LEISURE CENTRE USE UP 97% You might think investing £37 million in new leisure centres at a time of public sector cuts is a rather surprising decision for a Council to take. That is, until you realise that the facilities are now earning money, instead of making losses. Since 2011, Westminster Lodge and Batchwood Sports Centre in St Albans, and Cotlandswick Leisure Centre in London Colney, have all been redeveloped. In the old days, the Council paid operators £1.5 million a year to run the leisure centres. Now we get £500,000 a year in income from them, money that is used to finance the investment made.

Visits to the rebuilt Westminster Lodge topped one million last year, a 67% increase on visits to the old centre. It’s a similar good news story at Batchwood and Cotlandswick, where sports participation is flourishing. Overall, there is a rise in visits of 97%.The Council has now turned its attention to redeveloping leisure and cultural facilities in Harpenden. The £18.8 million project is due to be completed in 2020.There’s loads of fun and ¬fitness on offer at local sports centres.

ST ALBANS women are being invited to kick-start the New Year by signing up to Cancer Research UK’s Race for Life. Every day, 90 people are diagnosed with cancer in the East of England*. That’s why the charity is urging women of all shapes, sizes, ages and abilities to enter Race for Life 5k or 10k events at Verulamium Park, St Albans on Sunday 22 July. By signing up to Race for Life, women in St Albans will make a real difference in the fight against cancer. Money raised will help Cancer Research UK scientists find new ways to prevent, diagnose and treat the disease, helping save more lives. Courtney Culverhouse, Cancer Research UK’s Hertfordshire Event Manager, said: “January is the perfect time for women in St Albans to commit to getting a little more active in 2018 by signing up for Race for Life and taking on a new fitness challenge. “For those who need some extra encouragement to get moving, Race for Life offers the ultimate motivation. That’s because by taking part and raising money, participants will be helping to fund vital cancer research. It’s time to mark the New Year and make a resolution to remember. By joining like-minded ladies committed to the cause, local women can unite against a disease that affects us all in some way.” Courtney added: “Taking part in Race for Life is a hugely moving experience. It’s a special opportunity for people to come together to remember loved ones lost to cancer or celebrate the lives of those dear to them who have survived.” One in diagnosed lives, but surviving 6

ELECTORAL ROLL
An impressive 98.15% of households in the St Albans District responded to an annual campaign to update the electoral register. Just over 60,000 homes were sent a household enquiry form in July 2017 by St Albans City and District Council’s electoral services team. The form listed everyone who was currently registered to vote at each address and householders were asked to complete it even if no changes were required. From late September 17, a team of electoral canvassers then visited the 12,000 households who did not return the form, offering them help to do so. Now 98.15% of households – just over 59,000 - have responded and a revised Register of Electors in the District has been published. Only people who are on the register are entitled to vote at local and general elections as well as referendums. On Thursday 3 May 2018, the District will go to the polls for District Council elections with 20 of the 58 seats to be contested. People can still register to vote online or update their details if, for example, they have changed their address at www.gov.uk/register-to-vote.

HERTFORDSHIRE YEAR OF PHYSICAL ACTIVITY 2018 One in five adults in Hertfordshire currently does less than thirty minutes of activity a week, which means they are missing out on a wide range of physical, mental and social benefits. In response to this, Hertfordshire Sports Partnership (HSP), Hertfordshire County Council (HCC) and the ten Hertfordshire Districts and Boroughs have teamed up to launch Hertfordshire’s first Year of Physical Activity in 2018. The Year of Physical Activity, which aims to make Hertfordshire the most active county, was launched at the ‘Fit for the Future’ conference hosted by HSP at the Fielder Centre, University of Hertfordshire on Thursday 23 November.
Hertfordshire County Council’s Cabinet Member for Public Health, Richard Roberts, said: “Regular activity can significantly improve our health, for example reducing the risk of heart disease, diabetes, cancer and depression. “It is also a great way to meet new people, improve your social life, put you in a good mood and help you sleep better. “We know it can be a daunting prospect to take up physical activity when you’re not very active but our Year of Physical Activity will help throw a spotlight on some of the fantastic opportunities available across the county so we’d really urge everyone to take part.” Continued on page 12

NEW SCHEME LAUNCHED TO HELP HERTFORDSHIRE RESIDENTS STAY WARM IN THEIR HOMES A new scheme that provides free or discounted household improvements to help people stay warm in their homes has been launched by Hertfordshire County Council in partnership with all 10 district and borough councils. In Hertfordshire, over 32,000 households are estimated to live in fuel poverty meaning they do not have enough money to adequately heat their home.[1] Colder temperatures can lead to excess winter deaths. Between August 2013 and July 2016, there were 1795 excess winter deaths in Hertfordshire.[2] The Hertfordshire Warmer Homes scheme aims to make homes easier and cheaper to heat by offering free or discounted energy efficiency measures, such as insulation and heating repair, or fuel switching advice to low-income and vulnerable households.
The World Health Organisation recommends that homes should be heated to 21°C (70°F) during the day and 18°C (64°F) at night.This is especially important for those with a young family, the over 75s or those with a long-term health condition, such as respiratory or cardiovascular disease.
Hertfordshire County Council’s Cabinet Member for Public Health, Richard Roberts, said:“Living in a cold home can seriously affect our health. But for many people, concerns about the cost of heating a home can cause a lot of stress.
The Hertfordshire Warmer Homes scheme will be delivered by the National Energy Foundation, using funding from the national Energy Company Obligation (ECO) and some local authority contributions. It will run to 31 October 2018.

THE HARPENDEN HOPPER - USE IT OR LOSE IT! Seven months into our pilot project and we have recruited and trained 17 volunteer drivers, 2 new trustees, a mechanical wiz and many friends – and I am pleased to say that we intend to keep going – BUT we need your help.
The concept of community transport is always welcomed but getting passengers to make it sustainable is always difficult, especially in a town like Harpenden where cars dominate. The project’s initial objective was to alleviate loneliness and provide cheap transport – we hoped that passengers would form their own community when travelling – this is happening to some extent but user numbers are still low – so we are having a rethink. We will review our route and are currently looking at a service that will includeTownsend Lane and Alders End, Southdown and Eastmoor Park, thanks to feedback from residents. But we need to hear more residents’ views, below is where we can be contacted. Please remember that the service is for everyone – some of our most excited passengers are under 5! Another idea is to run day trips and this Christmas we will hopefully be offering a trip to a Garden Nursery – this could be a really exciting development. Going forward we are looking for more passengers, drivers, nondriver support especially around fund raising and marketing and sponsorship. HERTFORDSHIRE COUNTY COUNCIL CALLS ON RESIDENTS TO HELP REDUCE LONELINESS Hertfordshire County Council is calling on residents to catch-up with older and vulnerable neighbours this winter after a recent survey revealed that one in four people never speak to their neighbours. As part of our campaign to reduce loneliness in Hertfordshire and to highlight its effect on the health and wellbeing of people, we asked residents in a snap twitter poll how often they have conversations with their neighbours. While over half of those who responded spoke to their neighbours every day or at least once a week, almost half of those who responded never had a conversation or only spoke once a month. The survey results showed: • 14 per cent speak to their neighbours every day • 43 per cent speak to their neighbours once a week • 16 per cent speak to their neighbours once a month • 27 per cent never speak to their neighbours The Campaign to End Loneliness has released a study that shows one million older people in the UK suffer chronic loneliness. Loneliness can be felt by people of all ages, although older people and those with physical and learning disabilities are particularly vulnerable.
People can feel particularly lonely at this festive time of year, so why not pop in and say hello to your neighbours, invite them in for a cuppa, or find out if there are any jobs or tasks that you could help out with. One small gesture could make a real difference to somebody.” The impact of social isolation can be significant; research suggests being lonely can be as bad for your health as smoking 15 cigarettes a day and can be far worse than obesity and physical inactivity. So, getting to know and spending time with your neighbours has a positive effect on your health and wellbeing.

Organisers of the award-winning show – which raises money for Sir John Lawes, Manland and other schools in the town – have picked Saturday 7 July, 2018 as the date to save in your diary. Festival on the Field has proved a big hit on the three previous occasions – 2012, 2014 and 2016 – it has been staged, attracting an audience of well over 2,000 people each time to enjoy a musical extravaganza starring various tribute acts. The sounds of acts like Queen, Madness and Take That, plus other attractions that include a children’s funfair, have helped the festivals raise a combined total of around £60,000 so far. Mark Hill, a member of the festival organising committee, said: “The success of Festival on the Field 2016, just like the previous shows, was a result of the huge effort and support given by parents and staff from the two school associations. It couldn’t have happened without this support or the sponsorship we received from local businesses. And now we’re doing it all over again in 2018! Did you know that 37% of people aged 55+ own a tablet? This is an increase from only 1% in 2011. Computer Friendly is responding to this by putting tablets at the heart of its starter courses. Local charity Computer Friendly, who have been helping adults in the district get onto the Internet since 2002, has seen evidence of this trend firsthand. John Talbot, Computer Friendly chairman said “More of our students want Apple iPad and Android tablet courses now and we less demand for traditional computer courses.” Tablets are less daunting to those new to computing.They can be more intuitive to use and many find that the touchscreen is easier to use than a mouse/keyboard. Why is being online so important? There are huge social and health benefits to being online. Many can’t get out and about, yet we know this social interaction is vital for our well-being. Tablets give us the ability to easily keep in touch with our families irrespective of where we are. 40

St Albans Clock Tower Built between 1403 & 1412, the Clock Tower is the only medieval town belfry in England. It was first & foremost a political statement; the townspeople used it to assert their freedom, power and wealth in the face of St Albans’ Abbey. The Tower’s bell, which has survived over 600 years of use, allowed the town to sound its own hours and, until 1863, the Curfew. It also gave the alarm in case of “fire or fray”. Its bell rang out the first Battle of St. Albans during the Wars of the Roses in 1455. Today you can climb to the top of the Tower & enjoy magnificent views of St Albans & the surrounding countryside. Disabled access is difficult as there is a restricted entrance and 93 narrow steps to the top. Open Saturday and Sunday only (and selected Bank Holidays), Easter to end of September 10:30am - 5pm.

LOOK AFTER YOURSELF THIS WINTER In the UK, around 25,000 more people die over the course of each winter compared to other times of the year. That’s why Hertfordshire County Council is urging people to take practical steps to help them stay well this winter. There are a range of conditions worsened by the cold weather - including respiratory conditions like severe asthma and COPD; circulatory illnesses such as heart disease and stroke; kidney disease; diabetes and dementia. Those who are older, pregnant, carers and very young children are also more at risk in winter. The Stay Well This Winter campaign encourages people most at risk from cold weather to take some simple precautions to help them prepare for the lower temperatures. Local pharmacists can offer free, qualified health advice at any time, and no appointment is necessary. From coughs and colds to aches and pains, they can give expert help on everyday illnesses and answer questions about prescribed and over the counter medicines. Hertfordshire County Council’s Cabinet Member for Public Health, Localism and Libraries, Teresa Heritage, said: “With winter on the way, there are important things we can all do to keep ourselves healthy during the winter months. “If you qualify for the free flu jab, get it now before it’s too late – it’s the best way to protect yourself. “Cold and damp homes can contribute to poor health so make sure you heat your home to at least 18°C (65°F) and keep windows closed at night. Help to make sure your home is energy efficient is available by calling 0300 123 4044. “If you do start to feel ill, seek immediate advice from a pharmacist before your condition gets more serious.” 70

DON’T HAVE A RUBBISH CHRISTMAS! How to dispose of your Christmas tree
Christmas Food Waste
If you live in a house, your real Christmas tree can be put out for recycling. Put it to the side of your garden waste bin, on either your first or second collection after Christmas. The crews can’t collect large trees with trunk diameter of more than tw inches, as these will not compost easily.
Please use your kerbside caddy, so food waste can be turned into fertiliser rather than sent to the tip. Food waste is heavy and costs around £100 per tonne to send to landfill. Please recycle as much as possible. Food waste is collected every week. If you live in a flat, please empty your kitchen caddy into the shared food waste bin in your communal recycling area. Replacement compostable liners can be bought from local supermarkets or you can use paper bags.
After this time, or if you have a large tree, please take it to your local Household Waste and Recycling Centre. See page 78 to find your local Centre. Please remove all decorations first! If you live in a flat, please don’t leave your tree in the bin area. Please take it to your local Household Waste and Recycling Centre. Some garden centres will collect your tree for a small fee such as Ayletts – 01727 822255.
