A lawyer by profession and with the backing of long years of experience in the legal field and business aspects.

MALTESE FRENCH CHAMBER OF COMMERCE TRIENNIAL GENERAL MEETING 10th October 2023 Your Excellency, members colleagues. On behalf of my colleague Council members, it is my pleasure to welcome you to our Triennial General meeting of the Maltese French Chamber of Commerce. The period under review is actually an extended period as a result of the pandemic experience that we were all obliged to go through. In fact, my report covers the period 2018 to 2023 since our scheduled AGM scheduled for March 2021 had to be cancelled due to the COVID restrictions prevailing at the time. One of the decisions taken by the Council at the time was to waive one full year membership to make up for the limited activities that the Chamber had to observe. It is therefore a great pleasure to be here together living, what we term ‘normal’ conditions. First and foremost, I would like to sincerely thank my Colleague Council members for their continued support to me as the President. The support is fundamental particularly when we consider that our Chamber is a Voluntary Organisation, hence the personal time dedicated to the Chamber’s work is motivated by the passion for our mission. Our ex Charge de Mission who has been instrumental to our Council. A very hard working person who continuously supports our initiatives. A very well-known person within the French Embassy and community. She studied and lived in France. Last but not least, our most recent Administrative arm who is carrying out excellent work to the Chamber. A sincere thank you to Ms Francesca Armeni who has accepted to join our Team as Secretary to Council. I must now thank our loyal and long-standing members who year after year continue to support our Chamber without fail. Our existence is completely tied to our members, many of whom are our long-standing friends as well.

8th June 2021, our Chamber in cooperation with the French Embassy in Malta, organized a fully fletched Webinar under the title “MALTA - SMART ISLAND” on the pressing challenges of eMobility. Orchestrated by HE Brigitte CURMI, Ambassador of France in Malta, the webinar gathered online more than 50 attendants. The Hon Ian BORG, Minister for Transport and Infrastructure and the Hon Miriam DALLI, Minister for Energy, Enterprise and Sustainable Development expressed their views. They both insisted on the target of a carbon-neutral economy in 2050 as a strategic priority that is consistent with the main infrastructure investments planned all across the Maltese islands.

Please allow me to take you through some chronological points in relation to the work carried out by the Maltese French Chamber of Commerce during the period under review: •

The last Triennial General Meeting was held on Wednesday 28th March 2018 at the Corinthia Palace & Spa, Attard.

29th April 2022 a Social Networking Event was held at The Palace Hotel in Sliema. Another very successful event with over 150 guests whereby our Chamber formally introduced H.E. Madam Ambassador Agnès VON DER MÜHLL to our members.

14th September 2022. Our Chamber took the initiative to organize a very particular Business Lunch at Rosami at The Villa in St. Julians. The Minister for Foreign Affairs Dr. Ian Borg and H.E. Madam Ambassador Agnès Von Der Muhll were the main guests together with other top officials from the Ministry and Embassy, we well as Associated Partner, Mr Kevin Farrugia CEO BOV and Mr Thomas Groleau Managing Director of RCI participated to the lunch business discussion.

3th May 2023. Social Networking event was held at Xara Lodge under the patronage of Madam Ambassador Agnes Von Der Muhll and the Minister of Foreign Affairs and Trade. Indeed, a very successful social event with the participation of members and distinguished business guests.

on the 29th April 2019, our Chamber organise The Malta-France Business Forum at the Corinthia Palace Attard as part of its 30th Anniversary. The panel discussed the main theme of “Doing business with France over the years and what is different in today’s environment”

on the 13th June 2019 an Extraordinary General Meeting was held at Busy Bee Business Centre Birkirkara with the scope to amend the Statute and seek support to apply as a Voluntary Organisation. This was a long overdue objective but we can finally be proud of our full compliance which was achieved by the end of 2020 under VO NUMBER 2012. On the 11th September 2019, the Chamber took the initiative to organize a conference at The Grand Hotel Excelsior Floriana with the aim to discuss “The Evolution of the Banking Industry, Strengths and Challenges”. This was a very successful initiative that created very interesting debates.

To celebrate its 30th Anniversary, The Maltese French Chamber of Commerce organised a Gala Social Cultural Event at The Grand Ballroom, Phoenicia Hotel Floriana on the Friday 18 October 2019.

In order to reach out to our members, our Chamber releases very interesting and informative newsletters with the most recent one sent during June this year. We have now already embarked on our next newsletter which is intended for release late October this year. Another initiative which we undertake in support of the French Embassy, is the annual release of FOCUS FRANCE. This applied during 2019, 2021 and 2022. Focus France is a very challenging task but we take it on board with pride. This year a fresh initiative was taken by the Embassy and our Chamber to organize a ‘FrenchMaltese Village Feast’ in Zebbug the day after the French National Day. The Chamber is also highly involved in several meeting with representatives from the French Regional Economic Services based in Rome, Business France, Consuls meetings in Paris and in Italy as well as with the Malta Chamber of Commerce, Enterprise and Industry. The Council members hold regular monthly meetings to ensure continuous focus and proper planning. Thank you for listening and we will now proceed with the next agenda items.

Message from HE Agnès Von der Mühll French Ambassador to Malta

I want to thank all the Board Members of the French Maltese Chamber of Commerce for their dedication to the relations between our two countries and to the fostering of economic exchanges and investments in malta and in France. France just launched an international campaign that sends a powerful signal to the international business community worldwide that will build on France’s strengths: industrial and economic dynamism, innovation potential, and cultural and artistic vitality. On a global scale and particularly in Europe, thanks to the ambitious reforms in recent years, France stands out as a country conducive to investment and innovation. In 2022, France ranked 1st in Europe in terms of foreign investment, for the fourth consecutive year. It has even ranked 1st in Europe for industrial investments for 20 years and for R&D projects since 2018. 16,900 foreign companies are present in France, many of which for decades. These companies contribute to 20.1% of the revenue of companies in France and 16.5% of value added, and employ 11.9% of the workforce. France has indeed much to offer to businesses and foreign investors. Let’s take a look at the French economy – beyond the clichés.

The French economy goes beyond the well-known economic sectors of luxury goods and agrifood but also has strong banking and insurance sectors as well as energy and automotive industries.

Companies with foreign capital make up 21% of work in industry, 30% of French exports and 21% of domestic R&D expenditure. PARIS: THE EUROPEAN UNION’S LEADING FINANCIAL CENTRE Paris is above London and New York in the ranking of cities that are home to the most Top 500 businesses’ headquarters. Paris is a global financial centre and the European leader in venture capital. Four French banks are in the global banking top 20. A NATION OF ENTREPRENEURS France is the leading business creator in Europe. It takes only 3.5 days to create a business in France, compared to 4.5 in the UK and 10.5 in Germany. HIGHLY QUALIFIED AND PRODUCTIVE HUMAN RESOURCES France is investing heavily in its education system (5% of GDP). It has a highly qualified, adaptable workforce. France ranks 7th for hourly labour productivity, ahead of Germany and the UK. AN INNOVATIVE COUNTRY France ranks 6th in the world for domestic research and development spending (2.2% of GDP). The main R&D investment sectors are cars, aircraft and spacecraft manufacturing, pharmaceuticals, scientific and technical activities, IT and information services. With the goal set in 2017 of making France a “Start-up Nation”, France created a fund of €10 billion to finance innovation. The message to foreign companies and investors is clear: Choose France. We will be here to support you!


Message from HE Carmelo Inguanez Ambassador to Malta in France In international relations, these last years we have seen that what was generally thought as not possible to occur, did happen. The European continent was shaken to its core. Barely two months ago we have seen the festering Middle East problem yet again inflamed beyond any imagination. This is a stark reminder that, the global geopolitical scenario in general has undeniably become increasingly volatile. The world order has been severely threatened and regrettably, it will remain like this for years to come. As the French President stated last summer at his annual address to the conference of French ambassadors, our fundamental principles must remain the same and they can be absorbed in one word: sovereignty. Besides the fact that Malta and France share the same concerns for the future of Europe and of the world, the word sovereignty is a challenge and opportunity. It will transcend all aspects of European policy from innovation, carbon neutrality and energy security, sustainable environment, and outwardly through partnership in international development. Indeed, the European Union has made European sovereignty as the background pillar to reinforce and protect our collective European security and stability in the face of an ever-uncertain world. The good thing is that this sovereignty that we aim to achieve opens a myriad of new avenues for joint projects and research in artificial intelligence, information and communications technology, bio-agricultural production, in the sustainable use of marine resources, the energy sector, the health sector, and the education sector, to mention just a few. The multiplier effect of this umbrella called European sovereignty will be European continuous economic growth and prosperity. Undoubtedly the initiators of all this thrust are European businesses,

research institutions, and education organisations. The sky is the limit for the opportunities that can grow out of this challenge. France has been on the fore front of this move and French businesses are working rapidly to help their country and Europe become sovereign. It is in our interest to tap into these opportunities and join this train sooner than later. The MaltaFrance Chamber of Commerce is unique in its role to provide support and direction for interested Maltese entrepreneurs willing to embark on this journey. The Chamber is there to promote, develop and strengthen commercial, industrial, and financial interaction between the two countries. I am in no doubt about the zealousness of its members to also contribute to this European aim which after all is our aim. The Embassy of Malta in France stands ready to assist in this endeavour. 5

Minister for Foreign and European Affairs and Trade It is a pleasure to be able to share again a few thoughts in the newsletter of the Maltese French Chamber of Commerce.

The developments over the past weeks have shown - yet once more - the challenges and volatility of our shared region - the Mediterranean. It comes as no surprise that Malta and France are motivated to work together from all angles - political, commercial and social - in order to promote shared values for the betterment of our societies and stability at a regional and global level. It is for this reason that, since the establishment of diplomatic relations, our bilateral ties continue to prosper, built on fruitful collaborations in numerous sectors. Needless to say, France continues to be an important trade and commercial partner for Malta. The figures speak for themselves, with French imports reaching more than €350 million worth of goods and services and more than €230 million Maltese exports to France, the latter consisting mainly of high value-added goods, processed locally including electrical machinery, equipment and appliances, and, to a lesser extent, pharmaceutical products. French businesses’ presence in Malta is also felt in several sectors, mostly in the insurance sector, logistics, transport, microchips, and pharmaceutical products. The STMicroelectronics and the CMA CGM Malta Agency are just but a few examples one can mention.

Tourism, an essential pillar in the Maltese economy, is another sector of vital importance for exchanges between our countries. Last year, France ranked third in terms of number of tourists visiting Malta, while being also Malta’s fourth most visited travel destination. English language students from France studying the language in Malta rank second highest. These healthy exchanges may possibly owe themselves also, besides other determining factors such as the island’s hospitality, safety and mild climate, to the seamless air connectivity between Malta and France with a steady number of daily direct flights to many French cities. I am confident, however, that there are further opportunities that can be tapped into. Malta stands to benefit by collaborating with France in areas such as agri-food business, the mechanical industry, renewable energy, ICT, AI, nano technologies, and in the pharmaceutical, aerospace and nuclear sectors. Supporting the development of commercial, industrial, financial and tourist exchanges between the two countries over the last thirty-four years, the Maltese French Chamber of Commerce has cooperated with authorities, organisations and constituted bodies in both countries to better understand the two countries’ markets. The Chamber thus has a critical role to play by bringing together economic players with the aim of contributing to the dialogue between business and politics to help facilitate exchanges between Malta and France and increase the influence of their private sectors. It is up to us, therefore, to turn challenges into opportunities and obstacles into solutions. Building upon our shared values and common objectives, I look forward to the further enhancement of ties between our countries in all dimensions to guarantee a better, safer and more prosperous future to our peoples.

The €6 million investment in this brand new 4,500 sqm logistics centre in the port city of Genoa is Express Group’s first major international investment, and is the result of Express Group’s strategic vision to establish a physical foothold on mainland Europe from where to service its markets better. The project was initiated in 2018 when Express Trailers founded its Italian venture Express Trailers S.r.l.u. which effectively meant the start of the company’s internationalisation process. “Primarily, our new logistics hub in Genoa, being so close to France, will undoubtedly also help our clients doing business between Malta and France to operate in a better and more reliable manner,” explains David Fleri Soler, Chief Commercial Officer at Express Trailers. Perit Robert Vella was born in Malta in1969, and he first started to pursue his passion in architecture and engineering by joining the Armed Forces of Malta through an officer cadet scheme in 1989. On

enlistment he successfully completed the officers’ training course at the Royal Military Academy Sandhurst in the United Kingdom. Following graduation, Perit Robert continued to specialise in military engineering initially at ‘Scuola del Genio’ in Rome, Italy and later accomplished Advanced Level of Military Engineering at the US Engineer Centre in Fort Leonard Wood, Missouri USA. Throughout his active service he further qualified with a bachelor’s degree in engineering and architecture (Honours) from the University of Malta and subsequently achieved his Ph.D. from the Universidad De Valladolid in Spain, earning the highest commendation bestowed by the university. After having retired from 27 years of active service with the Armed Forces of Malta in the rank of Colonel, Perit Robert now pursues a career as self-employed in the field of Architecture and Civil Engineering at RCV Architects.

Eventually, the Circle became the Alliance Française in 1959. As a linguistic center, the Alliance Française de Malte-Méditerranée is the only accredited center in Malta for the DELF and DALF examinations, the TEF and other certificates from the Chamber of Commerce and Industry of Paris and La Sorbonne Nouvelle. Mazars in Malta celebrates 25th Anniversary Mazars, the Paris-based international audit, tax, and advisory firm, is this year celebrating the 25th Anniversary of its presence in Malta, and it is doing so in style. Earlier on this year, in May, the Minister for Finance and Employment Clyde Caruana inaugurated the new offices of Mazars in Malta, in the presence of H.E. The Ambassador of France, Agnès von der Mühll. The new offices are hosted at The Watercourse, a prestigious building designed and constructed to the latest architectural and environmental standards, within the Central Business District in Birkirkara, Malta’s premier financial hub.

In his speech during the inauguration, Mazars in Malta Managing Partner Anthony Attard said that the move to these state-of-the-art premises “dovetails with Mazars’ vision of engendering a positive and collaborative workenvironment, while at the same time reflecting the firm’s ethos of transparency and professionalism.” In July, also as part of its 25th Anniversary celebrations, Mazars in Malta hosted an event which saw the participation of clients, stakeholders, and its employees, together with H.E. Agnès von der Mühll. Also in Malta for the occasion were Mazars Group CEO and Chairman Hervé Hélias, and Mazars’ Country Monitor for Malta, Florence Pinot . The event was held on the Grand Harbour Terrace of the Mediterranean Conference Centre, offering splendid views of the Grand Harbour in Valletta. In his speech during the event, Mr Helias said that “at Mazars, quality has been and will always remain our top priority, and we will continue to invest in innovation and talent to deliver excellence and a seamless client experience.” Finally, as part of these celebrations, Mazars in Malta has also launched a CSR scheme. This involves supporting five local youth-oriented NGOs and/or student associations with a contribution of €5,000 for each of these, spread over three years, for a total investment of €25,000.
