UPGRADE PROPOSALS FOR HARPENDEN LEISURE AND CULTURAL FACILITIES REVIEWED The Council is looking at redeveloping Harpenden’s swimming pool site into one modern integrated leisure centre for wet and dry sport activities.
It is also proposing to redevelop the existing sports centre into a new arts and cultural hub with a display area for a museum dedicated to Harpenden. The aim is to create a modern leisure centre and an arts and cultural hub with enhanced facilities that meet customer expectations and are easier to maintain. On Tuesday 6 September, the Community, Environment and Leisure Scrutiny Committee was presented with an Initial Feasibility Study. It includes proposals for the swimming pool site to be redeveloped to provide for considerably more gym stations than at the existing sports centre. There are also plans for a café area and potential for a larger learner pool.

During the meeting, various points were raised by Committee members including the possibility of providing a larger swimming pool.
Officers made it clear that the facility mix within the new leisure facility was open for discussion. However, the Council’s sports and architectural consultants advised that any extension to the current swimming pool would be hard to achieve in engineering terms and very expensive. A possible change to the learner pool would be simpler and cheaper.

The proposals will now go to Cabinet on Thursday 22 September for further consideration. If Cabinet is satisfied with them, then full Council will be asked to agree the overall capital budget for the project.

A concept design will then be developed and put out for public consultation in October before planning applications are made.

Proposals for the new arts and cultural hub provide for more seats and general meeting rooms than at Harpenden Public Halls. A bar and refreshments area and Harpenden museum display area are also planned. The proposals form part of the Council’s ongoing strategy to upgrade its leisure facilities across the District. They follow the openings of the Westminster Lodge Leisure Centre and Cotlandswick Sports Centre and the re-building of Batchwood Golf and Sports Centre after a fire.

RUNNING IN HONOUR OF BIG BRO HERO Emily Walls from Harpenden will join hundreds of other runners at the Herts 10k start line on Sunday 9 October, inspired by her own unique experience of Rennie Grove’s care.
The nurses were there for them all, night or day, physically, mentally and emotionally. And Alex spent his last days, at home, with his closest friends and family, listening to memories, making future plans for his loved ones, arranging his final goodbyes. “After Alex died last year, on 28 September, I was inspired by the support, treatment and care that Rennie Grove made available to my hero and his sidekicks through the toughest and most testing times any human being can be put through. So I ran the Herts 10K in his memory, the day before we said our final goodbyes at his funeral. All the people I know and love, know full well how much I dislike walking and running! But I made a promise to take part every year and continue Alex’s amazing legacy.”
Emily explains: “I was 3 years old when I first met Alex and his little sister, Sophie. They lived next door and from the day we moved in, I would wait by the fence to see them. I may have been an only child, but in my eyes I had gained the coolest big brother and sister.

– SUNDAY 9 OCTOBER 2016 There are now less than a week or two to go until the start of this year’s Herts 10K in Harpenden. On 9th October 2016 up to 3,000 runners will set off from Rothamsted Research in aid of Rennie Grove Hospice Care.
All money raised by the Herts 10K goes towards Rennie Grove Hospice Care, a local charity supporting patients diagnosed with cancer and other life-limiting illnesses. The event is open to everyone 12+ whether they prefer to run or walk. Spectators line the scenic route, which is a mixture of cross-country and roadway, to cheer on the participants as they take part at the pace that suits them. Anyone 12 years or older can sign up; in the past the event has seen runners in their 80s taking part!

HARPENDEN COMMON WINS TENTH GREEN FLAG AWARD Harpenden Common has been named one of the best green spaces in Britain and awarded the prestigious Green Flag Award for the 10th year in a row. The Green Flag Award is a benchmark of excellence for recreational green areas that takes into account management standards, cleanliness, sustainability, accessibility and community involvement.
The Common is among a record-breaking 1,686 parks and green spaces across the UK that have been given the award this year. TIME TO CLEAN UP THOSE LITTER BINS St Albans City and District Council is to conduct a pilot scheme aimed at tackling full and overflowing litter bins and preventing them from becoming an eyesore.
The Committee heard that the Council’s contractors regularly empty litter bins according to a schedule based on location and usage. However, there has been a recent increase in the number of full and overflowing on-street litter bins.This is partly due to a rise in fly-tipped household and business waste placed in on-street litter bins and staffing issues atVeolia, one of the Council’s contractors. The Council will be running a pilot scheme to help people report on-street litter bins that need emptying more easily. When people report an overflowing litter bin, the Council arranges to have it emptied within 24 hours.The bins are identified using the name of the street or description of the location. The Committee has agreed that stickers explaining how to report full and overflowing on-street litter bins will now be placed on bins in designated trial areas. The stickers will include phone, text and email contact details to help people notify the Council about litter bins that need emptying.The bins within the trial areas will also be marked with their own serial number so that they can be easily identified. The pilot scheme will be run in October and November in selected areas of the District. Officers will monitor the effectiveness of providing contact details on litter bins and marking them with serial numbers before reporting back to the Committee early next year. NEW £82,000 PLAY AREA A new £82,000 children’s play area featuring a dozen attractions has been opened in St Albans.
Holyrood Crescent Play Area The state-of-the-art playground, at Holyrood Crescent in the Sopwell area, is aimed at a wide age group ranging from toddlers to early teens.
A further £10,000 came from CNC money allocated to Councillors Iain Grant, Eileen Harris and Janet Smith for spending on projects within their Sopwell ward. Councillor Alun Davies, Chair of the CNC, said: “This is a fantastic outdoor playground that is packed full of fun and inspiring equipment.
It includes traditional equipment with a jungle theme such as swings, a roundabout, slides, see-saws, a springy animal and climbing frames.
“It will encourage children to get some exercise in the fresh air and take part in imaginative play with their friends.
There are also more modern attractions including the snake-pit trampoline, walkie talkies and a safari track.
“I am sure it will also be a big hit with parents from the local area as they will be able to sit and have a chat while their children enjoy themselves in a very safe environment.”
For the older children, there is a junior zone linemarked for sport with a football goal and a basketball hoop.There is also a youth shelter located there. The playground was commissioned by St Albans City and District Council from Wickstead Playgrounds and replaces one which was more than 20 years old.

The quiz also gives an indication of how people are doing with behaviours such as moving, eating, drinking and smoking. The results show that only a quarter of residents who took the quiz are getting enough physical activity, with 74 per cent in the amber or red zone, which means they could significantly improve their health with some simple changes. Nearly one in five residents carry out very little physical activity at all, getting less than five minutes a day. The results for eating and drinking fared a little better but still most people were in the amber zone - this means they are having too little fruit and veg or eating too many unhealthy snacks each day. One in three people are drinking too much alcohol. Small changes today can have a huge impact on our health, and could prevent conditions like type 2 diabetes, cancer and heart disease, and can reduce our risk of suffering a stroke or living with dementia, disability and frailty in later life. The quiz is part of a Public Health England campaign to help people get healthier and happier. Hertfordshire County Council is encouraging residents across Hertfordshire to go online and take the quiz to find out how healthy they are and find out the simple changes they need to make to improve their health. TIME FOR A TRIM?
Hertfordshire residents and landowners have given the green light to trim vegetation that has overgrown onto roads and footpaths now that bird nesting season is over.
The main breeding season for nesting birds is between 1 March and 31 July, meaning that the hedges, trees and shrubs should not be disturbed during this critical stage in their life cycle. Hertfordshire County Council’s contractor, Ringway, has now started cutting back vegetation around road signs and to improve visibility at junctions and blind corners as part of our countywide spruce-up campaign. Householders and landowners are being reminded that they are responsible for cutting back vegetation that has overgrown from their property onto the public highway.

Terry Douris, Cabinet Member for Highways, said: “It’s really important that roadside vegetation is not a danger to road users and pedestrians. Also, our pavements and footpaths are vital routes around villages and towns and are used by many people in our community; parents with pushchairs, cyclists, horse riders as well as older people with impaired vision and mobility aids such as walking sticks and scooters. “That’s why we are calling on residents and landowners to please check their hedges alongside roads and footways and where necessary, cut back to ensure that Hertfordshire’s highways are clear for everyone to enjoy,” added Terry. Hertfordshire County Council has a legal duty to protect the rights of the public to use the highway, and this includes requiring residents to remove obstructing vegetation. The council may contact land owners where a problem has been identified and give notice to remove the obstruction or risk incurring a cost for its removal. Nationally, chimney fires account for over 5,000 a year and the consequences of a burning chimney can be catastrophic. Burning debris expelled from the top of the chimney can set other parts of the building alight or heat from the fire can radiate through to the rest of the building, setting the whole house afire.

Things You’ll Need.
Newspaper, Pumpkin, Felt-tip Pen or pencil, Sharp Knife, Tea Light. 1.
Select a fresh pumpkin in a shape that pleases you. Some people prefer their pumpkins low and round, while others like them tall and oval-shaped but it’s up to you.

Draw a circle or hexagon on the top of the pumpkin in preparation for making an opening large enough for your hand to reach through.
3.
Cut through the stem end of the pumpkin along your outline with a sharp knife. Use a back-and-forth slicing motion to cut through the thick, tough skin.

Transition St Albans now has two thermal imaging cameras that residents can borrow. One camera is based in Harpenden and was made possible with the help of Teresa Heritage, Herts County Councillor, who made a localities budget grant to allow Transition St Albans to buy the camera. Building on the popularity of the Harpenden camera during the winters of 2014/15 and 2015/16, in March 2016 Transition St Albans was successful in obtaining localities budget grants for a second camera from Herts County Councillors Geoff Churchard (Sandridge), Robert Prowse (St Albans East) and Sandy Walkington (St Albans South). This second camera will be based in various locations around the City and District of St Albans.

As many as 10 different hedgehogs may visit a garden over several nights, which could mean ‘your hedgehog’ is a number of different individuals visiting at different times.

Make a hedgehog a home
Leave areas of the garden ‘wild’, with piles of leaf litter and logs. These are an attractive nest as well as a home for the invertebrates (slugs, beetles) that hedgehogs like to eat. Making an artificial home can be as simple as placing a piece of board against a wall. Or buy a purpose built hedgehog house.
Feeding
Food and fresh water will encourage hedgehogs to return. Leave out foods like minced meat, tinned dog or cat food (not fish-based), crushed cat biscuits, or chopped boiled eggs. Specialist hedgehog food can also be bought from wild bird food suppliers. Never feed hedgehogs milk as it can cause diarrhoea; instead provide plain, fresh water in a shallow bowl.
Hedgehog-friendly gardening
Cover drains and holes and place bricks at the side of ponds to give hedgehogs an easy route out. Cover swimming pools overnight and when not in use. 96
Check for hedgehogs before using strimmers or mowers, particularly under hedges where animals may rest. Check compost heaps for nesting hogs before forking over.

Build bonfires as close to time of lighting as possible and check them thoroughly before lighting. Remove sports or fruit netting when not in use to prevent hedgehogs becoming entangled, and getting injured.
Slug pellets
These can poison hedgehogs and should only be used as a last resort. Try using beer traps or sprinkling ground up shells around the plants you need to protect. If you have to use pellets, place them under a slate which is inaccessible to hedgehogs.
Hedgehog hibernation
Hedgehogs usually hibernate between November and mid March and animals must have enough fat reserves to survive hibernation. Making hedgehog homes in the garden and providing food will help hedgehogs.

Well this year, I am going to continue to get outside and make sure my vegetable patch has a greater chance of thriving. There are vegetables which will survive the lowering temperatures and hopefully flourish as the days begin to get shorter. BROAD BEANS If the beans are in an exposed position and grow too tall (above a foot), they can wave around and split, so put in canes or sticks and string.Waste not want not- don’t forget, broad bean tops are as delicious as the bean itself - try them wilted with butter.

4. Tyres Check all tyres for condition, pressure and tread depth. The AA recommend at least 3mm of tread for winter motoring, so if the treads are getting low think about buying new tyres now. Windscreen wipers and washer fluid Blades will last for two years at the most. New blades clear the screen more effectively and so help reduce dazzle from the sun.
