FRIENDS OF COSNE ARE 40!

Who, you might ask, are the Friends of Cosne? Well, if you live in Harpenden and its surrounds, it’s you!! That’s because Harpenden is twinned with Cosne–Cours–sur–Loire, in France, as well as with Alzey, in Germany. Hence the naming of roads in the Town - Cosne Mews and Alzey Gardens. Both Towns have “Friends of” groups here in Harpenden and an equivalent group in France and Germany. Anyone who is interested in town twinning can join these “Friends of” groups.

The Friends of Cosne started in 1982, when the Mayors of Harpenden and Cosne signed the Twinning Charter. So, this year is our 40th anniversary! Quite an achievement! The Friends of Cosne is a social group bringing together all those interested in the French link and organises visits to Cosne, and hospitality for the visitors from Cosne when they come to visit Harpenden. In spite of Covid-19, several social activities have been possible over the last two years, some via Zoom, such as quizzes and carol singing. Before these tricky times, the Friends of Cosne activities were much wider, including wine tasting evenings (Cosne is in the Sancerre wine region of France) and Bastille Day celebrations! It is hoped to return to those less restrictive days very soon and we would love to welcome some new faces to join in the fun and entertainment. A summer barbecue is already in the planning and a visit to Cosne later in the year is also in the early stages of organisation. There are opportunities for those who speak French to join our bi-weekly chat on Zoom with some of the Cosnois Friends of Harpenden. However, there is no need to speak French to join the Friends of Cosne group. HELLO TO HARPENDEN’S NEW TOWN MAYOR

Lisa is a Trustee of PARC, a local charity that successfully delivered the new Rothamsted Play Area and is currently fundraising to redevelop the Rothamsted Skate Park. Her involvement in the community project led to her standing and subsequent election as a Harpenden West Ward Councillor in 2019. Lisa works as a Chiropractor at Body Mechanix in Harpenden. In her spare time, Lisa will often be seen out walking with her family and their girls’ ponies, in the gym, or enjoying a coffee. Lisa is very much looking forward to serving for the first time as Town Mayor after serving as Deputy Mayor in 2021-22. She says ‘It is a great honour to serve as Town Mayor and I am very much looking forward to the year ahead.

Cllr Lisa Scriven is the new Town Mayor for 2022-23. Lisa was born in Belfast and spent her childhood in Durban, South Africa. On return to England 20 years ago she studied at the Anglo-European College of Chiropractic in Bournemouth. She spent time practicing in the West Midlands and thereafter the Cotswolds where she met her husband, Ed. In 2013, after some years living and working in London, they settled in Harpenden. They have two daughters at Crabtree School.

The Council is working hard to deliver a number of exciting projects this year and we are thrilled to see the return of a busy events programme. I will also be holding a number of fundraisers in support of my appointed charities - see page opposite for information on these wonderful charities - your support will be hugely appreciated. There is something for everyone and I look forward to welcoming you to them. Cllr John Drake is the new Deputy Mayor for 2022-23. John was born in Leeds and read Economics at Lancaster University where he spent an additional year as Treasurer of the Student Union before training as a Chartered Accountant. His career was mainly in equipment financing and John spent 21 years as a Finance Director in that sector. He retired in 2019. John has lived in Harpenden for 23 years. He was elected to the Town Council in 2019, is currently Chair of the Corporate Policy & Finance Committee and represents the Council on the Friends of Cosne group, Harpenden’s French Twin Town. His other activities include volunteering at a local charity shop, regular walking and supporting England and Yorkshire Cricket. John is serving for the first time as Deputy Mayor. He says ‘I am delighted to have been asked to be Deputy Mayor of our lovely Town and look forward to working on the recovery from the pandemic and realising the value of the new outstanding facilities the Town Council has been able to invest in.

Classics on the Common This year’s event will be held on Wednesday 27th July 2022 from 10.30am - 8pm

Since 1994, for one day a year, Harpenden Common hosts what has become one of the biggest midweek classic car shows in Britain. Whatever the weather, nothing stops most of the pre-registered owners of more than 1000 classic vehicles, motorcycles and scooters from driving to Harpenden from all over the UK to display their cherished vehicles. Up to 10,000 spectators spend hours admiring the mouth-watering collection. A classic vehicle should be at least 25 years old but visitors can usually spot one or two from around a century ago, such as a 1910 Triumph, a 1913 model T Ford and a 1916 Stanley steam engine car. Every decade following is well represented, too, from Rolls Royces and Maseratis to Austin A40s and Morris Minors. At heart, Classics on the Common remains a community event. Its charity fundraising is significant, too: over the show’s 27-year life nearly £300,000 has been distributed to local, children’s, national and international charities. Classic vehicle owners make a donation to enter and, although there is no entry charge to the public, spectators have always responded generously when approached with collecting buckets. We encourage local businesses linked to the motoring market by having stalls where they can sell their products, taking banner advertising and in recent years local motoring companies have been able to take space to diplay their newest models. In 2020 we had a enforced holiday through Covid but we came back with a bang in 2021. Despite being in September the weather was amazing and thanks to the huge generosity of our spectators and sponsors, we raised an over £33,000 for our charities and other good causes.This enabled Rotary in Harpenden to donate sizeable sums to Harpenden Trust, Hope and Homes for Children and Harpenden Spotlight on Africa.

The Ukrainian flags Harpenden Town Council raised back in March are still flying high in Harpenden and as Ukrainian families are starting to arrive, the Town Council is working in partnership with local organisations to make sure that the support available is both accessible and efficient. HARPENDEN Town Council’s key partnerships include The Harpenden Trust, Harpenden Money Advice Centre, Local Churches, The Salvation Army, and the James Marshall Foundation who all offer invaluable support to those in need and are either already supporting families from Ukraine or are keen to do so as soon as possible. Harpenden Town Council’s role is to ensure that we maximise the support on offer, avoid duplication where possible, and identify and resolve any issues or gaps.They have produced an information guide which is available on their website, as a printed document and can be emailed. The guide has been produced to assist UK hosts and Ukrainian guests with sign posts to available help in Harpenden. Acquisition of Home County Sales and Lettings by Ashtons Harpenden based Home County Sales & Lettings (HCSL) has just been acquired by Hertfordshire based estate agency Ashtons, the company’s third acquisition in just fifteen months.

This deal sees HCSL join the Ashtons Group, currently operating with 120 staff in six commuter locations outside of the M25, within the A41-M1-A1 corridor. 19th, 20th AND 21st OF AUGUST

The Flamstead Scarecrow Festival has been running in the village of Flamstead since 2002. Originally the Flamstead Scarecrow Festival’s founder Peter Milson, from Lincolnshire, introduced the idea to the village in 2002 as a fundraiser for two charities. It has had the backing of the village and its residents ever since, with amazing Scarecrows being created each year for the public to view.

In 2018, Paul and Sally stepped down after many years of hard work and Clare took over the reins with a reinvigorated committee who were eager to take the festival forward. In 2018, in addition to providing a fantastic day out for those attending the festival, the festival was run for the sole benefit of St Leonard’s Church. The £23,000 raised from the festival was donated towards saving the historic church at the centre of village life.This church is in threat of closure if the roof is not repaired. In 2019 the Festival was cancelled due to tragic events which took place in the village shortly before the event was due to take place.

Each year, residents from the village of Flamstead create fabulous scarecrows and display them in their front gardens or around the village. There is a competition to see who can make the best scarecrow. Those attending the festival purchase voting forms and vote for their favourite scarecrows. The festival is run for Charity, as a fundraiser by volunteers and relies on the goodwill of those attending to help make the festival a success. For the past fifteen years, the festival was expertly run by Paul Mcmahon, Sally Wagon and their team on the Scarecrow Committee. The two charities which benefitted from the Scarecrow Festival were Friends of St Leonard’s Church and Herts Multiple Sclerosis Therapy Centre. 16

In 2020 and 2021, the event was cancelled due to the Coronavirus Pandemic. The Flamstead Scarecrow Festival is back for 2022 and will be held on the 19th, 20th and 21st of August.We look forward to welcoming you back!

VISITS TO LEISURE CENTRES SOAR

Visits to major leisure centres in St Albans District have soared by more than 60% in just one year, it has been revealed. St Albans City and District Council owns four centres – Westminster Lodge and Batchwood, both in St Albans, Cotlandswick, in London Colney, and one in Harpenden that was recently rebuilt. In the three months from April last year, when centres reopened following a COVID-19 lockdown, there were a combined 289,110 visits to the centres. There have since been significant rises in each following quarter with 481,608 visits in the first three months of this year.That represents a 67% increase during the 12 months involved. The figures were presented to a meeting of the Council’s Public Realm Committee on Thursday 16 June. After the meeting, Councillor Helen Campbell – the Committee’s Chair – said: It is very heartening to see such substantial increases and I hope the trend will continue for some time yet. We have four outstanding leisure centres with first-rate facilities for numerous sports and activities including swimming, badminton, gym work-outs, tennis and walking football. They also provide opportunities for a variety of classes and group activities such as dance, yoga and spinning. Maintaining physical health and mental wellbeing is vitally important to us all and it is wonderful to see our residents of all ages, right across our community, making more and more use of the centres and the range of activities on offer. Harpenden Leisure Centre was rebuilt as part of a £20 million development that also included the creation of a new culture hub, the Eric Morecambe Centre. More than 3,600 visits were made in its first week in April last year. It includes a 25-metre-long swimming pool, a learner pool, a state-ofthe-art gym, sports hall and two exercise studios. Cllr Campbell added:“The committee was really impressed with how well the centre has become established in its first year. I am sure it will go from strength to strength in the coming years like our other centres.” Leisure contractor 1Life manages Harpenden, Batchwood and Cotlandswick on the Council’s behalf while Everyone Active runs Westminster Lodge.

COUNCIL READY TO SHARE SERVICES WITH NEIGHBOURING AUTHORITIES St Albans City and District Council (SADC) is preparing to share some services with neighbouring local authorities to improve efficiency and the quality of services for local residents and businesses. Members of the Council’s Policy Committee recommended the initiative at its meeting on Thursday 23 June. SADC’s Planning Enforcement, Building Control and Legal Services will be shared with Watford Borough Council. The Internal Audit service will be shared with Broxbourne Borough Council, Epping Forest District Council and Harlow District Council. Among the aims is a transformation of services to ensure they follow best practices, are more cost-effective and consistent to enhance quality. The services will also be more resilient because of greater capacity and increasing depth of staff while there will be better opportunities for staff development. There will also be scope to make some financial savings although this has not been the primary driver of the move. Councillor Chris White, SADC Leader and Policy Committee Chair, said after the meeting: This is the culmination of a lot of work that has gone on behind the scenes with neighbouring Councils about how we can join together to improve the services we offer our residents and businesses. The use of shared services is common amongst other District Councils as the greater scale provides stronger and more flexible services that can adapt to future challenges. As well as the non-financial benefits, a more collaborative way of working will realise financial benefits, too. This is an important consideration at a time when our Budget is under increasing pressure from rising inflation and the continuing impact on our finances of the pandemic. It is a demonstration of our commitment to give our residents value for money. The Committee’s recommendations will go before a meeting of SADC’s Full Council in July for approval. Planning Enforcement and Building Control shared services should start from Thursday 1 September, Internal Audit from 1 October or earlier and Legal from 1 January next year. SADC will be the lead authority for Legal Services and Watford BC will be the lead for Planning Enforcement and Building Control. 26

JOIN A COURSE RUN BY HARPENDEN LEARNING FOR LEISURE (HLFL)

If you are interested in the world, keen to keep your brain active and want to participate in an activity with like minded people then an HLfL course may just be what you are looking for. HLfL is a not-for-profit organisation run by local people. It runs courses on a wide range of topics, each led by an experienced professional. Each course comprises 10 weekly daytime sessions, each session lasting 1 ½ or 2 hours. No qualifications are required to attend. There is no homework and no exams. Fees are payable, but are set at a level to only cover costs. Our participants find courses an affordable, friendly, informal and enjoyable experience, with many returning every year. New topics this autumn include Garden History; looking at the first gardens to the great designers, including their works in Hertfordshire. Our new Aviation History course is a wide ranging study of the history of flight, aircraft and of course the role of the De Havilland Company. If you have ever wondered about the ancient Freedom of the City and just who is entitled to drive their sheep over London Bridge, join the group to explore the fascinating History of the City of London. Returning this autumn, we will have illustrated courses on both Modern and Renaissance Art and you could spend a very enjoyable Tuesday morning exploring the majesty of Haydn’s music.The ever popular Virginia Briscoe returns with her lively Current Affairs class, as does Michael King who will be using London in Literature as his theme to explore a wide range of genres. Courses run in the Autumn and Spring terms from The Harpenden Trust Centre in Southdown, and the Function Room of the Plough and Harrow, just across the road. Care is taken to ensure the rooms are sufficiently spacious for the number of attendees and well ventilated. The Function Room at the Plough and Harrow has its own entrance. Ample parking is available at the CO-OP nearby. There is usually a break for schools’ half term. In the event of a return to ‘lockdown’ most courses move on to Zoom, but participants are offered a refund if this is not possible. Never leave your dog alone in a car on a warm day. If you see a dog in distress in a hot car, dial 999. Many people still believe that it’s ok to leave a dog in a car on a warm day if the windows are left open or they’re parked in the shade, but the truth is, it’s still a very dangerous situation for the dog. A car can become as hot as an oven very quickly, even when it doesn’t feel that warm.When it’s 22 degrees, in a car it can reach an unbearable 47 degrees within the hour. What to do if you see a dog in a car on a warm day: In an emergency, the RSPCA may not be able to attend quickly enough, and with no powers of entry, they’d need police assistance at such an incident. Don’t be afraid to dial 999, the police will inform the RSPCA if animal welfare assistance is required. Help a dog in a hot car: • Establish the animal’s health and condition. If they’re displaying any signs of heatstroke dial 999 immediately. • If the situation becomes critical for the dog and the police are too far away or unable to attend, many people’s instinct will be to break into the car to free the dog. If you decide to do this, please be aware that without proper justification, this could be classed as criminal damage and, potentially, you may need to defend your actions in court. • Make sure you tell the police what you intend to do and why. Take pictures or videos of the dog and the names and numbers of witnesses to the incident. The law states that you have a lawful excuse to commit damage if you believe that the owner of the property that you damage would consent to the damage if damage would consent 32

to the damage if they knew the circumstances (section 5(2)(a) Criminal Damage Act 1971). The 2022 Harpenden Lions Club Highland Gathering on Sunday 10 July again promises a day of family entertainment with (for the first time) performances from the Irish folk band Missing the Ferry and from local jazz and blues group Hoofie and the Bad Habits. The popular Wight Hot Pipes will also play and Rock Choir, Dance Studio, falconry, ferret racing, archery, scouts cannon races and children’s races will all make a welcome return. The Scottish theme will include Marching Pipe Bands, Highland Dancing Displays and Highland Games Heavy Events including tossing the caber and haggis hurling. Come and join the fun! This year’s charities are Emmaus Hertfordshire (supporting the homeless), the Motor Neurone Disease Association and Harpenden Lions Charities, which include their Life Skills Programme (supporting PSHE teaching in local schools). The Ghost Tour & Bat Walk is back! On Thursday 18th August there will be a unique opportunity to tour Knebworth House at night and hear the tales of the incidents we can’t explain. WALKING FOOTBALL FOR ENTHUSIASTIC SILVERS

An intrepid group of Harpenden residents aged 55 plus has been meeting on a regular basis to enjoy the benefits of each other’s company and participate in the (increasingly) popular pastime of walking football. Football has been enjoyed by many generations over the years by people from all cross sections of society, and Harpenden has been blessed with not only the success and endeavours of Harpenden Town but also teams catering for adult and youth members of Harpenden. Rothie Rangers is now adding to the choice available to members of the Harpenden Community who wish to take advantage of the increasing popularity of walking football. Rothie Rangers has been in existence for two to three years and the established group of players is looking to increase the current tally of members. As such the present incumbents are looking to encourage more participants who could and can grace the Stade de Rothamsted. Whilst Rothie Rangers primarily caters for the over 55’s, there is always room for younger likeminded individuals who would like to hone their skills in this popular activity and enhance their physical and mental wellbeing at the same time. Studies have shown that activities like walking football enhance individual’s sense of purpose, wellbeing, belonging and feeling of being involved. Additionally, psychological and mental benefits cannot be underestimated as engaging in activities such as walking football many participants have experienced high levels of personal reward and satisfaction with reduced levels of stress while playing. Given the popularity of football in general, Rothie Rangers welcomes interest from male and female enthusiasts – irrespective of ability - as the overall aim is to enjoy the opportunity to play the game in as friendly yet competitive manner as our abilities allow. Presently the youngest player is 56 and the eldest 83, however, our eldest stalwart is an ex-Town and Harpenden Rovers legend who very often ensures that age and experience combined with ability outshines the “youngsters” enthusiasm. As a group Rothie Rangers meets every Friday (weather permitting) from 11.30am until 12.30pm playing on the 5 a side facility in Rothamsted Park, with changing facilities available in the Sports Centre. In terms of kit, this is left to the individual, albeit a long sleeved top and tracksuit bottoms are advised when the weather is cold and overcast – additionally Astro style or moulded studded footwear is recommended. STAYING SAFE IN It is important to protect your and your children’s skin in the sun to avoid sunburn and heat exhaustion. Here is some useful advice from the NHS to help us all stay safe in the sun this summer. What sun protection factor (SPF) should I use? Use sunscreen with a sun protection factor (SPF) of at least 15. The higher the SPF, the better. Go for broad spectrum sunscreens, which protect against harmful UVA and UVB rays. Make sure the product is not past its expiry date; most sunscreens have a shelf life of two to three years. And don’t use little, it takes 9 teaspoons to cover an adult from head to toe… which is a lot more than most of us use. What is broad spectrum and the star-rating? Broad-spectrum products provide protection against the sun’s UVB and UVA rays. The sun protection factor, or SPF, is a measurement of the amount of UVB protection; the higher the number, the greater the protection. In the UK, UVA protection is measured with a star ratings; snscreens has from 0 to 5 stars. The higher the number of stars, the greater the protection. 54

How long can I stay in the sun? Don’t spend any longer in the sun than you would without sunscreen. Sunscreen should not be used as an excuse to stay out in the sun; instead, it offers protection when exposure is unavoidable. The summer sun is most damaging to your skin in the middle of the day so spend time in the shade between 11am and 3pm, under umbrellas, trees, canopies or indoors. Should I reapply sunscreen if I swim? Water washes off sunscreen and the cooling effect of the water can make you think you’re not getting burned. Water also reflects UV rays, increasing your exposure; even “waterproof” sunscreens should be reapplied after going in the water. Are children more at risk of sunburn? Young skin is delicate and very easily damaged by the sun. Use at least a factor 15 sunscreen and choose a broad-spectrum brand that has a four or five-star rating. Apply it to areas not protected by clothing, such as the face, ears, feet and backs of hands. Choose sunscreens that are formulated for children and babies’ skin, as these are less likely to irritate their skin.

food & Drink Spicy Carrot Soup Ingredients - Serves 2 3 large carrots sliced 3 stalks of celery chopped 2 onions chopped 1 to 2 vegetable stock cubes making up 700ml of stock 2 teaspoons of ground cumin 2 teaspoons of ground coriander frylight salt and pepper to season. some fresh coriander Method Spray a large saucepan with frylight and add the onions and celery until golden. Add the carrots and a couple of tablespoons of the stock, cook for a further 3-4 mins, add the cumin and coriander and stir to evenly coat. Add the remaining stock, bring to the boil and simmer for approx 1 1/2 hours until carrots are softened. Blend soup in a blend (or if you prefer, just blend half the soup, to retain some of the vegetables bite). Return to saucepan and season with salt and pepper. Serve topped with some fresh coriander.

Baked Herbed Salmon Serves: 4 Prep: 5 minutes

Method:

Cook: 20 minutes

Preheat oven to 350 degrees F.

Ingredients:

Apply cooking spray on one side of a sheet of aluminium foil large enough to fold over the entire salmon.

2lb Salmon 1 (teaspoon) dry sage leaves

Arrange salmon on the prepared side of the foil. Sprinkle with sage, thyme, paprika, and pepper.

1 (tablespoon) dried thyme

Fold foil over salmon to enclose.

1/2 (teaspoon) ground paprika 1/2 (teaspoon) ground cayenne pepper

Bake salmon 20 minutes in the preheated oven, or until easily flaked with a fork.

Serve with runner beans to complement the dish

Dessert Pecan Pie Total Time: 55 min Prep 10 min - Cook 45 min Serves 6 - 8 Ingredients: For the Pecan filling: 3 eggs 110g/4oz sugar 4 tablespoons golden syrup 2 tbsp rum 50g/2oz butter, melted a pinch of salt a few drops vanilla extract 175g/6oz pecan halves 1 un-baked deep-dish (9-inch) pastry case

Preparation Preheat oven to 350F degrees . Break the eggs in a large mixing bowl and beat well and then beat in the sugar.Add the remaining ingredients and mix well. Pour the mixture into the pastry case and bake for 10 minutes and then reduce the oven heat to 180C/350F/Gas 4 and bake for another 30 minutes or until the top of the pie is golden. Check if it s cooked through by inserting a skewer, it s done if it comes out clean. Turn out of the tin when slightly cooled and serve warm or cold with vanilla ice cream or a spoonful of crème fraiche. 59

NO MORE LANDFILL

Hertfordshire County Council plans to stop sending waste to landfill sites by 2025 after signing new long-term contracts for disposal of the county’s residual waste. Waste that cannot be reused, recycled or composted will be sent to energy recovery facilities where it will be used to generate electricity as a cleaner alternative to fossil fuels. Hertfordshire residents produce around 540,000 tonnes of waste a year, and currently 52% of this is reused, recycled or composted.Although our focus is on reducing, reusing and recycling waste, there will always be some material left over that cannot be recycled, and the county council is responsible for disposing of this. The new disposal contracts will run from April 2024 for ten years, with an option to extend for another five.The contracts are with: • Cory Topco Limited (three separate contracts) • Indaver Rivenhall Limited • Viridor Oxfordshire Limited • Veolia ES UK Limited Currently the waste that cannot be reused, recycled or composted is managed through a series of -short-term contracts including both landfill and energy recovery. Under the new long-term contracts, once planned new shredding facilities are operational, all of Hertfordshire’s residual waste will be able to be sent to energy recovery facilities, with none going to landfill.

EXCITING ACQUISITION OF FURTHER GREEN SPACES

We are delighted to report that Harpenden Town Council has recently acquired four additional green spaces from St Albans City and District Council, these are situated in: Wood End, Roundwood, Parva Close and Oakley Road. Taking ownership of these areas gives the Council the opportunity to channel much needed investment into the play parks and develop each space to their full potential, not only as a local amenity but also ensuring that we continue our focus on environmental and biodiversity improvements across Harpenden. These hugely exciting projects include £80K spending on each of the two new playgrounds at Wood End and Roundwood. Tired and dated apparatus in the playgrounds is being replaced with exciting, and thoughtfully designed, new equipment plus additional benches and picnic tables. Not only will the play areas become more engaging and educational, but the layouts and facilities have been designed with accessibility in mind. MORE THAN 30,000 HOUSEHOLDS IN ST ALBANS DISTRICT SIGN UP TO GARDEN WASTE RECYCLING SCHEME Councillors have decided not to increase the fee this year despite the high level of inflation because the take-up has been so high. Some 33,208 people subscribed to the service when it started last year – more than one in every two of the District’s 62,000 households. This resulted in around £1.6 million of much-needed revenue to support the waste and recycling service.

The new garden waste recycling service in St Albans District has been a success – with more than one in two households subscribing, it has been revealed. St Albans City and District Council introduced a fee for household collections last year in line with most other local authorities in Hertfordshire. The cost is £45 a year for a green wheeled bin or bag and £50 for each extra one with those in receipt of Council Tax Support being eligible for a discount. It had little impact on the amount of garden waste recycled in the District which remained roughly the same as in preCOVID years. It is turned into compost for soil enrichment and 10 tons of this compost is provided free to residents each Easter. Residents are currently being invited to subscribe for the second year of the garden waste scheme which begins in July. The service will be reviewed during the course of the year to see if it has maintained its subscriber numbers. If so, the Council may be in a position to reduce the fee next year despite pressures on its budget.

Motors Everyone who uses a vehicle on the road must keep it in a roadworthy condition; the MOT test checks that vehicles meet road safety and environmental standards. The first MOT test for a vehicle is required when it’s three years old (there are different rules if it’s used as a taxi.) The MOT looks at some important items on your car to see that they meet key legal requirements at the time of the test. Body or vehicle structure and general items Free from excessive corrosion or damage in specific areas. No sharp edges likely to cause injury. Towbars for security, condition, inappropriate repairs or modification. Correct operation of 13 pin electrical socket. Speedometer condition and operation. Engine mountings.

Brakes Condition including inappropriate repairs or modifications, operation and performance (efficiency test). Note the removal of the road wheels and trims are not part of the test.
