphasised. “In recognition of the Trust’s unparalleled generosity, the Traditional Council has bestowed the title of Maalu Naa, or Development Chief, on the Savannah Education Trust and its leadership. Messrs Howard, Paul, Steve and trustees, we once again congratulate you on your commitment to the development of Lawra and our people.” Stephen and his trustee colleagues on the charity were presented with a ram, a cockerel and some guinea fowl. Each of the five trustees is now a Maala Naa and will take on the role when they visit.They have special robes, a hat which is a symbol of the burden they bear as a chief, and a stick which symbolises the ability to knock problems out of the way. “The position as Maala Naa, and the costume that goes with it, is important to us.” Stephen Ramsbottom says. “It will make the job of building more schools easier. To be accepted as one of the people was a very moving experience.” The Trust has three programmes: to build and run schools; to provide free meals daily; and to run a teacher scholarship programme. They raise funds by raising awareness of the desperate need for schools in the area through talks and presentations around the UK. 5 TIPS FOR KEEPING HEALTHY THIS WINTER (from NHS Choices) 1. Eliminate your sleep debt “On average we sleep six-and-a-half hours a night, much less than the seven to nine hours recommended.” But in winter, we naturally sleep more, due to the longer nights. “It’s perfectly natural to adopt hibernating habits when the weather turns cold,” says Jessica. “Use the time to catch up.” 2. Drink more milk You are 80% more likely to get a cold in winter so making sure your immune system is in tip-top condition is important. Milk and dairy products such as cheese, yoghurt and fromage frais are great sources of protein and vitamins A and B12. 3. Eat more fruit and veg When it’s cold and dark outside it can be tempting to fill up on unhealthy comfort food, but it’s important to ensure that you still keep your diet healthy and include five portions of fruit and veg a day. If you find yourself craving a sugary treat, try a juicy clementine or satsuma instead, or sweet dried fruits such as dates or raisins. Winter vegetables such as carrots, parsnips, swede and turnips can be roasted, mashed or made into soup for a comforting winter meal for the whole family. Explore varieties of fruit and veg that you may not normally eat. 4. Try new activities for the whole family Don’t use the cold winter months as an excuse to stay in and lounge around. Instead, get out with the whole family to try out a new activity, maybe ice-skating or taking a bracing winter walk on the beach. Regular exercise helps to control your weight, boost your immune system and is a good way to break the tension that can build if the family is constantly cooped up inside the house. 5. Have a hearty breakfast Winter is the perfect season for porridge. Eating a warm bowlful on a cold morning isn’t just a delicious way to start your day, it also helps you to boost your intake of starchy foods and fibre, which give you energy and help you to feel fuller for longer, stopping the temptation to snack mid-morning. Oats also contain lots of vital vitamins and minerals. Make your porridge with semi-skimmed or skimmed milk or water, and don’t add sugar or salt. Add a few dried apricots, some raisins, a sliced banana or other fruit for extra flavour and to help you hit the five-a-day target. 52

LOOK AFTER YOURSELF THIS WINTER In the UK, around 25,000 more people die over the course of each winter compared to other times of the year. That’s why Hertfordshire County Council is urging people to take practical steps to help them stay well this winter. There are a range of conditions worsened by the cold weather - including respiratory conditions like severe asthma and COPD; circulatory illnesses such as heart disease and stroke; kidney disease; diabetes and dementia. Those who are older, pregnant, carers and very young children are also more at risk in winter. The Stay Well This Winter campaign encourages people most at risk from cold weather to take some simple precautions to help them prepare for the lower temperatures. Local pharmacists can offer free, qualified health advice at any time, and no appointment is necessary. From coughs and colds to aches and pains, they can give expert help on everyday illnesses and answer questions about prescribed and over the counter medicines. Hertfordshire County Council’s Cabinet Member for Public Health, Localism and Libraries, Teresa Heritage, said: “With winter on the way, there are important things we can all do to keep ourselves healthy during the winter months. “If you qualify for the free flu jab, get it now before it’s too late – it’s the best way to protect yourself. “Cold and damp homes can contribute to poor health so make sure you heat your home to at least 18°C (65°F) and keep windows closed at night. Help to make sure your home is energy efficient is available by calling 0300 123 4044. “If you do start to feel ill, seek immediate advice from a pharmacist before your condition gets more serious.” 54

APPROVES E-CIG POLICY Today, a policy on the use of electronic cigarettes (e-cigarettes) was approved by Hertfordshire County Council.
The policy recognises that there are significant health benefits to gain by helping smokers to quit or reduce smoking using e-cigarettes. Cabinet Member for Public Health, Localism and Libraries, Teresa Heritage, said: “Tobacco is the leading cause of death and disability in Hertfordshire, causing 1,500 deaths every year. “It is an expense not only to the individual, but also to social care, the NHS, other public services and employers; £288 million is lost annually in Hertfordshire. “We recognise that vaping isn’t for everyone, but evidence suggests that e-cigarettes carry only a very small risk to health compared with the harm of smoking and are estimated to be 95% safer than tobacco. E-cigarettes, when used respectfully around others, offer a route out of smoking, particularly for those who want to quit but have struggled for years to do so. “The best option is always to quit smoking and eventually vaping. I would strongly urge anyone who is considering giving up smoking to contact Hertfordshire’s local Stop Smoking Service to discuss all the options available. Even if you are not quite ready to quit, or don’t yet feel you want to give up nicotine, e-cigarettes offer a way of reducing the harm from smoking.” Hertfordshire County Council’s head of Community Wellbeing, Ruth Harrington, has had very personal experience of the benefits of e-cigarettes. She said: “E-cigarettes have been a revelation to me, because three people that I’m very close to have had their lives transformed through them. 56
“My husband has smoked for most of his life. He’d tried several other ways to give up, including patches, but nothing had really worked. Then when I fell pregnant with our little boy, he tried e-cigs and switched overnight. “Our little boy is five now and my husband hasn’t touched a cigarette since. He’s reduced the nicotine levels to a minimum and is now looking to give up e-cigs too. “My mother has smoked 20 menthol cigarettes a day since her teens. She generally kept her smoking hidden, but she was becoming more aware of the unsociable aspects, such as smelling of smoke and knowing that we didn’t like her smoking around us. She was really desperate to stop but every time she had tried she had found it so difficult. “She watched my husband’s e-cig journey for a couple of years, asking him questions but never taking the plunge. Then we bought her an e-cigarette starter kit and she hasn’t looked back since. She stopped smoking overnight and knows she’ll never go back. “Six months later my sister-in-law made the switch too. “They all felt the benefits straight away - their lungs and breathing were better and they didn’t cough so much, which really motivated them to stay off the cigarettes.

Ingredients - Serves 4 500g double cream 100g castor sugar 6 egg yolks vanilla pod or essence star anis blood orange segments (Blow torch needed)
Method: Boil your double cream with your star anis & vanilla essence or pod. Mix your sugar & egg yolk together, and pour your double cream into this egg mix, stirring constantly. Put this mix into ramekins and cook ‘au bain marie’ in 140 oven for 12/16 mins or until set. For your caramelized top to your brulée sprinkle sugar & simply blow torch until crispy golden. Your orange segments need to be heated in a hot pan with a sprinkle of sugar, to crisp the edges. Add your orange as decoration and serve ! Bon Appétit

A working smoke alarm can buy you and your family the valuable time you need to get out, stay out and call 999. Hertfordshire County Council’s Fire and Rescue Service is determined to prevent as many deaths as possible and is encouraging people to test their alarms. Roy Wilsher, Chief Fire Officer and Director of Community Protection said: “Fortunately deaths from house fires in Hertfordshire are rare.You’re four times more likely to survive a fire if you have a working smoke alarm.
Richard Thake, Cabinet Member for Community Safety and Planning, said: “Last year more than 200 people in England died in fires in the home. If you have an older relative who finds it hard to reach their smoke alarms, this is the perfect opportunity to take the time to visit and test them. “Everyone soon notices when a clock stops ticking, but you might not realise if your smoke alarm isn’t in working order. Whether the battery is flat, has been used for something else or the connection is loose, please take the time to test.”

FINES FOR FLY-TIPPERS Two fly-tippers have been fined hundreds of pounds after being prosecuted by St Albans City and District Council for offences relating to the dumping of waste. Both cases were considered by District Judge Pilling at St Albans Magistrates Court on Wednesday 2 November. A woman was ordered to pay a total of £972.12 after dumping a carpet and an old ironing board at Nashes Farm in Sandridge on 18 May 2016.This sum was made up of a £375 fine, a contribution to the Council’s costs of £559.12 and a victim surcharge of £38. The St Albans woman pleaded guilty to depositing controlled waste without an environmental permit.This is contrary to section 33(1) of the Environmental Protection Act 1990. In another case, a man pleaded guilty to failing to discharge a duty of care in carrying controlled waste, contrary to section 34(1) of the Environmental Protection Act 1990.

This followed the dumping of a dining table, an oven, garden furniture and other waste at Lye Lane, Bricket Wood on or about 2 February 2016. The man from Luton was ordered to pay a total sum of £891.50.This comprised a £265 fine, £300 in compensation to the Council for waste removal, a £300 contribution to the Council’s costs and a victim surcharge of £26.50. Cllr Chichester-Miles, Portfolio Holder for Environment at St Albans City and District Council, said: “Most people hate fly-tipping and the eyesore that this selfish act creates in our beautiful countryside. It cost the Council £41,620 to clear fly-tipped waste in the last financial year. These two cases show that we will take action against fly-tippers where there is evidence to do so. If you spot any fly-tipping report this crime.” If you see someone dumping waste, call the police on 999 if the crime is in progress and pass on as much information as possible. Make a note of the vehicle registration number and take photos if you can, but do not approach the fly-tippers or put yourself in danger. The non-emergency number is 101.

How to dispose of your Christmas tree
Christmas Food Waste
If you live in a house, your real Christmas tree can be put out for recycling. Put it to the side of your garden waste bin, on either your first or second collection after Christmas. The crews can’t collect large trees with trunk diameter of more than tw inches, as these will not compost easily.
Please use your kerbside caddy, so food waste can be turned into fertiliser rather than sent to the tip. Food waste is heavy and costs around £100 per tonne to send to landfill. Please recycle as much as possible. Food waste is collected every week. If you live in a flat, please empty your kitchen caddy into the shared food waste bin in your communal recycling area. Replacement compostable liners can be bought from local supermarkets or you can use paper bags.
After this time, or if you have a large tree, please take it to your local Household Waste and Recycling Centre. See page 78 to find your local Centre. Please remove all decorations first! If you live in a flat, please don’t leave your tree in the bin area. Please take it to your local Household Waste and Recycling Centre. Some garden centres will collect your tree for a small fee such as Ayletts – 01727 822255.
