Never leave your dog alone in a car on a warm day. If you see a dog in distress in a hot car, dial 999. Many people still believe that it’s ok to leave a dog in a car on a warm day if the windows are left open or they’re parked in the shade, but the truth is, it’s still a very dangerous situation for the dog. A car can become as hot as an oven very quickly, even when it doesn’t feel that warm.When it’s 22 degrees, in a car it can reach an unbearable 47 degrees within the hour. What to do if you see a dog in a car on a warm day: In an emergency, the RSPCA may not be able to attend quickly enough, and with no powers of entry, they’d need police assistance at such an incident. Don’t be afraid to dial 999, the police will inform the RSPCA if animal welfare assistance is required. Help a dog in a hot car: • Establish the animal’s health and condition. If they’re displaying any signs of heatstroke dial 999 immediately. • If the situation becomes critical for the dog and the police are too far away or unable to attend, many people’s instinct will be to break into the car to free the dog. If you decide to do this, please be aware that without proper justification, this could be classed as criminal damage and, potentially, you may need to defend your actions in court. • Make sure you tell the police what you intend to do and why. Take pictures or videos of the dog and the names and numbers of witnesses to the incident. The law states that you have a lawful excuse to commit damage if you believe that the owner of the property that you damage would consent to the damage if damage would consent 6
to the damage if they knew the circumstances (section 5(2)(a) Criminal Damage Act 1971). Classics on the Common This year’s event will be held on Wednesday 24th July 2019 from 11.30am – 8pm
Since 1994, for one day a year, Harpenden Common hosts what has become one of the biggest mid-week classic car shows in Britain. Whatever the weather, nothing stops most of the pre-registered owners of more than 1000 classic vehicles, motorcycles and scooters from driving to Harpenden from all over the UK to display their cherished vehicles. Up to 10,000 spectators spend hours admiring the mouth-watering collection. A classic vehicle should be at least 25 years old but visitors can usually spot one or two from around a century ago, such as a 1910 Triumph, a 1913 model T Ford and a 1916 Stanley steam engine car. Every decade following is well represented, too, from Rolls Royces and Maseratis to Austin A40s and Morris Minors. At heart, Classics on the Common remains a community event. Its charity fundraising is significant, too; over the show’s 26 year span more than £250,000 plus has been distributed to local, children’s, national and international charities. Classic vehicle owners make a donation to enter and, although there is no entry charge to the public, spectators have always responded generously when approached with collecting buckets. Local businesses support us too, by taking banner advertising. With reasonably good weather in 2018 and through the generosity of our exhibitors, advertisers, trade and industry support and our spectators, we had a fantastic result raising £37,000 for charity.
Our main charities for 2019 are: Luton, South Beds and Harpenden Samaritans, Alzheimer’s Society, Carers in Hertfordshire and Rotary Doctor Bank. The organisers, Rotary in Harpenden, thank all who supported the event last year and look forward to another record breaking show this year! 2019 PRIDE AWARDS WINNERS
A teenage boxing champion, a community pub and the organisers of a talking newspaper were among the nine winners of the St Albans Mayor’s Pride Awards 2019.They were presented with their trophies at a ceremony at St Michael’s Manor, Fishpool Street, by the 2018/19 Mayor, Councillor Rosemary Farmer.The annual awards celebrate the achievements of inspiring individuals, hard-working community groups and public-spirited businesses. This year’s winners were: Community Champion of the Year – Stuart New, an active member of the Royal Air Force Air Cadets and the Royal British Legion for over three decades. Cultural Innovation Award - Clare Suttie, organiser of the Polar Bear Plunge, a charity fund-raiser that sees people dive into a freezing pool on New Year’s Day. Young Person of Distinction - Anthony Agard. He changed his life for the better when he joined a boxing club at 13 and is now studying business at Oaklands College. Community Orientated Business of the Year – Hare & Hounds, St Albans. A pub that took a leading role in a number of charity projects. Environmental Champion of the Year – Incredible Edible Community Gardens. Foodsmiles have set up two gardens in central St Albans with the aim of teaching local people gardening skills and enhancing the City Centre. Voluntary Sector Award – Soroptimist International, St Albans and District.A local women’s group that has been serving the community since 1957. Inclusive Communities Award – Gordon Baisley, Victoria Playing Fields Football Club. He runs an inclusive youth football club. Community Project of the Year - ‘Box Cleva,’ St Albans ABC.They delivered socially inclusive boxing sessions for 7-15 year olds. Mayor’s Recognition Award – St Albans and District Talking Newspaper. A weekly audio programme sent out free of charge to those with limited sight. Nominations are now open for the Mayor’s Pride Awards 2020, held to celebrate extraordinary people and outstanding organisations that make a positive contribution to the local community. 50th ANNIVERSARY OF CONSERVATION AREA
A number of community groups have joined up to celebrate the 50th anniversary of the St Albans Conservation Area. St Albans Civic Society, Abbey Precincts Residents Association and Aboyne Residents Association have organised a host of events. These include an exhibition at St Albans Museum + Gallery which is already underway and runs until Sunday 21st July. There is also to be a public meeting at Dagnall Street Baptist Church on Saturday 6th July which will address the future of conservation. There will be questions and debate with a guest panel hosted by BBC Radio 4’s Any Answers presenter Julian Worricker. A Visual Arts Competition for Primary Schools is being held with winning entries going on public display at the Museum’s Assembly Room on Sunday 7th July. The City Guides will lead special Conservation 50 Walks during July.

ST ALBANS FOOD AND DRINK FESTIVAL VOTING OPENS
Voting for the St Albans Food and Drink Festival awards opens on Thursday 4th July. You can show your support for your favourite restaurant, pub, café or other dining venue as well as back nominees in a wide range of other categories. This year’s festival starts on Wednesday 25th September and runs until Monday 7th October. There will be dozens of events from food and wine tastings to a street “feastival” that is likely to attract more than 12,000 people to the City Centre. In 2018 there were double celebrations for winners Ye Olde Fighting Cocks which received the award for Best Pub. A special award was also given to landlord, Christo Tofalli, who was named Food & Drink Champion for Outstanding Achievement. Other winners included Charlie’s Coffee & Company, which took the accolade for Best Hot Beverage, a new award category this year. Lussmanns won the award for Best Restaurant for a Special Occasion and the title of Best Newcomer went to Heartwood Tea Rooms in Sandridge. The award winners were announced at a glittering ceremony at Sopwell House that marked the climax of St Albans Food and Drink Festival.

The St Albans District Community Safety Partnership (CSP) has made a commitment to the rural community that it will work with farmers and landowners to reduce crime. This is an umbrella group that includes representatives from the Council as well as Hertfordshire Constabulary and other organisations. Hare coursing, poaching, fly-tipping and other rural crimes can have a damaging effect on landowners and prevention will be a priority for the police in 2019/20. By developing closer relationships with the community, the CSP aims to use technology such as cameras and investigate innovative ways of preventing offending. The Police are encouraging victims of rural crime to report any crimes to them immediately. In addition, they advise farmers to join schemes like Rural Watch or Heritage Watch and to invest in security measures such as CCTV. SCARECROW FESTIVAL FRIDAY 9th AUGUST - SUNDAY 11th AUGUST Each year, residents from the village of Flamstead create fabulous scarecrows and display them in their front gardens and around the village for the public to view. Along with traditional scarecrows you will also see your favourite characters from TV and Film with other imaginative scarecrows. With a competition for the best scarecrow, the residents really go all out to win, so it well worth a visit.
This year the festival will again be run for the sole benefit of the St Leonard’s Church, which is under threat of closure if the roof is not repaired. The Ancient 13th century Grade 1 listed Church has stood at the heart of Flamstead village for almost 900 years and serves not only as a place of worship, but also as a valuable community hub for the village. Entry will be £4 per adult and £2 per child (Age 4 and over), and will include Free Parking in the festival Car Parks and a Festival Programme and voting form per family. Seven Special Olympics athletes from St Albans District won a total of 12 medals at the World Games. They took home nine gold’s as well as three silvers from the Abu Dhabi games in swimming, football, judo, basketball and equestrian events. To celebrate their success, they attended a reception at the St Albans Museum + Gallery. Special Olympics is a charity that provides sports training to children and adults with a learning disability.The St Albans branch has 150 members. The Special Olympics World Games, which is held every four years, attracted 7,500 athletes from 200 countries and was watched by 500,000 spectators.

CITY CENTRE CHANGES
Work is well underway on a £60 million project to transform a rundown area of St Albans City Centre with new housing and business space. The City’s former Police Station in Victoria Street and an NHS Clinic to its rear are both being demolished.
In its place, the Council and its contractor Morgan Sindall Construction are building two new stylish developments around an attractive public space.These will provide around 100 new homes, commercial space on the ground and first floors and more than 100 parking spaces. Morgan Sindall, the contractor, is a member of the Considerate Constructors Scheme and is pledged to minimise disruption to residents and businesses. Councillor Julian Daly, Portfolio Holder for Commercial and Development, said: “This is a multi-million redevelopment, the most ambitious the Council has undertaken. It has been years in the planning and now the public will begin to see major changes with the dilapidated old police station and health clinic. This is a very exciting development.There is no doubt it will greatly improve an area in the very heart of the City that has become rather rundown” In another Council development, work has also started on the creation of new leisure and sport centres in Harpenden in a £18.8 million project that is due to be completed by early 2021. The Wimbledon Championships date back to 1877 but did not take up residence at Church Road until 1922, where the ground now has a capacity of 35,000.

FLY-TIPPING PROSECUTIONS
Three people have already been prosecuted this year for flytipping offences by St Albans City and District Council. The City’s former Police Station in Victoria Street and an NHS Clinic to its rear are both being demolished.
One man was ordered to pay almost £700 in fines and costs for letting his hired van be used for the illegal dumping of rubbish in Hogg End Lane, a fly-tipping hotspot. Another man was ordered to pay more than £750 for fly-tipping in Waverley Road, St Albans, and the third offender was penalised £250 for dumping rubbish in the City Centre. In addition, a number of £400 Fixed Penalty Notices have been issued to offenders and warning letters sent to others. The Council is part of the Hertfordshire Fly-tipping Group that is seeking to combat the crime. BOOKSMART Review by Christian Bland.
The dynamic cinematography and use of slow motion also helps the film carry its relentless energy from start to finish. However, while the music helps drive the movie forward, the songs themselves could occasionally have been better selected. The humour is at times a little hit-or-miss, but thanks to its incredible pacing, it zips along and never gets dragged down by its less successful jokes. More importantly, it manages to prevent any of its cast feeling one-note or unnecessary, a trap so many coming of age films fall into. Almost all the characters were developed in a way that exceeded my expectations, which made the final act so satisfying.
A director’s first film is rarely as assured as Olivia Wilde’s stylish and smart new coming of age comedy, which manages to transcend the typical clichés of its genre while still being extremely entertaining on its own terms. Booksmart admittedly follows a conventional narrative arc; it’s about two high school students who realise they have focussed too much on academics, so try to pack the fun they missed into the night before their graduation. However, the writers put their own spin on this concept, making it stand out and, by setting the movie in a sort of ‘heightened reality’, give themselves much more room to manoeuvre when writing jokes and taking the story onto more original ground. It’s remarkable to consider that Booksmart is a directorial debut. Olivia Wilde clearly took inspiration from recent movies like Thoroughbreds and Ingrid Goes West in making this film, such as lighting the pool party scenes using underwater pool lights, which looked fantastic. 48
Highly enjoyable as it is, this film isn’t a total success. Being quite short and attempting to pack so many plot points into this runtime creates issues. Some of the most interesting plot developments on paper felt brushed over and the ending especially could have been more challenging. What makes Booksmart a great movie, however, is the star-making roles of Kaitlyn Delver and Beanie Feldstein. Both give excellent comedic performances with a terrific sense of timing. Their brilliant and unreserved turns made their awkward characters relatable and hilarious. While the supporting cast is certainly solid, especially Jason Sudeikis as a brilliantly easy-going school principal, it’s the engaging leads that makes the film such an entertaining watch. Booksmart is the first movie this year which felt to me as if the people behind the film had fun making it and this was reflected very clearly in the finished product. It makes for highly enjoyable, if not groundbreaking, viewing. It’s also one of the most easily relatable coming of age films in recent years, as well as one of the most complete.

St Michael’s Folk Evening Traffic will give way to music and dance on 4th July when St Michael’s Street will be closed from 8pm – 10pm to become the venue for up to 30 dance shows. Up to 11 dance groups, including pupils from St Michael’s School, perform in open-air shows, while there is live music in the two pubs and the churchyard. The St Michael’s pupils dance at the Lower School Maypole and music in the pubs normally goes on until closing time. HIGHLAND GATHERING Harpenden Lions Highland Gathering is a great day out with a ‘Scottish flavour’ offering five pipe and drum bands, highland dancing competitions and displays as well as solo piping. Plus traditional highland games heavy events including ‘weight over the bar’, ‘tossing the caber’ and ‘putting the stone’. There are plenty of amusements for children including a funfair, climbing wall, rugby and golf challenges, the popular Kids’ Circle for younger children, opportunities to make sand art pictures and to use a potters’ wheel, face painting and electric Go-karts. And there were lots of food and drink too with beer and cider stalls run by local pubs. Adults and children enjoy the charity and commercial stalls and the Crafters’ Marquee selling traditional and handmade items. The ‘Scot’s Corner’ sells Scottish fine food, clothing and crafts. Emergency Services Open Day in Harpenden The event is being organised by the St Albans and Harpenden Volunteer Police Cadets and Harpenden Fire Station. A host of other organisations will be present on the day including ambulance services and emergency responders, Neighbourhood Watch and officers from the local police Safer Neighbourhood Team and Road Policing Unit. Throughout the day, visitors of all ages can watch safety demonstrations, get advice on a range of topics and look inside emergency service vehicles. Teddy Bears’ Picnic This incredibly popular event, a Harpenden tradition, sees Lydekker Park come alive with teddy bears and their small owners. St Albans Clock Tower Built between 1403 & 1412, the Clock Tower is the only medieval town belfry in England. It was first & foremost a political statement; the townspeople used it to assert their freedom, power and wealth in the face of St Albans’ Abbey. The Tower’s bell, which has survived over 600 years of use, allowed the town to sound its own hours and, until 1863, the Curfew. It also gave the alarm in case of “fire or fray”. Its bell rang out the first Battle of St. Albans during the Wars of the Roses in 1455. Today you can climb to the top of the Tower & enjoy magnificent views of St Albans & the surrounding countryside. STAYING SAFE IN It is important to protect your and your children’s skin in the sun to avoid sunburn and heat exhaustion. Here is some useful advice from the NHS to help us all stay safe in the sun this summer. What sun protection factor (SPF) should I use? Use sunscreen with a sun protection factor (SPF) of at least 15. The higher the SPF, the better. Go for broad spectrum sunscreens, which protect against harmful UVA and UVB rays. Make sure the product is not past its expiry date; most sunscreens have a shelf life of two to three years. And don’t use little, it takes 9 teaspoons to cover an adult from head to toe… which is a lot more than most of us use. What is broad spectrum and the star-rating? Broad-spectrum products provide protection against the sun’s UVB and UVA rays. The sun protection factor, or SPF, is a measurement of the amount of UVB protection; the higher the number, the greater the protection. In the UK, UVA protection is measured with a star ratings; snscreens has from 0 to 5 stars. The higher the number of stars, the greater the protection. 72 72
How long can I stay in the sun? Don’t spend any longer in the sun than you would without sunscreen. Sunscreen should not be used as an excuse to stay out in the sun; instead, it offers protection when exposure is unavoidable. The summer sun is most damaging to your skin in the middle of the day so spend time in the shade between 11am and 3pm, under umbrellas, trees, canopies or indoors. Should I reapply sunscreen if I swim? Water washes off sunscreen and the cooling effect of the water can make you think you’re not getting burned. Water also reflects UV rays, increasing your exposure; even “waterproof” sunscreens should be reapplied after going in the water. Are children more at risk of sunburn? Young skin is delicate and very easily damaged by the sun. Use at least a factor 15 sunscreen and choose a broad-spectrum brand that has a four or five-star rating. Apply it to areas not protected by clothing, such as the face, ears, feet and backs of hands. Choose sunscreens that are formulated for children and babies’ skin, as these are less likely to irritate their skin.

food & Drink Spicy Carrot Soup Ingredients - Serves 2 3 large carrots sliced 3 stalks of celery chopped 2 onions chopped 1 to 2 vegetable stock cubes making up 700ml of stock 2 teaspoons of ground cumin 2 teaspoons of ground coriander frylight salt and pepper to season. some fresh coriander Method Spray a large saucepan with frylight and add the onions and celery until golden. Add the carrots and a couple of tablespoons of the stock, cook for a further 3-4 mins, add the cumin and coriander and stir to evenly coat. Add the remaining stock, bring to the boil and simmer for approx 1 1/2 hours until carrots are softened. Blend soup in a blend (or if you prefer, just blend half the soup, to retain some of the vegetables bite). Return to saucepan and season with salt and pepper. Serve topped with some fresh coriander.

Baked Herbed Salmon Serves: 4 Prep: 5 minutes
Method:
Cook: 20 minutes
Preheat oven to 350 degrees F.
Ingredients:
Apply cooking spray on one side of a sheet of aluminium foil large enough to fold over the entire salmon.
2lb Salmon 1 (teaspoon) dry sage leaves
Arrange salmon on the prepared side of the foil. Sprinkle with sage, thyme, paprika, and pepper.
1 (tablespoon) dried thyme
Fold foil over salmon to enclose.
1/2 (teaspoon) ground paprika 1/2 (teaspoon) ground cayenne pepper
Bake salmon 20 minutes in the preheated oven, or until easily flaked with a fork.

Serve with runner beans to complement the dish

Dessert Pecan Pie Total Time: 55 min Prep 10 min - Cook 45 min Serves 6 - 8 Ingredients: For the Pecan filling: 3 eggs 110g/4oz sugar 4 tablespoons golden syrup 2 tbsp rum 50g/2oz butter, melted a pinch of salt a few drops vanilla extract 175g/6oz pecan halves 1 un-baked deep-dish (9-inch) pastry case
Preparation Preheat oven to 350F degrees . Break the eggs in a large mixing bowl and beat well and then beat in the sugar.Add the remaining ingredients and mix well. Pour the mixture into the pastry case and bake for 10 minutes and then reduce the oven heat to 180C/350F/Gas 4 and bake for another 30 minutes or until the top of the pie is golden. Check if it s cooked through by inserting a skewer, it s done if it comes out clean. Turn out of the tin when slightly cooled and serve warm or cold with vanilla ice cream or a spoonful of crème fraiche. 79

The Council is committed to bringing homes that have been empty for a long time back into use. Empty properties are a wasted resource both for the community and the owner; they reduce the supply of housing and represent a loss of income for the owner.They are often an eyesore that can blight an area, can attract antisocial behaviour, cause concern to neighbours and the local community and affect the value of surrounding properties. SKIP HIRE DO’S & DON’TS! If your skip needs to be placed on the public highway (any road adopted or maintained by the council) you will need a valid permit from your local council. This is normally taken care of via the skip company, but it’s always worth checking. For obvious reasons certain materials, such as asbestos, cannot be disposed of in a standard skip. You will be liable for any illegal materials placed in your skip so you must check with the council what is and what’s not allowed. As a rough guide the following waste is normally acceptable:

With the nesting season over, autumn is the perfect time to clean out your bird boxes with an effective disinfectant, repair any damage and get them ready for next year’s bird families. Even boxes that haven’t supported a brood need a check over to ensure they are in good condition. Open them up, clear out any debris carefully and use a special cleaner/disinfectant for wildlife to clean into the cracks and crevices. This allows time for a range of garden birds to inspect their prospective home and can use it for roosting in the winter. CHANGES TO GARDEN WASTE SERVICE
We are offering a new garden waste collection service to allow each household to have up to three extra green bins or bags. The new service is aimed at people with large gardens who struggle to contain all their waste in the one bin.
The cost is ÂŁ50 a year for each bin or for two reusable bags. They will be collected fortnightly along with the existing green bin which will still be emptied as normal. To subscribe, you must register through your MyStAlbans account or set one up:

Motors Everyone who uses a vehicle on the road must keep it in a roadworthy condition; the MOT test checks that vehicles meet road safety and environmental standards. The first MOT test for a vehicle is required when it’s three years old (there are different rules if it’s used as a taxi.) The MOT looks at some important items on your car to see that they meet key legal requirements at the time of the test. Body or vehicle structure and general items Free from excessive corrosion or damage in specific areas. No sharp edges likely to cause injury. Towbars for security, condition, inappropriate repairs or modification. Correct operation of 13 pin electrical socket. Speedometer condition and operation. Engine mountings.
Brakes Condition including inappropriate repairs or modifications, operation and performance (efficiency test). Note the removal of the road wheels and trims are not part of the test. ABS or electronic stability control (ESC) where fitted. Check of the MIL for ABS, electronic stability control, electronic park brake and brake fluid warning.
Fuel system No leaks. Security and condition of pipes or hoses. Fuel cap fastens and seals securely. Note the fuel cap will need to be opened. Make sure the key is available.
Tyres and wheels Condition, security, tyre size and type and tread depth. Spare tyres are not inspected. Note: vehicles first used on or after 1 January 2012 - check of the MIL for tyre pressure monitoring.
Exhaust emissions Vehicle meets the requirements for exhaust emissions, dependent on the age and fuel type of the vehicle.
Registration plates Condition, security, colour, characters correctly formed and spaced.
Exhaust system Secure. Complete. Catalyst missing where one was fitted as standard. Without serious leaks and is not too noisy.
Lights Condition, operation including HID and LED headlamps for cleaning, self levelling and security. Headlamp aim. Main beam warning light.
Seat belts All the seat belts fitted are checked for type, condition, operation and security. All mandatory seat belts must be in place. Check of the malfunction indicator lamp (MIL) for air bags and seat belt pre tensioners. Seats Driver’s seat can be adjusted. All seats for security and seat backs can be secured in the upright position. Doors Latch securely in closed position. Front doors should open from inside and outside the vehicle. Rear doors should open from outside the vehicle. Hinges and catches for security and condition. Mirrors Minimum number required, condition and security. Load security Boot or tailgate can be secured in the closed position.
