HERTS VISUAL ARTS FORUM – OPEN STUDIOS Open Studios is a county-wide event which this year runs from Saturday 18th September until Sunday 10th October. It is organised by The Herts Visual Arts Forum, a volunteerled artists’ organisation promoting links and opportunities for artists across Hertfordshire and also those from neighbouring counties. Harpenden boasts one of the biggest groups within the county and many of it’s artists are signed up for Open Studios this year. Three separate groups will take over the 8and Pop Up Shop opposite Waitrose on Leyton Road across the three weeks, and others will be opening their home studios up to visitors on various days throughout. HARPENDEN POPPY APPEAL 2021 The 2021 Harpenden Poppy Appeal will be launched on Saturday 30th October, when the Harpenden Town Council will also be opening the Field of Remembrance at the War Memorial on the High Street. You are more than welcome to join others at 11am for this short, but poignant ceremony. Poppy Appeal collections this year take place from Saturday 30th October to Saturday 13th November. ROUGH SLEEPING

St Albans City and District Council is committed to ending Rough Sleeping. They work with their partners to help those sleeping rough get the support they need.

During periods of extreme weather the Council may run its rough in St Albans Severe Weather Emergency Provision (SWEP), during which there will be additional night shelter spaces available.

There are a range of services in St Albans for those sleeping rough. St Albans City and District Council have a dedicated worker for those sleeping rough, who works alongside the Rough Sleeper Outreach Worker, based at the Open Door Night Shelter.

What can I do to help people sleeping on the streets?

GET YOUR SALT IN NOW IN TIME FOR WINTER Resident and community groups can get free salt to grit their streets from Hertfordshire County Council, as the council starts to gear up for the winter. The county council is also offering salt to schools to help them stay open during icy weather, as well as to parish and town councils who can use their local knowledge to identify exactly where best to use the salt during severe weather. District and borough councils that help with clearing high priority pavements can apply for up to 30 tonnes of salt to assist with highway treatments at no cost. Resident and community groups can apply for up to 680kg of salt, and schools can ask for up to 1 tonne. Last year some 200 local groups took advantage of the offer.

The salt will be provided for use on the public highway, not on private property, and the county council can only make one delivery of salt at the beginning of the winter. Application forms can be found at:

Harpenden Town Council would like to thank the volunteers from last winter’s Snow Angels Initiative for their hard work and dedication which was also very much appreciated by members of the local community. With the success of the Snow Angels Initiative continuing, the Town Council is again asking the question, “Would you like to help in the clearance of snow and ice from the footpaths in your local neighbourhood to benefit you and your neighbours during the winter season?” If you would, why don’t you join our band of Snow Angel volunteers? It is a great opportunity to contribute towards the safety of your community, in particular for those

who at this time of the year tend to feel more vulnerable, when it is slippery underfoot and are frightened to leave their homes for fear of falling. The more Snow Angels we have, the wider areas of residential pavement and footpaths can be cleared. You can choose to do this by yourself or work as part of a neighbourhood syndicate to cover a larger area near to where you live. The Town Council will supply you with a Snow Angels kit which comprises of a high vis waistcoat, protective gloves, protective glasses, a snow shovel and a supply of grit, and you will receive support from committed Town Council staff. Guidance is provided in a Snow Angels information pack and we are also just a phone call away. We would love to welcome you onto our Snow Angels Initiative. Pumpkin Carving Tips Top Tip:

Before you start remember, removing the top of your pumpkin, not only messes with the structural integrity of the pumpkin, it also cuts off the vine, which supplies the fruit with nutrients and moisture, so when you cut around it, you’re kind of cutting off that lifeline that’s keeping the pumpkin fresh. Likewise, cutting off the bottom is a bad idea too because pumpkins give off so much water when you cut them, that all that liquid can start oozing out.Your best bet is cutting a hole in the back of the pumpkin instead. 1. Choose your pumpkin wisely Part of the fun of pumpkin carving is that pumpkins come in so many shapes and size, the lines on the skin could form a witch’s wrinkles, while a misshapen pumpkin could provide a devilishly different canvas. 2. Use a template to perfect your spooky design Create your own or find some inspiration from the internet by searching for “Pumpkin carving templates” for some fun and spooky designs. 3. After you have found your template, stick it to the front of your pumpkin then carefully trace the image by poking holes along the lines. 4. Try shaving parts of your pumpkin rather than cutting all the way through and this will give your design a two-tone effect and add depth. 5. Once finished, remove the template and carve. 6. After you finish carving, light from the inside, ideally with a torch rather than a naked flame and watch your design come to life. 24


Tips:

To add an extra colour, put coloured tissue paper or if lighting with a candle, use flameretardant tissue, just behind the front face of your pumpkin to create a coloured filter or make your pumpkin shine from the inside out by using multicoloured Christmas lights to add a new dimension to simple styles, or try using a red bicycle light, set to flash, for a really sinister touch.

Shun the traditional orange pumpkin for a ghoulish green variety… or try your hand at transforming a watermelon. The process is the same, but it will certainly make your neighbours look twice!

If you don’t fancy carving your pumpkin painting your pumpkin can work too, especially if you want to keep little hands away from sharp objects they’ll also look great in the daytime. Either paint a design over the whole pumpkin, or use paint to add accents to an already carved squash. 25

How many calories are in your favourite drink?

With Christmas around the corner, do you know what your favourite drink’s food equivalent is… It’s all very well talking in units, but what does this really mean when you’re at the pub or having drinks with dinner at home? With a pint of lager containing the same amount of calories as a slice of pizza! A standard glass of red or white wine (175ml) with 13% ABV could contain up to 160 calories, similar to a slice of Madeira cake A large glass of wine (250ml) with 13% ABV can add 228 calories to your dinner? Pumpkin Soup Preparation time less than 30 mins Cooking time 30 mins to 1 hour. Serves 6-8

Ingredients:

• 1 large onion, chopped • 2 carrots, peeled and chopped • 2 garlic cloves • 1 bay leaf • 25g/1oz unsalted butter • 2 tbsp olive oil • 1 medium pumpkin (prepared weight about 850g/1lb 14oz) deseeded and roughly chopped • 1 medium-sized floury potato, such as Maris Piper, roughly chopped • 1 litre/1¾ pint vegetable or chicken stock, a little extra may be needed • 100ml/3½fl oz double cream • 3 tbsp pumpkin seeds • salt and freshly ground black pepper

Method: 1. Put the onion, carrots, garlic bay leaf, butter and half the olive oil into a large pan. Cook over a low–medium heat for about 10 minutes until the vegetables are tender but not coloured. 2. Add the squash and potato, mix to combine and cook for a further 2–3 minutes. Pour in the stock, season well and bring to the boil. Reduce the heat to a gentle simmer, half cover the pan with a lid and continue to cook for about 40 minutes until the squash is really tender when tested with the point of a knife. 3. Pick out the bay leaf and blend the soup until smooth using a stick blender. 4.Add the cream and a little more stock if the soup is on the thick side, taste for seasoning, adding more salt and pepper as required. 5. Meanwhile, heat the remaining oil in a frying pan over a medium heat and add the pumpkin seeds and fry quickly until the seeds start to pop. Remove from the pan. 6. Ladle the soup into bowls and serve with a swirl of cream and the toasted pumpkin seeds.

1. In a large saucepan, heat water and broth and keep warm. In a large saucepan, saute shallots and garlic in oil for 2-3 minutes or until shallots are tender. Add the rice, thyme, salt and pepper; cook and stir for 2-3 minutes. Reduce heat; stir in wine. Cook and stir until all of the liquid is absorbed.

Ingredients: • 1-1/2 cups water • 1 can (14 ounces) reduced-sodium beef broth • 1/2 cup chopped shallots • 2 garlic cloves, minced • 1 tablespoon canola oil • 1 cup uncooked arborio rice • 1 tablespoon minced fresh thyme or 1 teaspoon dried thyme • 1/2 teaspoon salt • 1/2 teaspoon pepper • 1/2 cup white wine or additional reduced-sodium beef broth • 1 cup sliced baby portobello mushrooms, chopped • 1/4 cup grated Parmesan cheese • 1/2 cup mascarpone cheese

2. Add heated broth, 1/2 cup at a time, stirring constantly. Allow the liquid to absorb between additions. Cook just until risotto is creamy and rice is almost tender. (Cooking time is about 20 minutes.) 3. Add mushrooms and Parmesan cheese; stir gently until cheese is melted. Garnish each serving with a heaping tablespoon of mascarpone. Serve immediately. Freeze option: Before adding mascarpone cheese, freeze cooled risotto mixture in freezer containers. To use, partially thaw in refrigerator overnight. HERTFORDSHIRE FLY TIPPING GROUP CALLS FOR TOUGHER LEGAL ACTION ON FLY-TIPPERS

The Hertfordshire Fly Tipping Group (FTG), part of the Hertfordshire Waste Partnership, together with over 150 local authorities and 10 professional bodies is calling on the Sentencing Council to consider tougher fines and sentences for fly tipping offenders. As part of a proposed review of the Environmental Offences Definitive Guideline (2014), the FTG, working in partnership with a range of local authorities and professional bodies covering Bedfordshire, Buckinghamshire, Cambridgeshire, Devon, Hampshire, Hertfordshire, Kent, Lancashire, Lincolnshire, Merseyside, Norfolk, Oxfordshire, Somerset, Staffordshire, Suffolk, Surrey and Warwickshire, is calling for tougher action against those who commit this awful crime. Currently, sentences handed down do not always match the severity of the offence committed or fairly reflect the costs incurred by the public purse. This means that punishment for the offence of fly tipping does not act as a suitable deterrent.

HERTFORDSHIRE FLY TIPPING GROUP CALLS FOR TOUGHER LEGAL ACTION ON FLY-TIPPERS

Continued The FTG along with the numerous supporting Councils and professional bodies from across the UK is asking the Sentencing Council to consider changes that would mean: • Court fines would exceed the cost of Fixed Penalty Notice fines and to include costs incurred by the public purse and the police in bringing a fly tipper to court. • Costs related to the clean-up of fly tipping on private land and restoration of that land would be included in fines paid by those who are prosecuted. • When deciding the level of fine, fly tipping would be looked at by the court as an offence first, and not at the person and their ability to pay first.The FTG suggests Means testing should be used to ascertain what type of fine(s) to give, and never how much they should pay. • If a defendant cannot pay the fine in full, or in part, it is strongly recommended that community-based sentences are more widely used and available across all offence categories. • More use of suspended prison sentences which has been proven to be a strong deterrent to serial fly tipping offenders in Buckinghamshire • Anyone convicted of a second fly tipping offence is given a custodial sentence rather than another suspended sentence. Cllr Eric Buckmaster, Chair of Hertfordshire Waste Partnership said:“During 2020/21 we were faced with exceptionally high levels of fly tipping.Without an effective deterrent, the number of fly tips will continue to go up, creating a massive burden on our resources and causing a blight on our countryside.We urge the Sentencing Council to respond to the areas we have highlighted for review. TREE - MENDOUS TREES

How often do you stop and take a moment to notice the tree in your garden, the trees you pass in the car or train, the tree you have stood under out of the rain or sun? Trees are an integral part of the British landscape, there, but not always noticed. In Harpenden we are extremely fortunate to have some fantastic trees and a leafy feel to the Town. Harpenden’s canopy cover based on a 2016 survey was 24.4% (www.urbantreecover. org). The average tree cover in England is 16% and the recommended target to achieve is 20% so we are definitely in the right place. We can of course always do more to increase this number and ensure we don’t drop under it. We have a tree lined High Street, avenues of Limes, wooded copses on the Common and on the Rothamsted Estate, eye catching garden trees and of course the Woodland Trust’s Heartwood Forest (www.heartwood.woodlandtrust. org.uk) on the doorstep.Trees provide long and short term benefits. Not only are trees attractive, producing flowers, fruit and shelter for wildlife but they also store carbon, reduce flooding, improve air quality and temperatures, reduce stress, improve mental health and wellbeing. That said, trees are living organisms so suffer similar ailments to us humans; when they are young, they need looking after; watering, weeding, supervising, and when they grow up they need pruning, treatment for pests and diseases, and support. Nationally there are many initiatives that focus on tree planting and Harpenden Town Council will be playing its part. Harpenden Town Council has assessed all of its open spaces for the potential to plant more trees. Several sites have been identified for new planting over the next three years including Porters Hill Park, Marquis Lane, Westfield Recreation area and Southdown Ponds. New planting will encompass a variety of tree species and small and larger sized trees. We will shortly be asking for community “tree planters” to assist us with the planting of these trees. The Town Council has also produced a Residents Guide to Tree Planting. The Guide is not intended to be a substitute for professional advice but a brief overview of the things that residents should consider before planting a tree: planting basics and aftercare, do you know what soil you have, how large a tree will grow once mature, if it is drought tolerant? LITTER ANGELS

The Litter Angels scheme was launched by Harpenden Town Council earlier this year to ask members of the community to assist in keeping Harpenden free from litter and debris and we are looking for more Angels!

Volunteers can sign up to help pick up litter in an area, and during times, convenient to themselves. HTC supply a Litter Angels pack which includes a litter picker, high vis waist coat, protective gloves and a roll of black sacks. Litter Angels are asked to monitor their local area and keep an eye out for places with extreme litter distribution.
